> Changing city skyline: farewell to Brighton Wheel but soon we’ll see the BA i360 pod moving

T

his week I was lucky enough to attend Brighton: Symphony of a City at the Dome during the Brighton Festival. This beautiful cinematic homage to the city set to live orchestral music was wonderful. It showed the rich tapestry of the city whose image is always changing. Brighton has also been bidding farewell to the wheel, which has graced our skyline for the past five years and is being dismantled before its planning consent expires on 19th May. Now all eyes have turned to the question of when British Airways i360 Credit: Vic Frankowski will open. We are still on track to open in time for the summer school holidays. We expect to announce our exact opening date (and start booking tickets) next month. Meanwhile, watch out for adverts for recruitment days for our front of house team: in­ flight crew, guest service assistants, security officers, retail and box office assistants and the housekeeping team. So what can we expect to see next? Most of our construction works are hidden away inside our beach building, but over the next month you will start to see the pod moving. At first the pod will move just a few inches, slowly increasing to full height. J

ust as captivating as their more mainstream equivalents, and often situated in curious hidden locations, Brighton & Hove’s smaller museums such as the Brighton Toy & Model Museum, Old Police Cells Museum and the Regency Town House provide a more focused take on our rich local heritage. This week, I visited Sussex Cricket Museum – based in the old groundsman’s lair at the County Ground – to see what I’ve been missing. There has been some form of research library at the County Ground since at least the 1950s but it was in 2009 that a dedicated trust was set up. Not only does the arrangement afford the facility gravitas, it also protects its assets. As Sussex Cricket Museum, it took its new home in the vaulted groundsman’s room, which was previously home to rollers for the immaculate grass and, once upon a time, horses. Ultimately triggering the move, and much of the Club’s recent reinvigoration, was a multi­million pound bequest from Spen Cama, a former Club President. The museum contains three specific galleries. The first covers the golden age of cricket – from the 1890s to 1914. Exhibitions on greats such as Ranjitsinhji, perhaps the greatest batsman of all time, feature prominently. The second explores the honourable connection between players and the military, and the implications of war on the Club. A number of players were lost through conflict after all. The third shows the Club now, and in recent in times. Sussex Cricket Museum is open on match days and is usually packed on such occasions. It can also be hired for meetings and visits. It is free to enter and is run entirely by volunteers, such as Phil Barnes and Norman Epps, who are entirely behind the ambitious aspiration of making it ‘the most visited cricket museum in the UK’. www.buildingopinions.com

he eyes may well be the window to the soul but your windows could well be the eyes that show the soul of your home. There was a time, before the much needed revolution that saw women released from the slavery of being known as a "housewife", when cleaning the windows was a weekly task and one that was seen as a clear indication that your house was spick and span. These days we tend to tackle the windows when they become so bad that you can hardly see through them, and the closer you live to the sea the quicker that will happen. Take a look now, how clean are your windows? Not just on the outside but on the inside too? I did this as I started to write this and mine needed

a good seeing to so I stopped and broke out the bucket and hot water. What a difference, the summer light streamed in and filled the room. Okay, it was perhaps a little less dramatic than I am making out, but it really does look brighter now, in and out. Having done the windows I also realised that the wooden blinds needed a good dusting, easily done with a vacuum attachment, and the sills got a soapy wipe down too. My home is not on the market, but this freshen up of the windows and blinds has made me feel good and made my home look brighter and fresher after the winter months. If your home is on the market then make the most of the better weather and lighter evenings by throwing open your windows, pulling up the blinds, drawing back the curtains and let the sun shine in.

he purchase of my flat in Havana is currently going through. The money – which in the end, my friend Katy had to lend me – is sitting in my friend Rob's bank account in Cuba waiting to be distributed among the various relatives of the vendor, who is also a friend of mine. It was Rob's birthday yesterday, so I sent him a congratulatory text, adding that I hoped he wouldn't be throwing an elaborate party with the money for the flat. Meanwhile, I'm selling one of my flats in Hastings in order to raise the money to pay Katy back. Although the property market over there is pretty buoyant, and we got a purchaser almost immediately, the sale is not quite as straightforward as we'd like. This is because we are selling the property with the promise of a lease extension, not an easy task when the freeholder is one of the biggest ####s in East Sussex and does his level best to be obstructive at every turn. For a start, he waits until the penultimate second of the statutory 2 month response period, before replying that he'd like at least double what we've offered in order to extend the lease. I know all this because I've had many dealings with him in the past, none of them either pleasant or straightforward. I see no reason to be so ornery and unpleasant and am hoping that he's stacking up a great deal of really bad energy in his karma bank. The other day, I sent a long email to our solicitor attempting to instruct him to approach the freeholder in a manner that would not alert him to the fact that we were selling, as this would be sure to hoick up the price even further. It was only after I'd sent the email that I realised that every time I'd written the word freeholder, predictive spelling had chosen to write freeloader... a mistake that's rather too near the truth to even bother correcting.

