Water main break closes Hacienda LA HABRA HEIGHTS

Ha c i e n d a R o a d w a s c l o s e d throughout La Habra Heights and a large number of people were without running water after a water main broke near The Park on Hacienda, Friday, June 7. The break in the main water line was reported to La Habra Heights city offices about 12:30 on Friday. Hacienda was then closed off as the break got larger. The break in the line caused a 10-feet-by-20-feet, 5-feet deep hole on Hacienda just north of West Road.

The water pushed aside much of the soil and asphalt. City crews responded and were able to repair the break and got the water running again at 6 a.m. on Saturday. Repairing the damaged road took a bit more time. Hacienda was reopened at 8 p.m. in the evening. The Friday night Movies in the Park was canceled according to the The La Habra Heights Improvement Association. The showing of Disney’s “Frozen” is set to be rescheduled.

The La Habra City Council was faced with a tough decision at Monday’s city council meeting. It was evident during the discussions that all members wrestled with the matter that they felt didn’t allow for many options. After a long pause, Mayor Tom Beamish cast the deciding vote to repeal the ordinance prohibiting registered sex offenders from entering public parks without written permission from the La Habra Police Department. “The state supersedes us,” Beamish said. We are directing staff to have our lobbying efforts advocate for stronger guidelines regarding parolees and convicted sex offenders.” BEAMISH In late January, the city received a letter from the organization California Reform Sex Offender Laws that requested the city immediately repeal the ordinance, which was passed in 2011. The letter, which was sent to all cities in California that had similar city ordinances, cited two recent decisions reached in the state appellate courts that preempted the city to impose this type of ordinance. “The two cases went to the California Supreme Court, but they said no, they didn’t want to hear it. So the appellate court decision stands,” explained Dick Jones, La Habra city attorney. Jones added that had the city not repealed the ordinances, CA RSOL would have sued the city, and, based on case law, the city would have lost.

Blaze Pizza makes its debut

Last Saturday Blaze Pizza opened its doors and offered free pizza to those who showed that they followed the restaurant on any of its social media outlets. Lines stretched out the door with people looking to take advantage of the new pizza place in La Habra. The restaurant boasts a quick-fire, create your own pizza that is affordable for families. Raj Rajalingam is the owner of the location located on Beach Boulevard in the WalMart parking lot. “We like this community and want to give back as much as we can,” Rajalingam said. “We plan on staying here a long time and want to be a part of the community.”

La Habra City Council nomination period open

A general municipal election will be held in the city of La Habra on Tuesday, November 4, 2014, at which time two councilmembers will be elected to four-year terms. The terms of Mayor Pro Tem Michael Blazey and Councilmember

Jim Gomez will expire this December. Individuals who are interested in seeking election to the city council must be residents and registered voters of the city of La Habra at the time nomination papers are issued (residents of the unincorporated islands are not eligible to run for office). Nomination papers may be obtained beginning Monday, July 14, from the city clerk’s Office at La Habra city hall, located at 201 East La Habra Boulevard. Office hours are Monday through Thursday, 7:30 a.m. to 5:30 p.m., and alternating Fridays, 7:30 a.m. to 4:30 p.m. In order to be eligible to run for office, completed nomination papers must be returned to the city clerk no later than 5 p.m. on Friday, August 8. Should either of the two incumbent city councilmembers not file by August 8, the deadline will be extended for non-incumbent candidates until 5:30 p.m. on Wednesday, August 13, 2014. Wait a minute, that’s not part of La Habra?

The La Habra Heights Improvement Association was formed in 1932. Initially, the group was not very active so, in 1939, Edwin G. Hart called for a general meeting at the Hacienda Golf Club. He asked Art Suckdorf, Glen Annabel, Alex Morrison and H.B. Griswold to help reorganize the group. The group reached their principal objective which stated “To encourage and promote the development of the Heights as a rural residential area.” In 1942, the group helped establish the La Habra Heights Volunteer Fire Department. The citizens agreed that fire protection was of high priority in the Heights. In October of 1942, the department was incorporated. In 1949, the association leaders presented a plan to the County Regional Planning Commission. The request was for RA-1 (Residential Acreage-minimum one acre) zoning. A survey had been taken and it was determined that 82 percent of the Heights residents were in favor of one acre minimum lots and that 80 percent of the lots met that acreage amount. A zoning ordinance was also implemented to limit types of commercial agriculture and forbid roadside stands and signs. This RA-1 zoning classification is still in effect

today in La Habra Heights. The City of La Habra Heights was incorporated in 1978. Horses also played an important role in the history and lives of many Heights residents. The La Habra Heights city seal reflects this essential part of rural living by having a horse in the seal.

