Rail supply industry responds to the formation of five new Network Rail regions The Railway Industry Association (RIA), the UK trade body for rail suppliers, has welcomed the first phase of Network Rail’s reorganisation, which includes the formation of five new regions, with 14 routes within them. Darren Caplan, Chief Executive of the Railway Industry Association (RIA), said: “The Railway Industry Association welcomes

the creation of five new regions, as part of Network Rail’s move to a more devolved, customer-focused organisation. “The coming years are crucial for the rail industry. Demand for rail services continues to rise, with passenger numbers doubling over the past 20 years and freight growing significantly too. Network Rail and the industry now has £48 billion of work to

deliver over the next five years to ensure the UK’s rail network runs in an efficient, reliable and safe manner, and we have challenges from Government to decarbonise and digitalise too. “Within this context, it is crucial rail businesses have visibility about what projects are coming to market, a smooth profile of workloads, rather than ‘boom and bust’ funding, and a clear and accessible Network Rail structure that allows for collaboration between supplier and client. We hope that the changes announced today will help make Network Rail even more outward looking, create a business-focused organisation which treats rail suppliers as key partners in infrastructure delivery whilst also ensuring consistency in approach between the central team and the devolved regions. Hugh Baird College selected to ‘fasttrack’ the next generation of Bricklayers The Construction Industry Training Board has (CITB) has chosen Hugh Baird College in Bootle to launch a new Brickwork Academy to help ‘fast-track’ the next generation of bricklayers. The aim of the Academy, which is also working with students and College’s from across the UK, is to improve the chances of Brickwork students in gaining employment at the end of their course and help fill the current skills gap in the Liverpool City Region.

They will undertake their work experience and additional pre-site training together at the Knowledge Quad, construction company Morgan Sindall’s multi-purpose learning space located on site at the city’s landmark Paddington Village site. Following this, the group will undertake their 24-week placements with three projects the company is delivering for Liverpool John Moores University and Merseyside Police.

The CITB has identified that nearly six in ten (59%) of those who unsuccessfully applied for construction jobs since finishing their course said it was because they lacked the work experience that employers required.

In addition to developing their practical trowel skills, the extra training will support the students to be prepared for a career in the construction industry, covering topics such as employability skills and selfemployment.

The high demand for more Bricklayers in the Liverpool City Region was identified in the 2018 Liverpool City Region Combined Authority Construction Labour & Skills Research Report.

Vicky Edwards, Hugh Baird College Assistant Principal - Technical Skills, said: “We are delighted to have been selected by the CITB to pilot the new Brickwork Academy initiative.

A cohort of Hugh Baird College students have been chosen to take part in the academy in partnership with participating local employers and are completing an additional seven weeks of practical skills training.

“This development compliments our commitment to address the skill gaps in the Liverpool City Region’s workforce and our strategic vision to ensure our students progress to successful careers upon completing their studies at Hugh Baird College.”

In order to successfully tackle the skills gap and develop the workforce our industry needs to thrive in the decades to come, innovative approaches to education and learning are needed. Builders ‘bottle it’ to help stop plastic pollution Construction workers will do their bit to tackle plastic pollution while they celebrate owning shares in a local building company. Lindum Group is issuing all of its 665 employees with reusable, metal drinking bottles on Friday (June 28.) It is hoped the move will help staff stay hydrated while removing the need to use disposable, plastic bottles on site and in the offices. The bottles will be handed out at Lindum bases in Lincoln, York and Peterborough on national Employee Ownership Day, which is held to celebrate the business and personal benefits of being employeeowned. Lindum adopted this business model when it launched its share scheme in 1994. It was brought in as the business looked to foster a deeper level of ownership and interest among employees. Director Freddie Chambers said: “We are pleased to be an employee-owned business, because our employees can buy into the company, which we hope means they will feel more involved. In the UK, it has been claimed that an estimated 15 million bottles are littered, landfilled or incinerated every day. This is believed to produce up to 233,000 tonnes of CO2 emissions a year. Refill is a movement run by the City to Sea campaign, which is an award-winning organisation that works to stop marine plastic pollution at source. It aims to have free water refill stations on every high street, and in every city. It aims to make carrying a refillable bottle a social norm and works to encourage cafes, bars, restaurants, banks, galleries, museums, and other businesses to register themselves as a water Refill Station. Their location is then pinpointed for users to find via a mobile phone app. At Lindum Waste Recycling in Saxilby, near Lincoln, around 100 tonnes of plastic is diverted from landfill each year. Everything from garden furniture to children’s toys is handpicked picked from the skips, compacted into bales and sent off to be reused or turned into fuel.

Hinkley C Project

Hinkley Point C hits its biggest milestone yet Hinkley Point C has hit its biggest milestone yet on schedule. The completion of the base for the first reactor, known as “J-zero”, means that the construction of the nuclear buildings above ground can now begin in earnest. The final 9,000m³ of concrete was the largest concrete pour in the UK, beating a record set by the Shard in London. Reinforced with 5,000 tonnes of Welsh steel, the base has been under construction by the UK-French joint venture of Bouygues-Laing O’Rourke for six months.

The event was due to be marked by a visit from the minister responsible for nuclear energy, Andrew Stephenson MP, who saw the construction site and met apprentices at the National College for Nuclear. Good progress and efficiency improvements means that the second Hinkley Point C reactor will hit its own J-zero moment in June 2020. NEXT PHASE BOOSTS UK SKILLS Final contracts have now been signed for an innovative joint venture to install the

pipes and cables at the power station. The MEH[1] Joint Venture brings UK contractors Balfour Beatty, Cavendish Nuclear, Altrad and Doosan Babcock together to share expertise and incentivise collaboration and efficiency. The JV was influenced by the success of a single organisation carrying out this complex work during construction at Taishan, the EPR operating in China. Pipework will be made by Bilfinger in Immingham at a modernised facility which will boost UK industrial capacity in this highly specialised area. Hinkley Point C is working to tackle the UK skills shortage in welding by working with the MEH Joint Venture, ECITB[1], the Weldability SiF Foundation, South West Institute of Technology and Bridgwater & Taunton College, to develop a new welding centre of excellence in Bridgwater. Making use of EDF Energy’s £4.5 million investment at the college, the centre will train and qualify the UK’s next generation of welders, benefitting people and industries across the South-West. With the ambition to provide 350-500 welding NVQ qualifications per year, the initiative shows nuclear’s ability to create a positive impact for UK skills. Hinkley Point C’s reliable low carbon electricity will play a vital role in helping the UK tackle the climate change crisis. With a large expansion of renewables, it

Hinkley C Project will make “Net Zero” emissions possible and help the UK have an affordable and secure electricity supply. Innovation and the transfer of design, skills and experience from Hinkley Point C means the proposed near-identical project at Sizewell C can be significantly cheaper to build and finance, and that subsequent projects at Bradwell B and elsewhere will also benefit. PROJECT UPDATE The construction of the second of Hinkley Point C’s two units is well underway and is already showing the improved efficiency possible when an identical design is repeated. The 12 month separation offers maximum efficiency for the transfer of teams between units. Almost 4,000 people are now working at Hinkley Point C. Half of them are from the local area. Forgings for the pressure vessel and steam generators are underway at Framatome in France and the world’s largest turbine is under construction at GE. The world’s largest crane – the Sarens SGC 250 – is taking shape on site to allow prefabrication of large parts of the nuclear buildings, which improves quality and saves time. This is an innovation informed by experience from previous EPR projects. £1.5bn of contracts have been awarded in the South-West and 64% of the project value is being spent with UK firms. 430 of 1,000 apprentices have been hired and 8,500 people have been trained and assessed at the specially built Construction Skills and Innovation Centre near the site Minister for Nuclear at the Department for Business Energy and Industrial Strategy, Andrew Stephenson said: “This is a huge achievement for Hinkley Point C and a major milestone for the UK’s nuclear new-build industry, which - as a low-carbon electricity source is key to meeting our ambitious target of net zero emissions by 2050. “The project will not only power nearly six million homes, it will add an enormous boost to the local and national economy, delivering over 25,000 new jobs and securing longterm, well-paid employment – a key step in delivering clean growth as part of our modern Industrial Strategy.” Hinkley Point C Managing Director, Stuart Crooks said: “I am proud of the talent and achievement of our diverse UK workforce, our unions, our international supply chain and the design team in France. We are benefitting from direct experience from other EPR projects and a partner in CGN which understands the technology and the project.” EDF Energy CEO Simone Rossi said: “Hinkley Point C’s progress is good news for anyone concerned about the climate change

