O Sole Meal! Anthony’s Completing A Fine Decade In South Natomas By Edgar Sanchez

For waiters at Anthony’s Italian Cuisine, the greatest compliment is when diners ask, “What part of Italy are you from?”

The flattering question is prompted by the authentic meals at the South Natomas restaurant. The food is so good, some patrons assume the place is run by immigrants from the boot-shaped nation. “We have to tell them we’re Mexicans,” Crystal Ruiz, 21, the main waitress and a daughter of Anthony’s owner/chef, said recently. While the customers appear “happy” with that response, it shouldn’t matter where a chef is from as long as he cooks with passion, suggested Crystal, who is actually a Sacramento-born Mexican American. “I know my dad loves to cook Italian,” she said. Her father, Abelardo “Abe” Ruiz, is a maestro of the kitchen who this year will orchestrate Anthony’s 10th anniversary celebration. “I have many Italian clients who tell me that the dishes I prepare are just like the ones that their grandmothers used to make,” he said. “I thank them. I’m glad they like my food.” How did a gent from Mexico launch a popular Italian bistro in Sacramento? It’s an intriguing story, rooted in the American Dream.

Humble, honest and hard-working, Abe Ruiz immigrated solo from Mexico to Los Angeles in 1979, at age 15.

Two Surprises

Last summer, Anthony’s was nominated as one of the city’s best Italian restaurants in the Sacramento News & Review’s annual“Best of Sacramento”contest -- a delightful surprise for Abe Ruiz. “That really meant a lot to me,”he said. “I knew Anthony’s wasn’t going to win….but merely being nominated … oh, it was a big honor!” The nominations are made by SN&R journalists in consultation with readers. The winners are chosen by a vote of the weekly’s readership. Crystal Ruiz, the attentive waitress, also had a surprise for La Pulga. During our interview, Crystal revealed that she’s Italy-bound.

In May, Crystal will fly to Italy, the birthplace of her dad’s recipes. She will study Italian and Italian culture at the University of Florence, for about six weeks. “… I love Italian culture,” said Crystal, a student at American River College, which is organizing the trip for her and about 20 other students. “I’m really interested in Italian history. Flashlight App Settles with FTC For Secretly Sharing User Location and Device ID By Phi Tran

The maker of the popular Flashlight App for Android has settled with the FTC following accusations that it secretly sold user information without consent. Created by Goldenshoews Technologies, LLC, the app has a popular user base between 50-100 million users. Until recently, all of the apps reviews were stellar – at 4.8 stars from 1 million reviewers. While most users typically don’t read privacy policy, Goldenshore went beyond hiding its data practice: the company knowingly collected user data even before giving users a chance to opt out. Further, the app fails to mention that part of the information already collected would be shared and sold to advertisers: Consumers also were presented with a false choice when they downloaded the app, according to the complaint. Upon first opening the app, they were shown the company’s End User License Agreement, which included information on data collection. At the bottom of the license agreement, consumers could click to“Accept”or“Refuse”the terms of the agreement. Even before a consumer had a chance to accept those terms, though, the application was already collecting and sending information to third parties – including location and the unique device identifier. The following statement from the FTC settlement details the terms that Goldenshore has to abide by: The settlement with the FTC prohibits the defendants from misrepresenting how consumers’ information is collected and shared and how much control consumers have over the way their information is used. The settlement also requires the defendants to provide a just-in-time disclosure that fully informs consumers when, how, and why their geolocation information is being collected, used and shared, and requires defendants to obtain consumers’affirmative express consent before doing so. The defendants also will be required to delete any personal information collected from consumers through the Brightest Flashlight app. |

Attorneys for STOP argue that the alleged secret deals between the City and the Kings’ ownership group are a gift of public funds, which makes the arena term sheet null and void. “I think Councilman McCarty called it a second subsidy, then that constitutes a gift of illegal funds for private benefit,” STOP attorney Patrick Soluri said. “And we believe that part of the term sheet is unlawful and we believe that a court would strike that arrangement.”

City spokesperson Maurice Chaney responded: We do not comment on pending litigation. We respect and wish to protect the integrity of the judicial process and look forward to the next hearing on this matter on March 21. Two weeks ago, the Sacramento City Clerk’s Office rejected STOP’s initiative to put the use of public funds to build the arena on the July ballot. City Clerk Shirley Concolino said in the Jan. 24 statement, “Due to technical issues identified in the submitted petition, I find the petition noncompliant with significant provisions of the California Elections Code and the Sacramento City Charter, and therefore insufficient to move forward.” |

Cesar Chavez Movie Inspires Members of Congress could finally earn legal status by continuing to work on farms, thus freeing them from their vulnerability to abuse. This is especially important, as the people who labor in our fields are overwhelmingly Latino and undocumented. Workers in recent years won UFW contracts with major strawberry, vegetable and tomato growers along with three-fourths of CA’s fresh mushroom industry, a dairy giant and Washington state’s largest winery. We’ve also won California laws that let farm workers use neutral mediators when employers refuse to agree to a contract. As a result, thousands more are winning union representation.

