BUSINESS RATES – BUT NOT AS WE KNOW IT o Chancellor George Osbourne has gone where no man has gone before – he wants to abolish the existing Uniform Business Rates system and allow Local Authorities to collect their own taxes, retain them and allocate the income as they seem fit. The trouble is, it does raise certain issues. For Brighton and Hove city, you would think the announcement is a positive one as it is a fairly affluent place to live and work and with the economy seemingly doing well, the income levels will be far higher then the existing grants provided by central Government. So far, so good. However, there is no guarantee that the collection of such monies from local business will actually go back into the business arena. There are plenty of alternative demands for the cash, including social services which is very needy. In addition, will the need for a greater income from Business Rates have an effect on planning decisions and encourage local authorities to give permission for more commercial property to be built? If so, this may be inappropriate. The new proposals do not come into play for some time and will be constantly reviewed by the Government. The current system is based on 2008 property rents and although the planned revision for 2014 was suspended, many retailers in particular, feel the levels are too high and were geared prior to the economic crash. The Chancellor specifically referred to the changes as a chance to support the ‘devolution of power’ and help the High Street traders, particularly against online businesses. Perhaps one solution would be to legislate that all online enterprises must have a High Street presence in addition to online retailing and encourage the occupation of empty shop units. With vacant rates in some areas up to 20% or more, they need the help. Either way, the SME’s must have support and the current Small Business Rate Relief should be extended and also include a greater number of commercial occupiers by way of lifting the threshold. Many questions and not so many answers at the moment, but the Government initiative is broadly a good one, with much more detail required. old, new, tall structures have a history of attracting controversy before they win the hearts of all locals. When Gustave Eiffel first proposed a massive iron tower for the 1889 World Fair, it attracted criticism: some did not think the tower was feasible and others objected to its aesthetics. Artists protested: "we protest with all our strength, with all our indignation in the name of slighted French taste, against the erection... of this useless and monstrous Eiffel Tower... the hateful shadow of the hateful column of bolted sheet metal." Many of the protestors changed their minds when the tower was built, although Guy de Maupassant reputedly ate lunch in the Tower’s restaurant every day because he said it was the one place in Paris where one could not see the structure. Today, the Eiffel Tower is considered an architectural wonder; it has become the most iconic and defining image of Paris gracing our screens on film and TV, and it is one of the most popular paid tourist attractions in the world. The London Eye too had a similar reaction when first proposed. Dubbed the ‘wheel of misfortune’, critics were horrified at the idea of a modern Ferris wheel opposite the Houses of Parliament, but all that changed as soon as the Eye opened to the public in 2000 and became the success story of the millennium. The Daily Telegraph wrote, "those who caught a first glimpse of what the Eye can see were held in awe." The Evening Standard's Rowan Moore did a public u-turn along with mayor Ken Livingstone. Within two years, the Eye became the UK's most visited paid attraction (it still is 15 years on) and had gained permanent planning.

s results at Brighton College just continue to improve, so do its buildings. The glamorous new Music Centre is now close to completion. The Skidelsky Building was completed in 2010 as the first in a series of striking architectural advances around campus. Next came the Simon Smith Building in 2012, followed by a new girls’ boarding house in 2013 that completed the school’s famous quadrangle. Most recently completed was the Cairns Tower in 2014 – a modern take on the entrance tower that was envisaged by Sir Thomas Jackson back in 1883. The Music Centre is situated to the north of the site’s main cluster of buildings. It replaces disused squash courts, plate-washing areas and other unwanted spaces. Its centrepiece is the Recital Hall, overlooking the school’s playing fields, with an off-centre glass gable and patterned roof. Other new rooms include teaching, practice and recording spaces, a music library, offices and toilets. Eric Parry Architects, an award-winning global practice, are responsible for the plans. The project forms part of a new Performing Arts Centre to which a Drama School is to be added in due course. The project provides an opportunity to unstitch some of the poor structures of the past which have been attached to Sir George Gilbert Scott’s original flint and Caen stone structure. Not only do such attachments insult the old building aesthetically, they are incredibly expensive and timeconsuming to remove. Parts of the interior of the Scott building, through which the Music School is accessed, is being renovated. A striking chandelier has been added and stonework restored. Brighton College is set to improve even further when construction of a new sport and science building starts. The plans by Rotterdambased OMA – one of Europe’s top architectural practices – include a rooftop running track, submerged swimming pool and car lift. www.buildingopinions.com

