SUPERINTENDENT’S MESSAGE Loudoun County Public Schools is dedicated to creating safe, healthy and supportive environments where all students benefit from challenging learning experiences as they develop into knowledgeable critical thinkers, communicators, collaborators, creators and contributors. Supporting more than 83,000 students on 94 campuses across the diverse communities that comprise Loudoun County, our system continuously evolves to meet the changing needs of our students. We provide students with deeper learning experiences through personalized and project-based learning opportunities to ensure all students meet the requirements of Virginia’s Profile of a Graduate and are able to make meaningful contributions to the world. Included in deeper learning opportunities are supports to meet all students’ educational needs, including special education, gifted education and services for English learners. This year we have an expanded focus on computer science and computational thinking in grades K-12, and our schools will continue to partner with businesses and community members to provide students authentic challenging problems to solve. We also are expanding the use of Chromebook personal computers to two-thirds of students this year (and all students in grades 3 through 12 next year), helping Loudoun learners use real-world tools and real-world skills as they solve challenging, relevant problems. In addition to these efforts to create best-in-class opportunities and learning environments, we also seek ongoing enhancement of our support of “the whole child.” With programs that aid student performance through school counseling, student registration, health, social work, student assistance, attendance, homebound, assessment, diagnostic, psychological and parent resource services, Loudoun County Public Schools works to support all aspects of personal growth among its students. Staff members from our Support Services Department, Business & Financial Services Department and Department of Digital Innovation support each of these efforts by working to ensure the safety, comfort, efficiency and digital robustness of the scholastic environment our students enjoy. From transportation, new-school construction, nutritional services and physical security to accounting, procurement, budgeting and meaningful, effective and secure uses of technology, thousands of employees work daily to support our students and staff. I invite you to join me in supporting the Loudoun County Public Schools division and your child’s school as we work to provide a challenging, rewarding and safe environment.

Warm Regards, Eric Williams, Ed.D. Superintendent @ewilliams65

CHANGES YOU SHOULD KNOW ABOUT

Significant Changes for the 2019-2020 School Year Loudoun County Public Schools (LCPS) has made some significant changes for the 2019-2020 school year. These changes include:

Dedication to Equity Loudoun County Public Schools (LCPS) is committed to closing equity gaps and has dedicated resources to accomplishing this goal. In 2019-2020, those resources include: • A Director of Equity to focus on division-wide efforts; • An Equity Specialist to focus on cultural competence and culturally responsive teaching; • A coordinator of the EDGE program to engage students from underrepresented groups in challenging STEM activities; • Additional staffing for schools based on English learner and low-income enrollment; and • Additional support for recruiting a diverse teacher workforce. Ongoing professional learning on equity has been scheduled to raise the racial literacy of all staff members.

LCPS Launched New Website On August 1, Loudoun County Public Schools released a new website. The homepage features a cleaner, more visual design; fresh content; and enhanced search functionality. In the months ahead, each school and department’s website also will undergo revision. LCPS looks forward to welcoming you to our new virtual home and to continuing our efforts at highlighting the meaningful contributions to the world our students and staff are making every day.

Electronic Form Signing The Department of Digital Innovation (DDI) is implementing the Permission Click solution to enable parents and staff members to sign forms electronically. DDI has purchased a district license and assigned a dedicated staff member to the project. In the days ahead, DDI will be building a library of forms from various departments and mapping the workflows associated with them. Once this is complete, a training schedule for administrators will be created prior to the full implementation of the solution. Perhaps one of the most popular and frequently used forms to be included in the system is the Field Trip Permission Form. For additional information, please visit https://www.permissionclick.com.

CHANGES YOU SHOULD KNOW ABOUT

LCPS Eliminates Credit-Card Fees Processing fees have been eliminated for three expenses that parents regularly pay online with credit cards: meal charges, athletic fees and student parking. As of July 1, Loudoun County Public Schools (LCPS) is picking up the processing fee so that parents pay only for their students’ expenses. In the past online credit-card transactions carried a 4 percent processing fee or a $3 per transaction fee. The no-fee policy involves credit-card transactions made through My School Bucks, where parents place money in students’ meal accounts, and the Online School Payments portal, which allows credit-card payments of athletic and parking fees. Besides improving convenience and decreasing expense for parents, eliminating the fees will streamline transactions, improve accuracy and reduce the amount of time devoted by school staff to accepting and processing payments as part of LCPS’ commitment to continuous improvement. In addition, all LCPS schools and departments will be accepting payments for school activities online. The types of payments parents can make online will vary from school to school. Credit-card readers are now available at all middle and high schools for parents who wish to make their payments in person rather than online.

