Commercial property on the whole managed to avoid the lull in activity witnessed in the UK residential market in the run up the general election. Transaction

volumes for UK commercial property in the first quarter reached £19.1bn, which was second only to the record set in the previous three months. Transactions were helped by a surge in student accommodation and hotel deals. But favourable returns relative to other asset classes and the UK’s reputation as a safe haven also continued to boost demand as they have done for some time. Demand from foreign investors remains strong, and they accounted for 42 per cent of all UK transactions in 2014, according to Property Data.
However, with valuations in London having risen sharply, the regions look like better value and we expect to see growing demand in these areas. Investors should be cautious when yields are so low that there is limited scope for them to be compressed further through rising capital values. But overall, Coutts
still see UK commercial property as an attractive asset class – they concur with the recent RICS Commercial Property Market Survey suggesting that confidence in the UK economic outlook remains healthy, and that 2015 will be another good year for property. www.coutts.com

WHAT DOES THE FUTURE HOLD FOR THE PRIVATE RENTED SECTOR? lmost a quarter (24 per cent) of households will be part of the private rented sector (PRS) by the end of the current parliament in 2020. The latest Rent Check report, produced by BDRC Continental and Allsop LLP, outlines what is believed to lie in store for the property market over the next five years. Allison Thompson, lettings director at property specialist Leaders, highlights the key findings: “There has been a 13.9 percent increase in the proportion of houses within the PRS over the last two years and rents are increasing. In the south-east specifically there has been a 10.07 per cent rise in rents over the same period. “On top of this, it is expected that more than 1.3 million new households will be added to the UK’s property stock, of which one million will need to be provided by

the PRS. London and the southeast are likely to see the greatest increases in terms of the proportion of homes within the PRS between now and 2020, as rising tenant demand drives the addition of new rented homes to the market.” The report reveals that a steep increases in house prices has led to a slight decline in rental yields for landlords, however the prospect of further capital appreciation is keeping investors keen. 14 per cent of those surveyed by the Rent Check said they had expanded their portfolios in the last three months and 26 per cent confirmed plans to do so over the coming six months. Across the country as a whole, expansion of the PRS is described as “inevitable” by the report. What’s more, the PRS is also predicted to become more important than ever by the time
the country goes to the polls again in 2020. The Conservatives have outlined their commitment to home ownership and schemes to increase this are in place. But in some areas, rents and capital values will rise more quickly than people are able to save, meaning owning a property will remain out of the reach of a “large and growing section of society”. “With tenant demand likely to remain high, rents on the rise and the PRS forecast to grow, we are seeing optimism among landlords and would-be investors,” says Ms Thompson. “Now is an excellent time to purchase an investment property or to expand an existing
portfolio. ur vision has always been to create a sustainable attraction and to make the i360 as ‘green’ as possible. In our early designs, we had planned to include a wind turbine at the top of the tower, which could have created around 20% of the vertical cable car’s energy needs. When our engineers got into the more detailed designs, we had the disappointing news that unfortunately the turbine might cause the tower to move in high winds, and would therefore need to be removed. So they went back to the drawing board and have come up with a method of capturing energy on the vertical cable car’s descent. By doing so we will recover approximately 50% of the energy needed to power the vertical cable car’s ascent. So we will save even more energy than from the wind turbine! All of our energy will come from renewable energy sources; and we are in the process of finding an electricity supplier who can offer a 100% guaranteed green energy tariff. We also have incorporated sustainability design into the beach building to minimise energy consumption. For example, we are using natural ventilation for cooling; we will use low energy LED lighting throughout the attraction and A+ rated appliances.

