> Soaring into the sky: the pod reaches its maximum height for the first time

B

ritish Airways i360 reached a major milestone this week when the pod reached its maximum height of 138 metres for the first time, as testing and commissioning continue towards the attraction’s opening this summer. For everyone in our office (based in a cabin on the beach), this has been the most exciting phase to witness since the tower build last summer, and we have all stopped work regularly to take a look! Technicians with a head for heights could be seen on the crow’s nests, temporarily installed on the top of the pod, carrying out checks on the cladding and the busbar trunking behind it which enables electrical current to be distributed up the tower and into the pod. Further tests were being carried out inside the pod, at the top of the tower, on the counterweight inside the tower, in the control room and in the machine room. The pod is amazing and really transforms the tower: It looks like a futuristic spaceship has landed in Brighton! The mirrored underside of the glass is particularly beautiful reflecting the West Pier toll booths beneath. I'm looking forward to seeing how the pod will be gently lit at night once we open and being “parked” at the top overnight. D

uring a recent visit to King’s House, I chanced upon the Twitten Map of Patcham, Withdean and Hollingbury. which details the 30 or so hidden alleys and passages in the north of the city. For those who are new to Brighton & Hove, a ‘twitten’ is a ‘narrow path or passage between two walls or hedges’. The most famous are those in the Lanes such as Black Lion Lane, Meeting House Lane and ‘Quadrophenia Alley’, but there are many others scattered around including Boundary Passage (on the border between Hove and Brighton) and the Cats Creep (above Roundhill Crescent). Like most, if not all, of those in the Patcham area, the majority of twittens in Brighton & Hove are officially nameless such as that running down from Overhill Drive. This curious twitten skirts around several properties and then sharply drops as the ground falls. After several twists and turns, it pops out at Grangeways. Another, once known as ‘Ghost Lane’, runs between Patchdean and Highview Avenue South, and offers unexpected views across the valley below. Whilst exploring the twittens, it is worth giving a thought to how each was formed. Some are quite clearly very old and may well have began as drovers’ routes. Others, such as those around the 1950s housing, have clearly been created in more modern times as the shortest routes from top to bottom of the hills where roads couldn’t be so direct. I regularly go out of my way to use twittens around the city. Not only is exploring them a way of picking up local knowledge, their use is a way of keeping our traditions going – the more hidden, the better, in my opinion. I

t's the blight of Brighton's bathrooms. A constant problem that no matter how hard you try will return and return time and time again. No, I'm not talking spiders, although right now with the damp weather they are rampaging through the city. No, this blight is limescale, those unsightly marks that gather wherever water drips or settles. It looks terrible on white tiles, dreadful on dark colours and hideous on stainless steel. And no matter how hard you try, it will appear and is a nightmare to remove. Or is it? There is a simple method that you can employ that

is not only effective but non­toxic. Lemons, yes the simple lemon when rubbed onto limescale will effectively break that limescale down and remove the offending stains. You may have an immaculate home, spotless to a fault, but that limescale is so often a let down when it comes to a property viewing, around taps, plug holes and lavatories, the limescale will gather and it will discolour. Lemons to the rescue! Used regularly you can prevent that build up and keep those taps and sinks sparkling. But what if you buy a house where the limescale has been left so long that you fear that there are potential stalactites and stalagmites? Fear not, the lemon will certainly help but for those really tough stains a paste made from bicarbonate of soda and white vinegar, it smells grim but it will do the trick.

> Immigration Act 2016 to give more power to landlords

L

andlords are set to receive additional powers to help them evict tenants who are found to be living in the UK illegally. The Immigration Act 2016 received royal assent on 12 May and will come into effect in the UK, possibly as soon as the autumn. It contains significant new allowances for landlords to act against those who fail Right to Rent checks. While full details of the act have yet to be published, occupiers will lose all their rights to remain in a property if they are all found to be in the UK illegally. Current legislation allows landlords to serve a 28­day notice to quit. In cases where only some of the people occupying a property do not pass the Right to Rent criteria, a variety of different eviction processes exist. One of these is a new mandatory ground for possession, which has been created by lawmakers and will be known as act 7B under a Section 8 notice.

