Tell councillors what you think
More than 1,500 people took part in last year’s survey, the first conducted since 2008. It was conducted online to minimise costs. It showed:
Residents of Fylde have got another chance to tell councillors what they think about town hall services.
• 93 per cent of people were satisfied with bin collection;
Fylde Council’s first residents’ survey was first launched last year when 81 per cent of people said they thought the council gave value for money and that 88 per cent were “satisfied overall” with Fylde Council.
• 93 per cent were satisfied with parks and open spaces;
Councillor Sue Fazackerley, Fylde Council deputy leader, said: “The results were encouraging last time but we are always seeking improvement.
• 81 per cent satisfied with street cleanliness;
“We are facing tough financial challenges and trying to safeguard high quality services – and the public can guide us in this. “As councillors we steer the council’s money in the way that people want their Council Tax to be spent. But it is the public’s money and we want them to have their say.”
• 91 per cent were satisfied with recycling;
• 89 per cent satisfied with the council’s customer service;
• 95 per cent satisfied with Fylde as a place to live; • 81 per cent said they felt safe on the streets when out at night.

Give wildlife a warm welcome A third of us are actively trying to encourage wildlife into our gardens - an increase of more than 30% compared with four years ago, according to research by the Horticultural Trades Association (HTA). More products targeted at the wild bird market are available in garden centres and we can choose feeding regimes which will attract birds that we most want to see in our gardens, says the HTA, the trade association for the UK garden industry.
There's a wide variety of foods available which attract different species of bird to your garden. Robins and blackbirds love plump, juicy mealworms which will provide a good source of protein, fat and valuable moisture.
Indeed, some 62% of us now regularly feed the birds in our garden and nearly a quarter provide nesting and breeding habitats.
Seed mixes are full of nutritional value and are eagerly consumed by most species. Straight seeds such as sunflower hearts are the first choice for many birds and black sunflowers are enjoyed by chaffinches, greenfinches, sparrows and tits. Nyjer seeds are nirvana for goldfinches and siskins.
But birds are not the only wildlife we can look after during the winter months and beyond. By making leafy habitats and cosy corners, we will provide shelter for small animals who need to hibernate uninterrupted and for beneficial insects who will stop the nuisances ones such as aphids in their tracks. Leave stones laid over hollows for toads, newts and even slow worms, as well as centipedes which prey on slugs. Pile up a few logs, which don't need to be massive, in a quiet, shady spot and soon stag beetles, spiders and bees will be making a home out of this damp log cabin. Log piles may also be housing slugs and snails, which in turn will attract blackbirds and wood mice looking for a meal, while hedgehogs may also forage for insects and slugs. Try not to make your garden too tidy if you want to provide shelter for wildlife. Areas of long grass and piles of leaves, stones and twigs provide shelter for many beneficial insects and small mammals. Always check carefully for signs of life by gently turning over autumn bonfires before igniting them. Ladybirds gather in large clusters over winter on dead plant stems, particularly in more sheltered parts of the garden. Helping them through winter will mean fewer aphids in late spring, when ladybird larvae begin to eat them. 40
Keeping bird feeders and baths well stocked all winter will not only help the birds but also encourages them to explore other nooks and crannies in your garden, where overwintering slugs, caterpillars and other larvae are waiting to be eaten. Avoid cutting hedges until the end of winter to provide valuable shelter for birds and give them more time to eat the berries and wait until March to cut back ivy growing up walls and fences, so the berries will be available to birds and the foliage can provide a foraging shelter for insect-eaters such as tits. If you have a pond, put a few clay roof tiles in it to provide cover for overwintering frogs and other aquatic wildlife.

