The Progress Association has been actively working towards improving the amenity of Inverleigh for over 40 years. Of course all such organisations need volunteers and the Association is no exception. Without them nothing happens. If you have some ideas for the town you would like to achieve, you are welcome to join us and help achieve them. Some of the projects completed by the Progress Association include: The Federation Bridge which was built to commemorate the centenary of Federation in 2001. Walking Tracks were established with lots of support from the community, including fencing and tree planting. Public Toilets Progress Association members worked for many years with Council to have the old toilets removed and a new block built, which did not detract from the entrance to our town. They are used more than any other toilets in the Shire. The Clock a new clock was recently installed on the clock tower in our main street, clearly visable from the General Store across the road.
The Inverleigh Historical Society was formed in 2004. It operates under the auspices of the Inverleigh Mechanics Institute and Public Hall Committee. Our Aims are to collect and preserve items of local historic interest and to promote research and interest in local history. We welcome all donations to our collection or the opportunity to GS Nmaterial. I trust everyone is coping with isolation OK. The edition this month is the smallest for quite some time (40 pages), but I have done my best to include something for everyone. A special thanks to June and Barbara for sharing their story "June in August". Two months ago when I included part one of this serial story, I could not fit anything else into the 52 pages. I have asked our crossword guru, Val, to prepare something that the children could try and do this month, and so together, Val and I have done our best to keep it simple. I hope some of the children currently remote schooling can have a go and do their best, if time permits. Thanks to all those who sent photos of ANZAC day dawn driveway services of rememberance in their streets. And a big thanks also to those who have helped this time of isolation for the small children by putting bears in their windows. Also, its worth a walk past Sonny Cafe to see all the Rainbow Drawings by local children. There is also an article by Mel Quinlivian on page 4 which brings home the reality of living is a small country town. How fortunate are we all to live here in this part of Victoria at this time. We will get through these current challenges and I trust we will all be more understanding and tolerant of each other and fully appreciate what we do have. 4 Leigh News POLICE REPORT FOR MAY 2020 Hello all, Since doing the last article on youths I have since had some reports of some blue coloured tag type graffiti appearing on the railway bridge near the back of the kindergarten, I have also seen the same coloured tags on some of the large rocks on the River track between the river junction and Winchelsea Road. I have seen the way this ends before, numerous times in fact. Youths roaming around without supervision getting up to no good. The behaviour tends to escalate and ends up with Police interviews and court appearances. Do not let this happen to your children, please be aware what they are up to and who they are hanging around with and if you are having concerns with their behaviour restrict their freedom, privileges, pocket money etc.
At the time of writing we are still under COVID 19 restrictions but there is hope that the restrictions will start to be wound back due to the good results that have been achieved with people complying with the regulations. Please keep your eye on government announcements regarding the current restrictions and when they state that measures will be officially relaxed. The penalty notice is around $1600 for breaches of the regulations and I would hate to have to issue it to any locals. So far everyone appears to be doing the right thing and I have only had a couple of calls to residents having visitors over etc. Regarding recent complaints of motorcycles being ridden on private property in the township precincts. Be aware the Golden Plains
council do have some by laws about the length of time motorcycles can be ridden on private property please check with them before doing so. Thanks to locals for their display of support for the Police force after the recent road tragedy in Kew where four members were killed after being struck by the truck on the Eastern Freeway. It can be dangerous standing on the road talking to motorists which is why the government enacted the law in relation to vehicles being required to do a maximum of 40 km/h when passing a stationary emergency vehicle which has it’s light activated. Most of the time most motorists give me a pretty wide berth and I really appreciate that. Keep safe Chris
A PERSPECTIVE OF OUR TOWN IN THESE CHALLENGING TIMES I came to live at Wingeel on the 1st August 1950, 10 settlers and family. My sister and I went to the Inverleigh School. We grew up here. I played football all my life for Inverleigh. The town had a Butcher, a Baker, a Milk Bar, Hotel, Post Office and 2 General Stores that the town bought from. We were a small country town, many of the girls worked in these shops. We never left our town and as we all grew up, we all played sport, then we would all go to the Inverleigh Hotel. We had our own country music band, and anyone who thought they could sing, got up! The whole town was there! I remember Geelong, it had Moorabool and Ryrie Streets. It was the shopping centre. They had
Butchers, Fruit Shops, Chemist, Milk Bars, Petrol Stations, until the powers to be thought what we needed was Supermarkets, Market Square and Westfield. Did it help Geelong? Soon our town, like the bear, will wake up from this virus and we will be able to go out again. It has been hard for all of us, some more than others, but, we have our homes, wife and kids and our town. This town has been all my life and its people will all stick together. We still have our General Store and Post Office, the Bakery, Sonny CafĂŠ, Petrol Station and the Rural Supplies Store and of course, the Inverleigh Hotel. All these people need us and we need them. Between them all they employ about 20+ locals.
So, when we go to the General Store, look at all the things we can buy there. Go to the Bakery and Sara has the best Pasties, Sonny have their Coffee and Cakes, fill up with fuel at the Servo and get your farm goods at the Rural Supplies. And last is our Pub, they have had their lockdown along with all the others. I hope that when this town fully reopens, we can all meet on a Friday night and we can have a meal and a drink. I know we all think your own wife is the best cook in town, but have a meal at the Pub. Without our local shops, without our sporting clubs, our town will die! Mel Quinlivian

