SUPERINTENDENT’S MESSAGE Loudoun County Public Schools (LCPS) is dedicated to creating a safe, healthy and supportive environment where all students can benefit from challenging learning experiences as they develop into knowledgeable critical thinkers, communicators, collaborators, creators and contributors. Approximately 85,000 students enroll in the 95 schools throughout Loudoun County’s diverse communities, and our system continuously evolves to meet the changing needs of our students. As we move to new models of instruction in 2020-2021, LCPS remains committed to providing students with deeper learning experiences through personalized and project-based learning opportunities, enabling all students to make meaningful contributions to the world. Every choice we make is focused on achieving that objective in a manner that is safe for our students, staff members, their families and the community. Among our efforts this year, we are completing the distribution of Chromebook computers to every student in kindergarten through grade 2. We have adopted a new learning management system, Schoology, which will make online instruction easier to access for students and families alike. And we continue to focus on supporting the needs of all students, including English learners and those who receive special education or gifted education services. LCPS also will continue to seek enhancements of our support of “the whole child” through programs that aid student performance with school counseling, health, social work, student assistance, attendance, assessment, diagnostic, psychological and parent resource services. Staff members support each of these efforts by working to ensure the safety, efficiency and digital robustness of the LCPS scholastic environment. From transportation, new-school construction, nutritional services and physical security to accounting, procurement, budgeting and meaningful, and effective and secure uses of technology, thousands of employees work daily to support our students and staff members as we adapt to the frequent changes we can expect to encounter this year. CHANGES YOU SHOULD KNOW ABOUT

Changes You Should Know About for the 2020-2021 School Year Loudoun County Public Schools (LCPS) has made some significant changes for the 2020-2021 school year. These changes include:

LCPS to Implement Schoology to Enhance Learning Management Loudoun County Public Schools (LCPS) will implement the Schoology Learning Management System in fall 2020 to improve the learning environment for students, staff, and families. As LCPS plans for distance learning in the fall, having access to a full-featured Learning Management System will provide a number of important benefits. Schoology will provide a seamless learning environment to help LCPS improve student performance, foster collaboration, and personalize learning for every student. As an integrated division-wide system, Schoology will enable parents to see what their students are learning and how they are performing; teachers will be able to efficiently collaborate and share resources; and administrators’ ability to monitor, track and assess student, school, and division-level performance will be enhanced. Parent accounts in Schoology will provide better visibility into a student’s assignments and schoolwork, providing better tools to be partners in their child’s education. Access to the courses in which their students are enrolled includes the ability to see: • • • • •

Upcoming assignments and classwork; Recent assignments; Overdue activities; Groups their student is a part of; and A calendar displaying events and assignments for each course.

Schoology also works hand-in-hand with Phoenix, our division’s Student Information System, that houses all student records, course schedules, and teacher grade books. Parents will continue to use ParentVUE to access and update important information about their children and see up-to-date information about grades. While ParentVUE continues to provide information about student’s important records and academic progress, Schoology will give parents a new window into the work that is happening in class that leads up to the grades that display in Phoenix. LCPS will provide self-guided and self-paced virtual student and parent training in the use of Schoology. More information, including user guides and support materials for how to use Schoology as a parent and a student, also will be made available at back-to-school time.

CHANGES YOU SHOULD KNOW ABOUT

Profile of a Graduate Loudoun County Public Schools (LCPS) has unveiled a new graphic representation of the LCPS Profile of a Graduate.

The graphics represent the culmination of two years of work as members of the Virginia is for Learners Innovation Network, which has focused its attention on deeper learning. LCPS was one of 31 school divisions in the network’s inaugural cohort. The network supported the development of school division profiles of a graduate to align with and support the Virginia Profile of a Graduate, which “describes the knowledge, skills, experiences and attributes that students must attain to be successful in college and/ or the workforce and to be ‘life ready.’” The LCPS Profile of a Graduate illustrates roles that students take on and grow into through their engagement with authentic, challenging problems.

LOUDOUN COUNTY SCHOOL BOARD The Loudoun County School Board is the official policymaking body of the Loudoun County Public Schools. It operates under the laws adopted by the General Assembly of Virginia and consistent with regulations adopted by the Virginia Board of Education. School Board members are elected every four years in the November general election with one member elected for each of the eight electoral districts and one member elected at-large. Voters chose Loudoun County’s seventh elected School Board in November 2019 and the members took office January 1, 2020.

THE SCHOOL BOARD

The School Board The School Board is responsible for the operation of the county’s public schools in accordance with State Department of Education regulations. School Board members are elected every four years in the November general election with one member elected for each of the eight electoral districts and one member elected at-large. Loudoun’s seventh elected School Board was chosen in November 2019 and took office January 1, 2020. School Board members receive annual salaries of $20,000 with the Chair receiving an additional $2,000.

School Board Meetings The public is invited to participate in School Board meetings held in open session at LCPS’ Administrative Offices, 21000 Education Court, Ashburn, VA 20148. Second Tuesday meetings typically are scheduled to convene at 4:00 p.m. and 6:30 p.m.; fourth Tuesday meetings typically are scheduled to begin at 6:30 p.m. The LCPS website calendar provides the most current meeting schedule. School Board agendas are available through BoardDocs on the school system’s website, www.lcps.org. When public-health measures require it, the School Board meets virtually. Virtual meetings also are streamed live on the www.lcps.org website. The most current information about the School Board’s meeting schedule and meeting format is always available through the division calendar at www.lcps.org. LCPS-TV provides live, gavel-to-gavel coverage of scheduled School Board meetings held monthly on the second and fourth Tuesday at 6:30 p.m. Closed captioning is also provided for the live broadcasts. Meetings are available via webcast on the LCPS website at www.lcps.org/LiveWebcast.