COMMUNICATIONS

Blackboard Mass Notification Loudoun County Public Schools utilizes the Blackboard Mass Notification phone messaging system to personally communicate with parents about emergency situations, school events and important issues affecting their child. Since this system is used to notify parents of an emergency with their student, parents cannot completely opt-out of this system. Parents can electronically update their information in ParentVUE, if they choose to opt-out of this system. Parents can grant permission for their child to be removed from the “weather-related” closing and delay messages only and understand their child will still be entered into the system for emergency and outreach messages. Loudoun County Public Schools will continue to use the traditional methods of radio and TV, in addition to our website, e-mail and text-messaging capabilities (via the voluntary Alert Loudoun 2.0 system offered by Loudoun Government, www.loudoun.gov/alert) to notify parents of weather-related closing and delays. Weather-related closing and delay messages are sent districtwide early in the morning (6 a.m.) or at night (prior to 10 p.m.) notifying parents that schools will be closed or operating on a delay due to inclement weather.

LCPS Extends Reach to Community through Social Media Loudoun County Public Schools has extended its communications outreach to students, families, employees and the greater community through the use of the popular socialmedia tools Facebook and Twitter. Users of these social media get up-to-date LCPS information and announcements, including weather delays and school closings. You can add The Official Loudoun County Public Schools to your Facebook account’s newsfeed by clicking “like” at www. facebook.com/LCPSofficial. Twitter users can follow LCPS news via @LCPSofficial. These sites may also be accessed by clicking on the Facebook and Twitter icons found on the www.lcps.org home page.

LCPS Mobile App The LCPS App is available for a free download from both the Apple App Store and the Google Play App Store. The app will be helpful for anyone wishing to engage with information about LCPS, including parents, staff, students and members of the general public. Once the app is downloaded, users can customize their access according to the specific schools they wish to follow. A parent with students in multiple schools, for instance, could customize his or her view to include all the schools attended by their children. The app is an aggregator that pulls together the district’s most frequently used web tools in one location. For example, the app includes access to school menus, the lunch account system, the student information management system, the online learning platform, sports information, calendars and social media feeds. All users automatically have access to districtwide messaging.

11

COMMUNICATIONS Another feature of the app is push notifications. This allows LCPS to send emergency messages to the phones of subscribers without incurring charges associated with texting. An app communication campaign is now underway. A QR code, such as the one located on the back inside cover of this booklet, will be used on communication tools to assist with locating the app in the online stores. Information about the app is available on the LCPS website at www.lcps.org/app.

LCPS-TV Loudoun County Public Schools maintains LCPS Educational TV, an open cable TV channel which can be viewed on the following systems: • Channel 18 on Comcast Cable system

• Channel 43 on Verizon FIOS system The educational channel provides LCPS families and Loudoun County residents with news and information about Loudoun County Public Schools. The channel broadcasts news and educational programming in addition to a calendar of events, school or district-related announcements and gavel-to-gavel coverage of the Loudoun County School Board Meetings at 6:30 p.m. on the second and fourth Tuesdays of each month with a re-broadcast the following Thursday at Noon. Closed captioning also is provided for the live broadcasts. For a complete listing of scheduled programming and events, click on the link provided on the website under Newsroom. LCPS produces weekly short format videos highlighting events taking place in schools throughout the district. These videos can be viewed on the LCPS video channel on VIMEO at vimeo.com/lcpstv. The LCPS Public Information Office operates LCPS-TV. If you have suggestions or questions about the educational programming on LCPS-TV, please contact the Public Information Office at (571) 252-1040.

BoardDocs Loudoun County Public Schools has an electronic agenda system for its School Board Meetings. Through the BoardDocs website, the public can view agendas and supporting documents associated with each School Board meeting. This allows for viewing and/or printing information prior to meetings. This electronic system not only saves time and resources; it also provides the public greater access to information that School Board members use to make decisions. After the meeting, individuals can review the agenda items and see what action was taken by the School Board, complete with voting information. All documents associated with meetings are automatically archived and can be searched by meeting date or by using the comprehensive search feature. If you have any questions regarding the BoardDocs system, please contact the Superintendent’s Office at (571) 252-1020.

During the school year, the council facilitates networking activities and events with business partners and recognizes outstanding school-business partnerships. The Loudoun School-Business Partnership Executive Council and the Loudoun Education Foundation partner in support of their goals. Among the School-Business Partnership Executive Council’s most visible programs are the annual Job-for-a-Day and the Partnership Breakfast. The 2019 Job-for-a-Day Program will be held on Wednesday, November 13. The annual Partnership Breakfast will be at 7:30 a.m. on March 13, 2020, at the National Conference Center. Each elementary school receives services from a School Counselor, a Reading Teacher, a Media Specialist, and an Instructional Facilitator, Technology. An important part of a child’s foundational experience is social-emotional learning and establishing productive citizenship within the context of the school, community, nation, and world.

Middle School, Grades 6-8 Loudoun County middle schools create and maintain an environment which promotes a high level of academic achievement and developmental growth as measured by national, state, and district standards. Realizing that the needs of individual school communities vary, middle school staff members are committed to a comprehensive system of support to assure this outcome. Each middle school is divided into sub-schools called “houses” creating a “school within a school” concept. LCPS middle schools utilize the framework of interdisciplinary teams to meet the developmental needs of the middle school age student. Content area teachers work in Collaborative Learning Teams (CLT) to plan and deliver lessons founded on best educational practices. Curriculum focuses on core academic areas, world language and introduces an exploratory program of fine arts and career and technical education.