COUNCIL SUPPORT FOR RATEPAYERS, RESIDENTS & BUSINESSES Golden Plains Shire Council has confirmed a package of financial relief options for local residents and businesses to support the Golden Plains community in response to the COVID-19 pandemic. With State and Federal Governments taking the lead on major financial measures including the new Jobkeeper and increased Jobseeker programs to keep regular income coming in to households, Council has reviewed a variety of measures to alleviate the pressure of upcoming payments while still maintaining its delivery of important community services and its responsibilities as a significant local employer. This includes: Ratepayers and residents experiencing financial hardship Introduction of a Special COVID-19 Financial Hardship Policy for Golden Plains Shire Council ratepayers Suspension of all current debt recovery action for unpaid 2019/20 rates through to 30 September 2020 Waive interest on overdue 2019/20 rates through to 30 September 2020 Waive penalties for late payment on pet registration fees through to 30 September 2020 New payment plans available for animal registration renewals Business support Introduction of a Special COVID-19 Financial Hardship Policy for local businesses Commitment to pay invoices from all local businesses within 14 days to support cash flow Extension of time applications for business-related septic tank and planning permits expiring before 30 September 2020 can be lodged at no cost Refund of all permit fees for events and activities that have been cancelled or closed as directed by Government New allowance for commercial businesses to reduce their waste collection arrangements if necessary Free mentoring support for small businesses experiencing hardship Free promotion of local businesses on Council’s website and social media with Be Kind to Business campaign: goldenplains.vic.gov.au/business/be-kind-business Dedicated COVID-19 business support page on Council's website with links to Federal and State Government programs: goldenplains.vic.gov.au/business/covid-19-business-support Access to dedicated business support officer within Council for local businesses to receive individual assistance Capital works Council will continue budgeted capital works as scheduled to maximise local business and employment opportunities Council is working to implement its financial relief options as soon as possible. COVID-19: COUNCIL UPDATE Golden Plains Shire Council has implemented a number of changes to its operations to reduce the risks to residents, staff and volunteers during the Coronavirus (COVID-19) pandemic. Council’s Bannockburn, Linton and Smythesdale Customer Service Centres are closed for face-to-face interactions. Customers are still able to contact the Customer Service team by phone at 5220 7111, email at enquiries@gplains.vic.gov.au, or online at goldenplains.vic.gov.au/forms/portal. To keep yourself and the community safe, Council encourages all residents to follow the Victorian Government’s advice to stay home, and only leave the house for: food and essential supplies; medical, care or compassionate needs; exercise in compliance with gathering restrictions; and work or study. I am calling on local residents to sign up to the COVIDSafe app which will support our nation’s health response to the coronavirus pandemic and save lives. I will be downloading and signing up to the app at 6.00pm tonight when registrations open. The more people who sign up to the app, the sooner we will be able to get through this pandemic. While this is voluntary, I believe we all have an important responsibility to get on board. The app will help public health officials minimise the spread of the coronavirus by providing automated contact tracing information. Rather than undertake a laborious manual process of contact tracing, COVIDSafe will speed up the process of identifying people who have been in close contact with someone diagnosed with coronavirus. This will not only help to minimise the spread of this highly infectious virus, it will also protect our doctors, nurses and other frontline health workers. Across regional Victoria, communities have done an extraordinary job at flattening the curve by complying with social distancing and other restrictions to contain the spread of the virus. In order to ease restrictions, increased testing, tracing and response are key. Signing up to COVIDSafe is another way we can protect our community and save lives. It would be wonderful if regional Victorians could lead the way in signing up to COVIDSafe. Let’s show the rest of Australia we are up for the challenge. Background A new determination issued by the Minister for Health under the Biosecurity Act will ensure information provided voluntarily through the app will only be accessible for use by authorised state and territory health officials. Any other access or use will be a criminal offence. Once installed and running, the COVIDSafe app uses Bluetooth to look for other phones which also have the app installed. It then securely makes a ‘digital handshake’, which notes the date and time, distance and duration of the contact. All information collected by the app is securely encrypted on an Australian server and stored in the app on the user’s phone. No one, not even the user, can access it.

