California has long been a symbol of the American Dream, and the dynamic new documentary California State of Mind: The Legacy of Pat Brown tells an exciting tale of the West as it follows the journey of a man overcoming seemingly insurmountable obstacles to shape the future of modern California. Seven years in the making, the film takes on even greater significance now that his son, Jerry Brown, is governor of California — again. This premiere account of Governor Edmund G. “Pat” Brown’s life is told by his granddaughter, award-winning director Sascha Rice, who provides an inside look into political power and a family dynasty called by some “the West Coast Kennedys.” Grounded in rich archival footage, the film includes a treasure trove of photographs and never-before-seen home movies. But the film is much more than an examination of the past; it invites us to think about pressing social problems with Pat Brown’s special brand of can-do optimism. Sascha Rice explains: “Fifty years later and at the beginning of a new century, California faces many of the same critical issues Pat Brown did when he was governor. Infrastructure is under great stress and neglected. Freeways and roads are congested and crumbling. Universities and the public school system are overcrowded and the quality deteriorating. Water and other environmental resources are shrinking as demand increases and pollution spreads. It’s hard not to feel powerless in the face of such big problems. “The process of making this film has been a fantastic journey to discover how my grandfather built a ‘super state,’ and along the way I uncovered insights into politics, our family and my role in the legacy. My grandfather was an eternal optimist, and he saw California as the pinnacle of the American Dream. While I wrestle with this inherited optimism, my aim is to engage people in history and to inspire particularly youth to be leaders and become involved in their communities around issues of thoughtful growth and the environment.”

New series from The California Report explores the impact of early childhood education.

What have you heard from the families and educators you’ve interviewed? Many middle-class parents feel like they don’t have good options because their income doesn’t qualify them for state programs, yet they can’t pay for highquality private pre-K programs. Experts say the average parent spends about $7,000 a year on preschool — that is more than average tuition costs at a California state university. This leads many parents to rely on cheaper, unlicensed childcare/development providers. Others rely on relatives or nannies who may not be able to provide an educationally rich environment. Meanwhile, educators agree reforms are needed because there are no standards and accountability within California’s early childhood education system for children 0 through 5 years old.

What inspired the series’ creation? The national debate about education reform has shifted in recent years to focus on the early grades in public schools. Experts say if a child doesn’t reach reading and math proficiency by the third grade, they will most likely fall behind and stay behind in school for the rest of their academic career. However, there is a lack of quality, in-depth reporting about California’s early childhood education system. The “Baby Steps” series will demystify the system by focusing on how curriculum is changing in the early grades, how federal reforms are prompting statewide change, how budget cuts threaten the promise of early learning, and parents’ experiences as they navigate this massive and complicated system.

What can we learn from the series? Through interviews with parents, educators, children and experts, we’ll uncover why an early childhood education could help to close the academic achievement gap in California, curb the high school dropout rate, reduce the amount of money spent on remediation, and help more people secure jobs or enter college. The first part of the “Baby Steps” series was broadcast on April 11, 2012, and focused on the promise and politics of transitional kindergarten. Supporters say a two-year kindergarten experience is now needed to prevent more children from failing in school.

Tell us a little more about “Baby Steps” and what it covers. The series will attempt to explain why early childhood education (child care to third grade) is important, what kind of programs and system currently exist in California, how new and prospective parents are attempting to navigate that system, and what changes are needed to improve quality and access. We’ve developed an online “Early Education Guide” and a special section on The California Report’s website (californiareport.org/specialcoverage) to help listeners track the stories and data and to put essential visual information at their fingertips.
