CONSERVATIVE MP VISITS IFA FIRM IN HOVE TO TALK PENSIONS AND POLICIES

ndependent Financial Adviser firm IEP Financial were visited on Tuesday by prospective Conservative Parliamentary Candidate for Hove and Portslade, Graham Cox, alongside Secretary of State for Culture, Media and Sport Sajid Javid. As part of their visit to IEP, Graham and Sajid spoke to Ian Poysden, Managing Director of IEP Financial about a number of key areas including Auto Enrolment and the ongoing process for large companies to comply with the legislation and the challenges facing smaller companies who are staging at present. Ian also talked at length about the Sussex Cricket In The Community and the great work they carry out locally, especially for visually impaired cricket players. But at the top of their list to discuss was the new Pensions Freedom that has recently come into play and the opportunities and challenges that this presents to pensioners wishing to access their pension funds. Ian Poysden said “It was interesting to speak to Sajid and Graham about legislation that their government has

implemented and how this has affected us as a business and our clients. LOOKING TO THE FUTURE: BRIGHTON AND HOVE’S HOUSING PLANS If one compares average house prices to average income in Brighton and Hove then the City is one of the most expensive housing areas in the UK – a ratio of up to 1:10 of average wage to average dwelling cost has been quoted. High prices and rents increasingly exclude people on middle incomes from the City and there is little hope that the housing land shown in the City Plan will do much to make the situation more affordable. Even after the proposed City Plan modifications there are only 13,200 new dwellings proposed to the year 2030 against a revised housing need of up to 24,000. In addition the requirement for affordable units in new developments can now be negotiated down making it even more difficult to achieve cheaper units. Anyway who can afford ‘affordable’ housing if that means you need an income which is two to three times the average income, or 80 per cent of market price. The consequence of the very high prices and shortage of dwellings are that people move out and commute in meaning that the city loses many of the people who should be living locally and are needed to provide the many

services in the City. If you should be lucky enough to secure a home in the city there is the issue of energy costs and heating in particular. This is an issue particularly for those living in the vast amount of old housing stock in the city, which requires a lot of energy to heat and which is difficult to bring up to modern thermal performance. How can that be afforded as energy costs keep rising and is there a way of containing costs? These two areas consume a very substantial part of household incomes – and the forum will explore what, if any, solutions there are, what is done elsewhere, what could be done at city level and what needs central government action. Some of the detailed questions which arise are: Would a more assertive house building target deal with some of the pressure? How can we deal with the widespread local resistance to new building? Is there any way that affordable housing can be given a higher priority? Should we aim for a heating infrastructure that can harness unused heat for the benefit of all?

Robert Nemeth strolls down Puget’s Lane

P

lans to carefully restore and reveal Puget’s Cottage, one of the oldest buildings in the Lanes, came close to derailment last year when a small group of conservationists called for the listing of the Timpson building on North Street – a fairly modern structure in dreadful condition and of little historic interest. When Puget’s Cottage was recently discovered by architect John McLean of Brighton-based Morgan Carn Partnership, tucked away behind Timpson, it was instantly recognised as something special. Having been land-locked for decades, surrounded by other buildings and their successive extensions, it had simply been forgotten. An opportunity now exists to restore this 17th century gem. One of Brighton’s most exciting planning proposals, masterminded by a variety of parties including McLean and developer Ed Allison-Wright, includes the complete refurbishment of Brighton Square and the creation of a whole new twitten between Brighton Place and Meeting House Lane with 15 new shops in total. The best bit though, a new link between all of this and North Street, was withdrawn from last year’s planning application (which incidentally was passed unanimously). The reason for the withdrawal was the inclusion of the Timpson building within a last-minute listing application for Puget’s Cottage, called for by the aforementioned conservationists. It was deemed that Timpson’s listed status would jeopardise the rest of the scheme’s chance of success. Creating the open-air link to North Street involves the demolition of Timpson which is to be decided within a new planning application shortly. Personally I would prefer to see Timpson gone and Puget’s Cottage behind exposed and brought back to life. In my view that is the sensible approach when it comes to conservation. CALLING TIME ON THE OLD LADY

he former Astoria cinema has been sold to London Based developers, Knightsbridge Student Housing Ltd in a £5.5m deal, which should hopefully end any uncertainty with the now dilapidated building. Phil Graves, Director at Brighton based agents Graves Jenkins who handled the sale, commented, “Knightsbridge recognised the full potential of the site and are now considering their options for development. “They have an excellent track record and recently completed the redevelopment of the former CoOp site in London Road, protecting the retail street scene, retaining the façade of the former building and breathing new life into the road with the student accommodation on the upper floors. Unfortunately, the Astoria building has been vacant for so long and has such a major asbestos problem, that it cannot be retained in any way.” Acquisitions surveyor Ruth Appleby from Knightsbridge Student Housing confirmed, “We are having pre-application discussions with the council and it’s likely we will go down the route of private renter sector use and there will be an application in the next month or so. “The ground floor will be taken up with either office or retail as well as communal elements for the tenants. “The private renter sector model

is similar to student accommodation. There will be cluster rooms which will have a kitchenette and living space, but also substantial communal space where social interaction is encouraged. “For instance, we are planning on having a courtyard with allotment planters, sitting areas and dining space, a cinema room and a fully equipped gym. “The target market is not just young professionals but people who can’t afford the property prices but still want a city centre location.” The Astoria has had a chequered history since the late 1970s, changing hands a number of times with each owner not being able to realise their ambitions for the site. From cinema to Bingo Hall, dance studio to nightclub – nothing has worked. Phil added, “We have been marketing the building and handling enquiries for a number of years now and throughout that period and despite various interest, no party was prepared to consider the development of the site for commercial space. With the need to increase our housing stock in the city, Knightsbridge are looking into the viability of forming residential units for either students or via the private rented scheme for key workers. “It is essential that we develop the redundant sites in Brighton to continue to regenerate the city. We should now be looking forward, not backwards.”
