Brian M. Stocker Fund to expand aquatics opportunities in Lodi

Lodi’s aquatics programs will be eligible to receive as much as $275,000 in grant funding to boost participation over the next 10 years, especially among economically disadvantaged youth, through a partnership with the Brian M. Stocker Fund at the Community Foundation of San Joaquin. This partnership between Lodi Parks, Recreation and Cultural Services’ swim programs and the Community Foundation of San Joaquin, is the largest and first-ofits-kind philanthropic partnership. As envisioned, over the next 10 years, this partnership would provide vital funding for swim lessons and lifeguard training for low-income children, scholarships for children to participate in the summer swim league, monthly free swim days at Lodi Lake, a sensory swim program for disabled children and young adults, and title sponsorship of the city’s annual summer swim championships. A brief ceremony to acknowledge the partnership was held July 20 during the Brian M. Stocker Summer Swim League Championships at Tokay High School swimming pool. “The Community Foundation of San Joaquin is delighted to partner with the City of Lodi to support its aquatics program,” said Moses Zapien, CEO of the Community Foundation of San Joaquin. “Through the generosity of the Brian M. Stocker Fund, the Community Foundation has been able to make targeted investments throughout the county to improve the quality of life of children and youth by increasing recreational opportunities and promoting healthy living.”

Brian M. Stocker, who died in 2010 at the age of 48, eight years after a life-altering automobile accident, passionately believed in youth athletics as a catalyst for instilling leadership skills, personal responsibility, teamwork, fair play and healthy living. Compelled to establish a legacy to fulfill his goals, Brian left the bulk of his significant estate for the express purpose of establishing a permanent charitable fund to support local organizations and initiatives aligned with his interests. “Brian was a lifelong competitive swimmer, passionately believing youth athletics are a catalyst for healthy living while instilling lifelong benefits of leadership skills, personal responsibility, camaraderie, teamwork and fair play,” said his brother, Chris Stocker. “We hope this 10-year investment in the Lodi Parks, Recreation and Cultural Services’ summer swim program will have a lasting impact and benefit for a multitude of Lodi youth.” Brian’s passion for aquatic sports began at a young age as a member of the now defunct Morada Mini-Subs, part of the Lodi Summer Swim Program. He later served as a summer

lifeguard and swam competitively for Tokay High School. Later, Brian excelled in ocean kayaking and sailing, coached youth swimming, competed in triathlons and swam with the local Masters program. “This is an incredible gift to the Lodi community,” said Lodi Mayor Mark Chandler. “The impact of the Brian M. Stocker Fund will last far longer than 10 years in the lives of those it will touch. We are truly humbled that our City’s aquatics programs were selected to carry out his wishes, and we will do everything we can to honor his legacy.” In partnership with the Community Foundation of San Joaquin, through a competitive grants program, the Brian M. Stocker Fund has made targeted grants to local organizations. Among them: Aspire Schools to establish a soccer field; First Tee of Stockton; Lodi BOBS; Lodi Junior Giants; the Don Womble Track at Lodi High School; Boys & Girls Clubs; Stockton Rowing; and the Positive Coaching Alliance, among others.

The City signed a contract in July with Roadside Concepts to bring nationally recognized performers to Hutchins Street Square and partner with local businesses for a complete entertainment experience. Roadside Concepts’ task is to develop a four- to six-show season next year, and give ticket buyers the option of combining their enjoyment of a live performance with hotel, dining, wine tasting or other activities to be determined. Hutchins Street Square, at Hutchins Street between Oak and Walnut streets, includes a 794-seat theater that is home to live music, comedy, plays, movies, dances and school graduations throughout the year. Its proximity to Lodi’s wine region, a vibrant downtown and Lodi Lake Park make it an ideal location for residents of Lodi and beyond to plan a day or evening a weekend around live entertainment, fine dining and outdoor fun. This FREE bike ride will leave from Lodi Lake Park at 9 a.m. and visit 13 parks over a 13-mile ride, ending back at Lodi Lake. ▶ Each participant will receive a park passport that will be stamped at each location. ▶ Completed passports will receive a raffle ticket to win a prize from one of our event sponsors. ▶ Riders must wear helmets and are advised to bring water. ▶ Please note: this ride follows a route along city streets and we recommend participants be 10 years or older if riding their own bicycle.

