The Progress Association has been actively working towards improving the amenity of Inverleigh for over 40 years. Of course all such organisations need volunteers and the Association is no exception. Without them nothing happens. If you have some ideas for the town you would like to achieve, you are welcome to join us and help achieve them. Some of the projects completed by the Progress Association include: The Federation Bridge which was built to commemorate the centenary of Federation in 2001. Walking Tracks were established with lots of support from the community, including fencing and tree planting. Public Toilets Progress Association members worked for many years with Council to have the old toilets removed and a new block built, which did not detract from the entrance to our town. They are used more than any other toilets in the Shire. The Clock a new clock was recently installed on the clock tower in our main street, clearly visable from the General Store across the road.
The Inverleigh Historical Society was formed in 2004. It operates under the auspices of the Inverleigh Mechanics Institute and Public Hall Committee. Our Aims are to collect and preserve items of local historic interest and to promote research and interest in local history. We welcome all donations to our collection or the opportunity to copy material. We are most grateful to the many people who have kept meet in the Inverleigh Public Hall 0n the 4th Monday of each Month @ 8pm the Historical Society in mind as they sorted through their own collec(Except December & January) tions. Thanks again to all local citizens of Inverleigh, Teesdale, Shelford, Murgheboluc, Wingeel and surrounding areas for your support to myself and the Leigh News. I am constantly receiving positive feedback about our newsletter and it only happens because so many of you keep feeding me contributions to include. Please all keep up the supply and the Leigh News continue on for years to come. It is, of course, Christmas once again and I wish you all the compliments of the Season and health and properity in the New Year. For me personally, as a Christian, I hold dear to myself the meaning of Christmas, and the provision of Jesus Christ for the salvation of us all. During this time I trust you will reflect on the year just past and the future extending before us all. In out eyes we may not see much hope in the future with all that is happening around our world, but there is hope for the future, ands with the Lords help, we can all have faith and a hope for this life and the future eternity to come. I'll be enjoying Christmas Day with family in Ocean Grove with my wife and our 3 children, their partners and our 5 grand children. Traditions are continue to develop, with Hayley (grand-daughter) preparing yet another "pass the parcel" which is a very lively 10 minutes of pandamonium, 2 little boys aged 3 and 1 who are beginning to understand more of giving and receiving gift. Blessings to you all and I'll be back next year........

At the invitation of the Inverleigh Playgroup and their President Suzy Coleman, Inverleigh Seniors Citizens group met on a recent Wednesday morning for play and morning tea with the mothers and children. The day was a great success and members from both ends of the age spectrum agreed that this should become an annual event. It was so much fun playing and reading together! Playgroup meet weekly on Wednesdays 9:30 to 11:30 during School Terms. Seniors meet twice a month on the 2nd and 4th Thursdays. Visitors are always welcome at these events.

Adults are 6 Truck ex speed 30>35 km/h an example to children and if they are (1-3 mth lic susp) not wearing one some children may 1 Truck ex speed 40>45 km/h choose to not wear one either. (6 mth lic susp) Roaming dogs: I have had reports 1232 Car ex speed 10>15 km/h of a dog mauling and killing sheep 2775 Car ex speed 15>25 km/h on the South side of the Barwon river 212 Car ex speed 25>30 km/h recently. This is reported to have (1-3 mth lic susp) happened on two different properties 162 Car ex speed 30>35 km/h on several occasions and a lot of (1-3 mth lic susp) sheep have been killed. I understand 97 Car ex speed 35>40 km/h one of the property owners is (6 mth lic susp) reporting the matter to the Surf Coast 34 Car ex speed 40>45 km/h ranger for investigation. I myself (6 mth lic susp) have noticed several dogs running 21 Car ex speed 45+ km/h out of their properties with no owner (12mth lic susp) in the vicinity. The above is behavior that I have detected in and around the community; hopefully some road trauma has been prevented by this behavior being detected. Some of the worst offences I can recall were: 156 km/h in 80 zone over rail crossing on Hamilton Hwy 159 in 100 zone on Rokewood Shelford Rd just outside of Rokewood (interstate driver in hire car) 161 in 100 zone on Mt Mercer Road Mt Mercer 154 in 100 zone Dog Rocks Road Batesford 120 in 60 zone Inverleigh coming over Bridge exiting town (overseas driver) 112 in 60 zone Inverleigh entering town just prior to bridge. 108 in 60 zone outside Teesdale store. LATEST NEWS FROM INVERLEIGH GOLF CLUB Over the next two months we will be continuing to hold our Social Evenings which are a great way to meet other locals in a relaxed and friendly setting. CFA MESSAGE FOR THIS FIRE SEASON Fire Restrictions will be in place in Golden Plains Shire from 1.00am December 9th 2019 During Fire Restrictions or the 'Fire Danger Period', residents are required to obtain a permit to burn in the open air. Permits available from the CFA will only be issued to landowners for agricultural purposes. No fires are permitted in the open air during the declared Fire Danger Period (fire restriction period) without a Permit to Burn issued by the CFA. More information regarding burning off, using incinerators or having a camp fire can be found on the CFA's Can I or Can't I page available on the CFA website. ( https://www. cfa.vic.gov.au/warnings-restrictions/can/ )

