Coach Ty Lawson was thrilled with the great turn up of enthusiastic Juniors all keen and willing to learn how to play golf. The Progress Association has been actively working towards improving the amenity of Inverleigh for over 40 years. Of course all such organisations need volunteers and the Association is no exception. Without them nothing happens. If you have some ideas for the town you would like to achieve, you are welcome to join us and help achieve them. Some of the projects completed by the Progress Association include: The Federation Bridge which was built to commemorate the centenary of Federation in 2001. Walking Tracks were established with lots of support from the community, including fencing and tree planting. Public Toilets Progress Association members worked for many years with Council to have the old toilets removed and a new block built, which did not detract from the entrance to our town. They are used more than any other toilets in the Shire. The Clock a new clock was recently installed on the clock tower in our main street, clearly visable from the General Store across the road.

The Inverleigh Historical Society was formed in 2004. It operates under the auspices of the Inverleigh Mechanics Institute and Public Hall Committee. Our Aims are to collect and preserve items of local historic interest and to promote research and interest in local history. We welcome all donations to our collection or the opportunity to copy material. We are most grateful to the many people who have kept meet in the Inverleigh Public Hall 0n the 4th Monday of each Month @ 8pm the Historical Society in mind as they sorted through their own collec(Except December & January) tions. There is no doubt that this edition has a lot of input about the upcoming Local Government Elections. As the Editor of this newspaper, I take it as my responsibility to deliver the "message" of what is happening locally. Several weeks ago, I personally contacted all current councillors and as many new candidates as possible and offered each one the opportunity of a FREE half page to share their personal profiles with the community. I have followed up right up to this point, contacting all new candidates as they take up the opportunity to run for Golden Plains Shire Council and offering them the same opportunity. If you don't find details from all of them, that is because they did not respond to my invitation. Following on from that, some candidates wanted to add more than just their profile, and so they were given the opportunity to insert a paid advert. These are clearly marked for your information and included in this edition. On page 15, below the Police Article, are the future dates relating to the posting out of ballots, return date etc. If you do not receive the opportunity to vote, you must personally follow up before the closing of Voting on the 23rd October. Ring the Shire Offices or the Victorian Electorial Commission. Emily Holmes from Inverleigh has undertaken another massive challenge, the 20km Will2Walk, to support the Stroke Association of Victoria (SAV). Please read our feature story on page 3 and support this great cause. Please also enjoy the Story on page 13, submitted by the Staff at Estia Health in Bannockburn. We have been delivering copies of the Leigh News to Estia for some time for the residents to keep up with the outside world. EMILY IS INVERLEIGH'S STROKE WARRIOR

Ten years ago, 15-year-old Inverleigh resident Emily Holmes was enjoying life, horse riding, dancing, playing hockey, camping and caring for her 120+ pets. Emily worked hard, babysitting for local families, picking berries at a local berry farm and volunteering at Teesdale Kindergarten. Emily then suffered two mini strokes and the reason why baffled numerous doctors. However, Emily finished VCE and was accepted into Ballarat University with a goal to becoming a kindergarten teacher, but a month before starting her career journey she suffered a massive third stroke causing severe left sided weakness, which left her unable to walk, talk, feed or dress herself. Instead of enjoying Uni life Emily was attending The McKellar Rehabilitation Centre four days a week. That same year Emily suffered two episodes of internal bleeding and spent her 19th birthday in the Intensive Care Unit. Over the last decade Emily has suffered a total of seven strokes, the last three were within six months of each other, each one causing more deficits. Emily has spent months/ years in and out of hospital and rehabilitation centres and still requires 24/7 care to help her with everyday tasks, that we all take for granted. Emily also receives ongoing care from physiotherapists, occupational therapists and speech therapists. Emily has since been diagnosed with a rare genetic condition, but every time Emily gets knocked down; she gets back up with even more fighting spirit. Sometimes life will kick you around but sooner or later you realise you are not just a survivor; you are a warrior and you are stronger than anything life throws your way. For the past two years Emily has undertaken another massive challenge, the 20km Will2Walk, to support the Stroke Association of Victoria (SAV). The Will2Walk is in its 4th year and pre COVID-19 used to be a social event along the Bellarine Rail Trail from the Barwon Stroke Support Centre, although this year things are very different. Emily’s 1st Will2Walk was in 2018 - Emily had just been discharged from hospital where she had been receiving treatment and rehabilitation for 4 months after suffering a devastating 7th stroke. Emily was unsure if she could sit up for any length of time, let alone use her hands to drive a motorised scooter. Emily took this challenge in her stride and completed the 20km course, with ‘Team Emily’ walking alongside her and in fact trying to keep up with her. Emily’s 2nd Will2Walk was in 2019 - Emily not only completed the 20km course in the motorised scooter, but walked the last 50m in a ‘Gait Trainer’ that supported her chest and hips to hold her upright, in order to help her walk. Again, Emily managed this grueling task with her massive beautiful smile and the support of her friends and family, ‘Team Emily’.

