The Progress Association has been actively working towards improving the amenity of Inverleigh for over 40 years. Of course all such organisations need volunteers and the Association is no exception. Without them nothing happens. If you have some ideas for the town you would like to achieve, you are welcome to join us and help achieve them. Some of the projects completed by the Progress Association include: The Federation Bridge which was built to commemorate the centenary of Federation in 2001. Walking Tracks were established with lots of support from the community, including fencing and tree planting. Public Toilets Progress Association members worked for many years with Council to have the old toilets removed and a new block built, which did not detract from the entrance to our town. They are used more than any other toilets in the Shire. The Clock a new clock was recently installed on the clock tower in our main street, clearly visable from the General Store across the road.

The Inverleigh Historical Society was formed in 2004. It operates under the auspices of the Inverleigh Mechanics Institute and Public Hall Committee. Our Aims are to collect and preserve items of local historic interest and to promote research and interest in local history. We welcome all donations to our collection or the opportunity to copy material. We are most grateful to the many people who have kept meet in the Inverleigh Public Hall 0n the 4th Monday of each Month @ 8pm the Historical Society in mind as they sorted through their own collec(Except December & January) tions. Once again, another busy month and Poof-the year has nearly gone! Lots happening in the area, so much that I hear about and so you will find lots to read about in this issue. There is a media release from Sarah Henderson on Dairy Farming Code of Conduct (P11), some details of a proposed new Sheep Dairy Farm on the Inverleigh Wichelsea Rd (P16) and a survey of the Barwon River (https://engage.vic.gov.au/protecting-rivers-barwon-barre-warre-yulluk) which I did not have time to prepare an article on. (You can go to the above address if you wish). Hot weather and summer approaching so be aware of burning off. There is a media release from Golden Plains Shire Council on page 11, of particular interest to all farmers regarding burn off 's. The date will be fast approaching for domestic burn off 's too and for ALL burnoffs, you should register at Burn Notification on 1800 668 511. It's easy to ring and could save the embarassment (and the cost) of having a Fire Brigade turn up at your property. Until next month, enjoy being on this Earth as we all rotate together.

Assembly at Inverleigh Monuments at 1030am Remembrance Day Monday 11th November for laying of Floral Tributes, Memorial Service followed by Last Post, Silent Tribute and Rouse. Members of the Community, Local schools and Community Groups are invited to attend and lay Floral Tributes to the Service Men and Service Women who paid the Ultimate Sacrifice in all areas of Conflict. The Bannockburn Men’s Shed have made white crosses which will be placed around the Lone Pine at the Inverleigh RSL Sub-Branch on Remembrance Day and anyone who wishes to can lay a personal tribute in the form of a card or small floral tribute at one of the crosses. The sub-branch is very grateful to the Bannockburn Men’s shed for assisting in this project

50th Wedding Anniversary Celebrated in Inverleigh Pictured are Neil and Beverly Bailey with their 3 sons Lionel, Robert & Stuart and their families. They, with extended family and friends, celebrated Neil and Beverly’s belated 50th Wedding Anniversary. An enjoyable afternoon was had by all. Neil and Beverly were married on the 3rd May 1969 at Bullarto near Daylesford.

CFA MESSAGE FOR THIS FIRE SEASON

We’ve had some strange weather patterns across Australia recently. Significant fires in Queensland and New South Wales are still posing a real threat. These may well be an indication of what we may be facing this summer with the possibility of a dangerous bushfire season ahead. It’s not unrealistic to expect increased danger levels coming in the warmer months with very hot and windy weather sweeping across Victoria. As such, people needed to be aware of the fire risk and prepare themselves before the fire season actually begins. Every summer here in Victoria it gets hot and there are always fires and there will be fires. So, the absolute key message remains very much about preparedness. But it’s also about knowledge, such as realising that one of the characteristics of heatwaves is not just hotter maximum temperatures but also hotter minimums.