Being aware of this information can save you an uncomfortable conversation with a member of the Police force and a possible appearance before a magistrate. Leigh News 9 Transition and Orientation
It was great to see so many children attend our transition program. Orientation Day for our new students coming to Teesdale PS in 2020 will be held on Tuesday 10th December. Students will have the opportunity to participate in classroom activities, view the school surroundings and make new friends. Parents will meet with our staff for a short information session and tour of the school facilities. We are looking forward to welcoming our new students and their families and hope that they have a smooth transition into our school.
TEESDALE PRIMARY SCHOOL the year is an Icy Pole Day on Thursday 12th December combined with a Crayfish Raffle. We would like to thank our Parents’ Club team for their dedicated volunteer efforts throughout the year.

Berry Organic
Now starting its sixteenth season, Berry Organic is one of the hidden gems of Inverleigh. Some may speak of cherries or mangoes for their summer treat, but my grandchildren look for the fresh boysenberries and blackberries from this berry farm as their Christmas special. Berry Organics is the family business of Suzanne & Tony Stocks. Where Suzanne originally nurtured her Rare Breed Poultry, Berry Organics is now a busy farm, packing shed, cool room and kitchen. Starting as one of a group of mums who would pick berries at Deans Marsh, then make jams and chutneys for the primary school Koala Fair, Suzanne so enjoyed the process she planted a small plot of raspberries and blackberries. As her enthusiasm grew, Tony had to keep moving the fences for further plantings. To provide a point of difference for her produce, she undertook the three year process to become Certified Organic and still follows the onerous paperwork trail required. Raspberries, blackberries and boysenberries are grown in a netted enclosure preserving their short harvest season and damage from birds, and strawberries are grown in the open. This is a seven day a week job because for certification everything is done by hand hence the higher cost of organic produce. Weeding, planting, picking, packing and distribution - only watering is on a drip system. Premium fresh fruit is sold to local Organic Retailers, then through the Wholesale Market at Epping. Excess produce is frozen for sale; and then more is turned into jam. Damaged or spoilt fruit is fed to the small flock of hens. Helpful Hints: Blackberries all ripen at once after the first berry is picked, so no early tastings are allowed to maximise the crop. All berries should be kept in the punnet they are purchased in, and at the back of the fridge for all soft berries. You pay extra for all the love and care but they are a delicious treat and just perfect for the Festive Season. Liz McDonald

