SUPERINTENDENT’S MESSAGE In its 149th year, Loudoun County Public Schools (LCPS) stands ready to open the doors of 92 campuses to welcome approximately 83,000 students for what is expected to be the most productive school year yet. As our returning families know and our new families will soon learn, LCPS is a school division that honors its tradition of educational excellence while providing students with cuttingedge learning opportunities. We are pleased to share with students and families the work staff members have been doing over the summer on important instructional initiatives such as bringing Full Day Kindergarten to all kindergarten students, initiating the first phase of a multi-year plan to provide every student from grade three to twelve with a laptop, and expanding personalized learning from ten schools to twenty-five. Our work is designed to empower all students to make meaningful contributions to the world through careers, community service and civic engagement. Changes You Should Know About for the 2018–2019 School Year Loudoun County Public Schools (LCPS) has made some significant changes for the 2018-2019 school year that we want our stakeholders to be aware of. These changes include: The Academies of Loudoun The mission of the Academies of Loudoun (ACL) is to empower students to explore, research, collaborate, innovate, and to make meaningful contributions to the world in the fields of science, technology, engineering and mathematics. Conceptualized over a decade ago, the Academies of Loudoun project opened for the 2018-19 academic year. The new Academies of Loudoun is one school community comprised of three academies. Students must apply for admissions and be accepted through a competitive application process.Those who are admitted to ACL will be concurrently enrolled between their home high school and the Academies of Loudoun, and will attend ACL on alternating days. • The Academy of Engineering & Technology (AET) program strives to provide academic STEM (Science, Technology, Engineering and Mathematics) pathways for students to engage in the study of engineering, information technology, and entrepreneurship. Students in the AET program will develop their creative and enterprising capacities, engage in

engineering and research projects, and have the opportunity to pursue a well-rounded high school experience. A student at AET acquires the skills to ask sophisticated scientific questions and conduct research and experimentation; to explore the connections between STEM and the real world through innovation challenges; to read, write, and communicate at a level that is required of university students; and to develop perspectives to assess the impact of scientific advancements on society. • The Academy of Science (AOS) program strives to provide students the opportunity to deeply engage in mathematics, science, and research and to promote creativity and innovation through problem solving and collaboration. Students in the AOS program acquire the skills to ask sophisticated scientific questions and conduct research and experimentation; to explore the interconnections between the sciences, math, and the humanities; to read, write, and communicate at a level that is required of university students; and to develop perspectives to assess the impact of scientific advancements on society. • Monroe Advanced Technical Academy (MATA) pathways strive to provide significant and relevant learning in Career & Technical Education (CTE), which allows students to explore and innovate while preparing for 21st century college and careers. The School Board

THE SCHOOL BOARD The School Board is responsible for the operation of the county’s public schools in accordance with State Department of Education regulations. School Board members are elected every four years in the November general election with one member elected for each of the eight electoral districts and one member elected at-large. Loudoun’s sixth elected School Board was chosen in November 2015 and took office January 1, 2016. School Board members receive annual salaries of $20,000 with the chairman receiving an additional $2,000.

School Board Meetings The public is invited to attend and participate in School Board meetings held in open session at LCPS’Administrative Offices, 21000 Education Court,Ashburn,VA 20148. Second Tuesday meetings convene at 4:00 p.m. and 6:30 p.m.; fourth Tuesday meetings begin at 6:30 p.m. In August and December no fourth Tuesday meetings are planned; there are no meetings in July. School Board agendas are available through BoardDocs on the School system’s website, www.lcps.org. LCPS-TV provides live, gavel-to-gavel coverage of scheduled School Board meetings held monthly on the second and fourth Tuesday at 6:30 p.m. Closed captioning is also provided for the live broadcasts. Meetings are available via webcast on the LCPS website at www.lcps.org.

Participation By The Public At School Board Meetings Regular School Board Meetings: Contact the Superintendent’s Office at 571-252-1020 or via email at clerk@lcps.org prior to 5:00 p.m. the day of the School Board meeting.You will be asked to provide your name, address and telephone number, subject matter, and organization represented, if applicable.The Public Information Officer or designee will accept walk-in registrations in the media box at the back of the Board room up to five (5) minutes prior to the posted start time of the Board meeting. Please see Policy 2520 for full details. Public Hearings: Speakers at public hearings shall limit their comments to the matter that is the subject of such public hearing. The same sign-up requirements would apply as stated in Paragraph (B)(1) above with the exception of Attendance Zones Public Hearings in which case contact the Division of Planning Services at 571-252-1050 or register on the online sign-up located on the LCPS website (www.lcps.org) prior to 5:00 p.m. on the day of the hearing. A designee from the Planning Office will accept walk-in registrations

Committee Meetings: Prior to the posted start time of the Committee meeting a designee may accept walk-in registrations in the posted Board room and/or conference room. Distribution of Materials to School Board Members: Copies of materials for Board members should be given to the Public Information Officer or designee in the media box at the back of the Board room prior to the start of the meeting for distribution to Board members. Please provide 12 copies of materials. Under no circumstances will a speaker approach the dais. Time Allotment: Speakers must limit comments to the time allotted by the Chair and announced prior to the public comment period. The Chair determines the time based on the number of speakers and the agenda, but not to exceed five (5) minutes. Assistance: Those who need translation/interpretation assistance or a reasonable accommodation for any type of disability in order to be able to participate meaningfully in School Board meetings or public hearings should contact the Superintendent’s Office at least three days prior to the meeting.The speaking time will be doubled for speakers requiring translation/interpretation assistance when requested. Other Communications to School Board Members: The School Board also is open to receiving comments outside of school board meetings as an alternative means of public participation. School Board Policies Policies governing student records and the rights of parents and eligible students are contained in the School Board Policy Manual, available for review on the school system’s website, www.lcps.org. As mandated by the Code of Virginia printed copies of the policies are available as needed to citizens who do not have online access.