s the weeks go on, I try to find things in my stuff that are old but topical, and this week I picked up a handful of 1930s local athletics programmes which at first sight seemed nice but specific, therefore having a smaller potential audience. Then I noticed the programme in the picture which was the first athletics meeting on the grand opening day of the Preston Park Cricket and Sports Grandstand and Pavilion on 18th October 1930 and also included several cycling races. I say ‘topical’ as the council have just refurbished the cycle track and kept a lot of cyclists happy in this resurgence of the sport. Unfortunately athletics is no longer in the agenda as Withdean Stadium is their venue. Having spent many an evening watching kids’ cricket in the middle grass area I am still in awe of anyone who chooses to cycle round when cricket is on as being a moving target would not be on my agenda... Anyway I digress, as the second picture above is a copy and part of an 1877 map showing the original use of the ground before it was donated to the town for a 90 acre park, and as you can see it was The International Gun and Polo Club Grounds. Very posh, I thought, as anything 'international' meant big money! As I've said before, if you think you have anything tucked away in your loft or garage that has anything mentioning Brighton and Hove on it however small or trivial you may think it is, please bring it to my shop at 28 Western Road, Hove, and who knows what stories it may be telling. > The importance of remaining in the EU

P

rime Minister, David Cameron, promised to hold a referendum if he won the 2015 general election, in response to growing calls from his own Conservative MPs and the UK Independence Party (UKIP), who argued that Britain had not had a say since 1975 when it voted to stay in the EU in a referendum. This week in Project Brighton, Keith Taylor, Green Party MEP for the South East, shares his views on why it is imperative that we vote to remain in the EU, not only for the sake of the environment, but also for our civil rights and freedoms. The EU referendum is the biggest political decision of a generation, and it is drawing ever closer. As a Green, I wholeheartedly support the campaign for Britain to remain part of the EU. It's difficult to overstate the

importance of this referendum for our future, our society, and our environment. Thanks to the EU we now have a Europe­ wide cap on bankers' bonuses, vital environmental safeguards, and social protections, while EU standards on air quality, healthy rivers, and clean beaches are also forcing our Government to clean up its act. The EU is responsible for around 80% of all environmental laws in the UK and there are many examples where the EU has driven positive change. For example, protected wildlife sites were being lost at a rate of 15% a year before EU action; now the rate is just 1%.

The EU has led the way in pushing for ambitious targets to tackle the complex, and cross­border, challenge of climate change and is playing an important role in promoting the measures needed to achieve those targets. The switch to renewable energy and sustainable transport are prime objectives for our 50­strong group of Green MEPs. In the South East, the EU has also delivered and supported thousands of new jobs, improved the performance of almost 2,000 businesses, allowed another 2,000 to make financial savings from improved energy efficiency, helped more than a thousand small businesses reduce energy and water usage by 10%, and reduced the region's overall CO2 emissions by more than 40,000 tonnes. In Brighton, EU laws are ensuring air pollution is taken seriously, despite the UK government's reluctance to acknowledge the issue. The EU is also funding the University of Brighton's ground­breaking research into the most dangerous types of air pollution. I learned first­hand the importance of this research on a visit to the University's air quality monitoring station earlier this year. Whether you live in the city or a small village, the future of the UK's relationship with Europe will affect your daily life. Important funding and vital social and environmental protections are easy to take for granted, but, with the referendum looming, we all need to think carefully about how the EU affects our lives and our country. I believe the EU is far from perfect, but I want to to take the opportunity to celebrate the many positives it has delivered for Brighton. I know a better Europe is possible but I also know that while our government's commitment to austerity and deregulation threatens our rights, freedoms, and environmental standards, it is our shared EU laws which are working to protect our future and our planet for the next generation.

righton & Hove has a new PLACE Review Panel. This panel will be reviewing proposals for a number of the City’s most significant development sites in the City Plan, which could include the King Alfred (reviewed previously in this column), Hove Station (huge potential for an emerging neighbourhood plan), Anston House and Preston Barracks (reviewed in last week’s column). The appointed chair of the panel is Peter Bishop, Professor of Urban Design at The Bartlett School of Architecture, a consultant with Berwin Leighton Paisner, a director at Allies and Morrison Architects. Peter will be supported by three vice chairs including Bob Allies. Maybe the city should have just handed over its design service to Allies and Morrison? Yet more Londoners coming down to tell Brightonians and Hovites how to design their city. Perhaps this is exactly

what the city deserves given that it’s own elite designers did not step up to offer to run the council’s design review service. Who or what then is Design South East? Design South East is the region’s leading source of built environment design support. On its board, it has members from British Land (London based), Gravesham Borough Council, University of Greenwich, Chatham Historic Dockyard Trust, New London Architecture (NLA), Kent County Council and others. Not a single person from the coastal part of the South East and not a single person from Brighton and Hove. DSE is primarily a Kent based organization with activity in London. Should we give them a chance? I’ll declare an interest as I was part of a rival bid so not the best one to judge. > Local family business raises vital funds for two wonderful charities

