Over the last few years there has been much moaning in the city about the behaviour of both residents and of visitors – but is that moaning justified? No one likes to be disturbed, we all like a bit of peace and quiet. At the same time we nearly all like to have fun and with fun there can be noise – it’s in the nature of things. Brighton and Hove is a city built on a few things and these days those things are topped by visitors and by students. Visitors are invariably here to have fun and students, well simply being a student is fun.

That is where the city makes money though, and we must be both grateful for that and accept the consequences of those factors. If we choose to live in the busy commercial centre of the city it will no doubt be less peaceful than in the outlying districts. We nearly all have choices about where we live and the immediate environment should be a major factor in making that choice. If you don’t like noise then find somewhere quiet to live rather than moving into somewhere noisy and then kicking up a fuss. I live next door to students in a residential area of the city not far from both universities, very nice they are too and on the whole pretty quiet. They do from time to time have parties and they can be a bit noisy, not terrible but I can hear them. I don’t mind, I was a student once, back in pre-history, and I have no doubt that I was pretty boisterous. I love living in a vibrant and busy city, filled with young people and tourists – hell bent on having fun. If I had one complaint it would be that my student neighbours never invite me to their parties! Who can blame them though.

CREATING A FAMILY DESTINATION

lthough Brighton is perhaps best known as a tourist destination for adults here to enjoy the dining, shopping, night-life and world class events, a social shift has been occurring over the past decade with more and more families with children visiting Brighton. When the i360 got planning consent in 2007 only 16% of visitors to Brighton and Hove were families with children, which is low compared to the UK average of 39%. This number has been steadily growing and in the last survey by Visit Brighton, this number had increased to 24%. We expect the i360 will accelerate this process further and put Brighton on the map for the family visitor. Families typically are one of the biggest consumers of visitor attractions. As a mum with two young children, I know that families like to enjoy days out with the kids, particularly looking for ways to keep them entertained during the school holidays. Families may have foregone a foreign holiday or new car during the recession, but they have still been enjoying days out; and visitor attractions have seen steady growth in the number of people visiting them. We want the i360 to be a familyfriendly attraction. For younger children, we will be opening a children's play zone aimed at the under8s (with a birthday party room) and for older children there will an interactive multi-media tablet and kids' activity book. In our restaurant, we will have kids menus and activities. Our building will have plenty of baby changing facilities in unisex toilets (how many other mums, gay dads and single dads get driven mad by the old-fashioned establishments that think baby changing should only be in female toilets?!). We hope to compliment the other family attractions in the city to cement Brighton as a family destination. We expect families to combine a visit to the i360 with a visit to Palace Pier for some fun rides; Brighton SEA LIFE; a trip on the Volks railway or City Sightseeing bus; or locals' family favourites of Hove lagoon, the Bucket and Spade playground near the i360 or Brighton Museum. e all know Woodingdean, Rottingdean and Ovingdean, along with Bevendean and Coldean for that matter. But where are Standean, Housedean and Baldean? I found out on a recent tour of Brighton & Hove City Council’s Downland Estate. First, it is worth pointing out just how unique Brighton & Hove City Council is in its vast ownership of surrounding farmland. The portfolio includes over 50 different holdings in key locations surrounding the city. At 10,500 acres, the portfolio dwarves the equivalent holdings of other local authorities. The estate was bought in phases during the late nineteenth and early twentieth centuries by what was then called the Corporation of Brighton. A principal aim was the protection of the water supply and the provision of delightful countryside. A great politician of the day, Alderman Sir Herbert Carden, bought large areas of the land personally and sold it back to the town at cost price. On my tour agenda was Castle Hill, Housedean Farm, Falmer Court Farm, Park Wall Farm and Stanmer Park. Housedean in fact sits outside of the administrative area of Brighton & Hove (it’s on the A27 on the way to Lewes) yet is still owned by the city. The farm’s ongoing efforts to diversify are impressive, as are developing plans to make Stanmer a gateway into the South Downs National Park. Other sites within the portfolio include Deep Bottom Rifle Range (sounds painful), Land at Green Broom, Hog Trough Bottom and Pickerhill Farm. Incidentally, Standean and Balsdean are north of Patcham and east of Woodingdean respectively. The Downland Estate is managed by Smiths Gore, rather than in-house by the council. It is certainly on a business footing which is essential bearing in mind the difficulties that are faced by farmers today and the propensity of local authorities to be neglectful. www.buildingopinions.com