Colour Run
A fun end-of-term activity run by the Parents & Friends at the Inverleigh Primary School. The first colour cover on the Inverleigh Historical Society calendar, shows a group of children in pristine white, before they start the figure eight obstacle course in 2019. Very clean but excited children dash off towards the water pumpers, then run the gauntlet of the colour throwers, over the obstacles and past cheering spectators, to more water pumpers and colour throwers, back to the start - and off for another round. The colours are powdered chalk. The kids love it and the grade 6 ran with their Prep buddies which was lovely to watch. Some clever children had their
swimming goggles on but all were laughing as they ran, and the pristine white was nowhere to be seen. The PFA are currently fundraising to upgrade the school playground equipment. In particular post office box holders. Your physical address is not your postal address. Some suppliers will not accept post office box addresses but this can be circumvented by adding it after your physical address (even in brackets). It makes it a lot easier for staff and expedites notification by Australia Post of mail awaiting collection which is usually parcels. WORDS OF WISDOM FROM REV. PHIL If you’ve ever assumed that God gives no thought to the affairs of this world, you need look no further than the account of Christ’s birth in St. Luke’s Gospel to see otherwise. You don’t automatically see the hand of God when you look at that first Christmas. But away from the stable, away in the fields where shepherds were watching their sheep, you hear God speak through his angel. There’s no glory revealed in the manger. Yet on the hay lay the timeless God. God has descended from his grandeur in heaven and now lies in a manger, in a stable, because there was no room for Him in the inn. You see fear in the shepherds when they are confronted with God’s angel. But there is no fear in the stable where the Lord Himself lies on the hay where the cattle lately fed. He is born a baby. He has come to be the Saviour. God has joined his people here below. He has brought peace and goodwill to the whole world. The theological term is the “incarnation”. This simply means that God became a human being. Now we call the incarnation a mystery, but it isn’t a “whodunit” type of mystery. In fact, it is precisely the opposite. God reveals to us this holy mystery and in so doing he informs us. We can now see and understand everything even though we can’t understand the mystery itself. Who can figure out how the infinite God can become a 3.5 kg baby boy? And how could it be that God could now be dependent upon a young woman to care for him, to be his mother? Yet we believe it. We rely upon it. We trust in it.
Before we knew God as the baby lying on the hay we tried to find him by speculating on his nature, by examining his universe, by trying to follow his law and so find our way to him. And all of this was futile and got us nowhere but caught up in confusion and ignorance. We couldn’t find God. If we don’t know God as God lies helpless in the manger we can’t know him at all. Because in order for you and me to know God we must first know that he has peace and goodwill in his heart toward us and we can’t know that until we see God lying in the manger. Ultimately it was all for us. “Unto you,” the angel said to the shepherds. That angel was God’s messenger also to us. What do you feel inside of yourself as you think about this? Look at your God! See him for who he is! There is God’s goodwill toward you. There is God’s peaceful intention for you. Look at the Christ Child and see your God! Look inside God’s heart. It’s revealed to us in his incarnate Son. The God who once humbled himself still comes to us in humble means that won’t frighten us away. How else could we receive him? How else could we trust in him? He means us no harm. . Next to the incarnation itself, the faith that God has gently planted in our hearts is the greatest miracle of Christmas! 16 Leigh News SHELFORD PRIMARY SCHOOL This term has been full of events and activities; Remembrance Day in Inverleigh, Junior Sports Day, camp, fundraising, collaborating with Meredith Primary School and planning the end of year celebrations for the school. Playground Fundraising Success! We are excited to reveal that we have been successful in obtaining another grant and will be able to build our new playground in 2020. We are yet to decide on a design, but the students have been helping to choose what they would like to see in the playground next year. Our next fundraising project will be for a school bus so we can get the students out and about.
Remembrance Day Two of our students represented Shelford Primary and laid a wreath in honour of our fallen soldiers at the Remembrance Day service in Inverleigh on 11th November.
Cooking Program Our cooking program has been a great success with the kids relishing their roles in food preparation, cooking, serving, and cleaning up. We welcome any parent help on these days to support the cooking program. TEESDALE RESIDENTS AT HEART OF NEW PLAN As part of Golden Plains Shire Council’s preparation for a new Structure Plan for Teesdale, residents were invited to have their say on Teesdale’s future growth and development. Council ran two conversation posts, as well as an online and hard-copy community survey to understand community preferences that may affect the new Structure Plan. An information package containing a hard-copy of the survey was sent to all residents. During the consultation period from 29 August to 20 October, there was high engagement from the town’s residents, with 28 residents attending the conversation posts and 166 survey responses received, which is equivalent to 26.6% of households in Teesdale. Residents were asked to comment on what type of community they want to live in; commercial facilities; reticulated sewerage; the provision of infrastructure such as lighting and parking; and their preference on a preferred small scale capital works project. Residents could choose from street trees, a town entrance feature, bird boxes or suggest an alternative as part of this final section. Residents told Council they wanted Teesdale to be a rural community, and expressed interest in more street trees, more commercial facilities and a town entrance feature. The majority of residents did not support installing reticulated sewerage, while 42% of residents did not think Teesdale would benefit from additional street lighting, with only 34% supporting more street lighting. Survey respondents were overwhelmingly residents (90%), with the remainder comprising of landowners, business owners/workers and developers. Golden Plains Shire Council has complied this feedback in a Community Engagement Report, which is available at goldenplains.vic.gov.au/residents/my-home/planning/strategic-planning. The feedback Council received will now be used to inform the development of the new Teesdale Structure Plan. This process will seek to: • • • •
Review the existing 1997 Teesdale Structure Plan; Guide long term development in Teesdale; Review commercial development opportunities; and Review the need for new community and development infrastructure, where not already considered in existing Council Strategies.

