his week is set to be one of the most incredible of my entire career as the hotly anticipated British Airways i360 will be opening its doors to the public! We have an exciting week of events planned: on Monday night, the One Show will reveal our view for the first time to around 4 million viewers! We will be hosting many preview media flights from news, travel, architectural and international journalists from TV, newspapers, radio, magazines and bloggers. On Wednesday we will welcome key stakeholders and supporters. After a live broadcast on Thursday morning of the Heart Sussex breakfast show from the pod, we will open our doors to the first members of the public on the flight with competition winners from ten regional newspapers. On Thursday night this will culminate with a spectacular community event with fireworks and a lighting display on the British Airways i360 tower to launch the attraction. The colourful display, lasting approximately 15 minutes, will take place at 10pm and can be viewed from Brighton beach. Tickets will also be on sale for people to watch from British Airways i360’s boarding deck overlooking the beach, offering a close up view of the display, with tickets costing just £5. bove an old river, and beside the old town, the Promenade du Paillon is to Nice what the Valley Gardens is to Brighton – save for the fact that a much­needed rejuvenation of Brighton’s flagship central garden is well overdue whereas that of Nice was completed in 2013. It was in 1876 that particularly bad weather led to floods that made London Road and Lewes Road impassable. Brighton’s forgotten river, the Wellesbourne, still rises from the chalk from time to time but was largely stemmed when Patcham Waterworks was constructed in 1889. It can otherwise only be seen in its current culverted form on Brighton’s famous sewer tour with Southern Water. In Nice, the Paillon flows from surrounding mountains but can no longer be seen in the centre of the city having been covered over in stages since 1868. The series of interconnected gardens above the culverted river, called the Promenade du Paillon, is such a centrepiece that it sets the mood for the whole resort. In the past, this was a problem. Not only was it neglected, it was also blighted by several poor surrounding buildings such as a bus station and multi­storey car park. The gardens have received huge investment over the past decade and the ugly buildings are gone. The centrepiece is a 3,000m2 shimmering slab, from which hundreds of jets of water shoot in a seemingly random manner, which simultaneously soaks and delights children and adults alike. I do think that it is worth physically inspecting other successful schemes around the world if we are to make the best of Valley Gardens in Brighton. The Promenade du Paillon will always be important to me as I was standing beside it during the recent terrorist attack by the Palais de la Méditerranée when so many lost their lives. www.buildingopinions.com LATEST HOMES | 5

fter a fairly settled couple of years tenant­wise, changes are afoot once more at Landlady Towers. Last month, I almost had a heart attack when all three of my tenants announced that they would be moving out next month. This is not because it is difficult to rent rooms in my house... not a bit of it, although I actively loathe the selection process. I primarily have to haul through a load of online profiles in order to determine who is least likely to turn into a psychopath as soon as they've unpacked their slippers. Then there is the unpleasant job of interviewing people for the job of being your tenant. I have, even after 15 years, yet to develop the knack of asking the right questions. But all this fannying about online and in person was not the main problem, rather that I had spent my current tenants’ deposits to pay for the back of my house to be painted. I have therefore spent the last month – which is basically my tenants' notice period – working 14 hour days in order to claw back their deposits and, I'm happy to announce that I've just about made it, albeit at the 11th hour. I am not the sort of landlady who will use any flimsy excuse in order to hold onto someone's deposit and loathe those who engage in this practice. I have decided in future, to avoid a repeat performance of what's just happened, to only ask for a minimal deposit, which will be easier to pay back at the end of the rental. Fortunately, without having to sift through too many psychopaths, I have now found two shiny new tenants, both equally grateful to not have to fork out a huge deposit. Alas they both have the same name. Stranger still, the room of my ex tenant, who is a maths teacher is about to be taken over by a maths teacher.... I swear I don't make this up.

s we are all in awe of major structures/buildings going up, this week I have found a couple of random – though similar – pictures of extinct sights in Hove. The first is of Hove's Bandstand, which stood almost opposite the Sackville Hotel on the lawns behind what is now (I think) called The View. Hove was always regarded as a follower to Brighton in terms of entertainment or excitement, but as well as its own bandstand and cinemas it also tried to apply to have a Pier built! It's such a shame about the bandstand as this would have been a perfect building to have been preserved and possibly rebuilt in the same way the kiosk has been redone by the BA i360. The second photo is a more recently demolished sight yet one that has been forgotten quickly – even as one of the biggest eyesores/great structures in Hove, a landmark for all up until the early 2000's. Ironically the wall in front of the gas works in Church Road was the subject of a lot of heritage/conservation arguments at the time, but the supermarket that's there now got their way! n 6th August, we commence our sixth season at the Amex. During the battles for planning permission between 1999 and 2007, one of the arguments that we made was that the development of the stadium would bring huge social and economic benefits to the Greater Brighton region. After five years of operation it is worth reflecting on just how successful we have been in delivering on those promises. Brighton & Hove Albion is not just a football club. Our stadium is not just our home. The Amex is also a conference and events venue, a provider of community services and an international visitor destination. In the past few years our chairman, Tony Bloom, has invested more money into the Greater Brighton City Region than any other developer. Our business links are nationally recognised and in 2015 we won the accolade as the best football club to work for, after our employees voted for us in the Football Business Awards. The American Express Community Stadium is delivering significant economic benefits for the local economy. An investment of over £120m in the 30,000 seater stadium has resulted in the creation of over 1,200 full time and part time jobs, over 80% of which are local people with a BN postcode. Independent analysis has shown the stadium generates £32 million in the local economy each year. We are proud to be a key partner to many public, private and community sector partners in the Greater Brighton area. We have also invested in Lancing where our £32 million American Express Elite Football Performance Centre opened in June 2014, for all our teams in our Academy from under 9’s to the first team squad. It contributes a further £3 million each year into the local economy and the community pitch was used in its first year of operation by over 61,000 people, including 83 local clubs and 33 schools.