This year will be even more challenging with COVID-19 restrictions and therefore without the backing of ‘Team Emily’ supporting her along the way. The restrictions also mean that the Will2Walk will not be starting at the Barwon Stroke Support Centre, therefore the stroke survivors will be walking 20km, in very small groups, near where they live. On Sunday 11th October Emily hopes to complete the 20km Will2Walk along the beautiful Leigh and Barwon Rivers, on the motorised scooter (which has now clocked up nearly 900km in the 2 years she has been using it) with her faithful companions Mini and Cooper. It would be amazing if the local community could line the last leg of the walk, with social distancing of course, to cheer Emily on. We have planned to finish at 2pm, on the walking track from the lookout back towards the bollards at Savage Drive. In true Emily spirit she has also set herself another mammoth goal at the end, which will be extremely challenging for her, but no doubt she will try her hardest to succeed. The SAV is a dedicated community-based support service for people re-entering their lives after having a stroke. The aim is to bridge the gap from when a stroke survivor leaves clinical care to when they are able to re-engage with their community. At the moment there are only three established centres throughout the whole of Victoria, but luckily the Barwon Stroke Support Centre is only 30km from Inverleigh. Unfortunately, there is no government funding. A lot of community funding and fundraisers are for the 3 C’s (Children, Cancer and Cardio/Heart) and although these are very worthwhile causes, stroke isn’t up there in the top three. Therefore, funding for the SAV is based on sponsorship from groups, such as The Lions Club, plus localised fundraising. Emily attends a Cooking Group and a Young Stroke Group, sadly stroke doesn’t only affect the older generation. Without fundraisers such as the Will2Walk the stroke centres would have to close, leaving many stroke survivors isolated. NEW CANDIDATE BELIEVES IT IS TIME FOR CHANGE

My name is Brett Cunningham and I am nominating as a candidate at the upcoming local council elections and I believe it is now time for change. I have lived in the shire for approximately 36 years and from day one I have always had a strong commitment to being involved in local sporting /community groups and charities serving as a volunteer, committee and board member. Currently I have the honor of being the Chairman of the Bannockburn & District Connected Communities and Chairman of the Bannockburn & Surrounds Neighbourhood Watch group. I get extremely frustrated over the unnecessary waste of hard-earned rate payer’s money on items such as significant blow outs of large projects costs, on consultant’s fees towards failed projects such as the Inverleigh Streetscape debacle and the poor financial performance of the Bannockburn Children’s Service. I believe before a council commits to million-dollar projects it firstly gets the basics right, continued ongoing planned maintenance of our local roads, surrounds and community facilities In my opinion, it is time for a change, and at the upcoming council elections rate payers can elect a team of new candidates that can offer a fresh start. A united group that will work towards implementing a positive culture, accountability and who will always demonstrate values & behaviours in line with community expectations. A group of new councillors that will address the issues that have tarnished the community’s perception of council and who if given the opportunity will begin the significant task of regaining the faith & confidence of the local community. I listen, I am connected within the community, I bring an all-embracing perspective and I believe I have the skills and

experience to connect various segments of our community & council. I look forward to working together on shared objectives finding attainable solutions regarding issues such as future property developments,community projects and the applicable infrastructure that is required not only for today but most importantly the future. Introducing Ian Getsom, standing for Council in the North of the Shire.

My name is Ian Getsom and I have spent my whole life living and working in and around the Golden Plains Shire. I am well connected within my local community, being an active member of our CFA for 36 years. I actively provide bushfire relief when needed, providing not only manpower, but also bringing an invaluable amount of local knowledge to the brigade. I am involved with the committee of management of our local hall, which aims to preserve the building and the history of the area and provide a place for the community to meet. These activities, together with my work as a bus driver, provide me with a great understanding of the needs and requirements of the residents of the Golden Plains Shire. I have been as frustrated as many regarding the lack of consultation and transparency in the Golden Plains. I fully believe in total disclosure and community involvement, both of which are now key requirements in the new Local Government Act. I want to ensure that councils facility planning and construction meets the needs of our various communities, now and in the future. The times of building white elephant facilities is well and truly past. Planning and providing applicable facilities and services that are required by the community is the key. We need to ensure that living in our Shire is affordable and residents and ratepayers are afforded the opportunity to contribute to how they live. I am committed to the community. Les Rowe = Returning Council Candidate

I have lived in the Shire for 60 years and own a mixed farming operation with my wife, Tracey and 3 daughters, who are actively involved in the Bannockburn, Sutherlands Creek and Inverleigh communities. Over the last 4 years I have shown my commitment to the residents, businesses and community groups across the Shire. I have attended local community meetings, advocating for local causes. I have attended 100% of all briefings and Council meetings. In 2016, I made a commitment to at least maintain the farm rate for rural ratepayers and this has actually reduced to 85%. I will continue to advocate for our agricultural sector that creates 23% of jobs in the Shire. With Council, I have lobbied and advocated for one of the biggest improvements to our bridge and road network ever undertaken, securing the funding and significantly increasing state and federal government contributions to support our local road and bridge network. I advocate for good decision making and wise spending and equality for all areas of the Shire, including balancing growth and development with protecting the rural aspect of the Shire. Owen Sharkey standing for Council

