Yes, 750 issues of Latest Homes and almost as many of Latest 7 out back. This hardly seems possible and even less believable that we started this 15 years ago! I still had dark brown hair back then , no I still had hair then! Back then, under veils of secrecy, we started to talk with local estate agents, some of whom had approached us to see if we would be interested in working with them to create a new and innovative property magazine. Of course we were interested, we were excited and thrilled and honoured to have been asked.

Together, after many meetings, we created what was to become the country’s most talked about property magazine. It was weekly, glossy and in full colour – and it was affordable, we cut prices for agents and made it possible for them to market homes in a far more attractive way. We created new ways to market homes too, with large format full colour features on homes of all kinds, from striking studio apartments to luxurious country estates – and we did it in a way that had never been done before with quality editorials and bespoke professional photography. At the start there was a tight and loyal band of industry professionals that supported what we were doing, and I am proud to say that many of them still work with us to this day. We fiercely promoted the independents at the start but pretty soon we were joined by the larger corporate firms and soon after that by property industry specialists; law firms, surveyors, builders and developers. Everyone here at Latest would like to say a big thank you to our readers and our advertisers, far too many to list here, and here’s to another 750 issues!

his week we reached a major milestone when the ‘jacking tower’ was removed to reveal the slim tower beneath. Now you get a real sense of why the i360 is the slimmest tall tower ever built in the world; a real marvel Fatboy Slim visits the i360 of engineering. I am looking forward to seeing the addition of the glass pod and lighting scheme next year. In France, the glass pod also reached a major milestone as we added the last pane of glass. We have been doing a trial assembly to make sure it is in perfect working order before it arrives in Brighton next month. The building continues to make good progress too and all the supporting columns have now been fabricated. Meanwhile, we were delighted to install a defibrillator kindly donated by the Hove Business Association and Heart Sussex. A group of local traders and members of the Association gathered to see a Photo: Finn Hopson demonstration of CPR and how to use the defibrillator by the Council’s seafront team. The father of one of our team had his life saved by a defibrillator, which brought home to all of us how important this life saving equipment is. Currently the defibrillator is located on the east side of our hoardings and once we open it will move to our beach building (we will also have a defibrillator inside the pod). Congratulations to all the winners of the Sussex Life Food, Drink and Hospitality Awards 2015 at the Metropole. I judged the Tourism Ambassador category and the Brighton Marathon were the worthy winners recognising their efforts to turn a race into the Brighton weekend to the benefit of the entire tourism sector. I sat next to the i360 brasserie’s executive chef, Steven Edwards (winner of MasterChef the Professionals) and his business partner Josh Stanzl who judged the food innovation category. I was also pleased to see the Employer Skills Task Force get underway bringing together some of the city’s larger employers. A particular focus is on creating apprenticeships, which is something we will be championing with engineering apprentices. nitial plans for a building to replace Bellerbys College, on the junction of Goldstone Crescent, Hove Park Gardens and the Old Shoreham Road, were poor. The old Bellerbys site, ultimately owned by the Daily Mail pension fund, became derelict when the language college relocated to their new building beside Brighton Station. It was acquired by Hyde Housing who submitted plans in 2008 and 2009 for complete demolition and replacement with a white-render box containing 72 flats. Permission was twice refused, and subsequent appeals dismissed. One reason why the plans came under such scrutiny was the proposal to demolish Park House‚ the centrepiece of the estate. It wasn’t until new plans were submitted in 2012 that I was won over. The turning point was perhaps the appointment of Andy Parsons and his then new firm, Yelo Architects, by Hyde Development Director Tom Shaw. The new scheme, which was approved first time and has just been completed, features two key ingredients of what I look for in a successful project‚ originality and respect. The completed building is original. Its protruding balcony arrangement with comforting brick columns is a first in Brighton & Hove. It is respectful to its location. Yellow brick, similar to that of the houses opposite, works perfectly. The park-side location demands greenery and garden designs by Brighton-based landscaper Nicholas Dexter are more than adequate to that end. Badgers have been looked after and there are now twice as many on the site as there were when works commenced. The gravestone of Punch the dog has been carefully moved to the rear garden. One Hove Park, or‚ 35 Old Shoreham Road‚ as it was known by the Post Office, certainly makes it onto my list of local modern buildings that I actually like. EXECUTIVE DIRECTOR BRIGHTON & HOVE ECONOMIC PARTNERSHIP here are many, many wonderful things about our city by the sea. The mere mention of Brighton and Hove has become synonymous with a plethora of intoxicating superlatives. Each one more beguiling than the one before and each helping to cement in our minds an unbreakable brand unmatched elsewhere in the UK. But scratch below the rhetoric and there are challenges aplenty. The challenges somehow seem insurmountable. We need to build 24,000 new homes by 2030 to accommodate the city’s growing number of residents. On top of that, they need to be affordable because wages in the city haven’t kept up with the meteoric rise in house prices; our median earnings are actually below the South East average. Getting people around in the city continues to cause great consternation too. There are 37,000 of us that commute out of town every day for work, compared to an in-flow of 33,000. Our trains are at bursting point with over 19.5m passenger journeys a year and the issues are only compounded with the morning gridlock on our roads. But if you’ve managed to be one of those people lucky enough to get a job, spare a thought for those crowded out of the market. With 7,000

