The city of La Habra Heights approved a budget that calls for a surplus of just over $100,000. The approved budget marks the first time the city has had extra money in about three years for the city’s budget. The unanimous approval of the $5.3 million budget at the June 16 council meeting included a great deal of discussion on purchases to be included in the budget. The council approved to work with the La Habra Heights Improvement Association to purchase a new monument sign at The Park on Hacienda. Concerns have been raised about public safety with the sign because of its size and deterioration. The LHHIA was looking to purchase a new sign, but the proposed bids for a new sign

were around $10,000. Mayor Kyle Miller and Councilman Michael Higgins echoed the council’s concern for public safety and that the LHH Council also wanted to see the sign replaced. The council approved to pay half of the cost of the sign, contingent upon LHHIA paying the other half. Councilwoman Jane Williams motioned to replace the city’s aging phone system. The council approved the purchase unanimously. The city’s budget includes a surplus based of higher oil tax revenue and slightly higher property tax revenue and the elimination of some staff positions and fewer contracted consultants. The sharpest increase to the city’s expenses is in the contract with the Los Angeles County Sheriff ’s Depart-

ment. The increase of nearly $53,000 is due to increased liability costs put forth by the LACSD. Another increase to the budget include $33,337 to the Public Works budget. The council discussed that this could include items like sinkhole repair. The council further discussed repairs to guardrails along Hacienda Boulevard.

For the first time in recent years the city of La Habra has approved multiyear contracts with all of its labor units as well as a balanced budget. The La Habra City Council voted unanimously Monday night to approve and adopt the contract agreements as well as the nearly $41 million city budget. The budget includes a surplus of $211,740 for the city that is classified as unencumbered revenue. “It’s not a huge amount by any stretch, said La Habra City Manager Jim Sadro, “but it’s still nice to have a bit of a buffer to start the fiscal year.” According to Sadro, the surplus can go into reserves at the end of the year or cover the cost of something that comes up during the year. In previous years, the city budget has been at a break-even schedule where the city was “dollar for dollar with its expenses to revenue. It's a good place to be, “ Sadro added. The uptick in city revenue can be attributed to the fact that property tax revenues are up and sales tax revenue are steady with 3-5 percent growth according to Sadro. Also, La Habra, like many cites, has continued to maintain a streamline operation to keep expenses down. “We are very judicious with what we decide to put back in or add,” Sadro explained. This year, the city was able to add an additional police officer from the general fund. Something city administrators haven’t been able to do for a while. Within this year’s budget are multiyear contracts with all of the city’s labor groups. This marks the first time in the last decade that the city has approved multi-year contracts with all groups. “Our negotiating teams worked closely with the labor groups to really identify key issues that were important for the city and for each group early in the conversations,” Sadro explained. He added that they were successful in finding combinations of ongoing benefit increases and one-time money for the various groups. “It was important to find what mix is of interest to the various groups and still within what the city can afford,” Sadro said. “And they were successful."

Boys and Girls Club Garden Gets Improvements

Lots of hands were active in the small garden in front of the La Habra Boys & Girls Club, while it was refurbished on June 9. A number of volunteers contributed time and effort to the project. “We had a dozen or so folks from Time Warner Cable come out and dedicate their day to our garden project, which our kids and staff just loved,” said Pat Favela, Program Director. Volunteers from Time Warner Cable spent weeks preparing, shopping and designing the layout. The plants consist of roses, jasmine and wild flowers along with tomatoes, different peppers and centered with an apple tree and a picnic bench. “It’s our little oasis,” Favela said. “It was quite an honor and wonderful to see how many people came out to help with this collaboration and make this a very special place for our members to enjoy.”

La Habra Chamber of Commerce teams up for Relay for Life

Residents can join "Team Chamber" or another community group as we celebrate survivors and remember those we have lost. Help everyone fight back with the American Cancer Society Relay for Life event. The fundraising event is June 25-26 at Imperial Middle School (1450 South Schoolwood Road) and free to the public. The event starts at 11 a.m. Saturday and finishes at 8 a.m. Sunday. Club celebrates Mas graduation

hosted a Graduate for Más celebration to celebrate the successes of youth at every grade level and to commit to success, placing a spotlight on high school graduation on June 3. Graduate for Más is a program offered to Club members in partnership with Taco Bell Foundation, as an extension of Taco Bell Foundation’s national initiative that provides tools and resources to teens while tracking their progress toward graduation and life goals. Over 180 Club members celebrated their academic success at the event.

