COUNCIL WORKING WITH LANDLORDS THROUGH HOMEFINDER SCHEME Maidstone Borough Council (MBC) is calling on landlords to take part in its Homefinder scheme, a cash incentive scheme to encourage landlords to work with the council to provide housing to residents on the Housing register.

Sharon Hoy, MBC Accommodation Procurement Officer said: “Maidstone Borough Council is committed to securing quality homes across the borough to our homeless families, providing support to both landlords and residents to maintain and succeed in their tenancy, with a wide range of sizes, types and locations to suit a range of residents’ requirements.”

MBCs Homefinder offers landlords the opportunity to take part in three schemes which should meet their individual needs: • Homefinder Flexible Incentive (one off payment depending on the size of property) • Homefinder Guaranteed Rent Scheme (what it says on) • Homefinder Office Scheme (a one-off cash incentive for your property for 2 years)

Maidstone Borough Council Procurement officers will match the most suitable prospective tenant to the property and support them throughout their tenancy.

Furthermore, each individual property must meet and agree to a set of criteria from MBC to access this incentive.

Sharon Hoy added: “The aim is to reduce the burden on temporary accommodation and provide families with good quality, longterm sustainable housing. It is important we continue to work with private landlords in and around the Maidstone area. We are encouraging landlords who are interested in the scheme to contact MBC to find out more about the Homefinder scheme.”

Incentives of the scheme include a one-off generous lump-sum payment, a bond in leu of a deposit, free advertising, free tenant checkin/check-out, a free specialist thirdparty inventory service, six monthly tenancy sustainment visits, reduced financial impact of ‘void periods’ and dedicated customer support throughout the process.

Local landlord Michelle Baxter who has taken part in the MBC Homefinder scheme said: “I found the Homefinder scheme to be a great alternative to using the traditional letting agent. Maidstone Borough Council provides a professional service in finding tenants, and it is nice to think that you can provide a home for families who are in need who perhaps

“I am concerned about the proposals announced today. In the same vein as the tenancy deposit rules, the licensing of HMOs, the retaliatory eviction law and,

recently, the new legislation on tenant fees, the proposals to prevent section 21 being used by landlords to obtain possession is another step aimed at improving the PRS (privaterented sector) and tackling ‘rogue’ landlords. No one can argue that there are some very poor practices by some private landlords. But this ignores the excellent private landlords who are providing great

quality housing for tenants. Those landlords, landlords I see on a day to day basis, do not use section 21 without good reason; it is used simply because it provides a means of obtaining possession that does not result in long court proceedingsproceedings that can have a significant financial impact on those landlords. Unless there are real improvements in the Court process, I fear these proposals may be the final straw for many private landlords. I share the concerns that, in the long term, this may simply drive many landlords out of the market. I also suspect that the ‘rogue’ element of landlords will continue as they do at present- with little regard to the law.”

ZERO CARBON BUSINESS CENTRE IS THE FIRST PASSIVHAUS PLUS CERTIFIED DEVELOPMENT IN THE UK The Perch Eco Business Centre Bicester, developed by Cherwell District Council and supported by European Regional Development Funding, is a vibrant new workplace in Elmsbrook, North West Bicester.

Designed by Architype, it is the first non-domestic building in the UK to achieve the new Passivhaus Plus, a rigourous standard for energy efficiency in a building, developed by the Passivhaus Institute in Germany. It has also been

constructed to achieve a BREAAM Excellent rating, the world’s leading sustainability assessment method for buildings. Part of a true zero carbon development at NW Bicester, the Eco Business Centre contributes to the delivery of the sustainable community being developed by A2Dominion providing opportunities for employment alongside the new housing and adding energy to the local centre.

This innovative building, comprising of co-working space and serviced

offices over three floors, has been sensitively designed to be distinctive, eco-friendly and sustainable and will accommodate up to 125 people.

These high-quality workspaces have been created to attract individuals, start-ups and small businesses, generating new jobs for the local community.

HOME EXCHANGE SCHEME PROVES POPULAR WITH FAMILIES IN BANBURY Homebuyers in Banbury are taking advantage of a scheme which allows them to swap their existing house for a brand new one.

Davidsons Homes’ Home Exchange scheme is currently available at its Dukes Meadow development in Banbury and has already helped several buyers make their move.

Over 300 homes, including 20% affordable, plus speculative office building planned for next phase of Finzels Reach regeneration Bristol developer Cubex alongside Palmer Capital has submitted plans to transform the former headquarters site of Avon & Somerset Fire and Rescue into over 300 new homes, including 20% affordable, together with new high-quality offices for up to 1500 people, to support Bristol’s growing economy.

Cubex, which has a strong track record in mixed-use development in the South West, bought the former fire station site on behalf of Palmer Capital Development Fund IV (PCDFIV), a programmatic venture between CBRE Global Investment Partners (CBRE GIP) and Palmer Capital, last year.