Student School Board Representatives

Student School Board Representatives Each of the 15 LCPS high schools will have a student representative sitting on the Loudoun County School Board for one month to provide student input on educational issues. In preparation for their responsibilities, the new student School Board representatives and their parents attend an evening orientation session. Communications

COMMUNICATIONS BlackboardConnect Loudoun County Public Schools utilizes the BlackboardConnect Phone Messaging System to personally communicate with parents about emergency situations, school events and important issues affecting your child. Since this system is used to notify you of an emergency situation with your student, you cannot completely opt-out of this system. You may use a form on the LCPS website, www.lcps.org, which allows you the option to be removed from the “weather-related” closing and delay message only. Loudoun County Public Schools will continue to use the traditional methods of radio and TV in addition to our website, email and text messaging capabilities via the voluntary Alert Loudoun 2.0 system offered by Loudoun Government (www.loudoun.gov/alert) to notify parents of weather-related closing and delays. Weather-related closing and delay messages are district-wide messages that are sent early in the morning (6 a.m.) or at night (prior to 10 p.m.) notifying parents that schools will be closed or operating on a delay due to inclement weather.

LCPS Extends Reach to Community through Social Media Loudoun County Public Schools has extended its communications outreach to students, families, employees and the greater community through the use of the popular social media tools Facebook and Twitter. Users of these social media get up-to-date LCPS information and announcements, including weather delays and school closings. You can add The Official Loudoun County Public Schools to your Facebook account’s newsfeed by clicking “like” at www.facebook.com/LCPSofficial. Twitter users can follow LCPS news via @LCPSofficial. These sites may also be accessed by clicking on the Facebook and Twitter icons found on the www.lcps.org home page.

LCPS Mobile App The LCPS App is available for a free download from both the Apple App Store and the Google Play App Store. The app will be helpful for anyone wishing to engage with information about LCPS, including parents, staff, students and members of the general public. Once the app is downloaded, users can customize their access according to the specific schools they wish to follow. A parent with students in multiple schools, for instance, could customize his or her view to include all of the schools attended by their children. The app is an aggregator that pulls together the district’s most frequently used web tools in one location. For example, the app includes access to school menus, the lunch account software system, the student information management system, the online learning platform, sports information, calendars and social media feeds. All users automatically have access to districtwide messaging. Another feature of the app is push notifications. This will allow LCPS to send emergency messages to the phones of subscribers without incurring charges associated with texting. An app communication campaign is now underway. A QR code, such as the one located on the back of this booklet, will be used on communication tools to assist with locating the app in the online stores. Communications

LCPS-TV Loudoun County Public Schools maintains LCPS Educational TV, an open cable TV channel which can be viewed on the following systems: • Channel 18 on Comcast Cable system • Channel 43 on Verizon FIOS system The educational channel provides LCPS families and Loudoun County residents with news and information about Loudoun County Public Schools. The channel broadcasts news, educational and arts programming in addition to a calendar of events, school or districtrelated announcements and gavel-to-gavel coverage of the Loudoun County School Board Meetings at 6:30 p.m. on the second and fourth Tuesdays of each month with a re-broadcast the following Thursday at Noon. Closed captioning is also provided for the live broadcasts. For a complete listing of scheduled programming and events, click on the link provided on the website under LCPS-TV. BoardDocs Loudoun County Public Schools has an electronic agenda system for its School Board Meetings. This system, called BoardDocs, replaces the former method of compiling, printing and distributing meeting documents. Through the BoardDocs website, the public can view agendas and supporting documents associated with each School Board meeting.This allows for viewing and/or printing information prior to meetings.This electronic system not only saves time and resources; it also provides the public greater access to information that School Board members use to make decisions.After the meeting, individuals can review the agenda items and see what action was taken by the School Board, complete with voting information.All documents associated with meetings are automatically archived and can be searched by meeting date or by using the comprehensive search feature. SCHOOL BOARD DESIGNATED COMMUNITY PARTNERS Minority Student Achievement Advisory Committee The Minority Student Achievement Advisory Committee (MSAAC) is dedicated to work in partnership with Loudoun County Public Schools (LCPS), parents and the community to further the academic, social and cultural development of every student and to ensure that the needs of all minority students are met. MSAAC supports School Board and staff initiatives and parent efforts to ensure that our school community becomes culturally competent to ensure fair and equitable instruction to all LCPS students. We encourage the development of school cultures where every minority student is afforded the opportunity to achieve his or her full potential, feels welcome and is recognized as an integral member of the student body. Special Education Advisory Committee The Special Education Advisory Committee (SEAC) works with the School Board, administrators, parents and teachers who are responsible for students receiving special education services. SEAC meets monthly during the school year from 7 to 9 p.m. on the first Wednesday of each month (September through May). Meetings are held at the LCPS Administrative Offices, 21000 Education Court,Ashburn. All meetings are open to the public. SEAC welcomes anyone interested in special education. There is a designated time for public comment during the meeting. This is an opportunity to share successful educational experiences and express general concerns regarding educational issues for students with disabilities. Loudoun Education Foundation The Loudoun Education Foundation (LEF) is a non-profit 501(c)(3) corporation that raises private funds to enhance the quality of education in LCPS.The Foundation supports projects that stimulate students’ curiosity and create exceptional learning opportunities. The foundation supplies funds for teacher grants for innovative programs and Standards of Learning enhancement; sponsors the LCPS Social Sciences/History Fair and Regional Science Fair; and helps to cover travel expenses for students taking part in national competitions. The LEF awards scholarships to qualified graduating seniors of Loudoun County’s public high schools. Current Loudoun County teachers are also eligible to receive scholarships for pursuing graduate degrees or advanced training. School-Business Partnership The Loudoun School-Business Partnership Executive Council was founded in 1990 by the Loudoun County School Board as an organization whose mission is “to provide the leadership to promote the development and success of partnerships between the Loudoun County Public Schools (LCPS) and businesses to help ensure students are prepared to contribute successfully to the ever-changing business and community environments.” The council is composed of corporate executives, business professionals, government agency representatives, community partners and LCPS educators. During the school year, the partnership council facilitates networking activities and events with business partners and recognizes outstanding school business partnerships.The Loudoun School-Business Partnership Executive Council and the Loudoun Education Foundation partners with each other in support of their goals. Among its most visible programs is the annual Job-for-a-Day and the Partnership Breakfast. The 2018 Job-for-a-Day Program will be held on Monday, November 5. The annual Partnership Breakfast will be at 7:30 a.m. on March 8, 2019, at the National Conference Center. OVERVIEW Loudoun’s 92 public schools offer more than 83,000 students an educational program that ranks with the best in Virginia and the nation. Loudoun students scores on nationally normed achievement tests and the Scholastic Aptitude Test (SAT) consistently rank well above state and national averages. 91.33 percent of graduates continue formal education; 89.53 percent go on to college. One of the fastest growing counties in America, Loudoun continues its proud tradition of support for quality public education to maintain an outstanding record of student achievement despite the pressures of surging enrollment. Administration The chief administrator of LCPS is the Superintendent. Enrollment and Admission For 2018-2019 enrollment in kindergarten, the student’s 5th birthday must be no later than September 30, 2018. Students who have not reached age 20 on or before August 1, 2018, are eligible for admission, with the exception of students with an IEP or requiring EL.

