he beach building at the base of the tower is now really taking shape. We have added the windows and all the internal walls, and the electrical wiring is underway. When it opens the 1,500 square metre building will house our beachside hospitality rooms, the Belle Vue restaurant, exhibition, kids’ play zone, shop, visitor facilities and our offices. We have begun work on creating our shop. We sent a call out to artists in Brighton and Hove who we will be commissioning to create a bespoke range of BA i360 souvenirs and gifts, or working with them to sell their existing artwork. The response has been overwhelmingly positive: there are so many talented people in the city! We have selected Drinkall Dean to design our shop; they are specialist retail designers who created beautiful shops at the Imperial War Museum, Natural History Museum and National Gallery. We are also developing our app, which will be free to download and available in 10 languages. This is being created by Brighton based Surface Impressions who have lots of attraction app experience for clients such as Portsmouth Historic Dockyard. was recently shown around Waterloo Street by my colleague Ollie Sykes who represents the Brunswick & Adelaide area on Brighton & Hove City Council. We were discussing the planters that he had obtained for the street but ended up focusing on the headless statue that graces the Waterloo Arch. Key to the story is the municipal depot in Stanmer Park where the city’s railings, planters and bollards go to die. It is a graveyard for street furniture. Quite how the town council saw fit to send the statue of Captain William Henry Cecil George Pechell there in 1940 will remain a mystery to me forever. The famous sculptor Matthew Noble was commissioned to create a statue of Captain Pechell following his death, at the age of just 25, at the battle of Sebastopol in 1855. The statue initially took pride of place within the entrance to the Royal Pavilion but, after several downgrades, was stored outside at Stanmer. Could it be that the objects of Stanmer come to life like those in Night at the Museum as Captain Bill is no longer in possession of his head, sword and most of his right arm? Let’s not forget that the Stanmer of the 1940s was very different to the Stanmer of today. Canadian troops used Stanmer Village as a mock battleground during their time there after all. Now that the Canadians have gone and Stanmer is a little quieter (except during Shakedown Festival), Ollie’s proposal to move the ivy­covered statue made sense to all. Given that Captain Bill was born just fifteen years after the Battle of Waterloo, during the life of the Duke of Wellington, he would no doubt be delighted with what is hopefully his final resting place – beside the Waterloo Arch, close to the Iron Duke Pub. www.buildingopinions.com

T

here is little doubt that great photography will help any agent sell your home for you and as I have already said, you the vendor can really help make those pictures by clearing up, cleaning up and making the very most of the space. Space is probably one of the key selling points in a home so you need to maximise on what you can show a potential buyer. Of course a great camera will help and a good lens too, one

that can make the most of the space visually. A wide angle lens is a magical thing that will take in a huge amount of space in a photograph – but is that always wise? In a large space a wide angle lens can capture the very essence of that space that a standard lens will not. But beware, in a smaller space a wide angle lens can create a false impression of space, so radically that the outcome will not be one you desire. Smaller homes are what they are and most people are aware of that and aware of what, given a fixed budget, their money can buy. If the pictures of your home make it look bigger than it really is there is the possibility that on a real viewing the initial reaction will be one of disappointment. You've seen the pics on a website but as you walk in it is instantly obvious that the property does not match your expectations. What a shame. There are regulations that govern what you can and cannot do with images, Trades Descriptions and all that, so let's get real about what a camera can do. It may be that the camera never lies, but it can distort the truth.

T

have just returned from five days in Dubai, a place I've been visiting since 1996. It's mildly alarming to spend time in a place where everyone behaves as if we're not on the brink of world disaster. Then I suppose it's easy to relax in a place that you actually own and in which you make all the rules, whether you choose to follow them yourself or not. While the super­rich browse the hallowed aisles of Bloomingdale’s, those who serve them cram into the insubstantial metro system. Coming from a rapidly declining country, where one person is now often expected to do the jobs of five, it is strange to spend time somewhere where five people usually do the job of one.... Unfortunately, although there is much well­intentioned enthusiasm, there is not a great deal of skill to be found. This is perhaps why, when a security guard pursued me up an escalator one afternoon, I assumed they were rushing to hinder, rather than help me. When she finally caught up with me, it was to inform me that my dress was too short and that I was being asked (by the powers that be) to leave the mall. I bought the dress in the same mall.... Had The Small Daughter not been with me, I would have probably chained myself to the nearest oud salesman in protest, like some latter day Pankhurst.