Significant investment in improvements to the area around the site, including new landscaping, pedestrian and cycle routes, will help create a more attractive area and foster a sense of community.

This new project is the second phase of Finzels Reach, the award-winning new city quarter that is already nearly complete opposite the new site. In the heart of the city, by Bristol’s floating harbour, it is widelyrecognised as one of the city’s most successful regeneration projects.

The apartments planned by Cubex on the new site will be specially designed for the rental market through a model known as ‘builtto-rent’ and will help meet the significant need for housing in Bristol city centre. Build-to-rent homes are professionally managed, with an onsite maintenance team, concierge and a strong emphasis on communal areas designed specifically for socialising, working from home, events or community activities.

Laid out across two apartment buildings Millwrights Place and Coopers Court, the apartments include rooftop terraces and shared entertainment space along with extensive cycle storage and maintenance facilities. Ranging from seven to 15 storeys, they will also feature co-working space at ground floor level for the increasing number of people working independently or running their own business.

Twenty per cent of the new apartments will be ‘affordable homes’ in line with Bristol City Council’s policy for new developments in this area. All the apartments will be built to the same high standards throughout.

The new 116,000 sq ft Grade A contemporary office building will be built speculatively, before tenants have been secured. It will be able to cater for around 1500 staff, supporting Bristol’s growing economy, and will be let to either a single company or range of organisations on a floor by floor basis.

An eye-catching entrance has been carefully designed to create a sense of place and identity and inside, it features a unique corkscrew-like staircase rising up through a glass atrium to a rooftop terrace. A similar design approach is being used to that at Aurora, the landmark office building that completed at Finzels Reach earlier this year, which is known for its outstanding environmental and digital connectivity credentials.

The plans for the second phase of Finzels Reach also include £2.6M of investment in the community and public realm, including £1.4M

investment via the Community Infrastructure Levy, which helps fund infrastructure, facilities and services, and £1.2M investment in improvements along Temple Street, Counterslip and Temple Back.

These include improved dedicated separate cycle and pedestrian routes with wider pavements, oneway traffic routes to reduce the dominance of vehicles, new ‘pocket parks’ and trees, seating and soft landscaping. Together, these are designed to make the surroundings more attractive to people and knit the new development into the wider area.

Identified by Bristol City Council as an area for dense urban development, the scheme valued at around £140M has been designed to create a strong identity and sense of place, whilst ensuring it connects well to the surrounding area, and works with heritage buildings nearby, such as the Grade II* listed Generator Building and Temple Church.

The plans have been refined through extensive consultation with the local community and key stakeholders and the designs have received the backing of the Bristol Urban Design Forum, Historic England, Bristol Civic Society and Bristol City Council’s City Design Group

Cubex alongside Palmer Capital started regeneration work at Finzels Reach in 2012 when the team stepped in to develop the site after a previous attempt went into receivership.

The first phase of Finzels Reach is almost complete and is already home to high quality homes, modern sustainable office space and a 168-bedroom Premier Inn hotel, with a micro-brewery, further cafes and restaurant in the pipeline.

Left Handed Giant’s cutting-edge brewery and brewpub and a new restaurant by Peter Sanchez-Iglesias of Michelin Star restaurant Casamia are set to open this summer, with a new café by Spicer & Cole having just opened its doors to the public.

The area is also home to a popular weekly street food market.

Work on the redevelopment of the former Avon Fire and Rescue site is likely to start this summer, subject to planning approval.

By mid 2022, when this next phase of is set for completion, the whole Finzels Reach regeneration project will have created over 730 new homes, places for 3,300 people to work, 30,000 sq ft space for restaurants, bars and other leisure uses, plus new pedestrian and cycle-friendly routes and high-quality public realm. Representing over £400M investment into the area, the 1M sq ft development across 6 acres is creating a new urban quarter in the heart of the city.

The creation of the first phase of Finzels Reach on Bristol’s famous Floating Harbour has breathed new life into the medieval heart of the city, with the former brewery and sugar refinery site now home to a thriving new neighbourhood.

The re-development of the former Avon Fire and Rescue headquarters site, located on the other side of Counterslip, opposite the existing Finzels Reach site, will continue the regeneration of this city centre area.

UNDERSTANDING THE CURRENT STATE OF THE STUDENT ACCOMMODATION MARKET Jerald Solis, Business Development and Acquisitions Director, Experience Invest Aside from being a world-renowned financial and business hub, the UK is home to some of the world’s leading universities. The 2019 QS World University Rankings, for instance, recently revealed that five of the world’s top 20 universities are based in the UK. What’s more, when considering the courses on offer, UK universities took first place in 13 out of the 48 subject rankings.

These figures go to show just why more and more people are pursuing higher qualifications in the UK. And with student numbers growing, there have been increases in the amount of investment being made into infrastructure, accommodation and facilities in university cities and towns across the country. This is creating new opportunities for investors, particularly when we consider the potential returns on offer from student accommodation as an asset class.

