The Progress Association has been actively working towards improving the amenity of Inverleigh for over 40 years. Of course all such organisations need volunteers and the Association is no exception. Without them nothing happens. If you have some ideas for the town you would like to achieve, you are welcome to join us and help achieve them.

Some of the projects completed by the Progress Association include: The Federation Bridge which was built to commemorate the centenary of Federation in 2001.

Walking Tracks were established with lots of support from the community, including fencing and tree planting.

Public Toilets Progress Association members worked for many years with Council to have the old toilets removed and a new block built, which did not detract from the entrance to our town. They are used more than any other toilets in the Shire.

The Clock a new clock was recently installed on the clock tower in our main street, clearly visable from the General Store across the road.

The Inverleigh Historical Society was formed in 2004. It operates under the auspices of the Inverleigh Mechanics Institute and Public Hall Committee.

Our Aims are to collect and preserve items of local historic interest and to promote research and interest in local history.

We welcome all donations to our collection or the opportunity to copy material. We are most grateful to the many people who have kept meet in the Inverleigh Public Hall 0n the 4th Monday of each Month @ 8pm the Historical Society in mind as they sorted through their own collec(Except December & January) tions.

You will have heard a lot about the Inverleigh Structure Plan recently, and there have been a lot of local residents who have put a lot of time into researching and planning what they feel is best for our local town over the next 15 years, and beyond. Seek out these people and pick their brains.There are articles on pages 7 & 9 of this issue encouraging everyone to put forward their point of view and what is important for our town in the future.

If you have a concern for how our town will look into the future, please reply to the recent Council “letter” using the enclosed “reply form” and simply state in your own words what you “DO” want to see in the future ands what you “DON’T” want to see. The Council has an obligation to consider all responses and to take notice of what the people who live here really want. Don’t leave it to Councillors and Council Executives who live elsewhere to decide what you consider best for your town. Responses to Council close on 16th October. There is a table set up at the general store sunday mornings where you can come for more information and I encourage you all to use this opportunity to have your say in what happens in Inverleigh and surrounds.

It will effect you and your children for many years to come.

Leigh News 3 Inverleigh Community Space (ICPS) - September Update Inverleigh Community PlayPlay Space (ICPS) - September Update It has been a busy few months for the ICPS Steering Group and work on the play space has been ongoing and mostly sight unseen. In June, Brincolage Design was engaged to design our play space, we have since met with them on site and via teleconference and discussed the project at length. Brincolage have subsequently delivered us the documentation required to put out requests for quotes.

And the winner is….. ‘Inverleigh River Park’ In July, ‘Inverleigh River Park’ was voted by the community as the preferred name for the new park. The result of the consultation was 242 members of the community voted and 19 provided further comments.

This information was provided to Council and subsequently the name has been put up for formal Council endorsement.

4 Leigh News POLICE REPORT FOR AUGUST 2019

Hello all,

Just returned from my leave period, 7 weeks seems to have gone by very quickly. The weather does not seem to have changed much and this week while I am writing this it is still very cold. I am continuing to follow up on a few files and messages I received while I have been away so I might be in the station a bit more for some time while I attend to these and some briefs I need to compile for court.

I thank Senior Constable Kristen TOWERS and Craig MALTHOUSE from Bannockburn for working at the Police station in my absence and I am sure they did a great job policing the community.

We have a new Moorabool police inspector Damien CHRISTENSEN based at Bacchus Marsh and a new divisional Senior Sergeant Al NISBET who will be sharing his time between Bannockburn and Ballan stations. I worked with both these officers at Geelong and they have both already been visiting the area and getting familiar with the towns. They were responsible for arranging the replacement officers to work in my absence and have stated they will endeavor to continue to back fill the Police station during our periods of leave.

As publicised recently in the Geelong, Warrnambool and Melbourne newspapers the Police Highway Patrol section have been having a blitz on the Hamilton Highway and surrounding roads.

The Western region has experienced a high amount of road trauma over the last year including several fatalities they mentioned in the

articles in the Cressy area so they saturated the highway the other weekend and plan to continue a focus on the road. Please continue to obey the speed limits and other road rules, I contacted the Sergeant running the operation who informed me that the Inverleigh Township wasn’t too bad but they did detect motorists in other sections at high speeds and did suspend a lot of licenses in these areas for doing in excess of 25 km/h over the speed limit.

