Bring HS2 into Preston The chief executive of North and Western Lancashire Chamber of Commerce (NWLCC) has called on the Government to reconsider bringing the planned High Speed Two rail link into Lancashire

T

ransport Secretary Patrick McLoughlin has promised that HS2 will go ahead as planned following the Conservative’s victory in the General Election. In a keynote speech in Leeds, Mr McLoughlin said work on the connection between Birmingham and London would commence in 2017, with the ‘Y network’ – the lines to Leeds and Manchester – following soon after. While welcoming Mr McLoughlin’s comments, NWLCC chief executive Babs Murphy said: ‘I would ask the Government to reconsider its decision to end the line at Manchester and bring it into Lancashire. We have waited a long time for developments on HS2 and while it is good news the Government plans to finally get going on it, it would be even better for Lancashire if the county was to benefit more directly. The North West of England however does not stop at Manchester. Extending the line to Preston would provide a greater connectivity not just to Lancashire but to Cumbria, Scotland and the whole of the North West.’ Mr McLoughlin said: ‘The General Election result was a massive vote of confidence in favour of HS2. So the argument has been won. HS2 will be built, the full “Y” network, from London to Birmingham and Birmingham 10

to Manchester and Leeds, with construction starting in just two years. This is the best opportunity in well over a century to level the playing field between north and south. Not by dragging London down, but by firing up the rest of the country - the East and West Midlands and the new Northern Powerhouse - with transport connections that match the very best in Europe.’ North and Western Lancashire Chamber of Commerce, Tel: 01772 653000, Fax: 01772 655544. www.lancschamber.co.uk North and Western Lancashire Chamber of Commerce is the largest financially and politically independent business support organisation in Lancashire. With a membership base of more than 1,600 local companies who own, manage, and finance our business support services. A fully accredited member of the British Chambers of Commerce (BCC). The BCC represents, through a quality assured, UK network of Accredited Chambers of Commerce, more than 100,000 businesses in all sectors of the economy, and of all sizes. Accredited Chambers seek to represent the interests and support the competitiveness and growth of all businesses in their communities and regions.

Goosnargh Green play area opening The toddler play area grand opening at Goosnargh Green play area was held on Thursday 14 May, along with the unveiling of the memorial seat to Joe Birkby

I

n 2007 there was a fire at Goosnargh Green play area destroying the wooden tower which stood there, leaving the children limited equipment to play with. In 2009, the community gathered together to refurbish it. The Friends of Whittingham and Goosnargh Green was established and began to work with Preston City Council.

looks great and it is well used by the local children. The news of Joe Birkby was very sad, he put a lot of time and effort into the park project and local area. I had come across Joe in recent years in his work with Preston Bee Keepers and I can testify first hand to his commitment to bee-keeping. I think the tribute that has been given to him is very fitting and it is located in a place that meant a lot to him, his family and many The friends group held public meetings and other local families too.’ consultations with regards to the design of the park, and started fund raising. Joe Birkby, who chaired the friends groups meetings, applied for numerous funding bids and used his expertise and energy to see the play area project through many obstacles to completion. Sadly, Joe suddenly passed away in May 2014. Due to Joe’s contributions, the friends group decided to carry out one more task before disbanding. This was to purchase and install a bench in his memory. Cabinet member for community and environment, Councillor Robert Boswell, said: ‘It was a huge honour to be invited to this opening ceremony. Preston playgrounds to go smokefree Preston is joining a Lancashire-wide scheme to urge smokers to stop smoking in park play areas

T

he Smokefree Play Code will see signs with eye-catching designs being installed in park playgrounds encouraging people not to smoke around children. Park staff have been provided with training and resources to inform people about the code and the stop smoking services that can give them support to quit. Cabinet member for communities and environment, Councillor Robert Boswell, said: ‘Our parks play an important role in helping residents live active, healthy lifestyles. By discouraging people from smoking around children in our play areas, we want to reduce the number of young people that copy their behaviour by taking up this habit. This kind of scheme is important to the council as we continue make Preston a healthy city.’ The Smokefree Play Code has been introduced by Lancashire County Council in partnership with local city and borough councils. Lancashire County Council’s cabinet member for health and wellbeing, County Councillor Azhar Ali, said: ‘We’re pleased to be working with Preston City Council on the Smokefree Play Code. We want to stop children from becoming smokers and forming a habit that could ultimately kill them. Research shows that the more children see people smoke, the more they see it as a normal part of everyday life, and the more likely they are to become smokers themselves. We hope adults will agree that this is a good enough reason not to light up in playgrounds in Preston.