Sustainability is also about how we work. It is our vision that our restaurants will serve fresh locally, sourced food that has been caught, reared and grown in Sussex. We also will be installing a food composter for our food waste that turns waste into water. We will have recycling waste bins throughout our site for use by our customers and our staff. Our team are encouraged to cycle, walk or take public transport to work and we will provide dedicated cycle storage, showers and changing facilities. We will become a member of Green Tourism Business Scheme and promote environmental awareness and sustainability – training staff to reduce waste and conserve energy and resources. ow you see it. Now you don’t.” was the caption in the Argus back in 2012 when a large house on Roedean Crescent disappeared without notice.
Had it not been for the article though, few would have even noticed. Roedean Crescent is hardly a thoroughfare or even a cut-through. I only usually visit the area to see my friend on Wilson Avenue in Lower Roedean (well, that’s what he calls it). The road features a variety of different styles with a particularly attractive stretch of neo-Tudor on the south-west portion. Following demolition, the vanishing home of Henry Normal (of Baby Cow Productions prominence), Angela Pell, and their seventeen-year-old son Johnny rose from the chalk bigger, braver and more becoming than before. The facades of the houses on the south section of Roedean Crescent are somewhat misleading. As the buildings are set lower than the pavement, little clue is given as to their size. Two low storeys in a modern take on Sussex vernacular are presented from the front by the house in question. By looking back from the den of a certain young budding artist at the foot of the back garden, a Classical terrace across the whole house is revealed, above which there are three high storeys – and a balcony that does credit to the sea views that are afforded. In a somewhat similar story to Hove’s Tongdean Avenue, Roedean Crescent is wide, quiet, elevated and envisaged by its developer as an enclave of its respective town’s finest detached homes. To that end, Roedean Crescent is going from strength to strength. When Angela and Henry bought their home eighteen years ago, they had little idea that it would be reborn in such a dramatic manner – all credit to my friend, Brighton-based architect Nigel McMillan, for making this a reality. www.buildingopinions.com

They both knew they would need to expand and their initial thought was an extension into the large rear garden. It was here in the pages of Latest Homes that they saw an ad for a trade exhibition at the American Express Community Stadium. It was called ‘Move Or Improve’ and they decided to go along. It was here they met James Powell of DMB Solutions for the first time. “Originally we had wanted the simple kitchen extension, but when the DMB team came to look they had lots of other ideas we would never have thought of. James suggested we expanded width ways across the rear of the property rather than a longer wing and it was James who suggested we should consider going up into the roof space,” says Dominic. “We made it very clear that we were working to a very fixed, and not extravagant budget. TSS FACILITIES: LANDLORDS AND THE HIDDEN DANGER THAT IS LEGIONELLA

teve Tugwell explains the real cost of cut-price water assessments. As any landlord knows, letting a house involves more work than just collecting the rent each month. One of their responsibilities is to ensure that the risk of tenants being exposed to legionella is properly assessed and controlled. Legionella is a bacteria that thrives in warm, stagnant conditions and causes Legionnaires' disease, which can be fatal. Legionella affects all sizes of properties, as Steve Tugwell, Water Treatment Director at TSS Facilities in Hove, explains: "Just because you have a two-bedroom flat it doesn't mean you're immune from it. We've found legionella in all sorts of small systems. All properties need to be risk-assessed to make sure the plumbing system is compliant, clean and functioning as the

manufacturer recommends." There are various companies that offer risk assessments, but Steve warns that the landlord has a responsibility to make sure that the person who carries out the assessment and provides advice is competent to do so. “If someone contracts Legionella and dies then it becomes a criminal offence. Both the Health and Safety Executive and the police will investigate, and the buck stops with the landlord.” To find out if a risk assessor meets legal requirements and has the correct qualifications and experience, simply check to see if they are on the Legionella Control Association (LCA) register. "Only companies that are qualified will be registered with the LCA," says Steve. "I wouldn't use anybody that's not on there. You as the landlord bear the legal responsibility." Fines can also be issued to those who haven't got a

risk assessment in place, whether there has been a problem or not. A legionella risk assessment by TSS Facilities involves a thorough check of the plumbing system followed by recommendations listed in order of priority to help landlords plan ahead for any maintenance. A low risk property may not need to be revisited for two years, although properties that have been left empty for a while should be regularly checked as they are at a higher risk of