crisis. Its reliable low carbon power will be essential for a future with no unabated coal and gas and a large expansion of renewable power. The innovation at Hinkley Point C sets up the opportunity to reduce costs for consumers for a near identical power station at Sizewell C in Suffolk.” CGN UK CEO Zheng Dongshan said: “CGN is proud to play an integral part in the Hinkley Point C project as an industrial partner to EDF, bringing our experience from successfully developing the EPR at Taishan, in China. The project paves the way for a full new nuclear programme that will include our proposal to build our HPR1000 reactor in the UK.”

This is a huge achievement for Hinkley Point C and a major milestone for the UK’s nuclear new-build industry, which - as a low-carbon electricity source is key to meeting our ambitious target of net zero emissions by 2050.

Company News GMI and Muse support local school’s construction learning initiative at Stockport Exchange GMI Construction Group, an expanding building and construction services company, together with its client Muse Developments recently welcomed a group of year eight students from The Kingsway School in Stockport to the award-winning £145M Stockport Exchange business district development currently under construction. The visit was part of a project for students who have shown an interest in a career in construction, for them to observe first-hand how a construction site operates and raise awareness of the development.

Techniquest appoints local construction company for its £5.5m Science Capital project build Cowbridge company G. Oakley & Sons has been appointed to manage the build for Techniquest’s Science Capital project. G. Oakley & Sons has over three generations of expertise to its name and specialises in the commercial and leisure building sectors. Notable clients to date have included David Lloyd leisure clubs, Premier Inn and Greene King pubs, restaurants and hotels across the UK. The firm has commenced on site this month and it will take approximately 35 weeks to complete. The Cardiff-bay based science centre will remain open during most of the build, however, will close in September for some internal works. The Science Capital project will radically transform the UK’s longest running science centre, increasing its footprint by 60% to house brand new innovative content. The scheme will also include a new vibrant public entrance, coffee shop and retail space. Adam Oakley, of G. Oakley & Sons said: “We’re thrilled to have been appointed by Techniquest for this project. To work with such an institutional brand is a big honour and we can’t wait to play a part in transforming this much-loved science discovery centre. As part of our commitment to this particular scheme, we will be running an educational programme to help local young people understand what’s involved in a project of this scale. We will be looking to make the construction site part of the experience for school children visiting Techniquest by creating porthole windows to see our team at work. We will also be providing educational information prior to their visit so they know in advance what to look out for once they’ve donned their mini high viz jackets and hard hats.”

The initiative was also part of a project where students were invited to submit ideas for the development of an indicative construction project with a budget of £50 million. The students were invited to present their thoughts around a development of their choice to also enable them to think about construction as a career choice and the varying roles and challenges on a day to day basis. Talking about the visit and project, one pupil said: “There’s a lot more to any project than you would initially think and there is more to the construction industry than meets the eye. We were all quite surprised at how small the management team was for such a large project and learned that building isn’t just about the labour but it’s about the management of the project as well. The building trade is not like the stereotypes and I didn’t realise there were so many jobs in the construction industry. “ Marc Banks, Divisional Director at GMI said: “GMI is absolutely committed to developing and ensuring a stable, well-qualified workforce for the future and the next generation of construction professionals. To do this we want to inspire and raise student aspirations and encourage students to consider a career in construction and this initiative together with Muse, Stockport Council and The Construction Skills Village was extremely beneficial, and we hope that the students took some positive thoughts away with them. We look forward to supporting further initiatives going forward and continuing to focus on developing partnerships with schools, colleges and universities to encourage education providers to engage with construction” Andy Barton, Project Manager at Muse Developments, also said: “This event was a great opportunity to bring local students to the scheme to hear their views on what a building could look like on a set budget, and their thoughts on the process to bring it together. We look forward to holding more of these worthwhile events as the scheme progresses.” GMI is onsite building 2 Stockport Exchange - a new 60,000 sq. ft six storey grade A office building situated immediately alongside the popular 1 Stockport Exchange which was fully let just six months after completion. Works commenced in October 2018 with the development expected to be complete by Spring 2020.

Oakley & Sons is the latest in a line of local businesses contracted to work with Techniquest on the Science Capital project including architects HLM, planning consultants Wardell Armstrong, project managers Lee Wakemans and engineers Hydrock. The £5.5m Science Capital project is being was supported by the Inspiring Science Fund, a scheme co-funded by the Department for Business, Energy & Industrial Strategy (BEIS), UK Research and Innovation (UKRI) and Wellcome. Techniquest has also received funding from the Moondance Foundation, Garfield Weston Foundation and Welsh Government’s ‘Invest to Save’ fund.

THE HIDDEN STRENGTH OF CARBON REINFORCEMENTS

By Ronnie Turner, Infrastructure Manager at Sika Refurbishment The catastrophic failure of Genoa’s Morandi bridge in August has only served to highlight how ageing bridge structures must have a maintenance regime that can ensure the safety of road users. In the UK, rail and road bridges are subjected to many types of loadings and other influences including corrosion which has to be properly managed to maintain safety. With nearly 100,000 road road and rail bridges across the country, what proven solutions are available to ensure this vital infrastructure is fit for the future? Three quarters of all highways bridges consist of reinforced concrete, and whilst concrete accounts for the make-up of the majority of rail bridges, these structures are also made of other materials such as cast and wrought iron. Regardless of a bridge’s properties, the long-term exposure to the elements and trafficbased wear and tear will potentially lead to a number of issues including reinforcement corrosion, excessive cracking, chloride ingress and surface erosion. The consequences of not addressing bridge repair problems will be costly and possibly even dangerous in the long-run. Therefore, evaluating the causes of the deterioration is just as important and vital to evaluating and offering the correct repair strategy. Testing is a vital part of bridge repair and protection specification. It can be carried out using various techniques including a basic visual survey, hammer testing, chloride analysis techniques, carbonation testing, concreteto-reinforcement cover surveys and half-cell potential testing. These assessments will help play a part in Sika’s preparation of any project-specific specification offering.

Trafford Housing Trust and Willmott Dixon to deliver Homes England’s 250 new homes in £47m Preston project Trafford Housing Trust and L&Q have joined forces with Willmott Dixon to bring forward the development of Homes England’s coveted D’Urton Lane site in Preston. The scheme will create 250 new homes for Shared Ownership, affordable rent and private sale. Situated on D’Urton Lane in the Fulwood area of Preston, the £47m development will consist of a mixture of two, three and four-bedroom homes and will also include green space. Over half of the homes will be affordable housing, either for Shared Ownership or affordable rent. The remaining homes will be for outright sale. Trafford Housing Trust, L&Q and Willmott Dixon have created a joint venture company, Laurus Partnership Homes LLP, to deliver the project. Subject to planning approval, the joint venture partnership will purchase the land for development and begin construction in 2019. Willmott Dixon will deliver the homes at an accelerated pace, which reflect a key element of the Government’s 300,000 homes per annum target. CAN THE UK’S CONSTRUCTION INDUSTRY LESSEN ITS PLASTIC USAGE? Every year the UK uses over 5 million tonnes of plastic - that’s about 15 times as heavy as the Empire State Building. But did you know the construction industry accounts for a quarter (23%) of the plastic consumed in the UK? The construction industry is still heavily reliant on plastic, for its cheapness, durability and water-resistance making it the second largest consumer of plastic in the UK. However, what makes plastic so useful for construction is also part of its demise. The resilience of plastic means it can take up to 1000 years to decompose, while it degrades it contaminates our soils and oceans with the release of fossil fuels and greenhouse gases. Luckily, Insulation Express have uncovered how the construction industry can lessen its plastic footprint. The Most Common Sources of Plastic Waste in Construction When plastic is used in a permanent form, it can be vital as a building material. However, when the material is single-use plastic, this becomes a bigger problem, that’s wasteful and can be easily avoided. These are the most common sources of plastic waste in construction: • Plastic packaging (which accounts for 25% of packaging waste in construction).