Participation by the Public at School Board Meetings Regular School Board Meetings: Contact the Superintendent’s Office at (571) 252-1020 or via email at public.comment@lcps.org prior to 5:00 p.m. the day of the School Board meeting. You will be asked to provide your name, address and telephone number, subject matter, and organization represented, if applicable. The Public Information Officer or designee will accept walk-in registrations in the media box at the back of the Board room up to five (5) minutes prior to the posted start time of the Board meeting. Please see Policy 2520 for full details. When public-health measures require it, the School Board meets virtually. The public is invited to participate in virtual meetings, but different procedures may apply. The most current information about the School Board’s meeting schedule, meeting format and opportunities for public participation is always available through the division calendar at www.lcps.org. Committee Meetings: Prior to the posted start time of the Committee meeting, a designee may accept walk-in registrations in the posted Board room or conference room. When public-health measures require it, School Board committees meet virtually. The public is invited to participate in virtual meetings, but different procedures may apply. The most current information about the School Board’s meeting schedule, meeting format and opportunities for public participation is always available through the division calendar at www.lcps.org. Distribution of Materials to School Board Members: Copies of materials for Board members should be given to the Public Information Officer or designee in the media box at the back of the Board room prior to the start of the meeting for distribution to Board members. Please provide 12 copies of materials. Under no circumstances will a speaker approach the dais. Public Hearings: Speakers at public hearings shall limit their comments to the matter that is the subject of such public hearing. The same sign-up requirements apply as for Regular School Board meetings. Individuals may only sign up to speak once during a designated public hearing; a speaker may address the School Board at more than one public hearing, if additional public hearing dates are scheduled for different days. When public-health measures require it, the public hearings may be held virtually. The public is invited to participate in virtual public hearings, but different procedures may apply. Information about how the public can participate in a hearing will be announced when hearings are scheduled, and current information will be accessible through the division calendar at www.lcps.org.

THE SCHOOL BOARD Time Allotment: Speakers must limit comments to the time allotted by the Chair and announced prior to the public comment period. The Chair determines the time based on the number of speakers and the agenda, but not to exceed five (5) minutes. Assistance: Those who need translation/interpretation assistance or a reasonable accommodation for any type of disability in order to be able to participate meaningfully in School Board meetings or public hearings should contact the Superintendent’s Office at least three days prior to the meeting. The speaking time will be doubled for speakers requiring translation/interpretation assistance when requested. Other Communications to School Board Members: The School Board also is open to receiving comments outside of School Board meetings as an alternative means of public participation. School Board Policies Policies governing student records and the rights of parents and eligible students are contained in the School Board Policy Manual, available for review on the school system’s website, www.lcps.org. As mandated by the Code of Virginia printed copies of the policies are available as needed to citizens who do not have online access.

Student School Board Representatives Each of the 17 LCPS high schools, including Douglass School and Thomas Jefferson High School for Science and Technology, will have a student representative sitting on the Loudoun County School Board for one month to provide student input on educational issues. In preparation for their responsibilities, the new student School Board representatives and their parents attend an evening orientation session. Minority Student Achievement Advisory Committee The Minority Student Achievement Advisory Committee (MSAAC) is dedicated to working in partnership with Loudoun County Public Schools, parents and the community to further the academic, social and cultural development of every student and to ensure that the needs of all minority students are met. MSAAC supports School Board and staff initiatives and parent efforts to ensure that our school community becomes culturally competent to ensure fair and equitable instruction to all LCPS students. MSAAC encourages the development of school cultures where every minority student is afforded the opportunity to achieve his or her full potential, feels welcome and is recognized as an integral member of the student body. All general MSAAC meetings are held at 7 p.m. on the third Wednesday of each month. Special Education Advisory Committee The Special Education Advisory Committee (SEAC) works with the School Board, administrators, parents and teachers who are responsible for students receiving special education services. SEAC meets monthly during the school year at 6 p.m. on the first Wednesday of each month (September through May). Please visit the division calendar at www.lcps.org for the latest information about meeting schedules, times and venues. All meetings are open to the public. SEAC welcomes anyone interested in special education. There is a designated time for public comment during each meeting. This is an opportunity to share successful educational experiences and express general concerns regarding educational issues for students with disabilities. Loudoun Education Foundation The Loudoun Education Foundation (LEF) is a non-profit 501(c) (3) corporation that raises private funds to enhance the quality of education in LCPS. The Foundation supports projects that stimulate students’ curiosity and create exceptional learning opportunities. The LEF supplies funds for teacher grants for innovative programs and Standards of Learning enhancement; sponsors the LCPS Social Sciences/History Fair and Regional Science and Engineering

SCHOOL BOARD DESIGNATED COMMUNITY PARTNERS Fair; and helps to cover travel expenses for students taking part in national competitions. The LEF awards scholarships to qualified graduating seniors of Loudoun County’s public high schools. Current Loudoun County teachers also are eligible to receive scholarships for pursuing graduate degrees or advanced training. The Foundation is the primary sponsor of the annual Excellence in Education Banquet, which honors high school seniors who are in the top 5 percent of their class academically. Since 1983, the Excellence in Education Banquet has honored 6,033 of Loudoun’s best students. Contact information for the LEF can be found under the Families tab at www.lcps.org.

School-Business Partnership The Loudoun School-Business Partnership Executive Council was founded in 1990 by the Loudoun County School Board. Its mission is “to provide the leadership to promote the development and success of partnerships between the Loudoun County Public Schools (LCPS) and businesses to help ensure students are prepared to contribute successfully to the everchanging business and community environments.” The council is composed of corporate executives, business professionals, government agency representatives, community partners and LCPS educators. During the school year, the council facilitates networking activities and events with business partners and recognizes outstanding school-business partnerships. The Loudoun School-Business Partnership Executive Council and the Loudoun Education Foundation partner in support of their goals. Hunt District PTA The Hunt District PTA is one of 21 districts of the Virginia PTA. It provides support, training, networking and advocacy collaboration opportunities for 53 PTAs and PTSAs in Loudoun County and several other counties. During the 2020-2021 School Year, Hunt District PTA will provide Leadership Roundtables and Parent Information Sessions on topics of interest to Loudoun County’s public-school parents. PTAs and PTOs Parents help LCPS to continue top-quality educational programs by participating in the Parent/Teacher Association or Parent/Teacher Organization at each school.

OVERVIEW

Overview Loudoun’s 95 public schools offer more than 85,000 students an educational program that ranks with the best in Virginia and the nation. Loudoun students’ scores on nationally normed achievement tests and the Scholastic Aptitude Test (SAT) consistently rank well above state and national averages. 87.6 percent of graduates continue formal education; 68.6 percent go on to college. One of the fastest growing counties in America, Loudoun continues its proud tradition of support for quality public education to maintain an outstanding record of student achievement despite the pressures of surging enrollment. Loudoun County Public Schools is the third largest school division in the Commonwealth of Virginia.

