A brief introduction to Probate

---------------------------A Grant of Probate is one of two forms of Grants of Representation issued by the various Probate Registers which are dotted up and down the country.

Whilst being a technical legal term, the effect of a Grant of Administration is really very simple. It is an Order confirming that one or more people have the legal authority to take over the financial and legal affairs of a deceased person. In law we called this the administration of an estate. Grants of Representation are issued by the Probate Registry because a deceased person can no longer manage their own affairs. They cannot write cheques, pay bills or sell their home. In order to ensure that these things are done properly, without illegal interference or fraud, English Law requires that an Executor or Representative be officially appointed by the High Court, through the Probate Registry to take over and administer the deceased personâ&#x20AC;&#x2122;s affairs.

Probate, has the legal authority to wind down the deceased personâ&#x20AC;&#x2122;s affairs. They can carry out simple tasks, such as payment of outstanding bills, as well as releasing money from bank accounts and selling or distributing the deceased personâ&#x20AC;&#x2122;s home and personal property. There are two types of Grant of Representation. The first is a Grant of Probate. A Grant of Probate is issued where the deceased person left a valid will and nominated one or more people to act as their Executors once they have died. If a person or persons are named as an Executor in the will, then those persons are entitled to apply to the Probate Registry for Grant of Probate. The second type of Grant is a Grant of Letters of Administration. This is the Order or Grant which a deceased relative, friend or solicitor must apply for if the deceased person has not left a will and not named people as their Executors. Wyre freezes council tax and invests across the borough Wyre residents are set to benefit from a fourth successive council tax freeze and investment of millions across the borough Wyre’s budget for the year ahead was approved at a meeting of the council last night and sees council tax remain at just 49p per day (for a band D property). In addition, the council is investing £5.4m in Poulton, Thornton and Garstang leisure centres and has secured millions in grant funding including £63m to replace the seawall at Rossall, £2.4m to restore Fleetwood’s Memorial Park and, in news announced today, £1.5m to enhance Fleetwood’s waterfront. Councillor Peter Gibson, Leader of Wyre Council, said: ‘We recognise that if we as a local council are experiencing difficult financial times, then so too are the residents of Wyre. A freeze in council tax goes some way towards easing the financial burden. Despite losing around half of our government funding in recent years, Wyre has made efficiency savings of almost £7m and we’ve done so without cutting frontline services. We’ve changed the way we operate and in many cases, improved the services we deliver by becoming more localised and responsive.’ He continued ‘Through our Shaping Your Neighbourhood initiative we’ve enabled people

to really influence priorities and action in their neighbourhoods, with over £400,000 already allocated towards community projects across the borough and a further £60,000 available to bid for this year. We are also extremely successful at securing and delivering externally funding schemes, which means we can bring huge benefits to Wyre without any cost to our taxpayers.’ The council has adopted an invest to save approach and is continually reviewing how it operates to identify opportunities to both save and generate money. Councillor Gibson added: ‘We’ve made the decision to invest in our leisure centres now in order to reduce the cost of running them and generate income in the future. We’re making the best use of all our assets, selling those which are surplus to requirements or costly to maintain and maximising our income earning potential. Local Government Minister Brandon Lewis recently named Wyre as his Council of the Month for the way we have made savings without cutting frontline services and our recent Investors In People assessment, which saw the council retain the top Gold standard, praised the business-like and efficient way in which we operate. Team of the Month - Under 8’s Wolves ] The U8 Wolves team was created in early October last year when we attracted enough U8’s to the club to enable a third team to be set up alongside the preexisting Wanderers and Warriors teams. It was at this point that training took on a whole new dimension as the excitement of playing other teams from such far flung exotic corners of the region as Warton and Kirkham took hold and gave the team a focus for all their hard work on those windy mornings. And sure enough our wolf cubs were rewarded with matches against teams visiting King George’s Field and a nice couple of journeys away to Poulton and Warton. Although the Wolves put in some sterling performances in these games, the extra experience of the other teams showed and they did not necessarily get the results their efforts deserved.

Coastal cash boost for Fleetwood More improvements to Fleetwood’s coastline are on their way. A welcome £1.5m of funding has been granted to Wyre Council from the Coastal Communities Fund (CCF) – and every penny will be spent in the town enhancing the waterfront and creating new reasons for people to visit. Work can now start on a two-year project to design a chain of attractions that link together and complement other recent developments. A combination of Sea Change funding and private donations in recent years has resulted in stunning additions such as the Mythic Coast Artwork Trail, Rossall Point and new look Marine Gardens. A further £63m for strengthening sea defences at Rossall is also creating a much more modern promenade. Once the CCF money is put to good use, the outcome will be a long, seamless and very diverse stretch of coastline. This should lay the foundations for economic growth in Fleetwood with an increase in visitors, sustained tourism employment and more potential for private investment in the area. Funding has been awarded for a scheme to divide the coast into five zones, starting with an enhanced Euston Park. More will be made of the rich heritage in the area, including the restoration of the park’s Grade II listed drinking fountain and new landscaping. Two leisure zones will be created near the existing sports centre, bringing together facilities for all ages. A fourth zone is the Marine Lake area which could see improvements to the level and quality of the water, building refurbishments and a new entrance way. Finally an ecology zone around Rossall Point will raise awareness of the area’s rich biodiversity.