• Unused materials from over ordering and off-cuts. • Improper storage and handling. • Over-specified project design. • Workforce food packaging and utensils. Annually, 50,000 Tonnes of Plastic Packaging Waste is Produced by the UK’s Construction Industry It’s believed the construction industry has an effective management of plastic waste, but the picture is not as transparent. The British construction industry generates 50,000 tonnes of plastic packaging waste per year – that’s four times the weight of The Brooklyn Bridge. Much of that plastic waste is incinerated, adding toxic fumes to the air we breathe. Other large amounts of plastic are placed in mixed waste skips which is impossible to recycle, because they can’t be identified, or they are contaminated with other materials. This has helped to contribute to 5 trillion micro-plastic particles floating in oceans, which we then consume through water or from fish. 40% of Plastic Waste from Construction in the UK is Sent to Landfill It’s estimated that large quantities of plastic leave construction sites in mixed waste skips – sending 40% (20,000 tonnes) of plastic to landfill, a weight that is twice as heavy as The Eiffel Tower.

On the other end of the scale, Germany recovers and recycles a huge proportion of the plastic waste created in construction. In total, Germany generates 201.8 million tonnes of waste in construction and demolition, but around 90% of that is recycled, and around 80% of the plastic waste is recycled. How Construction Can Reduce Plastic Packaging Waste in Construction Research reveals that a huge third of single-use packaging leaving sites is single-use packaging. Shockingly, only 2-4% of this is recycled. The rest is diverted to landfill, fly-tipped, or burnt. It is clear that the amount of plastic being sent to landfill is not sustainable for either the environment or construction. Most of the industry realises something needs to change, with 95% of construction professionals admitting that the industry needs to reduce plastic use. But, how can this be achieved? • A huge proportion of packaging thrown away can often be reused. You can talk with your supplier to see if they can reduce the packaging, or if they’re able to take back the packaging to recycle. • It may be more beneficial to order in bulk or larger packs, as this will cut the volume of packaging per item. • You could use reusable plastic boxes to place and protect materials in. These boxes can then be returned to the supplier. • Use large sheets of plastic sheeting that arrived as wrapping for use on site as weather protection. • For the plastic packaging that can’t be recycled, send it to a licensed Waste Management Contractor. They are best placed to decide their destination.

Construction companies can make simple changes that save money by reducing packaging waste, such as: • Cutting costs by reusing packaging where possible. • Time spent on handling waste, such as clearing and collecting waste, can be lengthy and pricey. Especially considering this cost can be easily cut by reducing packaging. • Slashing the costs of skip hire and transport costs, as well as reducing the ever-increasing fees of landfill sites and tax. The Innovative Ways Plastic is Being Recycled Across Construction How can construction reduce and recycle the plastic in construction? Some companies in the industry are even creating decking from recycled plastic, which can save 1000 plastic bottles from landfill in a single metre of decking. That

means in just a small sized decking 3,600 plastic bottles could be diverted from landfill. But it doesn’t just stop there, Insulation Express has discovered the most innovative ways construction are reusing waste materials. Nappy Roofing – More than half a million tonnes of waste is created in Britain from disposable nappies, and with each one taking around 500 years to decompose this is a concerning problem. But, instead of letting the waste decompose, you could be looking at roofing your house with them. A company have found a way to turn waste nappies into roof tiles, which could save 110,000 tonnes of CO2 emissions a year. Plastic Roads – Roads are traditionally made from asphalt which uses stone and gravel to form the infrastructure. However, future roads could be made from used plastic – dubbed plasphalt. Amazingly, as well as a way of recycling plastic, this method of forming pavements is also stronger than asphalt and less expensive. Plastic Concrete – Researchers from Bath University have found an ingenious way to save sand and reuse plastic waste.

The scientists have discovered that 10% of the sand in concrete can be replaced with plastic waste. Concrete requires 30% of sand, which strips our beaches and riverbeds. Just replacing 10% of it can save over 800 million tonnes of sand. What Does the Future Hold for Plastic in Construction? Plastic still has a place in construction; it’s durable, waterproof and lasts long. Although plastic is polluting our environment, it doesn’t have to be the enemy. Indeed, there are ways for plastic to be part of the solution, such as recycling plastic into other building materials. In the future we may see a massive take up of alternatives to plastic in construction, some of these are already being developed and trialled. But for the average construction professional, you can reduce plastic use by talking to your supplier, educating your workforce and setting a good example to employees.

Plastic still has a place in construction; it’s durable, waterproof and lasts long. Although plastic is polluting our environment, it doesn’t have to be the enemy.

Did sprinkler legislation stop new housebuilding? The Domestic Fire Safety (Wales) Regulations 2013 (the regulations) was the first piece of Legislation in the World to mandate the fitting of automatic water suppression systems into new and concerted dwellings on a nationwide basis. So, did the legislation stop new house building in Wales? The evidence is that it didn’t writes Ritchie O’Connell MBA Msc FIFE, BAFSA’s representative in Wales. The legislation was introduced despite some strong opposition. including prophesies of house builders ‘pulling out of Wales’ and despite cost benefit analyses not being wholly favourable. More than two years since full implementation what has changed regarding the regulations? The implementation of the regulations was in two parts, in brief the first phase of the implementation took place on 30 April 2014 and required the fitting of AWSS to new build or converted; care homes including children’s homes, hospices, student accommodation, boarding houses, and hostels. Phase two, arguably the more contentious portion of the legislation in some quarters, was introduced on 1 January 2016 and extended the regulations to encompass all new houses and flats including those formed by change of use or by knocking one or more existing residences into a greater or fewer number of residences. So, did the legislation stop new house building in Wales? The evidence is that it didn’t! The Welsh Government statistical release, New House Building in Wales, 2016-17 (Revised) https://gov.wales/docs/ statistics/2017/170614-new-housebuilding-2016-2017-revised-en.pdf shows that during 2016-17, the number of new dwellings started increased by 2 per cent compared to the previous year to 6,871 dwellings. This is the second highest annual number recorded since the start of the recession in 2007 to 2008.

