Preston – Final City Centre Plan

Following several periods of public consultation, the council is publishing its final version of the City Centre Plan which, when adopted in 2015, will help to manage and promote new development across the city centre.

Preston’s city centre is aiming to strengthen its current retail position at the heart of Lancashire. It’s already a hub of commercial and administrative activity, but the plan looks to expand the city centre workforce to drive further economic growth, supporting shops, leisure and cultural activities. The full City Centre Plan can be viewed on the council’s website – www.preston.gov.uk/ citycentreplan The content of the City Centre Plan falls under three themes:• Securing Economic Vitality: ‘Ensuring Preston City Centre is a key driver of economic growth, both in Preston and Lancashire’. • Creating a Sense of Place: ‘Enhancing the City Centre’s architectural heritage and key historic assets with a new, vibrant, built environment equipped to take Preston into the 21st Century’. • Enhancing Movement & Accessibility: ‘Revitalising and modernising public transport facilities and prioritising pedestrian movement through the heart of the City Centre’ The Plan has already been through two formal periods of consultation – an ‘Issues Paper’ in November/December 2012, and a ‘Preferred Options’ document October-December 2013. Before the Plan can ultimately be adopted, it must be subject to a further period of seeking representations and submitted to the Secretary of State. Councillor John Swindells, cabinet member for planning and regulation said: ‘Planning positively for the future of the city centre is crucial. Elements of the City Centre Plan ensure 14

the council’s aspirations, and those of local residents, are met in future developments. Now the Preston and Lancashire City Deal is in place and work is underway, the City Centre Plan is the next step for creating growth in the area and bringing new investment to the region. This Plan is extremely important for the future of the city centre, and gives local people information on the development of where they work, live, study and spend their leisure time.’ The Plan identifies five ‘Opportunity Areas’ within the city centre. Whilst these areas are not to be viewed as separate entities or allocations, each area has a slightly different purpose and could support the regeneration of the city centre in different ways: • Corporation Street: Mixed use proposals acceptable, key issue is improving the pedestrian environment and public realm on Corporation Street – the main route from the Railway Station to the University. • Winckley Square: Conservation and enhancement of the general environment and public realm. Proposals for HMO’s will be resisted in the ‘Inner Zone’. • City Centre North: New ‘Retail & Leisure Hub’ anchored by a cinema, new market provision and a modernised, fully functional and accessible bus station. • Stoneygate: Focus on new housing provision both within and outside housing allocations along with the preservation and enhancement of heritage assets. • Horrocks Quarter: Proposals for the site are guided by relevant planning permissions, improving pedestrian connections to Church Street is vital.

Music Sounds Better With Huw Top Radio One DJ heads to Blackpool this December This December the premier venue for new music in Blackpool will play host to the official authority in all things exciting and vibrant in the UK’s thriving new music scene, as top DJ Huw Stephens heads to The Blue Room to play a selection of amazing music, both new and old. Huw Stephens was born in Cardiff, Wales, the son of the author and literary journalist Meic Stephens. He joined Radio 1 at the age of 17 in 1999 as part of the station’s new regional output and became the youngest ever Radio 1 presenter. He curates the Introducing Stage, which showcases new unsigned and emerging music at the Reading and Leeds, Glastonbury, One Big Weekend and T in the Park festivals. This is a real boost for the recently reopened venue in Blackpool as it continues to give upcoming local acts a platform to perform and hone their skills locally before heading further

Council Appoints Markets Architect

Plans for a new market in Preston have moved forward with the appointment of architects, IBI Taylor Young Ltd., to create a brand new market and event space under the historic Victorian market canopy. With a proven track record in markets redevelopment, IBI Taylor Young Ltd. will lead the development of the new Preston Market scheme. Early stages will include consultation with current market traders as Councillor Peter Rankin, Leader of Preston Council, confirmed: ‘The market is an essential part of Preston and as a Council we are totally committed to investing in a new market. That’s why we have appointed IBI Taylor Young Ltd. to work with us to come forward with the best possible scheme for Preston that the budget will allow. We have the fabulous Victorian market canopy in Preston that, with some investment and imagination, could become a permanent home for a vibrant new centre point for the Markets Quarter in Preston City Centre. New Era For Preston Guild Hall