Spring in the Shire is a competition for amateur photographers, and this year 60 residents photographed what they love about Golden Plains. The competition ran from 28 August to 1 October, with entries judged on impact, subject matter and storytelling. Entries must have been taken in Golden Plains Shire. 22 Leigh News APPLICATION CALL FOR HEAVY VEHICLE SAFETY FUNDING If you have ideas to improve heavy vehicle safety in Victoria, the Australian Government invites you to apply for funding through the National Heavy Vehicle Regulator (NHVR). Liberal Senator for Victoria, Sarah Henderson, said the opening of Round 5 of the NHVR’s Heavy Vehicle Safety Initiative (HVSI) was an opportunity not to be missed. “This initiative will make roads in our region much safer and I urge members of the community to consider the valuable projects and programs that could become a reality with the assistance of this program,” Senator Henderson said. “If you have a project or program, education or awareness campaign, or materials that increase safety awareness and compliance that requires funding or support to make it happen, we want to hear from you,” Senator Henderson said. Deputy Prime Minister and Minister for Infrastructure, Transport and Regional Development, Michael McCormack, said the Federal Government had provided $5.48 million for safety projects under this round of funding. “This funding is focused towards groups and projects delivering real safety benefits for the heavy vehicle industry and all road users. “Road safety is everyone’s responsibility, which is why we’re asking groups to harness their collective knowledge to develop implementable, value-for-money projects,” Mr McCormack said. The HVSI program has provided $17.3 million for 62 grants over the past four years. Assistant Minister for Road Safety and Freight Transport, Scott Buchholz, said this round’s record funding showed the Australian Government was serious about heavy vehicle safety. “We’ve seen some great projects across the country benefit from the HVSI funding over the past four years,” Mr Buchholz said. “I recently saw the benefits of a trial for a livestock unloading system at Kilcoy in Queensland. “Elsewhere, the HVSI has delivered great projects such as a virtual reality program for learner drivers developed in Bendigo and information for caravan and RV drivers on how to share the road and rest areas with truck drivers. “The most recent round of funding will support heavy vehicle driver physical and mental wellbeing,” Mr Buchholz said. NHVR CEO, Sal Petroccitto, said the HVSI program received 42 applications for funding last year and he looked forward to even more in the next round. “This continues to be a great opportunity for the NHVR to work with safety-focused groups towards delivering a tangible safety outcome,” he said. “I’m always encouraged by the diversity of stakeholder groups that put forward their ideas and their willingness to create solutions to make our roads safer,” Mr Petroccitto said. Applications for round five funding are open until 21 February 2020. Projects must commence in the 2020–21 financial year and be completed by 30 June 2023. Golden Pens – Write Side Up G’Day from the Golden Pens writing group. We are all kicking along just nicely at the moment, enjoying the sun when she decides to come out and play, but the evenings are still cool so a little fire is sometimes needed to warm your knees. I, personally, had the great good fortune to go and visit with the artists during the Dereel art festival. I caught up with some past members of our writing group, who are brilliant artists in their own right, and I spoke to other artists regarding their own particular form of art for possible future articles. I must say I had a very enjoyable day and I treated myself to a Devonshire Tea while I was there. Yum Yum. I am sure that I will be able to regale my experiences to my fellow group members and it will create some good conversations that could be turned into the written word. Today's piece is from Brenda, it was written last year and I’m sure you will agree that it comes straight from the heart. Great work Brenda! We are now on the down hill slide to the end of the year and you know what! Where does the time go?