It means we can really make the most of Fleetwood’s foreshore and realise a part of the vision set out in the Fleetwood Seafront Masterplan. Combined with the developments at Cleveleys, Rossall Point and Marine Gardens, plus the forthcoming sea defence scheme at Rossall, this is shaping up to become a remarkable coastline. The economic benefits of having something physical like this to show off to visitors and investors are endless.’ He continued ‘We can start to move forward making a first class destination for people using the trams from Blackpool, with Euston Park being a focal point for taking in the magnificent views across Morecambe Bay.’ More detailed plans will be made available to the public for feedback in due course.

fter the setbacks of last year itâ&#x20AC;&#x2122;s nice to be able to report that everything is looking a lot more positive for 2014 with plenty of good news. First up was the debut of a 3yo filly Eva Clare who travelled down to Wolverhampton to contest a 5f maiden. She was a bit green leaving the stalls but soon made up the distance showing a smart turn of foot to do so and as they turned for home it became clear she was the only one challenging the red hot favourite for the lead. This however proved a step too far as she had to settle for 2nd place but their was no disgrace in that especially when you consider the winner had been running in Listed company over in Ireland last year. Another positive is that she was clear of the remainder who had all had previous experience and on this show she will definitely improve and could have a bright future in front of her. More good news is that Lokis Strike is well on his way back and is now cantering away, he will be readied up for what hopefully will be a successful Turf campaign from April onwards.

New Arrival: Due to the fact we have sold Loki out and the Eva Clare syndicate is almost full we are now looking to bring in a 3rd horse that will be trained again by Karl Burke. This will probably be done on a Lease based deal and one that will involve a horse that should run regularly and with a bit of luck do its fair share of winning. New Website: Continuing on with the positive news we are proud to unveil our new website which has been done in conjunction with a deal we have struck with top Web design company Bridgewater PR who are based in Warwickshire. Run by Marie Bridgewater who is the niece of the highly talented trainer David Bridgewater, itâ&#x20AC;&#x2122;s a deal that will see our website markedly improve and be kept up to date at all times. Fleetwood Museum News Fleetwood Museum will re – open for the 2014 season at 11.00 on Tuesday April 1st. The museum season will extend until Saturday November 1st. As in recent years, opening hours remain the same – 11.00 to 16.00 Tuesday to Saturday and with Sunday and Monday opening at Bank Holidays. There will also be advertised added opening for special events such as Tram Sunday, Fylde Folk Festival and Heritage Weekend. Admission charges remain the same – Adults £3, Concessions £2 and accompanied children free. The public are welcome to use the Museum Shop and Coffee House without paying for admission to the museum. The day after the museum re-opens, we have the first of our illustrated talks for 2014. Ted Lightbown, the eminent Blackpool historian and author, will present Lost ! –Blackpool’s lost architectural heritage on Wednesday April 2nd at 14.00. The talk follows a successful exhibition of the same title in the Stanley Park Heritage Centre, last summer. There will be a chance to recall much loved buildings like the Derby Baths, Palace and Hippodrome Theatres and the Co-op Emporium on Coronation Street. Ted is an absolute mine of information about Blackpoool’s past and a fascinating talk is in prospect. All talks are held in the upstairs education room at the museum. Early arrival is advised as seating is limited. We are requesting a voluntary donation of £1 from visitors to

talks, as the Friends of the Museum have agreed to pay speakers fees and expenses in the future. A full programme of talks for 2014, will be available from the museum at the first talk. Over the winters months, the temporary gallery has been refitted and it will host a new Exhibition, Sons of Mars, from Saturday 19th April. The exhibition features some outstanding illustrations by Graham Sumner, relating to the costumes and armour of Roman soldiers over several centuries. Evidence of Roman presence in the Fleetwood area, came from the finding , in past years, of a Roman coin hoard at the edge of the golf course and of a road near the Marine Gardens. As in previous years, we will have our family friendly Easter Egg Hunt from the 1st to the 21st April – families search for clues around the museum in order to win a small prize. On Tuesday 8th April Childrens Craft Sessions take place 12.30 – 13.30 or 14.00 -15.00 – making a Roman Helmet will be the theme. On all Saturdays, craft materials will be available in the Education Room for all young visitors to use. Our new site supervisor, Jennifer Ray will usually be on hand to offer advice on craft projects. Dick Gillingham (Trustee)
