ENGAGING USES FOR REPURPOSED RED PHONE BOXES FROM STILES HAROLD WILLIAMS

T

he red telephone box – or BS 381C-539 as it is otherwise known – is an iconic part of the British landscape. In the 1980s there were 73,000 of them in service (or occasionally not). Today, some are being repurposed for a variety of new uses such as coffee bars, solar chargers or shoe shine stands. In New Road, Brighton, in the heart of the city’s North Laine, two boxes have been transformed into a café, and around the country others have been turned into tourist information offices, internet cafés and other innovative micro-businesses. There has been intense interest in the ways in which enterprising individuals are finding new ways to launch business from the boxes, attracting recent attention from the Daily Mail and the Nottingham Post, among others. Phones will undoubtedly start to ring off the hook with enquiries about the 400 boxes around the country, owned by the appropriately named Red Kiosk Company. So far there are repurposed boxes in various locations in London, Birmingham, Bradford, Brighton, Leeds, Nottingham, Plymouth, Preston and Stratford. Remaining exclusively a lettings agent has meant that they have always focused on the exacting demands of that part of the property industry, an area that requires constant attention, as legislation changes frequently. It is also an area that requires specific legal skills in drawing up contracts, and that in turn requires a commitment to the training of staff on an ongoing basis. Director Warren Knight started the company 22 years ago, and was joined by Graham Shipp in late 1997 after Graham had worked in the lettings business from the age of 18, Graham has more recently become a Director of Property Moves.

The company is proud of its very stable staffing record – the fact that a lot of staff stay long term. Warren says; “We like to show our appreciation of our staff and they seem to enjoy and respond to it. We now have ten full time members of staff and we work well together as a team, focusing on individual skills and offering ongoing training and support, even helping one member of the team to gain a driving license. As part of that ongoing training we have invested in quality cameras and photographic training for members of staff, so that the images we use in our marketing are of the very highest quality. “We also believe that it is important for both directors to be here on a day to day basis as part of the operating team,” says Graham. “Acting as a team is one of our great strengths. We are supported by a strong administrative department and each member of staff has a very

specific role in the complete letting process.” So what are the key factors in being a successful letting agent? “Getting to know both our tenants and landlords. We never simply show any applicant any property, we take time to make sure that they are a good match, building up a picture of the tenant before showing them anything,” says Warren. John Brookes of local solicitors Dean Wilson LLP discusses imminent changes in employment laws As an employer I know that there are always a number of changes in employment laws that I need to keep track of. What changes are expected for 2015? There will be many, relating to employees’ rights to leave as well as the obligations of both employers and employees in certain circumstances when employees are absent from work. Shared Parental Leave Shared Parental Leave and Pay begins, and will be available to couples with a baby due or children placed for adoption. It will only apply to parents whose baby is due on or after 5 April 2015. New statutory pay rates On 15 April 2015, statutory pay for maternity, paternity, adoption and shared parental leave will increase to £139.56 per week.

Statutory adoption leave and pay From 5 April 2015, the rights on adoption leave and pay will change. Adoption leave will become a "day one" right, so employees will no longer need to have 26 weeks' continuous employment to be eligible. In addition, the rate of Statutory Adoption Pay will change – the first six weeks will be paid at 90% of the employee's normal earnings (inline with maternity pay). Surrogate parents With effect from 15 April 2015, provided they meet the eligibility criteria, parents who have a child through surrogacy will be permitted to take ordinary paternity leave and shared parental leave. They will also be entitled to paternity, adoption and shared parental pay, and unpaid time off to attend two antenatal

appointments with the woman carrying the child. Unpaid Parental Leave At present, the statutory right to a period of unpaid leave may be taken by a parent during the first five years of a child’s life. However, from 5 April 2015 this will increase to 18 years. ‘Fit for Work’ service Anticipated to be introduced in England and Wales during 2015, the service will offer employers access to free occupational health assistance for workers who have been sick for four weeks or more. Minimum wage rates The Low Pay Commission (LPC) is due to submit recommendations in February 2015 concerning the National Minimum Wage. Any changes agreed as a result will take effect from 1 October 2015. Statutory Sick Pay is due to increase on 6 April 2015; Statutory Maternity Pay is due to increase on 5 April 2015 to £88.45 per week.