FALL BREAK CAMP Looking for fun while on Fall break? For children currently between the ages of 5 and 15, we offer fun daily activities that will help your child stay active and engaged during the school break. Your child will learn new skills, build self-confidence and make new friends while out of school. We offer excellent supervision, snacks, arts, crafts, movies, organized games and so much more! Daily and weekly registration is available. Children must wear closetoed shoes and bring ready-to-eat lunch.

The Fall Break Camp program is managed by the PRCS Staff. Field Trips are offered and have different rates. The field trips are local, paid for separately, and must be prepaid at the PRCS Administration office, 230 W. Elm St. Refunds for a trip will not be issued or applied to another week of camp. AQUATICS

W SWIM LEVELS Minnow (Level 1) Ages 4+

Must be 36” to the chin and willing to get in the water or pass evaluation by a City of Lodi Swim Instructor. This class helps students feel comfortable in the water and to enjoy the water safely. Students learn to submerge face independently and are introduced to floating and locomotion in a fun and safe setting.

Seahorse (Level 2) Ages 4+

Successfully pass level 1 (Minnow), or is able to swim and float with support. Students learn kicking on front and back, front and back float, primary skills, and demonstration of alternating arms. This class builds success with fundamental skills.

Jellyfish (Level 3) Ages 4+

Successfully pass level 2 (Seahorse) or able to swim and float independently on front and back. Students will explore deep water, front crawl 15 yards, level off, introduction to breathing combined with a 5-yard stroke. This class builds on the skills in level 2 by providing additional guided practice.

Children will learn introduction to the game of volleyball. This is a 7-week session. No photo day.

Beginners will perform a 10-minute warm up, then a 10-minute introduction to tennis teaching philosophy will be explained, followed by a 20-minute technical skills training. Students must bring their own water, tennis racquet, wear comfortable clothing.

This class is for steadily advancing students who have already completed a year of beginning ballet but are not yet ready for Ballet I. Continued emphasis on arm position, feet and ankle strength and flexibility, and faster pace of dancing.

Master Class Advance NE W ! Acrylic Painting Ready to study the different approaches to completing a great painting? This class will cover a wide range of composition, technical skills by study and recreating works of art based on master painters’ paintings. We will be taking a master painting and recreate an original work of art based on the style of the master. We still study in depth approaches to composition, color, value and temperature of great past artists. Each month we will concentrate on one master painter. Each student will bring their own painting and brush supplies, table easel, and notebook to keep their class materials in. Video instruction to further understanding will be provided once a month. This class is geared to artists that have a good knowledge of their supplies and have been painting in acrylics for some time.

Young students are so eager to learn, and a joy to teach. Young Rembrandts instructors provide a nurturing and strong learning environment that expands pre-schoolers image vocabulary as they draw familiar images such as fish, teddy bears, rainbows and cowboys. We will concentrate on the skills of drawing and coloring while we develop fine motor skills, focus, listening, staying on task, patience and spatial organization. *No class on 10/8

Ukulele Basics Ukulele Basics is design for the beginning ukulele student. In this class students will learn basic chords, rhythms, fingerings and positions. Students will use various learning worksheets and song charts to help structure their learning experience. This course is designed for the beginning ukulele student and will be open for most ages to enjoy and learn, in a very fun and relaxed environment. Student must have their own ukulele.

Guitar Fundamentals Students, beginners to intermediate, will concentrate on chords, chord positions, progressions, scales, lead patterns, rhythm and basic music theory. Students will explore guitar theory, music composition and vocal theory. This course will ignite the songwriters within! Learn the basics of note reading, music theory, technique and ear training. Instructor Monica’s goal is to help students learn to develop music skills while encouraging them to have fun playing the piano! There is no class on 12/24.