I have been pulling over some younger P plate members of the community recently who mightn’t know of the consequences of excessive speeding and breaking other road rules or the effect that road trauma can have in the community. Please have a conversation with your children about obeying the road rules; it may save them a conversation with me on the side of the road and a loss of some of their six demerit points and a substantial fine. Six demerit points is not a lot considering it has to last 3 years and you lose 3 for doing more than 10 kilometers over the speed limit. Getting a license as a young person in a country town gives the person a lot of freedom and independence. Unfortunately quite a few are losing their licences not long after for excessively speeding which can be quite a shock to them.

If I do catch anyone doing burnouts which have been happening again in the centre of town the car will be impounded for 28 days.

IMPORTANT INFORMATION ABOUT THE DRAFT INVERLEIGH STRUCTURE PLAN FOR ALL LOCAL RESIDENTS The proposed Golden Plains Shire Draft Inverleigh Structure Plan (Planning Scheme Amendments) shows potential to place our community and lifestyle under risk.

To access the plan you can view a printed copy which is located at the Inverleigh General Store or you can go online to the Golden Plains website www.goldenplains.vic.gov.au/residents/my-home/planning/ strategic-planning NOW is the opportunity for the community to be heard on what we want for the future of our quaint, country character town…. what we know as “Inverleigh”.

It is important that our community take the opportunity to lodge submissions, as individuals, with Golden Plains Shire, voicing any concerns of the Structure Plan as it currently stands and its potential future impacts on our community. The Council members do not live here, they don’t know what makes us special, we need to tell them.

The Inverleigh Post Office received the Golden Plains Shire’s mail-out to residents regarding the Structure Plan, which enclosed information, a submission form and a Reply Paid envelope, but unfortunately a large quantity have not been addressed correctly, effectively making them undeliverable. If you have not yet received this correspondence, please advise the Inverleigh Post Office or contact the Golden Plains Shire requesting one. enquiries@gplains.vic.gov.au include the words “submission to Amendment C87” in subject line.

In 2017 the Inverleigh community was surveyed and the results of that survey indicated overwhelmingly the desire for the preservation of our small country rural “village” lifestyle, an alternative to the nearby towns of Bannockburn, Winchelsea and Geelong. These survey results are not reflected in the Draft Structure Plan.

The State Planning policy for Council is to provide a 15 year land supply across the whole municipality. The current proposed land development in the Structure Plan shows Inverleigh will fulfil that objective.

Increased risk to life due to increased traffic along Common Road and therefore the intersection at the Hamilton Hwy. Increased risk to life from the potential of fire occurring in the Inverleigh Common/Flora & Fauna Reserve.

“One road in and one road out” access and evacuation route from new development areas.

Major infrastructure concerns related to: o Childcare and educational facilities o Sporting facilities o Roads o Water supply/pressure Major environmental concerns related to: o Wildlife habitat and lives o Rare orchid species o Potential leeching of septic run-off to the Leigh River (and through to Barwon River) GPS By-Laws have been created which have effectively gagged the community from questioning Council regarding residential development.

It is vitally important the voice of the Inverleigh community, as a whole, must be heard by making individual submissions regarding the Structure Plan. To help raise awareness of the concerns the community hold there will be templates developed to assist in the submission process. Each individual can use the templates uniquely to tailor their own concerns and any other issues or solutions they feel there may be.

An information stall will be at the Inverleigh Lifestyle Market at Lawsons Park on Sunday, 15th September. Additionally, an information post will be available outside the Inverleigh General Store each Sunday morning.

Let’s ensure the future of the rural township we currently value as “Inverleigh”, so it is not lost to us and future generations.

Planning in Inverleigh over the Years

The current draft Inverleigh Structure Plan is part of a long line of Reports and Plans for Inverleigh.

Most of them have centred around the community desire to retain the historic rural atmosphere of the town with its tree lined streets, parks and walking paths along the rivers.

In 2005 the firm “Connell Wagner” undertook an Inverleigh Structure Plan Review. This followed on from the Inverleigh Town Place Plan of November 2001.

Among other issues various options for the provision of sewage were canvassed as well as the extension of town water to properties further west of the recreation reserve. Town water with good pressure would make quite a difference to those households into the future.

In 2013 the Inverleigh Community Plan was developed with a group of local residents. Community plans require input and action by volunteers. This may involve being aware of any grants available to fund projects, either fully or in part, as well as actively working towards particular projects. The Inverleigh Play Space is an example of dedicated work and involvement to achieve

an outcome of benefit to the community.