Councillor Robert Boswell holding the sign in Ashton Park

• Playgrounds in Burnley, Pendle, Rossendale, Hyndburn and the Ribble Valley are already covered by a similar smokefree play code. • The Smokefree Play Code covers play areas which are fenced off and contain play equipment for children. It does not cover general parks and open spaces. • Smoking is the single, greatest cause of ill health and death. It kills one in two lifelong smokers. In Lancashire, 19.8% of the population smokes, which is higher than the national average. • The signs were designed by school children in a competition in which the final design was won by a child from Preston. • The signs have been funded by Lancashire County Council. • Three out of four children are aware of cigarettes before they reach the age of five. Nationally, an estimated 300,000 children under the age of 16 try cigarettes for the first time each year. • The Smokefree Play Code is not a ban on smoking in playgrounds. It is a voluntary code to encourage the community to make the decision to protect their children’s health by not smoking in play areas. • People who want to quit smoking can call the Central and West Lancashire stop smoking service on 0800 328 6297, or the North Lancashire Stop Smoking service on 01524 845145.

Deafway celebrates Heritage Lottery Fund Grant

Deafway has been awarded a Heritage Lottery Fund grant of £54,500 for their brand new ‘Signed Voices’ project.

T

his exciting ‘oral history’ project will be conducted across the North West of the UK and has the history and culture of the Deaf community and British Sign Language (BSL) at its core. Philippa Merricks from Deafway said: ‘This is fantastic news and a great opportunity for Deaf people to share and celebrate their lives.’ Rather than being interviewed by a professional on a specific topic, say ‘Deaf clubs in Preston in the 1970’s’ as might happen in a more traditional oral history project, for Signed Voices, Deaf volunteers will have the opportunity to choose their own topic and conduct a semi-structured interview about it with a Deaf friend or relative in BSL. This conversation will be filmed, indexed, archived for future generations and made available for everyone to watch online. This model of ‘oral history’ is similar to that used by BBC radio 4’s popular programme The Listening Project. Commenting on the award, Christina Eley from Deafway said: ‘We’re really excited and grateful to the Heritage Lottery Fund; the project will last one year and culminate in a live event and a final exhibition which will be available to tour. However, at this time when we are celebrating this wonderful award which will help us to share and preserve UK Deaf heritage for current and future generations, we are thinking also of our Deaf friends and colleagues in Nepal who have been caught up in the recent terrible earthquake. All of the information about our Deafway Nepal Earthquake Appeal and how to donate to it is on the home page of our website www.deafway.org.uk’ Deafway will be interviewing for a new member of staff to lead this project. For further information or to register an interest in this role please contact info@deafway.org.uk. 18

About Deafway • Based in Preston for over 100 years, Deafway works in the UK and internationally. UK services include residential care services for Deaf people with a range of needs, sign language theatre projects and shows, Deaf heritage and cultural activities and training in British Sign Language for hearing individuals and organisations. • Overseas activities and projects currently focus on Nepal with work including Deaf schools, sign language and older Deaf persons’ projects, as well as a support for a small Deaf school in Uganda About the Heritage Lottery Fund • Sharing Heritage is for any not-for-profit group wanting to explore their community’s heritage. With a commitment from HLF of £3m each year, Sharing Heritage grants between £3,000 and £10,000 are now available to groups who want to discover their local heritage. Projects can cover a wide spectrum of subject matter from exploring local archaeology and a community’s cultures and traditions to identifying and recording local wildlife and protecting the surrounding environment to managing and training volunteers, and holding festivals and events to commemorate the past. • From the archaeology under our feet to the historic parks and buildings we love, from precious memories and collections to rare wildlife, we use National Lottery players’ money to help people across the UK explore, enjoy and protect the heritage they care about. www.hlf.org.uk.
