When asked about the standard of the speeches this year compared to previous years, Margaret said, “I found the children who were in it last year had listened to my advice and it showed in their results. The standard was impressively high with a wide range of interesting topics.” Year 6 student, Oliver Blackburn from Hororata School took out the first place trophy. Having won it in 2014 as a Year 5 student, Oliver has the added honour of being the first to achieve a first place, in consecutive years. Second place went to Ella YoungmanYoungman-Mark and third place to Shannon Bayliss, Bayliss both of Kirwee Model School. The News congratulates all the hard working students involved in the competition.

After a great day of Rugby on June 6th - where the weather also played the game, Kirwee Rugby Club’s club-day finished off with the presentation of a Life Membership plaque to Club stalwart, Gary Feast. Feast Gary joined the Kirwee Rugby Club in 1972 as a junior player in the U9 grade, progressing through to the U13 grade before playing a season with West Melton in the U16 grade. He returned to Kirwee to play in the U19’s and Colts, before progressing to the Senior Div 2 team. Gary also played a season for Div 1 in 1985, then returned to Div 2 until retirement in 1993. Gary has undertaken various coaching and management roles over the years including taking on the President’s role following the sudden departure of the then office bearer at the start of the 2004 season. He was elected President at the 2005 AGM; continuing in this role until 2007. Club Captain, Team Manager, Ellesmere Ru g b y S u b - A s s o ci a ti o n Management Committee, and bar manager, are all duties Gary h as un der tak en in hi s commitment to the Club.

Second place went to Ella Youngman-Mark of Kirwee School and third place to Shannon Bayliss, also of Kirwee School.

Trevor Wall (Patron) Gary Feast and Dan Burrows (President) of the Kirwee Rugby Football Club. Gary holds his Club Life Membership plaque - presented to him last Saturday. In 2004, as President, Gary started to look at the existing Sports Pavilion and examine plans for a bigger Clubroom and bar space, along with upgrades to the existing changing rooms. Several suggestions were produced, but the Reserve Board Committee were reluctant to commit to these changes. In 2008 Gary was elected to the Kirwee Recr eation Res er ve and initiated discussions which resulted in sketch plans being

prepared for the upgrade of the existing Sports Pavilion toilets and kitchen, along with new changing rooms and separate Rugby Clubrooms. By 2010 the project was under construction. Gary continues to help in the bar, as he has done for many years, and has recentl y constructed the new grandstand and donated this to the Club. He now joins his father John on the Honours Board as a Kirwee Rugby Football Club Life Member.

Dog, Police were quick to apprehend the suspects. One, an eighteen year old from Christchurch, the other, a local. “It was disappointing that one of those involved was local, a sixteen year old from Sheffield,” Stuart commented. “In this community we like to think we look after our own - not cause expensive mayhem, then bolt without advising anyone, or confessing to the damage. “We’re hoping insurance will cover replacement pumps, but it of course won’t compensate for the loss of revenue, or the inconvenience, not just to the business, but to our customers too. Replacement pumps are difficult to find and new pumps take around six weeks to build. We are looking for a temporary pump solution which may get us up and running a little sooner but nothing is instant, unfortunately.

“We would like to acknowledge the help and support of the community as we get through this trying time,” Stuart said, “also the workmen from ECL, the Challenge Support Group and other parties who’ve been involved. “We apologise to the community for being unable to provide the service we pride ourselves on giving following the senseless attack by these youths. We sincerely hope the justice system will serve us on July 3rd, when the offenders are scheduled to make their court appearance in Christchurch. Our retail shop is still operating, but at reduced hours and our workshop is fully operational. We do hope all our past, p r es en t an d i n ten d in g customers call in to see us - as it is business as usual in most departments,” Stuart concluded.