Administration The chief administrator of LCPS is the Superintendent. Serving directly under the Superintendent are the Chief of Staff; Director of Equity; Director of Communications & Community Engagement; and the Assistant Superintendents for Instruction, Support Services, Human Resources and Talent Development, Business and Financial Services, Digital Innovation and Pupil Services. Organization LCPS’ comprehensive instructional program begins in the 59 community-oriented elementary schools for children in grades K-5. Students progress through the 17 middle schools (grades 6-8), and the 17 high schools (grades 9-12). Children are assigned to schools that serve their place of residence. Enrollment and Admission For 2020-2021 enrollment in kindergarten, the student’s 5th birthday must be no later than September 30, 2020. Students who have not reached age 20 on or before August 1, 2020, are eligible for admission, with the exception of students with an IEP or requiring English Language (EL) services.

Documents Needed to Register in LCPS • An original birth certificate or a certified copy. • Proof of legal guardianship or legal custody if not the parent of the student.

• Proof of Residency. •

Tuberculosis Screening Requirements: All new students entering Loudoun County Public Schools are required to provide documentation that a tuberculosis screening has been performed no sooner than three months prior to registration for school.

• A properly completed immunization record signed by a licensed physician or local health department employee. •

New elementary school students must have a completed physical performed no earlier than 12 months prior to the date the student first enters kindergarten or elementary school. Copies of a completed physical from other United States schools are acceptable. Physicals must be submitted prior to school starting.

• Signed “Prior Expulsion” Statement indicating that the student has not been expelled or suspended from another school. The school will provide this document. • Records (including report cards) from previous school, if applicable. • Name and address of previous school, if applicable. • Copy of Individualized Education Program (IEP), if applicable. School and Day Care Minimum Immunization Requirements Documentary proof shall be provided of adequate ageappropriate immunization with the prescribed number of doses of vaccine indicated below for attendance at a public or private elementary, middle or secondary school, child care center, nursery school, family day care home or developmental center. Vaccines must be administered in accordance with the harmonized schedule of the Centers for Disease Control and Prevention, American Academy of Pediatrics, and American Academy of Family Physicians and must be administered within spacing and age requirements (available at https://www.cdc.gov/ vaccines/schedules/easy-to-read/index.html). • Diphtheria, Tetanus, & Pertussis (DTaP, DTP, or Tdap) A minimum of 4 doses. A child must have at least one dose of DTaP or DTP vaccine on or after the 4th birthday. DT (Diphtheria, Tetanus) vaccine is required for children who are medically exempt from the pertussis containing vaccine (DTaP or DTP). Adult Td is required for children 7 years of age and older who do not meet the minimum requirements for tetanus and diphtheria. • Tdap Vaccine Booster - Effective July 1, 2019, a booster dose of Tdap vaccine is required for all children entering the 7th grade. In 2020-2021, all students entering grades 7 through 12 must have diphtheria, tetanus, pertussis vaccine (Tdap) unless they have had the vaccine since the age of 7 years. • Haemophilus Influenzae Type b (Hib) Vaccine - This vaccine is required ONLY for children up to 60 months of age. A primary series consists of either 2 or 3 doses (depending on the manufacturer). However, the child’s current age and not the number of prior doses received govern the number of doses required. Unvaccinated children between the ages of 15 and 60 months are ONLY required to have one dose of vaccine. • Hepatitis B Vaccine - A complete series of 3 doses of hepatitis B vaccine is required for all children. However, the FDA has approved a 2-dose schedule ONLY for adolescents 11-15 years of age, AND ONLY when the Merck Brand (RECOMBIVAX HB) Adult Formulation Hepatitis B Vaccine is used. If the 2-dose schedule is used for adolescents 11-15 years of age it must be clearly documented on the school form. • Human Papillomavirus Vaccine (HPV) - Effective October 1, 2008, a complete series of 3 doses of HPV vaccine is required for females. The first dose shall be administered before the child enters the 6th grade. After reviewing educational materials approved by the Board of Health, the parent or guardian, at the parent’s or guardians’ sole discretion, may elect for the child not to receive the HPV vaccine.

Measles, Mumps, & Rubella (MMR) Vaccine - A minimum of 2 measles, 2 mumps, and 1 rubella. (Most children receive 2 doses of each because the vaccine usually administered is the combination vaccine MMR.) First dose must be administered at age 12 months or older. Second dose of vaccine must be administered prior to entering kindergarten but can be administered at any time after the minimum interval between dose 1 and dose 2. Pneumococcal (PCV) Vaccine - This vaccine is required ONLY for children less than 60 months of age. One of four doses, dependent on age at first dose, of pneumococcal conjugate vaccine are required. Polio Vaccine - A minimum of 4 doses of polio vaccine. One dose must be administered on or after the 4th birthday. Varicella (Chickenpox) Vaccine - All children born on and after January 1, 1997, shall be required to have one dose of chickenpox vaccine administered at age 12 months or older. Effective March 3, 2010, a second dose must be administered prior to entering kindergarten but can be administered at any time after the minimum interval between dose 1 and dose 2.

Teachers Loudoun’s classroom teachers have been carefully selected to provide the individualized attention that will encourage students to learn and achieve to the best of their abilities. A mentor program for teachers new to the profession, a rigorous performance evaluation for all teachers, and challenging staff development opportunities help to ensure superior teaching and learning in Loudoun classrooms. Retired Educators The Loudoun Retired Educators Association is open to all former Loudoun County teachers, support staff, and administrators. The association meets the first Thursday of each month at a local site in the Leesburg area. The association’s members share food and fellowship followed by a business meeting during which the concerns of retirees are discussed. LREA was established on June 6, 1951 and awards scholarships to graduating seniors entering the field of education. Weather Alerts Loudoun County Public Schools uses the Blackboard Mass Notification system and radio and television announcements, in addition to our website, e-mail and text-messaging capabilities (via the voluntary Alert Loudoun 2.0 system offered by Loudoun Government, www.loudoun.gov/alert) to notify families of weatherrelated closings and delays. Weather-related closing and delay messages are sent districtwide early in the morning (6 a.m.) or at night (prior to 10 p.m.) notifying families that schools will be closed or operating on a delay due to inclement weather.