The state­of­the­art training and teaching facility has gained Category one status, the highest award under the Premier League’s new Elite Players Performance Plan, confirming its standing as one of the best training facilities in the UK alongside some of the top Premier League clubs. Over the five years the Amex has attracted over three million supporters to the matches played there and global brands including American Express and Nike. But it is not just about football, it is a community hub which also includes a medical diagnostic centre and office accommodation for the University of Sussex and the Lawn Tennis Association. The Stadium has resulted in a significant boost in media publicity for the city and it has attracted hundreds of thousands of away supporters from across the country, over £3 million of nationwide media coverage during its launch year and up to £10 million of media coverage in its first five years. As a first class conference and events venue, since opening the stadium has hosted over 140,000 events attended by in excess of 540,000 people across a wide range of business, public sector, education and community sectors. It has become a high quality meeting location for Sussex businesses and community groups and is an excellent venue for local businesses to entertain clients. The stadium is firmly on the international stage. We have attracted international artists such as Fat Boy Slim and Rod Stewart and it has been used by the FA for England under 17 and 21 international matches. The England Women’s team played their World Cup Qualifying match against Montenegro at the stadium and England Rugby Union’s played their Six Nations under 20s game against France in 2015. We were awarded two Rugby World Cup matches last year, and with the Japan v South Africa game, we hosted probably one of the most exciting Rugby Union Internationals in history. In fact, the stadium has become a must­see for Japanese visitors to the UK. KPMG reported that on that Rugby World Cup

weekend, the local economy was boosted by £46 million. Beyond the stadium, we operate one of the most far­ reaching community engagement programmes of any football club in the country. ere we go again! Marina homes going to foreign students and out of town buyers caused quite a stir in town last week. On one side, this is unjust and new homes in the city should be reserved for Brightonians. On the other, you have got to feel sorry for the city’s universities who are struggling under the weight of Brexit and loss of funding from European students and research funding. I questioned in a previous column at the end of May what would happen if the city were to outlaw the sale of new homes to those who already own elsewhere, in a way similar to what St Ives in Cornwall had done. In St Ives, holiday homes are seen by many as a cause of rocketing house prices and in Brighton, who’s struggling under the weight of a lack of supply of new homes, just look at the City Plan 2 open consultation! As it happens, a restrictive policy is not a new idea. Planning books cite an experiment in the 1970s in the Lake District when the Lake District Special Planning Board wrote a draft plan, which set out an intention to restrict all new development to that which could satisfy local needs. This is of course one part of the problem and local residents should watch out for the nimbyists in our midst whose actions against house building create unintended consequences for the rest of us. Nimbyism always ends up hurting the poor. If the Green Party’s housing spokesman has a view on the lack of affordability in the private housing market in the city, he and other opportunistic politicians should look at the causes and symptoms of that. www.samerbagaeen.com

The bidding lowdown

> What is an auction?

I

n spite of the television programmes and press articles about property auctions, the general process is still not completely understood by the majority of British people. In fact, only 1.9 per cent of all property is sold by auction across Britain which is pitiful when compared to Australia, where in Sydney for example, it is around 35 per cent. So, what is an auction? If you consult dictionaries for various definitions it can be summarised as a “publically held event for the sale of property or merchandise where the prospective purchasers bid openly against each other until the highest price is reached”. The ‘event’ is usually held in an accessible venue and everyone is welcome, even if it is just to observe. Auctioneer Nick Muston from Austin Gray (Auction House Sussex) says “Both buyers and sellers like the transparency of the open market bidding arena. Deals are not being done behind closed doors, they can see their bidding competitor and the skill of the auctioneer is to encourage and cajole the bidders with grace and humour to bid to their absolute limit, and sometimes beyond.” He added, “There are a few occasions when you hear of a lot being sold prior to the auction but this should, in my opinion, be only reserved for those lots where there is minimal interest. On a popular lot the whole point of having a public auction is to let everyone have a fair and equal opportunity to bid in a competitive bidding environment. “I have been an auctioneer for 35 years and I could quote you hundreds of examples of where I have received a great offer pre­auction but had the courage to convince my client to take it to the auction and it has sold for considerably more. That is when an auction works at its best.”