A few of the priorities and outcomes of this plan were: *Upgrade Inverleigh Hall – New ovens, cooktop, sound system *Build on Australia Day Event – Annual breakfast now a regular event *Continue to improve walking tracks – new subdivisions extend paths *Relocation of tennis courts to recreation reserve and expansion of school grounds – still to be implemented.

(The current courts are owned by the Shire and with increased numbers of children at the school, decisions need to be brought forward. It will involve the Education Department and the Golden Plains Shire. This project cannot be part of long term planning for the town as stated in the Draft Inverleigh Structure Plan. It needs to be a priority).

This has been on the agenda of the Sporting Complex for a number of years and is still part of the recommendations of the Inverleigh Sporting Complex Redevelopment Plan 2014. *Turning lane on Hamilton Highway to Common Road - completed. *Natural Gas – Bannockburn has natural gas but not Inverleigh. *Sewerage – expensive. Currently

there is a site to the north east of the town which is marked for a possible future facility. *Clean out drains and upgrade – required, particularly in parts of the township. *Truck parking north side of highway. *Bike paths - ongoing *Speed restrictions near kindergarten *Regular market in Inverleigh – now held during spring and summer

There were a number of other priorities which would fit into the new Structure Plan.

The 2014 Golden Plains Recreation Strategy Plan outlined recreation priorities for Inverleigh, many of which centred around upgrades to the Sporting Complex.

So, we come to the draft Structure Plan of 2019. This document will provide a blueprint for the Town’s future and it is in our interest to read and comment, either as part of a group or individually.

Enrolment Information for 2020

We now have dates locked in for our transition program for next year. This includes dates for students enrolling as foundation students for next year, and students who might be enrolling at a higher year level due to moving out to Teesdale.

To kick our transition program off we are hosting an enrolment information session on the evening of Wednesday the 11th of September. There will be two sessions on the night; a 6:00-6:45 session and a 7-7:45 session to cater for the differing needs of families.

If you have a child commencing prep next year, or accessing the newsletter as a prospective family you are most welcomed to attend a session on the 11th. Throughout the year we compiled a list of prospective enrolments for 2020. If you have a child at the Teesdale Kinder and live in Teesdale you will receive this information via the kinder this week.

If you have already made contact with the school this information will have been emailed out to you, along with a link to our digital enrolment information pack. CFA MESSAGE FOR THIS FIRE SEASON

To state the obvious, it’s been a particularly cold winter ~ and it’s not over yet! Fortunately we have many different ways to keep warm, including varieties of room heaters and electric blankets. But no matter what means we use, there is an associated danger of fire such as a power overload, embers spilling from open fire or clothes catching fire as they dry in front of a heater.

So, here’s the message, “Smoke Alarms Save Lives”.

To maximise their ability to keep you and your family safe here are some the key points: •Only working smoke alarms save lives •Even if hard wired to the 240 volt power source, smoke alarms need a reliable back up power source. (Try a lithium battery) •The placement of smoke alarms is critical. Smoke alarms must be located between each bed-

room area and the rest of the house. CFA also recommends that smoke alarms be installed in every bedroom and living area.

•Smoke alarms provide the best protection when interconnected so that when any alarm activates, all smoke alarms will sound.

•Smoke alarms should be tested monthly or as per the manufacturer’s guide, by pressing the test button on the alarm and wait for the test alarm to sound. They should also be cleaned with a vacuum cleaner at least once a year to remove particles that will affect smoke

alarm performance, and batteries should be replaced yearly.

•Smoke alarms, including those attached to mains power, should be replaced in accordance with manufacturer’s specifications – generally after 10 years The above points are not particularly onerous or difficult to follow, but they can make a huge difference to your circumstances if a “worse case scenario” should happen.

So keep warm, but keep safe.

SEPTEMBER 2019 CALENDAR

Wayside Stop

There are five sets of the hexagonal table and mushroom seats located in Inverleigh, two in Lawson’s Park and three in the wayside stop. They appear to be 1960’s style and as they are located both sides of the bridge (built early 60’s) and are evocative of the concrete furniture of the time.

Not unique to Inverleigh they are still spotted in other wayside stops around Victoria. Unfortunately after sixty years the seats seem exceptionally short and not suitable for arthritic knees.

Much more user friendly is the table and seats with roof (designed by Stefan Haywood a Leigh Valley Lion member) in the wayside camping area. This was to celebrate the Centenary of Lions worldwide in 2017 and a symbol of the community benefit provided by this organization.