o stock the shop I am always attending local chattels auctions and sometimes on the end of a phone bidding for Brighton and Hove stuff that appears in sales as far away as Scotland. I love this old fashioned way of buying, sometimes paying next to nothing, other times wondering whether you've paid too much because you liked it so much and not thinking about it’s worth when put in the shop. Well this week I had what I call a result! I bought five local items at the Brighton General Auctions in Hollingdean Road Brighton for the grand sum of £57.40, which included the buyer’s commission (a very reasonable 15 per cent). The picture above is a hand written colourful Certificate of Appreciation from the Brighton Hove and District Grocers and Provision Merchants Association, whose members included all the great and small grocery shop owners of the town in the 1930s. The beneficiary of the certificate is a Mr W L P Trotman for his generosity and efforts during his year of Presidency in 1936/7. I like to research this type of item and very quickly discovered that said Mr Trotman was the proprietor of a small grocers shop in Havelock Road in Brighton, and was there from about 1929 till the early 1950s. > Why should we vote to remain in the EU?

L

atest TV’s Frank Le Duc interviews Davy Jones, Chairman of Brighton and Hove Green Party, about his views regarding remaining in the EU. What were you doing on the beach this weekend? I was at a Green party photo shoot, to show how strongly supportive the Green party is of staying in Europe. As a party we are pro­remain. The referendum is on Thursday 23rd June, in ten weeks time, so not far away now. It's a critical thing for a generation, which is why so many young people are so concerned about it. Interestingly, the vast majority of young people are pro remain and pro international. Older people are more likely to be in the leave camp, not such a huge majority of older people as there are younger people in the leave camp. There's a vision issue here, I think that young people are spontaneously global and international, that's how they live their lives. They see it as normal and natural to be part of international constitutions. By way of comparison older people are perhaps more nostalgic and want to go back to the good old days (so called) and they want to leave. I think that older people should stop and think about the future of younger people. In terms of voting would it be right to say that older people are more likely to turn out to vote? Yes they are. There is a danger that young people will sleep walk into this and just assume that we will stay in Europe, that other people will do the voting for them and then have a nasty shock the day after. It is imperative that young people turn out to vote to stay in Europe. Will it make much difference if we are in or out? I think it will. There are so many things about Europe that suggest to us that we should stay. Obviously there are things about the EU that we don't like, there are also things that we don't like about parliament, but we don't suggest that we should leave! I think it boils down to whether or not we need global

solutions for global problems. The biggest problems we face today are global, climate change, poverty, migration – we can't solve those as little Englanders separated from the rest of Europe. It's much easier to solve these issues with other people. Surely solving those problems we wouldn't be 'Little Englanders' we'd still be sitting at the same table, but with a state hat on instead of being part of an international block for some of these issues? Sitting where? At the moment we are in the EU and we have the same voice or the same say as everyone else. I'd like to see a much greater democratisation of the EU, but at least we have a say at the moment. There's a lot of issues where if we leave and we try to arrange our affairs completely separately, we will still be bound by various other international agreements. But we'd have less of a say in how those things are determined. It's important that we have our say and that we are part of the European and international community.

I found the democratic deficit* argument a very interesting one. Labour councillor Tom Bewick of Brighton and Hove has flagged that up as a key issue for him and he's not alone in that. There have improvements to the EU, there have been more powers given to the European Parliament who at the moment don't have the right to initiate legislation – which is absurd, clearly it should. There are other things like that where improvements could and should be made, but unless we're there we can't argue for those improvements. A lot of the real decision making is made by heads of government, such as David Cameron who have a vested interest in keeping the power within that inner circle and not

