The Progress Association has been actively working towards improving the amenity of Inverleigh for over 40 years. Of course all such organisations need volunteers and the Association is no exception. Without them nothing happens. If you have some ideas for the town you would like to achieve, you are welcome to join us and help achieve them. Some of the projects completed by the Progress Association include: The Federation Bridge which was built to commemorate the centenary of Federation in 2001. Walking Tracks were established with lots of support from the community, including fencing and tree planting. Public Toilets Progress Association members worked for many years with Council to have the old toilets removed and a new block built, which did not detract from the entrance to our town. They are used more than any other toilets in the Shire. The Clock a new clock was recently installed on the clock tower in our main street, clearly visable from the General Store across the road. Town Entrance Signs. IPA worked for many years to procure the 2 Entrance Signs (Hamilton Highway East and West) welcoming travellers to our town.

The Inverleigh Historical Society was formed in 2004. It operates under the auspices of the Inverleigh Mechanics Institute and Public Hall Committee. Our Aims are to collect and preserve items of local historic interest and to promote research and interest in local history. We welcome all donations to our collection or the opportunity to copy material. We are most grateful to the many people who have kept the Historical Society in mind as they sorted through their own collections. We undertake many interesting projects and have enjoyable meetings, which you are welcome to attend.

On the opposite page is a notice about the Inverleigh Progress Association LOGO COMPETITION, which is running until the end of August (Closing 31st August). I encourage everyone to submit an entry, particularly children, Primary and Secondary and mature students in Tertiary as well. There is a prize of $100 for the winning entry, which would be very helpful for any student. As an example, look at the Inverleigh Historical Society Logo above. If you come up with the "concept" that meets the needs of the Progress Association, you may well be the winner. If necessary, we will find a suitably qualified individual to complete the full design, including colour layout, as well as Black and White. Have a go and who knows, you may just be $100 richer. Also, on page 17 is an advertisement for a "Book Keeper/Treasurer" for the Progress Asssociation. Those very senior or tertiary students completing studies in this field could well help out our community, as could a suitable retired or on leave person. Please consider becoming involved in your community and the future of our town.

Inverleigh Community Plan 2022

The Inverleigh Community Plan 2022 is being facilitated by members of the Inverleigh Progress Association on behalf of the Inverleigh community. There will be a number of opportunities for the community to be consulted and asked for input and feedback throughout the process. The Inverleigh Community Plan is a written document that identifies our vision for the future and the priorities and actions we have identified to achieve this vision. The Community Plan will be a guide for future projects and activities over the next five years. Achievement of the priorities identified within the plan will require ongoing community support. The Community Plan can be used to seek support from a range of organisations and government bodies for the implementation of the actions identified within the plan. It is a community document and its implementation will be driven by our local Inverleigh residents.

Draft Plan - July The Inverleigh Community Plan is in the process of being drafted, based on the results of the 2021 Inverleigh Community Survey.

Consultation - Aug / Sept Once a draft is ready, the Inverleigh Progress Association will host consultation sessions and will present the draft for community feedback.

Collate Feedback - October Feedback from the consultation will be reviewed and the draft amended where required. There may need to be further community consultation.

Finalise Plan- Nov/Dec The Inverleigh Community Plan once finalised will be submitted to the Golden Plains Shire Council and made available on the Inverleigh Progress Association website.

10 Leigh News SHELFORD PRIMARY SCHOOL

Here at Shelford Primary, we ended last term with an excursion to Sovereign Hill. It was our first excursion in a number of years so excitement levels were high! We had a wonderful time participating in the hands on activities and demonstrations, such as gold panning, a tour of the Red Hill mine, candle dipping, confectionary making, and the induction of 6 new red coat soldiers. The stop at the lolly shop at the end of the day was also a highlight! Blacksmith At Sovereign Hill there was a blacksmith but when we went there we missed the demonstration. The blacksmith shop was selling lots of stuff like metal puzzles and firewood holders. In the gold rush the blacksmiths usually made more money than the miners because the miners had to get their tools repaired, so they were nice and sharp. Nulla Candle making Materials you will need: white candle, coloured wax and cold water. Step, 1 get your candle and dip it in the coloured wax. Step, 2 dip the candle in cold water. Step, 3 repeat step 1 and 2 with the specific colours they were yellow, green and pink, but not too much because if you do it will turn black. Step, 4 enjoy your candle. John Gold Panning