RHS BRITAIN IN BLOOM GOLD MEDAL 2013
Judges: Lytham ‘cleanest, most beautiful’ town in Britain Britain in Bloom judges have awarded major awards to three Fylde towns – and described Lytham as, “the cleanest, greenest and most beautiful location in Britain”. For the first time ever, Lytham is overall “Champion of Champion” in the annual Royal Horticultural Society awards – the best place to visit in the entire nation. The town won gold three years ago in the Small Coastal Resort category and competed in Canada two years ago in the International in Bloom contest. Volunteers from Elswick and Freckleton also excelled as their towns landed silver gilt awards in the competition. Jim Leak, Lytham In Bloom chairman, said: “Dozens of helpers and hundreds of supporters have worked tirelessly and I really don’t think Lytham has ever looked better. “Someone said Fylde is now Britain’s In Bloom borough and I have to agree. Lytham’s fantastic volunteers have led the way but the whole of Fylde has been looking better and better each year.
To win the award – the highest in Britain – Lytham beat North Berwick; Halstead in East Anglia; Hern in Guernsey; and Stanghow in Northumbria. Lytham in Bloom volunteers will now fly Britain In Bloom’s Gold Flag in Lowther Gardens and will hang celebratory banners at the three main entrances to the town. Group members also have the option to enter the town in the Europe-wide Entente Floriale contest next summer – but they have reached no decision yet. Councillor Sue Fazackerley, Fylde Council’s leisure chief, said: “What an incredible honour! Lytham will be extremely proud of its volunteers on achieving this major award and so should the villages of Freckleton and Elswick for their very noteworthy results. “Fylde residents know how beautiful the area is – and now we have national recognition. “I don’t think Lytham has ever looked better and that is a fantastic reflection on the hard work of the people of the area. The efforts made by community groups and individuals to create such a lovely place to live and visit are much appreciated. I keep an eye on public compliments sent to the town hall – and there literally have been hundreds this year. “I would also like to acknowledge the contribution of the council’s parks department staff who are always prepared to go the extra mile at In Bloom time.”
“The judges were looking for more than just flower beds and hanging baskets. They also looked at allotments, parks, involvement by the community, street cleaning, recycling and general environmental quality.
Jim Knight, Britain in Bloom judge said: “All five nominees in this category were of an absolutely exceptional standard and it was so difficult to choose an overall winner.
“This is the first time that anywhere in the North West has been in the Champion of Champions section – and we won outright. It has taken thousands of hours of volunteer effort but the support from residents, businesses and the council has also been first rate.”
“The community spirit and volunteering in Lytham was outstanding. Everything came together so perfectly and the quality of the horticulture in Lytham was unrivalled.”

Mahonia
These wonderful evergreen shrubs brighten up the dark days of winter with their drooping spikes of tiny yellow berry-like flowers above sharp, deep green leaves. Frost sprinkles a special magic over them in the heart of winter. M. aquifolium is a popular variety with large, bold leaves that often turn red or purple. Another good variety is M. media 'Charity', which can grow up to 2m (6ft) tall and wide, which has tooth-edged, leathery evergreen leaves, with long spikes of fragrant bright yellow flowers shooting out in winter. M. japonica bears strongly fragrant, lemon yellow flowers from late autumn to early spring, followed by an abundant crop of bluish black berries, providing a long season of interest in a shrub border or woodland setting. Mahonia should be planted in partial shade in moderately fertile, humus-rich, moist but well-drained soil. Cut it back hard after flowering or it may become leggy.

When choosing, look for large perennials which you can divide straight away into two or three. Ground cover works best in swathes and carpets of similar plants, so use three, five, seven or more young plants of one type. For all-year-round interest, choose plants which flower at different times of the year, including hardy cranesbills, such as Geranium macrorrhizum, common thyme and winter-flowering heather.

Planting Shallots As Christmas approaches, many people will be stocking up on pickles and chutneys - but no table of cold cuts would be complete without a jar of tangy, crunchy pickled shallots. They are extremely easy to grow so you could impress your friends by making up your own jars of home-grown pickled shallots next year. Buy the sets (baby shallots) at garden centres and spread them in a light, cool position until planting time, from October to mid-December for a mid-summer crop, or February to the end of March for a mid to late summer crop, when they need to be planted in well cultivated, weed-free ground. Shallots are best planted in drills, leaving about 15cm (6in) between bulbs and 30cm (12in) between rows. Push the bulbs well into the soil or plant with a trowel so the tips are just visible after planting. They are shallow rooting so should be weeded regularly to avoid competition for nutrients and water. They will be ready to harvest when the leaves begin to yellow. Use a fork to loosen the bulbs from the soil then spread them out in the sun to dry.
Shallots are also delicious added to casseroles or baked whole, glazed with balsamic vinegar and oil with a little sugar, or can be added to many sauces.