My name is Owen Sharkey and I love living and working in the Golden Plains Shire along with my wife and three lovely daughters. I have nominated again as a candidate to help shape the communities vision for the next four years. It has been an absolute honour to serve as both a councillor, and your mayor over the past 4 years. The experience I have gained will aid me into the future and I have absolutely loved working with local community groups and meeting so many passionate and inspirational people. If elected, I will continue to help valuable organisations that represent the best interests of our community, youth, families, elderly and those with special needs. I will continue to listen to communities needs and wants and respect the thoughts of community members who may hold differing opinions. Our role, as elected councillors, is to form opinions based on community feedback and expert advice. I am proud to have always attended community meetings and listened to a community when they need representation. I am proud to have listened to the Inverleigh community during the Streetscape issue, and I stand by my decision and support of the community, to put forward a motion to abandon the one-way concept plan option at our February 2019 meeting. My dedication and hard work has seen me elected as the mayor for the past two years, elected chair of the Central Highlands Councils Victoria and board member of G21. Due to Covid restrictions it will limit us as councillors to meet residents face to face, I will be conducting Zoom meetings throughout the campaign for those that have any questions. CAMERON STEELE FROM BANNOCKBURN STANDING FOR COUNCIL My name is Cameron Steele and I am standing for the role of Councillor in the Golden Plains Shire. Over a number years I have engaged with staff, the CEO and Councillors on issues such as rate relief, planning, waste management, budget transparency and the worrying privatisation of services. I have contributed to policies and strategies gaining a good understanding of what works well and what doesn't. We are privileged in this Shire. We enjoy clean air and rivers, open spaces with productive farmland, stunning natural resources, and a markedly low crime rate. How we manage increasing population pressures will be key to how well we maintain those values. Listening to the communities being impacted is vital. Council needs to invest time and effort into properly supporting them. This did not happen with the recent Inverleigh Structure Plan. While it was certainly inspiring to join passionate Inverleigh residents seeking to preserve the amenity of their township, I was shocked with how obvious community preferences such as maintaining a range of block sizes in northern developments were not respected. The Reserve and the Leigh River should have been priorities for better protection not less.

I am seeking to be part of a financially responsible, forward thinking and cohesive Council. One that will address the day to day issues fairly and openly but also to carefully plan for both future challenges and opportunities. AUGUST 2020 CALENDAR

'ENGLEWOOD' WATER TANK' Bluestone Water Tank The location of Inverleigh on the western basalt plains provided materials for the wide range of our bluestone and stone buildings and fences, from locally quarried stone. The earliest maps indicate sites of suitable stone. Not only is the stone of different quality the mason ‘dressing’ the blocks show different skills. If you look at the five major buildings along High Street with the bluestone easily visible, only the school and Presbyterian Church seem to have come from the same source. The water tank on ‘Englewood’, Winchelsea Road, is an amazing structure. I have been unable to find anything similar on Google searches. It is 25 feet square on the base (7.6m) and 19 feet square at the top (5.8m) but the inside measurement is 16 feet square, no taper. Maybe an engineer could forward and explanation to the Inverleigh Historical Society. A mason who looked at the tank for repairs wondered if the blocks came out as ballast on ships but two articles I have read suggested the opposite was the case - Victorian bluestone to London. During the McMillan family ownership of the property, there is a photograph of the family using the tank for summer swimming. There is also an underground tank on the property. In trying to pinpoint when the tank was built between 1842 when Charles Swanston of the Derwent Company took over the leasehold, and in December 1867, Englewood Estate is being put up for auction in Melbourne - the notice includes:

McDonald There is a splendid mansion on the estate, built at great cost, and finished in the most elegant style, having suites of apartments ample for the accommodation of any gentleman’s family, and stabling and out-door premises in keeping. The garden and pleasure grounds are large and tastefully laid out, and fully stocked with fruit trees and the choicest o plants and flowers. And we all thought that the hyperbole of “real estate speak” was something recent. The property was being sold by John Bell (hence Bells Bridge, opened 1866) who took over the lease of Englewood from Charles L Swanston in 1859. Immediately prior to 1859 the family of Charles L Swanston were in residence with daughters being born there in 1856 and 1858. From later mentions in newspapers, it cannot have sold at this time as it is sold by the Trustees of the Estate of late Mr. John Bell nine years later in 1876. In another five years the property is again on the market with a bluestone tank of 12 feet square being mentioned in the blurb when being sold by Mr Sharp Brearely. More investigations may be needed but it is still an amazing structure. Liz McDonald

