La Habra's new Civic Center had its official ribbon-cutting opening and dedication last month in front of a crowd of about 500 people on June 23. Those in attendance were treated to music from the La Habra High School Band and the military precision of the Sonora JROTC Saber Corps. In addition to officially opening the $11.5 million, two-story city building, tours were given and the contents of the new time capsule were on display.
The contents from the time capsule that was located in the former civic center, which was built in 1969, will be included. Rob Ferrier, assistant to the city manager, explained the capsule will include city items, a city flag, a USB that includes images and a video of the opening ceremony of the civic center. The city of La Habra Heights recently launched a new website in an effort to provide the community with more information. In addition, the city launched a newsletter called Guac Talk. Officially launched in April, the newsletter is now fully up and running. According to Councilman Kyle Miller the idea behind Quac Talk is that it is an effort from the city council and staff to keep residents updated on the goings on of city hall and of the events in the community. "Like other cities, we're trying to strengthen our relationship with our residents through our new website and social media," Miller said. In May, the city of La Habra Heights' staff has launched launch a more
user-friendly and modern website according to Christopher Yoo in the city manager's office. "Everything from applying for jobs, watching council meeting videos and locating information about Dial-aRide will be at one’s fingertips," Yoo added. According to Miller, Guac Talk, the new website, and an increased social media presence will make it easier for residents and visitors to stay connected and informed of city information, whether on their home computer, tablet or mobile phone. The city e-newsletter for La Habra Heights, Guac Talk, which includes city hall information as well as community events schedules has been launched and available for residents.
The La Habra City Council approved the annual general fund budget of just under $42.3 million at its June 19 meeting. The balanced budget is 3.5 percent, or $1,432,833 more than last year’s budget and reflects a slight increase in revenue from property tax and a consistent sales tax. The increased budget covers an increased fire contract costs, revenue funded labor costs, increased ambulance contract services costs; and the new body-worn camera equipment and annual maintenance costs for the La Habra Police Department. While balanced, the city staff warned the council on some financial challenges that are on the way. The popularity of online shopping can have an increasing negative impact on sales tax revenue as the tax is assessed at the location of the distribution center. Mark Sturdevant, president of the La Habra Area Chamber of Commerce said that’s where programs like Shop La Habra comes in to help in encouraging consumers to shop at La Habra retailers. City staff warned of something even larger that will negatively impact the city’s budget. It’s based on the changes to the state pension program known as CalPERS. The state pension program revised its policies regarding the amortization of unfunded pension liabilities, which transfers the greater burden of funding to the cities. City staff reported that it is anticipating that the city’s pension obligation costs will continue to increase each year for at least the next decade, growing from approximately $5.5 million per year 2016-17 to almost $13.9 million per year by FY 2026-27. This represents a 153 percent increase.