I

I

am compiling a book consisting of columns from my early years of Landladying and – going back through my old columns – am surprised at how much Brighton has changed. When I first moved here over 20 years ago, the Brighton population was largely peppered with mad old women with purple hair and useless – yet harmless – hippies in jester hats who might have come to a party here in the ‘80s and never gone home. Like a giant party with no discernible door policy, Brighton was a place where people moved to if they felt out of place elsewhere. I live in a street in the centre of town in a house that, had I moved in two years later than I did, I certainly wouldn’t be able to afford. Never before has Brighton been more deserving of the name ‘Wimbledon on Sea’ as it stealthily becomes more and more like an exclusive VIP lounge, marginalising the have­ nots and favouring the profusion of ‘have­pots (of money)’. Although I still love Brighton and those who stoically swim against this tide of depressing avarice, I can’t claim to be a fan of some of the people who live around me, renewing kitchens every five minutes and paving over their gardens to be ‘low maintenance’ because all their time is taken up commuting to London to earn even more money. Then there are those who park their giant off­road vehicles on the pavement while they drop their toxic offspring at Private School (a mere five minute walk from their house). Worse still, are those Ofsted Bounty Hunters, who can’t afford Public School, so move house or miraculously find religion in order to get into a top school. The final straw for me was when recently, some of my neighbours badgered me to sign a petition to stop a ‘hen­ house’ opening in my street, as it would be ‘too noisy’. I told them that perhaps they’d made a mistake moving to the middle of Brighton if their quest was for ‘peace and quiet’ and suggested they move to Hassocks.

always try to think topical and it can't get much better than the photos this week (or can it?) The first picture is ‘now’, which is my own photo taken from my car (while stopping at lights I might add), and is probably one of thousands taken by locals and highlighted on various social media sites, local and national press and more than likely on all BA flights across the world! It's up – has now reached the top – and at last the spectacle that some of us (not all as I still read complaints and campaigns to get rid of it!!!!!) have been waiting for since 1964... Yes, I'm right as in 1964 a Canadian firm of engineers designed a 1,000ft Sky Deck that was proposed to be built on the beach at the bottom of West Street with lifts, restaurants and even a marine centre. Now, it wasn't a fantasy as it actually was presented to Parliament who had to permit the purchase of land in and around the beach and sea to be allowed for the building project. Alas it never got off the ground, but if you check out the CN Tower in Toronto I think the Canadians took to the Sky Deck plan with more enthusiasm. So ideas and news are cyclical, so what was planned in 1964 has in a different way eventually happened. I for one can't wait to go up the British Airways i360, and as a local I get the added income that will be produced as a bi­ product of this engineering feat. > The Lockwood Project – saving Madeira Terraces

O

ur iconic Madeira Terraces have lasted over 130 years – a remarkable testimony to the quality of Victorian craftsmanship. Sadly the seaside environment has taken its toll on the ironwork and major restoration is needed. I’m committing the council to a project that will fully restore or replace that ironwork and return the Madeira Terraces to their original condition. Named for the Brighton Borough Surveyor who created the Terraces and our famous Birdcage Bandstand, Phillip Cawston Lockwood, we are calling it the Lockwood Project. We have been working over recent months with civil engineers Mott Macdonald, on what needs to be done and we’re now near to a plan to fully restore the Madeira Terraces. Crucially we are liaising closely with Historic England, to ensure that our plan for the future respects the heritage of the past. Where possible, we will restore the ironwork, but where modern engineering methods, materials and treatments allow and can be justified we will also use these to replace iron work on a like­for­like replica basis, to ensure that the structure can last longer. The Terraces were created as a covered promenade to attract tourists from London on the new railway of the 1800s.

