The La Habra Heights City Council asked interim City Manager Tom Robinson to develop a community-centered fire watch program. According to La Habra Heights Mayor Kyle Miller, a comprehensive program to help safeguard the city is important due to the high fire risk in the Heights. Two citizen groups have been operating in the city and helping to watch for fire and safety hazards across the city, Fire Watch and Heights Watch. Robinson said that he would like to work with La Habra Heights Fire Chief Doug Graft come up with a recommendation for the council to discuss and possibly accept.
Mayor Pro Tem Jane Williams stressed that the plan should consider and incorporate the work that has been done by Fire Watch, and acknowledged the personal investment the citizen members have committed to the public safety organization. Robinson said that the staff would reach out and work with all parties invested in the public and fire safety to come up with a comprehensive recommendation. Miller and the city council authorized Robinson to develop the program. Some of these issues might be discussed at the barbecue event that Heights Watch is hosting on August 7, from 11:30 a.m. to 2 p.m. at the

The Heights council also approved a contract with CivilSource, the city's design civil engineer, to examine and propose new guardrails along Fullerton and Hacienda Roads. There are 750 linear feet of guardrail along the two roads and the council agreed that most are in need of repair. CalTrans has adjusted and changed some specifications of guardrails since the current ones were installed. CivilSource will analyze and prepare a report and cost estimate for the council. Once again La Habra and La Habra Heights residents have to be aware of West Nile Virus from mosquitoes. This year, La Habra has had eight mosquito samples that have tested positive for West Nile Virus, which makes it the most in Orange County according to Jared Dever from the Orange County Mosquito and Vector Control. The positive tests came from areas centered around La Bonita and Orsonio Parks. Orsonio Park is on the border of La Habra and La Habra Heights. OC Vector Control personnel have been focused on these areas. They have been working with the Greater Los Angeles Vector Control District, which covers Whittier and La Habra Heights, but have been taking the lead on addressing these cases in La Habra. Dever explained that the organization has dedicated additional inspectors, laboratory staff, and community outreach staff to the areas with the highest concentrations of the virus. Vector Control has used aerial surveillance to determine areas that could be potential breeding grounds. Stagnant or standing water, “green” pools, and still water in flood channels have been identified and residents have been notified. OCMVCD also worked with the city to identify public areas that could be breeding grounds. Based on the great health risk, OCMVCD will be treating the neighborhoods and areas around the two parks. "The last thing we want is for somebody to become sick," said Jim Gomez, mayor of La Habra. There have been cases of La Habra residents that have contracted the virus in the past. There were eight fatalities attributed to West Nile Virus in the county last year. Treatment of homes, front and back yards, will occur over two consecutive nights, Wednesday July 20 and Thursday July 21 from 6 – 9 p.m. OCMVCD personnel will use a backpack fogger and spend about five to eight minutes on each home. Public invited to LH Bikeway plan meeting
The city of La Habra will present their proposed "Bikeways Master Plan Update" Wednesday, July 27, at 6 p.m, at the La Habra Community Center. The plan is part of the North Orange County Bike Loop that connects Brea, La Habra, Fullerton, Buena Park, Anaheim and Whittier by bike and walking trails. The La Habra section of the loop is still under development and the city is looking for community input on how the section, which will run along the Union Pacific railway, should be developed.
City holds night of prayer
In light of recent violence across the country, La Habra Mayor Jim Gomez has scheduled an evening of prayer for the city. The event, on Tuesday, July 26 at 7 p.m. will be held at the La Habra Police Department at 150 North Euclid here in La Habra. Gomez said that it "is a time of prayer for our community and those that serve in public safety." Gomez said that more information will be presented through his Facebook page.

Boys and Girls Club receives funding for teen programs
The Boys & Girls Clubs of La Habra was awarded $11,500 to continue with recruitment and teen strategy. The club's teen membership more than doubled last year. According to organizers, one of the reasons for the increase in teen membership is the club's Highlander Hour. It takes place every Friday from 11:50 a.m. to 12:50 p.m. Over 135 teens regularly go to the Club for lunch, basketball, room games, computers, the Teen Center, or just sit, relax and talk with friends in the facility. Future plans include expanding to service teens Monday through Friday. Other activities planned are ice cream sales, a job fair, contests, flag football and soccer games.

