H

appy New Year, dear reader, and welcome to the sparkling and exciting number that is 2012. I can now say ‘2012’ in Arabic, although it will probably be at least 2013 before I can string it together with any degree of aplomb or discernible accent. I am currently on a transatlantic flight to Cuba, which has given me a great deal of time to reflect on the year that was 2011. It was the year during which I went on holiday every single month – apart from November, when I had a much needed holiday from going on holiday. As much as I enjoy going on holiday, I can’t help feeling that I’m wasting time which could be readily employed doing something more useful. After all, my skills (well, the ones which pay any money) lie in the property market. And it is sometimes easy to forget that this column is called The Landlady. Curiously, in spite of all the doom-mongers, it feels like a good time to start investing again. Moreover, my mother recently left me some money, which would be a great starting point, that is if we ever manage to sell her house in Stoke-On-Trent, which might as well be Stoke-On-Mars, as far as the property market is concerned. This has been something of an epiphany to me, during which Sarah Beeny might as well have appeared as a vision in white overalls, bathed in the soft light of a welding torch. I haven’t laid my hand on a box spanner for a good eight year, as flinging myself around the dance floors of Havana has been a more appetising option. But I will probably still be able to do that in five years time – with the underpinning of Spanx and wrinkle-cream – whereas contorting my ageing torso around the (always) ill-placed incline of a U-bend may be less of a pleasure once I’m over 50. As you can tell, I’m mustard-keen on the idea and became even more so when I bumped into a fellow property-mogul at the supermarket, who dismissed my enthusiasm out of hand, then roared with laughter at the thought that I might make a profit. If anything makes me more determined it’s the red-flag waving of an arrogant man, so watch out estate agents, here I come. Just as soon as I can find my pipe-benders...

Robert Nemeth on Cathays Park, Cardiff

I

’m often laughed at for my strict self-imposed rule of visiting four countries per year. So, with one still to go in 2011, and a free First Great Western ticket to a destination of my choice, it made sense to get my money’s worth by taking a trip to Cathays Park in Cardiff, Wales. Cathays Park was described in the Pevsner guide to Glamorgan as ‘the finest civic centre in the British Isles’ (presumably followed soon afterwards by Newport Civic Centre, a wonderful Art Deco affair which I had the good fortune to see from afar on an unfortunate stop en-route to Wales when my train was severely delayed). In 1897, the architectural firm of Lanchester, Stewart and Rickards won a competition to design both a town hall and courts as the first two structures in a spacious enclave of public buildings in the centre of Cardiff. Each of the two buildings opened in 1906, though the proposed town hall actually opened as the City Hall after Cardiff won its city status in 1905, and each “It made sense is now Grade I listed. Whilst it is the concept of the composition that fascinates most, for Brighton and Hove has no equivalent civic centre after all, I was taken by one of the buildings in particular. The obvious favourite is Cardiff City Hall for its grandeur and, indeed, its distinctive clock tower. But I was more drawn to the Art Deco lines of the first of the two Crown Buildings on the site. One building of interest is the attractive University of Wales Registry which bears a striking resemblance to Hove Library. A Cathays Library exists but it is not actually situated within Cathays Park. It is nearby though and was, like Hove’s, a gift from the library benefactor Andrew Carnegie. very so often, a survey is published saying the average person spends a third of their life asleep. Not true in my case. I wish it was. In the same survey, they might also time-shunt (that’s my phrase; I don’t know what the official term is) other activities together, and claim that you spend two whole weeks of your life picking your nose, or whatever. They think that’s surprising, but I even remember the year. 1986. Anyway, I’ve been thinking about 2011 and for the benefit of Latest Homes readers, I thought I’d do some time-shunting with various parenting-related activities, to indicate the make-up of my year. We may as well put sleeping first, and having downgraded the allocation from a third to a quarter – I surely get less sleep than the average – we land at April Fool’s Day. I’m going to set aside the whole of April to being awake but thinking about sleep. This ranges from mentioning to others that I’m tired to daydreaming about, well, dreaming. We’re up to the first May Bank Holiday weekend already. For an activity which neatly fills those three days I nominate putting things back on hooks that have just fallen off hooks. The next fortnight would represent all the times when I walked into a room and forgot what I went in “I’m going to set aside for. Yes, I know that makes me sound old. On that topic, at least the whole of April to a week of 2011 – my 40th being awake but year – was spent calculating exactly how old I am, and how thinking about sleep” much time has passed since some previous fixed point. We’re in June. Coaxing Youngest™ upstairs for his bath, that’s surely seven days (which, for comparison, could have alternatively been spent on a reasonably relaxing package holiday on a Mediterranean island). Other package holiday length activities? Prompting Youngest™ to finish his food using an oh-so-positive tone: “Look! You’ve missed that carrot!”. (I could have been in Kefalonia). Instead of a lounger in Lanzarote, I spent another time-shunted week fielding what-ifs about Star Wars characters. Pretending that our destination is ‘just around the corner’ probably adds together to equal the same length of time as actually driving from one end of the country to the other. At least two days in 2011 were taken up with answering questions about sharks, and I only know three facts. (They’ve got sharp teeth and dead, black, eyes. I forget what the third is.) Obviously, some of the year was taken up with non-parenting activities. So we’ll zoom forward to the last fortnight in December which was spent answering The Boy’s quite difficult and detailed questions about Father Christmas. If I didn’t know better, I’d think he was cross-checking facts to write the definitive biography.

