Council officer at forefront of community safety retires A council officer at the forefront of community safety in Ribble Valley is to retire after 40 years in local government

R

ibble Valley Borough Council community development officer Bill Alker joined Eccles Borough Council straight from school as a junior clerk in 1969, then joined Warwick Rural District Council as an administration assistant in 1973. He joined Ribble Valley Borough Council’s elections team in 1975, where he was based at the Clitheroe Castle Museum, before switching to the chief executive’s department as a committee clerk and policy officer in 1983. Bill said: ‘When I started working for Ribble Valley Borough Council, the authority was split across five different buildings and I was based at the Clitheroe Castle Museum. In those days, the authority employed a courier, who scurried between the different departments with post and paperwork, and in winter we had to come in early to light the fires at the museum to keep warm, as there was no central heating!’ Bill has been a committee clerk for most of his career at Ribble Valley Borough Council, specifically for the council’s policy and finance, planning and parish councils’ liaison committees. He spearheaded the CARVE campaign, or Campaign Against Ribble Valley’s Extinction, which successful staved off a carve-up of the borough during local government reorganisation in 1994. He has also been an active union member and was chairman of UNISON’s Ribble Valley branch from 2010 to 2015, and secretary of the local NALGO branch from 1986 to 1989. But it is his work in community safety for which Bill is best known, formerly with the Ribble Valley 14 Crime and Disorder Reduction Partnership, then the borough’s Community Safety Partnership, which was tasked with reducing crime in the borough by 13.5 per cent in 2005. Ten years’ later, according to official statistics, Ribble is the safest place in Lancashire and one of the safest in the UK.

The partnership’s chairman, Kevin Horkin, said: ‘The partnership has enjoyed considerable success in making Ribble Valley a safer place in which to live and work, and Bill’s dedication and enthusiasm has played an important role. ‘On behalf the agencies involved in the partnership, I would like to congratulate Bill for his outstanding commitment to reducing crime in Ribble Valley and wish him a happy retirement.’ Bill is to take up a part-time post as clerk to Clitheroe Town Council and, in his spare time, is looking forward to walking, running and looking after his two-year-old grandson.

Council gardener hangs up his spade after half a century at clitheroe castle One of the longest-serving council workers in the country will mow his last lawn next month after 50 years as gardener at Clitheroe Castle.

J

ohn Latter, 65, will hang up his spade after half a century tending the castle’s popular park and gardens.

John joined the then Clitheroe Borough Council – which became Ribble Valley Borough Council in 1974 – straight from school aged 15 in July 1965. He grew bedding plants at the Clitheroe Castle greenhouse for council gardens throughout Clitheroe, including at Brungerley, Edisford and Henthorn. ‘In those days you did not dare talk directly to a boss and received your daily instructions via a foreman!’ he said. After a couple of years, John was based permanently as a gardener at Clitheroe Castle and in the subsequent decades has got to know the castle grounds well. One of his favourite spots is the panoramic view from the castle’s 12th Century Norman keep. ‘I have quite a few favourite spots in the castle grounds. As well as the view from the keep, the park is spectacular in spring when the cherry trees flower, while in late afternoon in autumn, when the sun is low and shadows start to fall across the park, the view is breathtaking.’ John said working in the fresh air at one with nature had left him in good health and helped him live successfully with epilepsy. ‘My options were limited when I left school, as I was not considered suitable to work with machinery, so gardening was the best option. Working in the fresh air at one with nature has helped me a lot and I haven’t suffered any symptoms for over 20 years. The council took me on, when others might not have, and has been a good organisation to work for, but gardening all year round is physically hard, so it is time to call it a day. I’ve had some fantastic colleagues and supervisors over the years, who have helped to make my job enjoyable and rewarding.’ Ribble Valley Borough Council chief executive Marshal Scott said: ‘John has been a reliable and consistent member of our grounds maintenance team and has looked after the castle grounds, as if they were his pride and joy. His 50 years’ service is a tremendous achievement and he will be missed by colleagues and the castle’s many regular visitors.’

Sarah Messenger, head of workforce at the Local Government Association, added: ‘We are delighted to wish Mr Latter a long and happy retirement after his 50 years’ service to the people of Ribble Valley. He is a fantastic example of the dedication, care and effort that council employees put into making their local villages, towns and cities great places to live.’ John, who lives in Clitheroe with mum Estelle and sister Jacqueline, will prune his last rose on May 11, before putting up his feet to read a few history books and catch up on some DIY. He added: ‘Clitheroe Castle has been a fantastic place to work and I consider myself lucky. There’s nothing better than when members of the public come up to you and say how nice the castle grounds are looking. I will miss that.’

The forum provides a voice for all older people living within the Ribble Valley, anyone is welcometo attend, but the group is particularly keen to involve those aged 50+. Members are unpaid and therefore passionate about the voluntary work they are committed to in the community. We feel that personal experience is vital in understanding the problems and difficulties with which the older generation is faced. We have a good working relationship with many older people’s organisations but are entirely independent and non-political. The Forum meets about every 6 weeks in different locations, and usually has an interesting speaker. Our meetings are open to all - come along and meet new people, and help to make a diffference.
