The Progress Association has been actively working towards improving the amenity of Inverleigh for over 40 years. Of course all such organisations need volunteers and the Association is no exception. Without them nothing happens. If you have some ideas for the town you would like to achieve, you are welcome to join us and help achieve them. Some of the projects completed by the Progress Association include: The Federation Bridge which was built to commemorate the centenary of Federation in 2001. Walking Tracks were established with lots of support from the community, including fencing and tree planting. Public Toilets Progress Association members worked for many years with Council to have the old toilets removed and a new block built, which did not detract from the entrance to our town. They are used more than any other toilets in the Shire. The Clock a new clock was recently installed on the clock tower in our main street, clearly visable from the General Store across the road. Town Entrance Signs. IPA worked for many years to procure the 2 Entrance Signs (Hamilton Highway East and West) welcoming travellers to our town.
The Inverleigh Historical Society was formed in 2004. It operates under the auspices of the Inverleigh Mechanics Institute and Public Hall Committee. Our Aims are to collect and preserve items of local historic interest and to promote research and interest in local history. We welcome all donations to our collection or the opportunity to copy material. We are most grateful to the many people who have kept the Historical Society in mind as they sorted through their own collections. We undertake many interesting projects and have enjoyable meetings, which you are welcome to attend.

The year is flying by at a great pace. We are now in the 10th month and Christmas is just around the corner. It has come to my attention that there are some elderly residents in our district who may not be keeping up with government services that are available to them. "My Aged Care" is the Federal Governments system of providing services to the senior citizen of the community. If you have not already registered for this service, I strongly urge you to do so, with the help of a family member or friend. Enrolling is done "on line" or by phone and if you don't have someone to help you complete this, please seek out help from your Doctor at your next visit. By being registered now, when the time comes for assistance for you, there will not be a delay in accessing these services. If all else fails, please contact me via the advert for Senior Citizens on page 23.
Senseless Vandalism in Inverleigh but quick response from Shire

Inverleigh Public Toilets Vandalised
In September, it was disappointing that Inverleigh’s valuable community facilities were targeted by vandals. On the weekend of 18th and 19th of September, several cubicles at the Inverleigh Public Toilets at the corner of High and East Streets were damaged, putting them out of action for all residents and visitors at the start of the school holidays. Initial repairs were quickly undertaken by Council, with the cubicles reopened on Tuesday 21 September. At the time of writing, Council was waiting on three replacement basins to arrive which will be installed as soon as possible. Council appeals to anyone in the community that has information on the thoughtless vandalism to please contact Victoria Police.
Editors Note: On the day that this vandalism occurred, I was contacted by a concerned resident who asked me to follow up as some of the vandalism involved electrical fittings and connections. I rang the Golden Plains Shire number, and being after hours, was put through to a very helpful lady. I then visited the site and took some photos of the vandalism and forwarded them to the lady. A Shire employee was already on site and taped off the area and made safe the electrical items. Well done by our Shire employees, Colleen and Tim, who have responded quickly and appropriately to make good the situation. PeterT. (Editor)