Pork bellies, pigs feet, hog jowls would be characterized by most as “soul food”, eaten by those with lower incomes. On the other hand,

the cuts of meat prized by the butcher’s customers of greater means, like ham, bacon, pork chops are cut from the upper portion of the hog. These customers are said to be living “high off the hog”.

I was told a while back that boundaries aren’t made by streets or roads, they are usually based on water rights and water districts. This might help explain the winding border of La Habra and Fullerton.

I was talking with a friend the other day and he commented that he was glad to see La Habra is developing the old Beckman property on Harbor Boulevard. I paused, looked at him and then informed him that the property is in Fullerton. That’s when we started the discussion of the border between Fullerton and La Habra. The quick assumption is that the border of the city is Imperial Highway, but it’s not. Fullerton starts at Lambert on the east side of Harbor Boulevard. So the Beckman property that has sat vacant for a while is part of Fullerton. The former Albertson’s building, Jiffy Lube, Starbucks...Fullerton. Here’s where it gets a bit confusing.

COUNCIL: LH lifts ban on sex offenders in parks From Page 1

LHPD Chief Jerry Price explained that some other state laws still prohibit some registered sex offenders from entering city parks. Chelsea’s Law prohibits offenders who have committed serious crimes against children under the age of 14 from entering parks. Jessica’s Law sets up residency limitations for offenders, which could restrict them from living near a park and thus limit access to the parks.

Price and Jones both noted that since the act was implemented in 2011, there have been no arrests, citations given or any issues regarding registered sex offenders entering city parks. Price noted that La Habra has 86 offenders registered in compliance with Meagan’s Law. This includes both the 47 listed on the Meagan’s Law website and the other low-level offenders that law enforcement keeps track of. Fullerton and other cities that have similar laws have been

repealing them. According to Jones, three or four cities decided to keep the laws and are in the process of being sued. However, according to Jones, they are coming up on the losing end of the court cases. The very people these cities are fighting, are now being funded by them through their losses in the litigation, Jones added. “It’s a money maker for that organization.” Beamish initiated that La Habra push for lobby efforts at the state

level that will create stricter and stronger laws regarding registered sex offenders in California. For Councilman Tim Shaw, the decision was clear, but distasteful. “Sometimes when you’re in an elected office, you have to cast votes that are legally required, even if you don’t like them,” Shaw said. “In this case, it was the only responsible vote to cast, rather than put the city in the losing end of an expensive lawsuit.”

City Communicator Free Summer Concerts The City of La Habra’s annual summer “Concerts in the Park” series, presented by Waste Management and Nationwide Environmental Services, continues through July 24th. The lineup is as follows:

All concerts are held on Thursday evenings and begin at 7:00 p.m. at El Centro-Lions Park, 320 E. Erna Street. Concert goers may bring their own refreshments to the event, or may purchase food from food trucks, vendors and local non-profits. There will be a kids’ zone, as well. You may bring your own lawn chairs and blankets for comfortable seating. Please remember that no alcohol or dogs are permitted in the park.

New Summer Special Interest Camps Available Specialty Camps meet from 10:00 a.m. to 2:30 p.m. Monday, Tuesday, Thursday and Friday. Lunch and snacks are included. Join Us for Our First Annual Family Camping Trip The La Habra Recreation Department is delighted to offer its first annual Family Camping Trip at Camp Scherman, a 700-acre c a m p located in a beautiful hidden valley in the San J a c i n t o Mountains. The weekend activities will i n c l u d e a r c h e r y , canoeing/ kayaking, h i k i n g , swimming, trail exploration, stargazing, arts and crafts, games, campfires, skits, volleyball, movies and more! Families will be assigned a cabin (two+ families per cabin), with private family areas and dormstyle restrooms. Cabins include mattresses, restrooms, showers and hot water. Meals are prepared on-site by Camp Scherman’s food service professional culinary staff and served group-style in the dining hall. Additional snacks and beverages are provided for the weekend. All children must be at least five years old to attend and must register with at least one parent/guardian. Although recreation staff will be present on the camping trip, parents are responsible for supervising their children. Family Camping Trip dates are Friday, August 15th through Sunday, August 17th. The fee is $165 per child, (ages five through 13 years) and $179 per adult (ages 13+ years). Trip fee includes transportation to and from La Habra, all meals, snacks and beverages, and all activities listed above. Horseback riding can be added for an additional fee. Registration must be done in person and will be taken on a first-come, first-served basis until the trip is sold out. LH kicks off concerts with queens of mariachi By Yajaira Perez La Habra Journal

