ESSEX TAKES PROFITS FROM NEW HOMES IN SUSSEX

E

ssex’s volume house builders are being granted planning permission to build tens of thousands of new homes across Sussex, on greenfield sites, whilst Sussex residents are being refused planning applications to build their own new homes. District councils across West Sussex and East Sussex are turning down most local residents’ planning applications for new homes, despite granting permission for thousands of new homes to be built by out-of-county volume house-builders, usually from Essex, such as Bovis Homes, Barratt Homes, Crest Nicholson, Berkeley Homes and Charles Church. Julia Arnold, MD of Sussex Home Hub and founder of the ‘Campaign to Get Sussex Building’ comments: “This is disastrous and unfair for Sussex people who want to build their own new homes, often on brownfield land. Most applications are being refused, while, volume house builders from out of Sussex are being given permission to build thousands of standard house-types on greenfield land.

“Not only does this mean the profits from the new homes are going out of Sussex, it is also resulting in work being given to architects, planning consultants, builders and other workers from outside Sussex, in priority over Sussex workers.” There are two reasons for this bias against Sussex self-builders. The first is that since the planning regulations were relaxed last year, the huge increase in individual (and often unprofessional) planning applications from selfbuilders may have created too much administration for councils. It is much easier for councils to meet their housing number targets by allowing fewer large sites by wealthy volume builders,

who can also make social contributions through the National Planning Policy Framework (NPPF), such as building a school or doctor’s surgery. The second reason local selfbuilders are often turned down for planning permission, is because they have failed to make adequate planning applications which comply with the complicated regulations that surrounds the planning system. For example, applications for barn conversions increased by 400% in just four months last year after the planning laws around them were relaxed, so barn owners now have the right, within certain restrictions, to undertake a barn conversion in England without the need for planning permission. Despite these new ‘permitted development rights’ nearly two thirds of applications were stopped from going ahead by local councils. “This is wrong and unnecessary,” according to Sussex Home Hub, a free service, which is helping people across Sussex to get planning permission

I

am delighted to start a regular column to provide an update on the Brighton i360, as this exciting new addition to the city begins to take shape. Anyone who has walked down to the seafront in the last couple of weeks cannot have failed to notice that the build is now well and truly underway. We have already installed five of the 17 steel cans which together will form the 162m high tower and the i360 is already 40m high. It is amazing to imagine that by September, we will have completed building the 162 metre high tower! Having such visible – and impressive – construction work being carried out on site has certainly increased our public profile and we have noticed a real upturn in interest around the project. Hundreds of people have come down to watch the spectacle of the beach landings and the heavy lifting, and there is a real sense of excitement building on the seafront. Although the tower has only just begun to appear above the surface, there has been a lot of work going on over the last year – both in preparing the site and behind the scenes on the business itself. We recently celebrated the first anniversary of our ‘financial closure’ when we signed more than 100 contracts with our funders and construction partners and the project officially started. Funds have also started to be channelled back into the city, with more than £850,000 paid by the i360 to Brighton and Hove City Council so far. Once we are open, the Council is set to earn over £1m a year, which has been earmarked to invest in the seafront. Overall, the i360 is expected to generate £25 million per year for the local economy We have proudly been putting all of our tenders out locally and have a growing army of local companies working with us. Our new website (www.brightoni360.co.uk) was designed by Tilt – a digital agency based in Fleet Street near Brighton Station. We have also signed up Masterchef: The Professionals winner and Sussex chef Steven Edwards to design the menus at our brasserie. Last week, we announced a discount resident scheme offering half price entry to local residents as well as free places to children attending a state school in Brighton and Hove. It has been a busy week; as well as the beach landings, last weekend, I was honoured to participate in a fundraising event for Rockinghorse and stepped out Strictly Come Dancing style at the Hilton Metropole with my dance partner, David Samuel from Paddle Around the Pier, along with Barry Carden from Cardens Accounting, and Tom Evans and Nicola Hume from Heart FM. Together we raised over £100,000 for the charity. Brighton has not had a major new attraction since the Victorians built the piers. ’ve thought of Amex House as special since it appeared on Antony Seldon’s list of Brighton & Hove’s ten best 20th century buildings in his 2002 book Brave New City. “A controversial choice, but its design works admirably…”, he says. The new glass-covered headquarters of American Express, to the north of Amex House, is a serious building with a job to do. It is certainly bulky but this is a small sacrifice to make in return for such a large employer being based in the city. Perhaps more controversial than the entry on Dr Seldon’s list is a requirement within the new building’s planning permission that Amex House has to be demolished by 2016. For a building that is not yet even 40 years old, demolition is concerning. It opened in 1977 to the designs of Gollins Melvin Ward Architects (not a household name but an internationally-respected firm nevertheless) and soon became known as ‘the wedding cake’ for obvious reasons. It reminds me much more of a Chinese pagoda though, rather than a cake, and I half expect to find an Indian interior, in a reversal of the nearby Royal Pavilion’s mixed origins. The Regency Society is fighting a campaign to save Amex House which certainly has merits. To tear down 45,000 tonnes of concrete and 4,000 tonnes of steel in order to further develop an already intensivelydeveloped site seems somewhat wasteful. The case is being brought by the society that much will be lost (a landmark building with sun-kissed piazza in particular) and little gained. Given the choice, I’d much rather see Amex House refurbished than endure years of planning and construction delay. It may well be possible to squeeze more office floor area from this constrained site but there seems little reason why we might need or want to. www.buildingopinions.com

LANDLORDS MUST COMPLY WITH NEW SAFETY REGULATIONS FOR RENTED PROPERTY

L

andlords will soon have to deal with the threat posed to their tenants by carbon monoxide poisoning or face a financial penalty. Measures announced by the Government in March are expected to come into effect later this year and will require rented homes to be fitted with at least one carbon monoxide alarm. Landlords who fail to comply will be liable to a civil penalty of up to £5,000. Leaders’ technical and compliance director Carole Charge explained that landlords will need to install a carbon monoxide alarm in any part of a property that is deemed to carry a high risk - such as rooms in which a gas or solid fuel appliance is present. Landlords will also be required to install smoke alarms on every

floor of a tenanted property. “With an increasing number of tenants in rented accommodation across the UK, it is inevitable the spotlight will focus more and more on safety - and this is something Leaders welcomes,” Mrs Charge stated. “The overriding responsibility of a landlord has always been to provide a safe environment for their tenant, and the new measures will help to ensure this remains the case. I would advise all landlords to have carbon monoxide and smoke alarms fitted in advance of the new legislation coming into effect, which is likely to be in October.” Statistics show approximately 40 deaths and 670 serious injuries are caused by carbon monoxide poisoning each year.

Mrs Charge said: “Carbon monoxide has no taste, smell or colour, so it is easy to understand how so many people are unaware of its presence. Cases of poisoning can be down to poor installation, a lack of maintenance or damage to a gas appliance within a property. “The good news is that deaths and injuries caused by carbon monoxide can be easily avoided through the use of a functioning detector. The equipment will alert a homeowner as soon as carbon monoxide levels rise above the norm, giving them and their landlord time to act.” Leaders has stringent measures in place to ensure its landlords’ properties have regular gas safety inspections carried out by an engineer who is registered with

Gas Safe Register. “We will be just as rigorous when it comes to ensuring our landlords comply with the new carbon monoxide and smoke alarms regulations once they come into force later this year,” Mrs Charge said. Leaders is recommending its landlords have the alarms installed at the same time as a gas safety check, providing one is due before October, and can arrange for this to be done on request.
