his week I attended the launch of the Snowdogs by the Sea. Following in the footsteps of other cities – painted elephants in London, cows in Chicago and Gromit in Bristol – Brighton and Hove is set to see the city transformed this autumn with a public art trail of more than 40 giant, painted dogs. Inspired by the The Snowman and The Snowdog by Sussexbased Raymond Briggs' classic book and television adaptation, the snow dog trail aims to encourage more visitors to the city and will also raise money for Martlets Hospice. Our snow dog, which we have called Brighton Belle after the famous Pullman train service from London to Brighton will be positioned at Victoria train station. For eight weeks, it will welcome passengers onto the Brighton train. We hope that it will bring a smile to people on their daily commute, and also encourage even more visitors to Brighton and Hove to see the trail. Meanwhile we have been running a series of X Factor style open recruitment days to find inflight crew, security officers, ticket and retail sales assistants and housekeeping crew. The jobs wearing BA uniform have attracted a huge amount of interest. The final days will be on 7th and 8th June at the Hilton Metropole. A
quite wonderful opportunity to fully restore an entire building in the Avenues Conservation Area in Hove, including its return to use as a house, will be coming before the Council’s Planning Committee shortly. 2 Third Avenue, soon to hopefully become the home of Miriam Thomas and John Papanichola, is a Grade II listed doublefronted five storey Victorian villa with sea views. Plans from 1876 show a butler’s pantry and housekeeper’s room along with beer, wine and china stores in the basement. The ground floor once had a smoking room and morning room. Eight bedrooms were spread across the two floors above. The roof space doesn’t appear to have been in use at that point. A singlestorey side extension was added in 1901 and the building was converted into flats in 1925. It later became the Pembroke Hotel Rest Home, with 18 bedrooms and bathrooms, but closed in 2014. As a care home, features were simultaneously preserved and destroyed by means of, respectively, ceilings being lowered and pipes being bashed through wherever plumbers saw fit. Through a hole in the Swedishsaunastyle kitchen ceiling, delightful original mouldings may be seen, though they have admittedly been painted bright green. Plans for the return of the building to its original purpose, drawn up by architects Morgan Carn, are highly encouraging. Most original features are to be restored or remade. Awful modern additions, including a lift and fire escape, are to be removed. The original layout is to be restored. I can honestly say that I have never seen a planning application for Hove as appealing as this one. time, every day. I think people are shocked when they see it on social media, there were a lot of comments saying “I can't believe attacks like this happen in this day and age”. A lot of people migrate to Brighton because of the LGBT scene and services available here, but many people will be shocked to hear that under race hate crime, LGBT hate crime comes second in this city.
On Queens Road, near the seafront, there was a very nasty incident involving two young gay men, who were attacked on their way home after a night out. The story was shared on social media and went viral, and arrests have now been made. This incident highlighted attacks on the LGBT community, would you say that this is not an isolated incident? Sadly not, reported hate crimes have risen by 28%, between 201516, and those are the ones that are reported to the police. Recorded incidents have risen by 12%. The LGBT community safety forum have been working hard to ensure that people report more. This kind of thing happens all the

There will always be people who are bullies, they will take out their anger and frustration on people who they perceive as being different. It's a more serious version of people picking on the ginger haired kid in the playground. The problem with LGBT hate crime, is that people think they have a legitimate right, which they don't. The increase that's happening is partly due to the fact that people are reporting these incidents as they happen. Often these incidents would be debated within the community, but people wouldn't tell the police. What you have to remember is that not so long ago being gay was a crime. Public opinion has evolved now though and the general community were just as outraged as the LGBT community by these incidents. So it's just a small minority of ignorant people who are carrying out these attacks.

One of the two young men was in hospital and could potentially lose his sight, is this something that regularly occurs or do you think that attack was a one off? No I don’t think it was. There's a lot of stuff that goes on that isn't reported. The creation of social media and dating apps, means that people can meet others without going into bars and clubs. A lot goes on behind closed doors that we don't know about.

Tell me about the forum, what kind of work do you do? Principally we are there to make sure that the statutory authorities stick to their duties, and to make sure that procedure is followed. We've developed quite a lot over the last three years, we've gone from being a critic, to being a critical friend. The authorities are keen to work with us, it's important that we aren't seen as some anonymous group, trying to pass judgement on the police, because we aren't. We want the community to work together, the police department are part of that community, just like we are. We all want to see a safer city. Apart from raising awareness about hate crime, there are also other aspects that we address. Pride is an example, we have an initiative called Accessibility Matters, which is about accessibility to Brighton Pride for LGBT people with disabilities. For many years now we have provided an access tent which is fully inclusive, with sign language interpreters. We also have our ‘Report It’ initiative, which focuses on hate crime. We have a helpline that people can call 24/7. They can report anonymously, or give us the information and we will report it to the police. was neither pleased nor impressed by our politicians moaning in the local papers last week about their abilities to take decisions for what’s best for our city. I do not belong to any political party and my view is that all parties that have taken turns ruling over us in the past few years, take an equal share of blame for the state of our city. No matter. I wanted this week to continue last week’s column and look more closely at only allowing Brightonians and Hovites access to buy new homes in the city, by using the planning system. After all, a convincing majority of voters in the Cornish seaside resort of St Ives voted for this in The St Ives Area Neighbourhood Development Plan, 2015 2030. A Neighbourhood Development Plan (NDP) is after all part of the statutory development plan. Although the NDP may represent the most determined effort yet to produce a planning policy that is effective in preventing the occupation of newly built houses as second homes, a fundamental question that remains is whether the St Ives ‘principal residence’ restriction is enforceable? While the implementation of the plan may be subject to High Court proceedings, the people of St Ives clearly want a planning solution to what they see as the problem of second homes and consider that a neighbourhood plan policy is the most effective means of doing so. What do we think our biggest problem is? Once we decide what this is, and if our politicians cannot agree a solution, how do we as residents decide to solve this problem? t’s exciting isn’t it? You’ve decided to become a landlord and invest in a property portfolio. Let me help guide you to how you can place your investments on a firm foundation and share a secret on how you can guarantee your rent. Step one – set your goals
You must be clear about what your investment represents. Is it for income, capital growth, as a pension or as a legacy for your children? Now you must decide what level of income or capital growth you hope to achieve. Without this clarity you will have no yardstick to measure a property’s investment potential. Step two – find your mortgage broker

You will find that lending criteria for property investments is relatively strict so you need to know just what is available and at what rate. If you arrange a ‘preapproved’ loan your bids will be more attractive. Step three – talk to your accountant
An accountant can help you understand how to buy property in a tax efficient manner. For instance, should you buy it in your own name or through a limited company? The answer is it depends, but your accountant is best placed to advise. Step four – review your rental market
There is significant risk of tenants not paying the rent and of void periods when your property is empty. This varies from city to city, and even from street to street. I can help you here. As a longstanding, local letting agent I know exactly which properties and areas attract the highest and most secure rents. Step five – do your maths
Buy to let lending is based on how much the rent will support. Typically lenders look for 125 per cent coverage of the rent over the mortgage, although this looks set to rise by another 10 per cent. Interest rate deals are fairly attractive at the moment but this 10 | LATEST HOMES
could change. When crunching your numbers be cautious, rather than optimistic, and do so at a mortgage rate of at least 5 per cent. Now you need to deduct all running costs, including your mortgage, lettings agent’s fees, insurance, predicted void periods, maintenance, repairs and safety checks. If your property does not deliver a positive net cash flow each month after all costs you are getting a liability not an asset. One big secret – how to guarantee your rent and reduce your risks
