RURAL PROPERTY PRICE GROWTH CLOSES IN ON URBAN RISES
ity properties only narrowly beat countryside homes in house price growth. Urban property values are up 5.7% compared to a 5.1% annual rise in rural areas. But buyers still pay a £50,000 premium for their slice of English countryside. Property price growth in the English countryside is almost neck and neck with price rises in cities, according to the latest research from Zoopla. Home values in towns and cities across the UK have increased by 5.7% over the last year, but rural England is hot on its heels with 5.1% annual property price growth in countryside areas over the same period. The average value of a rural home in England now stands at £264,338, that’s £51,737 (24%) higher than the typical urban property outside of London*. Rural homes in the East of England have seen the biggest uplift in value over the past year, with prices up 6.5% (£17,098). This is closely followed by country boltholes in the South East, which have climbed in value by 6% (£22,157) in the last twelve months, meaning that homebuyers in the region can expect to pay £66,100 more to live in a rural part of the South East, as opposed to a bustling town or city. The premium buyers pay to live in a rural location is highest in the West Midlands, with countryside properties costing

£73,982 more than homes in a town or city. Gerrards Cross in Buckinghamshire is the most expensive rural haven in England, with average homes currently worth £817,376, up from £773,726 a year ago. City pads in the East of England and South East experienced the strongest annual growth of 7.5% and 6.7% respectively, outpacing rises in London. But the most expensive urban location across the country is Kensington and Chelsea, with the typical pied-aterre in W8 now valued at £2,654,512. Lawrence Hall of Zoopla commented; “Urban areas had a head start in the housing recovery with demand propped up predominantly by employment opportunities. This drove price growth in these economic hubs and left countryside markets by the wayside. “Over the past year, house price growth has spread, and rural retreats which are commutable to the amenities and jobs of urban centres have become highly sought after. But they come with a significant premium to have the best of both worlds, with the extra outdoor space and seclusion that rural living gives you. was recently fascinated to see the substantial ground floor flat at 53 Marine Parade in Kemp Town – a fivestorey Regency townhouse with a footprint several times that of its neighbours. The house was built during the 1810s, not long before the Chain Pier was built nearby in 1823. In 1865, it became the home of Captain Henry Hill, a prolific collector of French and English contemporary art who had amassed a collection of over 400 canvasses by the
time of his death in 1882. His collection included paintings by Degas, Prinsep, Frank Holl and Frederick Walker. There are just a handful of seafront townhouses in Brighton & Hove that dwarf their already large neighbours. Examples include 58 Marine Parade, just a block away, with its atrium staircase and ballroom, and 26 Brunswick Terrace in Hove with its rooftop synagogue and intimidating rear protrusion. I’m not sure if Hill picked the building for pre-existing top-lit gallery spaces at the rear, or if he had them built. Either way, the four former gallery spaces are mind-blowing; especially the room that is today the master bedroom. As the building is unexpectedly deep, the room’s existence is a surprise. A lounge, kitchen, courtyard, snug, and sky-lit service area must be passed to reach it. High ceilings and undecorated walls make for quite an atmosphere – and a whopping skylight more than makes up for a lack of windows. At one point, the building served as a nursing home and was later home to squatters who inevitably caused damage. It was presumably converted into flats towards the end of the 20th century. The refurbishment of the ground floor by owner Lucy Goodman was actually covered on Channel 4 by Kirsty Allsop. very eight hours, someone in the UK is told that they will never walk again due to damage to their spinal cord. It could happen to any of us, at any time, as a result of an accident or illness. So, what did we come up with? Our brainstorming session was fun, ranging from abseiling (“even my nine year old can do that”) and throwing ourselves out of a plane (“too scary!”) to taking on the Three Peaks Challenge – a 24 hour non-stop event which involves climbing the UK’s three highest peaks, Ben Nevis, Scafell Pike and Snowden. And there we have it, decision made! The Three Peaks Challenge has been

booked for August 2015. All we have to do now is get the right kit – the list is mind bogglingly long – train like mad, raise thousands of pounds for the charity and squeeze in the day jobs and family lives in between. LH LETTINGS NEWS SUB-LETTING: WHOSE PROPERTY IS IT ANYWAY? hmed Khalil of Khalil Properties wonders if George Osbourne’s recent proposal to make sub-letting easier for tenants really does “break down barriers”, or if it instead erects yet another obstacle for landlords to navigate.

New budget proposals threaten to remove sub-letting restrictions Sometimes bombshells are dropped very quietly – so quietly that you miss them. This is the case for many landlords who focused on the recent budget’s failure to support the Energy Saving Allowance, but did not notice its small print on sub-lettings. George Osbourne discretely tucked away the proposal to make it illegal for tenancy agreements to contain clauses that prevent sub-letting on page 51 of the Budget Red Book. The proposal itself is couched in the language of freedom (“break down barriers”, “create opportunities for sharing”) but it actually threatens to remove the right of landlords to control who can, and who can’t, live in their property.

But the thrust of the policy is clear: landlords should no longer be able to determine whether a tenant can sub-let their property. What could sub-letting as a ‘right’ mean for landlords? The problem is that, rather than solving conclusively any problems, the proposal actually looks set to open up a whole can of legal worms. Who is responsible for a property if the tenant sub-letting leaves the house but the sub-letter stays on? How does sub-letting fit in with immigration checks that landlords are now legally responsible for? What safeguards are there against unscrupulous tenants putting up partitions in the property and sub-letting to as many people as they can?

What can landlords do? The best response to such silent threats is to make a noise. The policy is far from finalised and still needs a lot of detail adding to it before it makes the statute books. Many landlords are now understandably looking to take advantage of ways that can make their property investment and