Childrens museum to hold Quartermania for Autism Mornings

The Children's Musem at La Habra's first Quartermania will take place Sunday, June 26 to benefit the museum's Autism Family Morning program. The event runs 1-3 p.m. at the La Habra Community Center, 101 W. La Habra Boulevard. Quartermania is a mix of a silent auction and a raffle—where you bid on items provided by vendors using quarters. Tickets can be purchased at the Museum (301 S. Euclid St., La Habra) for $15 through June 25th or for $20 at the door on the day of the event and include food, beverages and a bidding paddle. All proceeds from CMLH Quartermania will directly benefit The Children’s Museum at La Habra’s Autism Family Morning program. These special days provide children on the spectrum with quieter, less-crowded Museum galleries and include unique activity stations and specialized resources/ information for families. Where to have the Fourth?

tween La Habra’s Protestant residents, regardless of denomination, remained even after some of La Habra’s churches became more established. The La Habra Methodist Episcopal Church was for some time the only active church in La Habra, while the Baptist Church was inactive. However, in late 1921, the Baptist Church again became active. With the cooperation of La Habra Methodists, the Temple Baptist Church put on a series of revival meetings that helped to increase church membership to 100 members by September of 1922.

In the years prior to La Habra’s incorporation in 1925, churches played an invaluable role in the lives of La Habra’s residents. With few official resources readily available, La Habra residents turned to organizations such as churches for support and a feeling of community. La Habra’s newest residents, who were mostly Protestant, held regular services in various community members homes. These early prayer sessions and services were open to La Habra’s Protestant residents regardless of their denomination. Habra Stadium. This time next year, the stadium will be having a much needed facelift and improvements to accommodate the various championship sports programs. That leaves a problem for the city, where will it hold the annual Fourth of July fireworks show? There are a wide range of locations being discussed. Sonora and its expansive field could be an option. However, that would move it to the east side of the city and provide more entertainment to Brea residents than La Habra residents. Westridge Golf Course has been mentioned. The venue could work and firing the fireworks off from slightly higher elevation could provide a higher show for people to see. But again, this will move the show to the edge of the city and will give Fullerton and La Mirada residents a better show than any in La Habra . One of the other locations mentioned is La Bonita Park. This is just across the street from where it is now. The show will still be visible (albeit just a little more to the west) to a large part of the city’s residents. The block parties and celebrations can continue Just as they have always done. The only challenge will be to have a ticketed venue at that location. I think that within a year’s time, a venue could be planned at the park that could be somewhat comparable to the current event. Moving it to La Bonita will be the best alternative for the show. The city should start working on the plans for it now. Then, when the new, more modern La Habra Stadium is complete, maybe the city can move it back and the public can enjoy a Fourth of July celebration in a new arena. If we're not all used to it being a La Bonita Park by that time. We wish all of you a safe and fun Fourth of July celebration! —The Editor

It’s that time of year again, the time to try to stay cool during the day and get ready to celebrate the founding of our country. As residents know, the city of La Habra puts on the annual Fourth of July fireworks show orchestrated by Scott Ward. For years we would enjoy a celebration at my sister’s house and cap it off with a view of the fireworks show. Having since attended the event at LHHS over the last couple years, I have become a fan of the entire event. Seeing residents enjoying themselves with the music, getting funnel cake and just watching the show is a great experience. Last year I had the opportunity to visit with people holding block parties and bigger parties in neighborhoods surrounding LHHS. It was an amazing experience to find out how long these celebrations have been going on and how the parties have grown over the years. At each party there was just a feeling of friendship and celebration that I wouldn’t have expected. Like my family parties in the past, all of the places I stopped at were centered around the evening’s fireworks spectacular. No, they didn’t buy tickets to the event in the stadium, but they, like many in La Habra and La Habra Heights, were enjoying themselves just the same. The city staff know this. I mean, how can you make a fireworks show exclusive only to those who purchase tickets? Those that attended the stadium event enjoy live music, raffles, a variety of food vendors and an upclose experience with the fireworks. Those that don't buy a ticket, the city chalks it up to entertainment for the entire community. However, this will all change next year. With an approved bond measure, our two public high schools will be seeing some much needed renovations and updating. One of the major remodeling projects will be La

National Charity League awards outstanding graduating women By Jay Seidel La Habra Journal

The National Charity League, Inc., Whittier Chapter, recently awarded over $18,000 in scholarships to 16 graduating high school seniors. The young women from La Habra, Sonora, La Serna, Whittier, Los Altos, Wilson and California high schools were honored at the La Habra Community Center. National Charity League, Inc. is a mother and daughter non-profit organization committed to serving the local community. The philanthropic organization is focused on community service, cultural experiences, and leadership development. Each year, members are required to volunteer a minimum of 30 hours serving our community. The Whittier Chapter of NCL, Inc., hosts a yearly benefit to raise funds to support local organizations and college scholarships to young women in the local service area. Selection of the scholarship recipients were based on various criteria, but with an emphasis on their volunteer service to the community.