In the 21st Century we need something more, and something that will help fund the restoration and upkeep of the Terraces. We are exploring ways of achieving this with colleagues at Historic England, that protects the integrity of the Terraces, but also provides new ways of generating income to pay for their restoration and to provide new activity along this important stretch of our city’s coastline. The option we’re proposing is self­contained but serviced glass­fronted units within the terrace arches, structures that preserve the integrity of the Terraces but allow new space to be leased or rented for use as cafes, shops, businesses or even ‘overnight beach huts’, but not permanent accommodation. We’re working to ensure that we find an engineering solution that is both feasible, but also gains the support of the heritage groups. Importantly, we are looking for ways to preserve the unique and historic Green Wall, which predates the Terraces themselves, building around it just as the Terraces were, allowing the Green Wall to breathe and grow. None of this can be achieved without some public funding and we are placing a bid at the end of this month for £4 million of Coastal Communities funding to get the Lockwood Project underway. Further funding will be sought from grants, lottery funding and private investment, and we’ll look at using the same Public Works Loan Board borrowing as the British Airways i360 for some of the estimated £20 to £30 million

costs. There may also be a potential for a financial relationship with some of the other projects in the pipeline for Madeira Drive, such as the Sea Lanes swimming pool, or Section 106 planning gain money.

and enhanced, whilst restoring the wonderful Madeira Arches for future generations ” A report will come to the Councils Policy, Resources and Growth Committee in July, to begin what is likely to be at least a year­long process of consultation with residents, planning and legal agreements, and the procurement of a specialist contractor expert in this type of restoration. Ideally work will be underway by the end of next year if we are able to secure the required funding. It could be that the work will be phased, with restoration done in sections so that we can open some of the units as soon as possible. The restoration of the Madeira Terraces will be an integral part of the multi­million pound regeneration of Madeira Drive, with the new swimming pool, new zip wire attraction, Aquarium Terraces replacement, children’s play area and our new ten thousand seat arena and conference centre at Black Rock. From the pier to the marina, the whole area will be improved and enhanced, whilst restoring the wonderful Madeira Arches for future generations. It is my hope that the Lockwood Project will preserve a much­valued part of our local heritage, whilst adding to our tourist offer in the same way the Terraces did in Victorian times. I’d like to think that Phillip Cawston Lockwood would approve, and I hope you will too.

hat is the relationship between the size and structure of the units in a local government system and expenditure on central administrative costs? Plenty of people have written about the relationship between size and service performance. Debates on the structure of local government, often concentrate on the issue of scale, especially the best population size for councils and the consequences for administrative efficiency. In Britain, reforms in the 1970s, drew heavily on the idea that large authorities are more efficient. Conventional economic arguments on scale effects, suggest that larger organisations can spread fixed central costs across a wider range and higher quantity of service outputs. This week, we try to scratch the surface on the impact of size and structure on administrative overheads in Brighton and Hove. On the 1st of April 1997, Brighton & Hove Borough Councils, were merged to form Brighton & Hove City Council. What has since become clear, is that the city’s size is too small, given the massive administrative overheads that the city, and therefore its residents, bear. Evidence from elsewhere suggests that administrative overheads fall with size: larger local authorities appear to be gaining scale economies; hence, Brighton City Region and the city deal bid. Administratively, the city needs to be bigger, taking in all towns that form part of the continuous built up area, including Shoreham Harbour, Shoreham and perhaps even Lancing. A

s an employer who is creating hundreds of jobs in this city and as the CEO of a company marketing Brighton and Hove to international travel buyers, I am a strong advocate of remaining in the EU. I am incredibly worried about Brexit. All the evidence from economists is that Brexit will plunge us immediately into recession. That means less money and fewer jobs for all of us. In the tourism sector, this will mean Brits will have less money for "staycations" and days out, which is likely to affect all the tourism businesses in our city. In the international tourism market, the EU is by far our most important market. Two thirds of all of our international visitors to Brighton and Hove are from the EU. Brighton and Hove tourism is worth £1 billion to our economy and employs 18% of our workforce. I am concerned that Brexit would send a message to Europeans that they are not welcome here. A recent survey undertaken by Travelzoo, the online deals web site with 6,000 international travel buyers found that one third of those surveyed said a Brexit vote would make them less likely to visit the UK as they would feel less welcome.