Leigh News 5 'History of Hesse School' The Inverleigh Historical Society calendar image for October 2021 is of the schoolchildren at Hesse school c.1895. For those who have not ventured westwards on the Hamilton Highway towards Mortlake, Hesse (pop. 19) is the location adjacent to Barunah Plains gateway and the Warrambine Creek, about 15km from Inverleigh. It is helpful to establish the pronunciation of this locality Hesse – as in “less” or “mess”, not “hessie” or “messy” as in the Winchelsea pronunciation of Hesse Street. It is thought to be named after George B.L. Hesse, a lawyer, who in 1837 accompanied Joseph Tice Gellibrand, on an exploratory ride supposedly from Geelong along the Barwon River to the Leigh River. Intending to travel upstream on the Leigh until branching back towards what is now called Werribee, apparently, they missed the confluence of the rivers travelling further south along the Barwon to the foothills of the Otway Rangers, never to be seen again. Agnes Robertson will be remembered by older residents as ‘Gran Bath’ who lived in the area for 102 years. A school was founded at Barunah Plains as early as 1858, and rural school #70 existed in 1870 with 21 enrolments and was located along the Barunah Plains driveway. In 1874 State School #1376 was established with 35 children, moving to half time with Warrambine in 1876. By 1882 Barunah Plains was again full time, but soon to be shared with Winchelsea Plains (later
called Mirnee). This school was closed in 1910 A “new” school opened in 1923 at “Baileys Corner” and the usual fluctuating numbers resulted in half time with Murgheboluc (IHS suspect this was Murderduke school not Murgheboluc) in 1933 and closure in 1934. The building was later removed but some stories of the past are still family folklore. The ice on the puddles being irresistible to young students who then sat all day with wet boots and later chilblains; boys cutting up the teachers strap and putting it in the dunny; three pupils riding the horse bareback several miles to school while one lad saved all his money for a bicycle for quicker travel than his sister who walked; a Christmas party by the school children which concluded at 2am. The recent series of ‘Who Do You Think You Are?’ by Warner Bros and shown on SBS, an episode featured Grant Denyer. His ancestors Willian & Anne Ross and their children escaped persecution in Scotland to live quietly at Barunah Plains for 20 years, with daughters marrying and living in Inverleigh. The family then followed other local families (Wishart, Peel and Hamilton) to the Kerang district. SUBMISSIONS OPEN ON GOVERNANCE RULES
Golden Plains Shire Council is proposing changes to its Governance Rules, with community members welcome to make submissions on the changes until 19 October 2021. At last night’s 28 September meeting, Council endorsed a review of its existing Governance Rules, and that the document with proposed changes be placed on public exhibition, with any submissions to be heard at its next scheduled meeting. Under the Local Government Act 2020, councils must have clear, instructive and transparent Governance Rules. Council adopted its existing Governance Rules on 25 August 2020, and in line with the Local Government Act 2020, Council is proposing several changes to the document following a review. The proposed nine rule changes and six new rules are intended to provide additional clarity, definition and structure to procedural aspects of the Council Meeting process, including the calling of unscheduled council meetings and Notices of Motion. The updated Governance Rules is on public exhibition from 29 September 2021 to 19 October 2021, and is available on Council’s website. Copies will also be available at Council’s Customer Service Centres at 2 Pope Street, Bannockburn and 19 Heales Street, Smythesdale. Written submissions are invited from any person, and must be received by 11.59pm, Tuesday 19 October: •

These changes will help improve the procedural aspects of meetings and support public participation in our meetings. “Our Councillor group is committed to genuine community consultation and we want to hear from our residents on these proposed changes. Anyone can make a submission before 19 October online at Council’s website, by email or by post.” Following the public exhibition process and hearing of submissions at the October Council meeting, Council will consider any changes before adopting the new Governance Rules at its 23 November meeting.

FREE SKIN CANCER CHECK AND AWARENESS UNIT TO VISIT INVERLEIGH FRIDAY & SATURDAY 21st & 22nd JANUARY 2022 – 9am to 3.30pm This unit will provide a free skin screening service to local people. It is operated by fully trained, certificated, volunteer dermoscopists. The unit will also be a valuable resource for local people to access not only the skin check, but valuable and timely information about skin care and self-checking techniques. We know early detection of skin lesions potentially saves lives, so this visit will be a timely support and reminder to local people of the need to take care of their skin. Following the skin check, visitors will be issued with a referral to their GP if there are any suspect spots or lesions. The Unit is not a medical clinic, so diagnosis or treatment requirements are not discussed – it simply provides the skin check and alerts the visitor to skin lesions that require further checking and attention: a great first step in ensuring urgent needs are addressed. The airconditioned van has three fully equipped screening rooms and an entry foyer, as well as a disabled lift and entry at the rear. GOLDEN PLAINS SHIRE COUNCIL MEDIA RELEASE Date: Wednesday 29 September, 2021
PUBLIC HEALTH ACTION PLAN ON EXHIBITION
Following the adoption of its Municipal Public Health and Wellbeing Plan 2021-2025 (MPHWP), Council has placed the draft plan to put its objectives into actions out for public comment. The Victorian Government’s Public Health & Wellbeing Act 2008 (the Act) requires all councils to develop a MPHWP and corresponding four-year action plan within 12 months of a council election. At its meeting on 28 September, Council endorsed the Draft Golden Plains Shire Municipal Public Health and Wellbeing Action Plan 2021-2025 (Draft Action Plan) to go on public exhibition for three weeks. In June, Council adopted its Municipal Public Health and Wellbeing Plan (MPHWP) as an integrated component of the Council Plan 2021-2025. The MPHWP identified five priority areas: improving mental wellbeing; increasing active living; preventing family violence and advancing gender equity; increasing healthy eating; and tackling climate change and its impact on health. The Draft Action Plan has been developed to progress the implementation of these priorities through 73 actions. These actions respond to the underlying three principles of the Draft Action Plan: place-based and location solutions, sustainable progress, and increasing access. Golden Plains Shire Council worked with 26 partners from community health organisations, regional networks, preventative health service providers, regional sporting associations, family violence support services and the education and disability sector to develop the Draft Action Plan. The five health and wellbeing priority areas from the MPHWP were informed by extensive public consultation conducted earlier in 2021 alongside the Council Plan. Mayor Cr Helena Kirby says the Draft Action Plan was a collective effort to turn Council’s health and wellbeing priorities into actions. “Council incorporated its Municipal Public Health and Wellbeing Plan into the four-year Council Plan to reflect the important role Council has in supporting the health and wellbeing of all people living in Golden Plains. Now we’ve developed the required action plan together with 26 partner organisations and community groups to lay out how Council will make its health and wellbeing priorities a reality. “From advocacy for more mental health services to providing quality sport and recreation facilities, the Draft Action Plan sets out 73 actions to be delivered over the next four years. Leigh News 13 NAPLAN 2021 If there’s one shot in the arm (pardon the pun) I can give to our community at this time, it’s that our NAPLAN results have arrived and they are truly results our entire community should be proud of. Whilst we don’t advertise NAPLAN tests to students as the be all and end all they are still an important measure of our success as a school and validate the approaches and methods we use. The added reassurance they provide for the last few years is that students have made progress in a time that learning has been extremely challenging. The first aspect of NAPLAN data worth celebrating was that Victoria topped the country in every single Primary School category, despite having the most days of remote and flexible learning of any state, what an achievement! Further to this, the growth and high achievement of Teesdale PS students was remarkable. In fact, two of the tests we are most scrutinised on at a regional level being the Year 5 Reading and Year 5 Numeracy test, our amazing students achieved stronger growth results and a higher percentage of students in the highest bracket of achievers than any NAPLAN test since 2016. These results are remarkable and our community should be so proud of themselves. To achieve best ever results over the past few years in the highest performing state is a credit to our parents for the effort they’ve put in at home, a credit to our staff for the high quality remote learning they’ve provided and of course a credit to our students for the way they’ve engaged and conducted themselves during this time too. There are still students who will need additional support when we return to school, and this will continue to be a focus for us not only in Term 4 but into planning and preparation for 2022 as well. School Concert While we had hoped to perform the concert to a live audience in Term 4, due to the ongoing Covid restrictions, the concert will not

