From 1 April 2013, a number of benefits will be changing – Council Tax Benefit and Housing Benefit among them. Those already receiving these benefits will receive their notification letters from the Council during March. The Council’s Welfare Benefits Advice Centre is available to help with benefit and debt advice for any queries residents may have. Changes to housing benefit entitlement for people in registered social housing means that working age people may receive reduced benefit payments, particularly if there are more bedrooms than needed per household. Council tax benefit will be abolished from 1 April. With a Government reduction of 10% for the funding of the new Council Tax Support scheme, the Council faced the challenge of providing assistance to those on low incomes whilst still being affordable and within the Government grant the Council receives.

Cabinet member for resources, Councillor Martyn Rawlinson, said: “Wading through the Government changes on Welfare Reform and council tax was a huge challenge but we needed to find a solution that would be right and fair for Preston residents. “I believe this scheme is a fair solution, but will see some residents paying a small amount of Council Tax for the first time. “Obviously, the Council will do all it can to help residents through this change, and a drop-in session has been arranged at the Town Hall One Stop Shop between 9am and 4pm on Friday 8 March. Staff will be on hand to answer questions about the Welfare Reform changes and how residents might be affected. I urge people and come along and find out more.

Guild Legacy sees new vision for City Events Following on from the legacy of Preston Guild, the annual city events line up could see some exciting new changes. The vision, which is yet to be agreed, could see the best of Mela and Caribbean carnival brought together for a weekend cultural festival along with community and faith groups. The diverse communities of Preston would be celebrated through live music, traditional and contemporary workshops and world food. A number of themes have been identified that the Council want to build upon including participation, inclusivity allowing different sections of the community the opportunity to showcase their creativity as they did in the Guild Community & Torchlight processions, celebration and pride in the city and family focused and free, where possible. The council are considering diverting resources towards a new programme of events to focus on the city centre that will be delivered in partnership with key city stakeholders with a report being submitted to cabinet soon.

Councillor Tom Burns, cabinet member for advice services, culture and leisure, said: “It is important we re-assess and plan a programme of events which will be of a quality that the people of Preston are expecting following Preston Guild and the legacy left by the festival. “There is a clear hunger for Preston to host other events and from the evaluation that has taken place, the new vision is very exciting.
“We want to put on more events, with a focus on attracting people into the city centre on a more regular basis. Avenham and Miller Parks turn in to Easterland

One of Preston’s most unique and historic events, the eggcellent egg rolling eggstravaganza, will once again take place on Easter Monday (April 1).
With plenty of creative workshops to get involved in, stalls to visit and the ever popular Easter Bonnet Competition to enter, the Easter Egg Rolling 2013 is sure to be a cracking family day out.
Rolling eggs down the grassy banks of Preston’s Avenham Park has been an Easter Monday tradition for generations and this popular event, which attracts thousands of people, will take place between 10am and 4pm, offering free fun and entertainment for people of all ages. This year’s event will see Avenham and Miller Parks transformed into Easterland, taking visitors on a magical mystical trail through the parks whilst live bands, Victorian characters and quirky shows entertain the crowds and bring the park to life throughout the day. The programme will concentrate on the pathways with workshops and live entertainment taking place in the permanent structures such as the Belvedere and Swiss Chalet. As the park recovers from last years fantastic Guild celebrations, adjustments have been made to the programme to ensure minimal impact on the grass areas. The traditional hourly Easter Egg rolls will still be rolled down the side of the

Councillor Tom Burns, cabinet member for leisure said: “This is a great traditional event that the whole family looks forward to at Easter. “The event programme brings something new each year but still keeps the traditional elements such as the bonnet competition and this year is set to be as exciting as ever.”
