ANDREW KAY THE ISSUE y now we should have all become used to the change to winter daylight saving hours but it does raise a very interesting problem when it comes to viewing a property for sale or to let. I have always suggested that when viewing a home you should, if you are genuinely interested and are going for that all important second viewing, make that viewing at a very different time of day. It’s very important to find out how a home looks in different light. Somewhere that looks wonderful first thing in the morning could easily look like a temple of gloom as night falls, and especially at this time of the year as the sun sets so early.

A good tip is to take along a compass. Yes, I know, who on earth carries a compass or even owns one these days, apart from scouts and guides. Well funnily enough I do, though not in a physical way, but on my smart phone. I was killing time on a long train journey and browsing available apps when I came across a compass. Why on earth would I want a compass I thought? Then it came to me, to see where the sun would rise and set when I was out an about looking at properties to feature in the magazine. I have always made sure that we shoot when a home looks at its best but in a rather sloppy way, if you look to the sea that is south and turn you back that is north, Eastbourne is east and Worthing west – and in a way that is a reasonable guide. But since downloading the compass I have realised that my rule of thumb is not very accurate. The app was free, and I recommend that buyers get one fast. When you go to the viewing establish the compass bearings and quickly you will see where the sun will rise and set and that should give you an indication of how light and indeed how dark a home might be.

LEADERS SPEAK RULES AND REGULATIONS andlords: Are you ready for the new rules effective from 1st October? After a long-winded route through parliament, new regulations are now in place which affect all private landlords in

household, i.e. they are not related or in a relationship – you must comply with the HMO and building regulations that apply to your property. Should the alarms be installed in a specific place? Apart from stipulating that there should be at least one smoke alarm installed on every storey and a carbon monoxide alarm in any room containing a solid fuelburning appliance, the regulations do not specify exactly where the alarms should be placed. The alarm manufacturer’s instructions should be followed. A storey is a part of a building comprising all the rooms that are on the same level and the regulations apply to all storeys that have at least one room used wholly or partly as living accommodation. This includes bathrooms, WCs, halls, landings and stairways. A mezzanine floor would not be considered a storey. Can heat detectors be installed in place of smoke alarms? No, heat detectors are not a replacement for smoke alarms. How much does it cost to install the alarms? Prices vary however Leaders can arrange for compliant alarms and monitors to be fitted for £27.00 + VAT (£32.40) plus contractor costs. Leaders’ technical and compliance director, Carole Charge, addresses some key questions relating to the new regulations: What happens if I do not comply with the new regulations? The regulations will be enforced by local authorities who can impose a fine of up to £5,000. Who is responsible for checking the alarms are working? At the start of a tenancy it is the responsibility of the landlord to make sure the alarms are working – alarms should be checked on the first day of the tenancy commencement. During the tenancy tenants should take responsibility for their own safety and test all alarms regularly. Should I have a carbon monoxide alarm for gas appliances? This is not required by the new regulations, however, the PRS Code of Conduct require all let properties with gas appliances to have a carbon monoxide alarm. As Leaders subscribes to this code of conduct, we require alarms in all our let properties which have either gas or solid fuel appliances. Should the alarms be hard-wired or battery-powered? The regulations do not stipulate one type or another, however if your property is a house share or house in multiple occupation (HMO) – a property in which three or more people live but do not form one

his week we released a fascinating film about how the tower was built on YouTube. It therefore seems a good time to talk about the engineering behind the tower. The i360 is a real feat of engineering and its design is a world-first. Most people imagine the i360 must be a lift. Actually, the two things couldn’t be more different. A lift is a hugely energy-expensive mechanism that uses electricity to raise and lower its passengers in the lift cabin. The i360 is the world's first 'Vertical Cable Car’: it uses gravity and a giant 70 tonne counterweight inside the tower to manage its load. When the pod goes up, the counterweight goes down; so when the pod is at the bottom, the counterweight is at the top. The counterweight weighs slightly less than the empty pod and this makes it very energy efficient, because the motor is only ever lifting the difference between the pod and the counterweight, never the whole weight