New Equipment: A new playground with fresh new equipment was opened at Brio Park last month. The equipment is part of an effort by the city to install and replace equipment at all of the city's parks.
New principal hired at Macy Elementary School
David Shun was hired as the new principal of Macy Elementary School after being approved by the Lowell Joint School District on June 26. “David is an excellent candidate for Macy Elementary School, as he brings an outstanding background in educational technology, a passion for students, and a heart for the Macy family,” said Jim Coombs, superintendent of LJSD. Shun has 19 years of experience in education and most recently served as the Assistant Principal at Lampson Elementary School for the past two years in Orange Unified School District. He began his career as an elementary school teacher at San Marino Elementary School in Centralia School District in 1998. He earned his bachelor’s degree in English from the University of Califor-
nia at Irvine and a master’s in educational technology leadership from UCI. “I am committed to developing, supporting, and inspiring an expert team who will cultivate student academic achievement,” Shun said. “As an effective leader, I will be committed to our school’s success in order to translate our instructional practice to meet the needs of students to have 21st century college and career skills because education provides opportunity and career mobility.” Shun lives in Anaheim with his wife SHUN and 3-year-old daughter. LH Children's Museum to expand Autism resources
The Children’s Museum at La Habra will open its doors to children on the Autism spectrum and their families on two occasions for free this year and into 2018. The Museum’s Family Autism morning affords children on the spectrum the opportunity to enjoy the museum at their own pace and in a comfortable and safe environment. Both parents and children can enjoy the reduced stress visit with less museum traffic that allows for unencumbered, self-guided play, according to Lovely Qureshi, museum director. The museum will host special activities focused on fine and gross motor skill development both inside and outside of the museum that will allow visitors to socialize and play. This morning also serves as an opportunity for parents with similar experiences to come together and socialize, Qureshi explained.
In an effort to further assist these families expand their circle of resources, the Children’s Museum has invited local special needs resources in the area that specialize in providing information and services to families affected by Autism. The upcoming Family Autism Morning is assuring that these benefits of play and learning are accessible to each and every child, and to meet their individual needs so they can have stress-free fun in a comfortable and accepting environment, Qureshi added. Old habits can change when you take a step The La Habra Collaborative is a nonprofit that strives for helping to create a happy and healthy community. The organization is the driving force behind the successful Move More Eat Healthy campaign, which is designed to help people be more active and make better food choices. The current program by the Collaborative is the Soda Free Summer Pledge. It, like the name implies, has individuals pledge to refrain from drinking sodas throughout the summer. The hope being that individuals will continue to limit their sugary drink intake after the summer ends. I reluctantly signed up for the pledge. Not because I didn’t think it was a worthwhile cause, but because I have been a long time soda drinker. In my youth, it was not uncommon

Special Education records, which have been collected by the La Habra City School District (District) related to a student’s participation in special education programs must be maintained under state and federal laws for a period of three years after Special Education services in the District have ended for a given student. Special Education services end when the student is no longer eligible for services, promotes to a high school district, or moves from the district. This notification is to inform parents/guardians and former students of the District’s intent to destroy the Special Education records of students who are no longer receiving Special Education services as of the end of the 2013–2014 school year. These records will be destroyed in accordance with state law unless the parent/guardian or eligible (adult) student notifies the school district otherwise. Sure there’s Aspartame, but it’s diet…so it’s better for you (note the sarcasm). Again, it was not uncommon for me to drink 3-4 per day. This is why I hesitated signing the pledge. However, I knew it was time to change and this seemed like the right time. I am on week five. Its had its tough moments, but it hasn’t been too bad. Now, I bring this up, not for me, but rather to point out that you never know what can happen when you take the first step. La Habra Active Day Camp Summer is here, and that means FUN, new friends and exciting adventures! Sign up for La Habra Active Day Camp, an 11-week summer camp (June 5th-August 18th, 7:00 a.m.6:00 p.m.) that is designed to give kids ages four-12 years old an active and fun experience in a safe environment, while exploring, learning and enjoying new adventures! La Habra Active Day Camp offers breakfast, lunch and two snacks throughout the day. iTennis, a Pasadena-based operator of municipal tennis facilities throughout Southern California, has taken over operations at the former La Habra Tennis Center , located at 351 S. Euclid St. The Center’s grand opening weekend will take place Saturday-Sunday, July 15th-16th, with a free Tennis-Palooza introductory event for local youth and a twoday Wimbledon Cup round robin competition for USTA Adult League players. LH looking for new location for annual fireworks show By Taylor Engle La Habra Journal
One of the many annual La Habra traditions is the Fourth of July firework show, which occurred Tuesday. However, for the first time in years, 2018 is up in the air when it comes to location. While the event typically takes place at the La Habra High School football stadium, the school’s plans to completely reconstruct the area disrupts that possibility. “We’re still in the planning stages. The stadium is just one element of the community event,” said Recreation Manager David De Leon. The Measure I Bond, passed in 2014, approved reconstruction projects at all Fullerton Joint Union High School District campuses. New developments at LHHS include a new performing arts center, updates to science classrooms and kitchen facilities and the redesign of the football stadium. There are plans for a new concession stand, bathrooms, and team rooms underneath the stands.
The city is toying with the idea of hosting the event at La Bonita Park. The event would take up fields 2 and 3 and would actually be more square feet than the stadium is. 2018 hopes to have room for the usual Fourth of July events. There would still be music, a stage and room for children to play games. However, the additional space would open up more options for the food vendors. “If anyone in the community has any suggestions for where to have the event, we’d love to hear,” De Leon said. The main concern with the event location is the need for a fallout zone. De Leon said there isn’t a lot of space in La Habra that can host fireworks. “When you combine the rockets with the wind, there’s a certain amount of debris,” De Leon said. “There aren’t many other locations where fireworks can be launched. If we did it at La Bonita, we would be able to use the same launch area.” The city also plans for the firework show to be different and more exciting than usual. “We really just want to have a fun event for the city,” De Leon said.