As the orange sun sets on the La Habra residents in El Centro-Lions park, the purple boots walked up the stage with instruments in hand. Mariachi Reyna de Los Angeles opened up the concerts in the park series June 26. The mariachi group, marks the first time a mariachi act has perfomed in the summer concert series in recent years. The members perform as America’s first all-female mariachi. “It’s exciting, the group has been around for 20 years now…and it’s great because we get to do what we love on stage…and we get to represent Mexican women and women in gen-

eral,” said Vanessa Sanchez, member of Mariachi Reyna de Los Angeles. The mariachi group has been to La Habra once before, but this time they are celebrating their twentieth anniversary with the community. Mariachi Reyna de Los Angeles was the first to open the concerts in the park series, many more concerts are set to be held at El Centro-Lions park Thursdays beginning at 7 p.m. Admission to the concerts are free and everyone is welcome to enjoy the music while munching on something from the food trucks and/or local non-profit food vendors. Those attending can bring their own picnic dinner and lawn chairs and blankets.

“It brings the entire community together to enjoy concerts in the park, enjoy some great food, dancing, and just have a good time as a community,” said James Gomez, LH councilman. He added that this is La Habra’s thirtirteth year of putting concerts in the park together. The all-female mariachi group put on a great show for the community and had some dancing through the evening. Mariachi Reyna de Los Angeles member, Laura Pena, described the importance of coming to La Habra as a wonderful feeling when watching the community walk out of their homes to celebrate the Mexican music.

Hundreds of people filled the field and the stands of La Habra High School stadium Friday as part of the city’s annual Fourth of July celebration. Those in attendance listened to live music performed by the band Soto. Attendees were able to purchase a variety of food and children could play on a variety of inflatable bounce houses and play area. Kevin A’Lurede 1978 - 2014

Kevin A’Lurede, 36; dedicated friend, family member, student By Trevor Owens For the La Habra Journal

The breakout pass was perfect, a saucer pass straight up center ice, catching the defenseman as he quietly waited behind the play. As the defenseman skated past the blue line into the offensive zone, two forwards raced right behind for a three-on-one scoring chance against a rookie goaltender. The only sound in the rink was steel blades cutting across ice—the crowd fell silent as the hockey fans held their breath. The defenseman faked a shot and then passed the puck to the wing, setting up a wrist shot that sailed top-shelf from the left face-off circle. A flash of white leather, then — Thump. The crowd jumped up and yelled with joy as the puck was frozen in the crease; it had fallen softly to the ice after hitting the goalie’s blocker, never entering the net. The small pick-up game ended, and the crowd of two greeted the net-minder outside the rink. I was that inexperienced goalie, trying to make the UCLA hockey team. Kevin A’lurede was one of those two fans. The other was Robert Cooper, and the three of us had become close friends while working together on the Fullerton College newspaper, The Hornet. Kevin was a hockey fan and the kind of friend who would come to a practice to show support. Anyone can show up to a pick-up game and play, but there are almost never fans. Kevin loved the game and was proud that I had picked up my love of hockey through our friendship.

Kevin did not have many friends, so he cherished those he had and kept them close. I met Kevin when we were both working on the newspaper. As sports editor of The Hornet for five semesters, Kevin thought it was important to fairly represent student athletes. He was aware that his stories and photos meant much to students who would go on to other careers, and never failed to respect the men and women involved. While some student journalists are focused on portfolios, internships, or simply moving on from community college, Kevin was focused on representing students and serving his readers. His work made the campus a richer place to learn. I asked Kevin to stay on the newspaper staff for a fifth semester; one beyond the college limit. I wanted him to be the sports editor and work with me one last time as I helmed the paper. He explained the intense pain he was suffering every day, describing in detail the challenges he faced working long hours at a computer. Editing articles and overseeing a section of a newspaper is demanding work, and even typing was a difficult task for Kevin, but he told me he would be honored to work with me one more time. The feeling was mutual. He received permission from the college to take the class again, and made key contributions to an award-winning semester for the newspaper. Some people let adversity weigh them down or keep them from doing what they love.