Are we taking about an Iceland wrong delivery? Or is it someone trying to locate a flock of living chickens by ringing people’s doorbells and just asking? I live in a small one bed flat in inner Brighton. It’s rare to have a “I don’t have space balcony never mind a garden; who would have the chickens? for my own limbs in I don't have space for chickens, I don't have space for this flat, never mind my own limbs in this flat, never mind squawking birds. squawking birds” In a recession, however hungry I became for home grown protein, I don’t think I’d ever resort to keeping my own chickens, garden or not. In fact, farm or not! I'm looking into my basement neighbour’s garden, I can see they do not ‘have the chickens’. Now I too want to know, who does have these chickens? The voice through the intercom says: “They are escaping and I’ve caught one!” I tell her I don’t know... I'm wondering if she is another Brighton nutter making mischief on my doorbell. Hey, I’m just relieved it’s not Jehovah’s Witnesses ringing my doorbell inviting me to welcome God into my heart. I’ve got so much good in my heart, I haven't got room for a god. I hope He understands if a time comes when I need to explain this to Him. The voice through the intercom informs she is from the RSPCA and I notice her RSPCA card has been put through the door. ‘Who’s got the chickens?’ is written on it. This woman is obsessed. Hmm. It does seem pretty authentic. I text all my neighbours in the flats: ‘Who’s got the chickens?’ I sound like a mad woman neighbour who lives alone. The only neighbour with outdoor space that I can’t see into is my above neighbours, (they have a balcony)... Again I text: ‘Have you got the chickens!?’ It seems plausible, after all, they do hula hoop, play the saxophone and have open log fires in a city flat conversion. But I thought they were vegan... After a long delay in response, which felt like a text equivalent of a naughty kid shuffling their feet around while staring at the floor, they replied: ‘Yes...They're for a film shoot!’. I knew it. This is why I love Brighton. In London no-one would ring my doorbell demanding to know where the chickens were. In London perhaps my doorbell would be rung to ask me if I had seen the face in the photofit in the vicinity. In the countryside no-one, not even friends, would ring the doorbell, would they? They’d just walk right in banging on about fowl. I’m considering keeping a sheep just to weird out my neighbours/RSPCA one Saturday morning. “Right, who’s got the sheep?!”