ntil 2013, when storms wrenched thousands of tonnes of shingle back into the sea, there was little physical evidence to show that Portslade Gas Works even existed. It was during the 1860s that it became clear that the existing works at Black Rock in Brighton and on Church Road in Hove were at capacity. Construction of a new facility at Shoreham Port began in the early 1870s. Back then, gas was produced by burning coal, with heavy oils as a byproduct of the process. Other chimneyendowed coal-burning structures followed. What became Brighton A Power Station was built from 1906, and Brighton B from 1947. They closed in 1976 and 1988 respectively. Similar to the way in which three piers once simultaneously graced Brighton’s seafront, three huge brick structures adorned Shoreham Port for a time. And just as thousands watched as the West Pier burnt in 2003, crowds gathered to witness the felling of Brighton B’s chimneys in 1988 and 1998. It has become the stuff of local legend. The Gas Works covered some 40 acres by the time of its closure in 1971. When it was demolished, legislation on contamination certainly wasn’t what it is today. It is not yet clear exactly what of the old works remains below ground but what is certain is that leftover oil is now leaking from the beach into the sea. Shingle masked the problem for years. I recently visited to meet Tony Parker, the Port Authority’s Director of Engineering, to discuss a number of tests that are underway. Not far from the pump house, a large stone carving sits on a wooden palette following its recent discovery above a concealed tank during excavation works. It was found to be a memorial tablet commemorating John Birch Paddon – the engineer who designed Portslade Gas Works. www.buildingopinions.com

of the pod. It also means that the i360 can never get stuck (thank goodness!). If we lose all power then we will use gravity and the brakes to bring the pod back down to ground safely. Another unique aspect of the design, is the fact that the i360 has been designed to allow you to walk around the pod to enjoy the view from different angles unlike all the other ‘moving observation towers’ such as the Weymouth Eye where you are required to sit down. It is even perfectly safe for all the guests to stand on the same side of the pod at the same time if they really want to! Its incredibly slender design is only 4.5m in diameter, 3.9m if you remove the cladding. It has a “slenderness ratio” of 1:40, which is quite remarkable making it the slimmest tall tower ever built. The Shard, for instance, has a ratio of 1:6. With the i360, Brighton is not just getting an attraction that will help it compete as a tourist destination – it is getting innovation on an international scale, a true engineering one-off. THE PLOT NEW HOUSING CRUSADE he government’s landmark housing and planning bill which was announced October, 12, 2015 will help deliver the government’s ambition of one million homes by 2020. In accordance with the new bill Stiles Harold Williams LLP are delighted to announce the sale of a 6,000 sq ft ex-office building in Worthing which will create another ten homes in the same week the government gave planners and developers permanent Permitted Development Rights. The freehold property – on High Street, Worthing – was sold by SHW on behalf of The Rookery Estates Company to a local private developer based in Croydon. The Stiles Harold William’s Planning team obtained consent for a change of use, which in turn created far greater demand for the property for residential rather than commercial use. The firm have been instrumental in the sale and conversion of well in excess of one million square feet of ex-office capacity across the south east region and beyond since May 2013. Partner for Stiles Harold Williams, Niral Patel, said: “Even with the uncertainty surrounding PDR rights in the last few months we were able to move forward on schemes such as this, ensuring a sale within three months from commencement of instruction. The government’s latest announcement will continue to fuel demand for such opportunities.” Andrew Robson of The Rookery Estates Company said: “The vacation of a number of office occupiers at this property earlier in 2015 meant that the building had significant voids that we were unable to let. BUILDING A BETTER BRIGHTON & HOVE W