The EU is founded on a common principle of democracy. Nations participating must sign up to shared rights for their people such as guaranteed paid holiday, equal treatment for part­time workers, so it is not a race to the bottom. As an organisation that has signed up to the Living Wage, I support these aims. Because of our membership of the EU, London has become the financial capital of Europe, which is one of our main exports. HSBC has already said if we Brexit then it will move its 1,000 jobs to Paris. Other international banks have indicated they will follow suit. To lose financial services will be devastating to our economy. Some of the dehumanising anti­immigration rhetoric by the Brexit camp has really shocked me. As someone who is married to an immigrant and whose mother was an immigrant, I am proud of our multi­cultural and tolerant society. EU Migrants are making a positive economic contribution either studying here (and so paying fees to universities or foreign language schools) or else working, paying their taxes, which is helping to fund services. With an ageing population it is my view that we need their contribution. In contrast we have mainly exported retired expats to Europe! It is a myth to imagine Brexit “stops immigration” (even if you believe this is a good thing). More than half of all immigrants to this country are from outside the EU. If you look at countries such as Norway who are outside the EU but allowed to trade with it, the condition for free trade has been the free movement of people so their borders are as open as ours.

to be isolating ourselves but a time to be collaborating with our neighbours. In my view, we get the best of all worlds. We get to trade with the 500m people in Europe and we have negotiated a huge rebate. We are not in the Eurozone so have not been impacted by the Greek debt crisis. And we get a share of the vote to work democratically towards our shared goals of peace and prosperity. Some may argue that the EU may not be perfect, but my view is that we should vote to remain and retain our seat at the table to reform it from within.

Brexit is a massive gamble. We are being asked to take a huge risk that our entire economy will collapse. And for what? I for one am not prepared to gamble our entire economy on promises of politicians who are trying to grab power. But it is not all about economics, the EU was originally set up to work together for a shared goal of prosperity and peace, and it has achieved these goals. It has helped to bring peace to Europe. Both my grandfathers’ fought in WW2 and my father's house was destroyed in the blitz; none of us ever want to see Europe devastated by war again. The EU brings our nations together to debate issues not fight. With insecurity in the Middle East and a resurgent Russia, now is not the right time

he Artists Open Houses festival is pleased to announce the winners of the Artists Open Houses Awards 2016. This year's festival saw over 60 new artists houses and studios taking part with a hugely diverse selection of art works on show; from original paintings, prints, graffiti arts, ceramics, textiles to photography, sculpture, crafts and jewellery and many other media. Over 1,500 artists showcased their work from around 200 houses, studio spaces and galleries across the city. Three awards were handed out at a ceremony, which took place at Myhotel Brighton, on June 8th. The winners: The Best Open House 2016 Award: Brian Mander’s ‘House of Mander’. A

recent High Court case has demonstrated what evidence an employer can collect and the level of misconduct required to justify summary dismissal of an employee. Sunderland Association Football Club employed an International and National Marketing Director on a salary of £190,000, with a bonus and benefit package. The Director was summarily dismissed for gross misconduct. He brought a claim for breach of contract, claiming his six month notice period and an unpaid bonus of £964,300. The Club’s case was that he was dismissed without notice due to 28, later reduced to 22, allegations of misconduct which amounted to breaches of his contract. In fact the Court upheld only four breaches: ‘banking’ the Club’s confidential information by sending it to his and his wife’s email accounts; attempting to secure alternative employment by attaching a confidential presentation; unauthorised disclosure of confidential information to a journalist; and unauthorised disclosure of a sponsorship deal. The Director was found not to be entitled to notice pay nor to any unpaid bonus.

All eyes were on centre court today with Novak Djokovic beginning his title defence. 9.30 The Great British Sewing Bee Claudia Winkleman hosts the semi-final of the Great British Sewing Bee, where just four sewers are left to battle it out to for a place in the final. For the pattern challenge, the sewers are tasked with making an asymmetric yoked skirt inspired by modern Japanese pattern cutting. This brain-teasing pattern requires the sewers to stitch one of the most technically difficult and curved seams ever seen in the sewing room. Next, it is the alteration challenge and the sewers are asked to transform a duvet cover into a female garment.
