his week I and members from the Latest were invited to parliament as the DCMS minister Matt Hancock highlighted the progress made by Local TV in the UK. He told MPs, peers, and industry leaders, that local stations had made impressive strides since the The Rt Hon Matthew Hancock MP, first station was launched Minister of State for Digital & Culture three years ago. Twentytwo stations are now on air with a further dozen scheduled to launch in the first half of 2017. Here at the Latest we were one of the first stations to be granted a licence and to launch, and have been on air for over two years. Mr Hancock praised local TV stations for their output – referring to the hundreds of hours of original content currently produced each week by city TV licence holders. In Brighton alone, we have produced thousands of hours of local content since we started. This covers news, current affairs, football, both Brighton & Hove Albion and nonleague games, other sports, films, entertainment, local property, cookery and music. We are sure everyone in the city will know someone who has appeared on our channel, if you have not graced our screens yourself. And the beauty is that every resident is welcome to appear on the channel. Local TV stations are now broadcasting more original programmes than the similar combined output of BBC2, ITV, Channel 4 and Channel 5. The regular viewership across the UK is 7.5 million with over a hundred thousand per week in our city.

It is a responsibility for all business leaders in the city, to champion our city and to make the most of opportunities to promote localism, to promote tourism for the city and to promote the huge range of great businesses and organisations that are homegrown creating local jobs and wealth. Alongside creating jobs, training is hugely important, and at the Latest we are privileged to play a part in training many young people in television production and media. Students from local colleges and schools are able to learn how to write the news and sports and present on camera, using an Autocue and the latest TV equipment. I
’m sure there’s currently an international shortage of places to stay. For a start, Landlady Towers is stuffed to the gunnels, meaning that space is very much at a premium. At the end of February, The Big Daughter and Future SonIn Law are moving back in while they allegedly look for a place to buy. I assumed they would move into The Big Son’s old bedroom, which currently houses a French girl who was due to move out at the end of February. Or so I thought… When I asked the French girl exactly which date in February she was planning to move out, she became extremely alarmed and told me that she wasn’t moving out until the end of April. This means that – deep joy – The Big Daughter will have to take The Small Daughter’s room and The Small Daughter will have to share with me, at least until someone moves out, or The Big Daughter finds a flat to buy. The latter option is highly unlikely to happen any time soon as every time I ask The Big Daughter how the flat hunting is going, she evasively mutters something about making an appointment with a financial advisor. I have made a tentative start on their behalf, but know exactly how much of my precious time has been wasted in past property searches on behalf of others. Besides, now that I am virtually a pensioner, running up and down the decrepit and often precipitous stairs of shared residences in pursuit of the perfect pad is not the breeze it once was and I find I have to lie down with a cream horn for the rest of the day after a spate of viewings.

My friend B and I are having a hard time finding a hotel room for our last night in Dubai and everything costing less than £3,000 per night seems to be fully booked, sending us into a mild state of panic. We are having an emergency summit at her house this evening in an attempt to find somewhere to stay that is neither flea pit or palace. Not the most relaxing start to a holiday.

am going to continue with my now, then and then again theme for the next few weeks... but will not provide the "then again" shot as – if you are like me – it's too distressing to look at the architectural errors that have been made in the modern era to our town/city. Both photos are taken from approximately the same position on the corner of North Street and West Street. The first is in 1937/8 and shows the Regent Dance Hall entrance on the corner of Windsor Street and a view down North Street of which none of those buildings survive today until right at the very bottom of the picture the construction of what was the NatWest Bank and is now a bar/restaurant.
“ It’s too distressing to look at modern architectural errors ” The second view is from the 1980s and is a great view of the building that was built as the Essoldo Theatre, constructed very shortly after the previous photo which in its final years became a Bingo hall. sk Brighton & Hove residents to list the council services they value the most and you’ll almost certainly find parks and open spaces features highly. Parks are among the council’s most used public assets providing people of all ages with areas for play, relaxation and exercise. In short – they are critical to the health and wellbeing of residents living in the city. So these same residents are often shocked to learn that providing and managing parks is not on the list of ‘statutory duties’ for local authorities. As a result, when central government funding gets cut, and councils are forced to focus on essential and front line services, parks and open spaces are among the most vulnerable services when savings are being made. But councils are fighting back! Local authorities up and down the country are exploring new and innovative ways to fund parks and opens spaces with reducing budgets. Councillor Gill Mitchell, chair of the council’s environment, transport sustainability committee explains how Brighton & Hove’s city’s parks and open spaces could evolve in the future and how residents are playing a vital role in shaping that change.