e are building a better Brighton and Hove. In the coming weeks and months there will be announcement after announcement on some of the major projects in the city that have stalled for too long. In the coming years the city will be home to hoardings and cranes, which will test us all, but it will be worth it to see our city once again changing for the future whilst preserving the best of its past. We need a growing economy, we need new city facilities, and we need many more affordable homes. By the end of the year we will have decisions on a new King Alfred leisure centre in Hove, a ten year regeneration of the southern half of the Royal Sussex County Hospital in Kemp Town, on a new 10,000 seat arena and conference facility at Black Rock and an extension of Churchill Square shopping centre to the seafront. We will announce plans for the restoration of the Madeira Terraces, funded in part by revenue from the i360 which opens next summer. The regeneration of the old market site on Circus Street is underway, and plans for the huge Preston Barracks site off the Lewes Road are moving forward. John Lewis plan to set up shop at the Clock Tower. Add to this the developer proposals for a new swimming pool on Madeira Drive, a new use for the abandoned Aquarium Terraces, and our replacement of the West Street Shelter Hall with a fantastic new building, and it’s clear the seafront is

in line for hundreds of millions of pounds of investment in the coming years. Recently I announced plans to deliver over a thousand new homes, with rents capped at 40% of Living Wage, to add to the five hundred or more new council homes we are already delivering across the city, including a £14 million scheme on the old Whitehawk Library site. Many of the projects listed above will have housing as part of their enabling developments, which will contribute towards delivering the affordable homes our city desperately needs. By 2025 we will have a world-class concert venue to rival the O2, a regional trauma centre and teaching hospital to rival any in the country, new sports facilities, thousands of new homes, a regenerated seafront, a huge expansion in our shopping centre and thousands of new homes. It will cause huge disruption, and we must take care to build in a way that complements, not detracts from, our city’s rich history and heritage. Building a better Brighton and Hove will take time, but it will be worth it.

EFFECTIVE USE OF COUNCIL PROPERTY pecial interest groups up and down the country have helped create an artificial scarcity of land and rising prices. This in turn is feeding a countrywide housing crisis. In addition to the housing crisis gripping Brighton and Hove, powerfully articulated in the local press in recent weeks, the city, we are told, is also facing a number of future financial challenges. Let’s pause here for a second because, the City of Brighton and Hove (whose predecessor, the Brighton Corporation) who saw fit to invest in property in and around the city, is the proud owner of not only civic buildings such as offices and town halls, schools and leisure centres but also commercial property and farmlands in and around the city. The urban portfolio consists of largely retail, office and industrial interests. The agricultural portfolio includes ownership of about 10,500 acres of Downland farmland. The majority of the Council owned commercial property portfolio is managed by property consultants Cluttons, based in Brighton. The Council-owned farmland and agricultural property portfolios are managed by property consultants Smiths Gore, based in Petworth, West