Preston Guild Hall is set for a new lease of life, thanks to new owner and local businessman Simon Rigby. Preston council bosses last month agreed to the sale of the Guild Hall which will guarantee the future of this popular entertainment venue, with an immediate one million pound cash injection. In addition, Simon is setting up a £250,000 trust fund to support arts and culture in Preston – a move much welcomed by Councillor Peter Rankin, Leader of Preston City Council who said ‘This is a fantastic deal for Preston and a fantastic deal for taxpayers. Thanks to Simon, over one million pounds is being invested in the Guild Hall. This will breathe new life into the venue with a beautiful new restaurant, a striking and welcoming front entrance and upgraded facilities for audiences and performers. Under Simon’s ownership, Preston Guild Hall will become Lancashire’s premier entertainment venue. People of all ages will be able to enjoy a great night out with fantastic food and entertainment, right in the heart of Preston City Centre.’ He continued; ‘The sale of the Guild Hall also frees up to one million pounds of taxpayers money that, in these times of austerity, will be used to help off-set cuts to vital public services such as street cleaning, Preston’s Parks and Leisure Centres. Believe me, the scale of such cuts is unprecedented, so the deal to save the Guild Hall cannot be under estimated and is of immense importance to Preston. Simon is totally and utterly committed to future use of the Guild Hall by local community groups, amateur dramatics, college and school productions and the like. In fact Simon is “putting his money where his mouth is” by creating a £250,000 trust fund to invest in arts and culture in Preston. Preston City Council and partners Lancashire County Council and Winckley Square Community Interest Company have received a confirmed grant of £945,000 from the Heritage Lottery Fund (HLF) for the Winckley Square project The project aims to enhance the wider Winckley Square area’s existing qualities through sensitive conservation based regeneration and re-energise it as a successful business location, one which is seen as a prestigious place to work, live and spend leisure time, as one of the city centre’s opportunity areas. With this funding, the project will endeavour to enhance the townscape through quality repair and refurbishment of key groups of buildings to support city-wide regeneration for the benefit of community and businesses in the area. This includes bringing vacant premises back into use; enhancing the area’s historic streetscape; and providing training in heritage skills for contractors, property owners and others involved in the management of the historic environment. Winckley Square is one of the finest examples of a Georgian square in the north of England, housing over 40 Grade II listed buildings which provide the area with great character. Centred around open gardens, the square is home to some fantastic Georgian architecture, which was once an exclusive residential area. Notable historical residents of Winckley Square included wealthy banker Richard Newsham, Thomas Miller of Horrockses Miller and Co., cotton empire and suffragette Edith Rigby. The square has also accommodated educational and religious institutes such as St Wilfred’s Catholic Church (1793), a grammar school (1841), Literary and Philosophical Institute (1846), Catholic grammar school (1865) and a convent (1875). Councillor Peter Rankin, of Preston City Council, said: ‘We’re delighted that the Heritage Lottery Fund has given us this grant. Winckley is an important Preston area for businesses, residents and visitors and this regeneration project will improve the area for everyone.’ Councillor Jennifer Mein, leader of Lancashire County Council said: ‘This is a big step towards the overall regeneration of Preston city centre, and complements the work that we’re already doing on Fishergate to make it a nicer space for shoppers and businesses. new jobs and investment in a way that works sympathetically with the history and heritage of the square.’ Simon Turner, a director of the Winckley Square Community Interest Company (WSCIC), a company that is helping lead a separate £1million to HLF to enhance Winckley Square gardens, said: ‘This is brilliant news. We have been fortunate to see the plans and they are simple, sympathetic yet transformational. It’s another indicator that points to Preston’s health getting stronger. I’ve seen first-hand the effort and skill that has gone into the bid and the respective teams should be applauded. Our own bid will be submitted in February 2015 and should we have similar success it will breathe new life into a very important historical and economic area.’ Sara Hilton, Head of Heritage Lottery Fund North West England, said: ‘Winckley Square is one of the North West’s finest surviving examples of a privately planned Georgian square.