putting it in the hands of the less predictable European Parliament. Something I would say to people who want us to leave is that David Cameron is arguing in Europe for changes that will be detrimental to us, such as watering down legislation and our rights. If we're are not in Europe we will have even less power to fight against what he's trying to do. There are so many good things which have come from Europe, people talk about the 'good old days' but I remember when Brighton Beach was covered in sewage! It's better now because European Water Standards forced the change. I remember the days when there used to be smog in a lot of our cities and poor air quality, again it's European Standards that have driven those things up. Animal welfare standards used to appalling across Europe, the EU has also changed that. These are things that people take for granted now. If we were outside, it would be much easier, especially for a Conservative Government like this one which is so anti­regulation, which means we'd lose a lot of those rights and standards. People on the left of British Politics like Jeremy Corbyn, who I know is supporting the remain campaign for this referendum, have in the past made arguments that the EU is like a capitalist club and that it is the natural home for Heads of government, like David Cameron, who support capitalism. Mr Corbyn would prefer himself in there! That's the point, things can change. When you talk to Caroline Lucas, who was herself an MEP, she can remember days when the balance of power was towards progressive politics and they were able to achieve all sorts of things. That goes in swings and roundabouts. I understand why some people on the left are very sceptical, especially after what happened in Greece, shocking forced austerity by the elected Greek Government. But the idea of us being better outside of Europe, I think is a myth. If we vote to stay in Europe, let’s do it on a positive basis with the intention of improving it and tackling those democratic deficit arguments. *Democratic deficit' is a term used by people who argue that the EU institutions and their decision­making procedures suffer from a lack of democracy and seem inaccessible to the ordinary citizen due to their complexity. www.davyjones4kemptown.org.uk LATEST TV | VIRGIN MEDIA 159 | FREEVIEW CHANNEL 7

I

f you are a regular reader of this column, then you will know by now that there is a housing shortage in Brighton and Hove that few people appear to be taking seriously. Some of our elected politicians do not even believe there is a problem. There are those who do mean well but perhaps, at times, lack the imagination to think about creative solutions. And the result? If you believe The Guardian, earlier this year, a headline in the paper screamed that “Tenants in Brighton and Bristol suffered the worst rent rises of anywhere in Britain during 2015, as landlords raised prices by an average of 18% compared with the year before”. Nationally, rents increased by 4.9% in 2015 to an average of £739 a month, and surged 8% in London, to £1,596. But for the first time in many years it was cities outside the Capital, particularly the likes of Brighton and Hove, Bristol, Edinburgh, Newcastle, Oxford and Cambridge that saw the worst increases in rents. In Bristol, in April last year, protestors demonstrated outside a letting agent in the city after it sent letters to landlords suggesting that they consider putting up their rents. Bristol is of course no stranger to such rioting. It is after all the city that brought us the People’s Republic of Stokes Croft. The Mission of PRSC is to help the city’s Stokes Croft area to recognise its special qualities, improving the streetscape through direct action, and creating a sense of identity and belonging. Five years ago in April 2011, objections to the opening of a new Tesco store led to rioting in an area which had previously seen the first Thatcher era, inner­city riots in 1980. It’s not all doom and gloom though. And this is where Bristol, led by a directly elected architect­mayor, is in a race with Brighton and Hove. With a hi­tech cluster in Bristol racing forward, new entrepreneurs are heading into the Temple Quarter area of the city, making use of financial incentives and proximity to the railway station at Temple Meads, connecting them to London. No wonder then Bristol and Bath were ranked in February 2016 as the UK's most productive technology cluster. PEOPLE POWER > Hugh Bonneville returns to the stage at Chichester Festival Theatre this month in An Enemy Of The People. He tells us what drew him to “this passionate, exciting play”. You’ve performed at Chichester previously in The Handyman in 1996. What’s brought you back? The place and the play. I have a real soft spot for Chichester Festival Theatre – I’ve lived in the area most of my life and I’ve seen many productions over the years. I’d never read An Enemy Of The People before Chichester’s Artistic Director, Jonathan Church, sent it to me and it absolutely leapt off the page. It feels incredibly contemporary, with its central theme of the whistleblower’s voice being drowned out by public opinion; one minute he’s a hero, the next a pariah. The project came my way just as I was saying goodbye to Downton Abbey, so the timing was perfect – a ‘no brainer’, as they say.

tunnel vision of what is right ultimately drives him to the edge of sanity. An Enemy of the People opens on 22nd April. How are rehearsals going? It’s twelve years since I’ve been on stage. You access a different part of your brain when working on a TV or film role, because it's such a fragmented process; you rarely shoot scenes in sequence and often find yourself clinging on to the shape of the narrative by your fingernails. So it’s great to be in a theatre rehearsal room again, engaging with the story over a sustained period, gradually uncovering the play’s themes and the characters’ relationships. We have a world class director in Howard Davies, a fabulous cast and creative team, all happily beavering away together to put on this passionate, exciting play.