Kevin never let that happen. Kevin Kristofer A’Lurede weighed 13 pounds when he was born on November 2, 1978 in Upland, and he knew adversity before he entered the world. His birth was a struggle that left him with only limited use of his left arm for much of his life. Instead of complaining or being angry, Kevin took what some would call a raw deal and ran with it, often literally. He ran track and field in high school, played soccer and basketball, and dreamed of being a major league pitcher while he played Little League baseball. One of his heroes was Jim Abbot, who famously pitched for the Angels and other MLB teams even though he was born without a right hand. Kevin’s father Greg A’lurede helped his son learn to scuba dive, and he went on to dive in Florida and Mexico after his scuba certification. Sports writing was the marriage of Kevin’s two greatest passions. After his time with The Hornet, he focused on fiction projects. He was a gifted storyteller and writer, and was working on a suspense novel and a science fiction series that he hoped to publish. Kevin moved to La Habra in 2002 and was ready to walk at this year’s graduation ceremony at Fullerton College to collect two associate degrees, one in liberal arts and one in anthropology. He received a full ride scholarship to The Kings College in New York, and he was accepted to Cal State Long Beach. He was pursuing a bachelor’s degree in anthropology.

Kevin A’lurede died on May 21. The tragic and shocking circumstances of his death have delayed answers for friends and family, and an investigation is ongoing. Those who knew Kevin will remember him fondly as an articulate and cordial man who cared deeply for others. He was a devoted son and a proud family member who reached out to his cousins when they needed support. He was a loving husband who also passionately loved history, novels, creative writing, music, sports, and especially hockey. Kevin won’t see that former UCLA goaltender on the ice again, but he won’t be far from my heart every time I lace up my skates and strap on the pads.

AYSO Region 94 Fall Soccer 2014

La Habra Little League Fall Ball 2014 Fall Ball is a non-competitive, instructional baseball program which starts late August, and will end the Sunday before Thanksgiving. There will be a total of 11 games played, all of which will be played on Sundays from 12:30PM and later. You can practice one day during the week and Saturdays. Futsal program builds community in La Habra By Christina Ledesma La Habra Journal

Parents waited on the sidelines, as their children kicked around a soccer ball while they wait for their trainers to begin the new futsal developmental program at La Bonita Park in La Habra. La Habra resident Charles Allen has been bringing his 7-year-old daughter Alana to the free futsal lessons. “I think it’s beneficial, it teaches our children how to be team players and the basic fundamentals on what soccer is all about,” Allen said. The futsal developmental program officially started last June and was developed by Toque CEO Valdemar Vera. Last April and May, Vera provided free futsal lessons for parents and children to inform them about futsal and the new program. “A lot of the parents do not know what futsal is. It’s different then street soccer, the ball, the size of the field, the goals, the rules, and the referees. We just wanted them to come and check it out.” Toque is an organization that has implemented futsal in order to help athlete’s develop skills for the game of soccer. The organization also offers private trainings, leagues, camps, clinics and a variety of events including the upcoming charity tournament benefitting A Full Heart, which helps generate community awareness on health.

The tournament will be July 26-27 at La Bonita Park. Futsal is played with teams of five players on a smaller court and with a smaller ball. It is quicker than soccer and allows the players to touch the ball more frequently and move more on the court. It also helps players to think quicker, develop muscle memory and learn the technical skills of soccer. The futsal developmental program is twice a week for eight weeks. The first three weeks consist of training, were children will learn how to pass, shoot, and move on and off the ball. By the fourth week the children in the program will be put into teams with a trainer. The selected trainer will be responsible for that team for the remainder of the program. After the training period, the program branches off into a league allowing the children to show their skills and what they have learned from training. Before the futsal court was placed at La Bonita Park, that area had a lot of vandalism and was used as a hockey rink. According to the La Habra Recreation Manager David DeLeon, the city was spending $50,000 each year on vandalism in that area. DeLeon also noticed that futsal and basketball players were the only ones utilizing that area. He decided to place a futsal/basketball court there. “We even had situations where they were breaking into the building and turning on the lights for the

skate park and multipurpose area,” DeLeon said. “There have been a lot of problems there and so the police department was constantly being called for a variety of reasons and as a result we needed to make a change.” After the futsal court and program was implemented the city started to see improvements right away. DeLeon added that the city does not have to spend any money on destructive vandalism in that area. He explained that it was a very simple model that he followed. “If you put positive programming into any place it will change the dynamics,” he said. “One of the reasons why we had such a problem was because we didn’t have enough people involved in some structure activity.” Now that there is a futsal program implemented, the city also receives a share of cost from the program. That money is used to help develop other

programs in the community. For most, it is evident that the Toque program has had a great impact on the community, according to Vera. Not only has it decreased the vandalism in the area, but it has also brought the community together. Vera who also runs an adult futsal league on Wednesday evenings said that the players take care of the futsal court like it’s their home. “Honestly the people who play in the program take care of it,” Vera added. “It doesn’t belong to us it belongs to the community.”