graduates leaving our two world class universities every year, the issue of PhDs serving cappuccinos is very real in the city, which forces out the majority of entry level job seekers. In fact, the number of people classed as NEETS (Not In Education, Employment or Training) is actually higher than the national average. Gone too is the heyday of the public sector. The cuts to Local Authority budgets are cannibalising the daily delivery of many frontline services – £70,000 of cuts per day to be precise – and they will usher in a whole new mechanism for how we, as residents, access those services. And probably most shocking of all, 20% of our children officially live in poverty. Unfortunately, the list does go on.

ARE WE PAYING ENOUGH TO ‘THE PLANNERS’? he planning process can often be frustrating for those of us in the local property industry. There is absolutely no certainty; a ‘no brainer’ simply does not exist in planning vocabulary. Since planners received their Royal Charter in 1959 (forming the Royal Town Planning Institute), they became accountable to the public and were obliged to consider all implications to a wide range of people. The focus shifted from those who would usually have an active voice such as the applicants themselves. Accordingly, as opposed to the old technocratic approach, planners adopted more of an advocacy role, turning to ‘best practice’. When considering whether or not an application has merits, the question of ‘for whose best interests is it intended?’ becomes the key issue for planners to consider, when historically, it might not have been as important. So there is always going to be uncertainty and there is of course an argument that this is the fairest way to operate. After all, everyone has different interests to protect and planners need to balance all of these without focusing on a select few. Nevertheless, many will ask, ‘why the delays?’ An applicant is paying for a service and the service has a timescale for a decision. The key issue (and this will be no great surprise) is resource and the distinct lack of it within

So what’s the plan?

Thankfully, there is a passion that runs through the core of a large proportion of the people that I meet on a daily basis. Be that business people (big or small), Local authority officers, elected members or third sector, there is an undeniable belief in our city, and a willingness to roll up sleeves and get things done. Over 15 years ago, the city’s Economic Partnership was set up, along with nine others in the South East. Now, in 2015, we are the only one left standing, with a remit to support the local economy. In that time it has produced three Economic Strategies in partnership with the Local Authority and seen the city develop to where we are today. Notwithstanding the problems, we do have a lot to be proud of. Brighton and Hove continues to be the envy of many of our competitors and I could happily wax lyrical about the myriad successes of our £5.4bn economy.

Same meat, different gravy

But here’s a question for you. How can we be a truly international city, if we can’t grasp our thorny issues and deal with them robustly? Housing, transport, regeneration, tourism and skills are all concerns which you’ll hear about from every city in the UK; we aren’t special in that respect. But it’s that unique Brighton & Hove flavour that’s going to be part of the solution. The plan, in its most simple form, is one of partnership. Partnership to deliver services, partnership to thrash out strategy and partnership to commit to creating a city that can support all corners of our diverse and exceptional community.