Rights of 18-Year-Olds Since students 18 or older have many of the legal rights and responsibilities of adults, these students may act in place of their parents in some instances where parental permission is required of younger students; 18-year-olds may provide their own excuses for school absences and do not need permission for school trips.

FINANCIAL STATISTICS

Finance LCPS operates on an annual budget adopted by the School Board. Local revenue appropriated by the Board of Supervisors provides the major source of funding. School operating budgets are planned with input from parents and the general public.

Resources Focused on Instruction

Cost Per Pupil The cost per pupil to educate students in LCPS is estimated to be $15,241 for the 2019-2020 school year. This figure includes $12,171 for instruction, $525 for administration, attendance and health, $767 for pupil transportation, $63 for facilities, $1,180 for operation and maintenance, and $535 for technology.

School Bond Vote on November 5, 2019 Bond funding for school construction will be up for voter approval in the November 5, 2019, election. On the referendum this year are the costs to design, construct and equip MS-14, a Dulles North middle school; the costs to design, construct and equip the Joint Use Dry Bulk Storage Facility; the costs to design, construct and equip Tolbert Elementary School Road Connection; School Bus Replacement and Acquisition; and the costs of other public school facilities as requested by the Loudoun County School Board. The maximum amount in capital improvement bonds this referendum would authorize is $93,940,000. LCPS’ enrollment is expected to continue increasing annually by an average of one percent with an enrollment of 83,762 students expected by the start of the 2019-2020 school year and 85,006 by the start of the 2020-2021 school year.

STUDENT RECORDS

Student Records In compliance with federal laws, the rights of parents of students up to 18 years of age (hereafter called parents) and the rights of students 18 years or older (hereafter called eligible students) concerning student records are listed below.

Types and Location of Records A scholastic record is maintained on every student enrolled in LCPS. At a minimum, the student scholastic record contains directory information, grades, health and physical education records, discipline records, if any, and the results of standardized group testing. Any individual special evaluations (psychological, medical, psycho-educational or social history) as well as official records relating to the special education or Section 504 of the Rehabilitation Act of 1973 and records relating to the gifted program, Title I, Head Start and other special programs also may be found in the scholastic record. The student scholastic record is kept at the school currently attended by the student. Files for students who have left the system are kept for five years at the last school attended. After five years, the student file is archived by the Records Management Division. The principal is the custodian of the scholastic record. A portion of some students’ files may be kept in the central office; the scholastic record will specify location. Student scholastic records are not retained permanently. Parents or eligible students have a right to a copy of any information that will be destroyed. A record of the student’s name, birth date, address, telephone number, grades, attendance record, classes attended, grade-level and year completed is kept for 75 years. LCPS will maintain a cumulative student record until five years after a student has graduated or left the school system. After that time, only state-required data will be maintained and the balance of the records may be destroyed. The special education portions of student records are destroyed five years from the date of graduation, transfer, or withdrawal from the school system. Upon request, a copy of the special education portions of a students’ file may be accessed prior to their destruction. Inquiries concerning archived student records should be directed to the Records Manager at (540) 751-2594.

STUDENT RECORDS

Disclosure of Records Parents and eligible students may inspect their records by requesting access and identifying themselves to the custodian of records. Students under 18 may inspect their records only with the written consent of a parent or legal guardian. This does not preclude the school from giving students data from the records. School personnel with legitimate educational interest in a student or responsibility for the record system have access to records. Certain non-school personnel by law have access to records or information from them. Records are transferred, upon request, to a school in which a student seeks to enroll. No other disclosure of information from a student’s record is permitted without written consent of the parent or eligible student.

Copies of Records Parents and eligible students may obtain copies of records upon payment of reproduction costs.

Amendment of Records A parent or eligible student may seek amendment of information in the student’s record if it is believed to be inaccurate, misleading, or in violation of the student’s privacy or other rights. Such requests should be made to the custodian of the records, who shall decide within 15 working days whether or not to amend the record as requested. If differences cannot be reconciled by informal means, a hearing before the Assistant Superintendent for Pupil Services may be requested to decide the matter.

Release of Directory Information The following information may be released without prior consent: names and addresses of students and parents, telephone number, e-mail address, date and place of birth, dates of attendance and grade levels, Division student ID number, participation in officially recognized activities and sports, height and weight of members of athletic teams, awards and honors received, and other similar information specified by administrative regulation. Parents and eligible students have the right to refuse disclosure of such data by writing the school. School Board policy on directory information conveys no rights to non-school organizations, agencies, or persons to copies of the information.

Complaint Procedure Allegations of failure of LCPS to comply with federal law (Title 20, U.S. Code, 1232g) concerning student records may be filed in writing to: Family Policy Compliance Office U.S. Department of Education 400 Maryland Avenue, S.W. Washington, DC 20202-8520
