Measure L Update November 6 was an historic day for Lodi Parks and Rec and it wasn’t because we opened a new park or began a new program. It was because you, the voters of Lodi, went to the polls and decided that our parks and recreation programs were worth supporting. By passing Measure L, you chose to live in a community in which the Parks & Rec Department will still offer arts and other enrichment classes at Hutchins Street Square, will continue summer camp and after-school programs, and will still coordinate year-round special events and recreational sports for athletes of all ages.

Our employees have been asked to do more with fewer resources at their disposal. New funding from Measure L has the potential to take off some of that burden. Although the City Council ultimately decides how to direct those dollars, the additional funding may allow us to accelerate repairing and replacing aging or missing playgrounds and make significant repairs to Lodi Lake Park. In that case, Parks & Rec can deliver improved recreation programs and services the community deserves.

GETTING TO KNOW YOUR PARK SYSTEM

Park agencies throughout California, including Lodi Parks & Rec, will be competing for their share of $255 million for park acquisition, expansion and renovations in 2019. http://www.parks.ca.gov/spp. The funding stems from Proposition 68, a $4 billion water and park bond passed by California voters in June. Of that amount, $1.3 billion will go to State, regional and local park agencies. In addition to competitive grant programs, Lodi will automatically receive approximately $200,000 – the exact figure is not yet known – sometime in late 2019 for new park projects. The $255 million available to local agencies in 2019 is the first of several phases that will eventually total $650 million. Most is aimed at acquiring new parkland and open space.

Community Input Needed Parks & Rec will begin a public outreach program in the coming months to gather input and assess community interest in potential projects. Under the Prop 68 guidelines, the grants will be focused on low-income areas that don’t have enough park space to serve the neighborhood. Lodi has four parks that meet both criteria: Blakely Park, Hutchins Street Square, Legion Park and Van Buskirk Park. Half of our other parks – Lodi Lake the notable exception – meeting one of the two qualifications. We will be eligible to apply for up to $8.5 million per project, which makes this an opportunity Lodi Parks & Rec can’t pass up. We’re kicking around possible projects, such as water slides and new aquatic features at Blakely Park, and an indoor rec/wellness center at another park. For children currently between the ages of 5 and 15, we offer fun daily activities that will help your child stay active and engaged during the school break. Students learn to submerge face independently and are introduced to floating and locomotion in a fun and safe setting.
Seahorse (Level 2) Ages 4+
Successfully pass level 1 (Minnow), or is able to fully submerge independently. Students learn kicking on front and back, front and back float, primary skills, and demonstration of alternating arms. This class builds success with fundamental skills.
Jellyfish (Level 3) Ages 4+
Successfully pass level 2 (Seahorse) or able to swim and float independently on front and back. Students will explore deep water, front crawl 15 yards, level off, introduction to breathing combined with a 5-yard stroke. This class builds on the skills in level 2 by providing additional guided practice.
Otter (Level 4) Ages 4+
Successfully passing level 3 ( Jellyfish) or able to swim independently on front and back. Students will retrieve objects, swim 20 yards, coordinate the components of the front and back stroke and tread water. This class develops confidence in the strokes learned and existing aquatic skills.

Ballet IV/V Pre-Pointe/Pointe
Ballet Adult
REQUIRES TWO YEARS OF BALLET III/IV AND CONCURRENT ENROLLMENT IN TWO OTHER BALLET CLASSES. This is the most advanced ballet class offered. Placement is through instructor approval only. No class the week of April 15-20.
This class is perfect for adults who have never had ballet classes or for those who would like to begin again after an absence of years. Ballet exercises and steps will be chosen to enhance the fitness and coordination of the adult dancer, while stressful steps and positions will be avoided. Adults who enroll in this class will, hopefully, see an improvement in muscle tone, increase their range of motion and develop an appreciation for ballet. During class students will cover basic ballet technique including barre and center exercises that encourage stretching, strengthening and tone, along with an introduction to ballet terminology. This class is taught in a group setting.

Ballroom Dance- January - ChaCha Students will learn a Cuban origin dance. This dance has many stylized patterns and a smooth Cuban hip motion. Ballroom Dance- February - Two Step Students will learn the Country Two Step, which is a beginning line dance. Ballroom Dance- March - Rumba Rumba is universally recognized as the dance of love. It is danced to slow, sensual music with a Latin beat and features a hip action known as “Cuban Motion.” Rumba is derived from the Afro-Caribbean dance “Son” and has been popular in this country as a ballroom dance since the 1930’s. This basic competencybased structured babysitting workshop, is designed to include a lot of interactive hands-on activities while you are learning how to respond to medical emergencies, preventing accidents, basic first aid, along with other safety issues. Learn how to deal with problem behavior and behavior management, feeding, diapering, bed time stories and challenges, along with age appropriate toys. Students are introduced to characteristics of various age groups, age-appropriate games, and playtime activities. Learn professional skills on how to be marketable to potential parents, and feel confident communicating with parents and guardians, along with following their guidelines or instructions. This session will be canceled if it does not meet the minimum requirement of 10 students. Lodi Lake Park
Plans to reconstruct the Nature Area amphitheater and add educational components are moving forward. The City received a $250,000 State grant for this project, which will result in a covered stage and new interpretive displays so that visitors can learn more about the environment at Lodi Lake Park. Construction target is 2020. Additionally, the City received a $1 million grant in the State budget to repair erosion and loss of park area along the Mokelumne River.
Candy Cane Park
Things are looking up for a renovation of Candy Cane Park in 2019. Funding for a complete rebuild of the park, including new playground equipment, appears to be available whether through Measure L or the result of cost-saving measures implemented by Parks and Rec. The project consists of installing new pathways, new irrigation and playground equipment. In addition, new wheelchair accessible features are needed on the adjacent sidewalk, which will require relocating a storm drain. At 0.20 acres, Candy Cane is the smallest of our City parks. Only the swings remain of the playground equipment installed nearly 30 years ago, with the remaining features removed two years ago due to unsafe conditions and a lack of replacement parts. We anticipate the construction and equipment acquisition costs at roughly $300,000.

A new playground is open at Orchard Lane Park, located at the southwest end of Reynolds Ranch north of a storm drainage basin. The eventual plan is to expand the park to the north with new development.