Local authorities have lobbied ministers for the right to set their own planning charges

local government in recent years. Brighton & Hove City Council’s planning department is overstretched and under pressure with the increasing level of applications coming forward; a downside to our flourishing market. The government’s spending review this November is anticipated to contain around £20bn in additional funding cuts. In a recent report by the Local Government Association (‘Spending Smarter: A Shared Commitment’), local authorities have lobbied ministers for the right to set their own planning charges. Brighton & Hove has benefited from an increase in house prices over the previous year of 11.1%. With these figures in mind, it’s looking pretty inevitable that, should this policy recommendation be adopted, applicants in Brighton & Hove will be facing higher planning fees. Therefore, we are essentially faced with a choice. Do we want our planning applications to stand the best chance of being determined on time or are we happy paying the fees we currently pay to the planners? Perhaps when taking into account the further proposed government cuts, the bigger issue is this: how much worse will it get, if we do nothing? www.haydon-consulting.com

This time they took part in the Barns Green Half Marathon on Sunday 27th September. Team members Marc Cox, Tina Templeman, Jay Melton-Ball, Chris Thew, Chris Pearson, Damien Dunford, Dani Redman, George Wayne and Brittany Kemp endured the tough hills and heat in the Sussex countryside to stomp out the 13.1 miles. ohn O’Neill and his team at the Western Road office of leading Brighton estate agents Cubitt & West have good reason to be cock-ahoop this week, after the grand gala dinner they organised raised no less than £7,655 for charity. Some 150 guests attended the glittering function, held at the Holiday John O’Neill (r) and Aaron Fernandes of Cubitt & West’s Western Road office present the cheque to Inn Seafront Hotel on Saturday 19th September. Elizabeth Baxter, Head of Fundraising for The Martlets. Among them were staff, clients, family, friends – and even one or two other estate agents! They were entertained by The Actually Gay Men’s Chorus and the fabulous Jason Lee, with dancing to DJ Troy Anderson. A raffle and charity auction were also held during the course of the evening, with prizes ranging from a Paddington Bear personally signed by his creator, author Michael Bond, to a table for 10 in the worldfamous revolving restaurant at the top of the BT Tower in London. The money raised is being shared between Martlets Hospice and the national children’s charity Action Medical Research. Organising the event took a lot of work, John O’Neill says, but he is absolutely delighted with the success of the evening, and the amount raised for such good causes. ECO OPEN HOUSES 2015

Environment, Transport and Sustainability Committee, said: “The Eco Open Houses weekends are always very popular. Visiting the properties, and talking to the owners taking part, is a great way to get ideas and inspiration for making your home more environmentallyfriendly, and cut energy bills at the same time.” Homes that take part in Eco Open Houses achieve an average reduction in energy use of 69 per cent, so energy bills are considerably diminished. Also, they typically have lower water bills and smaller carbon footprints than the average UK home. They are generally warmer and more comfortable to live in, and are better adapted to changing weather patterns too. Coinciding with the start of the ‘heating season’ the event will provide advice on how to keep homes warm this winter, and will also continue to inspire the public, giving practical guidance for those who would like to see how design can improve their carbon footprint. ustainable, energy efficient homes remain the future of housing: that’s the message from this year’s Eco Open Houses in Brighton and Hove and surrounding areas, which will take place on 17, 18 and 24, 25 October. The annual event, which sees owners of some of the greenest buildings in Sussex opening their doors to the public for free, showcases the most innovative green technologies and materials currently available.