LCPS Extends Reach to Community through Social Media Loudoun County Public Schools extends its communications outreach to students, families, employees and the greater community through the use of popular social media tools such as Facebook, Twitter and Instagram. LCPS Mobile App The LCPS App is available as a free download from both the Apple App Store and the Google Play App Store. The app will be helpful for anyone wishing to engage with information about LCPS, including parents/guardians, staff, students and members of the general public. Once the app is downloaded, users can customize their access according to the specific schools they wish to follow. A parent/ guardian with students in multiple schools, for instance, could customize his or her view to include all the schools attended by their children. The app is an aggregator that pulls together the district’s most frequently used web tools in one location. For example, the app includes access to school menus, the lunch account system,

Another feature of the app is push notifications. This allows LCPS to send emergency messages to the phones of subscribers without incurring charges associated with texting. BoardDocs Loudoun County Public Schools uses an electronic agenda system for School Board meetings and records. The information is accessible through the School Board section of the LCPS website (www.lcps.org) under “Meeting Agenda and Documents.” Through that website, the public can view and download agendas and supporting documents associated with each School Board meeting. This allows for viewing and printing information prior to meetings. This electronic system saves time and resources, and it provides the public greater access to the information that School Board members use to make decisions. After each meeting, individuals can review the agenda items and see what action was taken by the School Board, complete with voting information. All documents associated with meetings are automatically archived and can be searched by meeting date or by using the comprehensive search feature. Instruction In Loudoun County Public Schools, our mission is to empower all students to make meaningful contributions to the world. We have many instructional and assessment approaches that provide equitable, challenging, authentic deeper learning opportunities for all students, including Project-Based Learning (PBL), PerformanceBased Assessments (PBA) and Personalized Learning (PL).

Elementary School, Grades K-5 Elementary education emphasizes strong basic skills in reading, language arts, mathematics, science, social science, health, art, music, and physical education. All elementary students are exposed to a rich curriculum enhanced by the use of authentic, challenging problems through Project Based Learning. Each elementary school receives services from a School Counselor, a Reading Teacher, a Media Specialist, and an Instructional Facilitator, Technology. An important part of a child’s foundational experience is social-emotional learning and establishing productive citizenship within the context of the school, community, nation, and world.

Middle School, Grades 6-8 Loudoun County middle schools create and maintain an environment that promotes deeper learning by engaging students in personalized, relevant learning experiences that result in a high level of academic achievement and developmental growth as measured by national, state, and district standards. The curriculum focuses on core academic areas, health and physical education, world languages, an exploratory program of fine arts, and career and technical education. Content area teachers, along with English Learner and Special Education teachers, work in Collaborative Learning Teams (CLTs) to analyze student data that informs their lesson planning and future interventions. Recognizing that students learn at different time intervals, teachers create authentic experiences and assessments that provide evidence of where students are in their mastery of concepts and skills at any given time. Each middle school is divided into sub-schools called “houses” creating a “school within a school” concept. LCPS middle schools utilize the framework of interdisciplinary teams, which lead to improved student achievement, increased parental contacts, and an enhanced school climate. Students are further supported through a Unified Mental Health Team (UMHT) composed of the school psychologist, school social worker, student assistance specialist, school counselors, school nurse, and administrators. The mission of the UMHT is to promote school-wide mental health initiatives within a multitiered system of support. The team is responsible for providing a continuum of prevention and intervention supports and services to address the social, emotional, and behavioral needs of students and to remove barriers to learning in the school environment.

High School, Grades 9-12 Many of the high school student’s courses are determined by state requirements for graduation. The balance may be selected from a wide variety of academic, career and technical education and fine arts courses. Advanced Placement and Dual Enrollment courses are available. Students must complete 22 course units and 6 verified credits for a Standard diploma (for students entering 9th Grade from 2013-2014 through 20172018) and 26 course units and 9 verified credits for an Advanced Studies diploma (for students entering 9th Grade from 2013-2014 through 2017-2018). For students entering 9th grade in 20182019, and after, students must complete 22 course units and 5 verified credits for a Standard diploma and 26 course units and 5 verified credits for an Advanced Studies diploma. School counselors assist students in selecting courses, in designing an individualized program of studies to meet the desired diploma requirements, and in applying to post-secondary schools and colleges.

Special Education Special Education provides a free appropriate public education to eligible Loudoun children with disabilities between the ages of 2 and 21, inclusive. Programs offered serve students with developmental delays; intellectual disabilities; emotional disabilities; specific learning disabilities; visual, hearing, speech language, orthopedic and other health impairments; autism; traumatic brain injuries; and multiple disabilities. Parents/ guardians who suspect that a child has a disability and may be in need of special education should contact their principal or designee of the school the child attends. A county-wide Child Find Center is located at 20 Union Street, NW, in Leesburg and offers referral, identification, and information services for families of children ages 2 through 5. The Child Find Center includes a staff of early childhood teachers, speech-language pathologists, school social workers, and school psychologists under the direction of the Early Childhood Identification Services Supervisor. Appointments for developmental screenings at no cost to families may be scheduled by calling (571) 252-2180. Parent Resource Services (PRS) is located at the Administration Building, 21000 Education Court, Ashburn, and is staffed by a special educator and a parent representative. Textbooks The Loudoun County School Board provides for textbooks to be supplied free of charge. Students pay for books they damage or lose.

Assessment Programs LCPS participates in the Virginia Assessment Program and administers the Standards of Learning (SOL) tests, state-approved alternatives to the SOL tests, Assessing Comprehension and Communication in English State-to-State for English Language Learners (ACCESS for ELLs), and the Cognitive Abilities Test. Additional assessments are administered throughout the school year, as needed, for instructional program decisions. Loudoun County Public Schools (LCPS) students in grades 2-8 take the Measures of Academic Progress (MAP) Reading and Math Growth tests three times each school year. The MAP test is designed to measure students’ readiness for learning specific content and skills and academic growth over time. In some schools, kindergarten and first grade students also take MAP Growth, select high school students will take MAP Growth tests in Algebra and Geometry. LCPS has established testing windows in the fall, winter, and spring. For more specific testing dates within the window, please contact your child’s school or teacher. MAP results are used by teachers to assist students in setting growth goals, to differentiate instruction based on students’ strengths/needs and to monitor students’ progress toward their growth goals throughout the year. MAP results are used by building administrators to identify the knowledge and skill levels of students in a classroom or grade and to plan for professional development based on patterns in instructional strengths and needs. MAP results are used by central office staff to identify program strengths and needs and to assess the implementation and impact of LCPS initiatives.