At Sovereign Hill we did gold panning, it was really fun even though my fingers froze and they hurt. I found about six flakes of gold which is a lot. The flakes where little so you could barely see them. We got a demonstration from a panner, so we could actually find gold. The way you find it is, you use a shovel and get some dirt and rocks, then add water and swish it around, then you scrape the rocks of the top, add water and swish it around again. After you have a thin layer of sand look for a shiny gold flake, pick it up with a dry finger then put it in a vile. Doing this makes the water dirty which makes the gold hard to find. Audrey

Photographic Rooms When you walked in and looked to the right there was a lot of photos of people dressed up in old-fashioned clothes. You could get your photo taken as a miner, a gentleman or a soldier for the men to dress up as. There was a bargirl, a lady or some kind of shopkeeper for the women to dress up as. You would have your photo taken with a really oldfashioned camera. Meg told me that only the really rich families could afford to have their photos taken. Jarra Pirate Ship and Ducks At Sovereign Hill there was a park which had a big pirate ship that we could climb and play on. There was also a big tower you could climb up and go down a massive slide. There were also ducks and they were near the pond and around the tables. Because we had food the ducks were all around us. People were feeding the ducks. I was one of the duck feeders. Charlie


August 2022 Calendar Straw Cutting "Englewood"

This image came to the Inverleigh Historical Society from local photos first displayed in the Gazebo, with a title Straw Cutting ‘Englewood’. A more suitable title could have been ‘Chaff Cutting Cut Out - Englewood’. Five cheery looking gents (one with a long-neck bottle of either beer or water), are resting beside the traction engine, the power source for the chaff cutter, hats and coats on ready for home. The estimated date is 1930’s when teams of contractors moved from farm to farm cutting and bagging fodder which had been stored in a haystack. Wood and water would have been required for the traction engine. A chaff cutter is a mechanical device for cutting straw or hay into small pieces before being mixed together with other forage and fed to horses and cattle. This aids the animal’s digestion and prevents

animals from rejecting any part of their food. With a long belt from the engine driving the sharp blades of the cutter it was a dangerous and dusty occupation. It is good to know these men had a smile for the photographer at the end of their day. The property we now know as ‘Englewood Park’ is situated south of the Barwon River on the Winchelsea Road. The first newspaper reference to the name occurs in the Geelong Advertiser in May 1856 with a depasturing licence granted to Charles Lambert Swanston. The area had been part of the original Derwent Company selection called ‘Weatherboard’ in 1837 and designated a pre-emptive right of 640 acres after survey in 1855. Liz McDonald


12 Leigh News GOLDEN PLAINS SHIRE COUNCIL

From the Mayor’s Desk august 2022 It was a busy Council Meeting in June with the adoption of the Golden Plains Shire Council Budget 2022-23, the announcement of the Community Strengthening Grant Recipients for Round One of the 2022 program and a review of the Report Findings from the 2022 Community Satisfaction Survey. Unfortunately, I was unable to attend the meeting, but Deputy Mayor Cr Helena Kirby chaired the meeting, and I was able to tune in remotely from home. At the meeting, Council was pleased to adopt the Golden Plains Shire Council Budget 2022-23 and we look forward to delivering the initiatives detailed in the financial plan.

The Council Budget 2022/23 will deliver more than 70 services for the people and communities of the Golden Plains Shire, while progressing the 21 strategic objectives and 83 key actions of the Council Plan 2021-25.

The supported projects include a welcome sculpture in Wallinduc, upgrading of local community facilities, rivers and reserves; and supporting new opportunities for community members to connect, learn and get active.

The final Council Budget 2022/23 is available at: goldenplains.vic.gov.au/ budget.