THE PLOT WAREHOUSE SHORTAGE ccording to property consultants Stiles Harold Williams, Brighton and Hove is experiencing a worsening shortage of vacant light industrial and warehouse property, making it difficult for existing companies to expand or to attract new businesses into the city. A series of factors are contributing to both a significant increase in rent over the last couple of years, as well as helping to drive companies out because they simply cannot find buildings or sites to operate from. The series of factors involved included the fact that the majority of brownfield development sites in the city have tended to go for residential or other uses. Also, there have been virtually no new warehouse.light industrial schemes developed in the last ten years, with the most recent ones being at Woodingdean Business Park, Brighton and St Joseph's Close in Hove. The levels of rent for a modern unit in size range up to 2,500 – 3,000 sq ft, has increased to double figures per sq ft, helping to raise the level of industrial and warehouse rents generally in the city. There are no suitable sites for companies to expand onto, particularly in the range of 30,000 sq ft up to 60,000 sq ft. However there are potential buildings and sites available outside the environs of the city, in Burgess Hill, Lewes, Shoreham and Newhaven, but this can mean relocating a significant number of companies and employees, which is not always viable. A strong demand for freehold units exists in the city, but there is an almost non-existent supply which has pushed up freehold prices as and when these units become available. A combination of circumstances has put a brake on expansion within Brighton and Hove, putting added pressure on tourism, retail and the services sector to create the jobs. REGENERATION FALMER o regenerate and improve the social, education, health and economic profile of an area or locality can genuinely can take up to a generation to complete. But when it works well the benefits are enormous. Take Falmer for example, an area very close to my heart. The £120m the Football Club invested in our award winning stadium has contributed £38m to the local economy; provided over 1,000 FTE jobs (including 400 construction jobs); and supported the creation of around 600 indirect jobs in other businesses. Since opening in 2011 we have played over 140 competitive football matches at the stadium and the total attendance is now over 2.5 million fans. Just a few weeks ago we hosted two spectacular games in the Rugby World Cup watched by just under 60,000 people including the most exciting Rugby game of this World Cup when against all the odds Japan beat South Africa 34-32. We have just submitted plans for a new 150-bed hotel which will include a ‘Stereotactic Radiotherapy’ unit, operated by the Brighton & Sussex University Hospital NHS Trust, which will provide easily accessible treatment for around 30 cancer patients every weekday and will represent a further £20 million of investment in this area. In addition other partner institutions locally have or will be investing over £600 million, for the benefit of residents, businesses, students and visitors alike. Projects such as the historical records office at the Keep; the University of Brighton’s Medical Centre, Sports Hall, Checkland Building and Varley Park halls of residence; the University of Sussex’s student

accommodation and masterplan; and the Brighton Aldridge Community Academy and Bridge are now key facilities on the Falmer landscape. Taken with other key regeneration schemes in the city such as Preston Barracks and Circus Street it is easy to see why Brighton & Hove remains a key place to invest. However, there are three significant challenges facing Geoff Raw, our new Chief Executive. Firstly, the planning process must become an enabler, not an obstacle course for investors. The City needs a strong planning service able to cope with these challenges, able to respond to the needs of the City, and one that will encourage investment, not frighten investors and developers away. Secondly, to secure economic growth for future generations, we need further investment in our infrastructure and more homes for our growing population. We need to open up the transport arteries serving the City – bring back the Park and Ride debate and solve it, review and scrap the Valley Gardens scheme if it genuinely cannot work, and reduce parking charges in the City Centre and seafront to attract visitors. We need to refurbish our Public Realm, it has stagnated, particularly along the seafront, and is looking shabby and the City Council must listen to businesses who want visitors to come into the City. Finally, businesses and business leaders need to be more engaged and informed in the future decisions public policy makers are making. Recently, the Greater Brighton Economic Board and East Sussex, West Sussex and Surrey County Councils (SE3) submitted detailed devolution proposals to Government, which may have a significant impact on how decisions on local transport, housing and economic investments are made. By 2020 all our business rates will be retained by local authorities. This is an opportunity for the City and the Greater Brighton Area. But it means we need more robust and transparent business engagement to determine and agree our future economic priorities. We can then learn from them how to market the area to attract new investment which will generate increased income through business rates. Businesses rarely recognise public sector boundaries so for me the Greater Brighton economic sub-region is a step in the right direction. Local government agencies should develop a “polycentric” approach to economic development, where each of its constituent parts develops a clear and complementary role to support economic growth. watch on