WE’RE IN THIS TOGETHER I’m writing today to thank Western Victorians for the help you’ve already given in meeting the challenge of the coronavirus. Who would have thought, at the start of this year, that our lives would change so much in such a very short time? But they have changed. For some, there’s been a devastating effect on how you earn a living, and for all of us, the way we spend our days is now completely different. I know that many people are very unsure and facing a very tough time. I want you to know that your Government is working hard, along with the Commonwealth, to lessen your distress and to help you find a pathway forward. I’m so grateful for the ongoing work of all the essential workers doing incredible work to keep us healthy. Healthcare workers, cleaners, supermarket employees and hotel workers looking after people in isolation, thank you for everything you do. A big shout out as well to the teachers and professional staff in schools, TAFEs, Learn Locals and universities who are helping students make the switch to a new way of learning, and at the same time educating kids who can’t work from home and must go to school. We all know that the economy is taking a massive hit, but I’m assuring you that we’re planning for recovery. We have a Crisis Council of Cabinet - the core decision making body at the heart of our management of the crisis, but in each Government Ministry, we are also looking to the future. In my Ministry, Training and Skills, it’s critical that we continue to train a pipeline of skilled workers. We’re responding to the essential skills that we need right now, and with my colleagues in the other States, we’re working together to make sure that we have a strong training system still in place when recovery starts. Victoria’s TAFEs are well-positioned to respond during and after Coronavirus, and the Andrews Labor Government will always back them. I’m incredibly impressed by the patience and good will that our communities are showing. So please, if you can, stay home, protect our health system and help save lives. WARRINGTONS HOTEL AND COACH This is another of those stories that starts with one premise, and ends with another story altogether. Firstly, we apologise for the poor quality of this image. It was taken from a glass slide held by the Ballarat Historical Society in a series of images titled “Cobb & Co”. It was amongst thirteen coach related images. Knowing that Warrington’s Inverleigh Hotel was one of our two hotels, it was assumed this also showed one of the mail conveyances that plied from Geelong to Belfast (Port Fairy). In previous written histories on both Lawson’s and Inverleigh Hotels, the claim of being a “Cobb & Co” stop is made, and it is difficult to prove the claims of either establishment. Maybe it moved between the two depending on the persuasive powers of the publican. All the Geelong Advertiser listings for the coaches found on Trove just state Inverleigh as the first stop on the journey west, which commenced at Geelong at 5am and reached Belfast early the next day. The original stops were Inverleigh, Cressy (Frenchmans), Darlington (Elephant Bridge), Mortlake (Mt Shadwell), Framlingham (Hopkins), Woodford and then Belfast (Port Fairy). However, then comes the identification of an identical image on the State Library of Victo-