As the month of May drew to a close, so too did the ‘Good in the Hood’ programme supported by Z Service Stations. With four worthy groups all equally deserving of the share of the $4,000 allotted per station, the groups nominated in the Darfield area have eagerly awaited the outcome of the month’s voting. While the official presentation event is not until June 16th, the following amounts have been confirmed and will be donated to each charity:

Last Saturday evening (9pm) local business Kirwee Challenge was the victim of an act of destructive stupidity that has had an impact not only on its ability to trade, but also on its ability to fully service the surrounding community and retain staff at their full rostered hours. “At close to 9pm on Saturday June 6th, a car careered th r ou gh ou r Fo r ecou r t destroying two fuel pumps,” said Kirwee Challenge owner, Stuart Jones. Jones “A local resident saw the event, followed the alleged offenders to the Kirwee Hotel where they tried to make a purchase and then to the Kirwee Rugby Club’s carpark.” Having established where the perpetrators had gone, the resident contacted Kirwee Challenge’s owners, who immediately got in touch with the Police. For the second year in a row a small group of Castle Hill Village women, Liz Hay, Hay Liz Dart, Dart Diana Hubrich and Maree Goldring organised and facilitated a Pink Ribbon fundraising Breakfast. Held on May 31st the event attracted around forty breakfast guests, several more than expected, which saw the Village Hall almost bursting at the

seams. The team not only served up a two course breakfast buffet, but they also ran a well supported raffle. Along with several donations to the fundraising online account, the breakfast raised $817.50, - a creditable effort and $200 more than last year’s event.

Whenever buying consumer goods or services in New Zealand from a trader for p er s o n al , d o m es ti c o r household use - purchasers are covered by the Consumer G u ar an tees A ct ( CG A ) . Purchasers are not covered by the Consumer Guarantees Act when buying privately. The Consumer Guarantees Act says that goods have to: • be of acceptable quality and last for a reasonable time • be fit for their particular purpose • match their description • match the showroom model. The manufacturer or importer must take reasonable steps to provide spare parts and repair facilities for a reasonable time

after the goods have been purchased. From June 17th, 2014 there is a guarantee of timely delivery, which means that where a supplier is arranging the delivery of the goods they must ensure that the consumer receives them in the agreed time period. And the guarantees for services are that they must be: • provided with reasonable care and skill • fit for purpose (i.e. they must make sure you get what you want) • completed in a reasonable time • a reasonable price.

“If anyone wishes to make further donations to the Castle Hill Vill age Pink Ribbon Breakfast total, you can do it online,” said Maree Goldring one of the organisers. “Just search for Pink Ribbon Breakfast Maree Goldring. At this stage it looks highly likely the event will take place again next year.”

Even if you haven't discussed the price with the service provider they cannot charge you an unreasonable amount. If any goods or services bought don’t meet the guarantees, go back to the retailer or service provider and explain the problem. In case of future problems, always keep the receipt, warranty and other information about the product.

A fresh covering of snow always makes for an exciting start to any week at Darfield Preschool and when everyone arrived at preschool on May 25th this was definitely the case. Children from both the Preschool and Nursery were snugly kitted out in jackets, hats and warm clothing so that they could make the most of exploring the cold, white

Page 7

wonderland. There was lots of fun to be had moving snow in wheelbarrows, creating lakes out of melted snow and even making snow castles. Learning about the environment through play is a fundamental element of the Preschool’s philosophy and everyone is eagerly looking forward to the next snow. Darfield Preschool and Nursery co n t i n u e to l o o k f o r opportunities to foster links with the community and strengthen the support available for the family unit. Consequently, when the idea arose to have a ‘Pink Ribbon Day’ it seemed a fitting opportunity to invite families to

come together and enjoy a s o ci al o c c as i o n w h i l e contributing to breast cancer awareness. On May 27th the children arrived to a pink Preschool where the dĂŠcor and day’s activities featured everything pink. For the parents who joined in with the day there was a warm ‘cuppa’ and social catch up. Meanwhile the children feasted on a hearty morning tea of pink food. The Darfield Preschool and Nursery extend a special thank you to all those families who made a donation to this valuable cause.

A recent Statistics New Zealand survey indicates that the majority of New Zealanders are highly satisfied with their lives. The NZ General Social Survey is the biggest social survey outside of the five yearly census. It shows that eighty three percent of people were highly satisfied with their lives in 2014, while eighty seven percent rated their sense of purpose highly.

Canterbury highlights: Highest acceptance across most measures of diversity – religion, sexual orientation, race or ethnicity, and new migrants. Most likely to have had contact with friends in the past week. Least likely to say their homes were too cold. Most likely to have enough money to get by. Least satisfied with lives – but still 81.6 percent were highly satisfied. 90.9 percent said they had at least enough money to get by.