Come learn and explore parent and infant/toddler music through song, dance and percussion instruments. The child will enjoy singing nursery rhymes, dancing to songs that include child movement, playing percussion instruments to the music and meeting other children their age. DeBenedetti Park Site Master Plan Update

Lodi’s parks are seeing the benefit of Measure L in the new fiscal year, which began July 1.

Following a series of community meetings and online polls that attracted more than 700 responses, the City Council on July 17 approved a new master plan for DeBenedetti Park.

It was only a matter of days before two dangerous -- and rather large -- cottonwood trees at Emerson Park were removed, using Measure L as the project funding source. The trees threatened to drop large limbs on the nearby playgrounds and restroom. By June of next year, Parks & Rec will be able to perform an additional $80,000 worth of pruning and removal of trees that pose a hazard to the public, thanks to voters’ approval last November of the halfcent sales tax measure and the City Council’s approval of Parks & Rec’s request. Otherwise, Parks & Rec had only $20,000 for this work.

The new plan recognizes DeBenedetti Park’s role in providing space for organized sports, as well as the need of the surrounding residents for neighborhood park amenities. Fully developing the park will cost an estimated $14 million, with improvements phased over time. The first phase includes expanding the infrastructure needed to

support the park’s uses, including additional parking off Century Boulevard and restrooms, with neighborhood park amenities to follow. Parks & Rec plans to develop construction plans for the first two phases later in 2019, with timing of the actual construction depending on the rate of impact fees paid by developers for future housing and commercial projects. The overall plan calls for walking/ jogging trails throughout the park, picnic areas, sports field lighting, a basketball court, one soccer and one baseball/softball field, an area for outdoor games like bocce and horseshoes, picnic areas, a band shell and other amenities not typically found in other Lodi parks.

Starting in August, Candy Cane Park will see a complete renovation, with Measure L funding a substantial portion of the work. And in early 2020, we expect to install a new child’s playground at English Oaks Park and another playground at Beckman Park. The preliminary concept is to make the apparatus at Beckman Park more appealing to teens and adults for targeted fitness activities.

City Applies for Hale Park Grant The City has applied for nearly $5 million in State funding for the Hale Park Community Heritage Project in an effort to make Lodi’s park more of a focus of community life in the city’s Heritage District. Hale Park, named after the City’s second mayor, dates to the 1870s, when it was known as “Wardrobe Grove.” The proposed project includes new playgrounds, new fencing, undergrounding overhead utility lines, and pathways that lead to a gazebo-like structure that will be the focal point of the park for public events. The proposal is based on recommendations from the dozens of community members who voiced their preferences at five public outreach meetings held at the park in May and June.

In addition, the project application includes future cooperation between the City and the Lodi Historical Society to use the park as a way to outline the park’s history and to document the history and role of various immigrant communities that have come to Lodi over the past 150 years. Parks & Rec expects to hear by the end of the year if the application is successful. Funding would be through Proposition 68, a water and parks bond the State’s voters passed in June 2018. Candy Cane Park’s extreme makeover

A renovated swimming pool and a new shade structure are the latest improvements to Blakely Park, as Parks and Rec continues to use a combination of federal and State dollars to enhance the 10-acre park. Within the next year, a new restroom will be placed on the west side of the park, using federal block grant funds. Also, the City anticipates ballfield renovations on the north side of the park in 2020, along with construction of a new basketball court.

Lodi’s smallest park is getting scraped to the ground (except for one tree) and rebuilt to address outdated and missing playground equipment and meet new regulations to allow disabled persons to access the park.

This list of upgrades could continue if the City’s application to the State to fund a new shallow teaching pool, splash pad, restroom upgrades, parking lot and shaded picnic area is successful. Funding would come from Proposition 68, the same funding source eyed for upgrades at Hale Park.

Candy Cane Park, just west of Ham Lane at Holly and Gerard drives, is 1/10th of an acre. Construction is expected to begin in August and includes replacing some of the surrounding sidewalks and new curbing to allow wheelchair access. Inside the park, the larger play area requires new walkways and modified irrigation due to changing hardscape.