It's time to focus on the school district

In 1957, the sisters of St. Joseph of Orange founded St. Jude Medical Center with the help of local communities including La Habra. La Habra took its job to raise funds for the St. Jude hospital building fund quite seriously. According to the La Habra Star, La Habra residents were determined to reach their quota of $55,000 for the hospital building fund before other communities met their quotas. La Habra’s involvement in the founding of the new St. Jude Medical Center was not just limited to financial support. One of the key supporters of St. Jude Medical Center from La Habra was Dr. Ramiro Fernandez who played an integral role in the founding of St. Jude Medical Center. A well-respected La Habra physician, Dr. Fernandez had practiced medicine in La Habra since 1939. Before a site for St. Jude was even chosen, Dr. Fernandez was involved in the plans to secure a new and better equipped hospital for local communities. He even took off a year from his practice to help ensure that St. Jude Medical Center would have the space, equipment, and resources to provide the best possible care to residents in the area. Throughout its nearly sixty years serving Southern Californian communities, St. Jude Medical Center has remained committed to the health and well-being of the La Habra community. As was reported last issue, Dr. Susan Belenardo will be retiring from the La Habra City School District. This comes at a time where there is a vacant seat on the school board and an election for that vacant seat and another seat looming. This is worth noting because it is the elected school board that hires the district superintendent. There has been a lot of talk and questions concerning the process in which to select the new superintendent for the La Habra City School District. Much speculation and guessing has gone on since her retirement was announced. This concern and enthusiasm for the next top administrator for the district probably comes from parents and concerned citizens who, like most in education, want what’s best for the children. With this in mind, it’s important to note that there has been a history of unease with the district. A challenging strike by the teachers for a livable contract and concerns from parents regarding low test scores. The next step in the process will be for the board to appoint an interim superintendent. The interim can be from within the district or outside of the district. They will also advertise the position. According to the current board chair, John Dobson, No permanent superintendent will be hired until the new board has been elected and seated, which means spring 2017. This means the interim superintendent will be in place at the beginning of the school year and into the spring. (Interestingly enough, this will mark the first time that neither school district in La Habra will start the school year without permanent superintendents manning the helm.) It also means that the election this November will play a major role in the future of the La Habra City School District. Whoever runs and
whomever is elected will have a say in the process and hiring of the next superintendent. The board and the new full board have a large task ahead of them and something that should not be taken lightly and should not be rushed. With the shadows of the past, it will be important for the board to conduct a hiring process that is inclusive of all parties involved. The board has said that it will be seeking the services of outside companies to help find strong candidates. Once the candidates are collected, the board should have a committee established that will include teachers, classified employees and community members to review the applications and determine who will be named as the finalists. Then those will be sent to the board to interview and make a selection. A suggested committee could be made up of the following: one classified, two teachers, two committee members. This five person committee would be able to screen the applications and then come up with a handful of candidates that the new board will be able to interview them and then select the best person for the position. It is vital to the district employees and the community that the board makes this process inclusive and with visible and sincere consideration of the candidates. It is also important for all those who have expressed concern about the district and the selection of the future superintendent to voice their thoughts and concern to the district. We as a community need to help do our part to ensure that we do the best that we can for our children and their education. Take the time to see the candidates for school board and look for opportunities to help the district. —The Editor

Backpack foggers will also be used to treat Osornio Park and a portion of La Mirada Creek. A truck-mounted fogger will be used at La Bonita Park. The 55 homes that will be treated near Orsornio Park are located along the county border near the intersection of Hacienda Road and Russell Street. Osornio Park and portions of La Mirada Creek will be fogged with backpacks. The 102 homes near La Bonita Park that have been identified are located south of Whittier Boulevard near Idaho Street. According to Dever, the mosquito adulticide product the OCMVCD will be using is Aqua Duet a water-based pesticide. According to the OCMVCD, the Pesticides targeting adult mosquitoes are applied in small aerosolized droplets, which degrade quickly in the environment. The application rate and concentration is such that a product should pose no significant risk to humans, pets or plants. According to the OCMVCD notices, the District uses public health pesticides approved by the U.S. Environmental Protection Agency and California Department of Pesticide Regulation for use on and over outdoor residential and recreation areas. However, Dever said that the OCMVCD staff cannot do it alone. “We need the assistance of every La Habra resident to help suppress mosquito breeding and prevent the transmission of West Nile virus,” Dever said. Residents are encouraged to dump or drain stagnant water and ensure window and door screens are in good repair on their property. “These two simple steps will ensure mosquitoes are not breeding on their property, and keep adult mosquitoes from getting inside their homes,” Dever said. To help deter bites, Dever suggested that residents should apply mosquito repellent and weari loose and light-colored long sleeves and pants when out at dusk and in the evening.