LOCAL NEWS Larry Keith Phillips 1948-2016

Loving family man known as 'The Milkman' Larry Keith Phillips, 68, was born on May 19, 1948, in Brea, California, the son of Max and Sadie Phillips. He passed away on May 23, 2016, in La Habra, following a courageous battle with lung cancer. He grew up and went to school in Brea, California, graduating from Brea Olinda High in 1966. In 1968, Larry was drafted into the US Army and served his country honorably in the Vietnam War. He settled in La Habra, California and lived there until the time of his death. The “Milkman”, as he was affectionately known, worked in the Dairy industry for over 25 years. His final years he worked at Brea Creek Golf Course. He had a love for the outdoors and you would always find him in the yard working, fishing, or attending to a project around the house. “Fish On” was his motto, and that he certainly did. Larry will be remembered by his

Phillips daughters as a wonderful father who loved his family first and foremost. Though he faced great challenges, he confronted them head-on with courage, grace, and hard-work. He is deeply loved and will be remembered fondly forever. He is survived by his daughters, Brieana Perez and Brandie Crowder; grandchildren, Jayanna and Faith Perez, and Luke, Emma, and Paige Crowder; and siblings, Ron and Jim Phillips.

There are numerous impressive civic celebrations on the 4th of July in our country. Among these are celebrations held in New York City, the Esplanade in Boston, and Washington D.C. I’ve not made the opportunity to celebrate in those places but I have been to Grant Park in Chicago a couple of times. The 4th of July in Chicago culminates a three day event called the Taste of Chicago. As you might expect food is involved. In fact, innumerable restaurants from all parts of the city have kiosks on the edges of the park offering their most renowned items. As ethnic food goes, most foods of the world are available during the event. During the day on the 4th, people come into Chicago by virtually every conceivable form of transportation to find a place on the grass to watch the fireworks in the evening. Coordinated with the fireworks, lasting for nearly an hour, are patriotic songs that can be heard by everyone present. Every year the gathering numbers close to one million people. One year, during the songs, and seeing the fireworks light up the sky, I began looking around at the crowd. It appeared that most everyone was singing. It was one of the most diverse crowds one could ever see, and everyone seemed to be having a great time. Another dramatic makeup of the crowd was this; looking around you could not pick out one dominant ethnic group or language. This gathering represented the many neighborhoods of Chicago with different races, ethnicity and language. Everyone was there celebrating Independence Day. Grant Park on the 4th of July is a microcosm of America. LHPD honors investigators, life-savers and long-time staffers

La Habra PD on Thursday, May 19, celebrated at its annual Police Awards and Commendations Ceremony at the La Habra Community Center. This kind of service is what the community takes notice of, Price said during the ceremony, listing several incidences in which residents sent letters or called to thank the police department. “Just one of the many ways we can judge the quality of service we provide to our residents and visitors on a daily basis is evidenced by the comments I receive from those we protect and serve,” he said. Chief ’s Citation: Officer Muris Lucarevic Lucarevic was honored for helping a homeless man reunite with his family in Boston. The officer not only made the arrangements, he donated two sets of clothing, a jacket and a new pair of shoes for the man before sending him on his flight. Chief ’s Citation: Sgt. Brian Miller, Cpl. The group conducted an extensive narcotics investigation and served search warrants at three locations that led to the confiscation of 11 assault rifles, 25 handguns and 12 illegal 30-round assault rifle magazines. Investigators also seized about 40 pounds of marijuana and about $44,000. Three suspects were arrested on various felony narcotics-related charges and misdemeanor child endangerment. Lifesaving Medal: Sgt. David Crivelli, Cpl. Victor Rubalcava, Officer Travis Nelson and Officer Herb Johnson Crivelli was first on scene after a bicyclist abruptly fell off his bike into the roadway at about 7 p.m. on Sept. 6. He found the cyclist was not breathing and had no pulse. Crivelli started CPR until Rubalcava arrived with the Automatic External Defibrillator (AED). After performing CPR for about four minutes, police deployed the AED device. They then continued CPR. When Nelson and Johnson arrived, they aided in the lifesaving efforts and the man started breathing on his own. Paramedics arrived and the man was taken to a local hospital, where he received further treatment.