Documents Needed to Register in LCPS • An original birth certificate or a certified copy. • Proof of legal guardianship or legal custody if not the parent of the student. • Proof of Residency. • Tuberculosis Screening Requirements: All new students entering Loudoun County Public Schools are required to provide documentation that a tuberculosis screening has been performed no sooner than three months prior to registration for school. • A properly completed immunization record signed by a licensed physician or local health department employee. • New elementary school students must have a completed physical performed no earlier than 12 months prior to the date the student first enters kindergarten or elementary school. Copies of a completed physical from other United States schools are acceptable. Physicals must be submitted prior to school starting. • Signed “Prior Expulsion” Statement indicating that the student has not been expelled or suspended from another school. The school will provide this document. • Records (including report cards) from previous school, if applicable. • Name and address of previous school, if applicable. • Copy of Individualized Education Program (IEP), if applicable. School and Day Care Minimum Immunization Requirements Documentary proof shall be provided of adequate age appropriate immunization with the prescribed number of doses of vaccine indicated below for attendance at a public or private elementary, middle or secondary school, child care center, nursery school, family day care home or developmental center. Vaccines must be administered in accordance with the harmonized schedule of the Centers for Disease Control and Prevention, American Academy of Pediatrics, and American Academy of Family Physicians and must be administered within spacing and age requirements (available at https://www.cdc.gov/vaccines/schedules/easy-to-read/index.html). • Diphtheria, Tetanus, & Pertussis (DTaP, DTP, or Tdap)—A minimum of 4 doses. A child must have at least one dose of DTaP or DTP vaccine on or after the fourth birthday. DT (Diphtheria, Tetanus) vaccine is required for children who are medically exempt from the pertussis containing vaccine (DTaP or DTP). Adult Td is required for children 7 years of age and older who do not meet the minimum requirements for tetanus and diphtheria. • Tdap Vaccine Booster—Effective July 1, 2014, a booster dose of Tdap vaccine is required for all children entering the 6th grade. must have diphtheria, tetanus, pertussis vaccine (Tdap) unless they have had the vaccine since the age of seven years. Haemophilus Influenzae Type b (Hib) Vaccine—This vaccine is required ONLY for children up to 60 months of age. A primary series consists of either 2 or 3 doses (depending on the manufacturer). However, the child’s current age and not the number of prior doses received govern the number of doses required. Unvaccinated children between the ages of 15 and 60 months are ONLY required to have one dose of vaccine. Hepatitis B Vaccine—A complete series of 3 doses of hepatitis B vaccine is required for all children. However, the FDA has approved a 2-dose schedule ONLY for adolescents 11-15 years of age AND ONLY when the Merck Brand (RECOMBIVAX HB) Adult Formulation Hepatitis B Vaccine is used. If the 2-dose schedule is used for adolescents 11-15 years of age it must be clearly documented on the school form. Human Papillomavirus Vaccine (HPV)—Effective October 1, 2008, a complete series of 3 doses of HPV vaccine is required for females. The first dose shall be administered before the child enters the 6th grade. After reviewing educational materials approved by the Board of Health, the parent or guardian, at the parent’s or guardians’ sole discretion, may elect for the child not to receive the HPV vaccine. Measles, Mumps, & Rubella (MMR) Vaccine—A minimum of 2 measles, 2 mumps, and 1 rubella. (Most children receive 2 doses of each because the vaccine usually administered is the combination vaccine MMR.) First dose must be administered at age 12 months or older. Second dose of vaccine must be administered prior to entering kindergarten but can be administered at any time after the minimum interval between dose 1 and dose 2. Pneumococcal (PCV) Vaccine—This vaccine is required ONLY for children less than 60 months of age. One of four doses, dependent on age at first dose, of pneumococcal conjugate vaccine are required. Polio Vaccine—A minimum of 4 doses of polio vaccine. One dose must be administered on or after the fourth birthday.

Overview • Varicella (Chickenpox) Vaccine—All children born on and after January 1, 1997, shall be required to have one dose of chickenpox vaccine administered at age 12 months or older. Effective March 3, 2010, a second dose must be administered prior to entering kindergarten but can be administered at any time after the minimum interval between dose 1 and dose 2.