While this is disappointing, I think it is important for the students to have the opportunity to perform in costume and see how the show comes together as a whole. They have done such a fantastic job to keep up their rehearsal during remote learning! With this in mind, the students’ class dance will be recorded in class time and the concert will be edited into a video for the school community to experience and enjoy. Thank you so much for your support. Keep encouraging your children to practice their class dance at hom. It really is the best way to build their technique and confidence! GOLDEN PLAINS SHIRE COUNCIL MEDIA RELEASE Date: Monday 27 September, 2021
COMMUNITY BUS TRIAL EXTENDED Golden Plains Shire Council has extended the Golden Plains Community Bus Trial to 23 December 2021. Launched in July, the bus trial was intended to end on 8 October, however COVID-19 restrictions have meant the service was unable to operate for several weeks. To ensure a full trial and greater understanding of the need for transport in the Shire, the service will be extended until Thursday 23 December, 2021. All Golden Plains Shire residents are welcome to use the bus and the service is free for all passengers during the trial period. A project of Council, the Golden Plains Community Bus trial is funded by the Victorian Government and a sponsorship from Buninyong & District Community Bank. In the south, the Golden Plains Community Bus service is provided in Teesdale, Inverleigh, Shelford, Bannockburn and Batesford, travelling to and from Geelong Waterfront every Tuesday. In the north, the bus service is provided in Linton, Scarsdale and Smythesdale, travelling to and from Delacombe Town Centre and Stockland Wendouree in Ballarat every Thursday. Mayor Cr Helena Kirby encouraged local community members to try the bus during the service trial this year. “Council is very pleased to extend the trial of the Golden Plains Community Bus. We’ve had very positive feedback from the residents who have used the service, however the recent series of lockdowns in regional Victoria has stopped the bus from operating on many days over the past few months. “Council developed this trial in response to community requests for more transport options and to gain information and feedback to inform future decision on local transport. The extended trial will allow us to meet this goal and we are able to achieve this with the existing funding secured for the service. “If you’ve seen the bus and thought about taking a ride, please call up, make a booking and give it a try. We hope to see many local residents take advantage of this free transport trial through to Christmas and enjoy the Golden Plains Community Bus. The bus timetable and maps are available at Council’s website: goldenplains.vic.gov.au/community-bus and printed copies can also be picked up at the following locations: Council’s Customer Service Centres, 2 Pope Street, Bannockburn and 19 Heales Street, Smythesdale; Linton Takeaway, Scarsdale General Store, Smythesdale Post Office, Ross Creek General Store, Inverleigh General Store, Teesdale General Store and Post Office, Bannockburn Post Office and Cape Clear Store. The Golden Plains Community Bus service is operated under COVID-19 guidelines and all passengers must wear face masks. The bus has limited spaces and booking are essential. HAVE YOUR SAY ON THE DRAFT ARTS STRATEGY The Draft Golden Plains Arts, Culture and Heritage Strategy 2022-2026 (Draft Strategy) is on public exhibition, following endorsement by Council at its meeting on 28 September 2021.
The Draft Strategy describes cultural aspirations for Golden Plains and details four clear strategic directions, each with a list of key actions. The objectives guiding the Draft Strategy ensure that arts, culture and heritage initiatives will directly and measurably contribute to connected and resilient communities in Golden Plains over the next four years, with strong links to positive health and wellbeing and economic development outcomes. Responding directly to the relevant strategic objectives of the Council Plan 2021-2025, in line with the Golden Plains Community Vision 2040, the Draft Strategy promotes understanding and celebration of the Shire’s Indigenous heritage, rich histories and creative future. The Draft Strategy was developed from extensive community consultation earlier in 2021. Following an Expression of Interest process, a dedicated Community Reference Group was formed to guide the development of the Draft Strategy. Council also held six community workshops with a total of 40 participants and 35 residents shared their ideas via a paper and online survey in May and June. Golden Plains Shire Mayor Cr Helena Kirby encouraged all community members to make a submission on the Draft Strategy. “Council is very pleased to present the Draft Golden Plains Arts, Culture and Heritage Strategy 2022-2026 to the community. A reflection of our vibrant and creative local communities, the Draft Strategy is a clear plan of priorities to strengthen arts, culture and heritage projects and initiatives across the Shire. “I’d like to thank the Community Reference Group, a passionate group of local artists, creatives and historians, who dedicated their energy to working collaboratively with Council over the past year. Along with this group, the many community members who attended workshops and completed the survey have made a valuable contribution and Council appreciates their involvement and commitment. “Over the next month, Council hopes that many interested community members will review the Draft Strategy and share their views on this important plan. We look forward to adopting the final Strategy and getting started on delivering quality arts, culture and heritage outcomes in our Golden Plains’ communities.” The Draft Strategy is published on Council’s website and hard copies are available at its Customer Service Centres at 2 Pope Street, Bannockburn and 19 Heales Street, Smythesdale. On a recent turnout to a house fire that became a false alarm, it was drawn to our attention how important it is to have access for trucks on to a property. This particular property had been set out reasonably well with its garden design and would have originally been an excellent roundabout in front of the house and good driveway access to the front and side of the house. Over time the trees and shrubs have grown and not been maintained to the extent that getting around the roundabout has become difficult, even with a car. So when a fire truck has to attend a property such as this, it is a real problem if the truck cannot get close enough to the building or water supplies due to bad garden design or poor maintenance of the garden and allowing it to become overgrown. After

