Most of us have chosen to live here in Britain’s most vibrant city because we love the warmth of the place, the relaxed atmosphere, the diversity and open attitude that we all know to be true. Strange really that were you to base the decision to live here on programmes like Cuffs, a fun When you police series I will admit, then you might have put a cross choose through it as a potential somewhere to home. But we have to remember that the events, despite his thorough research process, are a fiction. The city has so much that is good to offer that it surely outweighs the bad elements that we see portrayed in the media. Of course every city in the country is blighted by the media’s fixation with the negative. Who would choose to live in Oxford if Morse was to be the advertisement, or any TV crime drama for that matter. And let’s not even mention Midsomer, a village that puts Agatha Christie’s crime count to shame. Yes I know that it’s a fiction, but when you choose somewhere to live you need to look a little further than mass media madness and talk to the locals, only they know the real truths.

y weekend took an unexpected turn when we had news that five daredevils broke into our site, climbed up the 162 metre tower and BASE jumped off, much to the bemusement of joggers and dog walkers on Brighton beach. Needless to say security measures have been increased as a result of the incident to ensure that it does not happen again. I would strongly discourage anyone else from trying to do this as it is incredibly dangerous. Thankfully no-one got hurt on this occasion. For those thrill seekers out there, we intend to make abseiling available, under proper, safely managed conditions, after the Brighton Skydeck 1964 attraction opens this summer. We have begun researching quirky and interesting facts about Brighton for our guidebook and app, and we came across a fascinating slice of Brighton history. 1964 is best remembered in Brighton as the year the Beatles and Rolling Stones played the Hippodrome and the famous “Battle of Brighton” between the Mods and Rockers on the Aquarium terraces, but it was also the year when an observation tower was first mooted in Brighton! The proposed tower known as ‘the Skydeck’ would have stood 1,000ft high and been located on the seafront at the bottom of West Street. Three lifts travelling 700ft a minute would have carried 1,500 people an hour to the observation deck with a revolving restaurant. he built environment of both Brighton and Hove underwent huge transformation during the Second World War, yet there is little evidence today that the two resort towns underwent any change at all. The seafront was completely shut off and protected with blocks and barbed wire. The piers were detached from the land. The Downs were taken over by the military. Signs were removed. Parks were turned into allotments. After the war though, this was all reversed. Yet bombs were dropped and physical evidence still exists in the form of replacement buildings. I was recently given a book that was published in 1946, Brighton & Hove in Battledress, which contains a handy map showing where the bombs fell. They tended to land in either lines or clusters. Nine bombs landed on Rowan Avenue and Elm Drive in Hangleton which resulted in one death and the destruction of 62 and 64 Rowan Avenue. The houses were rebuilt in exactly The Downs the same style but can were taken be identified if one looks closely. The same over by the goes for 24-26 Park military. Destroyed houses on the western side of Norfolk Square returned as a series of out-ofproportion flats. The seafront block between First and Second Avenues in Hove (similar to King’s House) was damaged. It hobbled along until 1960 but was replaced by Kingsway Court rather than repaired. No attempt whatsoever was made to either repair or rebuild Walsingham Terrace to the west – new incongruous structures were simply botched in place of the damaged areas. The new Hove Marina leisure facility became HMS King Alfred at the outbreak of war and was announced as ‘sunk’ on German radio. How Brighton can attract more visitors – Samantha Harman investigates ulian Caddy is refreshingly unassuming with a bold list of credentials, his career as a successful live performance and events producer, promoter and director spans an impressive two decades – during the last four and a half of those years he has been custodian of The Brighton Fringe Festival. The Fringe is an integral part of the city’s calendar of events, generating an impressive £10m* per annum. 2015 attracted 500,000 visitors to the city – I commute approximately 60% of those were locals. The every single prevalent question in day and am Julian’s mind is: how do increasingly we cater for the other 40%? He explained: “We frustrated need to ensure that we are attracting more people from outside of Brighton, our population won't grow, so we need to be able to cater for more visitors during the month of May to be able to adequately support this.” In his opinion something which needs to be addressed is the transport infrastructure. In order to make Brighton more accessible to visitors he recommends a thorough re-appraisal of the inadequate single train line which transports people in and out of the city: “ The line through the Clayton Tunnel is reliant on everything working and