This is in turn raises concerns about health risks linked to the upcoming warmer months. Don’t forget that intense heat could cause unexpected exhaustion, and within an hour raise the temperatures within parked cars into the high 40s. So, as summer approaches, be alert to the symptoms associated with heat exhaustion in yourself or others, especially young children and the elderly, because heat can kill. Prepare now to make sure you’re hydrated, prepare now to look out for the elderly the young and pets. Never leave children or animals in a car unattended even if you think it’s only going to be for a minute. This can lead to fatal consequences even with a window open. As summer approaches, the members of Inverleigh CFA have just completed their pre-summer training to ensure maximum efficiency and readiness. All members are required to have, and maintain, a have a high

degree of competency in both firefighting and first aid. However, the primary response (and the best response) is to be prepared; prepare your property to minimise risk, prepare a personal fire plan and decide well beforehand whether you wish to stay and defend or evacuate, prepare your family to ensure they are aware of the fire plan you will use but most of all prepare a plan that will keep you safe. You owe it to yourself, your family and your pets to be safe always. Never underestimate the speed and ferocity with which a fire can descend upon you and never underestimate the relatively simple things that can start a fire. Whatever you do, don’t use hindsight and say, “I wish I had…….” Inverleigh CFA 100% Volunteers


Leigh News 9 Science - Introducing Aquaponics Our new aquaponics system has been installed! “Aquaponics” combines growing plants in water, or hydroponics, with fish cultivation, or aquaculture. Students will be learning about how the waste products from fish can contribute to sustainable agriculture through the symbiotic relationship between fish and plants. Thank you to Fish Poo Aquaponics for helping us to set up and install our new system. As they explore the differences of the landscapes and cultures in the classroom, our cooking sessions will discover the culinary delights of these countries. Parents’ Club Thank you to our Parents’ Club for their organisation of the ‘Halloween Disco’. The night was a huge success with students having so much fun. The Soldier Settlers were issued with materials, by The Soldier Settlement Commission to construct the “Hut” which eventually became the garage. The “Hut” was for the Settlers to live in while a house was built. The first Settlers in the district [about 1950] were only supposed to spend 6 month in the “Hut” but spent up to 2 years in it with very wet years, which made access difficult, and builders going out of business. Most Settlers had young families so made the “Hut “as comfortable as possible. There was a wood stove for cooking and heating, a galvanized tank for water and little else. No electricity [that did not come until the early 1960s]. A kerosene fridge was usually sourced to keep food fresh. No freezer of course. These first Settlers were indeed modern day pioneers as most of the blocks were away from main roads usually in the middle of a windswept paddock with often no road access which meant ordinary vehicles did not have all year access so in some cases a tractor had to be used.

GOLDEN PLAINS SHIRE COUNCIL MEDIA RELEASE Date: Monday 28 October 2019

NEW PROCESS FOR SCHEDULE 13 PERMITS TO BURN

At Tuesday’s October Ordinary Meeting, Council resolved to discontinue the issuing of Schedule 13 Permits to Burn by Private Persons, with the Country Fire Authority (CFA) to manage all Schedule 13 permits. A Permit to Burn by Private Persons allows land owners or their representatives to conduct stubble burning for agricultural purposes during the Fire Danger Period. Previously, the applicant applied to Council, via the Municipal Fire Prevention Officer (MFPO). The MFPO assessed the information, inspected the property and if all conditions were met, a permit was issued. In October 2018, Golden Plains Shire Council joined municipalities across the state in transitioning away from issuing the permits due to the inherent risks associated with fire within the Fire Danger Period. Council supported the Country Fire Authority (CFA) during the transition period, through supplying and accepting applications, preparing the permit and forwarding an unsigned permit to the CFA. The transition is now complete and the CFA will manage this process.

Following advice from the CFA in May 2019 that it had capacity to issue permits without Council assistance, Council’s Municipal Emergency Management Planning Committee recommended Council cease issuing Permits to Burn by Private Persons. To apply for Schedule 13 Permits to Burn by Private Persons during the 2019/2020 Fire Danger Period, residents will now need to contact their local CFA district to request and submit a permit application:

WORDS OF WISDOM FROM REV. PHIL Imagine a well-known villain popped into the back of St Paul’s one day while you were there. He’s become very wealthy at the inappropriate expense of others and, as you quickly look at him, you’ll see he’s very plump, dressed in a shiny designer suit and wearing golden chains visible through a silk, open neck, shirt. Then in walks another well-known person. He’s known to be generous and moderate in taste and style. He tries desperately hard to do the right thing. He volunteers and supports the local community. He thinks, “I feel good here. I’m doing okay, God. Thank you that I’ve not fallen in temptation like some others I know, especially that other bloke up the back. Bless me that I may keep up the good work.” The other person however is thinking,” I’ve got no right to be here, God. I’ve really screwed up and made a mess of life. If you can, God, have pity on me.” Here’s the puzzling bit! According to Jesus, the second “good” person could leave this church at odds with God, while the first one may leave very much okay with God!! ((Luke 18:9-14)) It all started to go wrong when our “good” friend flaunted his virtues instead of being in in awe before such pure beauty and holy love. He then attempts to justify himself by making comparisons with others. “I thank you God, that I am not that other bloke.” He attempts to find his soul’s security by establishing his credentials as compared with the poor credentials of “lesser” people. This attitude is still alive and well today. I’m sure you’ve heard something like, “I know I am not a

saint, but at least I’m not like that embezzler!” or, “I know I don’t go to church very often, but at least I am not a hypocrite.” In God’s presence, we’re not siblings, jealous of each other and hoping to buy more parental love by being better than our sisters and brothers. We don’t earn good points that way. Nor do we earn extra vouchers by bad-mouthing others. Our only justification for being in the presence of God comes down to this: God’s unconditional love for us. The villain was a dreadful man, a “user”, but he knew he was and looked for nothing but God’s mercy. He was aware that any comparison with others would leave him in more debit. His only source of feeling okay was if God granted it to him, gratis! Grace is what the Gospel is fundamentally about. There is an absolute tragedy that flows out of self-vindication because it leads to terrible poverty. Morally such people may be living exemplary lives; yet their well-stocked, neatly packed, self-justifications leave no room for the grace of God to take hold. On the other hand, all kinds of wrongdoers who have given up all hope of self-vindication, find grace, mercy and peace. They have a hunger, and a room for grace to enter and work its miracle. The God of whom we speak about in our parish is one that asks us to be authentically who we are. No pretensions, no put downs, no belittling others through race, gender or religion. It’s all pointless, because He sees through that and isn’t fooled. Instead, see if you can hear Him say, “Come as you are, that how I want you.”

16 Leigh News SHELFORD PRIMARY SCHOOL Shelford Primary School We started the term by working on our art entry for the Geelong Show. We have also been busy with excursions to the Geelong Show, Earth Ed and an incursion by the Responsible Pet Ownership team. Geelong Show The students had a great time at the Geelong Show. The Racing Pigs, Monster Trucks and of course showbags were all highlights. The other highlight was seeing the school’s entry to the Schools Art Competition on display. The artwork that the students created for the Geelong Show looked amazing and really stood out in the Education Pavilion. There was no theme for the school’s artwork this year so we chose a theme of “I can be anything” for the artwork. The children chose lots of creative vocations and depicted a range of career paths including: Youtubing, netballers, chicken farming, fishermen, spies and ninjas. Earth Ed Excursion The students attended the Beneath Our Feet session where students investigate the processes that have helped form the Earth that we now inhabit and discover the rare and precious resources that lie beneath our very feet. The kids loved the excursion, with some of the highlights being looking through microscopes as well as learning about the different kids of rocks that make up the earth.

Responsible Pet Ownership During the week we had the Responsible Pet Ownership Primary School Program incursion. The Program includes a dog visit, multimedia tools, role play, song and story time. The Program focuses on teaching students about dog safety. Playground Fundraising We have submitted another application for funding for the playground and should hear in December whether it has been successful. If this application is successful, we will begin construction early in 2020. Cooking Program Our cooking program has been a great success with the kids relishing their roles in food preparation, cooking, serving, and cleaning up. We welcome any parent help on these days to support the cooking program. For catering purposes please advise teaching staff if your child(ren) are unable to participate in a certain week or inform the school if there are any additional allergies or intolerances we need to be aware of.

