DiscoveryPlus Starts with a proven prototype Our approach begins with the replication of your very own Discovery Middle School. The use of Discovery provides you with a building that was originally designed for your educational community—one that offers a solid foundation for creating 21st century learning environments. As the designers for Discovery Middle School, we know the building inside and out (literally). More importantly, we will work with you to discover what the building can become.

DiscoveryPlus Gives you a little breathing room Your current schedule has the new middle school bidding in February 2014 and being completed in August 2015. Our proposed timeline eases some of the time constraints on the District and McCarthy Smith by delivering construction documents ahead of schedule, allowing you to bid the project and break ground ahead of the current schedule. By reducing the schedule by one month, you will be able to complete punch-out in August 2015, before students and staff enter the new building!

DiscoveryPlus Integrates 21st Century strategies We look forward to partnering with you to bring Discovery Middle School into the 21st century. Our schedule calls for a collaborative process that will examine strategies such as Extended Learning Areas, a 21st Century Research Commons, STEM labs, and “Einstein Rooms� to take the place of science labs. Together, we will create a cutting-edge learning environments that sets a new bar for schools in the state of Michigan.

Extended Learning Areas existing plan

Central commons spaces in each academic house become “centers of learning.” The collaborative areas support multiple learning styles and will be imbued with natural light. The creation of centralized locker pods creates “schools-within-a-school” environments.

Based on the published budget for the new middle schools, our fees would be approximately $600,000 lower than the proposed A/E fee of 7.0%. This would provide funds for creating spaces such as the extended learning areas highlighted in this proposal.

“Einstein Rooms” In place of the current science labs, “Einstein Rooms” provide a venue for hands-on exploration. The rooms take advantage of students’ curiosity and play instincts to immerse them in exploration and active learning.

21st Century Research Commons In place of a media center, the Research Commons provides a more accessible, collaborative space. Its location at the center of the academic houses provides an easily-accessible venue for research and team-based learning.

Project Approach (Responses to RFP question 9) The leaders of Plymouth-Canton Community Schools have expressed a clear preference for the use of Discovery Middle School as a prototype. As the original designers of Discovery, Fanning Howey is best suited to help you integrate 21st century strategies and deliver the project ahead of schedule and under budget.

Our approach will deliver your new middle school 1 month ahead of schedule and may save 2-3% on construction costs, due to early bidding of the project.

a. T he new middle school is scheduled to open for students in August 2015. In order to meet this time frame PCCS desires to have an existing building design utilized. This design would be modified to reach the education goals and desires of PCCS. The overall building size budgeted for the middle school is 126,000sf. The site is located on the North side of Cherry Hill between Beck and Canton Center (see attachment D). Firms are required to submit a proposed design that they feel is the best solution for the building type, size and would fit on the site. Include a floor plan, exterior elevations, description of finishes, constructed cost per/SF normalized to 2012 and energy usage ($/sf) or BTU/sf and KWH/sf?

We are pleased to share a few options for integrating 21st Century learning spaces into the existing academic wing footprint.

This option makes the fewest changes to the Discovery model. The center of the academic wing is a large Extended Learning Area that is conducive to collaborative learning. The teacher planning area is shown as a more open environment. All walls removed are non load bearing walls.

This option moves the lockers off the corridor walls and into the center of the open space. This allows windows to be provided between the classrooms and the open areas between them. Option B also shows an option for a dividable Einstein Room in place of the science labs.

Option C uses the locker pods to create two smaller Extended Learning Areas in the central area, flanked by 6 “Technology Booths�, a highly interactive system that maximizes student interaction with each other and with all available technology and connectivity.

Option D has one large central Extended Learning Area flanked by Technology Booths and two locker pod areas.

Option E uses folding glass partitions between the classroom areas and the central Extended Learning Areas. Visibility is constantly maintained even when the partitions are closed. The locker pods are located near the center of the school in each wing.

Option F uses a central locker pod area to create 2 smaller Extended Learning Areas, each adjacent to 4 classrooms.