Teachers Loudoun’s classroom teachers have been carefully selected to provide the individualized attention that will encourage students to learn and achieve to the best of their abilities. A mentor program for teachers new to the profession, a rigorous performance evaluation for all teachers, and challenging staff development opportunities help to ensure superior teaching and learning in Loudoun classrooms. All Loudoun teachers are licensed by the State Board of Education to teach the grade level or subject area for which they are employed. More than 70 percent hold master’s degrees. For the school year 2017-2018, 99% of Loudoun teachers were identified as highly qualified by the Virginia Department of Education. Teachers’ salaries range from $50,171 to $107,139 for the 20182019 year.

Retired Educators The Loudoun Retired Educators Association is open to all former Loudoun County teachers, support staff, and administrators. The association meets the first Thursday of each month at Monroe Technology Center or a local restaurant. The association’s members share food and fellowship followed by a business meeting during which the concerns of retirees are discussed. LREA was established on June 6, 1951 and awards scholarships to graduating seniors entering the field of education. Members are involved in community activities as well as volunteering in our schools. INSTRUCTION Elementary School, Grades K-5 Elementary education emphasizes strong basic skills in reading, language arts, mathematics, science, social science, health and includes art, music, physical education (Grades 1-5). Each elementary school receives services from a school counselor, a reading teacher, a technology resource teacher and a librarian. An important part of a child’s foundational experience is socialization with peers and establishing productive citizenship within the context of the school, community, nation, and world. Full-Day Kindergarten (FDK) is available to all kindergarten ageeligible students in Loudoun County.

Middle School, Grades 6-8 Loudoun County middle schools create and maintain an environment which promotes that each student demonstrates a high level of academic achievement and developmental growth as measured by national, state, and district standards. Realizing that the needs of individual school communities vary, middle school staff members are committed to a comprehensive system of support to assure this outcome. Each middle school is divided into sub-schools called “houses” creating a “school within a school” concept. LCPS middle schools utilize the framework of interdisciplinary teams to meet the developmental needs of the middle school age student. Content area teachers work in Collaborative Learning Teams (CLT) to plan and deliver lessons founded on best educational practices. Curriculum focuses on core academic areas, world language and introduces an exploratory program of fine arts and career and technical education.

High School, Grades 9-12 Many of the high school student’s courses are determined by state requirements for graduation.The balance may be selected from a wide variety of academic, career and technical education and fine arts courses. Advanced Placement and Dual Enrollment courses are available. Students must complete 22 course units and 6 verified credits for a Standard diploma (for students entering 9th Grade from 2013-2014 through 2017-2018) and 26 course units and 9 verified credits for an Advanced Studies diploma (for students entering 9th Grade from 2013-2014 through 2017-2018). School counselors assist students in selecting courses, in designing an individualized program of studies to meet the desired diploma requirements, and in applying to post-secondary schools and colleges.

Special Education Special Education provides a free, appropriate education to eligible Loudoun children with disabilities between the ages of 2 and 21, inclusive. Programs offered serve students with developmental delays, intellectual disabilities, emotional disabilities, specific learning disabilities, visual, hearing, speech, orthopedic and other health impairments, autism, and multiple disabilities. Parents who suspect that a child has a disability should contact their principal or the Office of Special Education, (571) 252-1011. A county-wide Child Find Center is located at 20 Union Street, NW in Leesburg and offers referral, identification, and information services for families of children ages 2 through 5. The Child Find Center includes a staff of preschool teachers, school social workers, and school psychologists and speech-language pathologists under the direction of the Early Identification Services Supervisor. Appointments for developmental screenings at no cost to parents may be scheduled by calling (571) 252-2180. Parent Resource Services (PRS) is located at the Administration Building, 21000 Education Court, Ashburn, and is staffed by a special educator and a parent of a child with a disability. The PRS provides parents with information regarding special education services and coordinates training for parents. Parents may contact the PRS staff at (571) 252-1011.

Textbooks The Loudoun School Board provides for textbooks to be supplied free of charge. Students pay for books they damage or lose.

Assessment Programs LCPS participates in the Virginia Assessment Program and administers the Standards of Learning (SOL) tests, stateapproved alternatives to the SOL tests, Assessing Comprehension and Communication in English State-to-State for English Learners (ACCESS for ELs), and the Cognitive Abilities Test. Additional assessments are administered throughout the school year, as needed, for instructional program decisions.

Report Cards and Parent/Teacher Conferences Report cards are issued four times during the year for all grade levels. During the 2018-2019 school year, marking periods will end on November 2, January 17, March 28 and June 7. Parent/teacher conferences are strongly encouraged and may be scheduled through school offices.

PHOENIX Loudoun County Public Schools (LCPS) uses a secure, web-based, internally hosted application for assignments, assessments and grades called PHOENIX. Through this application, parents are able to update phone numbers, e-mail addresses, and emergency contact information. Parents are also able to view parts of student records, grade book events, communications from teachers and an integrated calendar of various class and school dates and events. Access to PHOENIX will be provided through an activation key code in a letter sent to your mailing address after your student has completed registration with LCPS.The parent portal is called ParentVUE and is available on mobile devices as well as standard browsers. Equal Educational Opportunity The Loudoun County School Board provides equal educational opportunities for all county students regardless of race, color, creed, sex, religion, national origin or disabling condition. Procedures under which students and their parents may complain and seek correction of any alleged discrimination are listed in the School Board Policy Manual.

Bus Transportation LCPS operates and maintains a fleet of 800 school buses that travel over 7.5 million miles annually serving more than 80,000 students. Home-to-school bus transportation is furnished for students according to School Board Policy ยง6210. All students are afforded transportation services for various trips throughout the school year.

Online Auction Beginning the first Monday of each month, LCPS holds an online auction. These auctions make surplus items available for purchase by the general public. All surplus and obsolete goods from schools and administrative offices are processed for sale through the auction. To register to bid, please visit publicsurplus.com.