The reason why student accommodation is becoming a prominent investment opportunity boils down to the yearly influx of domestic and foreign students arriving in university cities and towns, and their inevitably need for housing.

Between 1999/2000 and 2016/2017, the number of domestic students studying outside their home region rose by 61%. What’s more, it is being projected by the Office for Students that there will be a 10% growth in

student numbers over the next four years.

Investor demand for this type of property is rife – a recent survey of more than 500 UK property investors by Experience Invest revealed that almost one in four (24%) are considering investing in student property in 2019. Yet for those unfamiliar with the student accommodation market, it is important to bear a couple of key factors in mind.

Understanding PBSA’s popularity as an asset class One trend to note is the overwhelming demand for PBSA, or Purpose-Built Student Accommodation. In essence, PBSA is an upgraded version of first-year student halls, designed to meet the changing demands of today’s students. They can range from smaller studios, to cluster apartments that house larger groups.

As it stands, the Purpose Built Student Accommodation (PBSA) market is believed to be worth around £46 billion, with approximately £5 billion of new developments being completed each year. And demand is strong – in fact, across the UK as a whole, full-time student numbers currently outnumber bed spaces by 3:1. To meet this demand, the provision of PBSA is also on the rise – some 11,000 purpose-build student bedrooms are due to be delivered in the 2019 and 2020 academic years (although this may rise as new developments are approved).

The nature of the market is evidently competitive, but where are the key hotspots that investors should be looking to?

Mature markets – or, strategic cities containing dual or multiple wellregarded universities, and large numbers of students, are a good place to start. A prime example here is Liverpool. Home to The University of Liverpool and Liverpool Hope University, among others, this city has become a magnet for higher education students. Here, investors can find opportunities like Aura Student Liverpool, which serves to cater to the growing – and changing – needs of the city’s bustling student population.

How will Brexit impact the student accommodation market?

With Brexit approaching, investors are naturally considering how their assets will be affected by the UK’s withdrawal from the EU. Given that the performance of the student accommodation market will ultimately be determined by student numbers, we have to consider whether Brexit will taint the UK’s reputation as a leader in higher education.

In the immediate term, the reputation and quality of UK education continues to see British universities dominate global rankings. This comes despite the political deadlock over Brexit. In fact, a year on from the June 2016 vote, the Times Higher Education (THE) rankings revealed that UK universities had taken the top two places in global tables for the first time in 13 years.

Meanwhile, the Teaching Excellence Framework (TEF) rankings saw just under a third of the Russell Group Institutions score gold after being judged across a wide criteria that included student experience, teaching quality and research.

Naturally, however, some may have apprehensions about what Brexit will mean for students from EU countries.

Looking at the figures, EU students make up less than a third (140,000) of the 460,000 international students enrolled at UK universities. Moreover, with visa schemes available for nonEEA students relocating to the UK, there is little reason to believe that similar schemes won’t be adopted to support EU students post-Brexit.

If one thing is clear, it is that demand for quality student accommodation remains high. What’s more, the immediate challenges posed by Brexit (in whatever form that may take) are unlikely to damage the UK’s established reputation as a leader in higher education. As domestic and foreign students continue to relocate to study at UK universities, there will remain ongoing demand for student accommodation like PBSA. HACKNEY WICK STATION WINS PRESTIGIOUS DESIGN AWARD The re-developed Hackney Wick station has won a prestigious Institute of Civil Engineers (ICE) London award ahead of a strong group of other shortlisted projects.

The station, which reopened in May 2018, won in the Community Benefit category and was on a shortlist of ten other projects that celebrates outstanding civil engineering achievement, innovation and ingenuity in London.

Projects in the Community Benefit category have made a significant contribution to society or given to a public space project that makes a positive impact upon the local community, a restoration of historic infrastructure or a project that improves the environment.

Designed by architects Landolt Brown, the station reflects the industrial heritage and waterways of the area while providing passengers with a light and airy ticket hall with new stairs and lifts to improve station access.

The judges were impressed by the look and feel of the station and were satisfied that the design reflects the area’s industrial heritage and encapsulates the artistry and creativity for which the area is well known. The design enables nonpassengers to pass through the station building from north to south, and following remedial works to land on the north-side, the complex will be a welcome addition to the local community and those passing through.

Peter Hendy Chair of Network Rail and the London Legacy Development Corporation, said: “It’s a testament to everyone who worked on the project that Hackney Wick station has been recognised by the ICE in winning this prestigious award for community benefit.

“Network Rail and the London Legacy Development Corporation have collaborated to create a bigger and better station for the

people of Hackney while reflecting the unique culture and history of the area in the design.

to artists, architects, engineers and contractors, to achieve this very special building.

“It’s been over a year since the station opened and more passengers make use of the vastly improved station with improved accessibility via an underpass to help connect the communities that live either side of the railway. The project has attracted additional investment and regeneration in the Hackney area and beyond.”