Twelve buildings will open their doors to the public, including: Five retrofitted and four newbuilt homes. All four new build homes and one of the newly built community buildings are zero carbon. A zero carbon house on Grantham Road, featuring an air source heat pump, solar photovoltaics, rainwater harvesting and underfloor heating newly built to the exacting Code for Sustainable Homes level 5 standard. The office that used to be a toilet block; featuring ground floor insulation, food growing, rainwater collection and recycled furniture. The award-winning Earthship Brighton community centre made out of old car tyres rammed with earth. It generates its own solar energy for heat and power, and treats sewage on site. The internationally renowned and award-winning Waste House at the University of Brighton, made almost entirely of waste, including old denim and thousands of toothbrushes, will be open to the public throughout. Brighton Permaculture Trust’s Fruit Factory, a strawbale retrofit of a tractor shed set to revolutionise scrumping of local fruit. The public are also invited to a talk on low energy Passivhaus construction, featuring a Passivhaus refurbishment in Totnes. Passivhaus is an internationally recognised standard for comfortable low energy buildings. Councillor Gill Mitchell, chair of Brighton & Hove City Council’s

FIVE KEY LEGAL CHANGES ive major legislative changes are due to come into effect over the coming months that landlords in England should be aware of.

tenant has recently complained about the state of their property and the local authority has issued a notice of improvement. There are also a number of other pre-conditions for serving a Section 21 due to be implemented which will prescribe whether and when a valid Section 21 notice can be served to regain possession.

New powers will allow tenants who do not have the right to live and work in the UK to be evicted from a let property

1 Health and safety regulations At the time of writing, these regulations are awaiting parliamentary approval and the full details are yet to be confirmed, however it is expected that, from 1st October 2015, landlords will be required to have at least one smoke alarm installed on every storey of their properties and a carbon monoxide alarm in any room containing a solid fuel burning appliance. In addition, the TPO and PRS Codes of Conduct require co detectors in properties with a gas appliance. Landlords found not to have installed these devices will face a fine of up to £5,000.

4 Houses in Multiple Occupation licensing (HMOs) Currently, a house in multiple occupation (HMO) is defined as a property in which three or more people live but do not form one household, i.e. they are not related or in a relationship. This is commonly known as a house share. However, the government has suggested it will look again at the definition of an HMO so more properties fall within this designation. In addition, many local authorities have adopted ‘selective’ licensing, requiring licensing of all HMOs and sometimes all let property within their jurisdiction Landlords need to stay up-to-date with any changes being proposed by the local authority in which their property is located as its status may be subject to a change in the future.

2 Right to rent – the Illegal Immigration Act A trial of the ‘right to rent’ scheme – in which landlords are required to check the immigration status of their tenants – has recently been completed and is expected to be rolled out across the country by the end of the year. New powers will allow, in some cases, tenants who do not have the right to live and work in the UK to be evicted from a let property without requiring a court order. Landlords who fail to complete the necessary checks to ensure their tenants are legally able to rent their property could be prosecuted, with potential punishments ranging from four-figure fines to imprisonment for repeat offenders or those involved in organised crime.

5 Rogue landlord crackdown There have been clear indications the government is ready to launch new measures designed to penalise rogue landlords who blatantly flout existing legislation, allowing their tenants to live in poor and unsafe conditions. With ever-changing legislation surrounding letting, the advantages of letting through a knowledgeable and reputable agent are clear. A good agent will make landlords aware of all legislative changes that will affect them and help them to stay on the right side of the law. Before you start looking it is important to get an idea of what you can afford, speaking to an independent advisor is crucial, My Mortgage Company has access to the whole market and can advise on what lenders will be available to you, how much they will lend you and what documents you will need. Using affordability calculators and knowledge of the lenders’ criteria will give you an accurate idea of the mortgages available. Lenders will look at your situation as a whole and providing the relevant information at the first meeting will help MMC make a suitable recommendation. During this meeting My Mortgage Company will provide you with a large amount of information and you will start to get an understanding of other elements of the purchase and important costs that you will incur some of these are the following:

Homebuyers report or full building survey. The cost varies between £150 £2,500 depending on the value of the house and what type of survey you would like, again this can be discussed in more detail when you find a property to buy. Solicitor Costs: These vary once again and are based on the value of the property. At My Mortgage Company we use a fact find to gather all the relevant information required to provide you with a recommendation, so once we have explain the costs involved and have an idea of the mortgage options available to you, then selected a suitable mortgage option the next step is to get in principle an agreement from the lender to provide you with the amount of money you need to purchase a property. Once you have this you are ready to go property hunting! My Mortgage Company can help with registering with local independent agents we work with and can help you put your offer forward to give you the best chance of securing your home. Having found the property of your dreams and had an offer accepted the next stage is to submit a full mortgage application, all the preparation done as above comes together and makes this part relatively simple. We have all of your information to make the full application, we know how much it is going to cost you to move and we know which mortgage lender we want to use. The next phase is to instruct your solicitor and surveyor. My Mortgage Company likes to make sure we are involved in the sale through to the end and that is why we are here to help explain any documentation you get from your solicitor or just be on hand for general advice. Once your solicitor is happy with the legal documents and your mortgage offer has been released you are then ready to exchange contracts. At this point you will need to transfer 10% deposit over to your solicitor and agree a day that you want to move in. Once everyone is in agreement and you have exchanged contracts the purchase is legally binding and you can look forward to moving in to your new home. opefully this will be my first of many columns to appear in Latest Homes in which I look at property and local news from days gone by. I picked 50 years ago and to my surprise The Martlets in Hove was being advertised for sale. It is amazing to think these “Regency Styled” units are half a century old and the £7,750 starting price would now seem like a great investment as one was advertised in Latest Homes recently for £500,000, an approximate 65 times increase. Although also spotting an advert to join the Civil Service earning £1,000 a year would mean nearly a year’s salary would have been required to put down a 10 per cent deposit and all the costs involved, which shows it was just as tough to buy then. Although the new flats at Leahurst Court London Road Brighton were a snip at £3,975 with 80 per cent mortgages available, which meant £800 was the deposit on a purpose built flat – these were considered a modern purchase. Building Societies wanted to hedge their bets on the size of advance given to a new commodity. fter a summer of arduous slog on the Pier, fielding the asinine questions of the great unwashed – sometimes too literally – in not the most salubrious of surroundings (that should be the actual job description), it’s something of a relief to be back to the more delicate duty of writing this column. The weekend before Pride, I had a dream that I’d rented my own bedroom to a delightful gay couple for the Pride celebrations. When I woke up, I regretted not having put my bedroom online, as I was sure I could have made a few easy quid from such an endeavour... But all was not lost, as there was still a week to go before Pride, so I took some flattering photos of my bedroom and cobbled together an online profile of the room for Air B ‘n’ B, hoping to ensnare the much-imagined charming gay couple. Being as this was a bit of an experiment with potential unexpected money, I priced the room 50 per cent higher than the nicest room in my area, figuring that it would be much easier to get out of bed – my bed – and slum it in The Small Daughter’s room for £90, rather than £50…. After just a couple of hours online and a few nibbles of interest, three French girls booked the room. Even with my glasses on, their profile picture looked like that of three inmates out on day release. But it was £180. How mad could they be? As it happened, they were the mildest-mannered trio imaginable. They regarded me quizzically when I asked if they were in Brighton for Pride, claiming they’d never heard of it. They were apparently in the UK to visit sites of ‘historical interest’. I fancy they had no idea that they were about to experience something of ‘hysterical’ interest. They left without a word at 8am on the Sunday morning, leaving behind three spent tickets to the Royal Pavilion. I can’t help wondering how many bodies they had to step over in order to get anywhere in Brighton, as the entrance to the Pier was like a scene from hell incarnate by 7pm on the Saturday evening. Thinking that no one would be mad enough to rent someone else’s bedroom for hotel prices, I left the profile online and, within a week had two more bookings. The first couple came and went without us even seeing each other, yet seemed perfectly nice on the phone and left me a very favourable online review, which probably went some way to securing a booking from ‘couple X’, with whom I had a little trouble... more about that next week.