M

y Sales and My Lets were delighted to present two cheques this month totalling £5,000! Managing Director Roy Pook said: “Giving back has always been a huge part of our company’s ethos. We set up the charity giving side of the business last year officially and have pledged to donate a minimum of £5,000 a year from our profits across these two charities alone which are close to our heart – firstly the local Children’s’ charity The Rockinghorse Appeal, and secondly the wonderful national still birth and neonatal charity Sands.” Jack Pook goes on to say: “The Rockinghorse is a magical Brighton­based charity which has been supporting children for nearly 50 years, we could not think of a better local charity that we would like to support in giving sick children whatever help they need. We have had personal experiences with the charity, so it’s close to our hearts as I’m sure it is with many in the city.” Sands is the stillbirth and neonatal death charity. They operate throughout the UK, supporting anyone affected by the death of a baby, working to improve the care bereaved parents receive, and promoting research to reduce the loss of babies lives. Roy goes on to say; “It is about getting the awareness out there for the parents who do not know where to turn to or what to do next when this awful tragedy occurs. The Sands charity and their informative website was extremely helpful for us as a family in helping us understand what comes next at a time when you have more questions than answers. My wife Melissa Pook and I, had a stillborn baby girl who we named Baby Hope Pook. Since then, we have celebrated our second little girl’s first birthday, Velvet Ivy Hope Pook, some two years after Hope’s passing. Hope will be forever in our hearts and we are extremely thankful to our wonderful families and the Sands charity. We have pledged to help raise money and spread awareness for the rest of our lives.” Rockinghorse’s Head of Fundraising, Analiese Doctrove met with Jack and Roy at the agency's Preston Park offices in 215 Preston Road along with Sarah Mackay who is Senior Trust and Corporate Fundraiser from Sands. > How landlords can reduce their fear about the Big Bad Budget announcement – from Ahmed Khalil

L

andlords have learnt to dread the sight of the Chancellor standing on the doorsteps of 11 Downing Street, holding aloft that battered red briefcase, on the way to announce another series of changes: • What are we going to be clobbered with next? • What new procedures and paperwork are we going to have to negotiate? • And what losses we will have to sustain? Well, this year’s results are in and I’ve taken a good hard look at what they mean for landlords. Yet, as I calculated the pluses and minuses, I couldn’t help thinking that what landlords really need is to place themselves in control. Wouldn’t it be perfect to not have to worry about how each new government announcement will affect your income, or to struggle as you run just to keep up with the changing demands? If you want a guaranteed, stress­free income from your property then read on, because I can show you how you can reduce your fear of the Big Bad Budget. No matter how hard the Chancellor may huff and puff I can help you ensure he doesn’t blow the income from your houses down. First, let’s look at what the battered red bag of mixed blessings had in it this year.

There were some positive announcements for landlords, yet ARLA still called the Budget a “direct assault on the rental sector’ and noted that it is the third consecutive Budget to penalise landlords. Of course, it is not just Budget changes landlords have to contend with: other legislative changes frequently make our jobs harder, whether it’s changes to how we must register tenants, evict tenants, maintain our properties or comply with ever­changing safety standards. On top of this there are the shifts in the rental market itself that can suddenly reduce demand and our rental income. Sometimes, it feels, like we are running scared. There is, thankfully, an easy way that you can guarantee your income from your property and not have to worry about the swings and arrows of outrageous legislation.

What this year’s Budget means for landlords Stamp Duty A 3% Stamp Duty surcharge on buy to let properties and second homes was confirmed with no exceptions. It will inevitably make investing in properties more expensive but it will also raise rents – and in doing so make saving for a deposit more difficult for those renting. C

ase law and commentary on collective enfranchisement has been steadily rolling in over the last decade, eagerly analysed and digested by those with an interest in the property sector. Less however is written about collective enfranchisement’s older and lesser known sibling – compulsory acquisition of the freehold under the Landlord and Tenant Act 1987. In summary, this is a right bestowed on leaseholders which empowers them to acquire the freehold by Court Order in the event of non­management by the freeholder and where those circumstances are likely to continue. Typically this means the freeholder failing to repair or insure a property, with no indication that this is likely to improve. It may be that the freeholder is a company that has been dissolved, or that an individual that owns the freehold has disappeared and cannot be traced. The qualifying criteria for acquiring the freehold under the 1987 Act is the same as it is for collective enfranchisement. However unlike collective enfranchisement where no­one has to be at fault, this is very much a fault­based procedure.