School Meals Meals at school provide students with nutritious choices that help prepare them to learn. School Nutrition professionals in our schools serve nutritious breakfasts and lunches. Meals served follow the recommendations of the Dietary Guidelines for Americans and the United States Department of Agriculture. Snacks meeting the Smart Snack provision of the Healthy Hunger Free Kids Act also are available for purchase. Elementary meals are priced at $3.05 and middle and high school meals are priced at $3.15 for 2018-19. Price of breakfast is $2.10. Select schools offer an After-School Fuel program. In addition, several secondary schools provide the option of a breakfast after the bell to give students an opportunity to refuel for late morning classes.

Instruction Summer meals are provided at campsites and at schools based on a rotation that is determined annually by the division.

Free and Reduced Eligibility Children from households that meet federal income guidelines are eligible for either free or reduced-price school meals. Students who meet the guidelines for both free and reduced-price meals eat in LCPS cafeterias at no cost to their families. Families may complete an online application; the link can be accessed from the school system’s website at www.lcps.org.heartlandapps.com. This is the most expedient way for families to be approved. Limited paper applications are available in all schools and from the LCPS School Nutrition Services Office, 21000 Education Court, Suite 214, Ashburn, VA 20148, (571) 252-1010.

Food Allergy and Dietary Restrictions The Division of School Nutrition Services has compiled an ingredient list for all the food items served in our schools. The ingredient list is designed for those who need to monitor ingredients for allergies, other special dietary needs or just have an interest. The list is maintained in the School Nutrition Services office. Registered Dieticians (RD) in School Nutrition Services work with school nurses, students and parents to assist with food allergies and other dietary restrictions. A gluten free menu is published on our website. A carbohydrate count list is also available. Please access these lists on our website, http://www.lcpshealthycafe.org. Food allergy and dietary restriction information is entered into a computerized database, and displayed at the cashier’s stations when the student’s account is accessed. A note, such as “Peanut Allergy” or “No Pork,” will be displayed to the cashier. A pink pig logo on the serving line will indicate that a menu item contains pork. Food item line signs displayed on the serving line will identify the potential allergens that are in our recipes. Health Care All school personnel are sensitive to the general health and well being of students. At least three staff members in all schools are trained in CPR, first aid techniques and use of the automatic external defibrillator (AED). Full-time, trained Health Clinic Specialists, working under the supervision of resource nurses, staff elementary health offices. Full-time school nurses serve all middle and high schools. Athletic trainers provide after-school coverage of athletic events at the high schools. Please alert the school health office if your child has a heath concern.

Child Care Loudoun County Public Schools does not provide after-school childcare. However, such care is provided at schools by the county’s Department of Parks, Recreation and Community Services through its CASA program. Instructional Assistance Extra attention is given to children that need special help in developing essential academic skills. Students who are not successful in the regular curriculum or who perform below certain levels on standardized tests receive remedial help in mathematics, language arts and reading through classroom teachers and reading specialists. Students in eligible schools may receive support from the federally funded Title I Program that focuses on the young student having difficulty learning to read.

Preschool Programs – Head Start and STEP (Starting Towards Excellence in Preschool) Head Start and STEP are quality preschool programs serving at-risk preschool age children. Applications are available online in English and in Spanish at www.LCPS.org/HeadStart. Age and income requirements determine eligibility for each program. Gifted and Talented Education Programs and services are available for gifted students at all schools in each grade level. Differentiated instruction is provided to identified children in grades K-5. SEARCH, a classroom resource program, provides in-class lessons to all students in grades K-4. The FUTURA program provides gifted services to eligible students in grades 4 and 5. Middle school gifted students receive services while attending SPECTRUM classes. Honors classes are open for selection to gifted students in grades 6-12. Advanced Placement classes are open for selection to gifted students in grades 9-12. High school students meeting entrance qualifications may attend the Academy of Science (AOS) at the Academies of Loudoun, the Advanced Academy of Engineering & Technology (AET) at the Academies of Loudoun, or the Thomas Jefferson High School for Science and Technology in Fairfax County. NJROTC Loudoun County High School is home to the Naval Junior Reserve Officer Training Corps (NJROTC) unit. Established in 2009, it is the first and only NJROTC program in Loudoun County.This unit is open to all LCPS high school students. The mission of the NJROTC program is to instill in students the ideals of Leadership, Character, Honor, and Service as the foundation for success in life. Students or parents interested in learning more about the program are welcome to contact Captain Bill Johns, Master Chief Foust, or Gunny Serrano any time. The NJROTC classrooms are located in the LCHS Annex, which is a separate facility from the main school building on the right, back corner of the school property across the parking lot from the cafeteria—look for the blue awning and signal flags.