Along with probably millions of Californians and others, I will be driving from Southern California to Northern California this summer on Interstate 5. It’s certainly not the most exciting drive in the state but it is the fastest. Staying near the 70 mile per hour speed limit, the journey from L.A. to San Francisco can be done anywhere from 6 to 7 hours. It's not as beautiful a trip as Hwy. 101, but if you’re interested in making good time, it’s the number one choice. I’ve come to realize that Interstate 5 is also something of a “mile marker” in my life. I imagine that it serves others in the same ways. I can remember when “the 5” was first opened. The most notable publicity was not that it was a quicker route but that there was one stretch of 113 miles without a gas station. That was in the late 1960s. Soon more and more stations appeared along the way. For 10 years or so they were still sparse enough that a driver would remember where the next one was in order not to run out of gas. At first, eating places didn’t exist, causing many people to sidetrack over to U.S. 99 and one of the many small towns along that route. It ate into the good time one was making on “the 5” but for a while it was the only realistic option. Rest areas began to spring up along the way. Fruit stands seemed to appear to possibly accommodate those people who didn’t want to go over to “99”. Now, the ultimate has made an appearance. On the north side of the Grapevine there is now an outlet mall. Interstate 5 has apparently, finally made the big time. If you’re over the age of 55 and you’re traveling up or down Interstate 5, you can estimate when a particular gas station, restaurant, rest area, fruit stand or truck stop first appeared. It’s like identifying parts of one’s life and the construction that has taken place over the years. It can be fun and enjoyable to guess, with fairly good accuracy, when something first appeared. Date the places by decade. You’ll be amazed how close you can come to the construction. And, your journey up or down the 5 may be unusually interesting.
Meals on Wheels holds fundraiser The La Habra Meals on Wheels program held its annual fundraiser. The event was hosted by Ray Fernandez, Sr. at his home in La Habra Heights. The city of La Habra donated $1,000 to the non-profit that helps feed seniors.

La Habra Relay walks to blast cancer away By Alondra Urizar La Habra Journal
In an effort to help fight cancer, celebrate survivors and offer support, 19 volunteers and 26 teams from La Habra hosted the 24-hour long Relay for Life at La Habra High School. The event, which lasted from June 24 to 25, helped raise money and awareness. Together, the community of La Habra raised $20,675.79 donated to the American Cancer Society. Members of La Habra and surrounding cities came out to participate and show support under the theme “Blast Cancer Out Of This World!” Sponsors and volunteers joined in to help support and set up the event, which moved from Imperial Middle School to La Habra High School this year. The different teams were placed on the inside of the track field at La Habra High School with tents set up to escape the summer heat. Each team offered different ways for attendees to show their support by buying food, drink, raffle tickets and items promoting increased cancer awareness.
According to a study done by the National Cancer Institute, an estimated 1,685,210 new cases of cancer were diagnosed in 2016 alone. According to the study, some of the most common cases in 2016 were breast cancer, lung and bronchus cancer and prostate cancer with the number expected to reach almost 19 million by 2024. The relay gave many the opportunity to remember the loved ones they lost in the battle against cancer. Lisa Quintero captain of Team JoeAnn and Luminaria co-lead has attended the Relay for Life for the past six years to support her best friend who lost her daughter, JoeAnn. It was in memory of her that they created Team JoeAnn. “Until you really see it, you don’t understand what [cancer] really is. So, after seeing [JoeAnn] go through all of that, that made us want to get more involved and help and give back,” Quintero said. La Habra's Andrea Trujillo, captain of Andrea’s Angels, as well as the event co-lead, is a survivor. Trujillo survived not one but five different cancers. For three years, she was diagnosed with some type of

