W

hen we decided to remove the wind turbine from the top of the tower as it proved unfeasible, we always felt there was something "missing" to complete the top of the tower. This week Marks Barfield Architects submitted plans for a spire for the top. It will add 11.45m, taking the tower to 173.45m and making British Airways i360 the tallest observation tower outside London and the second­tallest observation structure in the UK after The Shard. The planning application also includes other minor amendments to the original consent granted in 2006. We are proposing opening the eastern West Pier toll booth to the public as a tea room (our original plan had been for a VIP check­in for the vertical cable car). As a parent, I wanted to include an indoor children's play zone to create a year­round family destination. We have been consulting with local families and have had a very good response, as there is currently no similar facility in the area. Meanwhile we undertook our first tests of the tower lighting scheme: The Pride rainbow coloured lights were particularly amazing! I ran the 10k on Brighton marathon weekend raising money for Chestnut Tree House: what an amazing atmosphere in the city! T

he closure of Peter Pan’s Playground – a sad precursor to the closure of both Madeira Terraces and Brighton Wheel – left Madeira Drive somewhat devoid of a focal point. That is set to change if the winning proposal – ‘Sea Lanes’ – in a competition to find a use for the site gets the go­ahead. At the heart of the plan, is an outdoor heated 50m pool on the beach which is particularly welcome given the disappointment of there being no 50m pool in plans for the new King Alfred. Between pool and road, straddling the Volk’s Railway, is a collection of hut­like buildings containing changing facilities, eateries, offices, training rooms and conference facilities. Leading down to the sea will be a new boardwalk. I have been speaking about the scheme with Simon Murie at SwimTrek and Joe McNulty at CopseMill Properties for some time but was delighted to recently meet Rich Brett from design studio We Like Today to discuss details. Any 50m pool will look breathtaking from above, and this one certainly will, particularly from Marine Parade. The low surrounding structures are attractive and will certainly intrigue. They are a playful interpretation of the traditional fisherman’s hut and can certainly compete architecturally with the bold and colourful buildings of Holland and Germany. What I particularly like about this proposal is that it combines three key ingredients that are sadly missing from so many modern proposals in Brighton & Hove. Firstly, it is original – somebody’s imagination has run wild to get this scheme on the table. Secondly, it is understanding of its surroundings – identikit schemes from elsewhere should not be welcome in Brighton. Thirdly, it is hardwearing – developers shouldn’t be allowed to use cheap materials. I am firmly in support. www.buildingopinions.com

> Why Britain should vote to leave the EU

C

ouncillor Tom Bewick, who represents The Labour and Co­operative group and is also Chair of Children, Young People and Skills Committee, speaks to Latest TV’s Frank Le Duc, about why he will be voting to leave the EU in the referendum.

You are one of the first politicians to come out publicly in the EU referendum on the leave side, for a BREXIT, why is that? It's been a long held conviction of mine, which goes back well before I was elected to this position, I've been a member of the labour Party for 25 years now. My first job when I completed my Masters in European Public Policy was in Brussels, so I've seen Brussels close up and followed the debate very closely over the years. Fundamentally I believe there’s a democratic deficit between this country and our relationship with the EU and that's why I'll be voting to leave on the 23rd of June. We elect our MEP's don't we? We do, but unlike any other Liberal Legislative Assembly, from around the world, this is a Parliament which cannot dismiss the Government or those individual Commissioners who are unelected and unaccountable. The power is with the Commissioners to initiate the legislation, European Parliament has a second class role when it comes to getting involved in that process, and that's wrong in my view. 8 | LATEST HOMES

If the Westminster Parliament is the mother of all Parliaments, at Strasbourg we've got the mother in law of all Parliaments. Because in each country The National Parliament was sovereign, it has been superseded and at Strasbourg The European Parliament has a say, but it doesn't have the final say? Absolutely, this idea of pooling some sovereignty is not a new idea, it was there in the foundation. I'm not coming at this

debate with a ‘Little Englander’ view, that all sovereignty must rest with The House Of Commons. Of course in a globalised world we need to pool our sovereignty and that's why cooperating in multilateral institutions, like in the UN and in NATO will continue after the 23rd of June. But the challenge around the EU and its institutions as it’s grown exponentially over the decades, not only in the economic sphere, but increasingly in the political and monetary sphere and that I believe makes England's long term relationship within the EU incompatible. time and have a vote a few years down the road? Our Prime Minister made a speech, the so called Bloomberg speech, two years ago. He promised and he offered to the British people the idea of the wholesale reform of the EU and that included some fundamental treaty changes. Then he came back from an all night vigil at the European Commission, with people who we haven't elected here in Britain who are not accountable to us. He had been arguing the toss about a few technicalities, whether or not a few thousand migrants who come here and work hard, pay their taxes, can send their child benefit back home. I think that's completely not what this debate is about – it's more fundamental than that.

The immigration debate and the refugee crisis seem to be factors that are fuelling some people's views on either side of the debate, whether you think we should be taking more or sealing our borders. Walls are going up in Europe in a way we haven't seen for a long time, would you agree? Absolutely, I think there's danger that we can inflate the fact that there's been instability in The Middle East for decades. There's a whole other debate about how the West are engaging with Russia and with those Middle East powers in trying to deal with these geopolitical problems. Of course the symptoms of those problems are literally washing up on our shores and the European shores everyday. But the bigger question about 500m people being citizens of Europe effectively, is something that comes back to this democratic deficit. ollowing on from the column last week on Bristol, I wanted to follow up with a few more thoughts having visited the city in the past few days. Private sector consultants and the Brighton and Hove Economic Partnership have both recently pointed out that there is a severe shortage of commercial property space in Brighton and Hove. Not new of course as businesses for sure must know this already. There is little new by way of new office space coming on stream. In Bristol on the other hand, there is a boom in new and top grade office space. Only recently, plans were drawn up for (another) new office scheme in the centre of Bristol. Developer Cubex has submitted plans for what it says will be Bristol’s highest specification office building ­ designed to a BREEAM Excellent standard. Two previous big speculative schemes in Bristol’s Queen Square and Glass Wharf are now finished and demand has been building for more new space. Two Glass Wharf was a new landmark headquarters office building offering Grade A accommodation in Bristol City Centre. Located on Temple Quay Central, within the designated Temple Quarter Enterprise Zone, the property sits at the heart of Bristol’s prime business district and adjacent to Bristol Temple Meads railway station. What does Brighton (or Hove) have next to their respective stations? In Bristol, the Enterprise Zone alone comprises over 1.25 million sq ft of prime Grade A office accommodation and has attracted many leading firms including Burges Salmon, Deloitte, Bank of Ireland, Royal Bank of Scotland, Canada Life, HSBC and several government departments who join the Planning Inspectorate in the city.