Two women were arrested last week by La Habra Police for stealing money from the company they worked for. LHPD was contacted by a fraud investigator for Capita Public Limited Company in late June. The investigator for the British-based company told La Habra detectives that an ex-employee, who worked from her home in La Habra, had embezzled over one million dollars from the company. The former employee was identified as Martha Escobar, 51, who prepared payroll for the company's several employees from her home office. Investigators found that Escobar was able to falsify payroll, expenses and taxation reports. This allowed Escobar to substantially inflate payroll payments to her account and that of her daughter, Andrea Escobar, 36, who was also an employee of the company. La Habra detectives worked closely with the Orange County District Attorney’s Office Major Fraud Unit and prepared numerous search warrants on both women’s bank accounts. The account information obtained through the warrants was then analyzed by forensic accountants. The accountants were able to determine that both Martha and Andrea Escobar had embezzled $1,259,659.57 between January 2012 and March 2015. Detectives obtained warrants to arrest the two women. Charges included one count of Grand Theft, 39 counts of Falsifying Entries in Books and Records and six counts of Money Laundering. Martha Escobar was arrested by La Habra detectives at her home. Andrea Escobar has retained an attorney and will be making a court appearance with her mother in approximately two weeks.

I find myself fascinated these days by servers in restaurants. It’s notable how service can vary from place to place. One restaurant has several servers all of whom provide good or excellent service. Another restaurant has mediocre service at best and it seems to be a characteristic of most of the staff. In recent years, I’ve come to appreciate that management, or their training program, is what accounts for the difference. But there is another factor as well. Last week, my wife and I were having lunch at a restaurant that is part of a major chain. Over the past several months, I’ve noticed that they generally provide good service. This day, however, it was exceptional. It was as if the waitress could read our minds. She asked the right questions, voluntarily offered helpful information and brought our meal in a perfectly timely manner. During the meal she checked to see if we had any needs that she could serve. All of this occurred at a busy time of the afternoon and we felt as if we were her only customer. Our feeling was that regardless of how good her training had been, her service was an innate part of her makeup as a person. When she presented the check I looked up at her and said, “This may seem like a strange question, but from where would you say you got your work ethic?” Without a moment hesitation she responded, “My father. He was in the military and always told us the importance of finding enjoyment in serving.” As a waitress or in any other field, she will succeed because of her attitude. What a rich gift her father gave her that will last her entire life. What a great gift anyone can give by sharing the joy of serving. Whether as someone, in what is called the service industry, or someone who volunteers with an organization or a faith community, a person can’t be trained to serve joyously, but can certainly bear witness to the concept to those around them. Our middle school academies at Imperial and Washington Middle Schools provide all students with a rigorous educational program and the opportunity to explore their interest in the arts and technology. Providing students a solid foundation of early learning support, Transitional Kindergarten classes are offered at all four K-2 Schools: Arbolita, El Cerrito, Ladera Palma, and Las Lomas. Our successful Dual Immersion Program at Arbolita will extend into 2nd grade in 2016-17. Physical Education teachers at K-5 and our Fit Kid Centers continue to emphasis the importance of Physical fitness. Applying the 4 C’s in Breakout EDU
In addition, our Arts Advantage program will provide more opportunities for all students to experience music and the arts. We are also proud of our legacy of providing clean, safe, and attractive learning environments.
When school begins in August, the La Habra Community will be pleased to see the improved student drop off and parking area at Walnut School. This summer’s Phase II Measure ‘O’ Project will provide relief to the before and after school traffic congestion on North Walnut. The north parking area of Walnut School is being expanded to include a student drop off and pick up area. The east Parking lot construction at Walnut School parking area is being redesigned to accommodate the drop off and pick up of student bus riders. We would also like to thank the City of La Habra for their support in relocating the student crosswalk in front of Walnut School to the north of the exit driveway. This will help eliminate the congestion that results when traffic is stopped for students to cross. In the fall, improvements to the data and electrical infrastructure, heating and air conditioning systems, and modernization of the Northernmost classroom wing will begin at Walnut. The remaining classroom modernizations will continue, when additional funds become available. We are hopeful that the California Public Education Facilities Bond Initiative, Proposition 51 on the November ballot, is approved by the voters. Proposition 51 will provide $9 billion in bonds for the state’s schools for school maintenance and construction. La Habra City School District is eligible for funds from Proposition 51 to complete the modernization projects at Walnut. We are thankful to the citizens of La Habra for their support in passing Measure ‘O’ to provide all these improvements to our facilities for our students.
As we begin a new school year, our goal is to work with every teacher in every classroom to align their instruction to 21st Century Learning models so we can achieve success for all students. That is our vision, our passion, and our commitment to the La Habra Community.