I just had the honor of watching a screening of the upcoming feature film “Cesar Chavez” and participating in a panel discussion on his life and work as part of a program hosted by the Congressional Hispanic Caucus Institute (CHCI). The panel included: Director Diego Luna; actress America Ferrera, who plays Helen Chavez in the movie; Cesar’s son and President of the Cesar Chavez Foundation, Paul F. Chavez; and Members of Congress.

SACRAMENTO.—Sergio Garcia began the happiest day of his life by boarding a stretch limousine in Chico, at 8 a.m. on Feb. 1. He took his place in the comfortable Cadillac among his parents and other relatives, amid an air of pure joy and excitement. Then, the gleaming white vehicle whisked the party 90 miles south to Sacramento. After completing the last leg of his long, formidable journey, Sergio Garcia stood outside the State Capitol and was sworn in as America’s first undocumented attorney, surrounded by nearly 200 of his supporters. The historic ceremony was held after the State Supreme Court voted unanimously to grant him a law license. “Thank you for being here,”Garcia, 36, told the crowd in his first words as a lawyer. “I am so honored, so humbled by the incredible number of people who came here today. “Let everyone know that the American dream remains alive!”he assured everyone. After studying law for four years, it had taken Garcia four additional years to be sworn in. But his journey to this moment had really begun when he was in diapers. The Journey Begins Sergio Garcia was born in Michoacan, Mexico in 1977. He was a baby when he was brought to California as an undocumented immigrant. Garcia lived in California until he was nine years old. In 1986, he and his parents, both farmworkers, moved back to Mexico. Eight years later, Garcia’s father announced that the family would return to the United States. Garcia did not want to come. He wanted to stay. His father told Garcia he had no choice: He had to come north. During his first trip to California, Garcia had not grasped the perils of being smuggled across the U.S. border. He was, after all, only 17 months old then. But when he returned to California at age 17, Garcia fully

understood. To this day, he becomes emotional recalling how the family suffered during the 1994 crossing. Soon after that trek, his father, Salvador, gained permanent resident status. The father then petitioned for a legal visa for his son. U.S. immigration officials accepted the petition in 1995 – but 19 years later, Garcia still awaits a visa number. Without it, he cannot be a lawful permanent resident. Countless people have applied for the coveted visas, and only a limited number are available, federal officials say. Garcia, who had been a superb student in Mexico, continued his academic excellence in California. When he wasn’t at home doing his homework, he picked almonds and worked in a grocery store, to help pay for his college education. His father, a U.S. citizen since 1999, at times picked almonds beside his son. In May 2009, Garcia graduated from Cal Northern School of Law in Chico. Two months later, he passed the bar exam on the first try. Garcia recently told La Pulga Classified that the exam had been “extremely hard.” “But I have never failed a test,” he said. “I simply prepared many months ahead.” A Landmark Law When Garcia took the attorney’s oath on Feb. 1, it was the second time he had done so. He had first recited it in 2011. He had practiced law for a few days – until the state notified him there had been a mistake. As an undocumented immigrant, he could not possess a law license – a ruling that he challenged. California has a three-step process for admittance to the state bar. First, candidates must pass the bar exam. Those who pass must then be recommended by the bar’s Committee of Bar Examiners, which proctors the test. Finally, the recommendation must be ratified by the State Supreme Court. Some details of Garcia’s court battle remain murky. Citing the potential for more litigation, he won’t discuss certain elements. And this year, the court has said little about the case, except in its 37-page ruling, which, unfortunately, doesn’t delineate every key twist. In any event, the Committee recommended Garcia for admission to the bar. It also brought to the court’s attention the fact that he was undocumented – a status he did not hide.

The court held oral arguments last Sept. 4, with a majority of justices opposing Garcia’s law license. Federal law restricts undocumented immigrants from obtaining professional licenses – unless a state passes special legislation making undocumented people eligible for them. Soon after, California’s Legislature passed a bill fitting that description. Specifically, the law authorized the admittance of undocumented immigrants to the state bar. Gov. Jerry Brown signed the landmark legislation on Oct. 5. The new law took effect Jan. 1. A day later, the court announced its ruling: Garcia would get his license to practice law. “Remarkable Young Man” Saturday, Feb. 1, was the start of a new month. For Garcia, it was the start of a new life. Under a mid-day sun, he raised his right hand and recited the attorney’s oath. “You’re a lawyer, congratulations!” he was told by Cruz Reynoso, a former California Supreme Court associate justice, who administered the oath. The Mariachi Oro de Mexico serenaded Garcia with a song that climaxes with the words, “sigues siendo el rey!”– you are still the king! “This journey wouldn’t have been possible without the support of many people,” Garcia told the crowd. “Thank God I had my beautiful family.” Others who helped him, he said, included bipartisan politicians from the Legislature, its Latino Caucus, Gov. Brown and others. The stretch limo took Garcia to a Sacramento reception in his honor. As he waited for the fiesta to end, Robert O’Neill, the limo driver, talked about Garcia. “Sergio is a remarkable young man,” said O’Neill, of Elite Limousine of Chico. “I’m aware of his entire story. Patience, perseverance and hard work prevailed. “It speaks volumes that there needs to be immigration reform.” Soon, the Garcias reboarded the limo for the return to Chico, where Garcia has his own law firm.