The projects funded by the Community Strengthening Grants directly benefit the people and communities of Golden Plains, led by our hard-working local community groups and residents. I look forward to seeing and enjoying the finished projects across the Shire over the next 12 months.

Council was pleased to award a combined $78,346 in Community Strengthening Grants to 16 community groups to deliver 17 projects across 4 categories: Environment and Sustainability, Healthy Active Living, Community Safety and Creative Community. The successful groups were announced to the community at the Council meeting, with Councillors sharing the good news with a statement on each of the successful projects.

There are two rounds of Community Strengthening Grants each year. Round Two opens on 1 September 2022 and closes on 30 September 2022. Although I was unable to attend the meeting, I was able to tune in to the livestream which you can also view at: goldenplains.vic.gov.au/ junecouncilmeeting. Mayor Cr Gavin Gamble

Grants up to $y10,000 will be available in four categories: Healthy Active Living; Creative Community; Environment and Sustainability; and Community Safety.

Round Two of the Golden Plains Shire Council’s Community Strengthening Grants Program is beginning soon, with applications opening Thursday 1 September. Applications for Round Two of Council’s Community Strengthening Grants in 2022 will be open from 1 to 30 September.

Groups must match the amount of funding sought, either in cash, or through in-kind contributions, such as in-kind volunteer support. To support community groups in applying for a Community Strengthening Grant, Council is running drop-in sessions across the Shire. Community members are encouraged to attend and discuss their project ideas at one of the six drop-in sessions. Drop-in sessions will be held at the Meredith Community Centre, 4

TEESDALE COMMUNITY PLAN SURVEY

The Teesdale plan survey is still open for submissions until the end of the month. The survey questions where in last months newsletter and are available in the Teesdale store or on-line at https://www.surveymonkey.com/r/2C96ZZW. So far, 63 people have responded with 105 different ideas. The most popular ideas are; 1 Pedestrian crossing from the store to carpark 2 Bike/walking track to Bannockburn 3 Pub/brewery 4 More paths/walking tracks 5 Improve the skate and bike park 6 Fix the walking tracks 7 No more subdivisions. There will be a public meeting at the Teesdale hall on 11 August, 730pm, where the ideas received and any others brought up at the meeting will be discussed. POLICE REPORT FOR AUGUST 2022 Hello all, Hope everyone who managed to be off on the school holidays enjoyed their break, I haven’t really come across any major issues during that period and I am currently finding the behaviour on the roads to be pretty good. Two of the roadworks zones at the time of writing have now been removed but there is still one down the Fyansford end of the Highway. In the lead up to Christmas time there will be other works occurring on the Hamilton Hwy so please continue to obey the roadworks speed limits and think about the safety of the roadworkers on the sites. For those that are curious as to some of the things I do with my time at work: Last year in the traffic area I issued close to 1200 traffic infringements including approximately 65 licence suspension infringements for excessive speeds, 8 unlicensed and 33 unregistered vehicles which were some of the more serious infringements. I also had numerous drink driving, disqualified/suspended drivers etc that needed to be heard at court. The farm thefts seemed to have stopped since the offenders caught were remanded in custody but please remain vigilant for suspicious behaviour