Austin Gray recently offered a house in Denmark Road, Portslade that was guided at £240,000 ­ £250,000, but went on to sell for more. Nick picks up the story: “I received an offer pre­auction of £280,000 which my client was happy to accept but I felt, given the interest, might sell for between £290,000 ­ £300,000. On the day of the auction there were eventually two determined bidders fighting it out to a staggering final bid of £331,000. Proof, if proof was needed, that you should always try and take lots to the room because you never know how far buyers will go beyond their upper limit.” Aside from achieving an open market price, an auction works effectively on many other levels. Sellers can work to a clear timetable with viewings commencing 3 to 4 weeks in advance of the auction date with completion usually 4 weeks later. The uncertainty of private treaty transactions is eliminated with a physical exchange of contracts there and then on the day of the auction with the buyer paying a 10 per cent non­ refundable deposit. The buyers are in funds and can perform. Finally, the speed of an auction is a huge attraction with the whole process from entry into the auction catalogue to completion taking as little as 8 weeks compared to a private treaty sale which can take 5 – 6 months. The vote to leave the European Union has certainly led to uncertainty in the market which, along with the other measures introduced by the Government to cool the property market, has definitely had the desired effect. Nick commented, “We could see an increase in the properties coming to auction as the full implications of the recent exit vote start to take effect. > Brexit unlikely to have a negative impact on landlords

here have not yet been any signs that Brexit will, as some experts predicted, have a negative impact on the UK’s rental market, according to property specialist Leaders. Indeed, new statistics suggest the sector has actually grown since the British public voted to leave the European Union (EU) on 23 June. Rightmove has revealed rental enquiries were up by two per cent in Q2 in comparison with the same period last year, while they rose by one per cent in the two weeks after the referendum versus the same fortnight in 2015. Carole Charge, technical and compliance director at Leaders, says a period of uncertainty among homeowners, buyers, investors, landlords and developers is inevitable, but this does not mean the market will suffer or that prices will fall. “Our own figures show there was a 50 per cent increase in the number of viewings requested in the week following the referendum. All the signs so far indicate the property market is resilient and able to withstand Brexit­related pressures easier than other more volatile sectors,” she explains. “It could be that house builders and developers are weakened on the stock market in the coming months, making it harder for the government to meet its house building targets. As a result, I would expect property prices and rents to be pushed up as the existing shortage in supply becomes even more severe. “Even if house prices fall, which is by no means certain, it is likely to be only a slight decline as the housing shortage will prevent a sizeable drop.” From a legislative point of view, Carole believes the UK’s withdrawal from the EU may have an impact on landlords. Carole adds: “EU legislation currently covers the private rented sector in a variety of ways, from the energy performance of buildings regulations to consumer protection from unfair trading rules, heat network regulations and a range of other matters. “The simplest way forward would be for parliament to pass an act confirming all existing regulations made in support of EU directives will continue as before. This would allow parliament

ince the Brexit announcement I am continually being asked my thoughts on what the implications are going to be so far as the property market is concerned and in order to be able to answer this correctly, it is necessary to separate the market into two parts. The first is the ‘London market’ whereupon doubtlessly an overseas investment company looking to invest a few million pounds in property are going to have to consider many factors, one of which being the effect Brexit has had on the value of the pound against the currency of their own country. This is where I can foresee a potential stalling within this particular section of the market. However, and perhaps more fortunately, whilst I would like nothing more than to be offering £5m to £10m properties during each and every one of our auctions, this is not a section of the market that is particularly commonplace in Brighton & Hove and therefore I have little doubt that any effect Brexit is going to have will prove to have the minimum (if any) effect on sales down here on the south coast. Let’s face it, if you are not bringing in money from abroad to buy your investment property in Brighton & Hove then I see absolutely no reason for the market not to remain anything other than it is at the moment: healthy and strong. My own feelings are that if anything was going to be detrimental to values, the recently amended higher rate stamp duty structure would be the one thing that would have been more likely to cause damage, however happily, we have not seen any evidence of this thus far, certainly not from an auction point of view. We have a new prime minister in place, there is not a general election looming and it is not anticipated Article 50 will be invoked until next year at which point the 2 year period in which to negotiate our exit from the EU begins. There has also been mention that interest rates might be reduced within the coming months whereupon, in the event this is to be the case, it will give the market a genuine boost so far as confidence is

concerned. Not that I think the market needs such a boost however, one is of course always very welcome indeed! Our much publicised June auction that was scheduled to be held just 2 days prior to the announcement of the Brexit vote and 6 weeks after the change in SDLT came into effect, was completely sold out. Something that perhaps substantiates my thoughts as to the minimal effect Britain’s decision to leave the EU and the higher rate stamp duty will have on property values. Very unfortunately, there may be those whose businesses have been severely affected by the decision for Britain to leave the EU that might necessitate for some properties to be sold quickly and as a result, under market value. However this should not be confused with values falling across the board as instances such as this will be in the minority. My advice is that when the time comes for you to sell your property, please do not allow yourselves to be convinced to accept a lower marketing valuation and thereafter offer from a potential buyer on the grounds that the Brexit vote has had a detrimental effect on house prices. Simply put, such advice and offers will be without foundation and moreover, as we ably proved within our June auction, all is well with the property market here in the South, very well indeed!