I

am writing this column from a beautiful poolside in West Africa. It is the end of January, and while my commuting friends battle with wintry showers and sub zero temperatures, we are basking in 80 degrees of constant sunshine. Endless days of running barefoot on the beach and simply sitting and thinking always has the effect of stripping away the nonsense that surrounds us in the West and exposing the world as it actually might be. It is true that I am sitting in a tropical paradise, but I cannot help but feel angry that the tourism here is down by 75% because of the ebola epidemic. A 75% loss of business in one of the country's major industries is pretty catastophic for one of the poorest countries in the world. The fact is that there have been no reported cases of ebola here – there have been more cases in the UK thus far – the nearest outbreak being 1,000 miles away in the next-door-but-one country. Of course no one wants to risk dying of a deadly virus, but it's almost like refusing to catch a bus in John O’Groats because there are delays in Lands’ End. The West Africans are blaming the scaremongering Western media, and so do I. Working in The Supermarket for the past 10 years has afforded me the opportunity to study humankind at pretty close quarters – one of my particularly conclusive casual observations being what type of person reads what kind of newspaper. During my casual study, I have noticed that almost without fail, the typical Guardian reader will bring his own recyclable bag, whereas those taking the Mail will usually take several 'free' bags for just a couple of items, claiming that our bags 'always break'. Personally, I cannot wait until later this year when supermarkets have to start charging for bags and those irresponsible wastrels are forced to pay for their pointless plastic. An obvious conclusion is that Guardian readers as more environmentally aware, better informed and more considerate to the rest of the world. Which makes the Daily Mail reader ..? Well, certainly not likely to be joining me by the pool in West Africa any time soon.

iggins, Capron, Dench, Dodd, Norton, Zenon – the list of celebrity supporters of the campaign to turn the Brighton Hippodrome back into a theatre is impressive. Focus on the derelict Hippodrome, on Middle Street in central Brighton, has been intense since plans were submitted in 2013 for its conversion into an eight-screen Vue cinema. The plans were passed by Brighton & Hove City Council at the end of last year.

I have heard lots about the Hippodrome’s famous interior over the years but have never actually been inside. The building was originally an icerink when it was constructed in 1897. By 1901, it had been converted into a variety theatre by Frank Matcham – the most famous of theatre architects. It became a bingo hall in 1967 and finally closed in 2007. It has been disused ever since. Bad things happen to derelict buildings. Squatters, and arsonists generally, routinely start fires. Roofs collapse, especially if lead is missing. Thieves steal and vandals destroy. Although I saw restoration and usage as a theatre as preferable, I wasn’t distraught when planning permission was granted. Much has changed since last year. A change in ownership of the building has just occurred or is shortly about to. Plans to convert have been dropped, though the permission remains. The campaign (or, more accurately, series of campaigns) to stop conversion and return the Hippodrome to use as a theatre has gone from strength to strength. Those behind the Our Brighton Hippodrome campaign (see www.ourhippodrome.org.uk), including campaigners David Fisher and Joanne Jameson, are keen to stress that a great business case exists for a return to theatre use. They want to see the venue used as the city’s key performance space and later as a producing house. LETTINGS NEWS Who will a rent cap fit? s part of a series of articles offering advice for local landlords, Ahmed Khalil of Khalil Properties explores the proposals for a rent cap in Brighton and Hove and assesses their chance of success.

Surprising statistics about rent in Brighton Did you know that over a quarter of all housing in Brighton is in the private rental sector? That’s almost double the national average. Did you also know that Brighton is now chasing hot on the heels of London for the dubious accolade of the most expensive place to rent property in the UK? And, finally, did you know that 21% of private renters in England claim that housing is an important issue in deciding how they will vote in the forthcoming general election? That’s compared to just 8% of homeowners. Why has rent become a political issue? Locally, Caroline Lucas of the Greens has firmly supported the proposal: “I am campaigning for caps like they have in France and Germany where rent can’t rise faster than inflation.” Whilst no other party has placed its weight behind the proposal, it does raise a question for landlords: what would a rent cap mean? Do rent caps work? History tells us that rent caps are likely to decimate the private rented sector, which

shrunk during its last tenancy from 55% in 1939 to 8% in the 1980s. Will a rent cap solve the problems it seeks to address? Probably not: the answer to these is more likely to lie in the exorbitant cost of housing itself, and this issue affects all potential homebuyers, including landlords. Will it happen? Again, probably not. But landlords should look out for tighter regulation, more restrictions and the likelihood of a three year tenancy.

Will a rent cap solve the problems it seeks to address?

Is there any good news? I’ll keep you posted, but in the meantime landlords looking for more security in these turbulent times do have the option of choosing Khalil’s Guaranteed Rent scheme which offers three to five years continuous rent at an agreed level, regardless of whether your property has tenants or a rent cap is introduced.