at the moment if it's cold or wet delays occur. I commute every single day and am increasingly frustrated!” Julian is quick to point out that Southern Railways are not at fault, the issues are concerned with decades of under-investment, something he believes needs to be considered for the benefit of the city and the South East region as a whole: “ I advocate soft touch interventions from those on high, on the basis that we have adequate structural support to get on with things. We are a very entrepreneurial city with lots of independent businesses. I think that if there is a reduction in red tape, more transport communications and marketing support to help us get on with what we want to do then we will be in a good situation.” Another amendment he advocates is more support in publicising Brighton as a destination, he identifies that the life-blood of our city is entertaining and receiving visitors and wants to see a full structural appraisal of the way that council services are run: “ Ultimately everything comes down to money, cuts in council spending is very much on people’s minds. We have to think about everything we do from that backdrop, we need to rethink from the ground up the way that this city is managed. I think that structurally there could be a full appraisal of the way the services are run. This isn't a reproach on the council who are already working very hard, in particular the offices that we work with. This could be in the form of marketing

TALES FROM LIMA, Follow me: PERU @SamerbagaeenH ima, the capital of Peru, sitting beautifully on the country’s Pacific coast, celebrated its 481st birthday on Monday 18th January and I happened to be there on that day. The selfstyled ‘City of the Kings’ celebrated in style with a concert and parade in the historical centre and opened to the public the city’s latest tunnels under one of the city’s hills (cerros) connecting the city’s most populous neighbourhood, San Juan de Lurigancho with one of its poorest, Rímac, named after the city’s river. The Peruvian coast is a desert crossed by 52 rivers which bring water from the Andes, but only in the summer months. The city is situated on the banks of the Rímac River, near its mouth in the Pacific Ocean. Like every other south American metropolis with a population of 10m, the city suffers from the usual plagues of congestion, pollution and informal housing. This is a third of Peru’s population and one of the country’s challenges is how to deal with huge numbers in one city. To put things into perspective, Peru’s second biggest city, Arequipa, has a population of around 900,000 people. Lima’s bright yellow ‘solidarity stairs’ allow access to the informal settlements built on the sides of the city’s cerros. Not surprisingly, residents were also critical of the increase this would bring in traffic, insecurity (a growing problem already), and vulnerability should an earthquake hit. This is an earthquake-prone zone after all. The city already has a fair share of tall buildings elsewhere, in the affluent neighbourhoods of Miraflores, San Isidro and San Borja. These districts have been losing over the past 10 years the majority of their houses built in the early 1900s as villas. While there are some regulations to protect the city’s colonial heritage, there is little in place to protect 20th century architecture. One of Lima’s other problems is the city’s form of administration. The city is in effect made up of two administrative divisions, the city of Lima and the District of Callao. The latter stretches along the coast and is located to the west of Lima's city centre. It is also where the city’s airport is and travellers arriving into Lima are welcomed into the ‘airport Jorge Chavez which is in the district of Callao’. support/funding for specific art events – great centralisation in terms of how the arts are supported in the city. It’s worth looking at what alternatives are available in how the arts are supported in terms of where the budgets go, because there isn't a person who comes to Brighton who doesn't love Brighton, so it's a very special place for many people regardless of whether they live here. There is a real risk that we could whither on the vine, we are next to arguably the greatest city in the world less than an hour away, which is a blessing and also a curse, we are easy to get to but also easy to get out of if the trains are working!” This aside, Julian urges us all to continue to be as welcoming as possible to visitors, and proud of the fact that we have England's largest arts festival on our doorstep. He acknowledges that the benefit is not just to his organisation alone but the city as a whole: “Brighton Fringe is a small charity that runs the central administration of the festival events. I'm not building a great big empire, the festival is the super network of networks, a framework around which these independent businesses, such as Latest Music Bar, can be more successful. This is a beneficial thing when everyone buys into it.” Last year the festival hosted 787 events in 174 venues, this year they have in excess of 800 events. There have been some huge new developments which Julian wasn't at liberty to disclose yet, all will be revealed during the last week in February. He concluded on a positive note saying: “Generally speaking I am really optimistic about the future of the city – there’s an awful lot right and it's very easy to complain I haven’t about what isn't right. If you compare ourselves with some once set of the nations in Africa for foot in example, we are incredibly fortunate! There will always be Starbucks thundering hooves wanting to grab our coat tails and gain some of what we have. However, Brighton through its history and people has become a safe haven for new ideas and progressive attitudes, this is epitomised through Brighton Fringe in terms of art created here. My message would be, support local businesses – the power is in our own hands. hen I was working on the pier on Boxing Day last year, I scribbled a quick Bucket List for 2016 on the back of a paper bag and slipped it in my handbag. Although it only had five bullet points on it, all of them are pretty difficult to achieve, or at least require either a great deal of effort or a great deal of money. I