Alternate Site Option This alternate site option shows a re-organization of the east end of the building to provide a more direct access to the gyms through an entrance adjacent to the main entrance with one parking area to serve both entries. This option also shows additional square footage to provide an ideal location for the ASD program, adjacent to the curriculum areas most utilized by these students. By flipping the gym and cafetorium functions, we could provide more direct access to the gym and also provide direct access from the cafetorium to the outdoor play areas.

Description of Finishes

Construction Cost

The finishes found in our team’s proposed prototype are well known to your District maintenance staff, faculty, and administrators. By using Discovery Middle School as our initial baseline, we will provide consistency of finishes, making to keep what you like today and incorporate upgrades where appropriate.

Our team agrees with the estimated construction costs listed in your Bond materials. We anticipate the prototype to have construction costs of less than $180 a square foot. The $159 a square foot listed by McCarthy Smith is certainly achievable.

In particular, we will preserve the use of terrazzo in the main commons area. We understand that you appreciate the long life and ease of maintenance provided by the terrazzo.

Our team will look to provide your District with cost savings across all portions of the Bond Program, including soft costs. For example, iIn looking at the original budget for the new middle school project, the A/E fees were listed as 7.0% of construction costs, which would equate to approximately $1,587,600.00 (based on a construction cost of $180.00 per square foot). Our fee represents a significant savings over that original budget number, of approximately $600,000.00. This would provide for funds to create extended learning areas, similar to what we are proposing for the new middle school, at the existing Discovery, allowing the district to significantly upgrade Discovery Middle School.

Energy Usage

We estimate that the Discovery prototype will have energy costs as low as $0.70/SF/year and will be capable of LEED Gold certification.

Based on our initial analysis of Discovery Middle School’s current energy costs, as well as proposed modifications to the prototype, we believe that minor modifications will reduce energy to $0.85 a square foot per year. Inclusion of additional energy savings strategies may take energy costs to $0.70/SF/year, or below.

LEED Gold Ready

The exact replication of Discovery Middle School would result in a building that is capable of receiving LEED Silver certification. With addition modifications, we will be able to design the new middle school for LEED Gold. It is important to note that you will receive the same benefits of a LEED Gold building—lower energy costs, improved occupant comfort—whether you choose to pursue actual certification or not.

ENERGY STAR Certified

Like all Fanning Howey’s designs, your new middle school will be Designed to Earn the ENERGY STAR. This certification from the U.S. Environmental Protection Agency recognizes the best performing buildings across the county. In order to receive Designed to Earn the ENERGY STAR, a building must be in the top 25 percent of energy usage, as compared to all other similar buildings in the region.

P rovide a proposed project staffing organization chart and the professional experience of the key individuals of your organization, time of employment with your firm, and the consultants who will be committed to this project along with the number of projects completed together. Provide resumes of the key individuals. The Fanning Howey team is organized to meet the needs of your entire building program. To support the simultaneous design of your new middle school and renovations to multiple buildings throughout the district, we have established two distinct teams which are unified by our local management and design professionals.

Ron Fanning, the co-founder of our firm and the Project Executive for Discovery Middle School, will serve as Project Executive, overseeing our team’s activities and providing consistent leadership. George Kacan of our Novi office will serve as Project Manager for the new middle school. Misty Raatz of our Novi office will serve as Project Manager for all district-wide renovations. George and Misty have a long history of collaboration and will be able to maintain a seamless level of communication and service at all times.

To provide consistent and equitable design across all facilities, John Davids of Fanning Howey’s Novi office will serve as the Project Designer for any and all projects. Other core members of our design team include Jeff Schloffel of Fanning Howey for Technology Design support, Carla Remenschneider of Fanning Howey for Interior Design, Ted Shymanski of Shymanski Associates for Structural Engineering, and Thomas Sovel of Spalding DeDecker for Civil Engineering/Site Design. Greg Monberg of Fanning Howey will support all team members through the exploration and integration of 21st Century planning and design concepts. The existence of this core design team will provide you with equitable solutions across all buildings, as well as the ability to implement bulk procurement strategies that will reduce overall construction costs.