cancer. Breast cancer in 1998, a brain tumor in 1999 and breast cancer again in 2000. She was diagnosed with a rare form of uterine cancer in 2007 and even most recently, skin cancer. She has battled them all and has survived. Because of this, she believes she has guardians watching over her. “I know I have angels with me all the time because of stuff I’ve been through - they’re there for me,” Trujillo said. “That’s why Andrea’s Angels is the name of my booth.” Planning for next year's event is already under way.

BUDGET: LH city approves annual budget From Page 1
The city prepared somewhat for something like this. Several years ago the council authorized the negotiation of a lower pension formula for newly hired employees, as well as having city employees pay either seven or nine percent towards their own pension costs, depending on the plan they were in. However, according to Mel Shannon, La Habra’s director of finance, that adjustment is not enough to cover the pending increased pension costs on the city budget. In an effort to begin addressing
these growing costs, the council has designated $500,000 of unappropriated funds to a Pension Rate Stabilization Fund, with the intent on setting aside available resources to address future pension cost increase. Shannon said the city’s goal to maintain a prudent and fiscally responsible budget in future fiscal years will be challenging, but not impossible. He noted that new residential and commercial infill projects have the potential to revitalize areas of the city and spur additional growth and investments. This will help increase tax revenue.
Shannon shared some of the more notable goals that are already factored into the budget. They include: • Completion of the major residential, commercial and development projects under construction, • Continued maintenance of the city’s streets, sidewalks, medians, parks, water, storm drains, and sewer infrastructure; • Beginning and completion of the Lambert Road Improvement Project; • The final landfill cover and
complete designs for park and recreational uses at Vista Grande Park; • Completion of the La Habra Bikeway Master Plan; • Continuation of the city’s Water Main, Sewer Lining and Manhole Replacement Program.
All council members acknowledged the staff 's work to prepare a balanced budget without making any large cuts to city services. However, they stressed to the city staff that they should start planning for the fiscal impact in coming years.

Lady Highlanders react to resignation, look for new coach By Jason Burch La Habra Journal
La Habra High School Softball Coach Steve Harrington stepped down shortly after the season despite an immensely successful two-year run at the helm. Despite only being at La Habra for less than two seasons, Harrington developed a bond with his team that has arguably impacted each of them. So much so, that upon hearing of his decision to step down, a large group of team members and parents demanded a meeting with school administration to plead for Harrington to remain with the school. Eleven varsity softball players, along with parents, La Habra High School Principal Karl Zener and Athletic Director Frank McCarroll held a meeting last month to fight for Harrington. According to former Lady Highlander and assistant coach Regina Andrade, who was present at the meeting, the players, parents and Andrade`each voiced their support of Harrington for helping to better the team and the program as a whole. All 11 girls showed up with heartfelt letters in-hand, explaining how Harrington had, and continues to impact their lives both on and off the field. The meeting concluded with the administration stating that it was out of the their hands because Harrington had resigned earlier in the week. After the meeting, the group of players and parents went to the district office to fight for Harrington. According to multiple sources, the
only solution provided was to have Harrington re-apply for the position. McCarroll could not comment on the personnel situation. “We wish Coach Harrington the best and thank him for the past two years,” Zener said. Harrington was able to help lead the Lady Highlanders to remarkable on-the-field success in his short time with the team. A little more than a month after arriving, Harrington lead the team on an unprecedented 27-game winning streak, which only came to an end during the 2016 CIF semifinals. After the team’s success in his first season the Lady Highlanders became the first team in any sport in the history of the school to be moved up and compete in CIF Division 1. Many parents and players reacted to the promotion with some fear that the 2017 season would be difficult. Harrington though, didn’t sweat it. Instead he reacted by working to inspire the team to believe they absolutely belonged at the top. And convinced the team that they would not only compete in Division 1, but beat a lot of the top team’s in the division. And that’s exactly what they did. The Lady Highlanders finished the 2017 season with an impressive 21-8, 9-1 record, and along the way beat some of the top ranked teams in the nation. The Lady Highlanders were actually ranked in the top-10 in the nation back in March, after defeating Orange Lutheran and the No. 1-ranked team in the nation Los Alamitos in back-to-back games during the Dave Kops Tournament of Champions in Bullhead, Arizona.