The artistic references to local heritage, nature and culture, boldly expressed in concrete and structure, will give this building a lasting legacy for Hackney Wick.

Rosanna Lawes, Executive Director of Development at the London Legacy Development Corporation, said: “This has been a great team effort from a range of partners.

“The award is recognition of the vital role that Hackney Wick station plays in the regeneration of Hackney Wick and the surrounding area, creating homes, jobs and opportunities.”

“This redeveloped, fully accessible station is at the heart of the growing local community and has been a great addition to the London Overground network, providing easier travel for those visiting and living or working in the area.”

Network Rail delivered the £25 million project on behalf of the London Legacy Development Corporation, the principal funder with contributions from Tower Hamlets and Hackney Councils.

The station is a vital part of a wider regeneration plan to deliver a vibrant mixed-use neighbourhood centre for the area, generating new job opportunities, new homes and workspaces.

Other projects shortlisted in the category included Meridian Water Station, Chiswick Park Footbridge, Victoria Station and Heathrow’s Terminal Three’s flight connection centre.

Hackney Wick station is part of the TfL Overground network.

REVOLUTIONARY DEVELOPMENT TO TRANSFORM PUBLIC SERVICES IN WEST SUFFOLK PLANS to unite public services with enterprise space to create a revolutionary ‘public service village’ in Bury St Edmunds have received crucial backing from local councillors.

Members of St Edmundsbury Borough Council have approved an outline business case for the proposed regeneration of the 15acre Western Way development, as well as approving funding for project partners to prepare a final business case for the £100-£125m scheme.

The council has appointed Perfect Circle – a company that delivers the broadest range of consultancy services available to the public sector – to provide full, multidisciplinary services for this stage of the project under the national One Public Estate Programme.

The vision for the development comprises a new £25m leisure centre – including an eight-lane 25m swimming pool – and a building to house public services such as a health centre, advice centre, police, councils and community and educational services, together with significant space for commercial

businesses. Student accommodation for West Suffolk College is also planned.

Victoria Brambini, managing director at Perfect Circle, said: “We are very proud to be working on the redevelopment of Western Way, which is ground-breaking in how it will deliver public services to the community. This is a significant project for the region and is part of a long-term vision for the area that will also attract investment and create jobs.”

The team has been working on the project for two years following their work on the original site master plan and delivery of phase one, West Suffolk House; producing master planning options, project costs and supporting the outline business case.

Victoria added: “The plans will give the opportunity for radical regeneration, transform how services are provided and produce better outcomes for residents. The public service building will include an internal ‘street’ and a large, shared reception area, which will link offices, an advice centre, meeting spaces, leisure centre, health centre and cafe. By sharing purpose-built

and flexible facilities, partners will be able to save on their running costs.

It will also strengthen existing links between services and forge new ones.”

The final business case is expected to be presented to the new West Suffolk Council and public sector partners in summer 2019, with plans to open the first phase of the development in 2023.

John Griffiths, leader of St Edmundsbury Borough Council, said: “The Western Way Development will be another step change in the way that public services are delivered in West Suffolk, as well as chance for public, private and voluntary sectors to work together in new and more affordable ways. Perfect Circle was appointed for the scheme via the Scape National Built Environment Consultancy Services (BECS) framework, which provides the broadest range of consultancy services available to the public sector.

PARANS RECEIVES MULTIMILLION ORDER FOR TUNNEL PROJECT IN HOLLAND Today, Parans has received the signed agreement from the international consortium COMOL5, which runs the infrastructure project that Parans has earlier informed about. The order value for Parans amounts to approximately SEK 17.8 million. The Parans system will be installed in both tunnel entrances and will lead the sunlight into the tunnel in a way that previously has been impossible.

Parans and COMOL5 have today signed an agreement whereby Parans will deliver sunlight via the Parans system in this innovative infrastructure project. The end customer is the Province of ZuidHolland. Both tunnel entrances of the Rijnlands tunnel will have natural light the first 80 meters approximately. The tunnel is under construction and according to the preliminary plan for this significant project Parans will start deliver systems as soon as the tunnel construction has progressed into the phase allowing for installation of the Parans systems. The preliminary plan is to do part deliveries 2019 but with the main deliveries taking place during 2020.

By using the Parans system instead of artificial lighting on sunny days, much energy can be saved and the reduced energy consumption gives a positive impact on the environment.

Studies show the importance of satisfying levels of light the first part of the tunnel to increase road safety and reduce the number of accidents. The project may come to affect current building standards for lighting tunnels where Parans’ flexible and innovative solution is capable of leading natural light in large quantities to areas that otherwise are not possible to reach with natural light.