Splendid mayoral effort funds lifesaving defib network Five life-saving defibrillators are to be provided across Fylde, thanks to the fund-raising efforts of Councillor Heather Speak, Fylde’s mayor until May, and her band of supporters. Councillor Speak and helpers raised nearly £19,000 for the Mayoral Fund and will be spending £6,500 on “defibs” to help heartattack victims. With guidance from North West Ambulance Service staff – who will give public displays of the equipment’s life-saving capabilities on St Annes Square on Saturday – the defibs will be placed at key locations across Fylde. Furthermore, Councillor Speak is also urging parish councils across Fylde to buy their own defibs to achieve near-100 per cent coverage in the area. Councillor Speak said: ‘I’m hoping that the ambulance crews will find central locations in each of St Annes, Lytham, Kirkham, Warton and Freckleton for
the defibs. They really can be lifesavers and there are hundreds, probably thousands, of people around today who would have died without a defib. One defib will be in the Town Hall as it is handy for St Annes centre and it contains plenty of staff willing to be trained. I hope others will be placed wherever there is a large footfall of people and where trained people can be easily to hand. The Mayoral Fund volunteers really were superb and I’d like to place my thanks on record. Some hardly rested all year – I’m delighted that we have something so worthwhile to show for their efforts.’ Each of the defibs costs approximately £1,000 each. Extra costs will be incurred in training users and in providing protective cases for each defib. Further awards – amounts yet to be finalised - from the Mayoral Fund are being made to Pinpoint Prostate Cancer; Fylde Sharks (for disabled young swimmers); the wives and soldiers of Weeton Barracks (for new children’s play equipment and a bench for parents to sit upon as children play).

LOVEmyBEACH cleaning up the North West Organisations across the North West have joined forces to create the LOVEmyBEACH campaign. The Turning Tides partnership has launched www.lovemybeach.org offering lots of tips on how people can help keep beaches and bathing waters clean - from volunteering for a beach litter pick to not flushing disposable products down the toilet. You don’t have to live near the beach to make a difference - everyone across the North West region can do something, whether at home, at work or visiting the area. Annie Heslop, Jayne Foat and Emma McColm co-ordinate LOVEmyBEACH activities across the region and are busy supporting volunteer groups, schools, hotels and local people to do their bit to make a difference to bathing waters. You can’t miss them out and about in their LOVEmyBEACH hoodies! Water sampling by the Environment Agency reveals that the 32 bathing waters - from Silloth in the North to West Kirkby in the South - are dramatically cleaner than they were 20 years ago. But there’s more we need to do to meet tougher European Standards coming into force in 2015. If a bathing water, a designated area of water where people swim and paddle, doesn’t meet the new standards, signs could go up advising people not to bathe. Neil Jack, Chair of the Turing Tides Partnership and Chief Executive of Blackpool Council said: “We’re working together across the North West to make sure everyone can enjoy our beaches and

bathing waters for generations to come. But we need your help! Going to the beach and paddling in the waters - both along the coast and in the Lakes - is an important part of the British culture. They not only help attract millions of visitors, but also help improve our health and wellbeing. Please visit the website and see what you can do to help LOVEmyBEACH and share your ideas. You can find out what’s going on at a beach near you as well as keep up-to-date with all the latest beach and bathing water events taking place across the Fylde.” The website has been built by Manchester based agency Creative Spark who immediately saw how important this campaign is to the North West. Founder and Creative Director, Neil Marra said: “This is our first project for Turning Tides and we are very proud to have worked on it. The LOVEmyBEACH campaign promotes a clean environment across the North West, an area close to the hearts of the Creative Spark team. We look forward to seeing LOVEmyBEACH succeed to improve bathing water quality in the region for good.”

The LSA YMCA Football Club’s deputy chairman Lyndon Moore has been honoured for his voluntary services to youth football by being awarded a medal at Buckingham Palace. He was one of 150 ‘grass roots’ volunteers from throughout the country to be honoured at the Palace in a special event to mark The Football Association’s 150th anniversary. HRH Prince William the Duke of Cambridge who is the President of The FA presided over the ceremony. Lyndon has been associated with the LSA YMCA FC for 40 years. He managed junior teams for 17 years and has also been voluntary groundsman at its Seafield Rd headquarters since 1980.