CAMPUS Program CAMPUS is an academic and college preparation non-credit high school program offered in a class setting. It is designed to meet the specific needs of first-generation, college-bound students and individuals that may be considered socio-economically disadvantaged attending Loudoun County Public Schools. An LCPS school counseling initiative, CAMPUS began in the spring of 2002.The program serves approximately 500 students in grades nine through 12. CAMPUS seeks to provide support and encouragement to students who demonstrate the ability to achieve academic success and college admission. Admission to, and graduation from, college are among the goals of CAMPUS. Students must commit to attending mandatory CAMPUS meetings and/or classes during the school day and CAMPUS activities throughout the year. Parents also are an integral part of CAMPUS and its success. Parents are encouraged to participate in CAMPUS initiatives and to support their students in the college search and application process. Students may apply to the program in the spring of their eighth grade year, or if space allows, during the beginning of the school year in grades nine through 11. English Learner Program (EL) The English Learner (EL) program is an instructional program for students whose dominant language is not English. The purpose of the EL program is to increase the English language proficiency of eligible students to ensure that they can participate meaningfully and equally in the same educational programs and services as their native-English speaking peers. The Welcome Center The Welcome Center at Loudoun County Public Schools is dedicated to empowering students to make meaningful contributions to the world by providing a premium level of service to all students registering in Loudoun County with a language other than English. In order to plan a student’s educational goals, services include, but are not limited to, EL eligibility determination, mathematics placement, foreign transcript review and credit award, course/program recommendations, and community/school resources. Career and Technical Education The Career and Technical Education program encompasses various programs focused on student-centered and project-based learning in students enrolled in grades 6 through 12. Programs under the scope of Career and Technical Education include (1) agricultural education, (2) business and information technology, (3) family and consumer sciences, (4) health and medical sciences, (5) marketing education, (6) military education, (7) technology and engineering education, and (8) trade and industrial education. These meaningful programs are aimed to engage students in rigorous and relevant learning experiences. Alternative Education Program The Alternative Education Program at Douglass School in Leesburg serves middle and high school students, who may be overwhelmed and/or distracted in a traditional school setting and are experiencing inconsistent success or a decline in performance. Students who are at risk are supported and provided varied learning pathways in earning their high school diploma and preparing for post-secondary experiences to make meaningful contributions to the world. Adult Education LCPS Adult Education Program provides life-long educational opportunities and support services at low cost to all adults 18 years and older. The Adult Education programs address the unique and evolving needs of individuals and communities by providing adults with the knowledge and skills necessary to participate effectively as productive citizens, workers, and family members.

Instruction The major program areas are: Adult Basic Education, General Educational Development (GED) preparation classes, English for English Language Learners (ELL), Young Adult English Language Program, Adult High School, and a selection of general interest classes. These programs emphasize basic skills such as reading, writing, math, and English language competency. Adult Education programs also help adult learners gain the knowledge and skills they need to enter and succeed in post-secondary education. Family Life Education Curriculum The LCPS Family Life Curriculum has among its primary goals the following: teaching that all human beings have worth and dignity; the family is the primary structure of our society; parents are and should be the primary family life educators for their children. There is a form, called the “Opt-Out Form,” through which parents may request that their child be excused from all or part of the Family Life Curriculum. An Opt-Out form must be completed and returned to the school within the first eight days of the school year. Curriculum guides and materials used in Family Life classes are open for review each year during the “Parent Preview”. Educational Technology The Educational Technology office in the Department of Instruction provides professional learning opportunities to teachers, administrators, and other division personnel to ensure they have the knowledge and skills necessary to design technology enabled lessons that lead to deeper learning for students. Instructional Facilitators for Technology (IFTs) work directly with teachers in schools to provide job-embedded coaching and support to help teachers maximize the impact of technology on student learning. Library Media School libraries provide and manage the circulation of more than 1.5 million copies of print and digital materials in dynamic social learning spaces—high touch environments in a high-tech world— with production, presentation and teaching areas. Certified school librarians co-teach information literacy and reading, consult with teachers and students, and more in order to make the library a learning space that embraces and promotes deeper learning through authentic, challenging problems.

Summer School According to the level of funding, summer school offers multiple learning opportunities for students to remediate and expand academic skills. The summer school program in Grades 1-5 provides remedial instruction in reading and math using the framework of STEM (Science, Technology, Engineering, and Math) education. The summer recovery program in Grades 6-8 is held at individual schools and is designed to meet the needs of identified learners in math and English/Language Arts. Grades 9-12 provide a selection of courses in core academics and driver education for new and repeat credit. There is no tuition charged for elementary or middle school summer school and bus transportation from central locations may be provided at no cost, as well. Virtual Loudoun Virtual Loudoun offers online courses through LCPS VISION using content that is aligned to the Standards of Learning (SOLs) to offer new educational opportunities to students. These courses present educational material and credit courses at the high school level to students using online delivery. LCPS also uses other online vendors to offer courses to students. Department of Digital Innovation The Department of Digital Innovation (DDI) is comprised of three offices: 1. Technology Operations and Support • Technology Operations: Responsible for processing, tracking, and reporting on technology purchases within DDI. Assist schools and departments with technology related purchases and is accountable for technology acquisition and asset recovery. • Digital Experience: Responsible for providing the hardware and software support required to maintain a robust digital learning 24

Instruction environment and is accountable for maintaining an accurate inventory of technology for each district location. This team provides technology repairs, troubleshooting, and consultative services to schools and departments through a decentralized support staff. • Service Desk: Responsible for centralized and decentralized service desk support for user hardware and software, overseeing the service desk functions and providing a single point of contact for LCPS technology support. 2. Technology Systems and Applications • Technology Systems & Infrastructure: Responsible for support of core enterprise systems and infrastructure to ensure effective transmission of secure data and services. • Applications & Development: Responsible for development, testing, support of internal and purchased applications, software deployment and workstation image development. 3. Information Management and Data Security • Information Management: Responsible for the Phoenix student information system, enterprise application support, data management, and state and federal reporting. • Information Security: Responsible for protecting information assets and ensuring a safe and secure computing environment for the students, faculty, and staff. • Records Management: Responsible for implementing student records retention practices throughout the district; fulfillment of alumni transcripts; permanently archiving student records in accordance with Virginia requirements.

Policies and Regulations

POLICIES AND REGULATIONS Loudoun school policies are published in the School Board Policy Manual,“Loudoun County Public Schools Policies and Regulations,” have been posted to our website, www.lcps.org, as mandated by the Code of Virginia. Printed copies of the policies are available as needed to citizens who do not have online access. The “Student Rights and Responsibilities,” which explains policies and rules for school conduct, has also been posted on our website. This guide and directory is not meant to be a comprehensive listing of all the rules and regulations governing Loudoun County Public Schools. This is merely an abbreviated compilation of some of the policies that are most often asked about.

Minute of Silence The Commonwealth of Virginia requires that each school day begin with a minute of silence. Students shall not disrupt or distract the rights of others during the minute of silence.