don't actually have any money at all at the moment, thus making a sixth bullet point, requiring me to make the money, certainly to make points 1, 2 and 3 possible. If you were wondering, point 1 is to finally get the exterior of my house painted, as we've lived in a sieve for long enough now. Point 2 is to locate and purchase a painting by an old artist acquaintance of mine, who sadly died a couple of years ago, just to have something to remember him by. Point 3 is to buy a flat in Cuba. Without money, none of the above are achievable, and unless I add ‘rob a bank’ to my list, I need to crack on with bullet point 5. ‘Publish my book’. I wrote my book three years ago and have done absolutely nothing with it so it has mutated into a vast, ugly skeleton in my closest that I am afraid to approach. I am lucky to have the use of my friend Katy's holiday chalet, which she was more than usually keen to lend me, as she recently received a huge estimated bill from British Gas, which she is refusing to pay and therefore needs someone to go and read the meter, which will at least give me one thing to do which will prevent me from settling down to work. I actually wrote most of the book in the same holiday chalet, so am aware of my failings as far as being distracted is concerned. Even though I would generally get up at 8am, it would be at least 2pm before I’d do any writing on any given day, such were the lengths of my procrastination. This time, I'm taking the Salman Rushdie approach to writing, which means stepping from bed to desk without even getting dressed, thus not squandering my daily ball of creativity on faffing around. Wish me luck...
n the collection of old auction catalogues I have in the shop I found two great 1960s photos of what I feel are subconsciously iconic buildings in our city. The first one is on the corner of Kensington Gardens and North Road and for years was the shop that sold goods about to go out of date and sweets, and it has since then has become a cafe/restaurant. The reason I think it’s iconic is that the amount of people that walk and drive past on a daily basis is huge, and I bet people forget it’s there, when actually it's a greatlooking building with a massive area for advertising – as you can see by the picture taken in 1960. In another picture I was amazed to notice that the shop on the left was Hove's health food Very hip for store. Again in 1960, and the sedate very hip for the sedate and sleepy area that it and sleepy area was in those days, I think that it was in the shopkeeper at the time would be amazed those days to walk past the busy pub that now sits on the site. Then there is the Italian restaurant Topolinos which I feel started the ball rolling for the choice of great restaurants we now have in Church Road (by the way both buildings sold for £14,000 as an investment!). LANDLORDS: ARE YOU READY FOR RIGHT TO RENT? andlords across the country will be affected by new legislation which comes into force this month. Section 22 of the Immigration Act 2014 took effect from 1 February 2016 making it illegal for private landlords to let their properties to anyone who does not have the right to rent in the UK. Landlords who breach the new rules may be liable for civil penalties of up to £3,000. Carole Charge, technical and compliance director at property specialist Leaders, says: “The introduction of this legislation follows a pilot scheme undertaken in the West Midlands during 2015. There are concerns that the government has made the transition from one small pilot area to nationwide implementation instead of the gradual region by region introduction originally proposed with no certainty that the Home Office has sufficient infrastructure and staff to support the high level of queries the blanket introduction of this legislation will inevitably bring forth, particularly when considering the high penalty that could be imposed on the unwary landlord. “Landlords will need to familiarise themselves with these requirements – which are very prescriptive – and follow them to the letter. If they are using the services of a professional agent to let their property, everything should be taken care of for them. The new legislation applies to all new tenancy agreements from 1 February for tenants and permitted occupants aged 18 and over.”

All landlords – or their agent – must conduct initial right to rent checks before authorising an adult to rent their property. These checks can only be undertaken and recorded up to 28 days prior to the tenancy agreement coming into effect. The checks entail meeting any potential adult tenant with their original versions of one or more acceptable documents – such as a passport, permanent residence card or current immigration status document – and checking and keeping copies of the documents to confirm whether the prospective tenant has an unlimited right to rent, a time-limited right to rent or no right to rent. In cases where there is a time-limited right to rent landlords must conduct follow-up checks at the appropriate date. Should follow-up checks indicate the occupant no longer has a right to rent in the UK, the landlord – or their agent – must make a report to the Home Office. A civil fine of £3,000 can be imposed on any landlord failing to do so. “Even when renting a property to British, EEA or Swiss nationals, all of whom have an unlimited right to rent, a landlord is still required to carry out the necessary checks and retain copies of the appropriate documents, so this legislation will affect every landlord who starts a new tenancy after 1 February,” explains Carole. “If you use an agent to find your tenants, you should make sure that they are up to speed with these new requirements and have brought in the necessary procedures to comply with them on your behalf.