All about coaching: Steve Harrington resigned late last month as head softball coach at La Habra after leading the Lady Highlanders to a 21-8, 9-1 season and helped them move to Division 1 in CIF.
Few people know what Harrington has done, and continues to do behind the scenes for his girls. His reputation for being a hardnosed coach is earned. According to him, he makes his players put in the work and holds them accountable. He explains that it comes from a place of wanting to help his players become the best they can be. The touching letters penned by some of his players to the school paint a picture of what is underneath that tough exterior. They tell a story of a coach, a mentor and for some, even a father figure who went out of his way to make sure all of his players were able to compete at the highest level on the field, and be the best version of themselves off of it as well. “Steve has impacted my life in many ways,” catcher Alyssa Rios said. “He brought my confidence up when nobody believed in me, not even myself and turned me into a catcher I never thought I could be.” “Steve showed me the more detailed parts of the game,” first base-
man Alyssa Palacios said. “He's also showed me how far confidence can get you and he's just made me see the game in a different aspect that makes the game quicker and more fun, he's an awesome coach and an awesome person in general.” “Coach Steve really cared about me and always had my back,” shortstop Savannah Tourville said. “Not only is coach Steve coaching us but he really cares about each player and wants us to get to the next level and help us in the future after college.” Harrington’s impact was also felt off the field for many of the girls. Perhaps none more so than Rios. “He also helped me through my depression,” Rios said. “My dad had passed away about 11 months ago and he was there for me, pushing me to be a better person and I thank him for that everyday.” “He's given me opportunities of a lifetime with college," she continued. Many of the players echoed sentiments about Harrington’s generosity, pointing out how he bought the team matching cleats at the beginning of the season and helped pay for some players to travel out of state for the Tournament of Champions. “He always told us that money was not an issue,” Tourville said. “He helped out with free lessons and paid for many other things, even simple things like buying the team breakfast and giving us that time to bond.” Palacios explained that he would help out the girls who couldn't afford the Laughlin trip or the banquet, and that there would be a way for them to go. Harrington still helps the girls
when he can. He'll attend travel ball games and provide a free lesson here and there. He's also working his connections in the softball world to help set up college scouting visits for the girls still without scholarship offers. “He's contacted a few schools for me and one of them really likes me,” Rios said. “He's helped me after the season to prepare me for college,” Palacios said. In his two seasons, Harrington helped the La Habra softball program grow and develop into one of the top programs, and he is ready for his next opportunity. La Habra is currently accepting applications for the coaching position and hopes to have someone in place by the start of the school year.

Planning Commission Alternate Vacancy
The City of La Habra Heights is accepting applications for the Planning Commission Alternate. The alternate attends all Planning Commission meetings as an active non-voting member and serves as a voting member if a regular member is absent or abstains from voting. The Planning Commission meets on the fourth Tuesday of each month at 6:00 p.m. in the Council Chambers. Planning Commissioners serve as an advisory body to the City Council on land use and zoning issues. Apply by September 6, 2017 and interviews will be held on September 14, 2017. Obtain an application at www.La-habra-heights.org, or at City Hall. Mail your completed application to the City Clerk’s Office or via email to GraceA@Lhhcity.org.