Report Cards and Parent/Teacher Conferences Report cards are posted in ParentVUE four times during the year for all grade levels. During the 2020-2021 school year, marking periods will end on October 30, January 15, April 9 and June 15. Parent/teacher conferences are strongly encouraged and may be scheduled through school offices or directly through teachers.

Phoenix Loudoun County Public Schools (LCPS) uses a secure, web-based, internally hosted application for assignments, assessments and grades called PHOENIX. Through this application, parents can update phone numbers, e-mail addresses, and emergency contact information. Parents are also able to view parts of student records, grade book events, communications from teachers and an integrated calendar of various class and school dates and events. Access to PHOENIX will be provided through an activation key code in a letter sent to your mailing address after your

Accreditation Each school operates with accreditation from the Virginia Department of Education. The high schools are fully accredited by the Cognia, the accrediting organization for colleges and schools.

Gifted and Talented Education Programs and services are available for gifted learners beginning in elementary school. Differentiated Classroom Instruction (DCI) is provided for identified students in grades K-3. SEARCH, a classroom resource program, provides inclass lessons which focus on creative and critical thinking for all students in grades K-3. The FUTURA program provides gifted services for eligible students in grades 4 and 5. Students who demonstrate gifted potential from underrepresented populations may be identified to participate in the EDGE program. At the secondary level, middle school gifted students receive services while attending SPECTRUM classes. Honors classes are open for selection to gifted students in grades 6-12. Advanced Placement and Dual Enrollment classes are open for selection to gifted students at the high school level. The Academies of Loudoun is one school community that offers three different curricular programs to students. Loudoun County residents must apply for admissions and be accepted through a competitive application process. The Monroe Advanced Technical Academy (MATA) pathways strive to provide significant and relevant learning in Career & Technical Education (CTE), which allows students to explore and innovate while preparing for 21st century college and careers. Naval Junior Reserve Officer Training Corps (NJROTC) Loudoun County High School is home to the Naval Junior Reserve Officer Training Corps (NJROTC) unit. Established in 2009, it is the first and only NJROTC program in Loudoun County. This unit is open to all LCPS high school students.

Campus Program The College Achievement & Multicultural Program for Unique Students (CAMPUS) is an academic and college preparation initiative which began in the spring of 2002 that currently serves over 300 students in grades 9-12. CAMPUS is a high school college access program designed to remove barriers and/or meet the specific needs of first-generation college-bound students attending Loudoun County Public Schools (LCPS). CAMPUS seeks to provide support and encouragement to students who demonstrate the ability to achieve academic success and college admission. Admission to and graduation from college are among the goals of the CAMPUS Program. Students must commit to attending mandatory CAMPUS meetings and/or classes during the school day and CAMPUS activities throughout the year. Parents are also an integral part of CAMPUS and its success and are welcome to participate in program initiatives throughout the school year. Students may apply to the program in the spring of their 8th grade year, or if space is available, during the school year of grades 9-11. An online application can be obtained through the LCPS website. Students must submit a completed online application and one recommendation to be considered for the program. Language Assistance Services Loudoun County Public Schools (LCPS) offers a number of ways in which families for whom English is a second language may engage with the school division and schools. Families are always welcome to enlist a trusted friend or family member to interpret phone or in-person conferences. Parent liaisons at many schools also are bilingual. LCPS provides translators and interpreters in the school division’s top six languages: Spanish, Arabic, Vietnamese, Urdu, Farsi and Korean. English Learner Program (EL) The English Learner (EL) program is an instructional program for students whose dominant language is not English. Alternative Education Program The Alternative Education Program (AEP) at Douglass School in Leesburg serves middle and high school students who may be overwhelmed and/or distracted in a traditional school setting and are experiencing inconsistent success or a decline in academic and behavioral performance. Students are supported and provided varied learning pathways in earning their high school diploma and preparing for post-secondary experiences to make meaningful contributions to the world. Adult Education LCPS Adult Education Program provides life-long educational opportunities and support services at low cost to all adults 18 years and older. The Adult Education programs address the unique and evolving needs of individuals and communities by providing adults with the knowledge and skills necessary to participate effectively as productive citizens, workers, and family members. The major program areas are: Adult Basic Education, General Educational Development (GED) preparation classes, English for English Learners (EL), Young Adult English Learners Program, Adult High School, and a selection of general interest classes. These programs emphasize basic skills such as reading, writing, math, and English language competency. Family Life Education (FLE) Curriculum The LCPS Family Life Curriculum has among its primary goals the following: teaching that all human beings have worth and dignity; the family is the primary structure of our society; parents/guardians are and should be the primary family life educators for their children. Educational Technology The Educational Technology office in the Department of Instruction provides professional learning opportunities to teachers, administrators, and other division personnel to ensure

Library Media School libraries provide and manage the circulation of more than 1.5 million copies of print and digital materials in dynamic social learning spaces – high-touch environments in a high-tech world – with teaching, collaboration, presentation, and production areas. Certified school librarians co-teach information literacy and reading, and consult with teachers and students to make the library a learning space that embraces and promotes deeper learning through authentic challenging problems.

Summer School Summer school offers multiple learning opportunities for recommended students to practice and apply academic skills. The Elementary Summer School program is designed to provide interventions for reading instruction. Instruction is differentiated to meet the needs of each student. Students in grades 3-5 will receive virtual, small group instruction two to three times per week. Dates and times will be set by the home school. Parents/guardians of individual students will be informed by the classroom teacher if the student has been identified to receive summer school intervention. The summer school program in Grades 6-8 is held at individual schools and is designed to meet the needs of identified learners in math and English/Language Arts. Grades 9-12 provide a selection of courses in core academics and driver education for new and repeat credit. There is no tuition charged for elementary or middle school summer school and bus transportation from central locations may be provided at no cost. Virtual Loudoun Virtual Loudoun offers online courses through Schoology using content that is aligned to the Standards of Learning (SOLs) to offer new educational opportunities to students. These courses present educational material and credit courses at the high school level to students using online delivery. LCPS also uses other online vendors to offer courses to students. Bus Transportation LCPS operates and maintains a fleet of 800 school buses that travel over 8.4 million miles annually serving more than 85,000 students. Home-to-school bus transportation is furnished for students according to School Board Policy 6210. All students are afforded transportation services for various trips throughout the school year.

Online Auction Beginning the first Monday of each month, LCPS holds an online auction. These auctions make surplus items available for purchase by the general public. Surplus and obsolete items from schools and administrative offices are processed through the online auction for sale. To register to bid, please visit publicsurplus.com.

School Meals Meals at school provide students with nutritious choices that help prepare them to learn. School Nutrition professionals in our schools serve nutritious breakfasts and lunches. Meals served follow the recommendations of the Dietary Guidelines for Americans and the United States Department of Agriculture. Snacks meeting the Smart Snack provision of the Healthy Hunger Free Kids Act also are available for purchase. Elementary meals are priced at $3.05 and middle and high school meals are priced at $3.15 for 2020-21. Price of breakfast is $2.10. Select schools offer an After-School Fuel program. In addition, several secondary schools provide the option of an alternative breakfast after the bell, grab and go or wellness break to give students an opportunity to refuel for late morning classes.

Free and Reduced Eligibility Children from households that meet federal income guidelines are eligible for either free or reduced-price school meals. Students who meet the guidelines for both free and reduced-price meals eat in LCPS cafeterias at no cost to their families. Families may complete an online application; the link can be accessed from the school system’s website at www. lcps.org.heartlandapps.com. This is the most expedient way for families to be approved. Limited paper applications are available in all schools and from the LCPS School Nutrition Services Office, 20 High Street, Round Hill, VA 20141, (540) 751-2690.

Food Allergy and Dietary Restrictions The Division of School Nutrition Services (SNS) posts menus that have ingredient lists, nutrient content and allergen information for the food and beverages served in schools. The ingredient list is designed for those who need to monitor ingredients for allergies, other special dietary needs or just have an interest.

A gluten-free menu is published on our website. A carbohydrate count list is also available. Please access these lists on the SNS website, http://www. lcpshealthycafe.org. Food allergy and dietary restriction information is entered into a computerized database and displayed at the cashier’s station when the student’s account is accessed. A note, such as “Peanut Allergy” or “No Pork,” will be displayed to the cashier. A pink pig logo on the serving line will indicate that a menu item contains pork. Food item line signs displayed on the serving line will identify the potential allergens that are in our recipes. Choose the appropriate meal; nutritional values will display when the mouse icon hovers over an item. School Nutrition Services is available at (540) 751-2690 to answer any questions or concerns.

Health Care All school personnel are sensitive to the general health and well-being of students. At least three staff members in all schools are trained in CPR, first aid techniques and use of the automatic external defibrillator (AED). Full-time, trained Health Clinic Specialists, working under the supervision of resource nurses, staff elementary health offices. Full-time school nurses serve all middle and high schools. Athletic trainers provide after-school coverage of athletic events at the high schools. Please alert the school health office if your child has a heath concern.

Mental Health Services Each LCPS school has a Pupil Services Student Support Team consisting of a School Counselor, School Social Worker, School Psychologist, Student Assistance Specialist, Health Clinic Specialist, Special Education Supervisor, School Nurse/ Health Clinic Specialist, Attendance Officer and Behavioral Specialist. The team is responsible for coordinating and providing a continuum of school-based prevention and intervention supports and services to address the social, emotional and behavioral needs in students whose difficulties affect their school functioning. Parent Resource Services All children benefit from well-prepared and well-informed families, educators and community members. Therefore, Loudoun County Public Schools’ Parent Resource Services (PRS) is committed to building positive relationships among these entities who support the positive development of the whole child. PRS: • Encourages a positive working relationship between families, educators and the community; • Provides workshops for families and educators to promote an understanding of the special education process and to nurture the development of the whole child including cognition, social and behavioral skills, and health; • Consults with families to provide information related to educational issues and community services; • Connects families and educators to resources.

McKinney-Vento Services If you or your family is currently facing a loss of housing and staying in a place that is not stable, fixed or regular, your child may qualify for McKinney-Vento services. Some of these services include free meals, immediate enrollment and access to the last school your child was attending if you are now living outside of the school’s attendance zone. To apply for these services, you can complete the application on a computer, phone or tablet on the LCPS website at www.lcps.org/mckinney-vento. If you do not have access to the needed technology, you can complete the McKinney-Vento paper application and send it to your child’s school attendance secretary.

Child Care Loudoun County Public Schools does not provide afterschool childcare. However, such care is provided at schools by the county’s Department of Parks, Recreation and Community Services through its CASA program. To find out about this program call (703) 737-8042.

Technology Support The Department of Digital Innovation (DDI) provides leadership for developing and implementing digital innovation initiatives for meaningful, effective and secure uses of technology throughout the division. DDI contributes to the infusion of digital innovation into teaching and learning, as well as the operations of the division, by providing leadership and support in all areas of digital innovation planning and technology resource management. Each district school/site receives technology support via an assigned Digital Experience Specialist. Staff members or students who need technology support should reach out to their assigned Digital Experience Specialist. Parents should reach out directly to their local school for assistance. Electronic Form Signing LCPS utilizes several digital solutions to enable parents/ guardians and staff to sign or acknowledge documents electronically. Some of those solutions include ParentVUE, Permission Click and Adobe files.

Safety & Security There is nothing more important than the safety of our students and staff. LCPS and its Division of Safety and Security, in conjunction with law enforcement and public safety partners, has created a comprehensive safety and security plan to protect students, staff and visitors. This plan is equipped with multiple layers of redundant security measures, some visible and some not, to ensure a safe and secure environment for everyone. School Resource Officers, who are sworn law enforcement officers, and School Security Officers, who are LCPS employees, support the security requirements of our schools. These officers help cultivate an inclusive and safe environment where students and staff feel comfortable reporting concerning behavior in support of our commitment to “See Something, Say Something.” Every school also has multidisciplinary threat assessment teams that evaluate all potential threats, as well as schoolspecific emergency response plans. All safety and security efforts are monitored by our 24/7 Security Operations Center (SOC).

Emergency Action Procedures LCPS utilizes Department of Homeland Security best practices with respect to emergency management. LCPS staff are trained to respond to a wide array of emergency situations and will implement applicable emergency action plans in support of overarching mitigation strategies. Students will follow staff direction during emergencies. The following emergency action terminology is utilized throughout LCPS. Lockdown - Lockdown is used to describe enhanced security measures taken to protect against potentially violent intruders that may be inside the school or on the school campus. The response secures students and staff, usually in classrooms, to prevent access or harm to the occupants of the school. This may also involve quickly moving students and staff from unsecured locations to secure locations or outside and away from the threat. School staff will notify law enforcement through 911 and contact the LCPS Safety and Security SOC when practical. Only a law enforcement officer can release a school from a lockdown. Secure the building - Secure the Building is used to prevent unauthorized entry if the potential threat is outside and in the vicinity of the school. An armed robbery, police foot pursuit, and irate parent/visitor are just three examples. Outside activities are cancelled and anyone outside at activation is instructed to move inside; all exterior doors are secured while staff and students are free to move about inside the school. All visitors and deliveries are turned away during this scenario and dismissals would also be delayed if warranted. If appropriate, 911 should be utilized to notify law enforcement and the LCPS SOC should be contacted as soon as possible. SHelter-In-place - Shelter-in-Place procedures are used to temporarily shelter people from a hazardous outdoor atmosphere, such as weather or a chemical, biological, or radiological incident. During this scenario all exterior doors should be locked, and measures should be taken to shut down the intake of outside air if warranted. No one can enter the school until public safety officials declare the area clear. If appropriate, 911 should be utilized to notify law enforcement, fire/rescue and the LCPS SOC should be contacted as soon as possible. Evacuate - Evacuate is used to describe situations where the building has become uninhabitable and must be evacuated. A fire, chemical spill, or credible bomb threat are just three examples. During this scenario all personnel will relocate to a pre-determined location outside of the school. Once at that location a decision will be made on a potential evacuation to a secondary location further from the source of the problem. If a school is in the midst of an emergency, parents/ guardians listed for contact will be notified via email by Blackboard Mass Notification and Loudoun Alert. Should the school be evacuated, a reunification site will be identified and communicated. Law enforcement and fire/rescue personnel will establish a perimeter and restrict all access to the school. LCPS will continue to update parents/guardians on conditions. Under no circumstances should families respond to their child’s school during an emergency.

POLICIES AND REGULATIONS

Policies and Regulations Loudoun school policies are published in the School Board Policy Manual, “Loudoun County Public Schools Policies and Regulations,” posted to our website, www.lcps.org, as mandated by the Code of Virginia. Printed copies of the policies are available as needed to citizens who do not have online access. The “Student Rights and Responsibilities,” which explains policies and rules for school conduct, has also been posted on our website. This Guide and Directory is not meant to be a comprehensive listing of all the rules and regulations governing Loudoun County Public Schools. This is merely an abbreviated compilation of some of the policies that are most often asked about.

Minute of Silence The Commonwealth of Virginia requires that each school day begins with a minute of silence. Students shall not disrupt or distract the rights of others during the minute of silence.

Pledge of Allegiance The Commonwealth of Virginia requires the daily recitation of the Pledge of Allegiance. It provides that no student shall be compelled to recite the Pledge if the student or the parent/ guardian objects on religious, philosophical, or other grounds to the student’s participating in this exercise. It further provides that students who are exempt from recitation of the Pledge shall remain quietly standing or sitting at their desk while others recite the Pledge and shall make no display that disrupts or distracts others.

Excused Absences School principals excuse student absences for such reasons as medical appointments, court appearances, religious holidays and personal illness. Students who need to be dismissed for part of the day on a regular basis must obtain a waiver from the Superintendent, Policy 8-17.

School-Based Dress Code The dress code for Loudoun County Public Schools (LCPS) students is defined by Policy 8270 in the School Board Policy Manual. This policy reads in part: “All students who attend LCPS are expected to dress appropriately for a K-12 educational environment. A student’s attire should facilitate the participation in learning as well as the health and safety of all students. This policy is intended to provide guidance for students, staff and parents. Students must wear clothing that is appropriate to a K-12 educational environment and that does not or is not likely to cause a substantial disruption. Students are responsible for complying with the division dress code during school hours and school-sponsored activities; staff are responsible for communicating and equitably enforcing the division dress code during school hours and school-sponsored activities. Parents or legal guardians are responsible for ensuring student compliance with the division dress code.” Parents or legal guardians of students requiring accommodation for religious beliefs, disabilities, or other good causes should contact the principal or principal’s designee. Please refer to Policy 8270 for a comprehensive list of appropriate attire.

Dances Loudoun County Public Schools reserves the right to deny entrance to a school dance if the rules, guidelines and expectations of School Board policy are not followed. In addition, students will be asked to leave a dance if their behavior is not acceptable. Students will be expected to abide by any other rules deemed appropriate by the administration and sponsor of the individual school. Rules and expectations for students and their guests at LCPS dances include: • School rules are in force for dances held at the schools or off campus. • Students must adhere to the School Board Alcohol, Drug, Tobacco and Electronic Cigarettes Policy 8240. • Students must adhere to the School Board Weapons Policy 8-32. • No use of inappropriate language. • No fighting or harassing behavior. • No inappropriate dancing. • Those attending dances are expected to wear appropriate attire. It is the responsibility of LCPS students to ensure that their guests understand and adhere to these rules and expectations.

Alcohol, Drugs, Tobacco and Electronic Cigarettes The Loudoun County School Board is committed to supporting students to abstain from the possession, use, distribution, and/or sale of alcohol, illicit and unauthorized drugs,

POLICIES AND REGULATIONS tobacco and electronic cigarettes (e-cigarettes). It is prohibited by LCPS policy and law for students to possess, distribute, sell, use, or be under the influence of alcohol, drugs, tobacco, and/ or e-cigarettes while under school authority, on a school bus, at a school bus stop, on school property, or at school-sponsored activity on or away from school property. Staff will intervene when a violation is detected, take appropriate corrective disciplinary action, and provide educational support for all students. Students who violate Policy 8240, Alcohol, Drug, Tobacco and Electronic Cigarettes, may be recommended by the principal for long-term suspension or expulsion from school and will be reported to law enforcement. Substance use education is delivered through a collaboration between the Department of Instruction and the Department of Pupil Services in Loudoun County Public Schools. The expectation is that all students will be educated in learning environments that are safe, drug free, and conducive to learning. LCPS Student Assistance Specialists provide substance use prevention education presentations at the secondary level which promote positive alternatives to alcohol and drug use and healthy coping skills. Assessment, consultation, intervention, and referral services are provided by LCPS Student Assistance Specialists.

Medication in School When possible, all medicine should be administered to students at home, per School Board Policy 8420. If a student must take prescription medicine at school, the medication will be administered by the school nurse, health clinic specialist, the principal or the principal’s designee. Non-prescription medicine may be taken by students only under the supervision of the school nurse, health clinic specialist, principal or the principal’s designee. All medicine must be brought to school by the parent/ guardian unless the student has a Physician’s Order to carry and/or self-administer. If the student has a Physician’s Order the student may transport insulin and/or emergency medicine including Glucagon, epinephrine auto-injectors and rescue inhalers. All medicine must be in the original, labeled container.

Child Abuse and Neglect Virginia law requires school employees to report suspected cases of child abuse or neglect to the Department of Social Services. This law provides immunity from civil or criminal liability in connection with these reports, unless malicious intent is proved.

Rights of 18-Year-Olds Since students 18 or older have many of the legal rights and responsibilities of adults, these students may act in place of their parents in some instances where parental permission is required of younger students; 18-year-olds may provide their own excuses for school absences and do not need permission for school trips.

Finance LCPS operates on an annual budget adopted by the School Board. Local revenue appropriated by the Board of Supervisors provides the major source of funding. School operating budgets are planned with input from parents and the general public.

Cost Per Pupil The cost per pupil to educate students in LCPS is estimated to be $15,214 for the 2020-2021 school year. This figure includes $12,147 for instruction, $559 for administration, attendance and health, $728 for pupil transportation, $66 for facilities, $1,167 for operation and maintenance, and $547 for technology.

School Bond Vote on November 3, 2020 Bond funding for school construction will be up for voter approval in the November 3, 2020, election. On the referendum this year are the costs to design, construct and equip the Douglass School Renewal; the costs to design, construct and equip the Student Welcome Center at Sterling Elementary School; the costs to design, construct and improve the LCPS Facility Renewals and Alterations; School Security Improvements; School Bus Replacement and Acquisition; School Bus Radio Replacement and UHF System Upgrade; and the costs of other public school facilities as requested by the Loudoun County School Board. The maximum amount in capital improvement bonds this referendum would authorize is $153,140,000. LCPS’ enrollment is expected to continue increasing annually by an average of one percent with an enrollment of 85,755 students expected by the start of the 2020-2021 school year and 86,975 by the start of the 2021-2022 school year.

STUDENT RECORDS

Student Records In compliance with federal laws, the rights of parents or guardians of students up to 18 years of age (hereafter called parents) and the rights of students 18 years or older (hereafter called eligible students) concerning student records are listed below.

Types and Location of Records A scholastic record is maintained on every student enrolled in LCPS. At a minimum, the student scholastic record contains directory information, grades, health and physical education records, discipline records, if any, and the results of standardized group testing. Any individual special evaluations (psychological, medical, psycho-educational or social history) as well as official records relating to the special education or Section 504 of the Rehabilitation Act of 1973 and records relating to the gifted program, Title I, Head Start and other special programs also may be found in the scholastic record. The student scholastic record is kept at the school currently attended by the student. Files for students who have left the system are kept for five years at the last school attended. After five years, the student file is archived by the Student Records Division. The principal is the custodian of the scholastic record. A portion of some students’ files may be kept in the central office; the scholastic record will specify location. Student scholastic records are not retained permanently. Parents or eligible students have a right to a copy of any information that will be destroyed. A record of the student’s name, birth date, address, telephone number, grades, attendance record, classes attended, grade-level and year completed is kept for 75 years. LCPS will maintain a cumulative student record until five years after a student has graduated or left the school system. After that time, only state-required data will be maintained, and the balance of the records will be destroyed. The special education portions of student records are destroyed five years from the date of graduation, transfer, or withdrawal from the school system. Upon request, a copy of the special education portions of a students’ file may be accessed prior to their destruction. Inquiries concerning archived student records should be directed to the Records Manager at (540) 751-2594.

Disclosure of Records Parents/guardians and eligible students may inspect their records by requesting access and identifying themselves to the custodian of records. Students under 18 may inspect their records only with the written consent of a parent or legal guardian. This does not preclude the school from giving students data from the records. School personnel with legitimate educational interest in a student or responsibility for the record system have access to records. Certain non-school personnel by law have access to records or information from them.

STUDENT RECORDS Records are transferred, upon request, to a school in which a student seeks to enroll. No other disclosure of information from a student’s record is permitted without written consent of the parent/guardian or eligible student.

Copies of Records Parents and eligible students may obtain copies of records. Annually, the school division shall provide, free of charge, one copy of a student’s scholastic record when it is 25 pages or less. Scholastic records in excess of 25 pages shall be charged at $0.10 per page beyond the initial 25 pages. All additional copies requested will be charged at $0.10 per page, for all pages.

Amendment of Records A parent or eligible student may seek amendment of information in the student’s record if it is believed to be inaccurate, misleading, or in violation of the student’s privacy or other rights. Such requests should be made to the custodian of the records, who shall decide within 15 working days whether or not to amend the record as requested. If differences cannot be reconciled by informal means, a hearing before the Assistant Superintendent for Pupil Services may be requested to decide the matter.

Release of Directory Information The following information may be released without prior consent: names and addresses of students and parents, telephone number, e-mail address, date and place of birth, dates of attendance and grade levels, Division student ID number, participation in officially recognized activities and sports, height and weight of members of athletic teams, awards and honors received, and other similar information specified by administrative regulation. Parents/guardians and eligible students have the right to refuse disclosure of such data by writing the school. School Board policy on directory information conveys no rights to non-school organizations, agencies, or persons to copies of the information.