PROPOSED INTENSIVE FARMING NEAR INVERLEIGH A Planning Permit Application has been lodged with Surf Coast Shire for the building of a High Density farming project to produce sheep milk 3 kilometres from Inverleigh. The proposal is for feed lot farming on a 248 hectare property 3 kilometres from Inverleigh with Stage 1 involving 10,570 animals and ultimately 14,140 when stage 2 is added. The housing of the animals will be by sheds, 2 for lactating ewes and 1 for dry ewes, 3 round off dams and a 150 x 130 metre (19,500 m2) Compost Pad. Full details of the proposal is available on the Notice of Application for a Planning Permit (ref no 19/110) which can be found on the Surf Coast Shire Web Site. The 85 page

documents goes into detail of how the proposed farming of the Lactating Sheep will operate. (I found it by searching for "Surf Coast Shire sheep dairy near Inverleigh") Available on the website are the "Advertising document" (85 pages) and for down load are an "Objection/Support form" and a "Withdraw an objection form". The public exhibition of this document is from 24th October 2019, with the Responsible Authority not deciding on the application before 31st October 2019. Golden Plains Rural Women’s Network

The power and strength of rural women was in full force at the Golden Plains Rural Women’s Network Inc “Chicks Catch Up” held on October 11th at the Barunah Park Hall. Women from across the municipality gathered together to have fun whilst raising funds to assist those currently experiencing the effects of drought and the recent Qld floods. Already in 2019, the Network has provided the CWA with $500 drought funds and assisted a young man in Carpentaria Shire reequip his tools of trade lost in the floods. Suzanne Lewis provided an enthralling view of her life’s journey as a farmer, a nutritionist, mother and woman of substance. Many in the room nodded in acknowledgement of challenges faced, applauded her achievements, reflected on their own lives and how we may support the next generation of rural women. Attendees were also treated to several displays of local arts, craft and produce including artwork, jewellery, essential oils, linen and household goods. The Golden Plains Rural Women’s Network has been delighted to welcome younger members in 2019 and the undoubted success of this event augers well for the future of a strong vibrant group supporting not only our community but our rural sisters across Australia. Westwind Energy assisted to meet all outgoings for the evening ensuring that every cent raised will be forwarded to needy communities – we will keep you posted.

On 23 September, Desma Blow (Tai Chi tutor at Bannockburn, Teesdale and Winchelsea), Pam Warnock, and 10 people from Victoria and Tasmania, flew to China for 4 nights in Xi’an exploring the Terra Cotta Warriors and the wonderful sights and sounds of this beautiful city. After a 5 hour bullet train ride we arrived in Bei Dai He on the coast, to train with Grand Master Lu in Tai Chi. We trained on the beach at 6am before breakfast and in the training hall from 9am to 5pm including a lunch break. We also participated in a competition resulting in a gold medal for our 24 Yang style form. We received great comments from the judges saying we demonstrated the hard and soft (yin and yang) side of tai chi, our balance and timing was very good, and there was harmony in the group, the true essence of tai chi. The greatest compliment was that our tai chi is at the highest level. Among the 400 competitors, there were groups from Germany, Japan Korea, Australia and of course many from China. Apart from training we made a trip to Dragon Head, where the Great Wall meets the sea, in Olympic Park we met a Chinese tai chi teacher, so we did the 24 yang form together, we caught the hop on/hop off bus and visited the market and explored the surrounds. Another day we were taken by bus to a private property in an ancient village and thoroughly enjoyed the museum with its artefacts and relics from the building of the Wall. We also did the 24 form here, where it was filmed and drones were flying over us. This will be used by the Chinese Government for promoting tai chi around the world. Further up the road we walked up a virtual goat track for 2 1/2 hours to the top of the mountain to view another part of the Wall out in the wilderness. We were very grateful to have a car drive us back down the mountain. Another wonderful Tai,Chi experience and holiday.