MODULAR SOLUTION CREATES IDEAL TEACHING ENVIRONMENT FOR CHEADLE HULME SCHOOL This year, the Department for Education predicts that primary school pupil numbers will peak, while secondary school pupil numbers will continue to grow until 2025. That means demand for additional classroom space is likely to continue to rise in coming years.

While creating additional space for increasing pupil numbers remains a primary driver for decision-makers at schools of all levels, more and more schools are looking for improved quality of classrooms as well as size.

Off-site construction allowed the school to specify exact details of the design, guaranteed the quality of the building as it was created under controlled factory conditions, and meant that the installation could be

undertaken during the school holidays, minimising disruption.

The in-factory build required just a week for Elite’s expert team to complete. This included the installation of extra glazing and sound insulation to the rear of the building, which was specified to mitigate the noise from the railway line which runs adjacent to the site of the new building. As part of this process, Elite created an inner wall with an air gap to prevent reverberation, achieving an acoustic performance level of 60dB Rw.

Finally, the building was craned over the treeline and into place.

Elite then spent just four weeks onsite installing the building, including fitting a pumping station, hoop-top fencing and gates, and cladding the classroom in an attractive cedar finish.

Despite the comparatively simple off-site construction process, the installation phase presented some challenges, with narrow roads and a line of trees to negotiate.

The new modular reception classroom comfortably passed the requirements for low emissions in recognition of its energy efficiency. The cedar finish, which was treated around the door and then left to weather naturally across the rest of the building, creates an aesthetically striking effect.

PLANNING PERMISSION GRANTED FOR NEW £9.5 MILLION INNOVATION CENTRE AT KENT MEDICAL CAMPUS Planning permission has been granted for Maidstone Borough Council’s proposed Innovation Centre at Kent Medical Campus, part of the North Kent Enterprise Zone.

Situated beside Junction 7 of the M20, the four storey, 37,000ft2 Innovation Centre – designed by Bond Bryan Architects - will provide flexible office space, facilities and business support for small and medium-sized enterprises working in the life science, healthcare and med-tech sectors.

Construction will commence in autumn 2019 and the Innovation Centre will be ready to welcome its first tenants in summer 2021.

Once completed, the Innovation Centre is expected to support around 270 jobs and will generate a further £120m of additional gross value added to the local economy over the next decade.

PUBLIC SECTOR BUILDING NEWS SPEAKS WITH NICO BEEDLE TO DISCUSS HIS VIEWS ON HOW THE RECENT PARLIAMENTARY VOTES AFFECT THE PROPERTY MARKET Parliament may have voted against a no-deal Brexit last week, but with no other deal in place we are still due to leave the EU on March 29th. This plunges the UK into a time of great uncertainty in both the residential and commercial property markets.

With Mark Carney, Bank of England governor, saying that house prices could tumble by a third if we leave the EU without a deal, people are reluctant to make any firm decisions until they are sure of how the markets will look. At a rise of only 1%, house price growth across Britain this January was at its slowest since 2013. This trickled over into February with a rise of only 0.4%. The Royal Institution of Chartered Surveyors said its members’ three-month expectations were flat or negative across the country. Currently, we have seen that those who are buying are mostly those who absolutely cannot put off buying and need to change accommodation urgently.

There has been a repeated pattern of house prices stagnating since the referendum in 2016. After the referendum announcement they idled for almost a year.

It is likely that as the EU departure date gets closer without any certainty on what will happen after we leave the EU that house prices will continue to stagnate or even fall. People are engaged in a stale mate, there may be people willing to buy if they can capitalise on bargains, but with house prices falling, most homeowners are becoming increasingly reluctant to sell.

When it comes to house prices, there are bargains out there and properties are moving quickly at the right price, but many individuals and companies are waiting for a resolution before buying, selling, or leasing a new property. It is unsure what the longterm effect will be of Brexit on property prices, but if a suitable Brexit deal is reached, I would expect there to be a flurry of activity as investors and homeowners breathe a sigh of relief that no-deal is actually off the table.�

The chaos caused by Brexit uncertainty is not localised to house prices. According to Capital Economics, commercial property values are forecasted to fall between 5% and 9% under a no-deal Brexit. This was seen in the immediate aftermath of the referendum result where wary investors of commercial property cashed in their assets. However, this may have been something of a knee-jerk reaction as foreign investment in commercial property has increased

since the referendum, particularly from non-European investors, sending city prices on an upward trajectory once again.

IS THE ONLY WAY UP? Airspace development is a growing phenomenon as a practical solution to meeting the growing demand for new and affordable homes.

Just last month, London Mayor Sadiq Khan agreed a loan to Apex Airspace which will see 500 new homes built above existing ones or over stations, offices, shops and car parks, half of which will be affordable. This is the first time her has supported an ‘airspace developer’. Apex builds the new homes in factories and, when they are 95% complete, installs them on roofs, minimising disruption for those in the properties below.

But as with all emerging technologies, there are plenty of both legal and practical considerations to be taken into

account before you start reaching for the stars.