Pledge of Allegiance The Commonwealth of Virginia requires the daily recitation of the Pledge of Allegiance. It provides that no student shall be compelled to recite the Pledge if the student or the parent or guardian objects on religious, philosophical, or other grounds to the student’s participating in this exercise. It further provides that students who are exempt from recitation of the Pledge shall remain quietly standing or sitting at their desk while others recite the Pledge and shall make no display that disrupts or distracts others.

Excused Absences School principals excuse student absences for such reasons as medical appointments, court appearances, religious holidays and personal illness. Students who need to be dismissed for part of the day on a regular basis must obtain a waiver from the Superintendent, Policy §8-17.

School-Based Dress Codes The dress code for LCPS students is defined by Policy §8270 of the School Board Policy Manual. This policy reads in part:“All students who attend Loudoun County Public Schools are expected to dress appropriately for a K-12 educational environment. A student’s attire should facilitate the participation in learning as well as the health and safety of students. This policy is intended to provide guidance for students, staff and parents. Students must wear clothing that is appropriate to a K-12 educational environment and that does not or is not likely to cause a substantial disruption. Students are responsible for complying with the division dress code during school hours and school sponsored activities, staff are responsible for communicating and equitably enforcing the division dress code during school hours and school-sponsored activities and parents or 26

Policies and Regulations guardians are responsible for ensuring student compliance with the division dress code.” Parents or guardians of students requiring accommodation for religious beliefs, disabilities, or other good causes should contact the principal or principal’s designee. Please refer to policy §8270 for a comprehensive list of appropriate attire.

Why Loudoun County Public Schools Doesn’t Have Snow Days 1. The Commonwealth of Virginia requires that schools provide a minimum 990 hours of instructional time each school year with each school day being at least 5.5 hours in length. 2. School divisions are required to have a plan for making up a total of 15 days missed because of bad weather or other emergencies. For 2018-2019, Loudoun County Public Schools will operate on a 180-day instructional calendar. Because the length of the instructional day in LCPS exceeds the 5.5 hour minimum, the 15 required “make-up days” are covered in the established school calendar. 3. Loudoun County has had this policy governing the “fixed calendar” since 1990. 4. The fixed calendar means that days missed for inclement weather will not cause truncated vacations, Saturday classes, lengthened school days, or changes in graduation dates. Families are able to set their calendars a full year ahead around the fixed dates.

Dances Loudoun County Public Schools reserves the right to deny entrance to a school dance if the rules, guidelines and expectations of School Board policy are not followed. In addition, students will be asked to leave a dance if their behavior is not acceptable. Students will be expected to abide by any other rules deemed appropriate by the administration and sponsor of the individual school. Rules and expectations for students and their guests at LCPS dances include: • School rules are in force for dances held at the schools or off campus. • Students must adhere to the School Board Alcohol, Drug, Tobacco and E-Cigarette Policy 8240. • Students must adhere to the School Board Weapons Policy §8-32. • No use of inappropriate language. • No fighting or harassing behavior. • No inappropriate dancing. • Those attending dances are expected to wear appropriate attire. It is the responsibility of LCPS students to ensure that their guests understand and adhere to these rules and expectations.

Drugs and Alcohol It is prohibited by law for students to possess, distribute, sell, use, or be under the influence of alcohol or drugs while under school authority, on school property, or at a school-sponsored activity. Students who violate this law will be subject to criminal prosecution as well as school punishment per Policy 8240.

Policies and Regulations Substance use education is delivered through a collaboration between the Department of Instruction and the Department of Pupil Services in Loudoun County Public Schools. The expectation is that all students will be educated in learning environments that are safe, drug free, and conducive to learning. LCPS Student Assistance Specialists provide substance use prevention education presentations at the secondary level which promote positive alternatives to alcohol and drug use and healthy coping skills. Assessment, consultation, intervention, and referral services are provided by LCPS Student Assistance Specialists.

Mental Health Services The Loudoun County Public Schools (LCPS) Pupil Services Department will offer expanded mental health support to students during the 2018-19 school year, thanks to budget reallocations and improved staffing standards. Pupil Services will add seven social workers, 17 school counselors and seven psychologists under a plan to enhance staffing standards for all middle schools. Funding for the plan was included in the Superintendent’s Recommended Budget for fiscal year 2019. Part of the funding for the new staffing was achieved through the reallocation of funds. According to Superintendent Eric Williams’ budget presentation to the School Board, the rationale for expansion of the mental health initiative is that it “builds on existing efforts to promote mental wellness and resiliency, increase early detection, provide social and emotional support and encourage help-seeking behavior and access to mental health treatment.” The plan set forth in that budget proposal calls for the creation of “unified” teams in each middle school. These teams will be comprised of psychologists, social workers and school counselors in order to enhance and better coordinate mental health services and supports. With the improved staffing, Pupil Services has outlined an ambitious plan of work for the coming year. It will host and conduct the second annual Mental Health and Wellness Conference and offer a parent series on various mental health topics throughout the 28

Policies and Regulations school year. It intends to increase school-based mental health training, supports and interventions, including an expansion of student-led groups to improve strength-based messaging to address important social issues in our school communities. Finally, Pupil Services hopes to increase collaboration with a number of community agencies, including: • Loudoun County Mental Health, Substance Abuse and Developmental Services • Loudoun County Community Services Board • Domestic Abuse Response Team • Loudoun County Youth Resiliency Steering Committee • Gang Resistance and Intervention Team • Loudoun County Sheriff’s Office • Drug Enforcement Agency • Commission on Suicide Awareness and Prevention

Medication in School When possible, all medicine should be administered to students at home, per School Board Policy §8-53. If a student must take prescription medicine at school, the medication will be administered by the school nurse, health clinic specialist, the principal or the principal’s designee. Non-prescription medicine may be taken by students only under the supervision of the school nurse, health clinic specialist, principal or the principal’s designee. All medicine must be brought to school by the parent/guardian unless the student has a Physician’s Order to carry and/or selfadminister. If the student has a Physician’s Order the student may transport insulin and/or emergency medicine including Glucagon, epinephrine auto-injectors and rescue inhalers. All Medicine must be in the original, labeled container.