The City held five outreach meetings at Blakely Park this spring to gather the community’s ideas about how the park could be improved.

The project will cost an estimated $350,000, with funding coming from Parks and Recreation funds, Measure L and the Street fund. Parks Division staff developed plans to renovate the park in early 2016, but the estimated cost – which included required street and storm drain modifications required by the Americans With Disabilities Act -- exceeded available funding at the time. Candy Cane Park was identified as the department’s top project in 2016, and the Parks and Recreation Commission affirmed that selection in February 2019, three months after Lodi voters approved Measure L.

LODI LAKE Lodi Lake Park has a vast selection of activities for all ages. Recreational activities include our 58 acre nature area, Mokelumne River boat tours, picnic rentals, bbq pits, motorized boat launch, and playground.

At the boathouse you have the opportunity to rent kayaks, canoes, stand up paddle boards, and pedal boats. Lodi Lake also has a seasonal swimming area with lifeguards on duty to ensure a safe and fun experience.

MOKELUMNE RIVER BOAT TOURS Enjoy the scenic beauty of Lodi Lake and the Mokelumne River aboard our 24’ tour boat. Keep your eyes open for the many bird and animal species that call the lake and the river home. It’s not uncommon to see such species as deer, river otters, great blue herons and many others! Our tour boat is inspec ted and certified annually through the US Coast Guard. Our Captains possess commercial master’s licenses also through the Coast Guard. The tour boat has a maximum capacity of 10 passengers. 45-minute Mini Tours – Saturdays & Sundays (April – Sept)/$10 per person. Available weekends only, our mini tours run on the hour between noon and 4pm; must be dockside 15 minutes prior to the hour. Register at the small gate entrance building. 90-minute Chartered Tours – By appointment Only (April – Sept)/$200 for up to 10 passengers. This unique, local excursion is perfect for small groups of up to 10 passengers. Tour day and times can be customized to meet the needs of your group and upon availability of our licensed Captains. Lodi Lake Nature Area Needs Docents! Become a tour volunteer, it’s easy! Just follow these 6 steps: 1. Have a desire to share your interest and love for the Nature Area and its unique environment. 2. Fill out a short application. 3. Shadow Docents on tours. 4. Pass a fingerprint and background check (paid for by Parks, Recreation and Cultural Services). 5. Receive a free Docent manual with loads of information on the Nature Area. 6. Lead tours 2 to 3 times per month (fall and spring are the busy times). The best part of becoming a Docent, is that it is not necessary to have a science background. The manual is packed with useful information on all the plants, animals and habitats in the Nature Area!

Any patron under the age of 12 who registers in classes/progrmas must be accompanied by a parent/guardian. • Classes may be canceled if there is low enrollment. • All registrations are taken on a first come, first serve basis.

PROOF OF RESIDENCY

• A “resident” is anyone living within the incorporated Lodi City limits. A “nonresident” is a Lodi P.O. Box address or anyone living outside the incorporated Lodi City limits.

REFUNDS/CANCELLATIONS

• The Parks, Recreation and Cultural Services Department reserves the right to cancel a class/program, combine or divide classes/programs; and/or to change the time, date, class location, fee, or instructor change. Other changes may become necessary to ensure a quality experience for the participants. • Administrative fee, non-resident fee, and/or late fee are nonrefundable. Class/ program fees will not be prorated. See receipt for payment details. • Refund request for sports programs must be submitted prior to the second program meeting. Refund request for all other programs/classes must be submitted 10 days prior to the program/class start date. • If approved, refunds are given within 30 days. If paid with a credit/debit card, a refund will be applied back to card. • Full refund will be given for program/class cancellations and/or medical reasons (must have documentation). For sports programs, no refunds/credits will be issued after the class/program/league has had its second meeting. • Any costs that have been incurred on behalf of a participant (i.e. insurance fees paid, uniform costs) will be deducted from the total refund.