Notably one of the larger housebuilder’s in Wales who announced they would not be building north of what they termed a “snowline” above Pontypridd (“snowline” the point at which nothing grows because of perpetual snow and ice) have on their website 6 new sites north of this imaginary line; perhaps there’s been a thaw? TRANSITIONAL PROVISIONS The two-stage implementation of the legislation came about in part due to the need to allow the sprinkler industry to ‘gear up’ to meet the increased demand for domestic sprinklers in Wales, and more so due to the vociferous opposition to the regulations by housebuilders, it was strongly asserted that full implementation of the legislation in 2014 would adversely impact housebuildersparticularly SMEs In addition, the legislation, as is common with Building Regulations implementations, was introduced with transitional provisions which it was felt would assist in reducing the burden on housebuilders. The effect of the transitional provisions, in respect of phase two of the implementation, was that where applications were submitted prior to the 1 January 2016 and building work commenced on or before the 1 January 2017 the requirement to provide automatic fire suppression system did not apply. The law of unintended consequences defined as the “actions of people—and especially

of government—always have effects that are unanticipated or unintended” came into play, and the transitional provisions of the legislation, created an uneven playing field which disadvantaged the SMEs significantly. As predicted by some members of the working group considering the legislation, the planning offices and building control bodies were inundated with applications, and as a result those companies who could afford to ‘land bank’ prospective sites did so in huge numbers. Whilst the small builders, who could not afford to hold onto multiple sites were forced to fit sprinklers immediately, their larger counterparts could, or so it seemed, start work on multiple sites before 1 January 2017 and then mothball them indefinitely. This ‘loophole’ caused a furore in Welsh Government in September 2017 when then cabinet secretary, the late Carl Sargeant informed the equality, local government and communities committee that “There are some big industry builders who hate the thought we’re introducing sprinklers anyway and are doing everything they can to circumnavigate the system. I would personally like to close the loophole.” Whilst no accurate figures were available MR Sargeant opined there were “many thousands” of homes affected. It transpired that the commencement of work had been very loosely interpreted by some and that in some instances removing the vegetation from the site was considered as sufficient to sidestep the legislation. This had been previously addressed by Welsh Government who issued a circular outlining what works were considered as commencement of work for the purposes of the legislation. Whilst this went some way to addressing the issues it still allows housebuilders to begin work on one dwelling unit on a large multi dwelling site and then mothball the site effectively circumventing the legislation. AMENDMENTS TO THE LEGISLATION The law is constantly evolving, and the regulations are no exception, they continue to develop as a result of clarifications and appeals/challenges. Two such changes are a determination regarding holiday lets. and the clarification of the requirements regarding hostels.

for where shall a man be safe, if it be not in his house?

Whilst suppression systems are required in new build and concerted dwellings, there was a perceived ‘grey area’ regarding those properties constructed as or converted into holiday lets. The definition of residence used in the drafting of the regulations includes a reference to buildings containing rooms “intended to be used for living and sleeping by a person or persons other than as part of a single household which occupies the whole of that building”. As a result, hotels are not ‘caught’ by the regulations as they are places where people stay for leisure and business purposes, whilst they are away from their main place of residence (which is where they live), so they cannot be said to “live” in a hotel. As the purpose of a short term let was considered by some as being similar in intended use to a hotel, it was argued that the regulations would not extend to purpose built holiday lets. Whilst the exclusion of hotels from the regulations is understandable, the possibility of holiday lets being excluded from the regulations caused some concern amongst regulators. The reason for this concern is that many holiday lets are built or concerted as single-family units, which in every way could be identical to a purpose-built residence. If building regulations approval was given for a holiday let which later came to be occupied as a family home the requirement to fit sprinklers may be missed. This was addressed in April 2017 when the Cabinet Secretary for Environment and Rural Affairs determined that under 37A (Provision of automatic fire suppression systems) of the Building Regulations 2010 (as amended), an automatic fire suppression system would be required in

the conversion of a coach house into a holiday let. A further, related, clarification of the regulations took place in January this year when regulation 37a of the Building Regulations which gives force to the sprinkler regulations was amended to extend the requirements to include hostels, other than hostels which provide temporary accommodation to those who are ordinarily resident elsewhere. This amendment makes explicit that backpacker type hostels are not., in the same manner as hotels, considered as residences and are excluded from the regulations. The sprinkler regulations will remain largely unchanged but the amended building regulations will, in all likelihood, continue to evolve as clarifications and determinations are sought regarding the application of the legislation. In some quarters the legislation remains contentious, there can be no real doubt however that the introduction of this legislation will make people safer in their homes in Wales and it is to be hoped that this will be extended to the rest of the U.K. in due course. Whilst we often hear, in argument against the imposition of laws affecting the home, or in rejection of the ‘nanny state’ (the usually misquoted), “For a man’s house is his castle.” I for one would like to see the application of the Domestic Fire Safety Regulations across the whole of the U.K. as Sir Edward Croke. When making the above quote, went on to say, “for where shall a man be safe, if it be not in his house?”

London Assembly Transport Chair calls for rail industry to better represent the people it serves at diversity event Florence Eshalomi AM, Chair of the London Assembly Transport Committee, has called for the rail industry to better represent the people it serves. She made the call at the Railway Industry Association and Young Rail Professionals TrailBlazers Reception at the KIA Oval Cricket Ground last night. The Reception brought together existing rail industry leaders with leaders of the future from a wide range of backgrounds to network, learn from each other and discuss diversity and skills in the sector. The day included a pre-reception workshop, speeches from Ms Eshalomi, RIA Chief Executive Darren Caplan and National Chair of Young Rail Professionals David Westcough, and networking at one of the UK’s landmark sporting venues. Florence Eshalomi, London Assembly Transport Committee Chair, said at the event: “Rail plays an important part in the daily commute and travel for thousands of Londoners. As London’s population is set to increase to 10.8m by 2041 we need to respond to the challenges across

the transport network. There are existing skills shortages and gaps in the rail and wider transport sector. Having the right people with the skills in place to deliver the transport infrastructure is critical. “We have to invest in the next generation of staff and challenge the perceptions that the rail and transport sector is only for men by encouraging more females and other underrepresented groups to study STEM subjects, supporting apprentices, training and graduate schemes.” Darren Caplan, Chief Executive of the Railway Industry Association (RIA), said: “We all know that the rail industry is a great industry to work in. It provides fantastic jobs and great career options, yet the sector still suffers from a lack of diversity: 70% of the rail workforce is male and only 5% of train drivers are female, a third is over 50 and only 27% are from a Black Asian Minority Ethnic (BAME) background. So, I wholeheartedly back London Assembly Transport Committee Chair Florence Eshalomi’s inspired call for the rail industry to improve diversity at our TrailBlazers Reception.”

WORK ON £12MILLION INDUSTRIAL WAREHOUSE SPACE IS UNDERWAY AT BIRCHWOOD PARK PATRIZIA-managed Birchwood Park has seen work begin on the second phase of its Cavendish Warehouse development following a £12million investment, which will see 170,000 square feet of prime industrial warehouse space come to the park. Birchwood Park welcomed representatives from Warrington Borough Council and the Cheshire and Warrington Local Enterprise Partnership to a groundbreaking ceremony at the site, to mark the start of construction on phase two of its Cavendish Warehouse development. The development, set to complete in Spring 2020, will feature five new industrial units comprising of two 18,000sq.ft warehouses, a 24,000sq. ft warehouse and larger 50,000 and 58,000sq.ft warehouses and boast some of the best transport links in the North West following a £5million investment into the road network surrounding the park. Martin O’Rourke, commercial director at Birchwood Park comments: “Warrington has been crying out for industrial space of this size and spec for some time, and so we’re confident that the second phase of our Cavendish Warehouse development will meet the needs of businesses and plug this gap in the market. BAKERHICKS DESIGN SUPER POWER ARTWORK STRUCTURE AT HEATHROW BakerHicks, the multi-disciplinary design and engineering company, has completed their part in the installation of a canopy of brightly coloured umbrellas which is currently on display at Heathrow Part of an initiative by the ADHD Foundation, the ‘Umbrella Project’ is designed to help raise awareness of neurodiversity and challenge stigma and promote the celebration of ‘super powers’. Appointed by Mace, the global consultancy and construction business, BakerHicks designed the highly complex cable tension structure that suspends the 300 umbrellas above the Heathrow Terminal 5 Arrivals forecourt. Spanning a 70m x 40m area, the engineered web comprises an impressive 3.5km of cable and weighs approximately one tonne. Working closely with the cable suppliers, Ormiston Wire Limited, BakerHicks were also responsible for the design of all cable connections. Computer analysis modelling was used to predict deflections and elongations in the cables, and thorough tests on scale models were also carried out to assess how the structure would react in various weather conditions, ensuring the safety of all passers-by.