Kitten season begins in Spring, as the weather starts to become warmer and the days begin to lengthen. Cats can start breeding as young as 16 weeks and have very little difficulty conceiving. Not only does desexing reduce the number of unwanted cats and kittens that will end up in animal welfare organisations looking for a forever home, desexing has many health benefits and can also reduce nuisance behaviours. Golden Plain Shire has been offering a subsidised cat desexing program and we have been proud to be one of the clinics taking part. Hendra Virus Vaccine A global pandemic has made vaccination very topical. The releases of various vaccines for immunisation of people against Covid-19 means its a great time to re-examine the importance of vaccination for Hendra Virus in horses. There are many different types of vaccines. Equivac HeV is called a 'subunit' vaccine. This means it contains only a small part of the Hendra virus, a protein from the virus surface. As there is no complete Hendra virus in the vaccine it cannot cause viral disease in your horse, you , or any other person or animal. A recent paper by Halpin et al, found Equivac HeV produced high titre levels in horses given a least three doses at the recommended intervals. The titre results support annual boosters. Ensuring your horse continues with annual Equivac HeV vaccination boosters is key to reducing the risk of the spread of Hendra Virus.

Putting your pet in a room away from the front door will prevent them from darting outside into the night • Trick or treat candies are not for pets - All forms of chocolate can be dangerous, even fatal for dogs and cats. • Dress up for pets are only for willing participants. • Keep glow sticks away from pets. Pets who get into glow sticks may drool, paw at their mouth, vomit and become agitated. • Keep Halloween plants such as corn and pumpkin out of reach. Ingesting uncooked, potentially mouldy Halloween pumpkin or corn displays can cause gastrointestinal upset. • Giant webs are designed for plastic spiders. Ensure pets can't get tangled in any decorations.