ria collection showing a larger vision, including the “Eastern Stores” a produce shop next to the hotel. The clearer image of the “coach” is shown to be a two horse brougham style conveyance with a well-dressed gentleman wearing a top hat. A far cry from a mail coach with five or six passengers and a team of horses. The SLV image is attributed c1920, but Warringtons had sold the hotel in 1901 after twenty-two years, so a closer date estimate would be 1895. John & Anna Warrington migrated to Geelong in 1853 from Huntingdon, England, living in Murgheboluc before taking up a farm at Ondit which they sold in 1878. Purchasing the Inverleigh Hotel in 1879 with the licence in Hannah’s name, and several references are made

in the Geelong Advertiser regarding serving alcohol after hours. The Warrington connection continues in Inverleigh today with two of their daughters marrying into the Peel and McDonald families. So sadly the photo of an iconic “Cobb & Co” coach was no such thing, the attributed date is incorrect and that the forerunner to the Hamilton Highway mentioned in the following transcript is still miserable. This is a transcription from the Geelong Advertiser, 1865, Friday 14 July page 3 INVERLEIGH (from our own Correspondent) July 13 MAIL ACCIDENT - On Friday the upcountry mail was unusually late, and gave rise to
Leigh News 9 an opinion, which the arrival of the coach afterwards confirmed, that a break down or some other accident had occurred. It appears that when about a mile from Geelong, the conveyance, which was by no means the best adapted for our roads, especially at this season of the year, gave way. Another, licensed to carry five, was placed at the coachman’s command and once more this vehicle went rattling along. On reaching Inverleigh, where congratulations and thankfulness were expressed that no persons were injured, a hearty breakfast was made and seats taken for Cressy; but a few hundred yards from the hotel another breakdown occurred. A responsible adult must be in attendance of their burn offs at all times, and must ensure the fire is fully extinguished before leaving it unattended. Residents are reminded that they cannot burn off offensive materials, including chemicals, rubber, plastic, petrol, oil, paint, treated timber, furniture or mattresses. CFA MESSAGE FOR THIS MONTH On 2 April 2020, the Country Fire Authority (CFA) celebrated its 75th birthday. In 1945, a Royal Commission into the 1939 Black Friday fires recommended a single firefighting authority for country Victoria, bringing together the Bush Fire Brigades and Country Fire Brigades. Since then, the CFA has grown to be one of the largest volunteer-based emergency services organisations in the world with more than 52,000 volunteers and 2800 career firefighters, community educators and support personnel. CFA operates from 1219 brigades in 21 districts and five regions across Victoria. There are many brigades across Victoria that were operating for decades before CFA was formally established and the first volunteer fire brigades in Victoria were established in Geelong, Sandhurst and Creswick. Unfortunately, due to social distancing guidelines in response to the coronavirus (COVID-19) pandemic, we were not be able to invite the Inverleigh community to celebrate with us. However, recognising the 75th birthday provides an oppor-
tunity to reflect on all that CFA is, has been, and continues to be not only in Victoria but in Inverleigh particularly. So, it really can still be a celebration for not only CFA members but also the community in which they all serve. Inverleigh CFA is proud to continue to serve this community and appreciative of the support the people of Inverleigh provide for this longstanding and valuable organisation. As is the case in many surrounding, smaller, communities, Inverleigh CFA has become an icon in
the town. There’s a rich heritage of the resilience, self-sacrifice and commitment shown by its members over the years. Over 75 official years of serving the community the CFA Mission Statement remains true to its values, that Mission Statement being “To protect lives and property.� Join with us in acknowledging this birthday, and to look to the years ahead as we continue to be: Inverleigh CFA ~ 100% volunteer.

Leisurely breakfasts and relaxed conversation made the days pass quickly and brought an intermission trip of three days for them upon us all too soon. They wanted to see Niagara Falls since it was “so close” - distance must be relative since most people in this area consider a 10 hour trip further than ‘close’.
Before they came, I thought Niagara might be a welcome break for us all. Instead, I was sad to see them go.. Twenty-five hundred miles later, they had seen not only Niagara, but much of Canada and Vermont as well. They had negotiated driving on the right side of the road and found their way HOME to US through two provinces and three states.