We have been told for a long time that planning is a problem

The Council’s Asset Management Plan, affectionately known as the AMP, explains how the Property and Design service in the Council assesses the condition and fitness for purpose of the council's properties and how these link to service delivery in order to achieve value for money across the whole council. The latest AMP (2014-2018) tells us that this land is valued at £1.96 billion (March 2014). The Council’s non-operational commercial portfolio, which consists of approximately 630 properties, is valued at £222m. This latter produces an annual income of £8.9m and contributes, the AMP tells us, to the medium term financial strategy helping to keep council tax down. The Corporate Property Officer, who also acts as the Corporate Landlord and City Architect, has overall responsibility for managing the council’s property portfolio and producing the AMP. The officer, their job description tells us, is also the Head of Property Services whose job is to provide overall strategic leadership and vision to the council’s property resource, to help secure efficiency gains and improved public services and to promote and support a culture of ensuring high quality design in construction related projects in the City, in their role as City Architect. Interestingly, the jobrelated education and qualification criteria for the position list being a Registered Architect an essential criteria for the job. It does not require the Head of Property Services to be a chartered Surveyor. So, given that the government’s focus on housing delivery in this part of South East England, and given the council’s vast asset portfolio, what does our Head of Property Services think about using council-owned land to solve the city’s housing supply? We have for a long time been told that planning is the problem. We are now also being told by our councillors in the city that the planning department is the problem given its performance. FAULTY GAS APPLIANCES COST LIVES arbon monoxide is a silent yet deadly killer. Make sure your gas appliances have had their annual check. At the beginning of October this year, The Telegraph reported that former English rugby union international Simon Halliday had been admitted to hospital along with his fiancé with carbon monoxide poisoning. A faulty gas boiler was blamed for leaking the deadly gas into their home, and the paper says the rugby star is now planning to sue his landlord for failing to maintain the boiler. Carbon monoxide gas, when breathed in, combines with haemoglobin in the blood. This prevents oxygen from being carried around the body, causing cells and tissues to die. According to the Gas Safe Register (www.gassaferegister.co.uk), the UK's official gas registration body, around 50 people are killed by carbon monoxide each year in the UK and more than 1,100 are hospitalised as a result of breathing in this deadly gas. "Gas appliances that are poorly serviced or incorrectly installed can result in gas leaks or carbon monoxide poisoning," explains Andy Tugwell, managing director at Hove-based TSS Facilities (www.tssfacilities.co.uk). There are two simple ways to reduce your chances of carbon monoxide poisoning. Firstly, get your gas appliances checked by a registered gas engineer each year. "Worryingly, the Gas Safe Register believes that there are 7,500 illegal gas fitters in the UK and that 43% of Britons don't have their appliances checked annually," says Andy. "People need to ensure their gas appliances are regularly serviced by registered engineers." If you live in a rental property, talk to your landlord: they have a legal obligation to perform regular checks on gas appliances, or face the legal consequences. For example, lettings firm Rent4U in Manchester was recently fined £4,000 by the Health and Safety Executive and ordered to pay £7,000 costs after pleading guilty to two breaches of the Gas Safety (Installation and Use) Regulations 1998. There had been no inspection of

the boiler at the property for seven years, and when it was inspected it was classified as being "immediately dangerous". Secondly, buy a carbon monoxide alarm. This looks just like a smoke detector, costs around £15, and makes a high-pitched sound when carbon monoxide is detected. Don't fall victim to the silent killer. don’t know if I’ve mentioned this before, but I have a long-lived phobia of the underground. Most people think I’m ridiculous, but by their very definition, most phobias seem stupid to those who don’t have them. I have decided that it’s high time to confront this phobia and, while in Dubai plucked up the courage to make all my journeys on the Dubai Metro. The Dubai Metro is a linear undertaking, upon which one can travel from just beyond the airport, almost to Abu Dhabi, taking in all the major hotspots en-route. It only actually travels underground for three stops, most of it sailing far above ground, thus commanding fabulous views all the way. Like the DLR in London, it is driven by robots and I was rather comforted to notice that the trains were manufactured in Japan, meaning that they’re likely to be super-efficient. Moreover, in spite of the fact that it is almost always totally overcrowded, there is a women-only carriage, inside which, during past visits, I was the only non-Asian woman on most of my forays. Each trip costs a maximum of £1.50 per journey in cattle class. At the end of the train is a mysterious ‘Gold Class’ carriage, which always appeared to be empty. I had always assumed the Golden carriage to be beyond my financial budget. Under further investigation, I discovered that a Gold Class card costs the same as an economy one, but that each journey costs double. To pay a maximum of £3 per journey not to have someone’s armpit shoved in my face seemed like a bargain to me and I’m now in possession of a Dubai Metro Gold Card. It just goes to show who uses public transport in Dubai, if a mere £1.50 can put you off travelling in a carriage where you never get a seat to one where you always get a seat, then you can’t be a high-earner. If the same service were available in London, there would be no one at all in economy class, which would surely be counter-productive. Now that I am always guaranteed a seat, plus a driver’s-eye view of the unfurling track, I will never take a Dubai taxi again, as I find the smoothness and efficiency of the Metro a thousand times better than the overburdened, filthy and terrifying roads of the Emirate. Travelling on the Number 1 bus will never be the same again...