I grew up on a farm and understand the challenges that farmers face. I have worked in the domestic building sector, the Australian Defence Force in the Army Engineer Corps, and vocational education at The Gordon TAFE. It is the role of council members to set the strategy for the shire which the GPS Staff then implement. I believe the best way to determine the right strategies is by detailed community consultation. No one understands the needs of a community better than the people that live there. If elected, I promise residents will be informed, consulted, represented, and valued constituents of the Shire. According to an asset maintenance report, the spending on road maintenance should be almost 5 times what it is. As the shire’s population increases, more funding should be funneled to asset maintenance. Drainage is another issue that has largely been ignored for decades. The GPS has a high proportion of youth, with almost 30% of the population aged between zero and nineteen years. I will support them to achieve the outcomes they need. There is an opportunity to offer more facilities in the rural communities. The pandemic has caused considerable angst for many in the Shire. I believe a mobile mental health facility servicing our rural communities would be of benefit. I would ensure transparent, two-way dialogue with community members while endeavoring to have resources available for asset maintenance through budget efficiency. The ratepayers need a council that they can trust to deliver infrastructure that is in line with our rural appeal, while also providing value for the ratepayer's dollar. I have lived in Lethbridge for the past 23 years. I have worked in local government for nine years, with a focus on community services - aged care and disability services. I am running for council because I want to be a voice for a community that feels voiceless. I’m standing to continue my advocacy through these difficult times - and to help my community back on its feet and ensure the supports of our local government are in place for everyone. I want council to question what is important to our communities and I want it to be more financially responsible. Like many residents I am concerned about our parklands and want to work on the retention, provision and enhancement of public spaces. I believe there needs to be a greater focus on creating a sustainable balance between quality new developments and preserving our lifestyles. I believe in fairness, equality and putting my community first. As your local councilor, I promise to work hard and to make decisions based on evidence and community needs. I want to promote a more collaborative, inclusive style of leadership, one that is willing to question and challenge convention. At the upcoming council elections vote for a united team with a united vision for the future My name is Brett Cunningham and I am nominating as a candidate at the Golden Plains Shire Council Elections as I believe it is now time for change. I have lived in the Shire for 36 years and have always had a strong commitment to being involved in local sporting /community groups and charities serving as a volunteer and committee member. I currently have the honor of being Chairperson of the Bannockburn & District Connected Communities and the Bannockburn & Surrounds Neighbourhood Watch group. In my opinion, it is time for real change, and at the upcoming council elections rate payers have the opportunity to elect a team of new candidates that can offer a fresh start. A united group that will work towards implementing a positive culture, accountability and who will always demonstrate values & behaviours in line with community expectations. A group of councillors that will address the issues that has diminished the community’s perception of council and who if given the opportunity will begin the significant task of regaining the faith & confidence of the local community. I get extremely frustrated over the unnecessary waste of hard-earned rate payer’s money on items such as significant blow outs of large projects costs, on consultant’s fees on failed projects such as the Inverleigh Street Scape debacle and the unbelievable poor financial performance of the Bannockburn Children’s Centre Long Day Care service. I believe before a council commits to million-dollar projects it firstly needs to get the basics right across the entire shire, continued ongoing planned maintenance of our local roads, surrounds and community facilities. I listen, I am connected within the community, I bring an all-embracing perspective and I believe I have the skills and experience to connect various segments of our community & council. I look forward to working together on shared objectives finding attainable solutions regarding issues such as future property developments, community projects and the applicable necessary infrastructure that is required not only for today but most importantly for the future of our community. I fully believe in total disclosure and community involvement both which are now key requirements in the new Local Government Act. I want to ensure that Council’s facility planning, and construction meets the needs of our various communities now and in the future. The times of building white elephant facilities is well and truly past, planning and providing applicable facilities and services that are required by the community is the key. We need to ensure that living in our Shire is affordable and residents and ratepayers are afforded the opportunity to contribute to how they live. A Lovely Story from Estia Health in Bannockburn. Over the years the annual Footy Tipping Competition has been a serious pastime at Estia Health Bannockburn, so when the Coronavirus started to impact on the 2020 AFL football season back in March there was much debate about whether or not to proceed with the Footy Tipping. Residents voted

to continue, and the competition was fierce. Last year’s Champion Tipster, Win lead for most of the season, but Margaret remained on her tail. Win went into Round 18 with a 1 point lead. Win’s place as runner was sealed when Margaret scored a perfect round, and earned a bonus point, taking her to a 1 point victory (a very respectable 106 points). Local Inverleigh Dachshund Derby Club very generously donated winner’s trophies. Seen pictured with their trophies and 1st place winners certificate are staunch Bulldog and Cats fan’s Margaret Coghlan, and Win Morrison from Estia Health Bannockburn. Well done ladies.

POLICE REPORT FOR OCTOBER 2020

Hopefully some more of the COVID restrictions will be easing when this article is published. Please check with the DHS website for up to date information on the restrictions. At the time of writing this article I wanted to remind residents that having visitors to private houses is not permitted. The restrictions only allow for a housing bubble where one family can nominate another family for reciprocal visits, and they will be the only ones that can attend. Most of the complaints I have ben receiving have been people calling about visitors attending neighbouring properties. It is a large fine that no one wants so please comply with the current restrictions. I have received complaints about youths hanging around under the Winchelsea Road bridge next to the Barwon river. The youths were observed picking up mud and dirt and throwing it at cars driving over the bridge. This is very dangerous. The section of road is a 100 km/h zone and this behaviour could cause someone to run off the road. There have been some shocking collisions and fatalities in the past where people have dropped rocks and other objects from bridges onto vehicles. I have also had a report of primary school