Unfortunately the rubbish left in this area is a nuisance occasionally to those who regularly walk past, and the community is grateful to all those who pick up after the ‘free campers’ or visitors.

Riddle Solved: Nothing to do with the table sets, but an interesting conundrum has recently been solved by the Inverleigh Historical Society.

The placename Inverleigh we assume is derived from the Scottish ‘Inver’ meaning “confluence of waters” or “river mouth”, and ‘Leigh’ after the river. This follows the earlier unofficial location name, Lawsons on the Leigh. Internet searches result in the only other references being a property near Euroa, and

Inverleigh Station, near Normanton, in Far North Queensland.

During WW2 Inverleigh Station runway was planned to be an airbase from which to protect northern Australia.

Just how could a cattle station in FNQ have the special name of Inverleigh which was first used in newspapers in 1854? Well this week we found the answer.

In the Journal of John Graham MacDonald, explorer, on an expedition from Port Denison to the Gulf of Carpentaria and back in 1864, lists various landmarks that he named. On page 16 of this journal we find the quote, At 10.30 crossed another large watercourse, with numerous reeds. In one mile ascended table-topped ridges, apparently of volcanic origin, being composed of scoria, on it a frothy surface, rising abruptly from the plain about forty feet.

From the top of one of the hills I got an extensive view. In this locality the scenery is truly beauti-

ful. I have called this Inverleigh, after a place of that name in Victoria, which it “closely resembles.”

Information from Wikipedia and the Stockmans Hall of Fame state that John Graham MacDonald left his NSW home to join his brother in the Geelong district, gaining engineering and surveying skills and later farming on the Bellarine. In 1859 he left Geelong to join another brother in Rockhampton and took up farming and exploring.

His last residence in Townsville he named Kardinia.

SHELFORD PRIMARY SCHOOL

Our students have well and truly caught the chess bug. Even the preps have been playing and all the students have been steadily improving throughout the term. All this practice has culminated with our students competing in the Kryal Castle Chess Shield at Kryal Castle in Ballarat.

Kryal Castle Chess Shield

On Friday 23 August four of our students took part in a chess tournament held at Kryal Castle. Two hundred students from as far away as Melbourne attended and the students played seven games against different opponents.

The students did really well and there were wins, draws; as well as some defeats but we were incredibly impressed with how our students acted as ambassadors for our school as well as their good sportsmanship.

Playing Chess is beneficial for our students in numerous ways: it increases problem solving skills, improves creativity and exercises both sides of the brain.

It also improves memory, concentration and teaches planning and foresight.

Playground Fundraising

It was with great excitement that we received a grant from the Bannockburn Bendigo Bank Branch for $5000.00 that we will use for the new Shelford Community Playground. We are very appreciative of this financial support which is helping to get us closer to our new playground.

Swimming Program

Thank you to the Golden Plains Shire for the Health and Wellbeing Grant of $500.00 that we will use for our School Swimming Program. Our swimming program runs from 16-20 of September at Leisurelink.

Cooking

Our cooking program continues to be very popular and this term the students have baked some tasty treats. Cooking enables our students to learn skills in the kitchen as well as teaching them how to work together, follow a recipe and become confident in the kitchen.

Growth Mindset and Resilience

We are seeing great progress with all of our teaching programs. At Shelford Primary we have a special focus on developing a Growth Mindset and Resilience in the students. It is inevitable that our students will encounter challenges throughout their lives so it’s important that they learn the skills to help them navigate these challenges and develop resilience. This will help them now and in the future.

It is important to remember this quote from Nelson Mandela: “It always seems impossible until it is done.�

FROM THE MAYOR’S DESK – SEPTEMBER 2019 As the Mayor and a Councillor, I’ve had the pleasure of attending many local events in Golden Plains Shire, however a very special community celebration on 5 August was a personal highlight.

Joined by Deputy Mayor Cr Joanne Gilbert, Cr Helena Kirby and Cr David Evans, it was an honour to meet with some of our most dedicated and passionate community members from across the Shire to officially award this year’s Golden Plains Shire Council Community Grants. We congratulate all the recipients of the grants on their success and we thank them for donating their time and energy so generously to give back to our local communities in Golden Plains.

This year, 32 grants totalling $110,873 were distributed, supporting these community groups to complete projects worth more than $267,012. Since Council’s Community Grants Program began in 1996, it has supported more than 950 projects worth $6.8 million. LATEST NEWS FROM INVERLEIGH GOLF CLUB

Inverleigh Golf club has had a busy time with our Open Tournament. We had a very good number of entries in all events and were lucky with the weather. See our website page for all the winners.