The first – and most obvious – question to ask is: what’s already on top of the building and any challenges this might present. Lift housing is capable of shifting and air conditioning units may need re-routing.

Other initial investigations should take into account the structural integrity of the building, any existing issues with neighbouring properties, party walls and main services into the building. Obviously if you are adding extra footfall into the building you need to establish that existing main services have capacity and are located in such a way that they can actually serve the new development. For almost everything there is a solution, but usually at a cost.

If there are residential tenants, do they have a first right of refusal to the development under the 1987 Landlord and Tenant Act – which means they must be offered the airspace lease on the same terms as those being offered to the developer? If first right of refusal isn’t given, you run the risk of criminal sanctions as well as fines.

The structure of the legal agreement also needs approaching carefully, depending on ownership and the parties involved. These will range from an Options Agreement with the lease incorporating development rights through to Conditional Contract and purchasing the freehold of the building.

Option agreements usually allow more flexibility for the developer.

If it has leaseholder development rights, careful consideration needs to be given to both parties. The landlord will want to ensure the fabric, structure, foundations and rights of other tenants are not interfered with, while the developer will want to ensure it can actually get on with the development efficiently and without too much hassle.

Leasehold development rights should also take into account ancillary rights such as scaffolding, parking spaces and access to retained land.

The landowner will likely want an indemnity clause in case anything goes wrong.

In summary, while airspace development is undoubtedly a positive way forward and should be welcomed by local authorities, there are a whole range of legal issues that could get in the way in the initial stages. So, make sure you strap on your legal parachute before you go up into the clouds.

YOUNG FAMILY RETURNS TO HOME VILLAGE THANKS TO NEW CURO DEVELOPMENT A young couple and their two children will soon be able to live closer to family and friends as they prepare to move in to a new home at Curo’s Highbury Fields development in Clutton.

Beth, who is 26 years old and from Clutton, and Danny, who’s 33 years old and was born and raised just a couple of miles down the road, in Paulton, have been looking to buy their first home together in the village but were struggling to find the right property.

Danny says: “It’s very difficult for young families to move back to the village, there just aren’t enough homes coming up for sale. We’ve been looking for some time and we either couldn’t afford to buy, or couldn’t afford to renovate. Also, with a three-year-old son and a six-month-old baby, it would be

hard for us to live in a house while undertaking major works.”

The family were initially looking for a three-bedroom home with a garage and a bigger garden. Beth says: “We wanted the kids to be able to play freely in the garden, so this was really important to us. We also knew that if we could push ourselves to buy a four-bed house, it could really be our forever home – and that’s what we got.”

The two-storey, four-bedroom Drayton house type at Highbury Fields features large open-plan living spaces and a contemporary, stylish kitchen. It also comes with a single garage and two designated parking spaces and has a ten-year NHBC warranty.

Beth says: “Our lives are very much connected to the village - my mother and younger brother still live in the old family home, just down the road from the Warwick Arms pub.

My aunties and uncles and many of our school friends also live here.

I went to the primary school in the village and it’s amazing that both our children will now be able to go there and have a similar upbringing to our own. We’re all so excited about the move.

My mother loves the fact that her grandchildren will live only a couple of minutes down the road from her.

“There are so many people who’ve grown up here and would love to come back to the village and I know that we were very lucky to be able to actually do it.”

Housing 2019 Preview

MALTHOUSE BOOSTS FUNDING FOR COMMUNITYLED AFFORDABLE HOUSING Communities across the country are set to benefit from a £6 million funding boost to help them build more of the homes that their area needs, Housing Minister Kit Malthouse MP has announced.

The Community Led Homes Programme – managed by four leading housing charities – will provide local people with funding to kickstart community-led housing developments that will benefit their neighbourhood.

Funding of up to £10,000 will be provided to groups to cover start-up costs such as legal fees, and a further £3.5 million will be made available to provide technical advice and support to guide communities through the process of building the housing they urgently need.

This news is part of a wider, comprehensive package of measures to increase local housebuilding, and builds on ongoing government action to reach the ambitious target of 300,000 properties a year by the mid-2020s.

Housing Minister, Kit Malthouse MP, said: “For too long, governments of all stripes have failed to build the homes our country needs, but we are turning that around.

Last year we delivered over 222,000 homes but we need to deliver more good quality properties, and the community-led housing programme will help us do just

that. Alongside £6 million of funding, the programme will also provide crucial training and advice to local groups, ensuring that we are not just building better homes but also building better communities.”

LEGAL & GENERAL TO DELIVER BRIGHTON’S FIRST BUILD TO RENT SCHEME Legal & General announces that its plans to develop the Longley Industrial Estate into Brighton’s first Build To Rent (BTR) scheme have been approved. Legal & General, which entered the BTR sector in 2016, now have eleven schemes in operation or development across the UK, delivering 3,700 homes for elective renters.

