A
n astonishing 11% of home buyers admit they made up their mind to buy their current property before they had even seen it in real life, despite a home being the biggest purchase they’ll ever make, according to a major new report from Barratt Homes. Homebuyers spend an average of just 25.5 minutes viewing a house or flat before making up their minds. And with the average south east home currently costing around £306,000, this works out as a decision cost equating to a staggering £12,000 per minute. The findings come from the Barratt Homes ‘21st Century Living: Heads, Hearts and Homes Report’, which reveals that the main reasons people from the south east don’t spend longer viewing a property include pressure from estate agents (named by 23%), uncertainty as to how to arrange a further viewing (25%), and lack of time (4%). This approach has an emotional effect on homebuyers, leaving people feeling pressured (12%), stressed (5%) and worried (10%). The average time spent viewing a home is less than it takes to watch an episode of the TV soap Coronation Street, and only ten minutes more than people in the south east spend on average when deciding which pair of jeans to buy:

The report has been compiled by Barratt Homes with the Social Issues Research Centre (SIRC), to gain further insight into the emotional and rational factors affecting property buying in the UK. Kate Fox, Author of Watching the English: The Hidden Rules of English Behaviour, said, “Given the deep emotional importance of the house in society, there is something very interesting about the disproportionately short amount of time – if any at all – that prospective buyers spend in a house before making the decision to buy. When we enter a person's home with the intention of buying it, it can seem strange and uncomfortable, like an imposition or invasion of privacy.” Lynnette St Quintin, Sales and Marketing Director of Barratt Homes Southern Counties, added; “Purchasing a property, whether for the first time or the tenth time, is a major life investment. It’s really important for the buyer to be 100% happy and confident in their decision. But rushing this decision can and should be avoided. Considering a new build home is one way to do this; new home builds offer customers the opportunity to view a new property they’re interested in as many times as they like without feeling pressured or rushed. “The average Barratt Home buyer views a new home for approximately 120 minutes before making their purchase decision – this is almost five times longer than the national average of 25 minutes and 30 seconds, meaning they can be far more confident their decision is the correct one. “There are many benefits to considering a new build home, not least a five year warranty on fittings and fixtures – eliminating the risk of unexpected and expensive maintenance issues which can come with some second hand homes. A new build home is also more energy efficient and provides a blank canvas you can easily make your own, with optional design extras. New asking prices surge 7.6% in a year – but is ‘price flurry’ sustainable?
A
bout 20% of the UK’s population live in flats, of which most have a ‘vertical neighbour’. Whilst modern apartment blocks are generally well sound insulated, this may not be the case with, for example, a converted Victorian property. This is particularly the case when it comes to the trend towards exposing original timber floorboards. Nearly 40,000 complaints a year are received by environmental health officers over 'impact noise' arising from people walking on wooden floors above their neighbours. Indeed, in Scotland, where nearly twice as many people live in flats compared to the UK as a whole, a study by Napier University, funded by the government, has revealed that walking on a carpet with underlay is 22 decibels quieter than walking on a wooden floor - the equivalent noise reduction of wearing earplugs! The discrepancy between walking on exposed wooden and carpeted concrete floors is even higher, with a 34dB difference. Hopefully, considerate flat-dwellers and developers will think of the consequences for neighbours before exposing their floorboards, although current laws are technically unclear on this point. People who create noise nuisance are liable in law. This could actually make a tenant liable, as they are literally creating the noise itself. In terms of saleability, trends come and trends go, and whilst stripped floors can look good in the right environment, they could potentially cause a prospective buyer to consider the additional cost of carpeting when making an offer, should they be concerned about noise nuisance. A
verage asking prices for property new to the market has gone up 2.6% in a month, Rightmove reports. The average new asking price is now £271,669 against £264,875 a month ago. Asking prices are now 7.6% up on this time a year ago. However, Rightmove queries whether the ‘price flurry’ is sustainable, with new seller numbers up 10% compared with a year ago. Rightmove also notes that the south east has overtaken London as the region with the highest annual price rises – 10% for the south east and 9.6% for London. The Rightmove’s asking price of £271,875 s o u th east compares with Halifax and Nationwide surveys, which currently give average prices at £187,188 has overta ken and £188,374 respectively. Getting a little lost in translation ...