aged children riding bicycles and doing skids on the new Inverleigh netball courts leaving large black skid marks on the new blue courts. There are quite a few road works zones around the area which are normally 40 km/h zones. If you are doing more than 25 over the speed limit it means a 3 month loss of licence in other words if you are doing more than 65 km/h. I have had some complaints from the traffic controllers at the zones so I will be patrolling around the various zones. I recently observed another vehicle outside the Inverleigh General store left with the keys in it and the engine running for several minutes in the middle of the morning. These days you really run the risk of having your car stolen. It is also a fineable offence. Please be aware I recently attended on the Hamilton Hwy between Brislanes and Burnside Roads where a truck lost a load of glass. If you are travelling East towards Geelong through the S bends I would be very wary of pulling over there as there is still a large amount of glass on the side of the road and in the grass after they swept the road. CFA MESSAGE FOR THIS MONTH We’ve had some strange weather patterns across Australia recently. Lots of rain, lots of wind and some very warm weather thrown in! These conditions may well be an indication of what we may be facing this summer with the possibility of a high fuel load, high temperatures leading to a dangerous bushfire season. It’s not unrealistic to expect increased danger levels coming in the warmer months with very hot and windy weather sweeping across Victoria. As such, people needed to be aware of the fire risk and prepare themselves before the fire season and the hot weather actually arrives. Every summer here in Victoria it gets hot and there are always fires and there will be fires. So, the absolute key message remains very much about preparedness. But it’s also about knowledge, such as realising that one of the characteristics of heatwaves is not just hotter maximum temperatures but also hotter minimums. This introduces additional risk factors. Have you thought about the associated health risks to yourself, your family, your neighbours and even your pets during ongoing spells of hot weather? Don’t forget, intense heat can cause unexpected exhaustion especially within parked cars where, within an hour, the temperatures can go into the high 40’s. So, be prepared as summer approaches, be alert to the symptoms associated with heat exhaustion in yourself or others, especially young children and the elderly, because heat can kill. This is one area where you can effectively start to prepare now to make sure you’re not going to be caught.

Buy some extra bottles of water and store them in your garage. Reconnect with your neighbours, (especially if they’re senior citizens), the young and pets so that during the hot weather you’re aware of their circumstances and can monitor their well-being. Obviously, never leave children or animals in a car unattended on hot days even if you think it’s only going to be for a minute. This can lead to fatal consequences even with a window open. And brush up on your knowledge. Go to Dr Google and read up on the signs and symptom of heat related conditions. As summer approaches, the members of Inverleigh CFA have just completed their pre-summer training to ensure maximum efficiency and readiness. All members are required to have, and maintain, a have a high degree of competency in both firefighting and first aid. However, the primary response (and the best response) is to be prepared; prepare yourself, prepare your property to minimise risk, prepare a personal fire plan and decide well beforehand whether you wish to stay and defend or evacuate, prepare your family to ensure they are aware of the fire plan you will use but most of all prepare a plan that will keep you safe. You owe it to yourself, your family and your pets to be safe always. Never underestimate the impact of hot temperatures, never underestimate the speed and ferocity with which a fire can descend upon you and never underestimate the relatively simple things that can start a fire. Whatever you do, don’t use hindsight and say, “I wish I had…….” Inverleigh CFA 100% Volunteers