Because mechanical, electrical and plumbing solutions are central to the success of your projects—both from a sustainability and studentcentered viewpoint—we have created customized engineering teams for the new middle school and your district-wide renovations. Tim Lehman and Craig Stammen of Fanning Howey will take the lead mechanical engineering and electrical design, respectively, for the new middle school. Tim and Craig were the primary MEP designers for Discovery Middle School, and their knowledge of the building’s systems will aid in the integration of high performance solutions. To provide you with the local service and attention required by your district-wide renovations, we have partnered with a local engineering team for these projects. Sellinger Associates will provide mechanical, electrical, and plumbing engineering solutions for this portion of the bond program. Their local presence and past experience with Fanning Howey on smaller addition and renovation initiatives will deliver the best possible value.

Tim Lehman, PE, LEED AP Mechanical Engineer - New Middle School

Tim was the lead mechanical engineer for the design of Discovery Middle School, and he will lead our team’s efforts to update the prototype’s mechanical systems, including the possibility of adding LEED certification strategies, building as a teaching tool applications, and best practices in energyefficiency, indoor air quality, and daylighting. Tim has designed more than 1 million square feet of LEED for Schools space and has authored numerous articles on high performance school design.

f. Describe your previous work experience with PCCS and any similar site plan approval experience in Canton Twp. and Plymouth Twp. In addition to the work completed by our firm during the planning and design of Discovery Middle School, our civil/site partner, Spalding DeDecker Associates has performed a significant amount of work in the Canton and Plymouth area. SDA worked on the new Plymouth High School that was part of the 1999 bond. In addition to the high school project, the firm also worked on the All Saints Catholic School in Canton Township, including the original construction and subsequent additions. SDA is currently doing work directly with Canton Township on a road program in the Pheasant Run community. In 2009, SDA acquired Dietrich Bailey Associates (DBA), which had done work with your District on many projects in the 2000s. Several current SDA team members worked on those projects. Additionally, those individuals worked on numerous projects in the Canton and Plymouth area while at DBA.

Student-Centered Sustainable Design Our 52-year focus on educational facilities has grown naturally into a specific type of sustainable design that we call Student-Centered Sustainable Design. This term references to the aspects of the educational environment that have the most impact on teaching and learning.

INDOOR AIR QUALITY More than any other factor determined by design, Indoor Air Quality impacts the health of your students and staff. Poor IAQ can increase absentee rates, and attendance is one of the strongest predictors of success in the classroom.

NATURAL LIGHT Students in rooms with high levels of natural light progress faster on Math and English benchmark tests, by as much as 26 percent. Many of our school designs include direct natural light in 100% of classrooms.

OUTDOOR VIEWS Research connects proper visual development to the ability to regularly view objects at different distances. Students’ eyes feel more relaxed if they are able to look at the outside world throughout the day.

CLASSROOM ACOUSTICS As elementary school and middle school students, children are still developing the neural pathways that allow them to fully comprehend someone else’s speech when they don’t actually hear everything. Sustainable Design: Schedule and Cost Considerations In our experience, the proposed construction timeline will not be an obstacle in obtaining LEED certification—the $58 million Phelps High School in Washington, DC, was planned, designed, and constructed in just 16 months and achieved LEED Silver certification. The main obstacle to obtaining LEED certification will be the additional costs associated with this effort. Many of our clients choose to forgo formal LEED certification in favor of ENERGY STAR’s more cost effective certification program. In 2012, Belleville High School became the first K-12 School in Michigan to receive the Environmental Protection Agency’s Designed to Earn the ENERGY STAR designation. The design was projected to lower operating costs by 24% compared to a traditional school building, and the ENERGY STAR Target Finder tools used provided design team members with a powerful resource for benchmarking and examining best practices. Despite all these benefits, the additional cost to the Owner for Designed to Earn the ENERGY STAR certification was only in the range of $5,000.

As an overall philosophy, DiscoveryPlus speaks to the many changes that have occurred in education over the past 13 years. The play on words brings to mind the cutting-edge strategies which may be applied to the prototype; however, it also typifies the approach that we will take to engaging your community in the development of a dynamic, 21st Century design. Quite simply, the Plus in DiscoveryPlus will be based on your input and feedback, combined with our in-house expertise in 21st Century learning environments. Working from the existing Discovery Middle School, we will maintain everything you love at Discovery, while creating spaces for learning that incorporate everything you have learned about education in the past decade and half. Following the initial planning session, our design team will use Building Information Modeling software to quickly develop a variety of concepts.