Local authorities have until July 3rd to get their submissions in for phase two of the Government’s UltraFast Broadband (UFB) and Rural Broadband Initiative (RB I ), Co mmunicat ions Minister Amy Adams advised. In March, the Minister put out a call to all Councils seeking their views on priority areas and how they would support better broadband in their community. Amy said there had been a good amount of interest from Councils and had been encouraged by their initial feedback. “From what I have seen so far, a number of Councils have grabbed this opportunity with both hands and already I’m seeing some innovative ideas. With only one month to go before submissions close, Councils need to continue to take an

active role in working with residents and businesses to identify opportunities for broadband use and support rapid uptake.” “This is a significant opportunity for Councils to make a credible difference to the telecommunications infrastructure of their area and so we want Councils to put their best case forward,” she added. The information received from local authorities and communities will be an important part of deciding the amount, type and location of infrastructure to be deployed in this next phase. “While the Government has made excellent strides with the first phase of UFB and RBI, we want to do even more to extend better broadband to as many New Zealanders as possible,” Amy

concluded. The first phase of UFB is ahead of schedule with 46 per cent of the build complete and 618,000 end users able to connect to the network. Uptake is at 13.8 per cent across the country, taking the total number of end users connected to the network to 85,544. Across all components of the RBI, total uptake is currently sitting at 25.2 per cent. An extra $210 million for Ultra-Fast Broadband (UFB) and $150 million for the Rural Broadband Initiative (RBI) and mobile blackspots in Budget 2015 for this next pha se ta ke s the Govern me nt’ s total investment to $2 billion. Registrations of Interest for phase two close July 3rd.

The Malvern Community Patrol vehicle with the Police Tractor at the recent South Island Field Days in Kirwee. The second Annual General Meeting of the Malvern Community Patrol took place in the meeting rooms at Darfield Library, on Thursday, May 28th. Errol Ashby welcomed those present and especially thanked Anne Smith, Smith the District Representative, Roy Appley, the Police Liaison Officer and Cheuky Chan of the Police Communications Centre, for their attendance, and the time spent in travelling to Darfield. Errol thanked sincerely his fellow patrollers, as well as those on the committee whose sterling work kept everything running smoothly. He also commented on how supportive the community was of the Patrol and gave some statistics on their operation over the past twelve months.

The Patrol has:• Travelled 8,069 kilometres, with an average of 672 kilometres per month. • Spent 869 hours patrolling, with an average of 72 hours per month. • Attended 51 vehicle related incidents. • Dealt with 54 property related incidents and seven damaged properties. • Attended ten disorders and 21 people related incidents. • 25 special services. “There seems to be constant requests from locals to keep an eye on their property, when they are absent or to keep a watch out for a dodgy character or two that they know of, and who

frequents their area. These communi ty r eques ts are probably confirmation that we are gaining more acceptance,” Errol added. Errol was extremely appreciative of the support given by the local Police and Andy Grant of the Darfield Police commented at the meeting that in the most recent figures to hand (July 2013 to June 30th 2014) there had been a 10% drop in reported crime. Andy thanked the Malvern Community Patrol for their help which has been one of a number of contributing factors for this crime decrease. “During the year we have erected a fence where the patrol car is housed and put up a security light to make things a lot easier at night, especially during the winter months. Once again all this was donated. The side lights on the car roof have proved most popular - no more cold hands holding torches out of windows on chilly nights.

“We must thank two of our major sponsors, Drummond & Etheridge of Ashburton who have allowed us continued use of the Nissan Tiida car, and Merv Frew who so generously supplies the fuel,” Errol said. “There have been few major incidents this year, but recently one involved four young lads firing skyrockets at houses. These missiles left burn marks on properties and narrowly missed a homeowner who opened her door to investigate. The Police now have their names, and peace reigns once more.” “A few Patrol members attended the South Island Field Days at Kirwee and had the Patrol Car on display with the Police Tractor, which was well received.” To conclude Errol added that the Malvern Community Patrol members are all looking forward to another year of successful patrolling.”

