The Singapore Institute of Landscape Architects held the 2012 Student Design Awards Ceremony on 7 September 2012 at Singapore Polytechnic.
PRESIDENT’S FORWARD
Singapore Institute of Landscape Architects (SILA) is delighted to organize the “Beyond Just Green” SILA Students Design Awards 2012. This is the third year where we see the Student Awards not just as a design competition, but also a platform for interaction between the students, their institutions and the practising professionals. The awards present an opportunity for the students to partake in an industry-led event and to learn from the rigours of participating in a competition. It is also a chance for SILA to outreach, guide and nourish the green shoots of the profession. For this year we have started to extend the invitation to overseas institutions and we are encouraged to receive entries from the Philippines despite inclement weather conditions during the period of design submission. SILA congratulates the winners and is grateful to the following institutions, namely National University of Singapore, Ngee Ann Polytechnic, Singapore Polytechnic, Temasek Polytechnic, Bulacan State University and University of the Philippines-Diliman for participating. SILA would also like to thank the sponsors in supporting the event and recognizing the importance of moulding our future in Landscape Architecture.

ABOUT THE AWARDS
Under SILA’s key thrust, we welcome initiatives and collaborations with tertiary institutions, and work closely with them to continuously advance the learning and practice of landscape architecture. SILA believes in continuous learning and innovation. We believe in providing educational support to grow our profession and nurture the future leaders of our profession. The theme ‘Beyond Just Green’ epitomizes the intellectual rigor of the profession, inspiring creative design solutions within parameters determined by research and analysis. It aims to create awareness that landscape architecture goes beyond the ‘green’ norms of designing with plants and gardens. The sub-theme ‘Transitions…Transformations…’ reflects the most relevant aspect of landscape design profession in the region especially Singapore where significant public spaces are in the midst of transformations and transitions from current landuse to new possibilities.

It is hoped that these interventions would be able to reconnect the residents back to the river both physically and psychologically. In doing so, it is possible that instead of being abusers of the river, the residents can become stewards of it. Eventually the few points of change could expand throughout the site, to bring about a massive change to the Ciliwung.

Functions In aims of creating new value to the Ciliwung River, existing squatters along the river edge are cleared and a range of public functions including a mosque, market, RT centre and water shops, are brought towards the river. For instance, the community building at Kampung Pulo will not only provide important public services, but also house clean water and sanitation amenities. Rainwater will be collected and treated to provide for drinking, washing and irrigation purposes, while proper toilets will replace the existing floating geteks (toilets).

Connections Currently, there only exists a few boat and raft crossings transversing the river, hence bridges are introduced to formalise these points. One key place where this will occur is at Bukit Duri Tanjakan, a crucial linkage for the revamped marketplace. Furthermore, a ferry service is proposed to charter people and goods up and down the river. The resulting new circulation network will significantly change the movements within the kampung.

Soil protection and stabilisation are important first steps to reinforce the riverbanks before public uses can be introduced. Currently, locals have applied treatments using materials like bamboo, filled gunny sacks, and vegetation. Drawing from such examples, a variety of hard and soft eco-engineering techniques are applied depending on the riverbank topography as well as the amount of space available on site. At Jalan Permata 2, slums that line the existing fringes of the river are relocated, and reinforcement methods to brace the edge include gabion walls with brush layering.

Parks and gardens are introduced to provide precious public green spaces in the dense urban fabric. To minimize problems of park maintenance, the design of such areas are accompanied by functions that link back to existing functions and values of the community. The different kinds of landscapes incorporate services such as productive farming, education in a new school garden, and proper treatment and disposal of sewage in a constructed wetland at the Kampung Melayu site. Also, public parks built upon existing vegetation, are to become “green billboards�, establishing a new image for the rejuvenated site.

The initial information gathered prior to the field trip only highlighted the macro problems which the Ciliwung River faces, namely the flooding of the river and garbage which has been choking it up. However, other problems surfaced during the course of the field work, like the lack of proper sanitation and clean water, the lack of proper river crossings, the layer of informal settlements lining the river banks and so on.

Facing the challenge of a data-poor environment, it was crucial for the studio to retrieve accurate and detailed information along the sections. In the field, basic equipment was used to collect the necessary data. This included Garmin handheld GPS devices for geographical mapping; Leica DistoMeters to quickly measure short range distances; Cameras Existing Bamboo Raft Crossingsfor visual documentation and of course pen and paper to note down all the information gathered.

About Project Ciliwung The Kali Ciliwung is one of the major rivers in Jakarta. At 97km long, the river flows from the mountains of Bogor and makes its way eventually down and through Jakarta. Project Ciliwung centers around Kampung Melayu, a village situated downstream of Ciliwung, where like the rest of Jakarta, rapid urban expansion and subsequent abuse of the river has led to major problems.

The studio uses ideas of landscape architecture in an attempt to come up with ideas to ameliorate the problems on site and thus improving the living conditions of the residents of Kampung Melayu. Innovative proposals have developed during the course of the project to allow residents to reconnect back with the river in a positive manner in hope that this rekindling will spark changes which will benefit both the river and the residents as well.