Here is a brief overview of the changes that you can expect to see this month. The recent budget confirmed that an additional 3 per cent of Stamp Duty will be introduced on second homes, in an attempt to curb the growth of the private rental market. Marcus Whewell, CEO of The Guild of Professional Estate Agents believes that this will have an impact on prices: “When the cost of buying a private rental property increases, rents would normally follow suit as landlords seek to maintain their margins and returns. For that reason, one likely effect is a rise in prices and rents.” Other imminent changes include an increase of an average £58 for Council Tax on properties in Band D. the council will see a rent decrease by 1 per cent each year for the next four years, starting from April. Chris Sawyer says: “Obviously the changes have only just been introduced but at this early stage so far there is no evidence whatsoever that these new measures will choke off demand in Brighton & Hove. “We have seen steep price growth in our city. ith summer fast approaching, it’s time for landlords to ‘think outside the box’ and consider the value a well­ planned garden space can add to their rental property. Local letting specialist Nathan Crombie who owns the Belvoir office on Western Road in Brighton, says: “Whilst a great deal of importance is usually placed on ensuring the interior of a rented property is properly presented to new tenants, the outside space can also prove to be a deal clincher.” Gardens attached to rented accommodation can sometimes be viewed as a challenge, in terms of ongoing maintenance and upkeep. But landlords can get it right by knowing the type of tenant they want to attract – and then creating an outside space that is both attractive and cost effective. “The responsibility to maintain and keep tidy a garden more than often falls on the tenant, but landlords who have given thought to what an outside space should offer can make life much easier and trouble free for both parties,” adds Kevin Kelley, who owns the Belvoir office on South Road in Haywards Heath. “A well maintained garden can turn a small piece of land into another living room – especially in the summer months. It will add extra appeal when trying to attract new tenants by providing an attractive recreational area in which to relax, socialise and play.” The key to success is in understanding the tenant profile and then providing a garden area relevant to their needs. A family with young children might need a lawned area and space for play equipment. For others, a barbecue area, tree shaded spot, vegetable patch or greenhouse could be more appropriate – or would a hard paved area with a shed for storing bicycles or camping equipment be the best solution? Any garden area that has been well thought out will not only add appeal, but will also be easier to check and manage – either by landlords themselves or by their letting agent. Below is a list of Belvoir’s top tips to consider when adding extra garden appeal to your property investment.

• For safety’s sake, ornamental ponds, prickly shrubs or plants that could create a skin irritation should be avoided. Beware of any planting that produces or sheds poisonous leaves or flowers. • Bedded areas should contain plants that are either of a dwarf variety or very slow growing. Lawns can be treated with a product that reduces the need for weekly cutting by encouraging lateral rather than vertical grass growth. • And finally, all paths and walkways should be even and firm and any brickwork or stone walls in good condition and well drained. In smaller gardens: • More compact outside spaces lend themselves to low maintenance garden features. • Create an area that uses or combines an attractive covering of coloured slate, gravel or stone. Remember to lay a plastic based membrane to suppress weed growth. • Construct a patio area from block paving, natural stone paviors or timber decking. • Build into the design a small rockery, planted with easy to maintain, weather durable and hardy alpines or heathers that require very little upkeep. • Consider a small water feature, run by solar power, to add interest and the soothing sound of trickling water. • Solar powered patio or garden lights will transform the look of a small garden area as the sun starts to go down. • Wall mounted directional spotlights – operated from inside the property, can also add an extra glow and provide an illuminated area for barbecues. Units fitted with heat sensors will also double up as security lighting to help deter intruders at night. • Also consider providing tenants with hardwearing patio furniture or park style bench seating on a hard standing surface. In larger gardens: • Families with younger children tend to look for a rental property that provides a sizeable and safe area in which they can play. • Lawned areas, with space to play games or sports and soft landscaped features such as sand pits, or tree bark surfaces for the housing of swings, slides or other play equipment, fit the bill. • Perimeter fencing needs to be structurally sound, with secure gating but can be brightened with a trellis or climbing plants.