With the project needing to be designed and constructed in a tight timeframe, BakerHicks worked closely with the contractor, Meads Construction Limited, to develop the construction sequence and tensioning requirements. All of the structural elements in the design were developed in conjunction with ongoing discussions with the contractor and suppliers to ensure the design was practical and all materials could be procured at short notice. The BakerHicks team also assessed the structural capacity of the existing ground floor structure and superstructure to enable the cables to be connected to the protruding steels of the Terminal 5 building, over 40m above ground level. The installation, which will be in place until October, celebrates the gifts, talents and employability of those with neuro-developmental disorders. The project’s name stems from the use of ADHD and autism as ‘umbrella’ terms for many neurological conditions, reframing them for children as ‘Super Powers’ with the umbrellas celebrating the unique gifts of every child. This is the first time the ‘Umbrella Project’ artwork has been available to view in London or at an airport.

Gilbert-Ash Unveils Unique ‘As One’ Exhibition Celebrating Collaboration in the Making of Landmark Buildings Last week, leading UK construction, refurbishment and fit out contractor, Gilbert-Ash marked its recent growth by unveiling a collaborative As One exhibition at an event at The IET, London. Attended by over 100 high profile guests from the across the design and construction industry, the considered collection celebrates twenty three iconic projects. The exhibition has been designed to represent how Gilbert-Ash has grown significantly in this time as a result of its unique collaborative approach working with its team, partners and clients to create landmark buildings around the world. Gilbert-Ash projects have been shortlisted for the Royal Institute of British Architects’ Stirling Prize with its work on the Everyman Theatre recognised in the winning of the coveted award in 2014. The contractor employs over 180 staff at offices in London and Belfast and is currently UK Contractor of the Year in the coveted Construction News Awards. Gilbert-Ash’s latest financial results reveal significant year-on-year growth with an increase in overall turnover to £179.4m in 2018, up from £165.5m in the previous year. The company also confirmed a more than three-fold increase in pre-tax profits to £7.6m in 2018, an increase from £2m in 2017. Gilbert-Ash attributes its continued strong performance to its ‘As One’ approach and its unique working culture and family environment as an employee-owned company. EUROBRICK CONTINUE TO SUPPLY MCDONALD’S PROJECTS Over the past couple of years, McDonald’s restaurants have been carrying out an extensive programme of new build developments along with modifications to existing stores all over the country. Eurobrick Systems, the brick slip cladding specialist, has supplied its cladding systems to McDonald’s building contractors for over 125 of these projects in 2018 alone.

Eurobrick has been a long standing supplier for the restaurant chain’s premises, since its major UK expansion in the early 1990’s. Many hundreds of Drive Thru’ restaurants were constructed in a short space of time and Eurobrick’s cladding has now been installed on over 850 outlets, with the first being in East Ham, London in 1992. The majority of the buildings were and remain prefabricated and factory built, often including the installation of the brick slip cladding. The units are transported to site and craned into position. Eurobrick’s brick cladding is ideal for this fast track offsite construction method as it is lightweight, robust, quick and easy to install as well as being low maintenance. Generally, the X-Clad system is used and faced with brick slips, such as those used at the Coulby Newham store that underwent modifications. The brick slip cladding on this restaurant was installed by ML Brickwork (Southern), one of Eurobrick’s approved installers, on behalf of the contractors, Marcon Fitout. Mark James CBS Ltd have been fitting Eurobrick’s systems since 2005 and have recently completed extensions and modifications for McDonald’s, including one in Caernarfon using Rustic Cream brick slips from the Britannia Range. They also added a beverage cell and freezer chiller extension to the side of the original building at another restaurant in South Harrow.

DSM Roofing Ltd have completed many McDonald’s stores over recent years including a new restaurant in Dunbar which was finished with specially cut St. Bees Red Rubbed stone slips and red mortar. The new build restaurant in Rawthenstall was also finished with stone to meet planning requirements. Eurobrick’s systems can be adapted for stone slips so the required Fletcher Bank stone finish in Rawthenstall was no problem. The finishes being installed today, range from the recognisable brick colours of the early restaurants through to specially cut or manufactured stone slips used on some of the new stores. Fall protection training: 10 top tips for success Phil Rashbrook, European Training Manager for Fall Protection at MSA Safety shares his 10 top tips to refer to when considering fall protection training. MSA Safety is a global designer, manufacturer and distributor of industry-leading safety products and provider of quality safety at height training. 1.) Preparation is key The old adage of ‘fail to prepare, prepare to fail’ carries significant weight when it comes to working at height. Preparation is critical, and it all begins with quality training, so consider your fall protection training carefully. Ask yourself: Is it with a reputable company with a wealth of experience across many sectors? Are they best placed to prepare your workforce for working at height safely and efficiently? Remember, you can’t put a price on the safety of your workers so do your research. Invest in the best training available that will leave your workforce confident and competent.

2.) Theory and practical: finding the balance Some trainees are impatient to get going with the practical straight away. Others prefer ample time to carefully digest the theory and ask any questions they might have. Everyone learns differently, which is why it’s so important to strike a successful balance between the two. Training should be delivered in a manner that is effective for everyone. 3.) Added confidence Working at height safely and efficiently depends not only on skill but having the confidence to make the right decisions at the right time; whether that’s knowing the limitations of equipment and how to use it properly or deciding whether conditions are safe enough. Confident operatives will feel empowered to thoroughly and accurately assess their surroundings for safety risks, ask questions and raise potential safety concerns with their site or safety manager. This generally makes for a much safer working environment.

4.) Creating safety ambassadors Get your team onboard. Work at height operatives returning from fall protection training will feel more encouraged to share their safety knowledge with colleagues. This helps to not only foster a safer working environment but discourage any semblance of a ‘no blame culture’. 5.) Don’t forget the wellbeing benefits While the main priority of quality fall protection training is to help prevent physical harm, the mental wellbeing benefits it offers should not be overlooked. Being asked to work at height without proper planning, preparation and training in place can be extremely distressing. A well-trained, competent operative will likely make for a more confident, comfortable worker. 6.) Keep it fun! Something that’s often forgotten is the value of keeping training fun and engaging. In my experience, if you enjoy training you will learn and retain more information. An enjoyable experience generally helps to nurture a positive change in attitude. 7.) Location, location, location Conducting training on site in conditions workers face on a day-to-day basis is preferential, but not always possible. The next best thing is a state-of-the-art training centre with both indoor facilities protected from inclement weather, and outdoor facilities with multiple applications. Choose training providers that can offer both. 8.) Follow-up support Support shouldn’t stop once training has finished. Follow-up should be a key feature of a quality training provider, from offering the option of return visits and continued support, to conducting site audits and helping operatives to fully realise the benefits of the training. 9.) Think of it as an investment Quality training not only makes for a safer workforce but helps to provide operatives with the know-how to do their job better and more efficiently. And, in my experience, a more confident, competent workforce is usually a happier and more productive workforce. The long-term business and wellbeing benefits of a well-trained workforce cannot be underestimated. 10.) Just get it done My other nine tips are important, but if you take away anything from reading this it should be this: whatever you do, do not take risks. The safety and wellbeing of your workforce is too important for you not to provide them with the very best training, so don’t delay. Do your research and choose a training provider you can depend upon.