o, after a summer of staying put in Brighton, autumn is upon us in a flash and the season is winding down on the Pier. I have actually enjoyed staying and working very hard in Brighton for three months, although the heat-wave helped. I managed to earn some money and used the time to renew my passport, which only took three weeks to come back, although my new photo looks like that of a person who ought to be on Crimewatch. Shame that I’m stuck with it for the next ten years! I’m off to Turkey with my friend Miss T next week. Because my Turkish house has been rented out for much of July and August (presumably to mad people who can live in 40 degree heat without aircon), I am not looking forward to seeing what kind of condition it’s been left in, as my letting arrangement is a little haphazard to say the least. I literally threw my keys at a new Turkish friend in a bar on the seafront the night before I left last time, and hoped for the best, which is possibly not the best method of renting out a property … In the meantime, I am intent on letting the rooms in my house in Brighton ready for the winter. With these lettings, I have to be a little more selective, as the lodgers will be living in my house at the same time as me and my family. In years gone by, I’ve not been perhaps quite as exclusive as I ought to have been and have ended up with some pretty awful people. Therefore I am engaging the services of ‘Spareroom.com’, which is a marvellous website, full of professionals (or so they say) looking for a new home. With a figurative scythe, I have immediately eliminated young couples – they take over the livingroom – and people who want to ‘have fun and hang out with other housemates’ as this is one housemate who needs her space when she gets home. Anyone who is interested in baking (ie; making a mess of the kitchen) has also been given the heave-ho, as have people who ‘go wild at weekends’. Nightmare! Ideally, I am seeking a rich hermit with no social skills and a propensity for early nights and take-aways. An air stewardess (away most of the time!) applied and I responded to her immediately, describing the suitability of my home and suggesting a viewing. I never received a response and wondered why, until I saw the message I’d sent her, where instead of describing my house as a ‘family home’, I’d suggested, with a little help from predictive text, that I was a ‘Foamy Ho’. Technology, eh?
s it ‘Brighton Pier’ or ‘the Palace Pier’? ‘Hilton’ or ‘Metropole’? ‘Holiday Inn’ or ‘Bedford’? ‘Brighton Dome Concert Hall’ or ‘the Dome’? ‘South Lanes’ or ‘Lanes’? ‘The North Lanes’ or ‘North Laine’? It is of course the latter in each instance. I recently met with Dr Graeme Davis, a Hove-based language specialist, research fellow and generally good fellow, to discuss the origins of the word ‘laine’ and why ‘North Lanes’ may be more acceptable than local wisdom suggests. Brighton, back when it was called Brighthemstone or similar, was surrounded by five tracts of farming land. The conventional logic today is that these five pieces were called laines. Old maps mention them as West Laine, North Laine, East Laine, Hilly Laine and Little Laine after all. Although lane and laine are pronounced exactly the same, the suggestion is usually that they are two completely distinct words where the former refers to a passageway (as in the Lanes) and the latter refers to a field (as in North Laine). Graeme believes that lane and laine were essentially exactly the same word. In the case of the five fields around Brighton, the word laine came about through, perhaps, deliberately lengthening on a map (a common practice apparently) or simply as a spelling mistake which has stuck. Either way, what is certain is that this old spelling was revived by Brighton Council during the 1950s, when the term ‘North Laine’ was bestowed upon the area that we know today in accordance with its historic location. Graeme suggests that the word had been dead for a century and a half and few at the time would even have recognised it – an example of mythologised history. If a field was essentially being called a lane, the argument is that fields consisted of a number of passages between the smaller sections (‘paul-pieces’) of which they consisted. Without an ‘i’ and pluralised, we get ‘North Lanes’. Pedants like me may be horrified but the case stacks up. Cllr Jason Kitcat recently announced proposals to rename the Preston Street area ‘West Laine’, perhaps unaware that North Laine was named in a similar manner some years previously. I cannot predict whether or not the term would be successful. What is certain is that somebody like me will be writing a column sixty years from now explaining why ‘West Lanes’ may not be as bad as pedants of the future suggest. www.buildingopinions.com / robert@buildingopinions.com

TO CAP IT ALL... Brighton Accommodation agency director Dan Lyons this week discusses the possibility of rent caps in Brighton and Hove t a recent council meeting, the idea of a rent cap was raised by councillors with a view to making it more affordable to live in Brighton and Hove, and this week a document signed by more than 2,000 people calling for fairer rents and five year tenancies was submitted to the local council. With some tenants spending up to two thirds of their wages on rent, this is obviously a concern, but I think a certain amount of perspective is needed to look at this productively. The private rental sector is a free market, allowing those who choose to invest in it. The basic necessity of any investor is to make a profit, if you take away the ability to make this profit, those investors will put their money elsewhere. We need to look at where we live, our wonderful city, Brighton. The price to purchase a buy-to-let property is astronomical, around £150k to £180k for a small flat, throw in agency fees, safety certificates, insurances, HMO licences if applicable and other associated costs, and you have a fair outlay just to own one, without the boiler blowing up or other maintenance issues.

It’s a harsh fact but living in a great city is expensive – it always has been, and always will be Government statistics prove that even with increasing rents, the average yield that investors are getting has remained static, this is driven by the fact that the average price of a typical buy-to-let property has grown marginally faster than that of average rents. Take London, the most similar city to Brighton for rental and property prices. The office of national statistics shows that in the eight years between 2005 and 2013, London rents increased by no more than 11.4%. Inflation over this period was 30.5%. During the previous rent cap, there was barely a private rental sector, but since this was lifted the sector has risen – by 2013 to 16.5% of all households, due to the real demand for rented properties. It’s a harsh fact but living in a great city is expensive – it always has been, and always will be. Everything is more expensive in Brighton compared to other similar-sized cities, but the rents are in proportion to the property prices. When I married and had a family a few years ago, I decided that I did not want to spend all my money on Brighton prices, and so moved to

Seaford, and for the same price as a two bedroom flat in Brighton, I bought a four bedroom house with drive and garden. I have a half hour commute to Brighton every day, but I paid a lot less for a lot more than if I had stayed in Brighton. This was my decision based on what I was earning, and what I wanted to spend on my day to day living. Slowly, government taxes have extinguished the notion of spare cash with massive increases in the cost of beer, council tax, petrol and food. These are the real issues if, as stated above from the government figures, landlords are earning a similar profit to 15 years ago. Perhaps, rather than lobbying for investors in the rental sector to make a smaller profit than in previous years, the government should be putting more effort into the help-to-buy schemes, higher minimum wages, lower council taxes and tax relief to the lowest earners.