By late October 2013, our team will present the preferred option to key District personnel and selected stakeholders.

This option will include projected construction costs, sustainable design options, and energy modeling data.

Through a coordinated team effort, we will complete 50% Construction Documents by the end of November 2013. This will allow McCarty Smith to provide a thorough cost and constructability analysis.

This exploratory session will begin to narrow the scope of potential options.

Upon approval of the concept, our team will begin to begin full production efforts.

By the end of December 2013, our team will have completed Construction Documents, cutting a full month off your existing design schedule. This will allow you to bid the new middle school by February 2013. By “beating the market” you may see construction cost savings of up to 2 to 3 percent.

By the end of this session, our team will have a solid option to further develop and present to District administrators.

Because we will be working from the original CADD drawings (produced by our in-house staff), we will be able to greatly expedite production drawings.

Based on this information, we will calibrate our efforts and proceed with the completion of construction documents by the end of December 2013.

8. GENERAL SCOPE OF PROJECT In May 2013 the PCCS Community passed a Capital Improvement Bond. The scope of the bond is set forth in and detailed in the attached exhibits: Attachment A: Bond Information Attachment B: Bond Budget Attachment C: Bond Timeline Attachment D: New Middle School Site Attachment E: Summary of General Capital Improvement Projects Attachment F: Proposed STEM & Computer Lab Construction The terms and conditions of Agreement between Owner and Design Professional shall be based on the attached amended American Institute of Design Professionals Standard Form of Agreement B-141/CMa – 1992 Edition, as attached hereto. Attachment G. If selected as Architect Engineer, is your firm agreeable Yes X No to the attached AIA B141/CMa – 1992 contract terms? If not please detail what modifications would be proposed. Be specific with changes to each article. Article 2.4.1: Add clarifying language reflecting the fact that the Architect’s responsibility for code compliance is for published rules. The new middle school is scheduled to open for students in August 2015. In order to meet this time frame PCCS desires to have an existing building design utilized. This design would be modified to reach the education goals and desires of PCCS. The overall building size budgeted for the middle school is 126,000sf. The site is located on the North side of Cherry Hill between Beck and Canton Center (see attachment D). Firms are required to submit a proposed design that they feel is the best solution for the building type, size and would fit on the site. Include a floor plan, exterior elevations, description of finishes, constructed cost per/SF normalized to 2012 and energy usage ($/sf) or BTU/sf and KWH/sf? b. Provide a proposed project staffing organization chart and the professional experience of the key individuals of your organization, time of employment with your firm, and the consultants who will be committed to this project along with the number of projects completed together. Provide resumes of the key individuals. c. What is your firms current work load? d. Detail what design services will be performed by your in house staff. Provided location for these professional if they are not based in your Michigan office. e. Provide a list of consultants that would be utilized for design service not being done in house. Include which individuals from these consultants would be assigned to this project. List projects in which these consultants have worked with your project team. f. Describe your previous work experience with PCCS and any similar site plan approval experience in Canton Twp. and Plymouth Twp. g. Quality Assurance Program A good quality control program must start at the beginning of the project and continue through the complete delivery of the project. Fanning Howey utilizes a series of quality control measures to ensure the highest possible success of any project. Following are examples of various methods and procedures that we utilize for our clients.

management and project progress report MAPP is an internally-developed software program utilized by all of our project managers, architects, and engineers to continually assess the level of progress and completeness of all aspects of project documentation. MAPP ensures a constant “real-time” assessment of our drawings and specifications for all phases of our scope of work. All disciplines will complete tasks of a project to similar levels to avoid coordination problems, lagging of information, and incomplete documents. It also provides a measure of our own efficiencies to meet deadlines, schedule milestones, and accurate budget estimates.

redicheck® RediCheck is a comprehensive quality control system that reduces errors and omissions in construction documents. Prior to sending documents out to bid, architects, engineers, and other members of the design team use RediCheck to review documents, pinpointing conflicts between building systems, and checking for common errors and omissions. RediCheck specifically focuses on ensuring that the documents created by different disciplines - from architects to mechanical engineers - are properly coordinated. By eliminating conflicts between the documents, RediCheck greatly reduces one of the leading causes of change orders and cost overruns.