THE PLOT NEW HOUSING CRUSADE he Government’s new housing and planning bill marks the start of a national crusade to transform generation rent into generation buy. Housing Minister Brandon Lewis MP, who announced the changes said: “As a one nation government we’re determined that anybody who works hard and aspires to own their own home has the opportunity to do so.” This confirmation by the Planning and Housing Minister means that more underused offices can now be converted into flats in order to meet acute housing needs in the city, as well as an option for demolition of disused buildings or new builds. Of particular importance is the clarification that any already approved schemes have three years in which to implement the consent. Prior to this announcement Stiles Harold Williams had been the only firm in the sector to receive government clarification on PDR rights. Between April 2014 and June this year, almost 4,000 conversions were given the go-ahead. Stiles Harold Williams alone have been instrumental in the sale of more than 1,000,000 square feet of ex-office capacity across the South East and beyond, which in turn has brought hundreds of much needed homes onto the market. In Croydon alone this has resulted in the creation of more than 3,000 units. To further support the delivery of new homes, the rights will also allow the demolition of office buildings and new buildings for residential use. Head of Planning for Stiles Harold Williams, Ian Coomber said: “This is a key announcement which we have been anticipating for some time. The development sector has been in hiatus for the past six months, with developers unsure if they could meet the strict May 2016 implementation date. This game changer has been well received and we expect the market to be reinvigorated with this announcement. Further changes to Permitted Development are expected over the coming months as the government aims to build one million new homes by 2020.” Richard Plant, Head of Development Consultancy for SHW said: “This is a long awaited and very welcome announcement that provides much needed certainty in the development market. couldn’t be more proud to serve my constituents in Brighton Pavilion. Our city is world-renowned for being creative, vibrant and innovative – but we also face a number of serious challenges. The city is plagued by serious rates of inequality – in some areas one in three children live in poverty and life expectancy for the most vulnerable residents is just 47 years. My vision for Brighton is of a fairer, greener, more equal city, with world-class local services, decent affordable homes and flourishing independent business. From my weekly surgeries and my regular case work I know that growing numbers of people are worried about their housing situation. It’s a scandal that in the 6th richest country in the world we have soaring rates of homelessness and housing insecurity. Those who rent are concerned about spiralling costs, especially sudden rent increases when their short-term tenancies expire. Extremely high house prices in Brighton means owning a home is out of reach for many, and, despite efforts by the council to build more affordable homes, there’s a chronic shortage of social housing. Many children born in the city today won’t be able to afford to live here when they get older. We need to get a handle on this crisis. That means continuing the good work of the last Green administration in bringing empty homes back into

use and building more affordable homes. It also means looking seriously at whether rent controls could help protect people from sudden and unaffordable increases. Lessons from across the world, from San Francisco to Berlin, show that rent controls can work without destabilising the market. It’s time to take bold action to solve the housing crises and make homelessness and housing insecurity history in Brighton and Hove. I also regularly hear from people who have to put up with damp, leaky homes. The latest figures show that 17,000 people across Brighton and Hove are struggling to heat their homes. Despite Government cutbacks on support for renewable power projects like the ‘Brighton Energy Co-op’ show the real potential in local, community-owned energy production. I’d like to see solar panels on every suitable house (as well as on public buildings). We also need a mass-insulation scheme across the city – which would create jobs, cut heating bills and keep people warm in their homes. With the right support from the Government Brighton could lead the way in welcoming a new era of truly sustainable housing policy. One of the best things about Brighton is the huge variety of independent shops and businesses on offer in our city. To ensure that our ‘indie’ culture continues to develop it’s crucial that we vigorously defend local shops and communities from the chain stores, multinational fast food joints and supermarkets trying to spread across the city. The recent application by Burger King to open a new branch on East Street reminds us of the need to be on our guard. Local firms should also be given a helping hand through a cut in the VAT rate for tourism. The bedrock of any community are public services. That’s why it’s crucial that we do all we can to defend our local services – from hospitals, to libraries and help for older people – from the further vicious cuts planned by the Conservative Government. Long-suffering Brighton commuters also need our railways to be back in public hands – and investment in our train lines to end the continuous delays and cancellations people currently face. I love Brighton but it’s clear that it faces many serious problems. In the coming months and years I’ll be working with people across Brighton and Hove to do all I can to realise our shared vision for a city that retains its unique spark but works much better for the people who live here.

GO WEST! his week I have picked on an area that, unless you live there or are in the know, was named in the late 1920s as The West Hove Garden Estate which comprises of Middleton, Derek and St Keyna Avenues running south of New Church Road to the sea. In my lengthy time as an estate agent I had never heard it called this. In New Church Road you lived in 'Hove' there isn't and wasn't an East Hove so no need for a West one! The advertising was pretty dynamic for 1929 and it seems descriptions even then were meant to entice the willing modern house buyer. You can see from the 1889 Aldrington Estate map that the pink plot on the left at the bottom was an early purchase for a developer and the West Hove Garden Estate was an early standalone development – for £50 down you had a good choice ranging from £1,095–£1,395. The agents seeking these were amusingly called Reason & Tickle who were based in North Street and in my Family Tree of Brighton & Hove Estate Agents (a work-in-progress) there is still a blood line from them to the present (answers on a postcard please!) ROOM WITH A FEW….