Committed to improving standards across the rental market, Legal & General is delivering high quality, well managed and specifically designed accommodation in urban locations.

As Brighton continues to attract a talented and diverse labour pool and growing student population,

this new scheme will play an important role in supporting the city’s increasing housing demands.

Once complete, it will provide over 200 homes for elective renters in a central location.

LENWORTH HOUSE ADDED TO MAIDSTONE PROPERTY PORTFOLIO As part of our ongoing commitment to invest in housing solutions for the borough, Maidstone Borough Council (MBC) have started to release 14 refurbished new apartments in the town centre.

Lenworth House, the first development to be completed under MBC’s Housing Development and Investment Plan, provides a mix of one, two and three-bedroom private rentals offering high quality housing.

William Cornall, Director of Regeneration and Place at MBC, said: “Lenworth House was a key priority for the Council, as it signals

EXTERNAL WALL INSULATION EQUALS THERMAL COMFORT AND INTERNAL WELLBEING

By Ben Warren, Managing Director at global building materials manufacturer, Baumit UK According to research, there are three key principles to consider when building a sustainable home: thermal insulation, external wall materials and indoor air humidity.

Good thermal insulation not only makes a significant contribution to a building’s energy efficiency, it keeps walls warm in winter and pleasantly cool during summer. This temperate quality is essential to occupants’ long-term comfort and wellbeing.

The purity of indoor air is also crucial to our health; particularly when it’s considered we inhale up to 13.5kg of interior air, compared to 1.5kg of fresh air, per day.

Desirable interior

The most effective method for creating a healthy living space is to optimally insulate the façade - the better the insulation, the

more comfortable the space will be. The specification of quality External Wall Insulation (EWI) can help achieve this desirable level of interior comfort. It’s a solution that is particularly effective in multioccupancy properties.

Through everyday living, residents create water vapour. Baths, washing, cooking… it all creates steam - even breathing. Now, consider how much vapour is generated in a multi-occupancy building containing, say, 150 tenants.

All that vapour will pass through the building’s elements, but in cases where the EWI contains a nonvapour permeable acrylic topcoat, the vapour will be trapped. This can lead to increased air humidity, condensation and the dreaded “d” word - damp, which once inside a property, can take an awful lot

of time and expense to remove.

Therefore, an EWI solution that might have appeared cost-effective in the immediate-to-short-term, could potentially result in unnecessary and unforeseen expenditure.

Robust frontage Applying a non-breathable renovation system to a building causes what might be referred to as the “plastic bag effect” - walls can become cloaked in condensation from non-escaping vapour. To create a breathable outer layer for buildings, an External Wall Insulation system topped with a silicon-based finish render, such as Baumit’s SilikonTop, is preferable.

SilikonTop is also suitable for use without EWI, and can be easily applied to mineral renders old and new, providing a decorative, vapour-permeable topcoat that makes for an attractive exterior.

No compromise There are a couple of very good reasons for choosing EWI over interior insulation.

Unlike the interior option, floor space isn’t compromised with exterior insulation. A few millimetres less living room in a building containing multiple flats and potentially hundreds of walls, for instance, amounts to a sizable loss of space, which for private landlords could mean a reduction in income.

Another benefit of ‘going external’ when it comes to wall insulation?

EWI removes the dew-point - the temperature below which water droplets condense – from the inside of a building to prevent condensation forming. Baumit Open®System provides a perfect example of an EWI system that lets go of moisture and retains airtightness. The heat source is provided by high quality elements located at the base of the Heater and within the refractory ceramic blocks which also generate high thermal inertia for a fast response and added comfort.

The DSR Edge is an Aluminium Convector Heater which has been designed with a gentle curved profile on each side of the Heater.

It is manufactured using high grade 100% recyclable Aluminium. It produces heat on demand and with the modular construction of the Heater it cycles airflow and emits heat throughout the room. The Controller is located on the top of the Heater for ease of access and has a protection cover.

The ceramic blocks retain heat for longer than either water or oil based Heaters. The whole surface area of the Heater benefits from this technology for an enhanced heating experience whilst the ceramic blocks provide partial storage and heat retention of the energy used. Ceramic Heaters are also easier to recycle, making them an altogether greener heating solution.

Leicester City star James Maddison opens new football training facility for Coventry City FC Academy

Football stars who graduated from Coventry City Football Club’s Academy returned to the facility where they began their careers to celebrate its striking new renovation.

England international James Maddison was joined by Academy graduates Jordan Willis, Jordan Shipley and Tom Bayliss to mark the official opening of the new 3,150 square metre indoor sports facility at the Alan Higgs Centre.

As part of major improvements to the Alan Higgs Centre for Coventry and Warwickshire Awards Trust (CAWAT), Rubb UK has supplied a state-of-theart 47.5m wide x 67m long football training facility, which will be used by the local community, schools and Coventry City Football Academy.