We are continuing to run our Social Evenings – 2nd Saturday of each month, 5 – 7pm, gold coin donation, nibbles supplied, drinks at very reasonable prices. It’s a great way to meet other locals in a friendly setting. There’s no need to be a golfer, but stay tuned for our plans to run a relaxed 9 holes before each social evenings for those who might like a hit.

CLINICS ARE COMING so watch for signs around town in the coming months.

Common Eye Diseases of Dog and Cats

Any sign of eye problems should be treated promptly with a visit to our veterinarians.

We don’t think much about eye health until something goes wrong.

Discharge, redness, closed eyelids and swelling can all signal problems with your pets eyes.

It does not just cause discomfort and irritation it can also lead to permanent damage if treatment is delayed.

In this newsletter we will be looking at a few of the common eye diseases seen in our pets.

Signs of Eye Disease

• Squinting • Watery eyes • Redness in the whites of the eyes • Yellow or green discharge • Pawing at the eye • Cloudiness on the surface of the eye • Third eyelid protusion (red tissue protruding lower eyelid).

• Bumping into objects.

• Dilated or different sized pupils.

Conjunctivitis

Dogs and cats can be affected by conjunctivitis, an inflammation of the tissues that join the eyelids to the eyes. This sometimes accompanies a respiratory infection.

It can also be brought on by airborne irritants.

Foreign Bodies

Dolphins sleep with one eye open.

Scallops have 50-100 eyes.

Dogs cant distinguish between red and green.

Owls cannot move their eyeballs.

Guinea Pigs are born with their eyes open.

Eyes on horses and zebras point sideways.

An ostrich’s eye is bigger than its brain.

Cat’s eyes have almost 285 degrees of sight.

Worms have no eyes but they can sense light.

Corneal foreign bodies are seen most frequently in dogs, cats, and horses. They are usually organic material such as grass seeds, dirt or dust, but sand, metal and glass foreign bodies are also seen.

Do not try and remove the object with your fingers or tweezers as you may cause more damage to the eye.

Corneal Ulcer

The cornea is the clear, shiny membrane that makes up the front of the eyeball. A corneal ulcer is a wound on the cornea.

Ulcers can deepen quickly and threaten perforation of the eye.

Corneal ulcers are painful. A corneal ulcer is diagnosed by examination and use of ‘fluorescein stain’, which adheres to the ulcerated areas. Special lights will make the stain fluoresce.

Unlike humans (who only have two eyelids), dogs and cats have three.The third eyelid is called the nictitans or nictating membrane. Cherry eye is a common name for prolapse of the tear gland of the third eyelid. Treatment is a straightforward surgical procedure.

‘Dog Training...when should you start and where does it end?

NUMNUTS Numnuts’ patented technology is a practical, farmer friendly method for alleviating the pain suffered when lambs go through husbandry procedures.

The numnuts tool incorporates a single action handheld device that dispenses a rubber ring and injects local anaesthetic to alleviate pain when lambs are castrated and tail docked, known as marking.

If you want a well rounded puppy/dog then puppy school is the starting point. We run six week classes here at the clinic. Six weeks sounds like a bit of a commitment but the way we run classes is unique. We problem solve issues but our main focus is based around engagement, confidence and building foundation skills with your dog to last a lifetime. The classes are kept small and focused on the individual needs within the group.

We have also started group classes on Sunday afternoons. Our current class is full but if you are interested please ask to be added to the waiting list at the clinic. As soon as we have enough names, we will run additional classes. We have had a few people ask about classes during the week; again if there is enough interest then we are happy to look at starting an additional weekday class.

These group classes are for all ages and breeds; and tailored to the needs of the group but there is a focus of ensuring that the dog has a good basic obedience foundation including recall and we troubleshoot any issues that the handlers may have too.

For us a dog never stops learning. So if you have an issue that you’d like help with please get in touch. We also offer one on one consults for specific cases.

The bowls season is just around the corner starting in October and we are looking forward to another great year.

Our season of Pennant starts in the first week of October and we have entered one team in the Midweek competition in Division 5 and two teams in the Saturday competition, Division 3 and 10. We will be having a practice game against Norlane at home on Saturday 21st September from 1pm onwards if you would like to drop in and see what the game is about and how it is played.