around your properties. Any reports can be made to 000 if currently occurring, or to the Police assistance line on 131 444 or to me at the Inverleigh Police station on 5265 1211. I have had a few tasks to attend to recently where there have been no numbers on the front of properties so I have had to go back and forth and try to guess which address is the one I want. Please ensure you have big bold numbers on the front of your properties so you can be located quickly in an emergency especially if you need an ambulance. The upcoming Great Victorian bike ride stopping overnight in Inverleigh towards the end of the year and possibly a music festival up the highway around New Year will mean a lot of activity around the towns and a lot of people not familiar with the area frequenting the roads. As further information is received about these events please make yourselves aware of the dates and any restrictions that may be put in place on the roads/ movements around the area at those times. 18 Leigh News Friends of Inverleigh Nature Conservation Reserve How lucky are we to live within a short walk, bike ride or 5 minute drive of a Nature Conservation Reserve? Especially during covid many of us grew to appreciate the Reserve as a great place to meet a friend for a walk, or take your family (or sneak out by yourself) to guard your mental health during the long lockdowns. It’s an amazing place to spend some time, holding some beautiful and special spots, and the longer you spend there, the more you appreciate it. The Reserve has rare flowers and plants; - including our own ‘Inverleigh Spider Orchid,’ that isn’t found anywhere else in the world, (I don’t think this can be repeated often enough) Amazing! The Reserve also has remnant grassy woodland, one of the most threatened eco-systems in Victoria, with only 1% of the original grassy woodland of the state remaining. The stunning old red gums that predate white settlement and are home to birds, bees and other creatures, the constant sightings of birds, echidna's, wallabies and other wildlife makes you realise that this is a really special place worth looking after and treating well. As you walk through the Conservation Reserve you can see a faint imprint of old roads and dams and even the foundations of bluestone buildings, and if you look carefully you can also find signs of this place's Indigenous history. Hopefully you find a moment to go walking soon, spend some time and see a few fabulous things.

Leigh News 19 CFA to launch new Fire Danger Ratings.

While it is cold now and the thought of hot fire danger days are a long way away, the CFA is about to launch a new rating system that is different from the current one, and one that many of you would be very familiar with. The new one will look like this.

The difference between the new ratings and the old are that “Severe” and “Very High” have been removed and now, it is a simpler chart to understand. Over the coming months there will media campaigns to introduce and make people aware of the changes and also to refresh the message of what to do at the different levels and what sort of conditions each represents. It is important that people learn about this ratings system as it is the main way the CFA will communicate the danger of a particular day or days and then give you the best information and guidance as to how you should respond to those conditions with preparation and planning. 20 Leigh News When is it OK to go to bed angry?

There is a saying I often hear when there is tension and conflict in a relationship, “Do not let the sun go down on your anger.” It is actually a saying from the bible, Ephesians 4:26. It has come to mean for many that you should not go to bed if you are angry with your partner about some conflict or issue. But I am not sure that is literally what is meant. One commentator suggested, “After a busy day, is 11.00 pm really the best time to be starting an argument?” Are there times when it is better for our relationship to put aside our anger and go to bed until we can resolve the conflict in a better state of mind? 1. When you are tired If we are already sleep deprived, staying up late to try to resolve an argument probably isn’t the most productive choice. When we are lacking sleep, and both are exhausted, conflict resolution skills start to degrade making it difficult to really communicate with each other in the way we need to. Getting a good night’s rest can help us feel fresh and ready to restart our discussion at another time. 2. When you are emotionally overloaded When strong emotions have taken over, our rational problem-solving side is not going to be at its strongest. This is when we are most at risk saying things we might regret later. It is helpful for us to take some time to cool off. Getting some sleep could be the answer. However, this does not mean putting off indefinitely, avoiding, or forgetting the issue, and resolving the conflict. 3. When the argument is going round in circles If we can’t seem to come to the crux of the problem, maybe the best thing to do is take a step back to clear our head. This can help us gain some much-needed perspective and help us think of new solutions. Make an agreement to get some rest and set a time to pick up the discussion again. This may enable each other to see the bigger picture, and reflect on the other’s perspective. 4. When you are not sure what is bothering you Forcing ourselves to work through a conflict when one or