CIOB looks at the value of construction, starting with the impact on the Scottish economy The CIOB – the Chartered Institute of Building – is today launching a new report at a parliamentary reception in Edinburgh, entitled “The Value of Construction in Scotland”. The evening event, which is part of the CIOB’s annual Member’s Forum, will be attended by a number of MSPs and many senior figures from the construction industry. As the introduction to the report makes clear, official figures suggest that the construction industry accounts for approximately 6% of total gross value added (GVA) to the UK economy. At more than £100 billion annually, that is significant. However, this grossly underestimates the true value of the industry and, to show how important the sector is, the CIOB is producing a series of reports looking in detail at the economic importance of construction to each part of the UK. Among the headlines in the report focussing on Scotland: • Scotland’s construction sector emerged faster from recession than most of the

UK. However, its path since 2015 has been less vibrant with signs of output falling. • ·The contribution of infrastructure to the construction sector over the past three years has been higher in Scotland, at 20%, than the GB average of 12%. • Although trends indicate infrastructure work looks set for a drop, new housing, particularly in the public sector, is expected to grow. • Employment is set to expand slightly between 2019-2023. The region is forecast to have an annual recruitment rate of 2,790 new workers each year (approximately 12 new recruits for every 1,000 currently in the workforce). Eddie Tuttle, the CIOB’s Director of Policy, Research & Public Affairs, said: “the CIOB’s key recommendation is to examine how to moderate volatility in the Scottish construction industry; trying to take steps

to smooth out the work so that the sector is not so reliant on infrastructure projects. As one practical output of this approach, during upturns and downturns, there should be less volatility in the workforce, with fewer workers leaving the industry.” The CIOB’s new President, Professor Charles Egbu, who hosted the Edinburgh Castle event, said: “The challenge is ensuring that we have a construction industry that’s fit for the future – across Scotland and the rest of the UK. The Construction Industry Training Board’s Construction Skills Network 2018-22 refers to this indicating that construction output is expected to grow over the next five years, with 158,000 jobs to be created. Getting a clear economic picture of what’s happening in our industry in each region is going to enable us to develop and deploy the skills and resources needed to support the crucial work our industry does across the UK.” The reception will be attended by several Members of the Scottish Parliament, including Kevin Stewart MSP, Minister for Local Government, Housing and Planning, and Monica Lennon MSP, Scottish Labour Shadow Cabinet Secretary for Health & Sport and Chair of the Cross-Party Group on Construction. Kevin Stewart has also today published a blog for the CIOB, entitled Investing in Scottish infrastructure, which outlines some of the planned investment coming from the Scottish Government, with specific reference to the Scottish Infrastructure Commission which was set up earlier this year. “The Value of Construction in Scotland” report, available free online, is one of a number that will be produced by the CIOB this year, looking at every region of the UK. Family Business picks up National recognition at Scottish Home Awards Local property developer Fotheringham Property Developments celebrated success last week as they picked up Best Age-Exclusive Development of the Year, at the Scottish Home Awards in Glasgow. The Scottish Home Awards sponsored by Ross & Liddell, received a record amount of entries with 78 businesses battling it out in different categories to be crowned winners. The awards were judged based on their design, innovation, marketing and customer care. Fotheringham Property Developments picked up the award for their Eden Manor project located in the heart of Stonehaven. The grade 3 listed building had been abandoned for several years, and was fast becoming an eyesore for the local community. Perfectly located only a short walk from the train station and town centre, Michael and his team sought to transform it into 5 luxury apartments and 10 new build, single storey terraced homes ideal for the over 50’s market.

DOFF is a steam based stone cleaning system. It’s unlike any other steam system and can achieve temperatures of up to 150°C at the nozzle end – making it a ‘superheated water system’. The operator is able to vary the temperature and pressure to remove many different types of paint and biological matter. What can DOFF be used for? The steam/superheated water will remove moss, algae, fungi and other biological matter and will also kill off spores. This means there’s then no need to use a chemical biocide during the removal process or as a protection against further biological activity. How does it work? DOFF cleans stonework and masonry using high temperature steam. Whilst the temperature in the system is high, the pressure on the surface being cleaned is very gentle and the volume of water is low. The surface is therefore not saturated and will be dry within minutes. What is the DOFF most effective in removing?

Ex-military perfectly suited to construction industry Former Armed Forces personnel have the perfect traits for careers in construction and logistics, according to one of the country’s leading suppliers of building materials. SIG Distribution have provided a range of careers for people who have left the Armed Forces, employing many people with military backgrounds across its UK workforce. The company describe teamworking, leadership and problem solving as the three main transferable qualities former military personnel tend to naturally have, which makes them great candidates for careers in construction and logistics. Other traits include discipline, a good work ethic, confidence and strong decision-making skills. Jobs available in ‘civvy-street’ include managerial positions, IT workers, transport coordinators and lorry drivers, but former Armed Forces personnel run throughout the hierarchy at SIG. To celebrate National Armed Forces Week (24-30 June), some of SIG Distribution workers with military backgrounds gave their thoughts on working in the construction and logistics sector. Rupert Tubbs is Operations Director for SIG Distribution. Earlier in his career Rupert spent seven years in the Armed Forces serving as a Platoon Commander in Asia, as well as an Operations Officer in Northern Ireland and the Gulf War. Rupert said: “At SIG Distribution now, how we are transforming the business has many similarities with the armed forces mindset – there are clear objectives and a real determination to achieve the mission. “In my role as Operations Director I have responsibility for the organisation of large numbers of people to complete a complex task – this is common to both the army and logistics industry.” Southampton-based James Gardner is an Operations Manager at SIG Distribution having spent nine years working in the Royal Regiment of Artillery. He said: “Working for SIG is like being part of a major network of people very much like the military, you are constantly looking to improve

communications between one another. The military teaches you to adhere to tight deadlines and utilise all resources necessary to ensure the desired outcome.” Phil Coghlan is Transformation Director at SIG Distribution following nine years in the Royal Electrical and Mechanical Engineers serving in Germany, Bosnia and Iraq. He said: “The Army prepared me to be a good generalist. After I left the Army I realised that my colleagues who’d had careers in engineering or finance were experts in quite narrow areas, whereas I was good at understanding a broader situation and very quickly working out what needed to be done with a team whose skills were quite different to mine. The construction industry relies on practical people who can solve a problem and who get the job done whatever challenge stands in their way. This is exactly the mindset that people learn in the forces.” Former Royal Navy Marine Engineer Terry Burdon spent four years in the military before finding a career as a Category Manager at SIG Distribution in Leeds. He said: “The main issue I had was transitioning from a job I always wanted to do and had dreamed about as a child, to being out of work and having no clue what I wanted to do. Thankfully the core skills I learnt in the Armed Forces made me persevere and helped me to find a new career that I enjoy and can be proud of.” Each year, about 15,000 people leave the Armed Forces in the UK, equipped with a range of skills and abilities perfectly suited to careers in construction and logistics. Fran Galbraith, Group Talent and Development Director at SIG plc, said: “We’ve seen first-hand that Armed Forces leavers make great employees in the construction sector, where we have had a lot of success recruiting service leavers into a variety of roles such as drivers, operations managers and senior management positions. Not only do they have significant experience, but they have first-class personal qualities – they’re motivated, versatile and quick-learners. Overcoming the UK construction skills shortage By Ally Robin, director, STAR Recruitment The UK construction industry contributes £110 billion per year to the economy, 7% of GDP, and accounts for approximately 3 million jobs according to the Government’s report on Construction Strategy. Despite this however, the industry is facing a number of significant challenges, none more so than the ever widening skills gap which if not addressed, only stands to hinder this growth. For a long time, construction companies were reliant on attracting experienced staff through natural market movement and apprenticeship schemes, which proved successful in the short term. More long term, however, this meant companies were less focused on nurturing new talent. The result is an aging workforce with a lack of talent immediately emerging with the necessary skills to replace them. And there is not just an aging workforce, but a significant gender imbalance too where women make up only 11 percent of the total workforce and just 2 percent of tradespeople. This imbalance, coupled with an already poor reputation, has meant that attracting new talent into the industry has become increasingly difficult, hence the emerging skills gap. Here are some of the ways we can address this skills gap: Construction companies Homebuilders and major construction players are certainly starting to engage in apprenticeship schemes and community engagement initiatives to better promote careers in construction. This should be