FROM THE MAYOR’S DESK – NOVEMBER 2019 There are certainly many things to love about living in Golden Plains - the beautiful scenery, our rural lifestyle, the towns we each call home. But, undoubtedly, what makes life here so special are the people. A few months ago, I had the honour of presenting this year’s Council Community Grants to an impressive group of hard-working and dedicated volunteers from across the Shire; and it struck me how fortunate we are to know these great people, who really are the heart and soul of our towns and villages. We’ve all heard the term ‘unsung heroes,’ but I think it’s time to sign the praises of our friends, neighbours and community members loud and proud. This month, Council has two great programs to recognise the commitment and contribution of local volunteers the Australia Day Awards and the Mayoral Youth Program – and we need your help. First, the 2020 Golden Plains Citizen, Youth, Senior and Community Event of the Year are waiting to be named and I encourage you to nominate a worthy local resident for recognition at next year’s Australia Day Awards ceremony. Second, the Mayoral Youth Program is a new initiative, presenting Community Impact Awards to Golden Plains youth to recognise and celebrate the positive contributions they have made to our community, while encouraging more young people to be more actively involved in our communities. At The Well, 19 Heales Street, Smythesdale, opening hours will be extended to 8.30am to 5pm, Monday to Friday. The centre will close for a lunch break from 1.30 to 2.15pm, every weekday. Residents are advised that the Smythesdale Customer Service Centre is a non-cash handling facility. At the Linton Customer Service Centre, 68 Sussex Street, opening hours will be 8.30am to 5pm, Monday to Thursday. The centre will close for a lunch break from 12.30 to 1pm on opening days. The Linton Customer Service Centre will be closed on Fridays. There are no changes to Council's Customer Service Centre at 2 Pope Street, Bannockburn, which is open 8.30am to 5pm, Monday to Friday. PREPARE FOR FIRE SEASON As the fire season approaches, it is vital that Golden Plains Shire residents and communities prepare their properties for the fire season. A well-prepared property is more likely to survive a fire and reduce the fire risk to the entire community. It’s important to reduce the fine fuels around your house, including leaves, twigs, bark and grass. For information and advice on best preparing your property for the fire season, visit goldenplains.vic.gov.au or read the October issue of the Gazette. What is a Fire Prevention Notices? Fire Prevention Notices are issued by the Municipal Fire Prevention Officer on properties that have not completed preparations that are deemed necessary to protect life or property. Works may include mowing grass, cutting a boundary around your property or house and outbuildings. Council will begin property inspections in the first week of November 2019.

22 Leigh News New Inverleigh Community Play Space – coming in December 2019! Progress has been ongoing with the development of new play space. In August, Brincolage Design was engaged to undertake development of the concept plan for the site. We are now very pleased to be able to communicate the concept plan to the Inverleigh Community as shown below. Further copies of the concept plan will be available to view on the public notice board, outside the Inverleigh Store. As shown in the plan, the equipment in the play space has been positioned to make the most of the sites natural features and shade provided by the existing trees.

Thanks to the fantastic support of community groups, local families and businesses, we have had sponsorship for multiple items of park furniture that will be placed around the play space. A big thank you to those sponsors! The new Inverleigh Community Play Space will be built by appointed Landscapers in conjunction with the Golden Plains Shire Council and the State Government Pick My Project initiative. We would like to thank the Council and Councillors greatly for their ongoing support of the project.

New Inverleigh Community Play Space – Play Equipment The community steering group have finalised the play equipment for the new play space with the aim to maximise the funding from the grant, and taking into account the costs of landscaping and construction. The colour scheme for the equipment is based on the community consultation undertaken in late 2018, which indicated the community wanted to see a “natural play space with pops of colour”. The equipment is a mix of natural timber and steel, and is produced in Australia by a company called Adventure +. You can see exactly what is going in the play space as shown below.

At its Ordinary Meeting on 28 May 2019, Council resolved to set aside the Draft Inverleigh Streetscape Masterplan and to deliver the routine and minor maintenance works identified through the community consultation and engagement process. The Inverleigh Works Plan will be completed as part of Council’s annual road and drainage maintenance program and additional improvements funded from the 2019/20 capital works program.

The Inverleigh Works Plan: What You Told Us Fix Road Surfaces Council asked residents to report any pot holes or road surface issues in Inverleigh, and 31 people responded with locations of concern (22 respondents skipped this question). There were six locations that received multiple responses: • Napier Street • Mercer Street • High Street

• Common Road

• Newman Street • Hopes Plains Road The Council’s Works team will now draft a ‘To Do’ list for road repairs, delivered based upon available budget.