y Airbnb endeavours had been going incredibly well. After many years of letting rooms to foreign students, who tried their utmost to suck every bit of privacy out of your life like a top-of-the-range Dyson, here were a new group of people who were willing to pay four times more and have nothing to do with you. What could possibly go wrong? They arrived on a Friday night at around 11pm, a beaming young couple from Reading with minimal hand luggage. I showed them into the bedroom – MY BEDROOM on loan for the weekend – and left them to it, as they clearly couldn’t wait to get rid of me. I was busy working all weekend, yet sent them various friendly host texts hoping that they were enjoying their stay and inviting them to call me if they needed anything. I was not perturbed when I heard not a peep – or a bleep – in return. On Sunday afternoon, feeling generous, I let them know that there was no need to vacate the room until 6pm. Still no affirmative text... At 9pm, I returned home from a gruelling day on the Pier. I rushed upstairs to my room to find the door closed and what I can only describe as the noises of coitus uninterruptus emanating from within. Fuming does not get near. I rapped sharply on the door. First silence, then a very haughty “Hello?”, from behind the door. “Erm, you were supposed to have left by six”, I said rather weedily. “But we’ve booked for three nights”, came the reply. “Oh no, you’ve booked for two nights,” I replied. More silence. “Ah, well we want to stay for three, is that OK?”, came the response. I went from fuming to ballistic within a millisecond, but just managed to hold it together for long enough to squeak that they had half an hour to finish what they were doing and get out. I am aware that there is more than just an element of cutting off my nose to spite my face in this instance, as they would have had to pay me £90 cash for the extra night, but I was sooooo furious and had been looking forward to my bed all day. Besides, I’d reminded them by text that they were due to leave. Rather than stay and watch them slope back to Reading, I went to the pub and came back an hour later to find the key and a scrunched-up tenner sitting on the hall table. So now there’s a rather modern dilemma. Do I review them on Airbnb, tell the truth and blemish their lessee life for ever? Or do I just put it down to experience and let them off? Their only crime (apart from rifling through my cupboards and using four extra towels when they had two each anyway) was to be a bit daft and I’ve certainly been that in the past myself. Plus the extra tenner went down well in the pub...

The person accompanying the worker can be either a fellow worker or an official or employee of a Trade Union (the worker need not be a member of the union nor does the union have to be recognised). If the worker is not allowed to exercise his right, or is subjected to a detriment or dismissed, a remedy can be sought in the employment tribunal. There is no right to be accompanied to other kinds of meetings, such as a redundancy meeting; although of course an employer can always agree to the worker bringing a companion.

It had been thought that the choice of companion had to be reasonable – what if the worker chose a companion who was already in dispute with the employer to create conflict and bad feeling; or, information would be revealed at the meeting which would be of benefit to the companion and which they wouldn’t otherwise be aware of? The right is in fact an absolute one for a worker to choose a companion and is not interlinked with the statutory requirement for the request to be accompanied itself to be reasonable. A recent case held that it was a breach of trust and confidence to not allow a worker to be accompanied by someone who fell outside of the statutory criteria. If for example, the subject matter of the disciplinary charge was very technical; it may be appropriate to

allow the worker to be accompanied by someone who does not come within the definition, but has the skill or expertise to assist the worker. Or, there may be language difficulties which mean that it would be reasonable to allow the worker to be accompanied by someone who can translate for them. As ever with employment law ‘reasonableness’ is the key. Solid Wood Floor Solid wood flooring is exactly what the name implies – a solid piece of wood from top to bottom, the thickness of the flooring can vary but generally ranges from 18mm-22mm. You can use solid wood in any room that is above ground level, they’re ideal in family/living rooms, dining rooms and bedrooms. About the only place you can’t use solid flooring is below ground level such as in a basement due to damp issues, although the room may be well built and damp-proof, the moisture reading would still be too high to be suitable for laying solid wood flooring. Engineered wood floors are still real wood floors which are manufactured using multiple layers of wood veneers. The top layer of engineered wood flooring consists of high-quality hardwood; the layers that you can’t see can be of the same species, or of different species. Each layer runs in perpendicular directions helping to make it very dimensionally stable, by increasing the stability the floor then expands and contracts less than solid wood flooring would during any fluctuations in humidity and/or temperature. There is typically a choice of 14/15mm and 20/21mm thick engineered wood flooring. 14/15mm floors can be nailed or stapled to a timber subfloor such as plywood or wooden planks, or they can be glued down to such a timber subfloor or to a concrete slab, whereas 20/21mm floors are deemed as “structural” and can be laid directly on top of joists. Another option is to “float” the floor on top of underlay, this means the floor is not fixed down with nails or staples but the tongue and groove of the flooring is glued into place, this allows for a faster and therefore cheaper installation. Engineered wood floors can be used in any room either above or below ground and are ideal for laying on concrete as well as use in rooms such as basements as they are more resistant to moisture than solid wood floors. Engineered flooring still gives the option of being sanded and refinished many times like solid wood can thus making it a very versatile product.