The use of Revit is a part of our standard quality control process. We utilize benefits such as clash detection to improve the quality of our designs and fully integrate the concepts of all disciplines.

third party review We frequently utilize a third party entity, who is not directly affiliated with Fanning Howey, to conduct a coordinated review as a further quality assessment of our documentation, coordination, and thoroughness. Typically, we utilize the Construction Manager (CM) involved with the project to gain their comments and feedback. This often has the dual purpose of preparing the CM staff for the execution of the project. Other third parties may include: vendors, suppliers, industry or manufacturers representatives or technical staff, trade organizations, or contractors.

It is fair to say that the responses to our surveys are overwhelmingly positive and provide a confirmation of the original vision and goals of the design.

NEW HIGH SCHOOL BACKGROUND In May 1997, the voters in the Spring Lake community passed a $22,820,000 bond issue that provided for the construction of a new 174,290 square-foot school with a state-rated capacity of 750 students. The new high school was built on a newly acquired site, just east of town on 148th Avenue. Fanning Howey was contracted to design the new high school. The new building opened its doors to students and staff for the 2000-2001 school year. Since its opening, the new high school has become the "pride" of the Spring Lake community. Due to the desirability of the Spring Lake community and its schools, the high school enrollment has continued to grow. In the 2004-2005 school year, 805 students were enrolled.

WHY WAS A SURVEY CONDUCTED? People who visit the high school say it is an outstanding building. After four years of use, it was important to gather further evaluative information to determine if the building was providing an exciting and proper educational environment for its students. Fanning Howey also wanted feedback to use in the future planning of facilities. Larry Mason, Superintendent, and Michael Hall, Marketing Director for Fanning Howey, developed staff and student surveys to help determine if the design and use of the high school are indeed at a satisfactory level. The surveys asked for responses in six general areas with 33 questions on the student survey, and 41 questions on the staff survey. In addition to asking questions, respondents were encouraged to provide personal comments from their experience with the high school.

WHO RESPONDED TO THE SURVEY? On May 4, 2005, staff and students responded to the surveys during their lunch period. A total of 76 staff members including teachers, support personnel, administrators, and Board of Education members completed the survey questions. The student response came from 109 members of the Student Council and Honor Society.

Post-Occupancy: 4 Years After Occupancy Spring Lake High School Staff Survey SUMMARY In reviewing the results of this survey, it is most obvious that the staff and students of Spring Lake High School are very pleased and satisfied with their building. The positive results are even more impressive due to the fact that opinions were given after living in the building for four years. Perhaps the most important question in the survey received outstanding results when 99% of the students and 93% of the staff said the high school design is able to accommodate the educational needs of the district. Another significant question revealed that 100% of the staff and 94% of the students said the school building was a good value for the taxpayers of the community. The positive feeling about the high school is also verified by the letter grade assigned by each respondent. 71% of all who completed the survey gave the building a letter grade of "A", with several students exceeding the provided range by giving a grade of "A+". 28% of all respondents gave the building a letter grade of "B". Through the survey, a few areas of concern emerged. Students and staff indicated there are heating and cooling issues that need attention. Students feel the hallways are not large enough, even though 100% of the teachers thought they were adequate. Students also identified the inadequate size of the current weight room. The district will address this concern in an upcoming bond issue. This survey has provided a great deal of information on how the high school is perceived by its users, and identified areas of concern that need to be reviewed. Overall the survey has shown that the students and staff enjoy living in their building, and feel it provides an outstanding environment in which to learn.

(This is likely due to the building being built for 750 students and the increased enrollment to date.)

Compensation for Basic Services Design Professional will be paid for performance of the Basic Services per the following schedule. Payment shall be made monthly and shall be in proportion to services performed within each phase of services, so that the compensation for each phase shall equal the following percentages of the total compensation payable:
