Superintendent’s Message In its 147th year, Loudoun County Public Schools stands ready to open the doors of 89 schools to welcome 78,000 students for what is expected to be the most productive school year yet. As our returning families know and our new families will soon learn, LCPS is a school division that honors its tradition of educational excellence while providing students with cutting-edge learning opportunities. We are pleased to share with students and families the work staff members have been doing over the summer on important instructional initiatives such as Project-Based Learning (PBL), One to the World (OttW) and Bring Your Own Technology (BYOT). We believe that instructional initiatives such as these will make our schools more engaging to students and will instill in them a joy of learning that sometimes gets lost among other kinds of drill and practice educational methodologies. All of our work is designed to empower all students to make meaningful contributions to the world. As I enter my third year as Superintendent of LCPS, I invite you to join me in supporting our school division and your child’s school as we shape the future of our changing and growing community of learners. Changes for 2016-2107 School Year

Changes You Should Know About for the 2016-2017 School Year Loudoun County Public Schools (LCPS) has made some significant changes for the 2016-2017 school year that we want our stakeholders to be aware of.These changes include:

LCPS Mobile App Loudoun County Public Schools (LCPS) will open the 2016-17 school year with a new way to communicate with families: the LCPS App. The LCPS App is now available for a free download from both the Apple App Store and the Google Play App Store. The app will be helpful for anyone wishing to engage with information about LCPS, including parents, staff, students and members of the general public. Once the app is downloaded, users can customize their access according to the specific schools they wish to follow. A parent with students in multiple schools, for instance, could customize his or her view to include all of the schools attended by their children. The app is an aggregator that pulls together the district’s most frequently used web tools in one location. For example, the app includes access to school menus, the lunch account software system, the student information management system, the online learning platform, sports information, calendars and social media feeds. All users automatically have access to districtwide messaging. Another feature of the app is push notifications. This will allow LCPS to send emergency messages to the phones of subscribers without incurring charges associated with texting. An app communication campaign is now underway. A QR code, such as the one located on the back of this booklet, will be used on communication tools to assist with locating the app in the online stores. Banners and yard signs will be posted at each LCPS facility beginning August 1st. (Posters with the QR code are now being distributed in the community.) Information about the app will be available on the LCPS website at www.lcps.org/app.

LCPS Steps Up Suicide Awareness Loudoun County Public Schools’ Depression Awareness and Suicide Prevention program is based on the SOS Signs of Suicide® High School Prevention Program, (http://www. mentalhealthscreening.org), which is the only evidencedbased program that has shown a 40 percent reduction in self-reported suicide attempts. Through classroom instruction and an educational video (“Friends for Life”), students are taught to identify the signs of depression, suicidality and self-injury in themselves and their peers and to take help-seeking actions using the simple and easy-to-remember ACT® (Acknowledge-Care-Tell)

Changes for 2016-2107 School Year technique.The program is implemented by school-based mental health professionals in all high schools. In late 2015, Loudoun County Public Schools began working with a nationally recognized suicide researcher and clinician to evaluate our suicide prevention program and make recommended changes. All school-based mental health professionals who are responsible for conducting suicide screenings and prevention efforts will be retrained in best practices and LCPS protocols and procedures this August in a collaborative effort with this expert. Additionally, LCPS is seeking funding to pilot the American Foundation for Suicide Prevention’s More Than Sad program as it relates to training teachers to recognize signs of mental health distress and how to make referrals for assistance.

Relieving Middle School Overcrowding Approximately 400 to 500 eighth grade students from Mercer Middle School and Stone Hill Middle School will attend classes on an alternating-day basis at John Champe and Rock Ridge high schools, respectively. On any given school day, 200 to 250 eighth grade students will attend classes at each high school.The classes for high school students would occur in portions of the building that are separate from the location of the middle school classes. Sufficient classroom space exists at Rock Ridge High School to accommodate the Stone Hill Middle School students. Modular classrooms will be placed at John Champe High School to provide classes for high school students, freeing up a portion of the high school for the middle school classes.

The School Board

The School Board

The School Board is responsible for the operation of the county’s public schools in accordance with State Department of Education regulations. School Board members are elected every four years in the November general election with one member elected for each of the eight electoral districts and one member elected at-large. Loudoun’s sixth elected School Board was chosen in November 2015 and took office January 1, 2016. School Board members receive annual salaries of $20,000 with the chairman receiving an additional $2,000.

School Board Meetings The public is invited to attend and participate in School Board meetings held in open session at LCPS’ Administrative Offices, 21000 Education Court, Ashburn, VA 20148. Second Tuesday meetings convene at 4:00 p.m. and 6:30 p.m.; fourth Tuesday meetings begin at 6:30 p.m. In August and December no fourth Tuesday meetings are planned, no meetings in July. School Board agendas are available through BoardDocs on the School system’s website, www.lcps.org. LCPS-TV provides live, gavel-to-gavel coverage of scheduled School Board meetings held monthly on the second and fourth Tuesday at 6:30 p.m. Meetings are available via webcast on the LCPS website at www.lcps.org. Starting this school year, closed captioning will be available.

Speaking to the School Board If you would like to speak before the School Board, please contact the Superintendent’s Office at (571) 252-1020 or via email at clerk@lcps.org prior to 5:00 p.m. the day of the School Board meeting.You are asked to provide your name, address and telephone number, subject matter, and organization represented, if applicable. Speakers must limit comments to the time allotted by the Chair and announced prior to the public comment period.The Chair determines the time based on the number of speakers and the agenda, but not to exceed three minutes. Those who need translation/interpretation assistance to be able to participate meaningfully in School Board meetings should contact the Superintendent’s Office at least three days prior to the meeting. Copies of materials for Board members should be given to the Public Information Officer or designee in the back of the meeting room (in the media box) prior to the start of the meeting for distribution to Board members. Please provide 12 copies of materials. Under no circumstances will a speaker approach the dais. The Chairman will warn a speaker if the speaker is out of order prior to taking further action.

The School Board The School Board also is open to receiving comments outside of school board meetings as an alternative means of public participation. School Board Policies Policies governing student records and the rights of parents and eligible students are contained in the School Board Policy Manual, available for review on the school system’s website, www.lcps.org. As mandated by the Code of Virginia printed copies of the policies are available as needed to citizens who do not have online access.

Each of the 15 LCPS high schools will have a student representative sitting on the Loudoun County School Board for one month to provide student input on educational issues. In preparation for their responsibilities, the new student School Board representatives and their parents attend an evening orientation session. Communications

Communications BlackboardConnect Loudoun County Public Schools utilizes the BlackboardConnect Phone Messaging System to personally communicate with parents about emergency situations, school events and important issues affecting your child. Since this system is used to notify you of an emergency situation with your student, you cannot completely opt-out of this system. You may use a form on the LCPS website, www.lcps.org, which allows you the option to be removed from the “weatherrelated” closing and delay message only. Loudoun County Public Schools will continue to use the traditional methods of radio and TV in addition to our website, e-mail and text messaging capabilities via the voluntary Alert Loudoun 2.0 system offered by Loudoun Government (www.loudoun.gov/alert) to notify parents of weather-related closing and delays. Weather-related closing and delay messages are district-wide messages that are sent early in the morning (6 a.m.) or at night (prior to 10 p.m.) notifying parents that schools will be closed or operating on a delay due to inclement weather.

LCPS Extends Reach to Community through Social Media Loudoun County Public Schools has extended its communications outreach to students, families, employees and the greater community through the use of the popular social media tools Facebook and Twitter. Users of these social media get up-to-date LCPS information and announcements, including weather delays and school closings. You can add The Official Loudoun County Public Schools to your Facebook account’s newsfeed by clicking “like” at www. facebook.com/LCPSofficial.Twitter users can follow LCPS news via @LCPSofficial. These sites may also be accessed by clicking on the Facebook and Twitter icons found on the www.lcps.org home page.

LCPS-TV Loudoun County Public Schools maintains LCPS Educational TV, an open cable TV channel which can be viewed on the following systems: • Channel 18 on Comcast Cable system • Channel 43 on Verizon FIOS system The educational channel provides LCPS families and Loudoun County residents with news and information about Loudoun County Public Schools. The channel broadcasts news, educational and arts programming in addition to a calendar of events, school or district-related announcements and gavel-togavel coverage of the Loudoun County School Board Meetings at 6:30 p.m. on the second and fourth Tuesdays of each month with a re-broadcast the following Thursday at Noon. For a complete listing of scheduled programming and events, click on the link provided on the website under LCPS-TV. LCPS produces monthly short format videos highlighting events taking place in schools throughout the district. These videos can be viewed on the LCPS video channel on VIMEO at vimeo.com/ lcpstv. All LCPS-TV programming can be concurrently viewed via webcasts on the LCPS website at www.lcps.org.The LCPS Public Information Office operates LCPS-TV. BoardDocs Loudoun County Public Schools has an electronic agenda system for its School Board Meetings.This system, called BoardDocs, replaces the old method of compiling, printing and distributing meeting documents. Through the BoardDocs website, the public can view agendas and supporting documents associated with each School Board meeting.This allows for viewing and/or printing information prior to meetings. This electronic system not only saves time and resources, it also provides the public greater access to information that School Board members use to make decisions. After the meeting, individuals can review the agenda items and see what action was taken by the School Board, complete with voting information. All documents associated with meetings are automatically archived and can be searched by meeting date or by using the comprehensive search feature. Minority Student Achievement Advisory Committee The Minority Student Achievement Advisory Committee (MSAAC) is dedicated to work in partnership with Loudoun County Public Schools (LCPS), parents and the community to further the academic, social and cultural development of every student and to ensure that the needs of all minority students are met. MSAAC supports School Board and staff initiatives and parent efforts to ensure that our school community becomes culturally competent to ensure fair and equitable instruction to all LCPS students. We encourage the development of school cultures where every minority student is afforded the opportunity to achieve his or her full potential, feels welcome and is recognized as an integral member of the student body. All general MSAAC meetings are held at 7 p.m. on the third Wednesday of each month at the Loudoun County Public School Administrative Offices in the School Board Meeting Room. Special Education Advisory Committee The Special Education Advisory Committee (SEAC) works with the School Board, administrators, parents and teachers who are responsible for students receiving special education services. SEAC meets monthly during the school year from 7 to 9 p.m. on the third Tuesday of each month (September through May). Meetings are held in Room 102 at the Loudoun County Public Schools (LCPS) Administrative Offices, 21000 Education Court, Ashburn. All meetings are open to the public. Loudoun Education Alliance Of Parents The Loudoun Education Alliance of Parents (LEAP) is a countywide, non-partisan and independent network that: provides a forum for the discussion and sharing of common educational concerns and ideas; services as a network for interaction among local parent groups, students, teachers, administrators and Loudoun County Public Schools with the goal of securing the highest advantages in academic, vocational, physical and social education for all LCPS students. Representatives from each PTA or PTO serve as LEAP delegates. LEAP meetings are open to the public and are held monthly at 7 p.m. on the second Wednesday, September through May, at the LCPS Administrative Offices in Ashburn.

Loudoun Education Foundation The Loudoun Education Foundation (LEF) is a non-profit 501(c)(3) corporation that raises private funds to enhance the quality of education in Loudoun County Public Schools.The Foundation supports projects that stimulate students’ curiosity and create exceptional learning opportunities. The foundation supplies funds for teacher grants for innovative programs and Standards of Learning enhancement; assistance to families who needed help with summer school tuition; sponsors the Loudoun County Public Schools Social Studies/History Fair and Regional Science Fair; and helps to cover travel expenses for students taking part in national competitions. The LEF awards scholarships to qualified graduating seniors of Loudoun County’s public high schools. Current Loudoun County teachers are also eligible to receive scholarships for pursuing graduate degrees or advanced training. The Foundation is the primary sponsor of the annual Excellence in Education Banquet, which honors high school seniors who are in the top 5 percent of their class academically. This year’s banquet will be held at 1 p.m. and 6 p.m. on Sunday, December 4th, at the National Conference Center. Since 1983, the Excellence in Education Banquet has honored 4,713 of Loudoun’s best students. Contact information for the LEF can be found under the Parents tab on the LCPS website, www.lcps.org.

School-Business Partnership The Loudoun School-Business Partnership Executive Council was founded in 1990 by the citizens of Loudoun County as a non-profit organization whose mission is “to provide

School Board Committees & Advisory Groups the leadership to promote the development and success of partnerships between the Loudoun County Public Schools (LCPS) and businesses to help ensure students are prepared to contribute successfully to the ever-changing business and community environments.” The council is composed of corporate executives, business professionals, government agency representatives and LCPS educators. During the school year, the partnership council facilitates networking activities and events with business partners and recognizes outstanding school business partnerships. Among its most visible programs is the annual Job-for-a-Day and the Partnership Breakfast.The 2016 Job-for-a-Day Program will be held on Wednesday, November 16, 2016. The annual Partnership Breakfast will be at 7:30 a.m. on March 10, 2017, at the National Conference Center. Loudoun County Public Schools: An Outstanding Record of Achievement

Overview Loudoun’s 89 public schools offer more than 78,000 students an educational program that ranks with the best in Virginia and the nation. Loudoun students scores on nationally normed achievement tests and the Scholastic Aptitude Test (SAT) consistently rank well above state and national averages. 94.7 percent of graduates continue formal education; 85.97 percent go on to college. One of the fastest growing counties in America, Loudoun continues its proud tradition of support for quality public education to maintain an outstanding record of student achievement despite the pressures of surging enrollment. Loudoun County Public Schools is the third largest school division in the Commonwealth of Virginia.

Administration The chief administrator of LCPS is the Superintendent. Serving directly under the Superintendent are the Chief of Staff; the Assistant Superintendents for Instruction, Support Services, Human Resources and Talent Development, Business & Financial Services and Pupil Services. (See School Support Directory, page 46.)

Organization LCPS’ comprehensive instructional program begins in the 57 community-oriented elementary schools for children in grades K-5. Students progress through the 15 middle schools, grades 6-8, and the 15 high schools, grades 9-12. Children are assigned to schools that serve their place of residence.The Planning Office, (571) 252-1050, provides up-to-date information on school attendance areas. Overview

Enrollment and Admission For 2016-2017 enrollment in kindergarten, the student’s 5th birthday must be no later than September 30, 2016. Students who have not reached age 20 on or before August 1, 2016, are eligible for admission, with the exception of students with an IEP or requiring ELL.

Documents Needed to Register in LCPS

• An original birth certificate or a certified copy. • Proof of legal guardianship or legal custody if not the parent of the student. • Social Security Number, if available. • Proof of Residency. • Tuberculosis Screening Requirements: All new students entering Loudoun County Public Schools are required to provide documentation that a tuberculosis screening has been performed no sooner than three months prior to registration for school. • A properly completed immunization record signed by a licensed physician or local health department employee. • New elementary school students must have a completed physical performed no earlier than 12 months prior to the date the student first enters kindergarten or elementary school. Copies of a completed physical from other United States schools are acceptable. Physicals must be submitted prior to school starting. • Signed “Prior Expulsion” Statement indicating that the student has not been expelled or suspended from another school.The school will provide this document. • Records (including report cards) from previous school, if applicable. • Name and address of previous school, if applicable. • Copy of Individualized Education Program (IEP), if applicable. School and Day Care Minimum Immunization Requirements Documentary proof shall be provided of adequate age appropriate immunization with the prescribed number of doses of vaccine indicated below for attendance at a public or private elementary, middle or secondary school, child care center, nursery school, family day care home or developmental center. Vaccines must be administered in accordance with the harmonized schedule of the Centers for Disease Control and Prevention, American Academy of Pediatrics, and American Academy of Family Physicians and must be administered within spacing and age requirements (available at http://www.vdh. virginia.gov/Epidemiology/Immunization/acip.htm). • Diphtheria, Tetanus, & Pertussis (DTaP, DTP, or Tdap) - A minimum of 4 doses. A child must have at least one dose of DTaP or DTP vaccine on or after the fourth birthday. DT (Diphtheria,Tetanus) vaccine is required for children who are medically exempt from the pertussis containing vaccine (DTaP or DTP). Adult Td is required for children 7 years of age and older who do not meet the minimum requirements for tetanus and diphtheria. •• Tdap Vaccine Booster - Effective July 1, 2014, a booster dose of Tdap vaccine is required for all children entering the 6th grade, if at least five years have passed since the last dose of tetanus-containing vaccine. In 2016-2017, all students entering middle school and high school must have diphtheria, tetanus, pertussis vaccine (Tdap) unless they have had the vaccine since the age of seven years. •• Haemophilus Influenzae Type b (Hib) Vaccine - This vaccine is required ONLY for children up to 60 months of age. A primary series consists of either 2 or 3 doses (depending on the manufacturer). However, the child’s current age and not the number of prior doses received govern the number of doses required. Unvaccinated children between the ages of 15 and 60 months are ONLY required to have one dose of vaccine. •• Hepatitis B Vaccine - A complete series of 3 doses of hepatitis B vaccine is required for all children. However, the FDA has approved a 2-dose schedule ONLY for adolescents 11-15 years of age AND ONLY when the Merck Brand (RECOMBIVAX HB) Adult Formulation Hepatitis B Vaccine is used. Teachers Loudoun’s classroom teachers have been carefully selected to provide the individualized attention that will encourage students to learn and achieve to the best of their abilities. A mentor program for teachers new to the profession, a rigorous performance evaluation for all teachers, and challenging staff development opportunities help to ensure superior teaching and learning in Loudoun classrooms. All Loudoun teachers are licensed by the State Board of Education to teach the grade level or subject area for which they are employed. More than 70 percent hold master’s degrees and 82 percent have completed some graduate courses. For the school year 2015-2016, 99% of Loudoun teachers were identified as highly qualified by the Virginia Department of Education. Teachers’ salaries range from $49,182 to $106,197 for the 2016-2017 year.

Retired Educators The Loudoun Retired Educators Association is open to all former Loudoun County teachers, support staff, and administrators.The association meets the first Thursday of each month at Monroe Technology Center or a local restaurant. The association’s members share food and fellowship followed by a business meeting during which the concerns of retirees are discussed. LREA was established on June 6, 1951 and awards scholarships to graduating seniors entering the field of education. Members are involved in community activities as well as volunteering in our schools. Instruction Elementary School, Grades K-5 Elementary education emphasizes strong basic skills in reading, language arts, mathematics, science, social science, health (Grades K-5) and includes art, music, physical education (Grades 1-5 and Full-Day Kindergarten). Each elementary school has the services of a guidance counselor, a reading teacher, a technology resource teacher and a librarian. An important part of a child’s foundational experience is socialization with peers and establishing productive citizenship within the context of the school, community, and nation. Full-Day Kindergarten (FDK) has been expanded. This allows the division to provide FDK to 100 percent of targeted at-risk students and additional non-targeted students. Students who automatically qualify for full-day kindergarten include: • Students from low income families; • Students with limited English proficiency; • Special education students who were served in Early Childhood Special Education and for whom FDK services are determined appropriate; and • All students living in the attendance zone of a school offering only FDK without a Half-Day Kindergarten option. Many schools have a limited number of FDK seats to award through an attendance-zone lottery. These lotteries occur in late spring and over the summer months.

Middle School, Grades 6-8 The mission of Loudoun County middle schools is to create and maintain an environment which ensures that each student demonstrates a high level of academic achievement and developmental growth as measured by national, state, and district standards. Realizing that the needs of individual school communities vary, middle school staff members are committed to a comprehensive system of support to assure this outcome. Each middle school is divided into sub-schools called “houses” creating a “school within a school” concept. LCPS middle schools utilize the framework of interdisciplinary teams to meet the developmental needs of the middle school age student. Content area teachers work in Collaborative Learning Teams (CLT) to plan and deliver lessons founded on best educational practices. Curriculum focuses on core academic areas, world language and introduces an exploratory program of fine arts and career and technical education.

High School, Grades 9-12 Many of the high school student’s courses are determined by state requirements for graduation.The balance may be selected from a wide variety of academic, career and technical education and fine arts courses. Advanced Placement and Dual Enrollment courses are available. Students must complete 22 course units and 6 verified credits for a Standard diploma (for students entering 9th Grade in/after 2013-2014) and 26 course units and 9 verified credits for an Advanced Studies diploma (for students entering 9th Grade in/after 2013-2014). Special Education Special Education provides a free, appropriate education to eligible Loudoun children with disabilities between the ages of 2 and 21, inclusive. Programs offered serve students with developmental\delays, intellectual disabilities, emotional disabilities, specific learning disabilities, visual, hearing, speech, orthopedic and other health impairments, autism, and multiple disabilities. Parents who suspect that a child has a disability should contact their principal or the Office of Special Education, (571) 252-1011. A county-wide Child Find Services is located at 20 Union Street, NW in Leesburg and offer referral, identification, and information services for families of children ages 2 through 5. The Child Find Services includes a staff of preschool teachers, school social workers, and school psychologists and speechlanguage pathologists under the direction of the Child Find Services Supervisor. Appointments for developmental screenings at no cost to parents may be scheduled by calling (571) 2522180. The Parent Resource Services (PRS) is located at the Administration Building, 21000 Education Court, Ashburn, and is staffed by a special educator and a parent of a child with a disability. Textbooks The Loudoun School Board provides for textbooks to be supplied free of charge. Students pay for books they damage or lose.

Testing Programs LCPS participates in the Virginia Assessment Program and administers the Standards of Learning (SOL) tests, state-approved alternatives to the SOL tests, Assessing Comprehension and Communication in English State-to-State for English Language Learners (ACCESS for ELL’s), and the Cognitive Abilities Test. Additional assessments are administered throughout the school year, as needed, for instructional program decisions.

Report Cards and Parent/Teacher Conferences Report cards are issued four times during the year for all grade levels. During the 2016-2017 school year, marking periods will end on November 4, January 26, April 6 and June 9. Parent/teacher conferences are strongly encouraged and may be scheduled through school offices.

PHOENIX Loudoun County Public Schools (LCPS) uses a secure, webbased, internally hosted application for assignments, assessments and grades called PHOENIX. Through this application, parents are able to update phone numbers, e-mail addresses, and emergency contact information. Parents are also able to view parts of student records, grade book events, communications from teachers and an integrated calendar of various class and school dates and events. Access to PHOENIX will be provided through an activation key code in a letter sent to your mailing address after your student has completed registration with LCPS. The parent portal is called ParentVUE and is available on mobile devices as well as standard browsers. School Meals Cafeterias in all schools serve nutritious breakfasts and lunches, which meet current USDA regulations. Snacks also are available for purchase. Elementary meals are priced at $3 and middle and high school meals are priced at $3.10 for 2016-17. All schools offer our breakfast for $2.10.

Free and Reduced Eligibility Children from households that meet Federal Income Guidelines are eligible for either free or reduced-price school meals. Reduced eligible children eat breakfast and/or lunch at no cost to the family. Instruction Registered dieticians in the School Nutrition Services Department work with school nurses, students and parents to assist with food allergies and other dietary restrictions. Food allergy and dietary restriction information is entered into a computerized database, and displayed at the cashier’s stations when the student’s account is accessed. A dietary note, such as “Peanut Allergy” or “No Pork,” will be posted in the student’s database file. A pink pig logo on the serving line will indicate that a menu item contains pork. Health Care All school personnel are sensitive to the general health and well being of students. At least three staff members in all schools are trained in CPR, first aid techniques and use of the automatic external defibrillator (AED). Full-time, trained Health Clinic Specialists, working under the supervision of resource nurses, staff most elementary health offices. Full-time registered nurses serve all middle and high schools. Athletic trainers provide afterschool coverage of athletic events at the high schools.

Child Care Loudoun County Public Schools does not provide after-school childcare. However, such care is provided at schools by the county’s Department of Parks, Recreation and Community Services through its CASA program.To find out about this program call (703) 737-8042.

Instructional Assistance Extra attention is given to children that need special help in developing essential academic skills. Students who are not successful in the regular curriculum or who perform below certain levels on standardized tests receive remedial help in mathematics, language arts and reading through classroom teachers and reading specialists. Students in eligible schools may receive support from the federally funded Title I Program that focuses on the young student having difficulty learning to read.

Preschool Programs – Head Start and STEP (Starting Towards Excellence in Preschool) Head Start and STEP are preschool programs serving economically disadvantaged 4-year-olds.The Head Start Program provides strong educational experiences with the addition of health and social services for children and their families. Gifted Education Programs and services are available for gifted students at all schools in each grade level. Differentiated instruction is provided to identified children in grades K-5. SEARCH, a classroom resource program, provides in class lessons to all students in grades K-4. FUTURA centers provide gifted services to eligible students in grades 4 and 5. Middle school gifted students receive services while attending SPECTRUM classes. Honors classes are open for selection to gifted students in grades 6-12. Advanced Placement classes are open for selection to gifted students in grades 9-12. Academy of Engineering and Technology The mission of the LCPS Academy of Engineering and Technology (AET) is to provide academic STEM (Science, Technology, Engineering and Mathematics) pathways for students to engage in the study of engineering, entrepreneurship and information technologies. Students at the AET will develop their creative and enterprising capacities, engage in engineering and research projects, and have the opportunity to pursue a wellrounded high school experience. Students entering the AET will follow an integrated STEM course of study in one of three different curricular pathways: 1. AET Information Technology The AET Information Technology pathway is designed for students who wish to engage in an intensive study of computer science and information technologies. All AET Information Technology students will be required to design, develop, and conduct multiple research projects while attending the AET. 2. AET Engineering The AET Engineering pathway is designed for students who wish to engage in an intensive study of engineering, including the engineering design process. All AET Engineering students will be required to complete multiple engineering projects while attending the AET. 3. AET Entrepreneurship The AET Entrepreneurship pathway is designed for students who are interested in STEM fields and wish to engage in an intensive study of developing, marketing, and managing STEM related businesses. All AET Entrepreneurship students will be required to develop multiple, STEM focused business and marketing plans.

Loudoun Academy of Science The mission of the Loudoun Academy of Science is to provide an academic environment where students are encouraged to develop creative scientific endeavors of their own design, while having the opportunity to pursue a rich, well-rounded high school experience. The integration of the physical sciences of physics, earth science, and chemistry in ninth and 10th grades provides the foundation for work in biology and further study in the physical sciences in 11th and 12th grades. Students begin independent research during their sophomore year. Their research continues as scientific techniques and methodologies are enhanced in their junior and senior years. The math program is designed to enhance scientific patterns of thought as well as to provide students opportunities to progress through AP calculus, multivariable calculus, or other higher mathematics. Students will attend the Academy of Science on alternate days while pursuing their interests in the humanities and other electives at their home high school. NJROTC Loudoun County High School is home to the Naval Junior Reserve Officer Training Corps (NJROTC) unit. CAMPUS Program CAMPUS is an academic and college preparation program designed to meet the specific needs of Loudoun County Public School (LCPS) students who are prospective first-generation college students in attaining higher post-secondary education.

Instruction An LCPS school counseling initiative, CAMPUS began in the spring of 2002.The program now serves approximately 500 students in grades 9 through 12. CAMPUS seeks to provide support and encouragement to students who demonstrate the ability to achieve academic success and college admission. Admission to and graduation from college are among the goals of the program. Students must commit to attending mandatory CAMPUS meetings and/or classes during the school day and participate in activities throughout the school year. Parents are an integral part of CAMPUS and its success. Parents are encouraged to participate in CAMPUS initiatives and to support their students in the college search and application process. Students may apply to the program in the spring of their 8th grade year, or if space allows, during the beginning of the first quarter of the school year in grades 9 through 11. Application packets can be found on the LCPS website or from the CAMPUS facilitator or counselor. Students must submit a completed application, which includes two teacher recommendations. English Language Learner Program (ELL) The English Language Learner (ELL) program is an instructional program for students whose dominant language is not English.The purpose of the ELL program is to increase the English language proficiency of eligible students to ensure that they can participate meaningfully and equally in the same educational programs and services as their native-English speaking peers. Career and Technical Education Career and technical education offers a variety of programs that serve to prepare students for 21st century careers and life in a global economy. Alternative Education Program The Alternative Education Program at Douglass School in Leesburg serves middle and high school students, who are overwhelmed and/or distracted in a traditional school setting and are experiencing inconsistent success or a decline in performance. Students who are at risk are supported and provided varied learning pathways in earning their high school diploma and preparing for post-secondary experiences to make meaningful contributions to the world. Adult Education LCPS Adult Education Program provides life-long educational opportunities and support services at low cost to all adults 18 years and older.The Adult Education programs address the unique and evolving needs of individuals and communities by providing adults with the knowledge and skills necessary to participate effectively as productive citizens, workers, and family members. The major program areas are: Adult Basic Education, General Educational Development (GED), English for English Language Learners (ELL), Adult High School Preparation, and a selection of general interest classes. Family Life Education Curriculum The LCPS Family Life Curriculum has among its primary goals the following: teaching that all human beings have worth and dignity; the family is the primary structure of our society; parents are and should be the primary family life educators for their children.There is a form, called the “Opt-Out Form,” through which parents may request that their child be excused from all or part of the Family Life Curriculum. An Opt-Out form must be completed and returned to the school within the first eight days of the school year. Library Media School libraries provide and manage the circulation of more than 1.5 million copies of print and digital materials in dynamic social learning spaces - high touch environments in a hightech world - with production, presentation and teaching areas. Certified school librarians co-teach information literacy and reading, consult with teachers and students, and more in order to make the library a learning space that embraces and promotes One to the World.

Summer School According to the level of funding, summer school offers multiple learning opportunities for students to remediate and expand academic skills. The summer school program in Grades 1-5 provides remedial instruction in reading and math using the framework of STEM (Science,Technology, Engineering, and Math) education. Grades 6-12 provide a selection of courses in core academics and driver education for new and repeat credit. There is no tuition charged for elementary or middle school summer school and bus transportation from central locations may be provided at no cost, as well. Virtual Loudoun Virtual Loudoun offers online courses through LCPS VISION using content that is aligned to the Standards of Learning (SOLs) to offer new educational opportunities to students.These courses present educational material and credit courses at the high school level to students using online delivery. Policies and Regulations Loudoun school policies are published in the School Board Policy Manual,“Loudoun County Public Schools Policies and Regulations,” have been posted to our website, www.lcps.org, as mandated by the Code of Virginia. Printed copies of the policies are available as needed to citizens who do not have online access. The “Student Rights and Responsibilities,” which explains policies and rules for school conduct, has also been posted on our website. This guide and directory is not meant to be a comprehensive listing of all the rules and regulations governing Loudoun County Public Schools.This is merely an abbreviated compilation of some of the policies that are most often asked about.

Minute of Silence The Commonwealth of Virginia requires that each school day begin with a minute of silence. During the minute of silence, students shall remain seated and make no distracting displays.

Pledge of Allegiance The Commonwealth of Virginia requires the daily recitation of the Pledge of Allegiance. It provides that no student shall be compelled to recite the Pledge if the student or the parent or guardian objects on religious, philosophical, or other grounds to the student’s participating in this exercise. It further provides that students who are exempt from recitation of the Pledge shall remain quietly standing or sitting at their desk while others recite the Pledge and shall make no display that disrupts or distracts others.

Excused Absences School principals excuse student absences for such reasons as medical appointments, court appearances, religious holidays and personal illness. Students who need to be dismissed for part of the day on a regular basis must obtain a waiver from the Superintendent. Students absent for an extended period because of illness, may be eligible for temporary instruction at home, Policy §8-17.

School-Based Dress Codes The dress code for LCPS students is defined by Policy §8-33 of the School Board Policy Manual.This policy reads in part: “The primary responsibility for the proper dress and grooming of students rests with the parent or guardian of each student.” Physical education uniforms are required for middle and high school students. Students are required to take two credits of physical education in order to graduate. Athletic directors have allowed those female students who can not wear shorts because of religious beliefs to wear long pants during physical education. Long-sleeved shirts may be worn under the T-shirts issued as part of a physical education uniform. Head coverings may be worn during physical education classes and students may be excused from some activities because of the safety issues this may present. 28

Why Loudoun County Public Schools Doesn’t Have Snow Days

1. The Commonwealth of Virginia requires that schools

provide a minimum 990 hours of instructional time each school year with each school day being at least 5.5 hours in length. 2. School divisions are required to have a plan for making up a total of 15 days missed because of bad weather or other emergencies. For 2016-2017, Loudoun County Public Schools will operate on a 180-day instructional calendar. Because the length of the instructional day in LCPS exceeds the 5.5 hour minimum, the 15 required “make-up days” are covered in the established school calendar. 3. Loudoun County has had this policy governing the “fixed calendar” since 1990. 4. The fixed calendar means that days missed for inclement weather will not cause truncated vacations, Saturday classes, lengthened school days, or changes in graduation dates. Families are able to set their calendars a full year ahead around the fixed dates.

Dances Loudoun County Public Schools reserves the right to deny entrance to a school dance if the rules, guidelines and expectations of School Board policy are not followed. In addition, students will be asked to leave a dance if their behavior is not acceptable. Students will be expected to abide by any other rules deemed appropriate by the administration and sponsor of the individual school. Rules and expectations for students and their guests at LCPS dances include: • School rules are in force for dances held at the schools or off campus. • Students must adhere to the School Board Alcohol Policy §8-35. • Students must adhere to the School Board Drug Policy §836. • Students must adhere to the School Board Weapons Policy §8-32. • No tobacco products are permitted Policy §8-37. • No use of inappropriate language. • No fighting or harassing behavior. • No inappropriate dancing. • Those attending dances are expected to wear appropriate attire. It is the responsibility of LCPS students to ensure that their guests understand and adhere to these rules and expectations.

Drugs and Alcohol It is prohibited by law for students to possess, distribute, use, or be under the influence of alcohol or drugs while under school authority, on school property, or at a school-sponsored activity. Policies and Regulations Students at all grade levels receive appropriate instruction about the hazards of drug and alcohol abuse through health, science and social studies curricula. The Student Assistance Programs, Substance Abuse Prevention Services, promotes positive alternatives to drugs and alcohol and healthy coping skills at all grade levels through classroom presentations. Students violating the LCPS Drugs and Alcohol Policy are assigned to the 3-day Insight Program for early intervention services. A variety of educational and small group programs are available for students at-risk for alcohol and drug problems. Assessment, consultation and referral services are provided by LCPS Student Assistance Specialists. More information is available from the Student Assistance Supervisor at (571) 2521014.

Medication in School All medicine should be administered to students at home if at all possible per School Board Policy §8-53. If a student must take prescription medicine at school, the medication will be administered by the school nurse, health clinic specialist, the principal or the principal’s designee. Non-prescription medicine may be taken by students only under the supervision of the school nurse, health clinic specialist, principal or the principal’s designee. All medicine must be brought to school by the parent/guardian, except for emergency medicine which a student has a Physician’s Order to carry and/or self-administer. Medicine must be in the original, labeled container.

Child Abuse and Neglect Virginia law requires school employees to report suspected cases of child abuse or neglect to the Department of Social Services.This law provides immunity from civil or criminal liability in connection with these reports, unless malicious intent is proved.

Rights of 18-Year-Olds Since students 18 or older have many of the legal rights and responsibilities of adults, these students may act in place of their parents in some instances where parental permission is required of younger students; 18-year-olds may provide their own excuses for school absences and do not need permission for school trips.

Procedures for School Lockdown When a Loudoun County school is locked down, it means there is an intruder in the building or that police have asked that the building be sealed when there is a crime in the community. When a school goes into lockdown, all exterior doors are locked; students are sheltered in their classrooms or other areas of the building; and no one is allowed in or out. If a school goes into lockdown, you will be contacted through the BlackboardConnect phone message and e-mail system and the Loudoun Alert system if you have signed up for it. These messages will be updated when the lockdown is lifted. If you are informed that your child’s school has gone into lockdown, please do not attempt to come to the school. Law enforcement and emergency authorities will be in charge of the

campus and you will not be allowed into the building. 30

The cost per pupil to educate students in LCPS is estimated to be $13,121 for the 2016-2017 school year.This figure includes $10,576 for instruction, $459 for administration, attendance and health, $748 for pupil transportation, $39 for facilities, $984 for operation and maintenance, and $315 for technology.

School Bond Vote on November 8, 2016

Bond funding for school construction will be up for voter approval in the November 8, 2016, election. On the referendum this year are three schools: ES-28 (a Dulles South elementary school co-located on the site of John Champe High School that is scheduled to open in 2018); MS-7 (a Dulles South middle school located near the intersection of Lightridge Farm Road and Braddock Road that is scheduled to open in 2018); HS-9 (a Dulles South high school, scheduled to open in 2021); and three-classroom additions to six elementary schools (Arcola, Rosa Lee Carter, Creighton’s Corner, Legacy, Liberty and Pinebrook).The maximum amount in capital improvement bonds this referendum would authorize is $233,070,000.This money would be used to finance the cost to design, construct and equip these schools and additions. Student Records

Student Records In compliance with federal laws, the rights of parents of students up to 18 years of age (hereafter called parents) and the rights of students 18 years or older (hereafter called eligible students) concerning student records are listed below.Types of records, their location, custodians and policies for disposition are shown on page 33.

Disclosure of Records Parents and eligible students may inspect their records by requesting access and identifying themselves to the custodian of records. Students under 18 may inspect their records only with the written consent of a parent or legal guardian.This does not preclude the school from giving students data from the records. School personnel with legitimate educational interest in a student or responsibility for the record system have access to records. Certain non-school personnel by law have access to records or information from them. Records are transferred, upon request, to a school in which a student seeks to enroll. No other disclosure of information from a student’s record is permitted without written consent of the parent or eligible student.

Copies of Records Parents and eligible students may obtain copies of records upon payment of reproduction costs.

Release of Directory Information The following information may be released without prior consent: names and addresses of students and parents, telephone number, e-mail address, date and place of birth, dates of attendance, and grade levels, participation in officially recognized activities and sports, height and weight of members of athletic teams, awards and honors received, and other similar information specified by administrative regulation. Parents and eligible students have the right to refuse disclosure of such data by writing the school. School Board policy on directory information conveys no rights to non-school organizations, agencies, or persons to copies of the information. 32

Student Records

Amendment of Records A parent or eligible student may seek amendment of information in the student’s record if it is believed to be inaccurate, misleading, or in violation of the student’s privacy or other rights. Such requests should be made to the custodian of the records, who shall decide within 15 working days whether or not to amend the record as requested. If differences cannot be reconciled by informal means, a hearing before the Assistant Superintendent for Pupil Services may be requested to decide the matter.

Types and Location of Records

A scholastic record is maintained on every student enrolled in LCPS. At a minimum, the student scholastic record

contains directory information, grades, health and physical education records, discipline records, if any, and the results of standardized group testing. Any individual special evaluations (psychological, medical, psycho-educational or social history) as well as official records relating to the special education or Section 504 of the Rehabilitation Act of 1973 and records relating to the gifted program,Title I, Head Start and other special programs also may be found in the scholastic record. The student scholastic record is kept at the school currently attended by the student. Files for students who have left the system are kept for five years at the last school attended. After five years, the student file is archived by the Records Management Division. The principal is the custodian of the scholastic record. A portion of some students’ files may be kept in the central office; the scholastic record will specify location. Student scholastic records are not retained permanently. Parents or eligible students have a right to a copy of any information that will be destroyed. A record of the student’s name, birth date, address, telephone number, grades, attendance record, classes attended, grade-level and year completed is kept for 75 years. LCPS will maintain a cumulative student record until five years after a student has graduated or left the school system. After that time, only state-required data will be maintained and the balance of the records may be destroyed.The special education portions of student records are destroyed five years from the date of graduation, transfer, or withdrawal from the school system. Upon request, a copy of the special education portions of students’ file may be accessed prior to their destruction. For early dismissals, parents will be informed using the BlackboardConnect phone and e-mail system and the Loudoun Alert e-mail system if they have signed up for it. LCPS will be using an alert system offered by Loudoun County. Parents can register to receive automatic e-mail updates through the LCPS website at www.lcps.org for upto-the-minute school status regarding closings, delays, early dismissals, and special circumstances.