both are still working out what the problem is, or naming the our feelings makes it difficult to communicate well – it is just plain messy. Giving ourselves space to sort through emotions can help both be primed for a more level-headed discussion. 5. When you let your partner know it will be ok Even if the issue is not resolved we need to do to be able to get some good rest. Be empathetic, letting one another know that we appreciate their feelings, what we think the conflict may be, that the conflict is not yet resolved and you want to resolve it. In romantic partnerships hug it out for a few minutes; let each other know it will be okay. We may need to distract our mind with a book or television programme before trying to sleep. 150th Celebrations text and oldest living player: This season marks a very special occasion for the Inverleigh Cricket Club and the wider Inverleigh community as we celebrate our 150th year as a club. The committee is in the process of planning a special event to celebrate this amazing achievement and we want to extend invites to all current and past players and their families, as well as community members from Inverleigh. INVERLEIGH BOWLS CLUB Our recent Regional Pairs day held at Inverleigh Bowls Club on Tuesday 19th July proved to be a bright winter's day with an exciting twist. We welcomed players from Bareena and Highton bowls clubs to join us in the warm winter sun for a friendly pairs competition – and we finally got the chance to award our most recent Life Membership to David Seiffert. David has been one of those club members for whom no effort was too much. In the journey of our club, David has helped with supply and installation of kitchen cupboards, construction of our green, installation of lights on the green, installation of our bird scarers to protect the green, construction of sunshades at both ends of the green – as well as appointment as Greens Keeper. Is there no end to his talents! He was also active in acquiring (and donating) new green-keeping equipment – and removing obsolete equipment (a task often neglected). David and his wife Joan are part of our club family and it was lovely to have the opportunity to recognise David and thank him for his efforts over the years.

Foot and Mouth Disease (FMD) is a highly contagious animal disease that affects cattle, sheep, goats and pigs. FMD is a viral disease that spreads quickly between animals. The virus is excreted in breath, mucus, saliva, faeces and milk. FMD can also be spread through close contact between animals, be carried on wool, hair, grass or straw; by the wind; or by mud or manure sticking to footwear, clothing, livestock equipment or vehicle tyres. The virus can be excreted by animals for up to four days before clinical signs appear.

GOLDEN PLAINS SHIRE COUNCIL MEDIA RELEASE Date: Monday 18 July, 2022

TEESDALE FLOOD STUDY UNDERWAY Golden Plains Shire Council is seeking input from Teesdale residents to help inform the Teesdale Flood Study. Council is undertaking a flood study to determine the potential impacts of riverine flooding in Teesdale from Native Hut Creek and a key tributary. The Study will provide a more accurate flood mapping in the township to inform future urban planning and to alert emergency management organisations of areas of risk in a flood event. As part of the study, Council will work with the Wadawurrung Traditional Owners Aboriginal Corporation to identify artefacts and cultural sites around Native Hut Creek to better understand how to protect these areas from flooding. Options for flood warning systems will also be provided as part of the Study, as well as floor level surveys. Teesdale residents will have an opportunity to discuss the flood study at two upcoming consultation sessions. Council Planning Officers will hold an in-person consultation session at Teesdale Community Hall, 1109 Bannockburn-Shelford Road, Teesdale from 4 to 7pm on Thursday 4 August, as well as an online session from 6.30 to 7.30pm on Tuesday 9 August, 2022. Residents are encouraged to bring photos or evidence of historic flood events to help inform the Study, as well as information on potential aboriginal cultural heritage values in the vicinity of Native Hut Creek The Teesdale Flood Study engagement is open from Monday 18 July to Monday 22 August, with residents invited to submit photos and evidence of historical flood events in the township online at goldenplains.vic.gov.au/consultations, by email to enquiries@gplains.vic.gov.au or by mail to: Golden Plains Shire Council, PO Box 111, Bannockburn, VIC, 3331, marked ‘Attention: Teesdale Flood Study’. The Teesdale Flood Study is supported by the Victorian Government, with $162,700 from the Risk and Resilience Grants Program through Emergency Management Victoria. The program is jointly funded by the Australian Government in partnership with the States and Territories under the National Partnership Agreement for Disaster Risk Reduction. Golden Plains Shire Mayor Cr Gavin Gamble encouraged Teesdale residents to share their experiences with flooding in the area as part of the study. “The Teesdale Flood Study builds upon the planning work of the Teesdale Structure Plan, which will guide growth of the township. As Teesdale continues to grow, the Flood Study will help inform future development and ensure that any high-risk flood areas are identified. “The sharing of local knowledge will be important in informing the Flood Study and I encourage all Teesdale residents to attend one of the upcoming consultation sessions to share their experiences, or to submit their photos and evidence during the engagement period. “Council is pleased to have support from the Corangamite Catchment Management Authority and SES for the Flood Study, and thanks the Victorian and Australian Governments for their investment in this important project.”