The structure stands 12.9m high at its apex and comprises a galvanized steel frame to protect it against

corrosion and a white translucent PVC-clad roof to allow natural daylight to illuminate the playing area. Completing the building specification is sidewall steel cladding, specialised sport lighting with motion sensors, large sidewall gutter systems, eight fresh air louvres and multiple access doors and equipment doors.

This training facility is Rubb’s latest specialist structure in the sports sector. Other highlights include Sunderland AFC’s, Newcastle United’s and West Bromwich Albion’s indoor football training facilities.

WILLMOTT DIXON INTERIORS TO REFURBISH FORMER FACTORY INTO A CUTTING EDGE FILM SCHOOL FOR LONDON SCREEN ACADEMY Willmott Dixon Interiors has followed up its recent success at the National Gallery by being chosen for a contract to refurbish 80,000 square feet of space at 62-66 Highbury Grove in Islington to create the London Screen Academy (LSA).

The school will be based at Ladbroke House, a former factory that will now be transformed to create a world-class environment for 16-19 year olds to learn about film production techniques such as behind-the-camera roles, costume design, production management, distribution and marketing. Procured through the Southern Construction Framework, Willmott Dixon Interiors is working closely with the design team to deliver the project ready for the first intake of 300 students in September 2019, with the LSA expanding eventually to a capacity of 800-1000 pupils.

The refurbishment will give the building a major internal reconfiguration as well as adding a new steel frame structure which will provide a three-storey film production studio and supporting facilities. The scope of works also includes new windows and façade repairs to the existing building.

The creation of the LSA comes as a recent report published by the British Film Institute suggested the money spent on production in the UK in 2016 reached a record level of £3.16bn across all sectors, including film, TV and console games. Production investment in the UK has grown by 63% over the four years to 2016.

This latest contract follows Willmott Dixon Interiors’ appointment by the National Gallery to refurbish Room 32, the largest within the National Gallery, as well as update parts of the existing basement and ground floor areas. The company has delivered over 200,000m² of new

In March 2018, UoL and the University of Nottingham announced an exciting collaboration to provide a medical education for students across Lincolnshire, providing more opportunities and a high-class education. Through this innovative partnership, students will study for a University of Nottingham Bachelor of Medicine Bachelor of Surgery (BMBS) medical degree at the UoL site, which is set to open its doors to its first intake of 95 students in September 2019.

A fast finish for Godiva Place with Eurobrick As universities compete with each other to win new students, one area that has been given more attention over recent years is the quality of student accommodation. For some, the days of old fashioned accommodation blocks are gone, with the rise of stylish new hotel and apartment style schemes set to win new students.

Eurobrick Systems has been leading the brick cladding sector for 30 years and has recently been involved in one of these new developments for Coventry University. Godiva Place is a huge hotel style accommodation scheme by Galliford Try, and for Eurobrick, this is their biggest cladding project to date.

The £47.5m scheme is a 24,500m² project designed to provide student accommodation with a social hub, sports facility and parking as part of the university campus in Coventry city centre. Architects Lewis and Hickey designed the scheme for developer Regents Godiva, and were restricted by height limitations due to affecting views of historic buildings and daylight for adjacent residential properties. This means that the 5 block project varies in height between 4-9 storeys.

With a mix of studios, ‘twudios’ and cluster accommodation units, the student accommodation block provides a total of 772 bedrooms.

Designed with a perimeter block to create a defined edge and shield from the noise and pollution of the nearby dual carriageway, the building also has a number of finger blocks that maximise daylight penetration to the interior spaces.

As this was a fast-build project, with many parts of the building being constructed off-site, a quick and effective brick finish that is flexible enough to be installed on-site was required. P-Clad is an external wall cladding system that was developed for use as a sheathing on structures where there is no requirement for insulation and it is

also suitable for use on some high rise installations.

Godiva Place was constructed using a rapid erect, light-gauged, steel framed wall system with concrete floor slabs. The building was then sheathed in cement particle boards and Eurobrick’s P-Clad system was installed onto horizontal rails. These rails were attached to the Nvelope helping hand bracket and vertical rail support system, which also incorporates an insulation element in the air gap behind.

Circa 5350m² of Eurobrick’s P-Clad was supplied to the installing contractor Select Facades, along with Michelmersh First Quality Facings brick slips that were specially cut to 25mm thick, including corner slips and special angles. These were sent in staged deliveries over the course of 18 months to tie in with project timelines.

Eurobrick stock a wide range of brick and stone slips and can also source other finishes and specially cut bricks from a number of specialised manufacturer partners in the UK and Europe, including non-standard sizes, glazed bricks and bespoke products and colours.

A number of cladding materials were used to create the overall innovative design and eye catching exterior of Godiva Place, which now offers an aesthetically pleasing and unique style of living to the students of Coventry University.

The South Downs National Park Design Awards celebrate projects that have made a standout contribution to the landscape, heritage, built environment and local communities.