FROM THE MAYOR’S DESK – DECEMBER 2019 It was an honour and a privilege to be elected as Mayor of Golden Plains Shire for the final year of our Council term. I am very pleased that Deputy Mayor Cr Joanne Gilbert was also re-elected for another year, and we thank our Councillor colleagues for their encouragement and support to continue in these roles. Golden Plains is a wonderful place to call home and more people of all ages choose to live, work and visit here every year. In the past three years, Council has delivered on many key commitments and objectives, and yet, in our growing communities, there’s always more work to be done and more we can achieve for our residents. The next year is sure to be a busy one with the completion of several great projects and significant commitments of the Council Plan, while we face the challenges and embrace the opportunities that come with living in a growing, rural Shire. ATTENTION INVERLEIGH RESIDENTS
Edilan P/L, trading as Murnong Farming at 1440, Winchelsea – Inverleigh Road, Inverleigh, have applied (Ref 19/0110) to the Surf Coast Shire Council for the establishment of an “Intensive Animal Production and Dairy Facility” on their land, less than 2.5km from our township. This will eventually house a total of over 14,000 sheep permanently housed in three massive, 246x40metre intensive sheds and pens with no access to freely roam on pasture. This is not a normal sheep farm. The land is actually in the Surf Coast Shire, as it is just south of the Barwon River and so until recently there has been minimal publicity or awareness of this proposal in the township. However, there are a number of serious issues that you should be aware of that could significantly impact on the community.
What does this mean for Inverleigh and why you should consider whether to object to this. The potential infection of residents with Q Fever – What is this? It is a potentially very serious disease caused by the bacterium Coxiella bumetii and it can commonly infect livestock such as cattle, goats and sheep. The highly resistant bacterial spores can be found in unpasteurised sheep milk, urine, faeces, discarded birth products, dead animals and contaminated bedding – particularly from high-animal-density situations such as that proposed above.
How can people be infected? The spores can transfer to workers by contact with infected sheep or the above, but the community can be particularly at risk from the inhalation of airborne spores carried on dust in the wind.
How much at risk is the community? The most likely path of infection in the community is by the inhalation of active spores that have attached to dust particles and been carried by the wind. As you will appreciate, south-easterly to south-westerly winds (which would blow directly from the farm) are very common in Inverleigh. Dust particles can be picked up by gusts of wind as low as 15-18kph from the straw bedding and waste material, from within the sheds, from the outer yards and walkways, from the waste containment ponds and from the open waste composting area. Cases in Europe have shown that those living less than 3 km away are most at risk from airborne infection, but several major cases have been recorded with infections up to more than 10km away. A 5km radius from the source is generally considered to be most at risk; this would embrace virtually all of Inverleigh, including most of the new lowdensity residential areas, such as the part of the Berthon Park currently being developed. The golf course entrance on Common Road directly to the north is approximately 5km away. The map shows the segment of the town between the southwest and southeasterly wind directions from the facility lying between 2.5 and 5.0km from the proposed facility (the actual location is just off the bottom of this map). What are the symptoms? Infected people may only show minor flu-like symptoms 2-3 weeks after being infected. Others may show longerterm high-fevers and chills, severe sweating and headaches, muscle and joint pains and extreme fatigue. More severely affected people may develop hepatitis or pneumonia, or longer-term chronic infections up to 2 years later, leading to heart problems – and occasionally death. Infections may be debilitating for years and force people to give up work.

The bowls season has commenced. We have teams playing Midweek in Division 5 and two teams playing on Saturdays. One team in Division 3 and the other in Division 10. We have had a reasonable start with all teams having some wins, hopefully we can get our teams settled as we have had a few members unwell and have had to make several changes to teams. Our youngest bowler at the club, Harry Coleman, was selected to play in the Geelong Secondary School event at Highton on 15th November. What a great achievement for a 9 year old in Grade 3. His team made it to the final but unfortunately were

beaten. The game of bowls is a sport for all ages and gender that can play against each other on an equal footing. We have been running barefoot bowls on the 2nd and 4th Thursday of the month. We have had a few new families drop in and have a fun evening. As mentioned above anyone can play so come along and give it a go, you might be the next champion. Our club singles championship is well under way with some great games played. The Men’s and Ladies finals will be played on Saturday 21st December 2019. The bar will be open so please drop in and watch and support our finalists. Members will be at the club each Friday night (5.30pm onwards) for practice, so please feel free to drop in and have a try of lawn bowls; we are always looking for new players. Snake Season In the warmer summer months snakes become much more active. Armed with curiosity and a natural hunting instinct it is not uncommon for our pets to cross paths with a snake. Because of this, pet owners must be careful to protect their pets from snake bites, and to be aware of the signs.

Treatment for snake bite: If you suspect your pet has been bitten by a snake, contact the clinic immediately. In the absence of obvious symptoms, we can do in house blood tests to aid in the determination that you pet has been bitten. Once snake bite is diagnosed, our Vets will administer medications including antivenom. Treatment will require intensive care in hospital. Snake venom is hard on the kidneys, so intravenous fluids are important.
Canine Leptospirosis There has been a confirmed case of Leptospirosis in Melbourne. The infection is zoonotic, meaning it can jump between animals and humans, and has the ability to cause organ failure and death. Leptospirosis is spread by the urine of rats and is usually transmitted to dogs by contaminated food and water sources or by rat bites. It can also be spread by eating infected meat. Dogs at higher risk of exposure include those that have proximity to outdoor water sources, like to swim and have proximity to areas with a higher concentration of wildlife. Currently the risk of exposure or infection to dogs is low but we wanted to pass this information on the our clients. The vaccination used for Leptospirosis can be combined with your dogs annual vaccination. If you want more information on this vaccine please contact the clinic.