ith the news full of tales of doom and gloom it makes a nice change to be able to report a company not only holding its own, but expanding, which is exactly what Elliotts have just done. Kevin Weatherill, who will run the new branch in Hangleton, and codirector Brian Huggins, explained what prompted them to open a new office at this time. “Certainly the market is quieter than it was, compared to 2006–7 it’s quieter yes, but in real terms it is back to normal and prices have stabilised, we are expanding when the market is stable,” says Brian. “We chose Hangleton out of a few areas that we were potentially interested in but this office came along and we seized the moment. It has a great position and, coincidentally, the same number as our Hove office,” adds Kevin. “It’s a very natural move for us as a company, and a very natural move for our clients. A lot of people move out from flats in Central Hove to buy their first freehold here and vice versa with couples looking to downsize and move back into town. We often give advice on whether people should move or should extend, but the truth is that there are always plenty of people upsizing.” “We are currently having a very decent run of sales in the Hove Park area and towards the top end of the market things are still fairly strong, the £600,000 to £700,000 end of the market,” adds Brian. “Both with local sales, aspirational local buyers and of course some relocations from London and further afield. Accounting for Brighton James Mason from accountants Fifth Element talks straight about business The 2011 PBR A Fifth Element ‘Making-Sense-of it’ special... A very happy New Year; it seems only appropriate to start with what were the closing headlines of 2011. The Autumn Statement, aka The Pre-Budget Report (PBR), is an interesting thing. Like Fry’s Turkish Delight, full of promise, but unless you’re a big fan, does it really deliver? More importantly, did last year’s PBR? Here are some of the highlights and my views on what took place and how things might affect you and your business.

Finance Credit easing underwrites £40bn in low-interest loans and a £1bn business finance partnership is announced. The £40bn credit easing may help reduce borrowing rates but the real problem for small businesses isn’t the rate, it’s the overall affordability and the attrition the process demands. I’m not saying that lower rates won’t help, but for smaller businesses it won’t make much difference. The £1bn business finance partnership isn’t likely to help either although if trading with medium sized businesses you might get more work. Let me make it clear, this is not a political column and I am not an economist (although I do like to dabble). That said, the Chancellor missed his moment; the ‘corner-shop-keepers’ of this country’s business community need access to cash. A lack of it suffocates growth. So what can we do about it? My advice is to ‘tradeout’. If you need £20k of cash flow to meet that new order, make the extra profit first. It’s a tough time and this really is the only way forward – but it’s a good one.

Employment The rise in state pension age to 67 is brought forward to 2026 from 2034 and Ossy (George Osborne, not his American name-sake

counterpart) announces a £1bn “youth contract” to subsidise work placements for 410,000 young people. Bad news first, publicsector-worker issues aside, we’re living longer so it makes sense that we will have to work longer. The good news however, is that the government looks like it might finally be doing something to give younger people the chance of getting into work. I owe my start in life in part to an employment initiative back in the ‘80s. I now work for myself, employ other people, generate business tax revenues and pay personal taxes. I will be covering the Youth Contract proposal in more detail later in the year when the dust has settled. In the meantime, think about how to give a young person the chance of a break in your business.

Business The chancellor announces more tax relief for people who invest in start-up businesses, business rate holiday relief for small firms is extended to April 2013 and new time limits for planning applications. All good news in particular for retail and construction, but is it enough? Admittedly, the new house building initiatives should help some construction sectors but there is a real shortage in the money supply in both areas. If you work or trade in either, think strategically and don’t wait for the iceberg. Post sentries you can rely on, don’t sail too fast, over-engineer your bulk-heads, listen to the iceberg warnings and don’t let Leonardo DiCaprio near your girlfriend... or the big blue diamond.

And finally Fond of a summing up, I will keep this one short. The government does what it does or rather what it can; the rest is down to us. Business is about the quality of advice we seek and the quality of decisions we make. Do both well, and the year is your oyster.