All my energy had been directed in making this visit the most wonderful time of their lives, and yet we grew to realise that in the process it had become the best time of ours. I was only just beginning to discover they had given us the most precious gift of all, themselves.
A heaviness crept over me as I realised we were all beginning a silent countdown until they left for Australia. Nevertheless, we giggled at our awkward interviews done for Leigh’s video camera for our Australian family. We smiled together as my quiet, usually unenthusiastic Dad explained his amateur radio station to the camera, going on even when prompted by our attempts to move on to the next person. It was only fitting that the amazing 2 1/2 weeks of sun gave way to pouring rain on the day they left. We all felt the wrench as the time got closer to board. We hugged and cried, surprised by the depth of our feelings that rose so quickly to the surface.
Once home again I felt a tremendous sense of loss. Every room reminded me of them-the gate Leigh had installed for the dog; the sign with its touching message of friendship June brought back from Canada for me; a glimpse of the flowers he had helped me plant before we

18 Leigh News Term 2 – Remote Learning Welcome to a very different looking term two. Remote Learning has begun due to social isolation restrictions. I have to start by paying credit to our teachers for the outstanding work they’ve put in to prepare what is an excellent approach to remote learning. Throughout this they want to be active and at the centre of your child’s learning for as long as remote learning lasts. The early feedback we’ve received regarding remote learning has been overwhelmingly positive; it's engaging, clearly set out and easy to follow. Teachers have been able to help with any tech teething issues but by now it appears everyone is having success in accessing the interactive videos and completing tasks set by teachers. The main message I wanted to pass on; there’s no such thing as a perfect school day. There has never been at school, and there never will be at home. Some days the technology might not work for you. Some days an app might not work for you. Some days your child might not work for you! There are some key pieces of advice I want to reiterate to ensure we look after the well-being of parents and students during remote learning, which are;

He has a Bachelor of Science majoring in Zoology with honours from the Univeristy of Tasmania. He also has a Doctor of Veterinary Medicine from the University of Melbourne. He has lived in W.A., Botswana and the Mornington Peninsula. He now makes Geelong his home and we are very happy about that. Peter is really enjoying the farm work but also very happy looking after our companion animals.

With the extra time together, it is a great opportunity to try teaching some new tricks. Experts say our pets help us deal with loneliness and isolation. COMMUNITY STRENGTHENING GRANTS OPEN Applications for the first round of Council’s Community Strengthening Grants are now open. Part of Council’s renewed Community Grants program, Community Strengthening Grants of up to $10,000 are now available in four categories:
Healthy Active Living – to support recreation, sport, health and wellbeing projects Creative Community – to support arts and culture projects Environment and Sustainability – to support projects that improve the environment Community Safety – to support projects that equip communities to be safe and resilient
Community groups must match the amount of funding sought, either in cash or through in-kind contributions, such as volunteer work on the project. To be eligible to apply, organisations must be:
Not-for-profit or equivalent Incorporated or auspiced by an incorporated entity Have no outstanding projects or evaluations from community grants pre 2018/19 Have discussed the project with a Council officer prior to submission
Due to the Coronavirus (COVID-19) pandemic, the application period for the first round of Community Strengthening Grants has been extended, and will now close on Friday 15 May, 2020. A second round of Community Strengthening Grants will open in September 2020. Council is inviting community groups to put forward different and innovative applications, given that many of the well-deserving projects and events funded in the past will not meet the Government’s current COVID-19 restrictions and advice. Community groups are encouraged to contact Council’s Community Partnership Officer to discuss their ideas, how their projects can keep communities connected during these difficult times, and a flexible timeline for delivery of events and projects. All applications must be submitted online at goldenplains.smartygrants.com.au. Guidelines for each grant category can be found at goldenplains.vic.gov.au/grants. Small Grants of up to $1,000 will become available from 1 July 2020. The grants will be available to support events and youth projects, with no requirement for matching funds, and will be available all year, subject to remaining funds.