Offering New Ploughing Service Wayne Tewnion and Brian Walker of Steel Garages and Barns bring with them years of experience in the fields of engineering and construction. Darfield’s Brian Walker has twenty years experience in steel work and fabrication. He previously owned and operated Profile Cutting Services Ltd, and now, along with business partner Wayne Tewnion of Yaldhurst, is in business as Steel Garages and Barns. Wayne is an experienced barn builder and with Brian’s experience in engineering, it was the ideal combination. The pair began constructing steel kitset barns and garages in April 2012 and their website w w w. m yb arn . co .nz g i ves potential clients the opportunity of seeing the company’s completed work, as well as reading testimonials from their satisfied customers. “Since starting out we have been on the look out for the best quality plus the strongest design and in March 2015 we were offered the agency for Wide Span Sheds in the Selwyn District. After considerable investigation, we found these sheds lived up to all our exp ectations, in design, improvements, back up and just the strength of them in comparison to competitors.

“The thing most people don’t realise with a steel shed,â€? Brian explained, “is that the weight of the kitset is its strength. Comparing the kitset weight is a good indication of value supplied.â€? Some of the major points of difference in the buildings constructed by Steel Garages and Barns are:• Swaged web on all Csections increases strength of columns and rafters. • Structural differences in layout of components make cons tru ction , s imp l er , quicker and stronger. Brian or Wayne are happy to show clients the differences. • Wide Span don’t use through bolts into the concrete to anchor portals. Footing bolts are set into concrete, which is much stronger and doesn’t weaken the floor slab at the corners. • Eave purlin brackets are attached to the top of the rafter, not to the small lip of the C section. • The haunch brackets allow for the rafter to be

supported by the column, not sitting in mid air held only by the bolts. • The haunch brackets and the apex brackets are folded to fit around the rafters and columns, which provides superior strength. • One of th e b igg est advantages of Wide Span is that the roof can be built on the floor slab and then lifted into position, fully clad, improving safety, and the quality of the job. “It doesn’t matter whether you are building a garage, a farm workshop-hay barn, or an industrial building, it is a large investment,â€? Brian commented, “and for the sake of a little extra planning in the early stages you can achieve a far superior building and create an asset for your property.â€? Wide Span sheds can be sold as a kitset, or Brian and Wayne can arrange full installation. “What ever you choose we are here to help and advise you, backed by valuable support from Wide Span Sheds,â€? the pair concluded.

To the Editors: The person who sent a complaint to Environment Canterbury regarding a fire on June 1st at (supposedly) 1232 Courtenay Road, Kirwee - should have got their facts correct first. The complaint as made, was incorrect and Environment Canterbury have been notified of this. The burn-off was on an adjoining property and was controlled by the local volunteer Fire Brigade at the time. Environment Canterbury time and resources were wasted when the correct information could easily have been gleaned from within the community.

Shoulder removal work underway along Te Pirita Road near Hororata.

Shoulder removal work underway to improve road performance. Work is now underway to improve surface drainage on up to 350 kilometres of local roads in Selwyn. The work is being funded from $530,000 in extra funding provided by the New Zealand Transport Agency (NZTA) to recognise the extra pressure on Selwyn roads from increased traffic as a result of economic and population growth. Contractors are currently working to remove high grass shoulders along roads

to allow water to drain away without ponding on the road surface. “When the foundations of our roads become wet their strength is reduced and they become more prone to developing potholes or edge damage, particularly on heavy vehicle routes,” explained Selwyn District Council Assets Manager, Murray Washington. Washington "A way to improve the performance and resilience of Selwyn’s typically flat roads and roadsides is to improve how the road surface drains, especially as our roads are having to deal with more traffic," Murray added. Shoulder removal is a no r mal p ar t o f t he Council’s road maintenance programme and is normally done prior to resealing work or when gravel is replaced on unsealed roads. The extra NZTA funding has allowed additional shoulder removal to be done at other sites.

ESSEX GIRLS Five blokes in an Audi Quattro arrived at the ferry checkpoint in Harwich, Essex. Tracey, in her brand new uniform, stops them and tells them: “I can't let you on the ferry. It is illegal to have five people in a Quattro. Quattro means four. One of you will have to get out and stay behind. “Quattro is just the name of the car, the driver replies disbelievingly. “Look at the papers: this car is designed to carry five persons. “You cannot pull that one on me. This is Tracey you're talking to here, she replies with a smile. “Quattro means four. You have five people in your car and you are therefore breaking the law. So I can't let you onto the ferry. It's more than my job's worth to let you all on. The driver is now very cross and replies angrily, “I've had enough of you. Call your supervisor over. I want to speak to someone with more intelligence! “Sorry, responds Tracey, “but Sharon is busy dealing with the two blokes in the Fiat Uno.