Child Abuse and Neglect Virginia law requires school employees to report suspected cases of child abuse or neglect to the Department of Social Services. This law provides immunity from civil or criminal liability in connection with these reports, unless malicious intent is proved.

Rights of 18-Year-Olds Since students 18 or older have many of the legal rights and responsibilities of adults, these students may act in place of their parents in some instances where parental permission is required of younger students; 18-year-olds may provide their own excuses for school absences and do not need permission for school trips.

Emergency Procedures During A Violent Intruder Incident In the unlikely event of a violent intruder, LCPS teachers and administrators have received training in the concepts of Run-HideFight, the fundamentals of critical tactical thinking, and factors to consider in the decision-making process during a violent intruder incident. Students will follow their teacher's instructions, or those of the adult in charge, during an emergency as to whether to lockdown or evacuate. “Run-Hide-Fight” is the “best practice” recommended by law enforcement and security experts; including: the Loudoun County Sheriff’s Office, the Department of Homeland Security, and 54 federal departments and agencies comprising the Interagency Safety Committee. If a School is in the midst of an emergency, Parents and relatives listed for contact will be notified via email by BlackboardConnect and Loudoun Alert. Should the school be evacuated, a reunification site will be identified and communicated. Law Enforcement and Fire/Rescue personnel will establish a perimeter and restrict all access to the school. LCPS will continue to update parents on conditions.

FINANCE LCPS operates on an annual budget adopted by the School Board. Local revenue appropriated by the Board of Supervisors provides the major source of funding. School operating budgets are planned with input from parents and the general public.

Cost Per Pupil The cost per pupil to educate students in LCPS is estimated to be $14,260 for the 2018-2019 school year. This figure includes $11,537 for instruction, $478 for administration, attendance and health, $742 for pupil transportation, $59 for facilities, $1,077 for operation and maintenance, and $367 for technology.

School Bond Vote on November 6, 2018 Bond funding for school construction will be up for voter approval in the November 6, 2018, election. On the referendum, this year are the costs to design, construct and equip ES-23, a Dulles North elementary school; the costs to design, construct and equip ES-29, a Dulles South elementary school; the costs to design, construct and equip School Security Vestibules; and the costs of other public school facilities as requested by the Loudoun County School Board. The maximum amount in capital improvement bonds this referendum would authorize is $98,820,000. LCPS’ enrollment is expected to continue increasing annually by an average of two percent with an enrollment of 83,105 students expected by the start of the 2018-2019 school year and 85,084 by the start of the 2019-2020 school year. 2018–2019 Guide & Directory • www.lcps.org

Student Records

STUDENT RECORDS In compliance with federal laws, the rights of parents of students up to 18 years of age (hereafter called parents) and the rights of students 18 years or older (hereafter called eligible students) concerning student records are listed below.Types of records, their location, custodians and policies for disposition are shown on page 33.

Disclosure of Records Parents and eligible students may inspect their records by requesting access and identifying themselves to the custodian of records. Students under 18 may inspect their records only with the written consent of a parent or legal guardian. This does not preclude the school from giving students data from the records. School personnel with legitimate educational interest in a student or responsibility for the record system have access to records. Certain non-school personnel by law have access to records or information from them. Records are transferred, upon request, to a school in which a student seeks to enroll. No other disclosure of information from a student’s record is permitted without written consent of the parent or eligible student.

Copies of Records Parents and eligible students may obtain copies of records upon payment of reproduction costs.

Release of Directory Information The following information may be released without prior consent: names and addresses of students and parents, telephone number, e-mail address, date and place of birth, dates of attendance, and grade levels, Division student ID number, participation in officially recognized activities and sports, height and weight of members of athletic teams, awards and honors received, and other similar information specified by administrative regulation. Parents and eligible students have the right to refuse disclosure of such data by writing the school. School Board policy on directory information conveys no rights to non-school organizations, agencies, or persons to copies of the information.

Student Records

Amendment of Records A parent or eligible student may seek amendment of information in the student’s record if it is believed to be inaccurate, misleading, or in violation of the student’s privacy or other rights. Such requests should be made to the custodian of the records, who shall decide within 15 working days whether or not to amend the record as requested. If differences cannot be reconciled by informal means, a hearing before the Assistant Superintendent for Pupil Services may be requested to decide the matter.

Types and Location of Records A scholastic record is maintained on every student enrolled in LCPS. At a minimum, the student scholastic record contains directory information, grades, health and physical education records, discipline records, if any, and the results of standardized group testing. Any individual special evaluations (psychological, medical, psychoeducational or social history) as well as official records relating to the special education or Section 504 of the Rehabilitation Act of 1973 and records relating to the gifted program, Title I, Head Start and other special programs also may be found in the scholastic record. The student scholastic record is kept at the school currently attended by the student. Files for students who have left the system are kept for five years at the last school attended. After five years, the student file is archived by the Records Management Division. The principal is the custodian of the scholastic record. A portion of some students’ files may be kept in the central office; the scholastic record will specify location. Student scholastic records are not retained permanently. Parents or eligible students have a right to a copy of any information that will be destroyed. A record of the student’s name, birth date, address, telephone number, grades, attendance record, classes attended, gradelevel and year completed is kept for 75 years. LCPS will maintain a cumulative student record until five years after a student has graduated or left the school system. After that time, only state-required data will be maintained and the balance of the records may be destroyed.The special education portions of student records are destroyed five years from the date of graduation, transfer, or withdrawal from the school system. Upon request, a copy of the special education portions of students’ file may be accessed prior to their destruction. LCPS will be using an alert system offered by Loudoun County.