C87 INVERLEIGH STRUCTURE PLAN UPDATE The Panel delivered its Report and Recommendations to Council on 28 August 2020. Councillors were fully briefed on 16 September 2020 - though not all Councillors attended. The Report, recommendations and Council’s response was hurriedly put to the Council Meeting on Monday 21 September, just days before the Council went into caretaker mode pending the election. The Community only had access to the final version after 6pm on Friday 18 September and only a few residents managed to get their Local Law 1 questions in by 10am Monday shut off time. C87 Inverleigh Structure Plan Adopted by Council A motion to defer consideration of C87 until the new Council was in place, and to enable some information consultation by GPSC with the Inverleigh Community, was put forward by Cr Evans — supported by Cr Kirby — but was soundly defeated by the other Councillors and the Mayor. A number of dissenting Councillors are standing for re-election and some of the unprofessional derogatory things said about our community at this meeting do not bear repeating. The Council resolved to advise the Minister for Planning that C87 and the Panel’s somewhat tempered recommendations be approved. From a technical planning and legal perspective that is essentially the end of the process. The Panel Report assumes a likely growth between 600 and 1000 new dwellings over the medium term — almost double the current population. The growth considerations will predominantly be focussed in the LDRZ areas off Hopes Plains Road, Common Road and the Hamilton Highway around Mahers Road. What the Panel Report Recommended and what this means for you The Panel Report and Recommendations are contained in a 115 page glossy document with many diagrams and maps. It summarises the Council’s initial and amended proposals, the submissions by 92 residents and the Developers, Ramsey Property Group, and the McCann family, as well as the expert evidence given in the hearing. Here is a summary of key themes and observations of the Panel: Strategic justification The ISP was prepared “in an appropriate and robust manner, involving community engagement and informed by key background documents”. It contains key directions and strategies common to Victorian Structure Plans to manage the future growth of Inverleigh, consistent with the Plan’s vision and identified constraints, whilst maintaining the town’s settlement boundary. It will assist in the future consideration of all rezoning and development proposals and for planning of future infrastructure delivery. The reduced minimum lot size of 0.4 hectares was consistent with the Council’s Planning Scheme. Localised considerations, such as effluent disposal and soil types, may influence lot sizes. Land supply and lot diversity The Panel supported Council’s submission that the 2005 Structure Plan and local policy accommodated only 5 to 10 years land supply. The Panel supports the identification of proposed growth areas and alignment of the minimum lot sizes for Inverleigh with the rest of the municipality. The additional lot yield of up to 600 lots will provide a lot supply for between 15 and 30 years, but this can only be sustainable and accommodated through subsequent rezoning of land following future detailed analysis identified in the ISP and planning policy. The Panel considers that the ISP and Amendment provide for an appropriate diversity and choice of lots, which will not detrimentally impact on the village and rural character of the town. Bushfire The potential impacts of bushfire on the town raised by the Community and the CFA were a key Amendment threshold issue for the Panel, which prioritised human life over all other strategic considerations. The Panel considers that the ISP would benefit from the inclusion of the recommendations of experts in relation to planning for future biolinks, having regard to bushfire mitigation. The Panel was not satisfied that Council demonstrated the ability to provide safe access and egress for the western portion of potential Growth Area 3 (Common Road) or appropriately reconcile other fire and environmental considerations. This area is now identified as a ‘Further Investigation Area’ in the ISP and Inverleigh Framework Plan. The Panel urged Council to take advice on the appropriate bushfire strategy content from DELWP and the CFA before finalising the Amendment. Sadly, the community does not seem to be included in this process. New Councillors must ensure that the GPSC Engagement Policy is used to ensure the involvement by the Community in this critical safety dialogue.


Leigh News 19 Other environmental considerations Somewhat surprisingly given some of the submissions, the Panel found that the ISP and Amendment “adequately addressed potential flooding, effluent disposal and stormwater run-off issues. These can be managed with the benefit of more detailed examination at any future rezoning or planning permit stage”. Importantly, the Panel recognised that Inverleigh’s rural and landscape setting and environmental values contribute to its strong character and attractiveness as was stressed by many Community submissions. The Panel considers that the ISP will benefit from greater Council consideration and direction relating to the planning and treatment of the biolink in Growth Area 3 west of Berthon Park and its key interfaces with and the management of land between the escarpment and the Leigh River. Relocating any biolink to an area adjacent to Teesdale-Inverleigh Road could be considered. These are matters that are likely to inform Council’s further investigation of the western extent of potential Growth Area 3. Infrastructure The Panel recognised the key infrastructure issues raised in Community submissions related to the need to upgrade key transport infrastructure to accommodate additional traffic generation, provide adequate emergency access, and to address safety. However, the Panel found that the ISP “appropriately considers road infrastructure (and other transport network infrastructure) and its relationship with the timing of development and funding contributions by Developers”. The Panel considers that “other infrastructure provision (water supply and primary school expansion) are appropriately addressed in the ISP”. For us, that means when the school is at capacity the Community and Council can then lobby the State Government to enlarge it to meet the demand! The full funding of major infrastructure upgrades was identified by many submitters as a matter requiring further confirmation in the ISP, including both the method of collecting developer contributions and the allocation of funds by Council. The Panel did not do so. More comprehensive consideration of appropriate development contributions has been put off to be “considered at the detailed planning and design stage of future growth areas at both the rezoning and subdivision stage when timing, release of land and specific costs are more fully understood.” The Community needs to be fully on the alert and participate in the planning process appropriately to ensure these recommendations are not ignored by Council down the track . Other matters The Report considered that the ISP adequately deals with cultural and amenity issues including Aboriginal heritage. It also supported agricultural land use and development of tourism and job creation. The ISP will now be called the "Inverleigh Framework Plan".

WHAT DOES THIS MEAN FOR US? It is regrettable that the Panel and Council have put proper consideration of the bushfire risks, environmental corridors, developer contributions to very significant infrastructure costs off to another day potentially distant from community scrutiny. The Infrastructure Costs of upgrading the Twin Bridges to ensure that bushfire safety will be very significant. These bridges are not currently on Council’s priority upgrade list and will be dependent on State and Federal grants. Developers have said that the whole upgrade cost should not be for them to pay. The upgrades that the Department of Transport require to the intersections of Hopes Plains and Common Roads on the Hamilton Highway will be in the millions of dollars. Consequently, any future development of much of Hopes Plains and Common Road in Growth Areas 3 and 4 look like being longer term propositions. Similar considerations arise in the Growth area near Mahers Road. The significant costs of level crossing upgrades following the recent train v ute crash will have to be added to the infrastructure list. However, this Developer sees this area as a priority for development and appears more ready to discuss funding contributions towards necessary infrastructure. THANK YOU The wins that the Community has had in relation to bushfires and other recommendations for future consideration would not have occurred without the huge contributions of 92 local people who made careful written submissions and the 12 local people who appeared at the Hearing. Our Community can be proud of you all. The influential and powerful contributions to the Panel by Friends of Inverleigh, including Trevor Hodson of Friends of the Barwon and Cameron Steele, are obvious in the bushfire recommendations. Cameron Steele is a candidate in the upcoming election. His intelligent, meaningful and supportive commitment to Inverleigh is and has been immense. Finally, it is vital that the relationship between our Community and Council will be improved with the new Council. The Community has extended numerous overtures to Council and current Councillors to meet and work with us throughout this ISP and Streetscape processes. All of which were rebuffed. The olive branches continue to be extended to Council officers and to all candidates who claim to be supporters and representatives of our Community. We had Surfcoast Tree Trimmers in to remove and do surgery on several of the large pines and cypress at the reserve which were listed in the recent arborist report. They have also cut the sugar gums which will regrow and have cleared the west boundary of dead trees and broken shrubs, we intend to replant this area to natives. Hence there is a large pile of chips. Residents are welcome to help/load yourself to this mulch.