commended and more companies across the industry should be encouraged to follow suit. Advances in technology and automation are also set to play a big part in easing the pressure on companies, so if the industry is able to adapt to and embrace this new technology, it will help them meet the increased demand for new skills. As well as embracing technology, companies could also do more to level the playing field between men and women in the industry by improving company culture to be more inclusive and accepting of both men and women, as well as adopting flexible working programmes to accommodate a range of working practices. This will not fix the skills shortage overnight, but by helping to overcome the stereotypical view of a career in construction, the industry will open itself up to a much wider talent pool of both men and women. Schools, colleges and universities Apprenticeship schemes in the past have been poorly run, meaning those entering trades and labour roles were either not necessarily the right fit for the industry or were not nurtured or trained properly, but instead in some cases just used as a means of cheap labour. This is certainly changing with time, but a wider selection of vocational courses, as well as different types of shorter courses that fast track people into practical work would certainly encourage more skilled workers into the profession. We are also up against what appear to be deep rooted societal views on what a career

in construction really involves. In order to attract more women into the industry, ultimately girls from a young age must feel like it is a genuine career option for them and this level of education starts at school. If we are to encourage more women into the industry, there has to be a change at grass roots level in order to position construction as a rewarding career choice. Therefore, schools must be better equipped and better informed in order to teach, inspire and encourage the next generation of talent with a focus on the type of skills and attitude that best suit a career in construction. The Government It is difficult to address the skills gap question without mentioning Brexit. As is the case with so many UK industries, construction will struggle to sustain its recent level of growth without the support of workers from the EU in the short term because the demand for skills is so much higher than the supply. It is vital therefore, not just for the industry but the economy as a whole, that either the Government negotiates a deal that does not put this supply of workers in jeopardy or ensures that there are no immediate negative effects on employment as a result of no deal. There’s no denying that the emerging skills gap is a significant challenge, but it is not an insurmountable one. By taking advantage of technological change, working to change the current perceptions of the sector and inspiring more interest in a career in construction from a young age, then we can ensure a steady flow of talent into the industry for many years to come, regardless of the political and economic climate.

Projects The Northern Powerhouse Construction Activity – Five Years On The Northern Powerhouse is a regional grouping, of the North East, the North West, Yorkshire and the Humber and North Wales. First coined by the coalition government of 2010-2015 to drive investment in skills, innovation, transport and culture in northern regions of Great Britain. Five years on from George Osborne’s speech, the project is fully underway. However, figures from 2018 show the value of construction contracts awarded in this region totalled £13.2 billion in 2018, a decrease of 24.0% from the previous year. The ‘Regional Construction Hotspots in Great Britain’ is an annual report from Barbour ABI and the Construction Products Association (CPA) which provides a regional analysis of construction contract awarded in 2018, accounting for local trends and particularities that aren’t always reflected at a national level. By analysing the value of contracts in regions across residential,

infrastructure and commercial sectors, the report identifies ‘hotspots’ and ‘coldspots’ as pockets of growth or contraction over the near-term horizon. In terms of overall contract awards in the Northern Powerhouse, Durham, North & North East Lincolnshire, and Conwy & Denbighshire were hotspots, whilst Sheffield, Blackburn with Darwen, East Lancashire, and Chorley & West Lancashire were coldspots. Focussing on residential contract awards, these totalled £5.8 billion in 2018, falling 13.1% from the previous year. Gwynedd was the sole hotspot. Liverpool featured in the top ten contract awards with two residential towers in 2018: the £65 million Lexington PRS tower and the £60 million Infinity Tower 1, part of a planned triple-tower development in the city centre. The largest contract award was in Preston, Mid Lancashire, for £160 million, which was the Preston Road development of 256 houses, alongside a neighbourhood centre and retail units. Commercial contract awards were valued at £1.3 billion in 2018, a decrease of 19.5% compared to 2017. Northern Powerhouse hotspots were Durham, South Teesside, Cheshire East, Cheshire West & Chester, Greater Manchester South West, Manchester, and Mid Lancashire. The largest contract was for the first phase of the Rochdale Riverside regeneration comprising a £70 million retail and leisure complex. Infrastructure contract awards totalled £2.1 billion in 2018, a 59.3% decrease from 2017, which included the country’s largest contract award in Leeds (the TransPennine Rail route upgrade). In 2018, hotpots were in Liverpool, Calderdale & Kirklees, Conwy & Denbighshire, and North & North East Lincolnshire, which includes two of the top ten largest infrastructure contracts in the country: the £350 million Keadby 2 combined cycle power plant near Scunthorpe and the £165 million main quay works for the Able Marine Energy Park at the Port of Humber. Tom Hall, Chief Economist at Barbour ABI, commented: “The Northern Powerhouse scheme was set out to build the economy, but at a first glance, these figures do not seem to reflect the ambitions of the strategy. All three sectors have seen a decline in 2018, infrastructure contract awards have seen the most substantial decrease at 59.3%, despite two of the top ten largest national infrastructure projects being in this region. However, there are several hotspots in the regions, particularly in the commercial sector. The majority of this growth was due to the warehousing subsector which saw a large increase in new contracts as consumer activity continued to move away from the high street.” Rebecca Larkin, Senior Economist at the CPA, commented: “The clear intent of establishing the Northern Powerhouse to rebalance the UK economy away from the traditional southern engines of growth has been dulled by the smaller pipeline of projects that has emerged across the constituent regions over the last 12 months. As the region comes back to the political fore, and following the broadening of the ministerial remit, a focus on driving capital investment in infrastructure would help support wider growth opportunities for commercial and residential development as well.”

HEATHROW REVEALS MASTERPLAN FOR EXPANSION WITH LAUNCH OF ITS LARGEST CONSULTATION Heathrow has launched its 12-week statutory consultation on expansion, the latest milestone in delivering this critical national infrastructure project, as the preferred masterplan for the project is unveiled. The Airport Expansion Consultation runs from 18th June until 13th September 2019 and gives the public the opportunity to provide feedback on Heathrow’s proposals for the future layout of the airport, including the new runway and other airport infrastructure such as terminals and road access. The public will also be able to have their say on plans to manage the environmental impacts of expansion, including a proposed Heathrow Ultra Low Emissions Zone, Heathrow Vehicle Access Charge and a proposed 6.5-hour ban on scheduled night flights. The Airport Expansion Consultation also reveals plans for the airport’s growth in phases – from runway opening in approximately 2026, to the end masterplan in approximately 2050. This incremental growth will mirror the forecasted growth

in passengers and help airport charges remain close to 2016 levels, delivering more affordable fares for passengers. In addition, the consultation is seeking feedback on: • Plans to operate the future airport: how the future three runway airport will be operated, including important elements such as night flights, as well as how potential additional flights before the new runway opens could be operated on our existing two runways; • Assessment of impacts of the airport’s growth: Heathrow’s preliminary assessment of the likely impacts of expansion on the environment and local communities; • Plans to manage the impacts of expansion: Heathrow will set out the airport’s plans for mitigating the effects of expansion, including property compensation, Noise Insulation Policy, a Community Fund, and plans to mitigate against environmental effects including new measures to reduce congestion and emissions and a ban on scheduled flights at night.