Plant and Protect Trees To protect the long-term health and root systems of the street trees, Council will install bollards in downtown Inverleigh. The majority of residents who completed the survey voted in favour of Option 2, which are bollards made in Australia from recycled plastic. Council has ordered these bollards, to be installed as soon as they arrive. During the community consultation, several residents expressed a desire for more trees in Inverleigh. With the confirmation of two-way traffic in the service roads and the existing parking configuration, new trees will be planted in Inverleigh River Park, creating a natural barrier between the street and the new Pick My Project playground. A community planting day will be scheduled to celebrate the new playground, a project that was driven by local families of Inverleigh. 5220 7111

We are now four rounds into the Pennant season with Inverleigh Bowls Club being represented in Division 3 and Division 10 on Saturdays as well as our Midweek team in Division 5. Pennant competition is a team competition where between 12 to 16 players play against other teams across the Geelong bowls region each week. It is open to both males and females of all ages and bowling abilities. All our teams have recorded wins so far this season and we hope to all be competitive throughout the season. The weather hasn't been overly kind to us?? so far, particularly on Saturdays. We have experienced some cold, windy and wet conditions.

Our Division 10 side played at Leopold last Saturday and had their game interrupted by a spectacular hail storm.

Inverleigh Bowls Club is hosting a Barefoot Bowling and Family event every 2nd and 4th Thursday of the month. Last Thursday was a great success, with many local families and friends coming along to the club to try out some bowling and enjoy the beautiful spring evening. It is a great way to try out a new activity- we have friendly bowls club members available to give you some tips if you are new to bowling, there are also club bowls available to use. The evenings are also a great way to relax, have a laugh and to meet and socialise with others in our local community. All ages welcome including kids. Cost is $5 per adult - kids are free. Sausage sizzle available for purchase on the night as well as a variety of drinks from the bar. If you are interested in finding out more, we encourage you to come along to the club and give bowls a try. It can be lots of fun. So bring your family and friends along and we hope to see you there. Grooming is a good opportunity to give your pets body a good once-over. This is the time you are most likely to find any suspicious bumps or lumps. Regular grooming is important for your pet's health, as well as their appearance. An untended coat can become long, matted and uncomfortable. Overgrown nails can be painful, with long nails growing into the pads causing infection. Make grooming a regular part of your pet's healthcare. Cat Breeding Season Cats are breeding machines Cats, in the breeding season, have continual breeding cycles. Female cats will generally continue to come on heat until they are mated and become pregnant. Oestrus lasts for 7 to 10 days and there are 3 possible outcomes: • • •

The cat mates and becomes pregnant. She will generally come back into season approximately 8 weeks after the brith of the kittens. The cat mates, but does not become pregnant and has a pseudo or "false" pregnancy. She will return to being on heat approximately 4-6 weeks later. The cat does not mate. She will come back in to season 1 day to 2 weeks later and this cycle can continue multiple times unless she is mated or the breeding season ends.

There is nothing accidental in their mating ritual. When the queen (female cat) comes into season she actively seeks out the male. The males will brawl with each other and wander for kilometres looking for the queen. Spaying is a surgical procedure that removes the reproductive organs (ovaries and uterus) in female cats, meaning they are no longer able to come on heat and become pregnant. Apart from the prevention of unwanted kittens, spaying also has a number of medical benefits. These include preventing an inflammation of the uterus (metritis) or infection of the uterus (pyometra), mammary gland tumours and ovarian cysts. Spaying is a day stay procedure.

Intestinal worms (hookworm, roundworm, whipworm, tapeworm) live in your pet's intestines, these "worms" can cause a variety of problems; from weight loss, vomiting and diarrhoea to anaemia. Occasionally very severe worm burdens can be fatal in young animals. Heartworm is spread by mosquitoes. The worms become lodged in your dog's heart, eventually causing heart failure and death. Treating heartworm is difficult and expensive , preventing it is easy. Fleas are the most common external parasite we find on dogs and cats. Fleas can transmit worms to your pet. A single flea bite can cause intense itching, skin inflammation and hair loss. Paralysis ticks inhabit mainly scrubby areas in the warmer months. Ticks attach to the skin and feed on your pet's blood, but inject toxin that causes muscle paralysis. If untreated the condition will progress to collapse and death.

There are a number of simple to administer medications to protect your pet from parasites. Beware not all dog treatments are safe for cats! Intestinal wormers do not protect against heartworm. The key is consistency. Ask us whats right for your pet!