The article below is the first in a series highlighting the work of Volunteers in the district. If you have contributions regarding volunteers please forward your article to the Editor. leighnews@bigpond.com

Inverleigh Leigh River Open Space Committee of Management. The Inverleigh Progress Association along with other local organisations have been keen advocates for developing and improving the public recreational spaces along the Leigh and Barwon Rivers. These have included the walking tracks, playgrounds and picnic amenities and the surrounding open spaces. The 1995 Shire Corporate Plan identified the need for a Recreation Plan and a subsequent survey and workshops involving community members resulted in a plan being adopted in 1997. It noted that even though there were rivers along which walking and bicycling could occur “very little has been done to provide these opportunities”. An Inverleigh Township Public Open Space Recreation / Tourism Development Project Plan was developed independently by the Progress Association and sought to remedy the deficits with aims to: •Enhance Lawsons Park with a playground, BBQ facilities and potable water for locals and tourists, •Provide a footbridge linking the new houses on the north side of the river and the Inverleigh Common with the town facilities. •Develop a safe walking track along both sides of the river and revegetate the area with plants and trees •Provide interpretive signage to points of interest, including Lawson’s Tree and the local lock up, which was relocated from Deakin University, though it was originally behind the Inverleigh Police Station The effort to bring these plans to fruition involved many people and many hours of volunteer work. Submissions were written and money received, including a large Federal Government Grant for the Century of Federation which went towards the building of our footbridge. Hundreds of hours of work were completed during working bees with up to 40 volunteers at a time fencing, controlling weeds and planting trees. The walking tracks have gradually been extended and a final section back to the highway was negotiated and completed in 2008. Once the work was underway a Committee of Management was formed, a sub committee of the Progress Association to ensure volunteers were covered by public liabil-

ity insurance and in 2004 the Association gained approval for a Section 86 committee, a requirement at the time. This has recently changed to the Inverleigh Leigh River Open Space Committee of Management, as required by Council. Their responsibility is to look after the tracks and spaces on the north bank of the Leigh River. There are some special people in the community who have given and still give many hours of their time maintaining and enhancing these spaces and for their commitment the community is extremely grateful. Additional projects along the theme of improving the outdoor amenity of Inverleigh have included Gray’s Garden of Australian native plants on the south side of the river, planted and maintained by Alan Gray and his family. The gazebo and BBQ in Lawson’s Park were built and the beautiful timber table and bench seats, paid for by an arts grant. The original playground was initiated by the Inverleigh Playgroup and more recently our new Play Space was built with its own BBQ and water fountain, again with a large government grant and active volunteer input. The new toilet block was in the pipeline for nearly 25 years and was placed in its current location because of septic outfall requirements and is the busiest toilet in the Shire. Over many years additional trees have been planted along these open spaces by local groups. Our Town entrance is another example of local ideas and effort, which took over 10 years to reach completion. Recently the pump shed has been restored for your convenience, funded with receipts from users. Golden Plains Shire have supported all these projects with time and money. If enough people come up with a plan and are prepared to give their time and expertise, anything is possible. At the time the Inverleigh Progress Association recommended that Inverleigh “be developed as a key centre for outdoor / open space facilities within the District”. This statement is still good today and thanks to many in our community we continue to work and improve these facilities.