The plans revealed in this consultation incorporate the extensive feedback gathered from the airport’s first public consultation on expansion, which took place from January to March 2018, and the Airspace and Future Operations Consultation held from January to March 2019, as well as from continuous engagement with local communities, local authorities, airlines, environmental stakeholders and other interested parties. Responses to this consultation will inform Heathrow’s application for a Development Consent Order (DCO) – the planning consent required for the project – which is expected to be submitted to the Secretary of State for Transport next year. The consultation will be Heathrow’s largest and most innovative public consultation to date, with 43 consultation events to be held during the 12-week period. As part of this consultation, a website will also be available with all the information about Heathrow’s proposals, videos to help explain the plans, and an online feedback form to assist as many people as possible to participate and have their say. Hard copy consultation documents will be available to view in 42 different locations across local communities. Heathrow has also invested in new technology to bring the plans to life, including a physical model of the future airport which features augmented reality, sound booths to demonstrate the effect of noise insulation on properties overflown by aircraft, and a CGI fly through video. Emma Gilthorpe, Heathrow’s Executive Director for Expansion, urges local people to participate in the consultation, saying: “Expansion must not come at any cost. That is why we have been working with partners at the airport, in local communities and in Government to ensure our plans show how we can grow sustainably and responsibly – with environmental considerations at the heart of expansion. This consultation is an opportunity for people to have their say on our preferred masterplan, so it’s really important that as many people as possible take part. NASC TO HELP MEMBERS BRING 400 OPERATIVES INTO INDUSTRY The NASC has created a £50,000 funding pot to help its members bring new recruits into the scaffolding industry. The training fund will enable NASC full contracting members to apply for £125 funding for each new employee that completes the CISRS Operatives Training Scheme (COTS). This initiative, which will help bring 400 operatives into the industry, complements a similar CISRS CPD funding scheme launched by the NASC in 2017. To date, NASC members have claimed more than 500 payments of £125 to help cover the costs of their operatives undertaking mandatory CPD training – a total of £64K. The new COTS funding initiative is the first scheme to be launched from a dedicated £500k training fund set up by the NASC in 2018 to assist its members with recruitment and training. A range of training initiatives are due to follow in the coming months. David Mosley, NASC Training Director, said: “Through the £500k training fund, the NASC is giving tangible, bottom-line benefits to its members. This starts with the COTS funding scheme, which bookends existing NASC funding for CISRS CPD training.

Amey’s Anna Delvecchio makes history with inclusion at London Transport Museum Anna Delvecchio, commercial account director at Amey, has received unique recognition from the Rail Supply Group at the London Transport Museum. “It means members will be able to apply for funding to help bring new people into the industry as well as defraying the costs of mandatory CPD training for their experienced operatives. This is just the beginning. It is envisaged that the £500k training fund will also provide members with the opportunity to apply for funding for a range of wider training, such as first aid and mental health training. It will also support ongoing NASC efforts to improve recruitment and careers opportunities in the scaffolding industry by producing a scaffolding careers website, working regionally with pre-employment training programmes, linking potential trainees with local approved providers and employers offering work experience placements and employment. The NASC has ringfenced a substantial sum of money in order to fund incoming NASC President Lynn Way’s initiative to work with the armed forces and provide career pathways for those coming out of the services” The COTS funding scheme goes live on 1 July 2019. Members may also claim retrospectively for employees that have completed the COTS course and gained either the CISRS Labourer or Initial Trainee card since 1 January 2019. Members may claim funding for up to 10 operatives.

Sir Peter Hendy, Chairman of Network Rail and trustee of the Museum, along with Rail Minster Andrew Jones, unveiled a portrait of Anna at a Rail Supply Group Reception. Anna’s picture will now hang in the museum to inspire future generations of female engineers and transport professionals. The prestigious accolade is in honour of Anna’s work, both in developing the Rail Sector Deal and her leading work promoting diversity and inclusion across the industry. She has also been made a patron of the London Transport museum. Anna said: “I am incredibly humbled and grateful to the Rail Supply Group and the London Transport Museum for this incredible gesture. I am more committed than ever to continue what I have started and make the transport profession a more inclusive place for all.” Anna’s plaque will stand alongside historical transport figures such as Hannah Dadds, Ellen Bulfield and Joy Jarvis. Sir Peter Hendy said: “I am absolutely delighted for Anna and she fully deserves her place in history. We need more women in the transport profession. Her leading role in securing the Rail Sector Deal, as well as her work promoting diversity and inclusion, is an inspiration to all.”

The ambitious proposal, which aims to meet key rail challenges, encourage cross-industry collaboration and drive innovation, was secured in December 2018. Anna has also become a leading figure for diversity and inclusion for the transport and logistics profession. Anna is the Chair for the Women in Rail South Group and is also on the Women in Transport Board. She is an Everywoman Ambassador and in 2018 was named their ‘Woman of the Year’. Ellie Milles, Documentary Curator at London Transport Museum, said: “London Transport Museum is keen to celebrate and recognise women’s achievements. “As a Kids In Museums 2019 nominee we are excited to show the stories to inspire the next generation of women transport workers. We are delighted to recognise the valuable contribution that Anna Delvecchio has made to the transport industry and for women working the sector.” Paul Sainthouse, President at CILT UK, said: “This is a fantastic achievement for Anna. The hose clamp for every application As an engineer in the field, there is nothing more infuriating than finding you have the wrong size or type of fitting to complete the job, no matter how well stocked the van is it is impossible to carry every component for every eventuality. Ever more so is this the case as an maintenance engineer with a requirement for hose clamps. With an almost never ending list of types including: Nut and Bolt, Double Ear, Single Ear, Self-Closing, Over-centre, Herbie Clip to name a few the decision of what to stock your tool box with is a difficult one, so which do you choose?

How can we be sure the worm drive clip is up to the job? For standard duty clips there are a number of different applicable standards depending on the country and industry. The below chart shows the most common and as you can see operating requirements for the British Standard BS5315 are far in excess of all other standards. The only way to ensure you have a clip that meets this high standard is to look for the British Standard Kitemark. All JCS Hi-Grip products, Zinc Plated Mild Steel, BS.304 and BS.316 Stainless Steel all carry the BSI Kitemark, in fact to ensure all clips

Boathouse designs for New York-based non-profit Row New York revealed Row New York has announced the designs for its new boathouse, located in Sherman Creek Park on the Harlem River in New York City. Founded on the belief that the skills learned in rowing are essential to the development of well-rounded individuals, Row New York offers a competitive rowing and academic success program to students from underserved communities throughout New York City. Located on the banks of the Harlem River, the proposed boathouse

seeks to expand Row New York’s free and low-cost programs that teach young people in under-resourced communities the sport of competitive rowing, while also assisting them with their education to prepare them for higher education and a path to college. Through the discipline and rigor of sport, the project seeks to transform the lives of people in the local community, giving young people a sense of self-confidence and purpose, inspiring them to achieve their full potential. The expansion will enable Row New York to substantially increase its reach, accommodating up to five times as many students, including those with physical and cognitive disabilities and bringing all its activities under one roof for the first time.

Norman Foster, Founder and Executive Chairman, Foster + Partners, said: “In envisioning a design for a boathouse that will serve a diverse population and be a resource to the community at large, I wanted to create a building that was both functional and accessible, but also one that responded to the Hudson River’s long history as a busy transportation hub. This timber boathouse will fit naturally into the landscape of the riverfront and will transform this stretch of the Harlem River into a lively gathering place for people from all communities.” At the beginning of the 20th century, the river was dotted with many timber boathouses along its banks. The new Harlem Boathouse recalls this tradition with a simple rectilinear structure made entirely from wood. The new building is fully accessible – a generous plaza foregrounds the building, from where a gentle folding ramp extends to the upper and lower levels of the building. The lower level contains an expanded storage for boats, which is designed to withstand severe flooding events, while the upper level features a large multi-purpose hall alongside changing rooms and classrooms for after school

Bellway acquires land for 170 more homes at Goods Yard site Bellway has acquired the second phase of the housebuilder’s Goods Yard development, part of a wider scheme to transform the area around Bishop Stortford’s railway station. This next phase will provide a further 170 apartments to support the eagerly anticipated major regeneration site in the town. The £200 million project will deliver a total of 586 new homes, an 85-bed hotel, 55bed care home, new transport interchange and station square, retail and office space on the former railway goods yard site off Station Road. Bellway is building 323 of the new homes, featuring a mix of one, two and three-bedroom apartments across the two phases. Construction work on the first phase of 149 apartments has already begun, with the first homes due to go on sale in Spring 2020. Construction work begins on Royal Mail site in Chelmsford Construction work to transform the site of the former Royal Mail depot in Chelmsford into a new housing development is under way. Bellway Essex is building 203 apartments on the Victoria Road site, which has been derelict since the sorting office closed in 2014. The building was demolished in 2015 and Bellway’s plans to rejuvenate the site were approved by Chelmsford City Council in February this year.