Summer Academy Wins Gold! Creating and innovating is the focus of La Habra City School District’s Summer Academy Program. In preparation for the 2016 Summer Olympics in Rio de Janiero, Brazil, students were introduced to the Engineering Design Process to develop solutions to challenges that required the integration of Science, Technology, Engineering, and Math (STEM). Integrating the design element adds the Arts component turning STEM into STEAM! Students studied the challenges Olympic athletes face, such as maintaining a healthy body and selecting the best glove for a specific sporting event. Additionally, some students studied the specific challenges faced by paratriathletes. The resulting Olympic design challenges included creating a prototype of a glove for an athlete to use in an Olympic sport and designing a wetsuit for a paratriathlete. Summer Academy’s focus on the engineering design process supports the development of the 21st Century Skills of Critical Thinking, Creativity, Collaboration, and Communication. Through the Engineering Design Process students engaged in an inquiry based solution process requiring them to critically evaluate the success or failure of their solution and work for improved results. Special Education Student Records Special Education records which have been collected by the La Habra City School District (District) related to a student’s participation in special education programs must be maintained under state and federal laws for a period of three years after Special Education services in the District have ended for a given student. Special Education services end when the student is no longer eligible for services, promotes to a high school district, or moves from the district. This notification is to inform parents/guardians and former students of the District’s intent to destroy the Special Education records of students who are no longer receiving Special Education services as of the end of the 2012–2013 school year. These records will be destroyed in accordance with state law unless the parent/guardian or eligible (adult) student notifies the school district otherwise. After three years, the records are no longer useful to the district, but they may be useful to the parent/guardian or former student in applying for Social Security benefits, rehabilitation services, college entrance, etc. The parent/guardian or eligible (adult) student may request the records in writing or in person at the following address: La Habra City School District, 500 N. When Sonora High School’s marching band performs they transport a trailer carrying all of their instruments and equipment, and it quickly became apparent to them that retrieving and setting up instruments in the dark was a very dangerous and inefficient task. That all changed recently when Sonora graduate and soon to be Eagle Scout, Matthew Hinkley, 17, decided to take charge. Hinkley graduated from Sonora with high honors this year and was a part of Sonora’s marching band where he played the tenor saxophone, therefore he’s very familiar with the daunting obstacles that came with the trailer’s unfortunate circumstances. In order to become an Eagle Scout Hinkley needed to organize and complete an Eagle Scout service project that would benefit his community, so he set his focus on how he could improve the band’s trailer. He decided on completely renovating the trailer by adding new flooring, walls, and lights both inside and outside. There are several local theaters that are holding auditions for the next couple of weeks and the plays that they have planned are going to be fascinating to say the least. La Habra's Mysterium Theater is holding auditions for the musical version of "Pinocchio" Aug. 15 and 16 at the theater located at 311 Euclid St. Artistic Director Marla Ladd said that those actors wishing to audition should bring a head shot and resume, prepare a song of 16-32 bars, be prepared to dance and cold read from the script. The play runs Oct. 6-27, Thursdays, Saturdays and Sundays at 4 p.m. For further information contact Ladd at 562-697-3311. Mysterium will be opening the famous Broadway Musical "Guys and Dolls" Aug. 5 at 8 p.m. It will run through the 28th. For tickets and reservations contact the theater at the number above. Huntington Beach Playhouse is continuing its run of the famous comedy "MASH" through Aug. 13 at the theater located inside the Huntington Beach Library at 7111 Talbert Ave. with 8 p.m. performances on Friday and Saturday nights and a 2 p.m. performance on Saturdays.