CITY HOUSING SHORTAGE CRISIS utside of Brighton & Hove there is perhaps a perception that the city exports its planning problems. Conversely, others believe the City has the space to accommodate, amongst other things, a new District General Hospital, Football Stadium, facilities for waste, necessary new homes, along with ‘abundant’ brown-field sites and empty offices that can also be used for new development. Having been involved in numerous exercises over the years to find sites for a variety of uses, the same shortlist (getting shorter every year as sites are developed) of least worst sites usually appears. Some would see development on brown field sites as the panacea, others view green field sites on the urban fringe in the same way and on both the locals are just as vociferous in their opposition. Labour, Coalition and Conservative Governments have identified that as a country we aren’t building enough homes, although there isn’t an absolute shortage. Various changes are made to the Planning System, although even groups representing property interests are saying the problems are now elsewhere, e.g. a lack of skills. Brighton & Hove has a requirement of over 30,000 new homes, yet can only find space for around 13,000. The city is not alone in not having enough space within its boundaries. Envisaging such situations the Duty to Co-Operate exists. This is where areas with un-met housing or other development requirements need to discuss with adjoining areas to take some of the development not able to be accommodated. However, it is a duty to co-operate, not a duty to agree. The city is further hamstrung in this respect as half the surrounding area is sea and many of our adjoining areas are in a similar position. Areas to the north of the Downs perhaps offer some potential but they also have to accommodate their own requirements. Housing development is rarely politically acceptable, as a resident new residential development wouldn’t benefit me personally but as a planner the evidence is compelling. What’s important is that for the first time since 1947 , when the modern planning system was established, there is no level of planning above the

local level at which the difficult decisions on housing numbers can be taken. Brighton and Hove has never met its housing requirements. In the past these decisions were taken by County Council Structure Plans and then the South East Regional Plan. We need a proper debate at the national level as to how and where all the new homes are provided. Should we build to much higher densities in our urban areas to protect our countryside, but this would change our towns and cities beyond recognition or should we build in the countryside recognising what an impact this would have? Governments have flagged up the need for more housing but have left it at that. At the moment that debate takes place over every single development for housing which is to no one’s benefit.

WHAT GOES ON TOUR….

his week I have gone back to the ‘60s as I found two adverts for new commercial developments in 1965 which are both the subject of major redevelopment at this present time. The first was advertised as spacious new offices for the Brighton branch of the General Accident Assurance Company built by Braybons the builders of Brighton. Now here's the irony. In 1959 two fabulous detached Victorian villas were demolished to provide the modern purpose built offices as described above... roll on 50 years and the same building has been redesigned and modernised to provide... wait for it... 31 residential flats being marketed by Oakley Residential and called Parq Brighton, catchy but a spellcheck nightmare! The second advert was for the new shopping precinct (they loved using Americanised descriptions) in the centre of Brighton. This is another site where a massive redevelopment/part demolition is to be undertaken with a new (contentious) entrance from North Street to provide a much larger selection of new retail units to be started hopefully next year.

’ve just left the pampered enclaves of Dubai and am en route to the grittier ambiance of Addis Ababa in Ethiopia. I am expecting something of a reality check after having someone there to all but wipe my backside for the past week. My smart clothes have been stashed at the bottom of my tiny suitcase and I am now wearing the more modest attire that I usually wear in Brighton. On arriving at the airport this morning, I realised that I’d left all my cash in the safe back at the hotel, not the most auspicious of starts, so had to double back and retrieve it, then return to the airport ‘Groundhog Day’ style. In my defence, checking my safe before I leave in the morning is not part of my usual routine. At least I wasn’t on the plane when I realised. In Dubai, I stayed for part of the time with my old work colleague M in a place called the Green Community. The only ‘green’ thing about it is the vegetation as the energy it takes in order to keep it this colour is well into the red. I struggled on the 15 minute walk to the supermarket in the 40 degree heat and realised that I was the only fool walking, as everyone else was swanking by in their airconditioned 4x4’s. Alas I arrived at a time when friend M was having building work done, the extent of which I did not realise until M opened the front door into a pile of dust and rubble. Even his pets – a dog and two cats – were veiled with a light coating of cement. I secretly renamed them all ‘Dusty’. Every morning, before M went to work, he would have a heated discussion with his builder about crucial tasks that needed doing and every morning the builder would amiably move his head in agreement. Every evening, M would come home from work to discover that his builder had done precisely none of the tasks on the list. Which is pretty much what happens in the UK... One evening, we went to the Belgian Beer bar in Dubai, to meet R, a friend of M’s. When we arrived, it was clear R had been drinking all day and, by 11pm had to be virtually carried out and through the very posh Mall attached to the bar. All the way to the taxi rank, R swung punches at anyone and everyone, as I followed on behind apologising to his bewildered victims. Alas there was a flight of steps leading down to the taxi rank and R, having hurtled down them as if on a Cresta Run finally fell over at the bottom and rolled fairly unspectacularly under the waiting taxi. West Street eat your heart out...