“By 2020, funding for Brighton & Hove’s parks service is set to have reduced from £4.7m to just £3.4m which means we have to radically change the way we manage our parks and open spaces. “That’s why last autumn we launched our ‘Big Conversation’ – a citywide consultation which invited park users to come forward with suggestions as to how we could attract income to maintain our parks and open spaces in the city. Residents were asked for their spending priorities, their thoughts on how to manage with less, and ideas to create new revenue such as cafes, sponsors, events and charges. Following a fantastic response (3,500, the highest ever received to a consultation of this type) we are now developing a new open spaces strategy.” The strategy asks the council to look at a range of policies and actions to put parks on a firm footing in order to maintain facilities for the future. It highlights funding opportunities and the need to build on ideas that came out of the consultation. These include exploring the establishment of a Parks Foundation to lead on fundraising, creating more income for parks (working in partnership with businesses and potential sponsors, and other organisations such as the Football Association and lottery funders), developing other partnerships to care for open spaces (such as with colleges and universities, the Wildlife Trust, Ramblers, Biosphere partners and the South Downs National Park Authority). Over the next 10 years the strategy also calls on the council to: Develop a tree strategy (In the Big Conversation, respondents identified trees as the most important asset in parks and gardens for future funding) Enable members of the public to cut their own grass verges (87% of respondents said the council should support residents cutting grass verges with their own tools) Build on the success of volunteers by creating more opportunities and making sure they get the support they need (Most of the city’s 38 Friends of Parks volunteer groups told the council they need more support to continue their work and more than half of respondents to the Big Conversation (58%) expressed an interest in helping out in parks) Introduce more natural play features (74.2% of respondents tended to agree, or strongly agreed, to replacing some play equipment from children’s playgrounds with natural play features) “Playgrounds remain one of the biggest challenges for the city’s parks service. Because of the success of securing £2m of funds for playgrounds in 2009, a large amount of the city’s playground equipment will need replacing over the next five to 10 years, at a cost of another £2m,” said Councillor Mitchell. “There has been some success so far, with playground equipment provided recently in Manor Road, Saltdean Oval and Hove Lagoon through public donations and planning contributions. “Work to put the strategy’s proposals into practice is starting this year. Councillors will also take into account the funding challenges and suggestions for parks as they set the council’s budget in February.” www.brightonhove.gov.uk/parksfuture

T
enants should receive more services and benefits to make their home more comfortable, save money and their life easier. That’s why we’ve introduced the Khalil’s Tenant Reward Scheme – it’s our way of saying thank you. The idea for a Reward Scheme came to me at my local coffee shop as I picked up my free Chai Latte having filled my loyalty card with stamps. It occurred to me that good drivers are able to receive lower car insurance, supermarkets use point schemes to reward their customers and employers often use similar schemes to motivate and retain their staff. “We should be rewarding all good tenants,” I announced as I entered our office. And, just a few months later, here we are with a scheme that does exactly that. Let me explain it to you. Khalil’s Tenant Reward Scheme This scheme is aimed at rental properties that are occupied by three or more people who do not form a single household. Such properties are often called HMOs (Houses in Multiple Occupation). It will cover student houses and flats as well as house shares aimed at professionals. To make the tenants’ life easier we will let the property on a bills inclusive basis (including broadband), offer a cleaning service every two weeks and even maintain the garden if the property has one.

On top of these extra services we will reduce the cost of letting fees by 10% for the tenants. We have also lowered the security deposit taken at the start of the tenancy to just one month, and we guarantee it will be returned to them as long as there is no damage to the property. Tenants will also receive 10% discount on check out fees and we have waived the end of tenancy referencing fees. But here’s the real way that we are rewarding good tenants: when they leave the property they will receive 10% cash back from the monthly rent, they will also have the choice to either cash the money or use it for the next property they rent from Khalil. And that is a very real saving. So, how does the scheme work? It costs FROM £20 a week. All the services and benefits detailed above will be provided to those who choose to be a part of the scheme. We expect each tenant to take out tenant liability insurance at the start of their tenancy and, to qualify for the 10% cash back, they must pay their rent on time without rent arrears or late payments. It is as simple, and as attractive, as that. Our tenants are rewarded with no bills to pay, regular cleaning and gardening services and less fees. We are rewarded with good tenants. Happy days!