SHELFORD PRIMARY SCHOOL PRINCIPAL’S REPORT Remote Learning V2.0 I would like to start by thanking families for the wonderful support they are providing our students during this challenging time. Staff have used their experiences during V1.0 to improve our curriculum delivery, utilising technology and individualised programs to great effect. It is pleasing to see all of our students actively engaged in their learning and taking on many of the opportunities provided them such as cooking, PE and STEM, in addition to our core curriculum areas. The safety and wellbeing of our students remains our highest priority with activities provided each week focusing on positivity, kindness, gratitude personal strengths. Return to On-site Learning I was pleased to hear the Premier’s announcement on Sunday that students will be returning to face to face learning in term 4. I am currently waiting on the updated DET Operations Guide to provide further clarity around how this will look for our students. This information will be shared with our parent community via uEducateUs as soon as it comes to hand. Staffing Lyn Martin-Clarke has been provisionally appointed as our new Education Support Staff member. Lyn brings a wealth of experience and passion to the role and I am confident will be a valuable asset for our school. Safe Tree Program I successfully applied for a grant to have all of the trees on school grounds assessed. The grant is estimated to be worth around $5000 which is a great outcome for our school. The Tree Safety Assessment report is currently being completed by a qualified level 5 arborist. The works (removal, pruning etc) pertaining to trees deemed of a high or urgent nature will be covered by DET and are expected to be completed by the end of the school holidays. Any left-over mulch will be retained by the school. MARC program Due to a reduction in the number of eligible cluster member schools, our students will now benefit from weekly sessions with Ms Lang via the MARC program in 2021. I have also formally requested our inclusion in the MACC (Mobile Art Craft Centre) program for 2022 which will be another fantastic opportunity for our students. Cleaning DET has provided us with additional funds this year to assist with our school cleaning. Leslie has done an incredible job scraping walls, deep cleaning the kitchen and washing windows, in addition to her normal cleaning duties. We have also used some of these funds to invest in 2 new vacuum cleaners and window washing equipment. The professional cleaning of our school carpets is occurring today in readiness for our students return to school.

Furniture We have used a grant received from DET to upgrade our classroom bookshelves and couches. These will be ready for students when they return to school in term 4. Our old furniture has been offered to our school community. Any items remaining will be disposed of next week. Curriculum Days for 2020 Due to the return to remote and flexible learning, we have had to cancel our curriculum days set for term 3. The purpose of these days is for staff to work on increasing their professional knowledge within a particular area of our AIP. School council will need to make a decision around the setting of dates for term 4. Camps We have not yet received advice as to whether any school camps will be able to occur this year due to COVID 19 restrictions. The MVA cluster schools are in discussions around our options for our 2020 camping program but will need to wait for further advice from DET until any decisions can be made. Breakfast program Our school has been identified as eligible to join the 2020 breakfast program. The program is designed to be flexible to meet the needs of all schools. A wide range of healthy breakfast, lunch and snack products can be provided depending on what the school would prefer. I have expressed our interest in participating in this program and requested further information so a decision can be made in consultation with School Council. Shelford Duck Race 2021 Just a note to inform you, as our valued partner, that the Shelford Duck Race committee has decided to cancel the Feb 2021 event. This decision has been taken now in light of the current COVID situation and to provide certainty for those involved in making this community event a success. Thank you for the support over previous years and we look forward to some great things in the years to come when we all come back stronger than ever.

The first two days of Term 4 (the 5th and 6th of October) will be Pupil Free Days to enable staff to access their Professional Practice Day entitlements. All students will return to classroom learning on Wednesday 7th October. Thank you to all students, parents and staff for you dedication and resilience during remote learning last term.

Spring in the Garden

The warmer days have brought on all the colour and sparkle of spring in the garden. The fruit trees are in blossom, the bees are buzzing and the last of our winter vegetables have bolted to seed! We’re looking forward to running kitchen and garden classes with students again in term 4.

The Potato Olympics

The Potato Olympics took place last term and it certainly was an event to behold! Complete with Opening Ceremony and events such as Potato Bowling, Potato Synchronised Swimming and Potato Archery, students had a lot of fun creating their potato athlete and playing for the grand prize, a specially designed Potato Trophy! Well done to everyone who participated. It might not become an annual event, but it certainly lifted the spirits and made us all smile!

In May 2016, then Public Transport Minister Jacinta Allan requested a review of Inverleigh’s Terrier Road and Fuller Road rail crossings, in order to fund their future upgrade. After four years, and residential growth the need for a review and upgrade is urgently needed. The dangerous nature and growing traffic load on these two roads has been raised many times both directly with the Premier Daniel Andrews and responsible Ministers. The Fuller and Terrier Road crossings are particularly dangerous on foggy mornings, and with growing numbers of residents living down both, the Andrews Government must urgently consider lights and warning bells. NEWS FROM INVERLEIGH GOLF CLUB

Dot Franklin

We are saddened to learn of the passing, in August, of a remarkable member of our Golf Club. Dot Franklin along with her husband Rod were locals in Inverleigh. In the 70’s they worked hard, along with many other volunteers, in carving out and setting up our current course, with play commencing on a 9 hole course in 1979. 3 years later it was extended to 18 holes. Memories of Dot and Rod (and many others) spending countless hours with buckets, picking up stones and sticks off the newly ploughed fairways, make current members appreciate the enormous manual effort put in by our early members. Dot showed her commitment to our club through taking on administrative roles from 1981 to 1991. She was Ladies’ President for 2 years, Ladies’ Secretary for 5 years and Ladies’ Captain for 4 years. From 1979 to 2000 Dot showed her prowess as an excellent golfer by winning many events, notably Lady Champion 10 times, Spring Cup winner three times and Medal winner twice. She practiced often and was determined. She also helped and mentored many new members just starting out. Dot was made a Life member, in recognition of her contribution to Inverleigh Golf Club. The photo shown is from 1981, when Dot, along with
