WORK COMMENCES AT RAMPION OFFSHORE WIND FARM ork will begin this week at the Rampion Offshore Wind Farm, in readiness for the first foundation installation in January. This will include clearing boulders on the seabed along the cable route and around each of the 116 foundation positions to allow safe and effective installation. Chris Tomlinson, E.ON Development Manager for the Rampion Offshore Wind Farm, said: "After five years in development, following successful consultation, consent and contracting, we're delighted to be able to confirm that work will commence this week to prepare the seabed for turbine installation. “Assessment of the number of boulders is still underway but is likely to be in the thousands and up to six vessels will be on site to undertake the work over the next many months. Great efforts will be made to replicate the seabed as it is now and all boulders moved will be weighed and the new position recorded. Details of the new positions of the boulders will be made freely available to sea users. We will continue to issue Notices to Mariners to keep sea users informed of these works.” This coincides with work commencing onshore, with the first of 12 stages of the onshore project which started in early September to the south of the Upper Brighton Road, Worthing. Access points will be constructed first to allow construction of a

haul road along the cable route. This will be followed by trenching works to lay the ducting for the cables, and finally, the reinstatement of the ground. Work will start on building the

When the turbines are fully complete in early 2018 the electricity cables will come ashore at the Brooklands Pleasure Park in Worthing and will transport power along 27km of underground onshore cable to the new substation at Twineham where it will be connected to the grid. During the planned three year offshore construction period it is estimated that around 250 to 300

jobs will be created. A workforce of up to 100 will be employed for the onshore cable route and around a further 40 to 60 people at the onshore substation during construction. Once the wind farm is commissioned and fully operational, it is envisaged that up to 65 full time permanent jobs will be created at the operations and maintenance base which will be advertised locally and will include two apprenticeship roles per year for at least three years. Approval has also been received from Lewes District Council Planning Committee for the wind farms operations and maintenance base at Newhaven Port. The design is expected to be finalised over the winter period with construction planned to
commence later next year. The 400MW 116 turbine project being built by E.ON and the UK Green Investment Bank plc 13km off the Sussex coast will, when complete, provide enough electricity to supply the equivalent of around 300,000 homes and reduce C02 emissions of up to 600,000 tonnes a year. The Rampion project remains set to become the first offshore wind farm off the south coast of England and is believed to be the first UK Round 3 project to enter construction. Restoring the ‘White Cafe’ arches & getting involved in the community
T
his week work is gathering apace on our beach building. The concrete frame has already gone in and our contractors have built around one third of the 60 columns, which will support the roof. We expect the roof to be added in early October. At the rear of the building hidden underneath the pavement on Kings Road are a series of arches. When the building is completed, these will be hidden from view and become our back of house area for storage, our recycling store and staff facilities. These arches are not part of the original 1866 West Pier, but were in fact added 20 years later. Like much of the Victorian seafront they are crumbling and have been propped up with supports for many years. We had originally planned on refurbishing them, but our structural engineers advised that the arches are too heavily corroded and dilapidated and will need to be rebuilt. Two of the arches, known as the ‘White Cafe’ are structurally sound and will therefore be restored. We were granted planning consent to rebuild them earlier this year. In preparation, we spent 6 weeks this summer installing 114, 5 metre long, ground anchors to ensure that the rear wall of the i360 beach buildings, which supports the footpath and highway on Kings Road, will continue to stay supported. We expect the arches work to take approximately 3 weeks. During the rebuilding period any waste material is segregated on site and recycled. Having signed a lease for 125 years, the i360 beach buildings and tower are designed to stand well into the next century and beyond. Therefore they need to be able to stand the test of time as we are creating the future heritage of Brighton seafront. Meanwhile we have been busy in the community. We hosted four fully booked free tours as part of Heritage Open Days and held a sold out talk with our chief engineer. We had a community stand at the Costume Games with an appearance by a stilt walker dressed up in an amazing i360 costume designed by Brighton fashion designer Jess Eaton. A
pair of derelict workers’ cottages with a guide price of £60–80k at Parson Son & Basley’s latest auction meant a testing first outing for new auctioneer Simon Caplin. 19-20 The Square in Patcham were built in the early 18th century. Their original use is unclear. What is certain is that they have sat unoccupied since as early as 1938, the point at which the current owner’s family bought the estate which included the auction lot and several other cottages; all of which are now Grade II listed. I had never heard of The Square before. It is tucked away behind Old London Road and has the look of a semi-working farm. Flint, brick, slate and unmade paths feature throughout. There are overgrown plants (with talk of Japanese knotweed at the auction) between the various buildings. The interiors of 19–20 include collapsed floors and crumbling lath and plaster. Census records show agricultural labourers, gardeners, carters, railway workers and washerwomen as residents in the 19th century. They have all left presumably. At a glance, the two cottages look like one. Planning permission is in place to rebuild the southern brick section, restore the northern flint section, and add a sympathetic extension. Works would presumably include the replacement of the building’s horizontally-sliding sash windows. A quirky two-bedroom single-storey dwelling would be the result. LCE were the architects. I’ve been to a lot of Parsons auctions over the years and bid many times. I used to work for the firm in fact and enjoyed speaking with the cottage’s owner Michael De Silva, a former Partner, on a number of occasions. Never have I seen such interest in a single lot though. Simon handled matters perfectly and skilfully worked the room to achieve a quite incredible £176,000 – a whopping increase on the guide price. www.buildingopinions.com

RIGHT TO RENT: WHAT DOES IT MEAN FOR LANDLORDS? andlords across the UK could be affected by new legislation if the Immigration Act is introduced as expected this autumn. There has been widespread confusion and concern over the anticipated legislation, which would act as a clampdown on landlords who are letting properties to illegal migrants. Carole Charge, technical and compliance director at property specialist Leaders, says the imminent legislation should be on the minds of all reputable landlords as they seek to ensure they stay on the right side of the law. “It is worth noting that the latest updates suggest the bill might include the creation of a new criminal offence that could see landlords imprisoned for a maximum of five years if they are found to be housing illegal migrants,” she explains. “This makes it essential for landlords to