Car Show shines and raises money for family People braved the sweltering heat last weekend to check out some hot rides, enjoy some food and help a family in need. The La Habra Christian Church held its annual car show fundraiser last Saturday. More than forty fixed up and restored cars were on display. A DJ played classic rock tunes while a live band performed Beatles melodies on the patio. Food was available to all those who attended. And awards were

presented to the outstanding vehicles in various categories. This year, much of the money raised went to a fund that was being sent to the Gomez children who were orphaned earlier this month. The children are now with family members and the church wanted to do what it could to help them. With the success of this year's car show, Pastor Ernie Phillips is already at work planning next year's event.

12 Local salon hosts LHPD meet and greet The North Orange County SWAT vehicle and La Habra Police cruiser surrounded the front of Primarily Hair Salon on Saturday, but it was for a good cause. In an effort to reach out to the community, the LHPD partners with local businesses to offer meetand-greet information opportunities. Guests at the event, located at 820 E. Whittier Blvd., were able to check out police and SWAT equipment, talk with officers to learn about police work and take photos with the vehicles.

Many children, as well as their parents, took advantage of the opportunity to try on some of the gear and see what police officers have to work with. Employees at Primarily Hair offered cupcakes and snacks for those who attended. Also, community safety information was available. Organizers of the event from Primarily Hair and the LHPD are looking forward to doing a similar event again in the future.

The movies begin at dusk and most families arrive early to get their choice of seating area for the movie while the kids run around and play on the playgrounds and join in on the activities provided. There are many options to entertain the kids and a variety of snacks and drinks for anyone who doesn’t have time to stock up before the event starts. Senior Recreation Leader, Jake Lujan, says, “The turnout for the movies in the park has been great”. According to Lujan they have been trying to get more parks in the city involved and so far they have had the best turn out at the Brio Park location. “I’d say we average at about 100 people at an event, and 40 of those are kids. At the last event we had a lot of

City launches Movies in the Park across LH La Habra families and friends gathered to watch the newest "Cinderella" movie at Brio Park on June 17. Throughout the summer the city of La Habra Community Services Department, Recreation Division, will be presenting Movies in the Park for everyone in the community. The Movies in the Park are held at different parks in the city, but the most frequently used is Brio Park. Attendees can enjoy arts and crafts, and games in addition to the movie, as well as having the opportunity to purchase snacks and drinks or bringing their own food. The Movies in the Park is a free event and open to all who would like to attend. The Recreation Division encourages

kids show up, they play games and have a lot of fun.” Lujan also said that this is their third time at Brio Park this summer. According to Lujan, the Movies in the Park start in the months leading up to and running just after summer, however, “the bulk of them are in the summer.” When asked why they put together Movies in the Park he said, “we do this to get families out on a Friday night get them out of the house, and to spend more time with their family. They don’t have to spend any money, they get to come to the park, hangout and we get to show them a movie on our big screen. It’s basically a way to get them out of the house without spending a dime. This is our way of giving back to the community.”

Two mothers who attended this Friday’s event are close friends, Cheryl Bidwell and Alicia Burk. They brought their daughters to see the movie. According to Bidwell and Burk, this was their first movie in the park and their daughters seemed happy. Burk said, “this is a fun thing to do with your kids, and you can turn it into a family thing.” She later said she would definitely recommend the Movies in the Park to other people. The next Movies in the Park will be “Minions”, on Friday, July 15 at Montwood Park. 'Music Man' marches into the LH Depot

The famous Broadway Musical, Meredith Willson’s “The Music Man,” will start its second weekend of performances tonight at the Mysterium Theatre in La Habra’s Depot theater, 311 S. Euclid St., June 23 at 8 p.m. The production opened last week and will continue running on consecutive weekends through July 17 with performances Thursday through Saturdays at 8 p.m. and Sundays at 7 p.m. The musical centers around salesman Harold Hill, who enters the town of River City, Iowa to sell its citizens on the idea of having a boys band by getting them to buy instruments and band uniforms, but he gets himself caught up in the stately Marian Paroo, the town’s piano teacher and librarian. Featured in the leading roles are La Habra resident Mallory Staley as Marian the librarian and Ray Buffer as the fast talking Harold Hill. Supporting the cast are Eric Cajiuat as Harold’s old friend Marcellus, Janet Arnold Clark as Marian’s mother, Colin Eaton as Winthrop, Robert Purcell as Mayor Shinn, Sarah Hoeven as Eulalie Mackecknie Shinn, Kyra Olschewske as Zanetta Shinn, Annie Rivera as Ethel Tof-
